Abstract:
This issue of the Potchefstroom Electronic Law Journal (PELJ) is entirely dedicated to the concept of good governance. It is the outcome of the first Summer/Winter school on Good Governance which was held at North-West University, Potchefstroom (SA) in January 2006 and at Tilburg University, Tilburg (NL) in January 2007. This Summer/Winter school has now become a yearly event with a bi-annual theme. Academic staff from both universities collaborate in teaching this course. Students from the two universities who participate in the Summer/Winter school have the unique possibility to deepen their knowledge on a particular subject while enjoying a cross-cultural learning environment. The subject of good governance was not selected by chance but was chosen because of its impact in many fields and the many ways in which the concept is used. It was time for a deeper insight into this multiple role of the concept of good governance. The contributions to this journal are the analytical outcome of the research done in preparation for the lectures given during the Summer/Winter school. As the contributions directly apply the good governance concept to various specific fields of expertise, this introduction will be used to give a short reflection on the concept as such.

AbstractGood governance is a concept for governance that should be run. Theoretically, the discourse of good governance reaps its pros and cons since it had been firstly introduced. However, as a concept and a strategic offer it deserves to be appreciated and re-examined. There are principles in good governance that are compatible with Islam such as accountability, transparency, deliberation, and others. Good governance will be achieved when it involves a good communication among the government, civil society, and the business sector. The author uses the perspective of contemporary maqaasid asy-shari'ah to view the discourse with more emphasis on development and right. The perspective is different from the old maqasid which emphasizes more on the protection and preservation. The result of the study shows that good governace needs harmonious relationship among the followers of religion, social justice, organized and equitable education, human rights protection, and the development of civilized law.Keywords : Good Governance, Maqâsid asy-Syaari’ah, DevelopmentAbstrakGood governance merupakan sebuah konsep tata kelola pemerintahan yang seharusnya dijalankan. Secara teoritis, diskursus good governace menuai pro-kontra sejak awal kemunculannya. Meskipun demikian, sebagai sebuah konsep dan tawaran strategis patut untuk diapresiasi dan dikaji kembali. Terdapat prinsip-prinsip dalam good governance yang berkesesuaian dengan Islam diantaranya akuntabilitas, transparansi, musyawarah, dan lainnya. Upaya mewujudkannya tidak hanya dilakukan oleh satu pihak saja, tetapi komunikasi antara pemerintah (goverment), masyarakat sipil, dan sektor dunia usaha. Dalam melihat diskursus ini, penulis menggunakan perspektif maqaasid asy-Syaari’ah kontemporer dengan lebih menekankan pada development (pembangunan; pengembangan) dan right (hak-hak). Berbeda dengan maqasid lama lebih pada protection (perlindungan) dan preservation (penjagaan; pelestarian). Berdasarkan hasil kajian tersebut bahwa dalam mewujudkan good governace diperlukan pembangunan dalam berbagai aspek seperti membangun hubungan harmonis antar pemeluk agama, mewujudkan keadilan sosial, penyelenggaran dan pemerataan pendidikan, perlindungan terhadap hak asasi manusia, pembangunan hukum berkeadaban.. Since the 1990s the concept ‘good governance’ has become one of the most widely used in debates in development, public policy and international relations. Despite its recent prominence the concept ‘good governance’ has frequently used in different meanings and implications. Following an introduction, which includes a historiographic note on development discourse, the first part of this paper is intended to be an overview of diverse definitions, interpretations and measuring problems of good governance. The purport of the second part of this paper is to focus on whether good governance matters in development or not, the performance of good governance in Albania. This paper has argued that good governance is indispensable in Albania, because misgovernance is a great hindrance and predicament to development. The politicization of bureaucracy, judiciary, appointment, transfer and promotion in all most all offices, lack of voice and accountability, inefficiency and satisfying the vested interest fall within the purview of misgovernance

This study aims to deconstruct the concept of Good University Governance in the implementation of the budget of Legal Entity State Universities (PTN-BH). Therefore an approach is needed that can expose the concept of Good University Governance in a budget implementation. This research is conceptual research. Researchers are motivated to formulate the concept because they see that the budget in an institution has an important role in determining the results of organizational performance. Legal Entity State Universities are required to compile organizational performance reports in accordance with Menristek Dikti Regulation Number 40 of 2016. Indicators of organizational performance assessment for PTN-BH based on Menristek Dikti Regulation Number 40 of 2016 are must meet Good University Governance which consists of transparency, accountability, responsibility, effective and efficient. The success of the PTN-BH budget implementation is in fact measured by the fulfillment of Good University Governance. Therefore it is necessary to first understand the concept of Good University Governance in implementing the PTN-BH budget. The good governance promoted by the World Bank and UNDP still has no a definitive agreement. This concept is more interpreted as a solution for the realization of effective and efficient government performance. Furthermore, the World Bank as a donor provides assistance to countries to build institutional capacity and training for public officials to improve their competence. The methodology in this study employes descriptive qualitative data collection techniques with literature review. The good governance as a concept reaps criticism in its implementation, one of the criticisms given is the lack of control in the implementation of good governance in governmental actors. Not only that the application of good governance in a country is often forced, even though the principle does not fit into the existing government system, state, culture of society. In Indonesia case in terms of Good Governance implementation, there are still many problems such as bureaucratic reform that is not good, practices of KKN, demands for the application of good governance principles which among them are not in accordance with the local characteristics of the Indonesian people, and the participation is still low.

This article places the concept of community asset management (CAM), the focus of a DFID Knowledge and Research (KAR) project which has been described elsewhere, in the context of the broader concepts of participatory local governance and good practice, themselves the subjects of other recent KAR projects. It is contended herein that it is imperative to local development, service delivery and poverty reduction that these concepts are fully operationalised by the stakeholders involved in the governance process. The article argues that, not only is CAM as a community participation approach a good practice in good governance ‘in its own right‘, but the very practice of the CAM approach involves the operationalisation of other participatory local governance principles.

Summary: This article is about good governance, as presented in the 2001 EC White Paper, in relation to environmental legal policy making in Europe. First a concise analysis is made of the concept of good governance. Then, in a ``tour d’horizon’’, environmental policy programmes, legal cornerstones and instruments are described on the basis of the five main principles of good governance: openness; participation; accountability; effectiveness; and coherence. This overview illustrates the move toward good governance, fitting with the wording of the fifth Environmental Action Programme of 1993: ``Whereas previous environmental measures tended to be prescriptive in character with an emphasis on the `thou shalt not’ approach, the new strategy leans more towards a `let’s work together’ approach.’’ However, much is yet to be done, if a true shift in governance is to be brought about. A further analysis is therefore made of the possibilities of enhancing the concept of good environmental governance under the future European Constitution. Major improvements are within grasp if there is a willingness to place a ``clean’’ Europe for citizens before the single market, introduce basic citizens’ rights on basic environmental standards, further support for environmental NGO’s and allow for more competition between Member States.

Nowadays governance remains a multi-dimensional concept. It may be termed as a totality of issues reliant on the person concerned about and his/her individual perception of practicality. Good governance cannot be attained, except holding the attention of its vibrant interactions with democratization advantages, the civil rights situation, the state of pro-active improvement and the role of government strategies and programs in a specific nation-state. Here, supposed to be a means of consciousness which seems good governance is beneficial due to its various favourable belongings. Good governance simplifies communal and economic progress and concentrates on its surroundings where social privileges are appreciated. Responsibility, competence, effectiveness, and sustainability can affect people’s involvement, which is subsequently vigorous for good governance. On the local area, shared improvement has been associated with good governance. It is correspondingly understood that participatory growth is not thinkable excluding the existence of a vigorous civil society. Democratization in the logic of providing reasonable chances for taking part in political lifespan may closely relate to good governance also. The mode with which good governance has been represented is evidently lacking in Bangladesh. The views that keep an eye on the essence typically consider looking over the prevailing state of concerns vis-a-vis good governance. In observing the current state of affairs, we inquire the question about how much good governance is at all possible. In reply to this question, the importance is engaged in good governance’s interconnections with the formation of fresh from of democracy, reinforcement of bureaucracy, combating corruption and rising civil society participation viewpoints.

Abstract This paper explores the World Bank’s concept of “good governance” as applied in rural Central America. It argues that World Bank good governance seeks to constrain unequal accumulation and privilege in the public sector, but leaves largely unaddressed structural inequalities in the private sector and the conflation of economic and political power in the public sector. This paper suggests that the World Bank analysis does not adequately consider more embedded state/civil society relations linked to national and sub-national political cultures. In contexts in which nation-building projects have promoted forms citizenship linked to more activist “leveling” and paternalistic states, good governance is likely to be ideologically contested. World Bank good governance under these circumstances is unlikely to quell discontent or naturalize the neoliberal state.

This company is a purely family company, which is one hundred percent family owned. This study uses a qualitative method with a case study approach. Data collection using interviews and documentation. Researchers interviewed the passive committee, directors, deputy directors, and Ciputra University lecturers as experts. After getting the data through interviews, the data were analyzed by examining data from various sources, after which the data was reduced, categorized, data validity and drawing conclusions. Testing the validity of the data using source triangulation. The result of this research shows that the company has indirectly implemented the concept of Good Corporate Governance such as transparency, responsibility, independence, and fairness. However, only the principle of Accountability has not been implemented, because the company has so far not had a clear organizational structure and no formal written policies and SOPs.

Purpose The purpose of this paper is to examine whether good governance across countries, utilising the Rule of Law indicator of the Worldwide Governance Indicators, is associated with economic growth, measured in terms of real GDP. It is to be noted that in this paper both variables are measured in terms of changes, comparing like with like. It is hypothesised that a country with a high level of economic development and a high level of good governance (typically an economically advanced country) tends to find it more difficult to improve these two variables, when compared to a country with lower levels GDP per capita and good governance (typically an economically backward country). This assumption is termed the “diminishing marginal governance effect”. Design/methodology/approach The paper tests the hypothesis that governance improvements are related to real GDP growth, using the panel data regression approach. In this way both variables are measured in terms of changes, comparing like with like. Relevant control variables are utilised to impose the ceteris paribus condition. Findings The paper finds that improvements in good governance are statistically and significantly related to economic growth. This confirms the hypothesised “diminishing marginal governance effect” explained above. Research limitations/implications The main research limitation of this paper is that measuring changes in the “Rule of Law” indicator over time may be subject to errors given that the “Rule of Law” score of each year is an average value with related standard deviations, and the latter vary from one year to another and from one country to another. Practical implications The major practical implication of this paper is that good governance matters for economic growth and that in order to produce evidence for this the governance score must be measured in terms of changes and not in terms of levels. Another implication is that equations that compare economic growth with levels of governance are misspecified as they would not be comparing like with like. Social implications There are various beneficial social implications associated with good governance which is considered as a major pillar for orderly social relationships. Economic growth also has important social implications as it means, if properly distributed, improvements in material well-being of the population. Originality/value The originality of this paper is that it measures governance in terms of changes and not of levels. Studies on the relationship between governance and economic growth that measure governance in terms of levels generally do not find a positive relationship between the two variables. In using changes in both governance and real GDP, this paper confirms the “diminishing marginal effect of governance”, hypothesis.

Good governance concept plays an important role in the modern government system through creating sustainable public policies. Good governance is a concept that has been used globally, including in Malaysia. Ironically, Malaysia has the highest number of foreign laborers in Southeast Asian countries reaching approximately six million. The dependency is shockingly becoming a major concern for the government in formulating policy. In formulating policy, it is important to consider various stakeholders such as employers and Malaysian people. Therefore, the government is trying hard to find an equilibrium point in managing and the best way to reduce dependency on foreign labor. This article examined various issues and challenges in managing Malaysia’s foreign labor dependency, including the good governance concept perspective. This study uses a qualitative research approach. There are 7 key stakeholders identified through purposive sampling. Semi-structured interviews were undertaken to identify and understand the issues and challenges faced in the foreign labor governance. The findings found out that Malaysia’s foreign labor governance has overlapping governance arrangement, vague job scope, poor governance management system, and lack of mutual participation. Therefore, it is important to improve the foreign labor governance and policy in Malaysia because shortcomings in governance arrangements hinder the implementation of effective policies. The improvements are crucial to reduce the dependency on foreign labor and Malaysia’s development efforts will progress efficiently.

Introduction: actions taken at the level of the European Union and related to the implementation of the European governance model are based on the assumptions of the theory of good governance. The research problem is the analysis of the process of implementation of this model in the decision-making mechanisms in the EU. Purpose: to analyse the theoretical framework for the application of the concept of good governance in the European Union, to assess the principles and to diagnose the actors responsible for the efficient functioning of the European governance model. The article verifies the hypothesis that the implementation of the concept of good governance in the European Union leads to the strengthening the elements that democratise and increase the transparency of the principles of its functioning for citizens. Methods: the study of these issues is conducted using actor-centred approach and metatheoretical research. The general scientific methods of cognition is used (analysis, synthesis, induction, deduction, description, etc.), as well as theoretical methods of formal and dialectic logic, supplemented by the specific juridical methods (juridical-dogmatic method, system and structure revealing method, and the method of legal norms interpretation). The analysis covers the normative basis of the good governance concept, with particular emphasis on actors involved in the procedures of applying and protecting the civil rights resulting from this concept. Results: the networks of individual actors, thematic platforms and transnational associations are active in numerous consultations with the European Commission. Тhis way, they are the main representatives of opinions of the EU Member States’ societies and the inspirers to take the necessary decisions. They play a similar role in the implementation phase of decisions, when the national administrations is obliged to implement the European standards into national legal acts. Then, the actors participate in consultations with the national authorities and monitor the implementation of EU programmes. Conclusions: the conducted analysis proved the functioning of civil participation in the European Union, which also means the existence of civil control mechanisms. However, it is small, in comparison with local governments and business structures. Representatives of civic organisations submit postulates to the European Commission that it is necessary to modify the existing rules. The governments and national officials have better support – both technical, organisational and financial – to participate in monitoring the decision-making process, but representatives of civil society are deprived of any support. These conclusions lead to a reflection that the European governance model is not functioning entirely well. There must be connections between the elements of the good governance system. The presented analysis demonstrates that only some of its fragments are functioning: legal regulations, law, public consultations of several policies. These are the lonely elements of society’s influence on decision-making process. The lack of strong systemic connections not only results in instability of the entire structure of EU governance, but also weakens the effectiveness of the law.

From the perspective of international law, democracy may be regarded as a multifaceted phenomenon. On the one hand, it reflects the collective right of self-governance of a particular political community; on the other hand, it reflects an individual entitlement to participate in the conduct of public affairs of one's country. Democracy is connected to the principle of self-determination, understood as the freedom of a group to decide the system under which it wishes to live, while requiring a formalized set of voting procedures in order to implement this freedom. Democracy is focused on the procedural aspect of organizing elections, while not mandating any particular substantive outcome of those elections. In this essay, I propose that the right to democratic governance should be supplemented with a more robust concept: the substantive notion of good governance.

South Africa became a signatory to and ratified the World Heritage Convention, 1972 (WHC) in 1997. It thereby voluntarily agreed to identify and conserve world heritage areas of universal value for the benefit of mankind. This article presents a case study of the Vredefort Dome, one of South Africa's World Heritage Sites (WHS) and specifically its governance strategies to ensure proper and sustainable governance. Firstly, the issue of fragmentation of the environmental governance regime applicable to WHS is discussed, and in doing so, refers to the various legislative and common law responsibilities and institutional structures related to environmental governance of WHS. Secondly, it briefly discusses the concept of good governance and the concept of cooperative governance as a sub-component of good governance. Finally it comprehensively proposes various strategies to ameliorate the current fragmented and unsustainable environmental governance effort relating to WHS.

The purpose of this paper is to explore the extent to which New Public Governance as a framework is limited to the political and administrative context of Romania and to create a connection between good governance and New Public Governance through operationalizing the concepts and clarifying their inter-dependency. New public leadership skills are required from both horizontal and vertical approaches, in order to tackle the country’s wicked problems.Design/methodology/approachThrough the use of qualitative methods, such as document analysis of Cooperation and Verification Mechanism reports of the European Commission on Romania, and expert interviews with a focus on governance aspects, the paper seeks to clarify the challenges that Romania faces in terms of democratization given the current political and administrative context.FindingsFindings in Romania reveal little agreement on progress in government effectiveness, regulatory quality and implementation of the rule of law. However, progress has been noted on voice and accountability and strengthening democracy.Research limitations/implicationsThe authors discuss the uncertainty that the concept of good governance has created from an international organizations’ perspective in developing countries, and define the good governance infrastructure as a means of bringing governance closer to the complex and changing context of each country. The paper aims to clarify the connection between good governance and New Public Governance, by assessing contextual factors in developing countries.Practical implicationsThe practical implications of the study are related to the possibility of this paper to inform other developing countries on the conditions that are necessary in order to adhere to New Public Governance. The paper has implications in proposing the use of the good governance infrastructure as a helpful concept when considering democratic frameworks for research and practice.Social implicationsThe social implications of this paper are connected to the current political, administrative and social context of the Central and Eastern European region and its component countries. This paper analyzes the relationship between governance and human development based on published data, document and theories. The concept of governance and human development emerged after 1980. This study seeks to identify all existing written evidence concerning the themes of research, produce a variety of studies are systematically used to develop and examine the theory has ever produced. The results of this study reveal the evolution of governance occurs due to a new thought to fill the lack of a concept that has been there before. Other results are also revealed that the concept of governance has a digest and refer to the innovation of the government. The concept of governance of this will be meaningless when run by people with the low quality of human resources, not smart, and it is not agile.

Abstract: This article analyzes the concept of good governance from the perspective of contemporary thought of Islamic law. Good governance is a new concept in islamic legal discourse, but an important one for preventing abuse of power. Good governance is understood to be applied in government and bureaucracy. Clean government should be effective, efficient, transparent, honest and accountable. This can be executed by using all available resources (human, social, culture, politics and economy) for the welfare of the community. Because of this noble goal, good governance is a must, from the perspective of Islamic law. The effort to realize welfare for the community by the state is in line with Islamic law. On the other hand, there is arguably no corresponding textual references from al-Qur’an or Hadith on the issue of good governance. Therefore the concept of mashlahah mursalah is employed since it highly built upon the accommodation of human welfare as it is the main mission of Islam. Abstrak: Tulisan ini menguraikan upaya good governance dengan sudut pandang hukum Islam kontemporer. Good governance merupakan gerakan ijtihâdiyyah dalam mewujudkan pemerintahan yang baik untuk menegasikan penyalahgunaan kekuasaan yang terjadi di dunia, khususnya di Indonesia. Good governance diartikan sebagai tata kelola pemerintahan yang bersih dan baik. Pemerintahan yang bersih adalah pemerintahan yang efektif, efisien, transparan, jujur, dan bertanggung jawab, sedangkan pemerintahan yang baik adalah pemerintahan negara yang berkaitan dengan sumber sosial, budaya, politik, serta ekonomi diatur sesuai dengan kekuasaan yang dilaksanakan pada masyarakat. Berdasarkan hukum Islam kontemporer, penerapan good governance di Indonesia harus dilakukan. Metode pencapaian kesejahteraan dalam bernegara dengan berbagai pemasalahan kontemporer yang timbul menyertainya harus disikapi secara hukum. Di sisi lain, secara tekstual, nas-nas syariat tidak menyikapi semua permasalahan yang timbul tersebut secara spesifik, maka mashlahah mursalah dapat dipertimbangkan sebagai salah satu metode ijtihad kontemporer untuk mengakomodasi kemaslahatan manusia dalam penerapan good governance, karena Islam datang sebagai rahmat bagi alam semesta.

The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

The shift in government concept into governance takes the consequence of changes in public governance including in the forestry sector. Good forest governance becomes a great hope for managing the forest condition so that sustainable forest management can be realized. However, in its implementation, it contains a big challenge for the forest in Indonesia which is mostly identical with indigenous people. Meanwhile, the development becomes a necessity that cannot be inhibited in which business corporation as the actor who plays in the forest governance is considered as a major threat to the environment and indigenous people. To achieve good forest governance, it is necessary to have a synergy with cultural governance that is hoped to be able to accommodate the indigenous people interests. This paper is a case study related to the practice as an effort to achieve good forest governance in the indigenous people of Pelalawan that are followed by the cultural governance effort so that the indigenous people culture of Pelalawan that is closely related to the forest can still be maintained.

The paper explores two concepts that are gaining prominence around the world: Sustainable Development (SD) and Good Governance. The paper provides a literature review on both of the two concepts and their histories. The two are then related to each other in order to explore the interrelation and integration between the two concepts. It is determined that achieving SD requires Good governance, and achieving Good Governance requires SD. This is studied using Heliopolis University for Sustainable Development as a case study in which a sample of 100 (n = 100) from both administrative and academic staff members, responded to a questionnaire on the topics of SD and Good Governance. The results showed a strong relationship between the various concepts and variables of Good Governance measured and between the applications of SD concepts. The significance of the study is that, while there is a significant research and study on the topics of SD and Good Governance, little focus has been placed on the intersection between these two critical fields. Furthermore, this study provides empirical evidence for the connect as well as the implications Good Governance has on the success of the institutionalization of SD. Kaizen literally means "Improvement". This understanding gives broad meaning to the application of Kaizen in everyday life. The Kaizen concept is defined as continuous improvement with 5 (five) foundations, namely group activities, discipline, moral development, quality control, and suggestions for improvement that come from all relevant parties. Seeing this we consider the importance of Kaizen being applied in schools. One application of Kaizen is the preparation of financial reports, which in SDIT Al Inayah there are no financial reports. This certainly has an impact on the going concern of the school. The method of implementation was carried out with the first survey related to what was needed by the Al Inayah SDIT. It turns out that what is needed by SDIT Al Inayah is in line with our PKM theme, which is the preparation of financial reports. After that, for five weeks every week, twice, our team helped make financial reports in July-September 2019 SDIT Al Inayah by using an application system, which previously was still manual in several books. The result of this PKM is the realization of SDIT Al Inayah's financial reports in the application system for July-September 2019. In addition, SDIT Al Inayah now also understands the importance of making relevant and accountable financial statements.

The primary objective of the study was to understand the effect of good governance on human security realization. In such a way that states would be able to increase the coefficient of human security provision and guaranty by changing the method of governance in their territory. Also, reforming the governance structure besides taking steps to strengthen individuals in the face of human insecurity is also a coherent approach to providing a helpful background for civil society.

One of the conditions for democratic life is the existence of law enforcement that is just and implemented without a reed perspective. ABSTRACT This study aimed to determine the implementation of the concept of value for money in the management of regional finances in realizing Good Government Governance (Good Governance) in Musi Banyuasin Regency. The research method was qualitative methods. Qualitative method in this research was, the author conducted an analysis of data in the form of information, collecting tangible data figures calculation results statistically, general description of the object of research, applying the concept of value for money in Musi Banyuasin Regency that had been economical, efficient and effective. The results of this study indicated that the economic ratio was already economical as this was marked by the amount of revenue realization had exceeded the revenue budget due to increased PAD and balancing funds received from the center. In efficient efficiency ratios this was marked by the small cost to levy local taxes. Meanwhile, the effectiveness ratio had been effective because the revenue target had been reached. Good Government Governance can be realized in Musi Banyuasin Regency if viewed based on the calculation with the concept of value for money, because it had been economical, efficient and effective. The concept of value for money is only one of the principles of Good Government Governance (Good Governance). Other principles, namely; participation, accountability, transparency, responsiveness, justice, community-oriented, forward-looking and law enforcement can be determined to the implemention Good Governance

This study concluded that good governance according to Malay customs contains the principles of good governance according to cos and the construction of good governance is manifested in seloko, and good governance does not conflict with the spirit of the Qur'an and al-Hadith. The principle of good governance in Jambi Malay customs is identical to the principle of governance in the Qur'an.

The main objective of this study was to find a framework for good governance in the education department using the balanced scorecard model. The method used qualitative research with an evaluation model. Data were collected through the process of observation, interviews and documents. The data were analyzed through the process of data reduction, data presentation and concluding. The results of the study found that governance at the education office in East Kalimantan was good from the aspect of stakeholders, internal processes and financial management. The improvement that must be done is in customer service. The concept of satisfaction from parties outside the education office is an important item for improving stakeholder services. In addition, the complaint website must be made clearer through the standard operating procedure flow. So, it can be concluded that the aspect of good governance has been realized in the management of the education office. The recommendations given to the education office in East Kalimantan are the concept of transparent performance appraisal, development of information and communication technology.

Integrated river basin management (IRBM) has been proposed as a means to achieve water security (WS), maximizing economic and social well-being in an equitable manner and maintaining ecosystem sustainability. IRBM is regulated by a governance process that benefits the participation of different actors and institutions; however, it has been difficult to reach a consensus on what good governance means and which governance perspective is better for achieving it. In this paper, we explore the concept of “good water governance” through the analysis of different governance approaches: experimental (EG), corporate (CG), polycentric (PG), metagovernance (MG) and adaptive (AG) governances. We used the Organisation for Economic Co-operation and Development (OECD) water governance dimensions (effectiveness, efficiency and trust and engagement) as a “good enough water governance” that regards water governance as a process rather than an end in itself. Results indicate that each of the five governance theories presents challenges and opportunities to achieve a good governance process that can be operationalized through IRBM, and we found that these approaches can be adequately integrated if they are combined to overcome the challenges that their exclusive application implies. Our analysis suggests that a combination of AG and MG encompasses the OECD water governance dimensions, in terms of understanding “good enough water governance” as a process and a means to perform IRBM. In order to advance towards WS, the integration of different governance approaches must consider the context-specific nature of the river basin, in relation to its ecologic responses and socioeconomic characteristics.
