AbstractThe complexity of engineered systems has grown leaps and bounds over the last forty years. One of the main challenges in modern engineering is managing this complexity, particularly as the pace of technological change continues to accelerate across industries. While most systems professionals agree, a viable early design concept is crucial to meeting stakeholders' needs and successfully scoping a development program, traditional early concept generation approaches focus on a design‐first approach, often glossing over an analysis of system intent and a synthesis of system goals and obje

Abstract:
Abstract This article explores the history of Wikipedia and Wikimedia as a unique example of the evolving concept of digital sovereignty. With roots in the open, free, and non-profit model, Wikipedia has become a global phenomenon. Based on the authors’ extensive involvement since the early years, this article examines Wikipedia’s journey of over two decades to unravel relevant aspects of sovereignty within its unconventional organizational framework. The concept of digital sovereignty was nascent when Wikipedia emerged in 2001. In its 24-year evolution, Wikimedia’s atypical organizational model, shaped by a mix of intent and happenstance, fostered digital independence while unintentionally creating pockets of dependence. Looking at the origins and the foundational principles, this article sheds light on various aspects of dependence, brought about in the areas of content, collaboration, governmental influence, legal framework and funding models. The article concludes by highlighting the cultural dimension of digital sovereignty, emphasizing how Wikipedia’s digital sovereignty is the result of foundational philosophies, open ideation spaces, and iterative adaptation.

Abstract Starting out from a general model of discourse orientation in semantic change (Narrog 2012a, Narrog and Heine 2021), this chapter inquires into a specific process of speaker-orientation, labeled as ‘extreme subjectification’ by Langacker (2003). That process has been applied mainly to modal and temporal meanings. The goal is to investigate whether the concept, which has been proposed from a synchronic perspective, is also valid diachronically. Data from English, German and Japanese modal markers show that while the concept basically also holds from a historical perspective, it may apply not to all modal categories. Furthermore, I point out that there is semantic change of discourse orientation that goes beyond ‘extreme subjectification’.

AbstractThis chapter examines the “storyology” in writing manuals, focusing on the verbal and the visual plot models in a corpus of sixteen mainstream creative writing handbooks on plot, novels, and screenplays, still in use today. We will focus on the prevalence of dramatic writing and the predominance of the “Mountain Model,” a model which combines earlier linear models, such as the “three-act structure,” “Field’s paradigm,” “Fichtean Curve,” “Freytag’s Pyramid,” and the polar model, built on the alternation of good and bad fortune, along with Joseph Campbell’s “Hero’s Journey.” The Mountain Model visualizes a concept of writing particularly suited for stories capable of being resolved within a limited time frame, combining the perspectives of protagonist and reader. While this model is usually presented as ideal and universal, changing the representation from a linear to a topographical model alters the kinds of plots which can be imagined.

Full text
Abstract:
The article discusses the possibility of using the technological advantages that appear in connection with the discovery of the physical essence of Time and new interpretation of the structure of space in the form of space-time quanta. One of the problems that can be successfully solved on the basis of the new physical model is the problem of establishing the true nature of gravity. The solution to this problem is directly related to the implementation of the idea of unsupported motion based on the interaction in a certain way of the created asymmetric interference structure of longitudinal wa

Abstract:
This evaluation is presented as part of the Effectiveness Review Series 2017/18. The Improving Urban WASH Governance and Accountability (IUWGA) project in Pakistan was selected for review under the ‘Sustainable Water’ thematic area. The overall objective of the project was to develop and pilot-test a local urban governance model that builds on a concept of collaborative rights and accountability relations as the basis for developing a new social contract between local authorities and citizens in new urban settlements. The model was piloted over a period of two years (April 2015 - March 2017) i

Pensel, Maximilian, and Anni-Yasmin Turhan. Making Quantification Relevant Again —the Case of Defeasible EL⊥. Technische Universität Dresden, 2017. http://dx.doi.org/10.25368/2022.231.

Full text
Abstract:
Defeasible Description Logics (DDLs) extend Description Logics with defeasible concept inclusions. Reasoning in DDLs often employs rational or relevant closure according to the (propositional) KLM postulates. If in DDLs with quantification a defeasible subsumption relationship holds between concepts, this relationship might also hold if these concepts appear in existential restrictions. Such nested defeasible subsumption relationships were not detected by earlier reasoning algorithms—neither for rational nor relevant closure. In this report, we present a new approach for EL ⊥ that alleviates t

Abstract:
Spatiotemporal data, generally in the form of temporal rasters, can be used to analyze phenomena, such as weather patterns or other environ-mental conditions, that vary in time and space. However, spatially extensive datasets over large periods of time become cumbersome to visually represent and to analyze efficiently. In addition, the ability to compactly assign the information contained in the raster time series to overlain vector data model objects and to effectively visualize it is lacking. These two drawbacks can limit the ability to use such data in field-based applications, where nimble

Full text
Abstract:
Several high-profile new pipeline projects in Canada and the USA have triggered investigation of auxiliary leak detection systems outside of the pipeline. Although external leak detection technologies have existed for decades, a comprehensive solution that is widely applicable for both new and existing pipeline deployment still does not exist. The goal of PRCI project PL-1H was to evaluate the feasibility of interconnecting multiple underground Polymer Absorption (PA) hydrocarbon sensor nodes through a single cable that provides both power and data communication inductively to each node. López Egaña, Juan Felipe. Can States Continue to Govern the New Citizenry Using Old Paradigms?: The Political Challenges of Open Government in Latin America and the Caribbean. Inter-American Development Bank, 2014. http://dx.doi.org/10.18235/0007961.

Full text
Abstract:
The concept of Open Government has emerged as a new public policyparadigm. It is a response to the rise of a better-informed and more demanding citizenry, which seeks to influence public service design and provision. The practical dimension of the components of Open Government, above all those related to citizen participation and collaboration, make implementing this paradigm even more complex. Based on a review of the literature, international evidence, and a specific case of co-design and co-execution of a public service at the local level, this paper analyzes the political challenges that t

Abstract:
By analysing the responsibility of the successive Soviet leaders of state defence, Genrikh Yagoda, Nikolai Ezhov and Lavrentiy Beria, their role in building Stalin’s terror and the criminal trials against them, I want to answer the question of how Stalin’s model of transfer of responsibility and the instructions from the Soviet leadership influenced the Gábor Péter case. My aim is to explore how the model of the Beria trial and Soviet influence shaped the concept of the Gábor Péter case, how it added new elements to it, and finally, why real elements were included in the prosecution’s case.
