AbstractThe suffrage and birth control movements are often treated separately in historical scholarship. This essay brings together new research to demonstrate their close connections. Many suffragists became active in the birth control movement just before and after the passage of the Nineteenth Amendment in 1920. The roots of suffrage arguments were deeply embedded in the same ideas that were foundational to the birth control movement: bodily freedom and notions of what constituted full and participatory citizenship. Beginning in the 1840s, women's rights reformers directly connected the vote to a broad range of economic and political issues, including the concept of self-ownership. Wide-ranging debates about individual autonomy remained present in women's rights rhetoric and were then repeated in the earliest arguments for legalizing birth control. The twentieth-century birth control movement, like the suffrage movement before it (which had largely focused only on achieving the vote for white women), would then grapple with competing goals of restrictive racist and eugenic arguments for contraception alongside the emphasis on achieving emancipation for all women.

Abstract:
Although generally recognized as the founder of modern nursing, Florence Nightingale has been criticized for her apparent lack of support of women’s issues, including suffrage. This article examines the primary and supporting literature surrounding this topic. Findings indicate that Nightingale developed a complex set of beliefs that supported women as individuals rather than from a gender perspective. She did, in fact, support the concept of women’s suffrage but did not give it priority. Victorian women suffered from lack of legal status, education, financial independence, and support from either the family or church as social institutions. Therefore, Nightingale’s conception of nursing as a secular, educated profession cannot be overemphasized as a benchmark in the developing importance of women in the social system.

This paper describes REGAL, a distributed genetic algorithm-based system, designed for learning first-order logic concept descriptions from examples. The system is a hybrid of the Pittsburgh and the Michigan approaches, as the population constitutes a redundant set of partial concept descriptions, each evolved separately. In order to increase effectiveness, REGAL is specifically tailored to the concept learning task; hence, REGAL is task-dependent, but, on the other hand, domain-independent. The system proved particularly robust with respect to parameter setting across a variety of different application domains. REGAL is based on a selection operator, called Universal Suffrage operator, provably allowing the population to asymptotically converge, on the average, to an equilibrium state in which several species coexist. The system is presented in both a serial and a parallel version, and a new distributed computational model is proposed and discussed. The system has been tested on a simple artificial domain for the sake of illustration, and on several complex real-world and artificial domains in order to show its power and to analyze its behavior under various conditions. The results obtained so far suggest that genetic search may be a valuable alternative to logic-based approaches to learning concepts, when no (or little) a priori knowledge is available and a very large hypothesis space has to be explored.

AbstractPost-1997 Hong Kong under the constitutional framework of “One Country Two Systems” has a political system that may be characterized as a “semi-democracy.” Hong Kong’s constitutional instrument—the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China—provides that the ultimate goal of the evolution of Hong Kong’s political system is the election of its Chief Executive by universal suffrage. Since 2003, a democracy movement has developed in Hong Kong that campaigned for the speedy introduction of such universal suffrage. In 2007, the Chinese government announced that universal suffrage for the election of the Chief Executive of Hong Kong may be introduced in 2017. In 2014, the Chinese government announced further details of the electoral model. The model was rejected by Hong Kong’s Legislative Council in 2015, with the result that the election of the Chief Executive in 2017 would not materialize. This article seeks to tell this story of Hong Kong’s quest for democratization, focusing particularly on the context and background of the “Occupy Central” Movement that emerged in 2013 and its aftermath. It suggests that the struggle for universal suffrage in the election of Hong Kong’s Chief Executive in 2017 and the obstacles it faced reveal the underlying tensions behind, and the contradictions inherent in, the concept and practice of “One Country, Two Systems,” particularly the conflict between the Communist Party-led socialist political system in mainland China and the aspirations towards Western-style liberal democracy on the part of “pan-democrats” and their supporters in Hong Kong.

Abstract Today, the concept of democracy seems inextricably linked with that of universal suffrage. But is it true? To let that anyone with a given age has the right to vote is a very good democratic practice, or would prefer to question the criteria for access to this right, perhaps to develop new systems? The current crisis of democracy in the Western world is symptomatic of a detriment of the political consciousness of the people? And yet it is very likely to be admissible and that only from the mass, the large numbers, rises the better choices? In this paper I try to answer these questions, drawing from personal opinions and thoughts, which I hope will inspire questions and curiosity in those who, like me, believes that any system is always perfectible, and that its aim should be to that perfection, without fear of asking uncomfortable questions. Personally, in fact, I can accept democracy as “the worst form of government except all the others that have been tried”, to quote a famous statement by Winston Churchill. But not for that I give up, and I try other ways. Ways that are more satisfying, more fair and keep us away from the horrors that only an angry mob can do.

The article explores some of the composite concepts of democracy that were used in Sweden, primarily by the Social Democrats during the interwar years. Should these be seen as pluralizations of the collective singular democracy or as something qualitatively new? By showing how these concepts relate to each other and to democracy as a whole, the article argues that they should be considered statements about democracy as one entity, that democracy did not only concern the political sphere, but was generally important throughout the whole of society. The article also examines the Swedish parliamentarians' attitudes toward democracy after the realization of universal suffrage, and argues that democracy was eventually perceived as such a positive concept that opponents of what was labeled democratic reforms had to reformulate the political issues into different words in order to avoid coming across as undemocratic.

Feasibility Phase II simultaneous elections in the city of Pekanbaru post-Regulation No. 18 in 2015 affect the population administration and the right to vote of citizens, could be implicated cause some residents do not get a voter card. The Regulation boundary change Pekanbaru and Kampar namely RW 15,16 and 18 villages of three districts of the hill highway intersection that previously pekanbaru region into an area of Kampar. Thus, the Election Commission Pekanbaru as election organizers make an effort assessment mapping and data collection forms of suffrage of citizens in the disputed area in order to participate in the elections. Using descriptive qualitative method with theoretical concept of political interest in the election and Elections To Local as well as data analysis through interpretation of ethics and EMIC is further elaborated in the study of electoral governance in accordance with the discussion of the study. The results of this study demonstrate the efforts made by the Election Commission of Pekanbaru in data collection and mapping of suffrage of citizens in the border area of Pekanbaru and Kampar walk is not optimal for a long period of time but has shown improvement on the sustainability of suffrage in the interests of the election. Furthermore, citizens residence status does not match the expectations of citizens citizens in the response resulted in three RW at the intersection of three villages regarding the status of permanent voters list (DPT) on the elections, simultaneous phase II have a tendency not to vote.

The modern concept communism emerged in the French public sphere in 1840 and rapidly gained currency in other European countries as well. Though primarily used as a term of derision, its radicalization of already-established senses of accelerating change and worldly futurity secured its incorporation in complex unities of utopian hopes and dystopian fears all over the political spectrum of the time. The Danish public sphere of the 1840s reveals three basic modes of using communism, each linked in its peculiar way to new uses of the concept democracy: conservative equations of democratic political equality (particularly, universal male suffrage) and communist attacks on private property in favor of a community of goods; leftist democratic denials of such equations and the emergence of anticommunist democratic positions; and, between the two extremes, liberal distinctions between their own moderate conception of democracy and the false, “communist” democracy of the left .

The article considers the interpretation of the concept “people” by the Constitutional Democratic Party supporters. This concept is of fundamental importance for the analysis of Cadet ideology. The concept “people” was of great political value for the Cadet party. The author correlates this concept with such notions relevant for the Party as society, nation, and nationality. The author examines the relations of “people” with the authorities, the state, the Cadet Party, the Parliament, and humanity. Special attention is paid to the evolution of ca­dets’ understanding of the concept “people” in connection with social processes, the develop­ment of the political crisis and revolutions of 1905—1907 and 1917. The author holds that already at the beginning of the revolutionary period, the Cadets substituted the triad “author­ity — society — people”, which was conservative in origin by the dichotomy “power — peo­ple”, which was democratic in nature. The “people” included the educated public and was opposed to the “authorities”. In its new meaning, “people” was seen as the “third class”, the future civil nation, called to construct a political system based on the idea of popular sover­eignty. In this sense, the Cadet ideology was revolutionary and implied a break from the An­cien régime. The “people” were not considered as some unique whole but rather as an integral part of humanity, developing together with it according to universal laws. The Cadet Party was considered by its supporters as a force representing the interests of the entire “people.” Cadet faction in the State Duma turned it into a popular representation. Although only the Constituent Assembly convened on the basis of universal suffrage can be considered to be a truly democratic representation. Broad democratization during the February Revolution cor­responded to the Cadet concept of people sovereignty. Moreover, the Cadets had no ideological grounds to oppose the further radicalization of the revolution.

Abstract:
The Finnish case is in many ways illustrative of the complexities of democratisation after World War I. Finland found itself at the nexus of a Swedish constitutional tradition, legalism and ideological controversies adopted from Imperial Germany, the radicalised Russian Revolution, and Western parliamentary democracy. After having been a model for reformers demanding women’s suffrage, for instance, the country found itself in autumn 1918 going in the opposite direction to almost all other European countries. This article analyses the fragility of Finnish parliamentary democracy then, contrasting it with longer-term trends supportive of democratisation. ‘Democracy’ had been the goal for most Finnish political parties since the adoption of universal suffrage in 1906, but the meaning of the concept remained contested and became increasingly so after the Russian Revolution in disputes concerning parliamentary sovereignty, the declaration of independence, a civil war, monarchical reaction, and the search for a republican compromise. For as long as Germany was expected to win the war, democracy in Finland remained fragile, challenged from within first by the revolutionary far-left and then by the reactionary right. The victory of ‘Western democracies’ forced both the left and the right to rethink their opposition to ‘Western’ parliamentary democracy and to adapt to a constitutional compromise. The ideological contestability of democracy remained but confrontations were confined by extremism’s loss of credibility, the growing influence of centrist groups, and a shared determination to avoid another civil war.

The analyses of the post-Soviet political transformation are dominated by a comparison of the actual processes occurring in the East European countries with highly normative and often ahistorical models of democracy. Specific historical legacies, incompetent or pro-Communist actors, and the lack of sufficient help from the West were made responsible for the observed deviations from the ideal. The concept used in this paper is that of a realistic model of urban machines as a specific local political regime which can be found under very divergent circumstances of rapid social change. lt is a regime where a political organization under conditions ofuniversal (at least male) suffrage is able to control the 'input' and 'output' dimensions of a local political system over a longer period of time. Its most important feature is a system of mass patronage which is the key instrument used in forming a winning coalition. This concept is applied to post-Soviel Moscow, analyzing the institutional and cultural environment and the political and economic formations.

The genesis of rights and freedoms in the history of Ukrainian state-building is closely linked to the activities of Ukrainian political parties and their leaders. Today, in the face of the global economic crisis and the coronavirus epidemic, the concept of human and citizen rights and freedoms is subject to skepticism and criticism. Reassessing the experiences of previous generations can help find ways to overcome a crisis. The concept of the human rights of the UPSR can be characterized as a collectivist, which, in accordance with the idea of prioritizing the interests of the dominant class of workers over the interests of the individual, significantly limited the political and economic rights and freedoms of a large part of the population. At the same time, the concept contained, at the time, quite advanced provisions on equal rights between men and women and national minorities, the provision of equal suffrage, the right to free education and the use of cultural and economic institutions, etc. The concept did not contain a clear division of human rights and citizens into their types. In particular, some economic, social and cultural rights were included in the list of political rights. A significant influence on the formation of the list of rights and freedoms and their content was made by the model of the future socialist Ukrainian state M. Hrushevsky, who was in fact the ideological inspirer of the leadership of the UPSR throughout the party's existence. The basic principles of the concept of human rights of the UPSR were reflected in the Constitution of the UNR in 1918. AbstractSocial philosophers often invoke the concept of false consciousness in their analyses, referring to a set of evidence-resistant, ignorant attitudes held by otherwise sound epistemic agents, systematically occurring in virtue of, and motivating them to perpetuate, structural oppression. But there is a worry that appealing to the notion in questions of responsibility for the harm suffered by members of oppressed groups is victim-blaming. Individuals under false consciousness allegedly systematically fail the relevant rationality and epistemic conditions due to structural distortions of reasoning or knowledge practices, undermining their status as responsible moral agents.But attending to the constitutive mechanisms and heterogeneity of false consciousness enables us to see how having it does not in itself render someone an inappropriate target of blame. I focus here on the 1889 antisuffragist manifesto “An Appeal against Female Suffrage,” arguing that its signatories, despite false consciousness, satisfy both conditions for ordinary blameworthiness. I consider three prominent signatories, observing that the irrationality characterization is unsustainable beyond group-level diagnoses, and that their capacity to respond appropriately to reasons was not compromised. Following recent work on epistemic injustice, I also argue that culpable mechanisms constituted their false consciousness, rendering them blameworthy for the Appeal.

The mountain of modern interpretation to which the language of the Fourteenth Amendment of the United States Constitution has been subjected tends to overshadow the multiple concepts of antidiscrimination that were actually circulating at the time of its drafting. Moreover, as authors on race and law have pointed out, Congress itself lacked any African American representatives during the 1866–68 moment of transitional justice. The subsequent development of a “state action doctrine” limiting the reach of federal civil rights enforcement, in turn, eclipsed important contemporary understandings of the harms that Reconstruction-era initiatives sought to combat. In contrast to the oblique language of the Fourteenth Amendment, a dignity-based legal theory of affirmative equal rights had by 1867 taken center stage in the cosmopolitan city of New Orleans. Activists formulated the concept of “public rights” as a claim to participation without discrimination in the entire sphere of “common life.” Elections for delegates to Louisiana's Constitutional Convention of 1867–68, held under the broad suffrage mandated by the Military Reconstruction Acts, yielded a convention in which half of the members were men of African descent. Seeking the “impartial treatment of all men” in “[c]hurches, hotels, cars, steamboats, theaters, stores, even schools,” the convention crafted a Bill of Rights that affirmatively guaranteed to all of the state's citizens “the same civil, political, and public rights,” independent of race or color. These innovations in the defense of human rights under law drew from a deep well of anti-caste thinking developed in domestic and transnational discussions conducted in both French and English, with participants from both sides of the Atlantic and the Caribbean. Cosmopolitan progressives such as Edouard Tinchant and Jean-Charles Houzeau worked with Louisiana-born activists including Louis Charles Roudanez, Simeon Belden, and Paul Trévigne to develop and advance the idea of public rights. Legislators crafted and passed state statutes that provided for civil penalties for violation of these rights, along with a private cause of action that could yield both actual and exemplary damages. Throughout the 1870s, however, advocates met a fierce white-supremacist counterattack, one that fused obstructionist litigation, vote suppression, and vigilante violence. A claim to equal treatment under the 1868 constitution was won in the state courts by Josephine Decuir, but was overturned in 1877 at the United States Supreme Court. With the ascent of the Democratic Party, white supremacists–including the lawyer/vigilante Robert Hardin Marr-took their seats on the state Supreme Court. By 1879, the public rights guarantees had been expunged from the state's constitution. Nonetheless, for a crucial decade, the cross-racial politics of Louisiana had overcome many of the deficits of legitimacy that often undercut moments of transitional lawmaking. Delegates to the 1867–68 Constitutional Convention took the opportunity to spell out specific positive rights that they saw as essential to full civil freedom. And at the center, they placed their insistence that the state had an obligation to assure that men and women of color would not be subjected to forced indignity in the public sphere.

Abstract Feminist historiography is rife with debates about the nature and boundaries of women’s movements. Arguments over who to call an activist or a feminist sit at the heart of these definitional debates, which provide the groundwork for how scholars understand contemporary feminisms. Given the heated nature of ongoing disputes over the complicated identity politics of feminism and its archives, it is surprising that scholars have afforded so little attention to the technical infrastructure that defines and provides access to digitized primary source material, which is increasingly the foundation for contemporary historical research. Metadata plays an outsized role in these definitions, especially for photographic material that cannot be made word-searchable but is favored by digitizers because of its popularity. This article uses qualitative content analysis to examine how two digital archives define the Swedish suffrage movement - a historically contested concept, here understood through the theory of Susan Leigh Star as a “boundary object” subject to “interpretive flexibility”. The study uses keywords attached to photographic material from the the National Resource Library for Gender Studies (KvinnSam) and metadata within the related Swedish Women’s Biographical Lexicon platform for women’s biographies. The findings indicate that the hierarchies of archival organization do not disappear with individual document digitization and description. Abstract:
This article explores the concept and specialties of the administrative and legal status of women who suffered as a consequence of armed conflict in Ukraine. The analysis confirms that the administrative and legal status of women, who have suffered as a result of an armed conflict, safeguards their legal position in relations to the executive bodies, promotes their rights, and ensures that their interests are protected by law when appealed to the certain administrative bodies. Women who have been affected by an armed conflict have a general administrative legal status, as do other citizens. Their legal capacity shall not be different from any other person. At the same time, their administrative capacity may be of limited or broader nature due to the acquisition of additional statuses, such as internally displaced persons (referred to as IDPs), single mothers, participants in hostilities due to the armed aggression of the Russian Federation. Administrative legal status assumes the presence of an administrative legal personality, that consists of an administrative capacity, dispositive capacity, and delictual dispositive capacity. On the basis of this analysis, the following categories of women who suffered as a consequence of armed conflict were identified: women who left the temporarily occupied areas of Donetsk and Luhansk regions and acquired IDP status; single mothers; women participating in an anti-terrorist operation to ensure national security and defense, to repel and deter the armed aggression of the Russian Federation in Donetsk and Luhansk regions; women who remained in the occupied territory. Victims of an armed conflict may acquire both general and special administrative legal status. At the same time, the acquisition of a special administrative legal status (for example, IDPs) creates certain restrictions in the implementation of certain social and suffrage rights of women who have been affected by the armed conflict. The administrative capacity of such women shall be no different from the general capacity of any other citizens, but in fact, the legal capacity of women who have been granted IDP status (right to freedom of movement, right to vote in local elections) is limited, even despite the fact that these rights and freedoms are guaranteed by the Constitution of Ukraine and other laws. Special status for persons who remain in the occupied territory also implies limitations to their legal capacities. The state has established a special system for the movement of persons and goods through the line of demarcation. Ukraine cannot guarantee the majority of constitutional rights and freedoms due to certain parts of its territories being occupied by a country-aggressor. Further research requires a distinct analysis of the issue of reintegration of the occupied territories of Ukraine. In 1910, the Uruguayan Public Assistance Law established the concept of universal poor relief, declaring that “anyone … indigent or lacking resources has the right to free assistance at the expense of the state.” Nothing better than this law qualifies Uruguay for its distinction as the ‘first welfare state’ in Latin America. As in other countries, much of the first social assistance legislation targeted poor women and children and relied on elite women for much of its implementation. In the Uruguayan case, the primary intersections between public assistance and private philanthropy were the secular “ladies’ committees” (comités de damas), charitable organizations without direct ties to the Catholic Church. These organizations were also an important catalyst for liberal feminism in Uruguay, whose chronology—from the foundation of the National Women's Council in 1916 through the women's suffrage law of 1932—closely parallels the history of the early Uruguayan welfare state. Following a discussion of the formation of the National Public Assistance and its significance for class and gender politics in Uruguay, this article will summarize the evolving relationship between the Uruguayan social assistance bureaucracy and one of these groups, theSociedad“La Bonne Garde,” an organization that worked with young unmarried mothers. It then discusses how a formal and direct relationship with the state helped make the Bonne Garde and other groups like it a principal point of entry for many elite women in the early phases of Uruguayan liberal feminism. Finally, this article shows how processes set in motion in the 1910s resulted in a relative marginalization of elite women from both state welfare and organized liberal feminism in the 1920s. Through an examination of the history of these ladies’ committees, we gain new insight into both welfare state formation in its earliest Latin American example as well as some of the elements and circumstances which helped shape liberal feminism in Uruguay.

In February 2019, Administration of Hong Kong initiated Extradition Bill, which sparked mass protests in June. The scale of the protests was unprecedented in the history of the SAR and resulted in violent clashes between police force and young radicals organized by ‘localist’ groups. The authors present a short history of interaction between pro-Beijing and pan-democratic camps in the territory concentrated on the reform of the election system of the SAR. They conclude that exacerbation of the political stand-off in Hong Kong started in 2007 when the authorities promised a possible transit to universal suffrage in 2017. The demands for this transit were not satisfied in 2014 leading to ‘Umbrella revolution’ – the first manifestation of radical youth movements. Detecting the causes of the conflict the authors look into the concept of ‘Hong Kong identity’ as opposed to ‘Chinese identity’ popular in sociological studies of the public opinion in the SAR. They try to investigate other reasons for the growing distress and protests of young generation of Hongkongers, both indigenous and exogenous. The latter correlate strongly with a general trend towards deterioration in Sino-American relations. A wide picture showing interference of the US in Hong Kong’s political life and instigation of protests in 2019-2020 is presented. In the stormy 2020, however, political situation in Hong Kong became more stable following adoption of the Law on Safeguarding National Security in the Hong Kong by the China’s parliament in late June. Closing some loopholes in the SAR legislation the Law facilitates the fight with radical groups. Still, a major healing in interaction of pan-democrats and loyalists is ahead to address gloomy economic and social situation in the territory.

The article examines the problem of restriction of political rights and freedoms. It is emphasized that the protection against unlawful restrictions on political rights and freedoms is particularly important for the functioning of direct and mediatory democracy. The meaning of the concept of «restriction of rights and freedoms» is analyzed. The article addresses the basic principles which should not be violated when the restriction of rights and freedoms is applied. To achieve this goal, the author analyzes the rules of domestic law, the practice of the Constitutional Court of Ukraine, the rules of international law governing these issues. The author differentiates political rights and freedoms into those that may be restricted in accordance with the provisions of the Basic Law of Ukraine and those that are not subject to any restrictions; features of realization of political rights and freedoms in comparison with other groups of rights, such as social and economic, cultural are defined. Some of the political rights and freedoms that may be restricted are analyzed and ways to restrict them are identified, in particular: the right to join political parties, suffrage, the right to peaceful assembly, rallies, marches and demonstrations, the right to equal access to public service, freedom words, thoughts, views and beliefs. It is noted that from the standpoint of the ECHR it is important to check whether the possibility of restricting the exercise of the right was provided by law; whether the purpose of such a restriction is legitimate; whether such a restriction is necessary in a democratic society. The legitimate grounds for restricting human rights enshrined in the Constitution of Ukraine have been identified: public health; social necessity; rights, freedoms and dignity of citizens; public order; economic well-being; national security; territorial integrity; morality of the population. It is emphasized that in accordance with the practice of the Constitutional Court of Ukraine, the restriction of the content and scope of rights and freedoms should be considered as a restriction. It is important that all restrictions were established exclusively by the constitution; were not arbitrary and unjust; the law restricting human rights must be of a general nature; restrictions must be proportionate and justified; they must optimally achieve a legitimate goal with minimal interference in the exercise of rights or freedoms, not to violate the essential content of the relevant right. It is determined that special qualification requirements for holding public positions, as well as participation in the electoral process (implementation of active and passive suffrage) cannot be considered restrictions. It is emphasized that the state, represented by its organs, should refrain from unjustified interference with political rights (for example, from discriminatory restrictions on the suspension of political rights of prisoners, violation of electoral secrecy of the ballot); take measures against possible violations of political rights by third parties (individuals, companies, etc.). It is concluded that restrictions on the exercise of political rights of individuals can be introduced either in favor of guaranteeing the rights of other individuals, or in favor of ensuring the functioning of the state. The legitimate exercise of political rights can be restricted only if the general conditions for interfering with fundamental human rights are met.

The paper considers the concept of the election process as an activity related to the exercise of suffrage. The list of subjects of the election process has been determined. The formation of the institution of elections under the influence of external factors is explained. The formation of the electoral process in Ukraine since the XIX century is analyzed under the influence of foreign states such as the Russian Empire and Austria-Hungary. The introduction of elections in the second half of the XIX century is considered in details in connection with the reform. The change of the electoral legislation in Ukraine from 1989 to 2004 is noted. The main types of electoral systems such as majority, proportional and mixed are analyzed. The peculiarities of the majority electoral system, which has been operating in Ukraine for a long time, and the proportional one, which is currently used in accordance with the Electoral Code of January 1, 2020, have been identified. The issue of choosing the most effective electoral system, on the example of majority, proportional and mixed systems, is considered in detail. It is concluded that the optimal system of popular expression of will of citizens in Ukraine is proportional, which is supported by the opinion of the Parliamentary Assembly of the Council of Europe, and the example of the development of other European states. The importance of a stable electoral system in Ukraine is noted. The main provisions of the Electoral Code of Ukraine, which entered into force on January 1, 2020, are considered. The election process and innovations of the Electoral Code of Ukraine are considered in detail. Particular attention was paid to the issue of gender equality during the elections, which caused a lot of discussion among Ukrainian politicians and European countries. The conclusion emphasizes that the electoral process in Ukraine has gone through a difficult and long path of formation, but the election legislation is quite at the stage of formation and development, due to difficult circumstances in the Ukrainian state to build civil society.

This paper will examine processes of democratization and “nationalization” with specific reference to the Second Polish Republic (II Rzeczpospolita) and the interwar period. Starting from a consideration of broader theoretical concepts concerning transformation processes and their relation to the analytical categories of gender and ethnicity, it will discuss the introduction of political rights for women in 1918 as a case study for the role women's suffrage played in the process of democratization. A closer examination of the activity of three selected female members of parliament — a Polish, Jewish, and Ukrainian MP — in the Polish parliament will help to clarify if and how gender and ethnicity mattered in political institutions. It is argued that especially their speeches, by addressing specifically political demands in a certain way, that is, how they spoke in the name of their sex, nation, and ethnicity, show a close interlinkage between democratization and nationalization during the Second Polish Republic. From this will emerge a more general outlook on the extent to which the recognition of women's suffrage molded the basis for equality between women and men, and if the legally guaranteed equality really included all citizens of the Polish state.

Abstract: The restauration of the Reval suffragan diocese in 1917 and the election of the bishop as an expression of ‘church revolution’ in the Riga diocese This article focuses on the creation of the Reval suffragan diocese in 1917 and the election of Pavel Kulbusch as the first bishop of Estonian descent. The article reconstructs the course of historical events on the basis of documents from the Russian State Historical Archive and provides a framework for understanding the events via the concept of ‘church revolution’ proposed by the historian Pavel Rogoznyi. The case of the Reval suffragan diocese complements the argument of Rogoznyi and suggests that processes in the Russian borderlands also contributed to the ‘church revolution’. While demands for Estonian and Latvian suffragan bishops had already been put forward by Governor Shakhovskoi in the 1890s and by the Riga diocesan council in 1905, it was only in 1917 that some of these projects were given institutional form. The Orthodox assembly of the Riga diocese in August of 1917 in Tartu elected the parish priest Pavel Kulbusch from St Petersburg as bishop of Reval. The process of consecrating the new bishop took several months due to the church hierarchy’s resistance to his candidature, primarily due to his ethnic origin. The documents published in this issue suggest that the institutions formed during 1917, including the diocese council (soviet) and the representative assemblies of the diocese, and the activity of nationalist Orthodox priests (such as Antoni Laar, who mobilised the Orthodox parishes in support of the bishop) rendered the formation of Reval diocese successful compared to several similar initiatives in other dioceses. The article argues that the institutions and practices formed during 1917 and the martyrdom of Bishop Platon in 1919 paved the way for the separation of the Estonian Church from the Moscow patriarchate in 1923. The translated and published documents accompanying the article are kept in the Russian State Historical Archive (in St Petersburg) and include the decrees of the Most Holy Synod; decisions made by the delegates of the congress of the ecclesiastical and secular representatives of the Riga diocese and the Temporary Council of the Riga Diocese; and individual and collective petitions in regards to restoring the suffragan diocese in Tallinn.

In his article “Taming the Tiger: Voting Rights and Political Instability in Latin America,” Josep Colomer proposes to go beyond the “singlecountry stories… typical… of the existing historiography” on Latin American elections and politics and to develop instead “an explicitly comparative, theory-driven analysis, which is more characteristic of the social sciences literature.” I am all for such comparative analysis, although I would guard myself from belittling the achievements of historians who have examined national experiences in painstaking detail or the merit of a highly analytical comparative history such as that presented in Eduardo Posada-Carbó’s recent work (2000). But theory-driven comparative analysis is difficult to do well. One has to know the historical experiences one is comparing very thoroughly, and one has to know how to develop the concepts that will build the theoretical argument in a dialogue with the evidence. The result should be to provide a better understanding of the evidence in ways that even those who know the histories well will find both useful and illuminating.

Throughout the world history one particular pattern is obvious that people in all nations desperately strive towards justice. What justice really means and what it entails can have many definitions and explanations ranging from liberty to equal distribution of opportunities, however it often can be also associated with such concepts as democracy, the rule of law and human rights. Although, significant progress have been made in this direction, notably abolishment of slavery, introduction of universal suffrage in most countries, alleviation of poverty, adoption of universal declaration of human rights, severe problems such as authoritarian regimes, conflicts, terrorism, inequality, environmental hazards, human trafficking, inadequate living standards and widespread poverty still largely persists and haunt us. Despite significant differences in attitudes towards global justice from country to country, based on its size, economic power and political influence across the globe, the above mentioned positive steps has been still made, yet plenty of problems still largely remain. Hence, it is interesting to find out how this progress has been achieved, was it global democratic process, economic development or something else. Looking from the perspective of the post-Soviet country such as Georgia, in this paper, firstly, I would like to explore what the concepts of global justice and democratic citizenship mean and how they can be related to each other. Secondly, I would like to find out what is the current state of democracy in Georgia and to what extent active political participation along with strong civil society can influence on pursuing justice not only domestically but also globally. Finally, I would like to examine what are those domestic and global factors that might inhibit the people's aspiration to global justice.

Organized after an almost complete term of office, but the end of which was marked by the resurgence of the community-linked problems and by the departure of the Ministers of the Volksunie, the parliamentary elections of 24th November 1991 will remain characterized by the punishment inflicted by apart of the voters, not only on the majority's parties, but also on the traditional parties as a whole.The opposition of the dissatisfied voters did not show itself either in a reduced participation to the vote, a rather normal phenomenon in a country where voting is compulsory, or in a rise of the blank and spoilt ba/lot papers. The 1991 figures are, in these respects, very similar to the average figures of the last thirty years.The opposition was first characterized by high variations in the choice of the voters, which dit not, however, exceed the size of the movements noticed at previous elections. The rate of external mobility, as computed by us, is ranked fifth among the 22 levels that have been counted since universal suffrage has been introduced in Belgium. In 1991, this rate was the highest in Brussels, which is traditional, but it was also considerably higher in Flanders than in the Walloon Region, which quite seldom happens.Then, the opposition found expression in a setback for the Jour ruling parties.This set back amounted to about 8% and even 10% if account is taken of the Volksunie which was part of the Government until the very last weeks before the dissolution of the Houses of Parliament. Such a setback for an outgoing majority is not exceptional; a more unusual phenomenon lies in the f act that this decline was not profitable, on the whole, to the third traditional "family", i.e. the Liberals. As a result of this simultaneous setback for the three traditional families, these total only about 70% of the valid votes, which is the worst result of the whole Belgian electoral history.The political formations that are progressing are the Ecologists, on the one hand, and the far-right lists, on the other hand. Ecolo improves its results considerably in the Walloon Region and in Brussels, without however reaching the level obtained at the 1989 European elections, while Agalev only registers a slight progress.On the contrary, the winner of the elections in the Flemish Region, is unquestionablythe Vlaams Blok, as well as the "Rossem" lists that draw some 5% of the angry voters.If the far-left trend has almost disappeared from the Belgian political scene, the far-right parties, on the contrary, are making a breakthrough on it. The current made up by the Vlaams Blok and the openly far-right lists wins a bit less than 8% of the votes in the whole country. It is likely, however, that those who voted for the Vlaams Blok do not all adhere to the far-right ideas, but that some of them are attracted by the Flemish autonomist stands. The real electoral power of the far-right parties can then be assessed at 6 to 7%, which is much more than in 1987, hut does not make a record in comparison with other European countries.The votes of opponents without any clear political orientation, the bulk of which is won by the "Rossem" lists, amount to some 3%, which is new for Belgium.In a country where voting is optional, many of these voters would probably have stayed at home.This being so, and as f ar as these concepts still remain meaningful, the Belgian electoral pendulum shifted some 5% towards the right, at the expense of the left for more than 3% and the centre for a bit less than 2%.As far as the Parliament is concerned, the situation is clear in the Walloon Region and in the French-speaking Community where the Socialist Party, by far the most important party, is almost inevitable. It is however much more vague on the Flemish side, where the CVP's setback and the dispersion of the polical farces make several types of coalitions possible.

Abstract Research on state-level suffrage associations points to women's greater participation in the public sphere—higher education, the professions, and civic organizations—as a significant predictor of a state's suffrage association succeeding in securing woman suffrage prior to passage of the Nineteenth Amendment. This finding raises the question of how women gained access to those areas of public life that had formal barriers to entry—higher education and the professions. Specifically, did women's participation in civic organizations play a role in helping women gain access to these areas of the public realm? Using event history analysis, this study explores the role of the Literary Club movement and the Suffrage movement in influencing a state's policy regarding women's right to practice law. I employ the concept of institutional logics to argue that Clubwomen and Suffragists exploited contradictions in the logics of traditional gender roles and of the American political system to press for expanded opportunities for women in the public realm. Their success in these efforts, however, was influenced by their organizations’ deference to the dictates of traditional gender roles.

Abstract:The turn of the nineteenth century was an extremely dynamic and formative time in Canadian history as it defined its “imagined community.” Benedict Anderson’s Imagined Communities espoused nation and nationalism through his concept as “imagined communities,” both politically and culturally. “National identities are imagined as both intrinsically limited and sovereign. The nation is imagined as limited because, no matter the size or scope, it is finite in its inclusion and there is always “others” beyond its borders.” Through research on suffragist writings from both men and women, suffragist organizations membership, documents written about the future of Canada, and the concept of maternal feminism there remained a majority of people committed to a future “White Anglo-Saxon Protestant” nation. The women’s suffragist movement and “maternal feminism,” intertwined with nationalism, created a reciprocal effect, which established an “imagined community” that included those who belonged and “others” who clearly did not. Suffragist, armed with new found political influence, endorsed policies of assimilation or legislation to keep Canada from accepting people of “degenerating” races or religions. Clearly, nationalism and an emerging Canadian identity had profound influences on the suffragist movement and maternal feminism, causing once a once marginalized gender to now subjugate “others” based on class, race or religion.

Abstract:
In this paper, we examine the parliamentary democracy in India. The Constitution makers adopted the British model of parliamentary democracy but democratic institutions had existed in many parts of ancient Vedic India. In this historical context, we explore the concepts of ‘Sabha’ and ‘Samiti’, the ancient institutions of representative democracy in India. Under the Constitution, the people of India exercise their sovereignty through Parliament at the central level and through State Legislatures in each State. The executive power is vested in the President, who is the highest dignitary in the realm, the symbol of the statehood, and the embodiment of the unity of the country. He represents the sovereign will of the nation and exercises his functions by acting on the advice and aid of the Council of Ministers. Different cases have been discussed regarding the judicial approach to parliamentary democracy, the concept of independence of the judiciary, and its power to amend the Constitution. After discussing the the parliamentary privileges and freedom of speech in Parliament, the author casts more light on the concepts of election and adult suffrage in India, and focuses on the role and position of the Speaker/Chairman in the House of People and respective State Legislatures. In the end, the author identifies specific problems observed in practice and discusses the challenges facing the Indian parliamentary democracy.

Abstract:
This paper analyses nine articles, written in the Portuguese press between 1908 and 1919, which focus on the activities of the British suffragette movement. The articles are taken from four contemporary periodicals: O Mundo, A Madrugada, A Mulher e a Criança and Alma Feminina. The first was a Republican daily newspaper, whilst the others were newspapers or magazines whose main purpose was the defence of women’s rights. The last of the four contains articles which were translated from the magazine Jus Suffragii and are analysed in this paper. Concepts such as imagology, reception theory, representation, propaganda and the polysystem theory were employed in the analysis of the articles. As different as the tactics of the Portuguese and British feminists were, the writers of the articles tended to consider all feminists as part of a single community who strived to defend basic human rights for women. Although an admiration for the suffragettes and their violent tactics transpires from the articles (which contrasts with the more passive attitude of Portuguese women), most of the writers were dismayed by the repression inflicted by the Police and the Government upon the suffragettes. This was due to the fact that the United Kingdom was considered to be a country where the right of free speech was believed to be paramount. Hence, some of the articles stress the biased attitudes of British institutions against the suffragettes.

Abstract:
Introduction Greater resilience is associated with the ability to self-organise, and with social learning as part of a process of adaptation and transformation (Goldstein 341). This article deals with responses to a crisis in a Norwegian community in the late 1880s, and with some of the many internal conflicts it caused. The crisis and the subsequent conflicts in this particular community, Volda, were caused by a number of processes, driven mostly by external forces and closely linked to the expansion of the capitalist mode of production in rural Norway. But the crisis also reflects a growing nationalism in Norway. In the late 1880s, all these causes seemed to come together in Volda, a small community consisting mostly of independent small farmers and of fishers. The article employs the concept of ‘resilience’ and the theory of resilience in order better to understand how individuals and the community reacted to crisis and conflict in Volda in late 1880, experiences which will cast light on the history of the late 1880s in Volda, and on individuals and communities elsewhere which have also experienced such crises. Theoretical Perspectives Some understandings of social resilience inspired by systems theory and ecology focus on a society’s ability to maintain existing structures. Reducing conflict to promote greater collaboration and resilience, however, may become a reactionary strategy, perpetuating inequalities (Arthur, Friend and Marschke). Instead, the understanding of resilience could be enriched by drawing on ecological perspectives that see conflict as an integral aspect of a diverse ecology in continuous development. In the same vein, Grove has argued that some approaches to anticipatory politics fashion subjects to withstand ‘shocks and responding to adversity through modern institutions such as human rights and the social contract, rather than mobilising against the sources of insecurity’. As an alternative, radical politics of resilience ought to explore political alternatives to the existing order of things. Methodology According to Hall and Lamont, understanding “how individuals, communities, and societies secured their well-being” in the face of the challenges imposed by neoliberalism is a “problem of understanding the bases for social resilience”. This article takes a similarly broad approach to understanding resilience, focusing on a small group of people within a relatively small community to understand how they attempted to secure their well-being in the face of the challenges posed by capitalism and growing nationalism. The main interest, however, is not resilience understood as something that exists or is being produced within this small group, but, rather, how this group produced social imaginaries of the past and the future in cooperation and conflict with other groups in the same community. The research proceeds to analyse the contributions mainly of six members of this small group. It draws on existing literature on the history of the community in the late 1800s and, in particular, biographies of Synnøve Riste (Øyehaug) and Rasmus Steinsvik (Gausemel). In addition, the research builds on original empirical research of approximately 500 articles written by the members of the group in the period from 1887 to 1895 and published in the newspapers Vestmannen, Fedraheimen and 17de Mai; and will try to re-tell a history of key events, referring to a selection of these articles. A Story about Being a Woman in Volda in the Late 1880s This history begins with a letter from Synnøve Riste, a young peasant woman and daughter of a local member of parliament, to Anders Hovden, a friend and theology student. In the letter, Synnøve Riste told her friend about something she just had experienced and had found disturbing (more details in Øyehaug). She first sets her story in the context of an evangelical awakening that was gaining momentum in the community. There was one preacher in particular who seemed to have become very popular among the young women. He had few problems when it comes to women, she wrote, ironically. Curious about the whole thing, Synnøve decided to attend a meeting to see for herself what was going on. The preacher noticed her among the group of young women. He turned his attention towards her and scolded her for her apparent lack of religious fervour. In the letter she explained the feeling of shame that came over her when the preacher singled her out for public criticism. But the feeling of shame soon gave way to anger, she wrote, before adding that the worst part of it was ‘not being able to speak back’; as a woman at a religious meeting she had to hold her tongue. Synnøve Riste was worried about the consequences of the religious awakening. She asked her friend to do something. Could he perhaps write a poem for the weekly newspaper the group had begun to publish only a few months earlier? Anders Hovden duly complied. The poem was published, anonymously, on Wednesday 17 March 1888. Previously, the poem says, women enjoyed the freedom to roam the mountains and valleys. Now, however, a dark mood had come over the young women. ‘Use your mind! Let the madness end! Throw off the blood sucker! And let the world see that you are a woman!’ The puritans appreciated neither the poem nor the newspaper. The newspaper was published by the same group of young men and women who had already organised a private language school for those who wanted to learn to read and write New Norwegian, a ‘new’ language based on the old dialects stemming from the time before Norway lost its independence and became a part of Denmark and then, after 1814, Sweden. At the language school the students read and discussed translations of Karl Marx and the anarchist Peter Kropotkin. The newspaper quickly grew radical. It reported on the riots following the hanging of the Haymarket Anarchists in Chicago in 1886. It advocated women’s suffrage, agitated against capitalism, argued that peasants and small farmers must learn solidarity from the industrial workers defended a young woman in Oslo who was convicted of killing her newborn baby and published articles from international socialist and anarchist newspapers and magazines. Social Causes for Individual Resilience and Collaborative Resilience Recent literature on developmental psychology link resilience to ‘the availability of close attachments or a supportive and disciplined environment’ (Hall and Lamont 13). Some psychologists have studied how individuals feel empowered or constrained by their environment. Synnøve Riste clearly felt constrained by developments in her social world, but was also resourceful enough to find ways to resist and engage in transformational social action on many levels. According to contemporary testimonies, Synnøve Riste must have been an extraordinary woman (Steinsvik "Synnøve Riste"). She was born Synnøve Aarflot, but later married Per Riste and took his family name. The Aarflot family was relatively well-off and locally influential, although the farms were quite small by European standards. Both her father and her uncle served as members of parliament for the (‘left’) Liberal Party. From a young age she took responsibility for her younger siblings and for the family farm, as her father spent much time in the capital. Her grandfather had been granted the privilege of printing books and newspapers, which meant that she grew up with easy access to current news and debates. She married a man of her own choosing; a man substantially older than herself, but with a reputation for liberal ideas on language, education and social issues. Psychological approaches to resilience consider the influence of cognitive ability, self-perception and emotional regulation, in addition to social networks and community support, as important sources of resilience (Lamont, Welburn and Fleming). Synnøve Riste’s friend and lover, Rasmus Steinsvik, later described her as ‘a mainspring’ of social activity. She did not only rely on family, social networks and community support to resist stigmatisation from the puritans, but she was herself a driving force behind social activities that produced new knowledge and generated communities of support for others. Lamont, Welburn and Fleming underline the importance for social resilience of cultural repertoires and the availability of ‘alternative ways of understanding social reality’ (Lamont, Welburn and Fleming). Many of the social activities Synnøve Riste instigated served as arenas for debate and collaborative activity to develop alternative understandings of the social reality of the community. In 1887, Synnøve Riste had relied on support from her extended family to found the newspaper Vestmannen, but as the group around the language school and newspaper gradually produced more radical alternative understandings of the social reality they came increasingly into conflict with less radical members of the Liberal Party. Her uncle owned the printing press where Vestmannen was printed. He was also a member of parliament seeking re-election. And he was certainly not amused when Rasmus Steinsvik, editor of Vestmannen, published an article reprimanding him for his lacklustre performance in general and his unprincipled voting in support of a budget allocating the Swedish king a substantial amount of money. Steinsvik advised the readers to vote instead for Per Riste, Synnøve Riste’s liberal husband and director of the language school. The uncle stopped printing the newspaper. Social Resilience in Volda The growing social conflicts in Volda might be taken to indicate a lack of resilience. This, however, would be a mistake. Social connectedness is an important source of social resilience (Barnes and Hall 226). Strong ties to family and friends matter, as does membership in associations. Dense networks of social connectedness are related to well-being and social resilience. Inversely, high levels of inequality seem to be linked to low levels of resilience. Participation in democratic processes has also been found to be an important source of resilience (Barnes and Hall 229). Volda was a small community with relatively low levels of inequality and local cultural traditions underlining the importance of cooperation and the obligations of everyone to participate in various forms of communal work. Similarly, even though a couple of families dominated local politics, there was no significant socioeconomic division between the average and the more prosperous farmers. Traditionally, women on the small, independent farms participated actively in most aspects of social life. Volda would thus score high on most indicators predicting social resilience. Reading the local newspapers confirms this impression of high levels of social resilience. In fact, this small community of only a few hundred families produced two competing newspapers at the time. Vestmannen dedicated ample space to issues related to education and schools, including adult education, reflecting the fact that Volda was emerging as a local educational centre; local youths attending schools outside the community regularly wrote articles in the newspaper to share the new knowledge they had attained with other members of the community. The topics were in large part related to farming, earth sciences, meteorology and fisheries. Vestmannen also reported on other local associations and activities. The local newspapers reported on numerous political meetings and public debates. The Liberal Party was traditionally the strongest political party in Volda and pushed for greater independence from Sweden, but was divided between moderates and radicals. The radicals joined workers and socialists in demanding universal suffrage, including, as we have seen, women’s right to vote. The left libertarians in Volda organised a ‘radical left’ faction of the Liberal Party and in the run-up to the elections in 1888 numerous rallies were arranged. In some parts of the municipality the youth set up independent and often quite radical youth organisations, while others established a ‘book discussion’. The language issue developed into a particularly powerful source for social resilience. All members of the community shared the experience of having to write and speak a foreign language when communicating with authorities or during higher education. It was a shared experience of discrimination that contributed to producing a common identity. Hing has shown that those who value their in-group ‘can draw on this positive identity to provide a sense of self-worth that offers resilience’. The struggle for recognition stimulated locals to arrange independent activities, and it was in fact through the burgeoning movement for a New Norwegian language that the local radicals in Volda first encountered radical literature that helped them reframe the problems and issues of their social world. In his biography of Ivar Mortensson Egnund, editor of the newspaper Fedraheimen and a lifelong collaborator of Rasmus Steinsvik, Klaus Langen has argued that Mortensson Egnund saw the ideal type of community imagined by the anarchist Leo Tolstoy in the small Norwegian communities of independent small farmers, a potential model for cooperation, participation and freedom. It was not an uncritical perspective, however. The left libertarians were constantly involved in clashes with what they saw as repressive forces within the communities. It is probably more correct to say that they believed that the potential existed, within these communities, for freedom to flourish. Most importantly, however, reading Fedraheimen, and particularly the journalist, editor and novelist Arne Garborg, infused this group of local radicals with anti-capitalist perspectives to be used to make sense of the processes of change that affected the community. One of Garborg’s biographers, claims that no Norwegian has ever been more fundamentally anti-capitalist than Garborg (Thesen). This anti-capitalism helped the radicals in Volda to understand the local conflicts and the evangelical awakening as symptoms of a deeper and more fundamental development driven by capitalism. A series of article in Vestmannen called for solidarity and unity between small farmers and the growing urban class of industrial workers. Science and Modernity The left libertarians put their hope in science and modernity to improve the lives of people. They believed that education was the key to move forward and get rid of the old and bad ways of doing things. The newspaper was reporting the latest advances in natural sciences and life sciences. It reported enthusiastically about the marvels of electricity, and speculated about a future in which Norway could exploit the waterfalls to generate it on a large scale. Vestmannen printed articles in defence of Darwinism (Egnund), new insights from astronomy (Steinsvik "Kva Den Nye Astronomien"), health sciences, agronomy, new methods of fishing and farming – and much more. This was a time when such matters mattered. Reports on new advances in meteorology in the newspaper appeared next to harrowing reports about the devastating effects of a storm that surprised local fishermen at sea where many men regularly paid with their lives. Hunger was still a constant threat in the harsh winter months, so new knowledge that could improve the harvest was most welcome. Leprosy and other diseases continued to be serious problems in this region of Norway. Health could not be taken lightly, and the left libertarians believed that science and knowledge was the only way forward. ‘Knowledge is a sweet fruit,’ Vestmannen wrote. Reporting on Darwinism and astronomy again pitted Vestmannen against the puritans. On several occasions the newspaper reported on confrontations between those who promoted science and those who defended a fundamentalist view of the Bible. In November 1888 the signature ‘-t’ published an article on a meeting that had taken place a few days earlier in a small village not far from Volda (Unknown). The article described how local teachers and other participants were scolded for holding liberal views on science and religion. Anyone who expressed the view that the Bible should not be interpreted literally risked being stigmatised and ostracised. It is tempting to label the group of left libertarians ‘positivists’ or ‘modernists’, but that would be unfair. Arne Garborg, the group’s most important source of inspiration, was indeed inspired by Émile Zola and the French naturalists. Garborg had argued that nothing less than the uncompromising search for truth was acceptable. Nevertheless, he did not believe in objectivity; Garborg and his followers agreed that it was not possible or even desirable to be anything else than subjective. Adaptation or Transformation? PM Giærder, a friend of Rasmus Steinsvik’s, built a new printing press with the help of local blacksmiths, so the newspaper could keep afloat for a few more months. Finally, however, in 1888, the editor and the printer took the printing press with them and moved to Tynset, another small community to the east. There they joined forces with another dwindling left libertarian publication, Fedraheimen. Generations later, more details emerged about the hurried exit from Volda. Synnøve Riste had become pregnant, but not by her husband Per. She was pregnant by Rasmus Steinsvik, the editor of Vestmannen and co-founder of the language school. And then, after giving birth to a baby daughter she fell ill and died. The former friends Per and Rasmus were now enemies and the group of left libertarians in Volda fell apart. It would be too easy to conclude that the left libertarians failed to transform the community and a closer look would reveal a more nuanced picture. Key members of the radical group went on to play important roles on the local and national political scene. Locally, the remaining members of the group formed new alliances with former opponents to continue the language struggle. The local church gradually began to sympathise with those who agitated for a new language based on the Norwegian dialects. The radical faction of the Liberal Party grew in importance as the conflict with Sweden over the hated union intensified. The anarchists Garborg and Steinsvik became successful editors of a radical national newspaper, 17de Mai, while two other members of the small group of radicals went on to become mayors of Volda. One was later elected member of parliament for the Liberal Party. Many of the more radical anarchist and communist ideas failed to make an impact on society. However, on issues such as women’s rights, voting and science, the left libertarians left a lasting impression on the community. It is fair to say that they contributed to transforming their society in many and lasting ways. Conclusion This study of crisis and conflict in Volda indicate that conflict can play an important role in social learning and collective creativity in resilient communities. There is a tendency, in parts of resilience literature, to view resilient communities as harmonious wholes without rifts or clashes of interests (see for instance Goldstein; Arthur, Friend and Marschke). Instead, conflicts should rather be understood as a natural aspect of any society adapting and transforming itself to respond to crisis. Future research on social resilience could benefit from an ecological understanding of nature that accepts polarisation and conflict as a natural part of ecology and which helps us to reach deeper understandings of the social world, also fostering learning, creativity and the production of alternative political solutions. This research has indicated the importance of social imaginaries of the past. Collective memories of ‘what everybody knows that everybody else knows’ about ‘what has worked in the past’ form the basis for producing ideas about how to create collective action (Swidler 338, 39). Historical institutions are pivotal in producing schemas which are default options for collective action. In Volda, the left libertarians imagined a potential for freedom in the past of the community; this formed the basis for producing an alternative social imaginary of the future of the community. The social imaginary was not, however, based only on local experience and collective memory of the past. Theories played an important role in the process of trying to understand the past and the present in order to imagine future alternatives. The conflicts themselves stimulated the radicals to search more widely and probe more deeply for alternative explanations to the problems they experienced. This search led them to new insights which were sometimes adopted by the local community and, in some cases, helped to transform social life in the long-run. On 10 September 2012, a cat named Tuxedo Stan launched his campaign for mayor of the Halifax Regional Municipality in Nova Scotia, Canada (“Tuxedo Stan for Mayor”). Backed by his human supporters in the Tuxedo Party, he ran on a platform of animal welfare: “Tuxedo Stan for Mayor Because Neglect Isn’t Working.” Artwork Courtesy of Joe Popovitch As a feline activist, Tuxedo Stan joins an unexpected—if not entirely unprecedented—cohort of cats that advocate for animal welfare through their “cute” appeals for humane treatment. From Tuxedo Stan’s internet presence to his appearance on Anderson Cooper’s CNN segment “The RidicuList,” Tuxedo Stan’s cute campaign opens space for a cultural imaginary that differently envisions animals’ and humans’ political responsibilities. Who Can Be a Moral Agent? Iris Marion Young proposes “political responsibility” as a way to answer a question central to human and animal welfare: “How should moral agents—both individual and organizational—think about their responsibilities in relation to structural social injustice?” (7). In legal frameworks, responsibility is connected to liability: an individual acts, harm occurs, and the law decides how much liability the individual should assume. However, Young redefines responsibility in relation to structural injustices, which she conceptualizes as “harms” that result from “structural processes in which many people participate.” Young argues that “because it is therefore difficult for individuals to see a relationship between their own actions and structural outcomes, we have a tendency to distance ourselves from any responsibility for them” (7). Young presents political responsibility as a call to share the responsibility “to engage in actions directed at transforming the structures” and suggests that the less-advantaged might organize and propose “remedies for injustice, because their interests [are] the most acutely at stake” and because they are vulnerable to the actions of others “situated in more powerful and privileged positions” (15). Though Young does not address animals, her conception of responsible agency raises a question: who can be a moral agent? Arguably, the answer to this question changes as cultural imaginaries expand to accommodate difference, including gender- and species-difference. Corey Wrenn analyzes a selection of anti-suffragette postcards that equate granting votes to women as akin to granting votes to cats. Young shifts responsibility from a liability to a political frame, but Wrenn’s work suggests that a further shift is necessary where responsibility is gendered and tied to domestic, feminized roles: Cats and dogs are gendered in contemporary American culture…dogs are thought to be the proper pet for men and cats for women (especially lesbians). This, it turns out, is an old stereotype. In fact, cats were a common symbol in suffragette imagery. Cats represented the domestic sphere, and anti-suffrage postcards often used them to reference female activists. The intent was to portray suffragettes as silly, infantile, incompetent, and ill-suited to political engagement. (Wrenn) Dressing cats in women’s clothing and calling them suffragettes marks women as less-than-human and casts cats as the opposite of human. The frilly garments, worn by cats whose presence evoked the domestic sphere, suggest that women belong in the domestic sphere because they are too soft, or perhaps too cute, to contend with the demands of public life. In addition, the cards that feature domestic scenes suggest that women should account for their families’ welfare ahead of their own, and that women’s refusal to accept this arithmetic marks them as immoral—and irresponsible—subjects. Not Schrödinger's Cat In different ways, Jacques Derrida and Carey Wolfe explore the question Young’s work raises: who can be a moral agent? Derrida and Wolfe complicate the question by adding species difference: how should (human) moral agents think about their responsibilities (to animals)? Prompted by an encounter with his cat, Jacques Derrida follows the figure of the animal, through a variety of texts, in order to make sensible the trace of “the animal” as it has appeared in Western traditions. Derrida’s cat accompanies him as Derrida playfully, and attentively, deconstructs the rationalist, humanist discourses that structure Western philosophy. Discourses, whose tenets reflect the systems of beliefs embedded within a culture, are often both hegemonic and invisible; at least for those who enjoy privileged positions within the culture, discourses may simply appear as common sense or common knowledge. Derrida argues that Western, humanist thinking has created a discourse around “the human” and that this discourse deploys a reductive figure of “the animal” to justify human supremacy and facilitate human exceptionalism. Human exceptionalism is the doctrine that humans’ superiority to animals exempts humans from behaving humanely towards those deemed non-human, and it is the hegemony of the discourse of human exceptionalism that Derrida contravenes. Derrida interrupts by entering the discourse with “his” cat and creating a counter-narrative that troubles “the human” hegemony by redefining what it means to think. Derrida orients his intellectual work as surrender—he surrenders to the gaze of his cat and to his affectionate response to her presence: “the cat I am talking about is a real cat, truly, believe me, a little cat. The cat that looks at me naked and that is truly a little cat, this cat I am talking about…It comes to me as this irreplaceable living being that one day enters my space, into this place where it can encounter me, see me, even see me naked” (6-9, italics in original). The diminutive Derrida uses to describe his cat, she is little and truly a little cat, gestures toward affection, or affect, as the “thing…philosophy has, essentially, had to deprive itself of” (7). For Derrida, rationalist thinking hurries to “enclose and circumscribe the concept of the human as much as that of reason,” and it is through this movement toward enclosure that rationalist humanism fails to think (105). While Derrida questions the ethics of humanist philosophy, Carey Wolfe questions the ethics of humanism. Wolfe argues that “the operative theories and procedures we now have for articulating the social and legal relation between ethics and action are inadequate” because humanism imbues discourses about human and/or animal rights with utilitarian and contractarian logics that are inherently speciesist and therefore flawed (192). Utilitarian approaches attempt to determine the morality of a given action by weighing the act’s aggregate benefit against its aggregate harm. Contractarian approaches evaluate a given (human or animal) subject’s ability to understand and comply with a social contract that stipulates reciprocity; if a subject receives kindness, that subject must understand their implied, moral responsibility to return it. When opponents of animal rights designate animals as less capable of suffering than humans and decide that animals cannot enter moral contracts, animals are then seen as not only undeserving of rights but as incapable of bearing rights. As Wolfe argues, rights discourse—like rationalist humanism—reaches an impasse, and Wolfe proposes posthumanist theory as the way through: “because the discourse of speciesism…anchored in this material, institutional base, can be used to mark any social other, we need to understand that the ethical and philosophical urgency of confronting the institution of speciesism and crafting a posthumanist theory of the subject has nothing to do with whether you like animals” (7, italics in original). Wolfe’s strategic statement marks the necessity of attending to injustice at a structural level; however, as Tuxedo Stan’s campaign demonstrates, at a tactical level, how much you “like” an animal might matter very much. Seriously Cute: Tuxedo Stan as a Moral Agent Tuxedo Stan’s 2012-13 campaign pressed for improved protections for stray and feral cats in the Halifax Regional Municipality (HRM). While “cute” is a subjective, aesthetic judgment, numerous internet sites make claims like: “These 30 Animals With Their Adorable Miniature Versions Are The Cutest Thing Ever. Awwww” (“These 30 Animals”). Photo Courtesy of Hugh Chisolm, Tuxedo Party The difference between Tuxedo Stan’s cute and the kind of cute invoked by pictures of animals with miniature animals—the difference that connects Tuxedo Stan’s cute to a moral or ethical position—is the narrative of political responsibility attached to his campaign. While existing animal protection laws in Halifax’s Animal Protection Act outlined some protections for animals, “there was a clear oversight in that issues related to cats are not included” (Chisolm TuxedoStan.com). Hugh Chisholm, co-founder of the Tuxedo Party, further notes: There are literally thousands of homeless cats — feral and abandoned— who live by their willpower in the back alleys and streets and bushes in HRM…But there is very little people can do if they want to help, because there is no pound. If there’s a lost or injured dog, you can call the pound and they will come and take the dog and give it a place to stay, and some food and care. But if you do the same thing with a cat, you get nothing, because there’s nothing in place. (Mombourquette) Tuxedo Stan’s campaign mobilizes cute images that reveal the connection between unnoticed and unrelieved suffering. Proceeds from Tuxedo Party merchandise go toward Spay Day HRM, a charity dedicated to “assisting students and low-income families” whose financial situations may prevent them from paying for spay and neuter surgeries (Chisholm TuxedoStan.com). According to his e-book ME: The Tuxedo Stan Story, Stan “wanted to make a difference in the lives of tens of thousands of homeless, unneutered cats in [Halifax Regional Municipality]. We needed a low-cost spay/neuter clinic. We needed a Trap-Neuter-Return and Care program. We needed a sanctuary for homeless, unwanted strays to live out their lives in comfort” (Tuxedo Stanley and Chisholm 14). As does “his” memoir, Tuxedo Stan’s Pledge of Compassion and Action follows Young’s logic of political responsibility. Although his participation is mediated by human organizers, Tuxedo Stan is a cat pressing legislators to “pledge to help the cats” by supporting “a comprehensive feline population control program to humanely control the feline population and prevent suffering” and by creating “an affordable and accessible spay/neuter program” (Chisholm TuxedoStan.com). While framing the feral cat population as a “problem” that must be “fixed” upholds discourses around controlling subjected populations’ reproduction, Tuxedo Stan’s campaign also opens space for a counternarrative that destabilizes the human exceptionalism that encompasses his campaign. A Different ‘Logic’, a Different Cultural Imaginary As Tuxedo Stan launched his campaign in 2012, fellow feline Hank ran for the United States senate seat in Virginia – he received approximately 7,000 votes and placed third (Wyatt) – and “Mayor” Stubbs celebrated his 15th year as the honorary mayor of Talkeetna, Alaska, also in the United States: Fifteen years ago, the citizens of Talkeetna (pop. 800) didn’t like the looks of their candidates for mayor. Around that same time resident Lauri Stec, manager of Nagley’s General Store, saw a box of kittens and decided to adopt one. She named him Stubbs because he didn’t have a tail and soon the whole town was in love with him. So smitten were they with this kitten, in fact, that they wrote him in for mayor instead of deciding on one of the two lesser candidates. (Friedman) Though only Stan and Hank connect their candidacy to animal welfare activism, all three cats’ stories contribute to building a cultural imaginary that has drawn responses across social and news media. Tuxedo Stan’s Facebook page has 19,000+ “likes,” and Stan supporters submit photographs of Tuxedo Stan “minions” spreading Tuxedo Stan’s message. The Tuxedo Party’s website maintains a photo gallery that documents “Tuxedo Stan’s World Tour”: “Tuxedo Stan’s Minions are currently on their world tour spreading his message of hope and compassion for felines around the globe" (Chisholm TuxedoStan.com). Each minion’s photo in the gallery represents humans’ ideological and financial support for Tuxedo Stan. News media supported Tuxedo Stan, Hank for Senate, and Mayor Stubbs’s candidacies in a more ambiguous fashion. While Craig Medred argues that “Silly 'Alaska cat mayor' saga spotlights how easily the media can be scammed” (Medred), a CBC News video announced that Tuxedo Stan was “interested in sinking his claws into the top seat at City Hall” and ready to “mark his territory around the mayor's seat” (“Tuxedo Stan the cat chases Halifax mayor chair”), and Lauren Strapagiel reported on Halifax’s “cuddliest would-be mayor.” In an unexpected echo of Derrida’s language, as Derrida repeats that he is truly talking about a cat, truly a little cat, CNN journalist Anderson Cooper endorses Tuxedo Stan for mayor and follows his endorsement with this statement: If he’s serious about a career in politics, maybe he should come to the United States. Just look at the mayor of Talkeetna, Alaska. That’s Stubbs the cat, and he’s been the mayor for 15 years. I’m not kidding…Not only that, but right now, as we speak, there is a cat running for Senate from Virginia. (Cooper) As he introduces a “Hank for Senate” campaign video, again Cooper mentions that he is “not kidding.” While Cooper’s “not kidding” echoes Derrida’s “truly,” the difference in meanings is différance. For Derrida, his encounter with his cat is “a matter of developing another ‘logic’ of decision, of the response and of the event…a matter of reinscribing the différance between reaction and response, and hence this historicity of ethical, juridical, or political responsibility, within another thinking of life, of the living, within another relation of the living, to their own…reactional automaticity” (126). Derrida proceeds through the impasse, the limit he identifies within philosophical engagements with animals, by tracing the ways his little cat’s presence affects him. Derrida finds another logic, which is not logic but surrender, to accommodate what he, like Young, terms “political responsibility.” Cooper, however, applies the hegemonic logic of human exceptionalism to his engagement with feline interlocutors, Tuxedo Stan, Hank for Senate, and Mayor Stubbs. Although Cooper’s segment, called “The RidicuList,” makes a pretense of political responsibility, it is different in kind from the pretense made in Tuxedo Stan’s campaign. As Derrida argues, a “pretense…even a simple pretense, consists in rendering a sensible trace illegible or imperceptible” (135). Tuxedo Stan’s campaign pretends that Tuxedo Stan fits within humanist, hegemonic notions of mayoral candidacy and then mobilizes this cute pretense in aid of political responsibility; the pretense—the pretense in which Tuxedo Stan’s human fans and supporters engage—renders the “sensible” trace of human exceptionalism illegible, if not imperceptible. Cooper’s pretense, however, works to make legible the trace of human exceptionalism and so to reinscribe its discursive hegemony. Discursively, the political potential of cute in Tuxedo Stan’s campaign is that Tuxedo Stan’s activism complicates humanist and posthumanist thinking about agency, about ethics, and about political responsibility. Thinking about animals may not change animals’ lives, but it may change (post)humans’ responses to these questions: Who can be a moral agent? How should moral agents—both individual and organizational, both human and animal—“think” about how they respond to structural social injustice? Epilogue: A Political Response Tuxedo Stan died of kidney cancer on 8 September 2013. Before he died, Tuxedo Stan’s campaign yielded improved cat protection legislation as well as a $40,000 endowment to create a spay-and-neuter facility accessible to low-income families. Tuxedo Stan’s litter mate, Earl Grey, carries on Tuxedo Stan’s work. Earl Grey’s campaign platform expands the Tuxedo Party’s appeals for animal welfare, and Earl Grey maintains the Tuxedo Party’s presence on Facebook, on Twitter (@TuxedoParty and @TuxedoEarlGrey), and at TuxedoStan.com (Chisholm TuxedoStan.com). On 27 February 2014, Agriculture Minister Keith Colwell of Nova Scotia released draft legislation whose standards of care aim to prevent distress and cruelty to pets and to strengthen their protection. They…include proposals on companion animal restraints, outdoor care, shelters, companion animal pens and enclosures, abandonment of companion animals, as well as the transportation and sale of companion animals…The standards also include cats, and the hope is to have legislation ready to introduce in the spring and enacted by the fall. Abstract:
Imagine this historical scene, if you will. It is 1892, and you are up in the gallery at Her Majesty’s Theatre in Sydney, taking in an English burlesque. The people around you have just found out that Alice Leamar will not be performing her famed turn in Ta-ra-ra-boom-de-ay tonight, a high-kicking Can-Canesque number, very much the dance du jour. Your fellow audience members are none too pleased about this – they are shouting, and stamping the heels of their boots so loudly the whole theatre resounds with the noise. Most people in the expensive seats below look up in the direction of the gallery with a familiar blend of fear and loathing. The rough ‘gods’ up there are nearly always restless, more this time than usual. The uproar fulfils its purpose, though, because tomorrow night, Leamar’s act will be reinstated: the ‘gods’ will have their way (Bulletin, 1 October 1892). Another scene now, this time at the Newtown Bridge Theatre in Sydney, shortly after the turn of the twentieth century. A comedian is trying a new routine for the crowd, but no one seems much impressed so far. A few discontented rumbles begin at first – ‘I want to go home’, says one wag, and then another – and soon these gain momentum, so that almost everyone is caught up in an ecstasy of roisterous abuse. A burly ‘chucker out’ appears, trying to eject some of the loudest hecklers, and a fully-fledged punch-up ensues (Djubal 19, 23; Cheshire 86). Eventually, one or two men are made to leave – but so too is the hapless comedian, evicted by derisive howls from the stage. The scenes I have just described show that audience interaction was a key feature in late-nineteenth century popular theatre, and in some cases even persisted into the following century. Obviously, there was no formal voting mechanism used during these performances à la contemporary shows like Idol. But rowdy practises amounted to a kind of audience ‘vote’ nonetheless, through which people decided those entertainers they wanted to see and those they emphatically did not. In this paper, I intend to use these bald parallels between Victorian audience practices and new-millennium viewer-voting to investigate claims about the links between democracy and plebiscitary entertainment. The rise of voting for pleasure in televised contests and online polls is widely attended by debate about democracy (e.g. Andrejevic; Coleman; Hartley, “Reality”). The most hyped commentary on this count evokes a teleological assumption – that western history is inexorably moving towards direct democracy. This view becomes hard to sustain when we consider the extent to which the direct expression of audience views was a feature of Victorian popular entertainment, and that these participatory practices were largely suppressed by the turn of the twentieth century. Old audience practices also allow us to question some of the uses of the term ‘direct democracy’ in new media commentary. Descriptions of voting for pleasure as part of a growth towards direct democracy are often made to celebrate rather than investigate plebiscitary forms. They elide the fact that direct democracy is a vexed political ideal. And they limit our discussion of voting for leisure and fun. Ultimately, arguing back and forth about whether viewer-voting is democratic stops us from more interesting explorations of this emerging cultural phenomenon. ‘To a degree that would be unimaginable to theatregoers today’, says historian Robert Allen, ‘early nineteenth-century audiences controlled what went on at the theatre’. The so-called ‘shirt-sleeve’ crowd in the cheapest seats of theatrical venues were habitually given to hissing, shouting, and even throwing objects in order to evict performers during the course of a show. The control exerted by the peanut-chomping gallery was certainly apparent in the mid-century burlesques Allen writes about (55). It was also apparent in minstrel, variety and music hall productions until around the turn of the century. Audience members in the galleries of variety theatres and music halls regularly engaged in the pleasure of voicing their aesthetic preferences. Sometimes comic interjectors from among them even drew more laughs than the performers on stage. ‘We went there not as spectators but as performers’, as an English music-hall habitué put it (Bailey 154). In more downmarket venues such as Sydney’s Newtown Bridge Theatre, these participatory practices continued into the early 1900s. Boisterous audience practices came under sustained attack in the late-Victorian era. A series of measures were taken by authorities, theatre managers and social commentators to wrest the control of popular performances from those in theatre pits and galleries. These included restricting the sale of alcohol in theatre venues, employing brawn in the form of ‘chuckers out’, and darkening auditoriums, so that only the stage was illuminated and the audience thus de-emphasised (Allen 51–61; Bailey 157–68; Waterhouse 127, 138–43). They also included a relentless public critique of those engaging in heckling behaviours, thus displaying their ‘littleness of mind’ (Age, 6 Sep. 1876). The intensity of attacks on rowdy audience participation suggests that symbolic factors were at play in late-Victorian attempts to enforce decorous conduct at the theatre. The last half of the century was, after all, an era of intense debate about the qualities necessary for democratic citizenship. The suffrage was being dramatically expanded during this time, so that it encompassed the vast majority of white men – and by the early twentieth century, many white women as well. In Australia, the prelude to federation also involved debate about the type of democracy to be adopted. Should it be republican? Should it enfranchise all men and women; all people, or only white ones? At stake in these debates were the characteristics and subjectivities one needed to possess before being deemed capable of enfranchisement. To be worthy of the vote, as of other democratic privileges, one needed to be what Toby Miller has called a ‘well-tempered’ subject at the turn of the twentieth century (Miller; Joyce 4). One needed to be carefully deliberative and self-watching, to avoid being ‘savage’, ‘uncivilised’, emotive – all qualities which riotous audience members (like black people and women) were thought not to possess (Lake). This is why the growing respectability of popular theatre is so often considered a key feature of the modernisation of popular culture. Civil and respectful audience behaviours went hand in hand with liberal-democratic concepts of the well-tempered citizen. Working-class culture in late nineteenth-century England has famously (and notoriously) been described as a ‘culture of consolation’: an escapist desire for fun based on a fatalistic acceptance of under-privilege and social discrimination (Jones). This idea does not do justice to the range of hopes and efforts to create a better society among workingpeople at the time. But it still captures the motivation behind most unruly audience behaviours: a gleeful kind of resistance or ‘culture jamming’ which viewed disruption and uproar as ends in themselves, without the hope that they would be productive of improved social conditions. Whether or not theatrical rowdiness served a solely consolatory purpose for the shirt-sleeve crowd, it certainly evoked a sharp fear of disorderly exuberance in mainstream society. Anxieties about violent working-class uprisings leading to the institution of mob rule were a characteristic of the late-nineteenth century, often making their way into fiction (Brantlinger). Roisterous behaviours in popular theatres resonated with the concerns expressed in works such as Caesar’s Column (Donnelly), feeding on a long association between the theatre and misrule. These fears obviously stand in stark contrast to the ebullient commentary surrounding interactive entertainment today. Over-oxygenated rhetoric about the democratic potential of cyberspace was of course a feature of new media commentary at the beginning of the 1990s (for a critique of such rhetoric see Meikle 33–42; Grossman). Current helium-giddy claims about digital technologies as ‘democratising’ reprise this cyberhype (Andrejevic 12–15, 23–8; Jenkins and Thornburn). One recent example of upbeat talk about plebiscitary formats as direct democracy is John Hartley’s contribution to the edited collection, Politicotainment (Hartley, “Reality”). There are now a range of TV shows and online formats, he says, which offer audiences the opportunity to directly express their views. The development of these entertainment forms are part of a movement towards a ‘direct open network’ in global media culture (3). They are also part of a macro historical shift: a movement ‘down the value chain of meaning’ which has taken place over the past few centuries (Hartley, “Value Chain”). Hartley’s notion of a ‘value chain of meaning’ is an application of business analysis to media and cultural studies. In business, a value chain is what links the producer/originator, via commodity/distribution, to the consumer. In the same way, Hartley says, one might speak of a symbolic value chain moving from an author/producer, via the text, to the audience/consumer. Much of western history may indeed be understood as a movement along this chain. In pre-modern times, meaning resided in the author. The Divine Author, God, was regarded as the source of all meaning. In the modern period, ‘after Milton and Johnson’, meaning was located in texts. Experts observed the properties of a text or other object, and by this means discovered its meaning. In ‘the contemporary period’, however – the period roughly following the Second World War – meaning has overwhelming come to be located with audiences or consumers (Hartley, “Value Chain” 131–35). It is in this context, Hartley tells us, that the plebiscite is coming to the fore. As a means of allowing audiences to directly represent their own choices, the plebiscite is part of a new paradigm taking shape, as global culture moves away from the modern epoch and its text-dominated paradigm (Hartley, “Reality” 1–3). Talk of a symbolic value chain is a self-conscious example of the logic of business/cultural partnership currently circulating in neo-liberal discourse. It is also an example of a teleological understanding of history, through which the past few centuries are presented as part of a linear progression towards direct democracy. This teleology works well with the up-tempo talk of television as ‘democratainment’ in Hartley’s earlier work (Hartley, Uses of Television). Western history is essentially a triumphant progression, he implies, from the Dark Ages, to representative democracy, to the enlightened and direct ‘consumer democracy’ unfolding around us today (Hartley, “Reality” 47). Teleological assumptions are always suspect from an historical point of view. For a start, casting the modern period as one in which meaning resided overwhelmingly in the text fails to consider the culture of popular performance flourishing before the twentieth century. Popular theatrical forms were far more significant to ordinary people of the nineteenth century than the notions of empirical or textual analysis cultivated in elite circles. Another reason for suspecting teleological notions about democracy is that it proceeds as if Foucauldian analysis did not exist. Characterising history as a process of democratisation tends to equate democracy with openness and freedom in an uncritical way. It glosses over the fact that representative democracy involved the repression of directly participatory practices and unruly social groups. More pertinently, it ignores critiques of direct democracy. Even if there are positive aspects to the re-emergence of participatory practices among audiences today, there are still real problems with direct democracy as a political ideal. It would be fairly easy to make the case that rowdy Victorian audiences engaged in ‘direct democratic’ practices during the course of a variety show or burlesque. The ‘gods’ in Victorian galleries exulted in expressing their preferences: evicting lack-lustre comics and demanding more of other performers. It would also be easy to valorise these practices as examples of the kind of culture-jamming I referred to earlier – as forms of resistance to the tyranny of well-tempered citizenship gaining sway at the time. Given the often hysterical attacks directed at unruly audiences, there is an obvious satisfaction to be had from observing the reinstatement of Ta-ra-ra-boom-de-ay at Her Majesty’s Theatre, or in the pleasure that working-class audiences derived from ‘calling the tune’. The same kind of satisfaction is not to be had, however, when observing direct democracy in action on YouTube, or during a season of Dancing with the Stars, or some other kind of plebiscitary TV. The expression of audience preferences in this context hardly carries the subversive connotations of informal evictions during a late-Victorian music-hall show. Viewer-voting today is indeed dominated by a rhetoric of partnership which centres on audience participation, rather than a notion of opposition between producers and audiences (Jenkins). The terrain of plebiscitary entertainment is very different now from the terrain of popular culture described by Stuart Hall in the 1980s – let alone as it stood in the 1890s, during Alice Leamar’s tour. Most commentary on plebiscitary TV avoids talk of ‘cultural struggle’ (Hall 235) and instead adopts a language of collaboration and of people ‘having a ball’ (Neville; Hartley, “Reality” 3). The extent to which contemporary plebiscites are managed by what Hartley calls the ‘plebiscitary industries’ evokes one of the most powerful criticisms made against direct democracy. That is, it evokes the view that direct democracy allows commercial interests to set the terms of public participation in decision-making, and thus to influence its outcomes (Barber 36; Moore 55–56). There is obviously big money to be made from plebiscitary TV. The advertising blitz which takes place during viewer-voting programs, and the vote-rigging scandals so often surrounding them make this clear. These considerations highlight the fact that public involvement in a plebiscitary process is not something to make a song and dance about unless broad involvement first takes place in deciding the issues open for determination by plebiscite, and the way in which these issues are framed. In the absence of this kind of broad participation, engagement in plebiscitary forms serves a solely consolatory function, offering the pleasures of viewer-voting as a substitute for substantive involvement in cultural creation and political change. Another critique sometimes made against direct democracy is that it makes an easy vehicle for prejudice (Barber 36–7). This was certainly the case in Victorian theatres, where it was common for Anglo gallery-members to heckle female and non-white performers in an intimidatory way. A group of American vaudeville performers called the Cherry Sisters certainly experienced this phenomenon in the early 1900s. The Cherry Sisters were defiantly unglamorous middle-aged women in a period when female performers were increasingly expected to display scantily-clad youthful figures on stage. As a consequence, they were embroiled in a number of near-riots in which male audience members hurled abuse and heavy objects from the galleries, and in some cases chased them into the street to physically assault them there (Pittinger 76–77). Such incidents give us a glimpse of the dark face of direct democracy. In some cases, the direct expression of popular views becomes an attack on diversity, leading to the kind of violent mêlée experienced either by the Cherry Sisters or the Middle Eastern people attacked on Sydney’s Cronulla Beach at the end of 2005. ‘Democracy’ is always an obviously politically loaded term when used in debates about new media. It is frequently used to imply that particular cultural or technological forms are inherently liberatory and inclusive. As Graeme Turner points out, reality TV has been celebrated as ‘democratic’ in this way. Only rarely, however, is there an attempt to argue why this is the case – to show how viewer-voting formats actually serve a democratic agenda. It was for this reason that Turner argued that the inclusion of ordinary people on reality TV should be understood as demotic rather than democratic (Turner, Understanding Celebrity 82–5; Turner, “Mass Production”). Ultimately, however, it is immaterial whether one uses the term ‘demotic’ or ‘direct democratic’ to describe the growth of plebiscitary entertainment. What is important is that we avoid making inflated claims about the direct expression of audience views, using the term ‘democratic’ to give an unduly celebratory spin to the political complexities involved. People may indeed be having a ball as they take part in online polls or choose what they want to watch on YouTube or shout at the TV during an episode of Idol. The ‘participatory enthusiasm’ that fans feel watching a show like Big Brother may also have lessons for those interested in making parliamentary process more responsive to people’s interests and needs (Coleman 458). But the development of plebiscitary forms is not inherently democratic in the sense that Turner suggests the term should be used – that is, it does not of itself serve a liberatory or socially inclusive agenda. Nor does it lead to substantive participation in cultural and political processes. In the end, it seems to me that we need to move beyond the discussion of plebiscitary entertainment in terms of democracy. The whole concept of democracy as the yardstick against which new media should be measured is highly problematic. Not only is direct democracy a vexed political ideal to start off with – it also leads commentators to take predictable positions when debating its relationship to new technologies and cultural forms. Some turn to hype, others to critique, and the result often appears as a mere restatement of the commentators’ political inclinations rather than a useful investigation of the developments at hand. Some of the most intriguing aspects of plebiscitary entertainments are left unexplored if we remain preoccupied with democracy. One might well investigate the re-introduction of studio audiences and participatory audience practices, for example, as a nostalgia for the interactivity experienced in live theatres such as the Newtown Bridge in the early twentieth century. It certainly seems to me that a retro impulse informs some of the developments in televised stand-up comedy in recent years. This was obviously the case for Paul McDermott’s The Side Show on Australian television in 2007, with its nod to the late-Victorian or early twentieth-century fairground and its live-theatrical vibe. More relevantly here, it also seems to be the case for American viewer-voting programs such as Last Comic Standing and the Comedy Channel’s Open Mic Fight. Further, reviews of programs such as Idol sometimes emphasise the emotional engagement arising out of their combination of viewer-voting and live performance as a harking-back to the good old days when entertainment was about being real (Neville). One misses this nostalgia associated with plebiscitary entertainments if bound to a teleological assumption that they form part of an ineluctable progression towards the New and the Free. Perhaps, then, it is time to pay more attention to the historical roots of viewer-voting formats, to think about the way that new media is sometimes about a re-invention of the old, trying to escape the recurrent back-and-forthing of debate about their relationship to progress and democracy. Imagine this historical scene, if you will. It is 1892, and you are up in the gallery at Her Majesty’s Theatre in Sydney, taking in an English burlesque. The people around you have just found out that Alice Leamar will not be performing her famed turn in Ta-ra-ra-boom-de-ay tonight, a high-kicking Can-Canesque number, very much the dance du jour. Your fellow audience members are none too pleased about this – they are shouting, and stamping the heels of their boots so loudly the whole theatre resounds with the noise. Most people in the expensive seats below look up in the direction of the gallery with a familiar blend of fear and loathing. The rough ‘gods’ up there are nearly always restless, more this time than usual. The uproar fulfils its purpose, though, because tomorrow night, Leamar’s act will be reinstated: the ‘gods’ will have their way (Bulletin, 1 October 1892). Another scene now, this time at the Newtown Bridge Theatre in Sydney, shortly after the turn of the twentieth century. A comedian is trying a new routine for the crowd, but no one seems much impressed so far. A few discontented rumbles begin at first – ‘I want to go home’, says one wag, and then another – and soon these gain momentum, so that almost everyone is caught up in an ecstasy of roisterous abuse. A burly ‘chucker out’ appears, trying to eject some of the loudest hecklers, and a fully-fledged punch-up ensues (Djubal 19, 23; Cheshire 86). Eventually, one or two men are made to leave – but so too is the hapless comedian, evicted by derisive howls from the stage. The scenes I have just described show that audience interaction was a key feature in late-nineteenth century popular theatre, and in some cases even persisted into the following century. Obviously, there was no formal voting mechanism used during these performances à la contemporary shows like Idol. But rowdy practises amounted to a kind of audience ‘vote’ nonetheless, through which people decided those entertainers they wanted to see and those they emphatically did not. In this paper, I intend to use these bald parallels between Victorian audience practices and new-millennium viewer-voting to investigate claims about the links between democracy and plebiscitary entertainment. The rise of voting for pleasure in televised contests and online polls is widely attended by debate about democracy (e.g. Andrejevic; Coleman; Hartley, “Reality”). The most hyped commentary on this count evokes a teleological assumption – that western history is inexorably moving towards direct democracy. This view becomes hard to sustain when we consider the extent to which the direct expression of audience views was a feature of Victorian popular entertainment, and that these participatory practices were largely suppressed by the turn of the twentieth century. Old audience practices also allow us to question some of the uses of the term ‘direct democracy’ in new media commentary. Descriptions of voting for pleasure as part of a growth towards direct democracy are often made to celebrate rather than investigate plebiscitary forms. They elide the fact that direct democracy is a vexed political ideal. And they limit our discussion of voting for leisure and fun. Ultimately, arguing back and forth about whether viewer-voting is democratic stops us from more interesting explorations of this emerging cultural phenomenon. ‘To a degree that would be unimaginable to theatregoers today’, says historian Robert Allen, ‘early nineteenth-century audiences controlled what went on at the theatre’. The so-called ‘shirt-sleeve’ crowd in the cheapest seats of theatrical venues were habitually given to hissing, shouting, and even throwing objects in order to evict performers during the course of a show. The control exerted by the peanut-chomping gallery was certainly apparent in the mid-century burlesques Allen writes about (55). It was also apparent in minstrel, variety and music hall productions until around the turn of the century. Audience members in the galleries of variety theatres and music halls regularly engaged in the pleasure of voicing their aesthetic preferences. Sometimes comic interjectors from among them even drew more laughs than the performers on stage. ‘We went there not as spectators but as performers’, as an English music-hall habitué put it (Bailey 154). In more downmarket venues such as Sydney’s Newtown Bridge Theatre, these participatory practices continued into the early 1900s. Boisterous audience practices came under sustained attack in the late-Victorian era. A series of measures were taken by authorities, theatre managers and social commentators to wrest the control of popular performances from those in theatre pits and galleries. These included restricting the sale of alcohol in theatre venues, employing brawn in the form of ‘chuckers out’, and darkening auditoriums, so that only the stage was illuminated and the audience thus de-emphasised (Allen 51–61; Bailey 157–68; Waterhouse 127, 138–43). They also included a relentless public critique of those engaging in heckling behaviours, thus displaying their ‘littleness of mind’ (Age, 6 Sep. 1876). The intensity of attacks on rowdy audience participation suggests that symbolic factors were at play in late-Victorian attempts to enforce decorous conduct at the theatre. The last half of the century was, after all, an era of intense debate about the qualities necessary for democratic citizenship. The suffrage was being dramatically expanded during this time, so that it encompassed the vast majority of white men – and by the early twentieth century, many white women as well. In Australia, the prelude to federation also involved debate about the type of democracy to be adopted. Should it be republican? Should it enfranchise all men and women; all people, or only white ones? At stake in these debates were the characteristics and subjectivities one needed to possess before being deemed capable of enfranchisement. To be worthy of the vote, as of other democratic privileges, one needed to be what Toby Miller has called a ‘well-tempered’ subject at the turn of the twentieth century (Miller; Joyce 4). One needed to be carefully deliberative and self-watching, to avoid being ‘savage’, ‘uncivilised’, emotive – all qualities which riotous audience members (like black people and women) were thought not to possess (Lake). This is why the growing respectability of popular theatre is so often considered a key feature of the modernisation of popular culture. Civil and respectful audience behaviours went hand in hand with liberal-democratic concepts of the well-tempered citizen. Working-class culture in late nineteenth-century England has famously (and notoriously) been described as a ‘culture of consolation’: an escapist desire for fun based on a fatalistic acceptance of under-privilege and social discrimination (Jones). This idea does not do justice to the range of hopes and efforts to create a better society among workingpeople at the time. But it still captures the motivation behind most unruly audience behaviours: a gleeful kind of resistance or ‘culture jamming’ which viewed disruption and uproar as ends in themselves, without the hope that they would be productive of improved social conditions. Whether or not theatrical rowdiness served a solely consolatory purpose for the shirt-sleeve crowd, it certainly evoked a sharp fear of disorderly exuberance in mainstream society. Anxieties about violent working-class uprisings leading to the institution of mob rule were a characteristic of the late-nineteenth century, often making their way into fiction (Brantlinger). Roisterous behaviours in popular theatres resonated with the concerns expressed in works such as Caesar’s Column (Donnelly), feeding on a long association between the theatre and misrule. These fears obviously stand in stark contrast to the ebullient commentary surrounding interactive entertainment today. Over-oxygenated rhetoric about the democratic potential of cyberspace was of course a feature of new media commentary at the beginning of the 1990s (for a critique of such rhetoric see Meikle 33–42; Grossman). Current helium-giddy claims about digital technologies as ‘democratising’ reprise this cyberhype (Andrejevic 12–15, 23–8; Jenkins and Thornburn). One recent example of upbeat talk about plebiscitary formats as direct democracy is John Hartley’s contribution to the edited collection, Politicotainment (Hartley, “Reality”). There are now a range of TV shows and online formats, he says, which offer audiences the opportunity to directly express their views. The development of these entertainment forms are part of a movement towards a ‘direct open network’ in global media culture (3). They are also part of a macro historical shift: a movement ‘down the value chain of meaning’ which has taken place over the past few centuries (Hartley, “Value Chain”). Hartley’s notion of a ‘value chain of meaning’ is an application of business analysis to media and cultural studies. In business, a value chain is what links the producer/originator, via commodity/distribution, to the consumer. In the same way, Hartley says, one might speak of a symbolic value chain moving from an author/producer, via the text, to the audience/consumer. Much of western history may indeed be understood as a movement along this chain. In pre-modern times, meaning resided in the author. The Divine Author, God, was regarded as the source of all meaning. In the modern period, ‘after Milton and Johnson’, meaning was located in texts. Experts observed the properties of a text or other object, and by this means discovered its meaning. In ‘the contemporary period’, however – the period roughly following the Second World War – meaning has overwhelming come to be located with audiences or consumers (Hartley, “Value Chain” 131–35). It is in this context, Hartley tells us, that the plebiscite is coming to the fore. As a means of allowing audiences to directly represent their own choices, the plebiscite is part of a new paradigm taking shape, as global culture moves away from the modern epoch and its text-dominated paradigm (Hartley, “Reality” 1–3). Talk of a symbolic value chain is a self-conscious example of the logic of business/cultural partnership currently circulating in neo-liberal discourse. It is also an example of a teleological understanding of history, through which the past few centuries are presented as part of a linear progression towards direct democracy. This teleology works well with the up-tempo talk of television as ‘democratainment’ in Hartley’s earlier work (Hartley, Uses of Television). Western history is essentially a triumphant progression, he implies, from the Dark Ages, to representative democracy, to the enlightened and direct ‘consumer democracy’ unfolding around us today (Hartley, “Reality” 47). The Cherry Sisters were defiantly unglamorous middle-aged women in a period when female performers were increasingly expected to display scantily-clad youthful figures on stage. As a consequence, they were embroiled in a number of near-riots in which male audience members hurled abuse and heavy objects from the galleries, and in some cases chased them into the street to physically assault them there (Pittinger 76–77). Such incidents give us a glimpse of the dark face of direct democracy. In some cases, the direct expression of popular views becomes an attack on diversity, leading to the kind of violent mêlée experienced either by the Cherry Sisters or the Middle Eastern people attacked on Sydney’s Cronulla Beach at the end of 2005. ‘Democracy’ is always an obviously politically loaded term when used in debates about new media. It is frequently used to imply that particular cultural or technological forms are inherently liberatory and inclusive. As Graeme Turner points out, reality TV has been celebrated as ‘democratic’ in this way. Only rarely, however, is there an attempt to argue why this is the case – to show how viewer-voting formats actually serve a democratic agenda. It was for this reason that Turner argued that the inclusion of ordinary people on reality TV should be understood as demotic rather than democratic (Turner, Understanding Celebrity 82–5; Turner, “Mass Production”). Ultimately, however, it is immaterial whether one uses the term ‘demotic’ or ‘direct democratic’ to describe the growth of plebiscitary entertainment. What is important is that we avoid making inflated claims about the direct expression of audience views, using the term ‘democratic’ to give an unduly celebratory spin to the political complexities involved. People may indeed be having a ball as they take part in online polls or choose what they want to watch on YouTube or shout at the TV during an episode of Idol. The ‘participatory enthusiasm’ that fans feel watching a show like Big Brother may also have lessons for those interested in making parliamentary process more responsive to people’s interests and needs (Coleman 458). But the development of plebiscitary forms is not inherently democratic in the sense that Turner suggests the term should be used – that is, it does not of itself serve a liberatory or socially inclusive agenda. Nor does it lead to substantive participation in cultural and political processes. In the end, it seems to me that we need to move beyond the discussion of plebiscitary entertainment in terms of democracy. The whole concept of democracy as the yardstick against which new media should be measured is highly problematic. Not only is direct democracy a vexed political ideal to start off with – it also leads commentators to take predictable positions when debating its relationship to new technologies and cultural forms. Some turn to hype, others to critique, and the result often appears as a mere restatement of the commentators’ political inclinations rather than a useful investigation of the developments at hand. Some of the most intriguing aspects of plebiscitary entertainments are left unexplored if we remain preoccupied with democracy. One might well investigate the re-introduction of studio audiences and participatory audience practices, for example, as a nostalgia for the interactivity experienced in live theatres such as the Newtown Bridge in the early twentieth century. It certainly seems to me that a retro impulse informs some of the developments in televised stand-up comedy in recent years. This was obviously the case for Paul McDermott’s The Side Show on Australian television in 2007, with its nod to the late-Victorian or early twentieth-century fairground and its live-theatrical vibe. More relevantly here, it also seems to be the case for American viewer-voting programs such as Last Comic Standing and the Comedy Channel’s Open Mic Fight. Further, reviews of programs such as Idol sometimes emphasise the emotional engagement arising out of their combination of viewer-voting and live performance as a harking-back to the good old days when entertainment was about being real (Neville). One misses this nostalgia associated with plebiscitary entertainments if bound to a teleological assumption that they form part of an ineluctable progression towards the New and the Free. Perhaps, then, it is time to pay more attention to the historical roots of viewer-voting formats, to think about the way that new media is sometimes about a re-invention of the old, trying to escape the recurrent back-and-forthing of debate about their relationship to progress and democracy. Abstract:
The twentieth was, from one perspective, the democratic century — a span of one hundred years which began with no fully functioning democracies in existence anywhere on the planet (if one defines democracy as a political system in which there is both universal suffrage and competitive elections), and ended with 120 countries out of 192 classified by the Freedom House think tank as ‘democratic’. There are of course still many societies where democracy is denied or effectively neutered — the remaining outposts of state socialism, such as China, Cuba, and North Korea; most if not all of the Islamic countries; exceptional states such as Singapore, unapologetically capitalist in its economic system but resolutely authoritarian in its political culture. Many self-proclaimed democracies, including those of the UK, Australia and the US, are procedurally or conceptually flawed. Countries emerging out of authoritarian systems and now in a state of democratic transition, such as Russia and the former Soviet republics, are immersed in constant, sometimes violent struggle between reformers and reactionaries. Russia’s recent parliamentary elections were accompanied by the intimidation of parties and politicians who opposed Vladimir Putin’s increasingly populist and authoritarian approach to leadership. The same Freedom House report which describes the rise of democracy in the twentieth century acknowledges that many self-styled democracies are, at best, only ‘partly free’ in their political cultures (for detailed figures on the rise of global democracy, see the Freedom House website Democracy’s Century). Let’s not for a moment downplay these important qualifications to what can nonetheless be fairly characterised as a century-long expansion and globalisation of democracy, and the acceptance of popular sovereignty, expressed through voting for the party or candidate of one’s choice, as a universally recognised human right. That such a process has occurred, and continues in these early years of the twenty-first century, is irrefutable. In the Gaza strip, Hamas appeals to the legitimacy of a democratic election victory in its campaign to be recognised as the voice of the Palestinian people. However one judges the messianic tendencies and Islamist ideology of Mahmoud Ahmadinejad, it must be acknowledged that the Iranian people elected him, and that they have the power to throw him out of government next time they vote. That was never true of the Shah. The democratic resurgence in Latin America, taking in Venezuela, Peru and Bolivia among others has been a much-noted feature of international politics in recent times (Alves), presenting a welcome contrast to the dictatorships and death squads of the 1980s, even as it creates some uncomfortable dilemmas for the Bush administration (which must champion democratic government at the same time as it resents some of the choices people may make when they have the opportunity to vote). Since 9/11 a kind of democracy has expanded even to Afghanistan and Iraq, albeit at the point of a gun, and with no guarantees of survival beyond the end of military occupation by the US and its coalition allies. As this essay was being written, Pakistan’s state of emergency was ending and democratic elections scheduled, albeit in the shadow cast by the assassination of Benazir Bhutto in December 2007. Democracy, then — imperfect and limited as it can be; grudgingly delivered though it is by political elites in many countries, and subject to attack and roll back at any time — has become a global universal to which all claim allegiance, or at least pay lip service. The scale of this transformation, which has occurred in little more than one quarter of the time elapsed since the Putney debates of 1647 and the English revolution first established the principle of the sovereignty of parliament, is truly remarkable. (Tristram Hunt quotes lawyer Geoffrey Robertson in the Guardian to the effect that the Putney debates, staged in St Mary’s church in south-west London towards the end of the English civil war, launched “the idea that government requires the consent of freely and fairly elected representatives of all adult citizens irrespective of class or caste or status or wealth” – “A Jewel of Democracy”, Guardian, 26 Oct. 2007) Can it be true that less than one hundred years ago, in even the most advanced capitalist societies, 50 per cent of the people — women — did not have the right to vote? Or that black populations, indigenous or migrant, in countries such as the United States and Australia were deprived of basic citizenship rights until the 1960s and even later? Will future generations wonder how on earth it could have been that the vast majority of the people of South Africa were unable to vote until 1994, and that they were routinely imprisoned, tortured and killed when they demanded basic democratic rights? Or will they shrug and take it for granted, as so many of us who live in settled democracies already do? (In so far as ‘we’ includes the community of media and cultural studies scholars, I would argue that where there is reluctance to concede the scale and significance of democratic change, this arises out of continuing ambivalence about what ‘democracy’ means, a continuing suspicion of globalisation (in particular the globalisation of democratic political culture, still associated in some quarters with ‘the west’), and of the notion of ‘progress’ with which democracy is routinely associated. The intellectual roots of that ambivalence were various. Marxist-leninist inspired authoritarianism gripped much of the world until the fall of the Berlin Wall and the end of the cold war. Until that moment, it was still possible for many marxians in the scholarly community to view the idea of democracy with disdain — if not quite a dirty word, then a deeply flawed, highly loaded concept which masked and preserved underlying social inequalities more than it helped resolve them. Until 1989 or thereabouts, it was possible for ‘bourgeois democracy’ to be regarded as just one kind of democratic polity by the liberal and anti-capitalist left, which often regarded the ‘proletarian’ or ‘people’s’ democracy prevailing in the Soviet Union, China, Cuba or Vietnam as legitimate alternatives to the emerging capitalist norm of one person, one vote, for constituent assemblies which had real power and accountability. In terms not very different from those used by Marx and Engels in The German Ideology, belief in the value of democracy was conceived by this materialist school as a kind of false consciousness. It still is, by Noam Chomsky and others who continue to view democracy as a ‘necessary illusion’ (1989) without which capitalism could not be reproduced. From these perspectives voting gave, and gives us merely the illusion of agency and power in societies where capital rules as it always did. For democracy read ‘the manufacture of consent’; its expansion read not as progressive social evolution, but the universalisation of the myth of popular sovereignty, mobilised and utilised by the media-industrial-military complex to maintain its grip.) There are those who dispute this reading of events. In the 1960s, Habermas’s hugely influential Structural Transformation of the Public Sphere critiqued the manner in which democracy, and the public sphere underpinning it, had been degraded by public relations, advertising, and the power of private interests. In the period since, critical scholarly research and writing on political culture has been dominated by the Habermasian discourse of democratic decline, and the pervasive pessimism of those who see democracy, and the media culture which supports it, as fatally flawed, corrupted by commercialisation and under constant threat. Those, myself included, who challenged that view with a more positive reading of the trends (McNair, Journalism and Democracy; Cultural Chaos) have been denounced as naïve optimists, panglossian, utopian and even, in my own case, a ‘neo-liberal apologist’. (See an unpublished paper by David Miller, “System Failure: It’s Not Just the Media, It’s the Whole Bloody System”, delivered at Goldsmith’s College in 2003.) Engaging as they have been, I venture to suggest that these are the discourses and debates of an era now passing into history. Not only is it increasingly obvious that democracy is expanding globally into places where it never previously reached; it is also extending inwards, within nation states, driven by demands for greater local autonomy. In the United Kingdom, for example, the citizen is now able to vote not just in Westminster parliamentary elections (which determine the political direction of the UK government), but for European elections, local elections, and elections for devolved assemblies in Scotland, Wales and Northern Ireland. The people of London can vote for their mayor. There would by now have been devolved assemblies in the regions of England, too, had the people of the North East not voted against it in a November 2004 referendum. Notwithstanding that result, which surprised many in the New Labour government who held it as axiomatic that the more democracy there was, the better for all of us, the importance of enhancing and expanding democratic institutions, of allowing people to vote more often (and also in more efficient ways — many of these expansions of democracy have been tied to the introduction of systems of proportional representation) has become consensual, from the Mid West of America to the Middle East. The Democratic Paradox And yet, as the wave of democratic transformation has rolled on through the late twentieth and into the early twenty first century it is notable that, in many of the oldest liberal democracies at least, fewer people have been voting. In the UK, for example, in the period between 1945 and 2001, turnout at general elections never fell below 70 per cent. In 1992, the last general election won by the Conservatives before the rise of Tony Blair and New Labour, turnout was 78 per cent, roughly where it had been in the 1950s. In 2001, however, as Blair’s government sought re-election, turnout fell to an historic low for the UK of 59.4 per cent, and rose only marginally to 61.4 per cent in the most recent general election of 2005. In the US presidential elections of 1996 and 2000 turnouts were at historic lows of 47.2 and 49.3 per cent respectively, rising just above 50 per cent again in 2004 (figures by International Institute for Democracy and Electoral Assistance). At local level things are even worse. In only the second election for a devolved parliament in Scotland (2003) turnout was a mere 48.5 per cent, rising to 50.5 in 2007. These trends are not universal. In countries with compulsory voting, they mean very little — in Australia, where voting in parliamentary elections is compulsory, turnout averages in the 90s per cent. In France, while turnouts for parliamentary elections show a similar downward trend to the UK and the UK, presidential contests achieve turnouts of 80-plus per cent. In the UK and US, as noted, the most recent elections show modest growth in turnout from those historic lows of the late 1990s and early Noughties. There has grown, nonetheless, the perception, commonplace amongst academic commentators as well as journalists and politicians themselves, that we are living through a ‘crisis’ of democratic participation, a dangerous decline in the tendency to vote in elections which undermines the legitimacy of democracy itself. In communication scholarship a significant body of research and publication has developed around this theme, from Blumler and Gurevitch’s Crisis of Public Communication (1996), through Barnett and Gaber’s Westminster Tales (2000), to more recent studies such as Lewis et al.’s Citizens or Consumers (2005). All presume a problem of some kind with the practice of democracy and the “old fashioned ritual” of voting, as Lewis et al. describe it (2). Most link alleged inadequacies in the performance of the political media to what is interpreted as popular apathy (or antipathy) towards democracy. The media are blamed for the lack of public engagement with democratic politics which declining turnouts are argued to signal. Political journalists are said to be too aggressive and hyper-adversarial (Lloyd), behaving like the “feral beast” spoken of by Tony Blair in his 2007 farewell speech to the British people as prime minister. They are corrosively cynical and a “disaster for democracy”, as Steven Barnett and others argued in the first years of the twenty first century. They are not aggressive or adversarial enough, as the propaganda modellists allege, citing what they interpret as supine media coverage of Coalition policy in Iraq. The media put people off, rather than turn them on to democracy by being, variously, too nice or too nasty to politicians. What then, is the solution to the apparent paradox represented by the fact that there is more democracy, but less voting in elections than ever before; and that after centuries of popular struggle democratic assemblies proliferate, but in some countries barely half of the eligible voters can be bothered to participate? And what role have the media played in this unexpected phenomenon? If the scholarly community has been largely critical on this question, and pessimistic in its analyses of the role of the media, it has become increasingly clear that the one arena where people do vote more than ever before is that presented by the media, and entertainment media in particular. There has been, since the appearance of Big Brother and the subsequent explosion of competitive reality TV formats across the world, evidence of a huge popular appetite for voting on such matters as which amateur contestant on Pop Idol, or X Factor, or Fame Academy, or Operatunity goes on to have a chance of a professional career, a shot at the big time. Millions of viewers of the most popular reality TV strands queue up to register their votes on premium phone lines, the revenue from which makes up a substantial and growing proportion of the income of commercial TV companies. This explosion of voting behaviour has been made possible by the technology-driven emergence of new forms of participatory, interactive, digitised media channels which allow millions to believe that they can have an impact on the outcome of what are, at essence, game and talent shows. At the height of anxiety around the ‘crisis of democratic participation’ in the UK, observers noted that nearly 6.5 million people had voted in the Big Brother UK final in 2004. More than eight million voted during the 2004 run of the BBC’s Fame Academy series. While these numbers do not, contrary to popular belief, exceed the numbers of British citizens who vote in a general election (27.2 million in 2005), they do indicate an enthusiasm for voting which seems to contradict declining rates of democratic participation. People who will never get out and vote for their local councillor often appear more than willing to pick up the telephone or the laptop and cast a vote for their favoured reality TV contestant, even if it costs them money. It would be absurd to suggest that voting for a contestant on Big Brother is directly comparable to the act of choosing a government or a president. The latter is recognised as an expression of citizenship, with potentially significant consequences for the lives of individuals within their society. Voting on Big Brother, on the other hand, is unmistakeably entertainment, game-playing, a relatively risk-free exercise of choice — a bit of harmless fun, fuelled by office chat and relentless tabloid coverage of the contestants’ strengths and weaknesses. There is no evidence that readiness to participate in a telephone or online vote for entertainment TV translates into active citizenship, where ‘active’ means casting a vote in an election. The lesson delivered by the success of participatory media in recent years, however — first reality TV, and latterly a proliferation of online formats which encourage user participation and voting for one thing or another — is that people will vote, when they are able and motivated to do so. Voting is popular, in short, and never more so, irrespective of the level of popular participation recorded in recent elections. And if they will vote in their millions for a contestant on X Factor, or participate in competitions to determine the best movies or books on Facebook, they can presumably be persuaded to do so when an election for parliament comes around. This fact has been recognised by both media producers and politicians, and reflected in attempts to adapt the evermore sophisticated and efficient tools of participatory media to the democratic process, to engage media audiences as citizens by offering the kinds of voting opportunities in political debates, including election processes, which entertainment media have now made routinely available. ITV’s Vote for Me strand, broadcast in the run-up to the UK general election of 2005, used reality TV techniques to select a candidate who would actually take part in the forthcoming poll. The programme was broadcast in a late night, low audience slot, and failed to generate much interest, but it signalled a desire by media producers to harness the appeal of participatory media in a way which could directly impact on levels of democratic engagement. The honourable failure of Vote for Me (produced by the same team which made the much more successful live debate shows featuring prime minister Tony Blair — Ask Tony Blair, Ask the Prime Minister) might be viewed as evidence that readiness to vote in the context of a TV game show does not translate directly into voting for parties and politicians, and that the problem in this respect — the crisis of democratic participation, such that it exists — is located elsewhere. People can vote in democratic elections, but choose not to, perhaps because they feel that the act is meaningless (because parties are ideologically too similar), or ineffectual (because they see no impact of voting in their daily lives or in the state of the country), or irrelevant to their personal priorities and life styles. Voting rates have increased in the US and the UK since September 11 2001, suggesting perhaps that when the political stakes are raised, and the question of who is in government seems to matter more than it did, people act accordingly. Meantime, media producers continue to make money by developing formats and channels on the assumption that audiences wish to participate, to interact, and to vote. Whether this form of participatory media consumption for the purposes of play can be translated into enhanced levels of active citizenship, and whether the media can play a significant contributory role in that process, remains to be seen. There are of course still many societies where democracy is denied or effectively neutered — the remaining outposts of state socialism, such as China, Cuba, and North Korea; most if not all of the Islamic countries; exceptional states such as Singapore, unapologetically capitalist in its economic system but resolutely authoritarian in its political culture. Many self-proclaimed democracies, including those of the UK, Australia and the US, are procedurally or conceptually flawed. Countries emerging out of authoritarian systems and now in a state of democratic transition, such as Russia and the former Soviet republics, are immersed in constant, sometimes violent struggle between reformers and reactionaries. Russia’s recent parliamentary elections were accompanied by the intimidation of parties and politicians who opposed Vladimir Putin’s increasingly populist and authoritarian approach to leadership. The same Freedom House report which describes the rise of democracy in the twentieth century acknowledges that many self-styled democracies are, at best, only ‘partly free’ in their political cultures (for detailed figures on the rise of global democracy, see the Freedom House website Democracy’s Century). Let’s not for a moment downplay these important qualifications to what can nonetheless be fairly characterised as a century-long expansion and globalisation of democracy, and the acceptance of popular sovereignty, expressed through voting for the party or candidate of one’s choice, as a universally recognised human right. That such a process has occurred, and continues in these early years of the twenty-first century, is irrefutable. In the Gaza strip, Hamas appeals to the legitimacy of a democratic election victory in its campaign to be recognised as the voice of the Palestinian people. However one judges the messianic tendencies and Islamist ideology of Mahmoud Ahmadinejad, it must be acknowledged that the Iranian people elected him, and that they have the power to throw him out of government next time they vote. That was never true of the Shah. The democratic resurgence in Latin America, taking in Venezuela, Peru and Bolivia among others has been a much-noted feature of international politics in recent times (Alves), presenting a welcome contrast to the dictatorships and death squads of the 1980s, even as it creates some uncomfortable dilemmas for the Bush administration (which must champion democratic government at the same time as it resents some of the choices people may make when they have the opportunity to vote). Since 9/11 a kind of democracy has expanded even to Afghanistan and Iraq, albeit at the point of a gun, and with no guarantees of survival beyond the end of military occupation by the US and its coalition allies. As this essay was being written, Pakistan’s state of emergency was ending and democratic elections scheduled, albeit in the shadow cast by the assassination of Benazir Bhutto in December 2007. Democracy, then — imperfect and limited as it can be; grudgingly delivered though it is by political elites in many countries, and subject to attack and roll back at any time — has become a global universal to which all claim allegiance, or at least pay lip service. The scale of this transformation, which has occurred in little more than one quarter of the time elapsed since the Putney debates of 1647 and the English revolution first established the principle of the sovereignty of parliament, is truly remarkable. (Tristram Hunt quotes lawyer Geoffrey Robertson in the Guardian to the effect that the Putney debates, staged in St Mary’s church in south-west London towards the end of the English civil war, launched “the idea that government requires the consent of freely and fairly elected representatives of all adult citizens irrespective of class or caste or status or wealth” – “A Jewel of Democracy”, Guardian, 26 Oct. 2007) Can it be true that less than one hundred years ago, in even the most advanced capitalist societies, 50 per cent of the people — women — did not have the right to vote? Or that black populations, indigenous or migrant, in countries such as the United States and Australia were deprived of basic citizenship rights until the 1960s and even later? Will future generations wonder how on earth it could have been that the vast majority of the people of South Africa were unable to vote until 1994, and that they were routinely imprisoned, tortured and killed when they demanded basic democratic rights? Or will they shrug and take it for granted, as so many of us who live in settled democracies already do? (In so far as ‘we’ includes the community of media and cultural studies scholars, I would argue that where there is reluctance to concede the scale and significance of democratic change, this arises out of continuing ambivalence about what ‘democracy’ means, a continuing suspicion of globalisation (in particular the globalisation of democratic political culture, still associated in some quarters with ‘the west’), and of the notion of ‘progress’ with which democracy is routinely associated. The intellectual roots of that ambivalence were various. Marxist-leninist inspired authoritarianism gripped much of the world until the fall of the Berlin Wall and the end of the cold war. Until that moment, it was still possible for many marxians in the scholarly community to view the idea of democracy with disdain — if not quite a dirty word, then a deeply flawed, highly loaded concept which masked and preserved underlying social inequalities more than it helped resolve them. Until 1989 or thereabouts, it was possible for ‘bourgeois democracy’ to be regarded as just one kind of democratic polity by the liberal and anti-capitalist left, which often regarded the ‘proletarian’ or ‘people’s’ democracy prevailing in the Soviet Union, China, Cuba or Vietnam as legitimate alternatives to the emerging capitalist norm of one person, one vote, for constituent assemblies which had real power and accountability. In terms not very different from those used by Marx and Engels in The German Ideology, belief in the value of democracy was conceived by this materialist school as a kind of false consciousness. It still is, by Noam Chomsky and others who continue to view democracy as a ‘necessary illusion’ (1989) without which capitalism could not be reproduced. From these perspectives voting gave, and gives us merely the illusion of agency and power in societies where capital rules as it always did. For democracy read ‘the manufacture of consent’; its expansion read not as progressive social evolution, but the universalisation of the myth of popular sovereignty, mobilised and utilised by the media-industrial-military complex to maintain its grip.) There are those who dispute this reading of events. In the 1960s, Habermas’s hugely influential Structural Transformation of the Public Sphere critiqued the manner in which democracy, and the public sphere underpinning it, had been degraded by public relations, advertising, and the power of private interests. In the period since, critical scholarly research and writing on political culture has been dominated by the Habermasian discourse of democratic decline, and the pervasive pessimism of those who see democracy, and the media culture which supports it, as fatally flawed, corrupted by commercialisation and under constant threat. Those, myself included, who challenged that view with a more positive reading of the trends (McNair, Journalism and Democracy; Cultural Chaos) have been denounced as naïve optimists, panglossian, utopian and even, in my own case, a ‘neo-liberal apologist’. (See an unpublished paper by David Miller, “System Failure: It’s Not Just the Media, It’s the Whole Bloody System”, delivered at Goldsmith’s College in 2003.) Engaging as they have been, I venture to suggest that these are the discourses and debates of an era now passing into history. Not only is it increasingly obvious that democracy is expanding globally into places where it never previously reached; it is also extending inwards, within nation states, driven by demands for greater local autonomy. In the United Kingdom, for example, the citizen is now able to vote not just in Westminster parliamentary elections (which determine the political direction of the UK government), but for European elections, local elections, and elections for devolved assemblies in Scotland, Wales and Northern Ireland. The people of London can vote for their mayor. There would by now have been devolved assemblies in the regions of England, too, had the people of the North East not voted against it in a November 2004 referendum. Notwithstanding that result, which surprised many in the New Labour government who held it as axiomatic that the more democracy there was, the better for all of us, the importance of enhancing and expanding democratic institutions, of allowing people to vote more often (and also in more efficient ways — many of these expansions of democracy have been tied to the introduction of systems of proportional representation) has become consensual, from the Mid West of America to the Middle East. The Democratic Paradox And yet, as the wave of democratic transformation has rolled on through the late twentieth and into the early twenty first century it is notable that, in many of the oldest liberal democracies at least, fewer people have been voting. In the UK, for example, in the period between 1945 and 2001, turnout at general elections never fell below 70 per cent. In 1992, the last general election won by the Conservatives before the rise of Tony Blair and New Labour, turnout was 78 per cent, roughly where it had been in the 1950s. In 2001, however, as Blair’s government sought re-election, turnout fell to an historic low for the UK of 59.4 per cent, and rose only marginally to 61.4 per cent in the most recent general election of 2005. In the US presidential elections of 1996 and 2000 turnouts were at historic lows of 47.2 and 49.3 per cent respectively, rising just above 50 per cent again in 2004 (figures by International Institute for Democracy and Electoral Assistance). At local level things are even worse. In only the second election for a devolved parliament in Scotland (2003) turnout was a mere 48.5 per cent, rising to 50.5 in 2007. These trends are not universal. In countries with compulsory voting, they mean very little — in Australia, where voting in parliamentary elections is compulsory, turnout averages in the 90s per cent. In France, while turnouts for parliamentary elections show a similar downward trend to the UK and the UK, presidential contests achieve turnouts of 80-plus per cent. In the UK and US, as noted, the most recent elections show modest growth in turnout from those historic lows of the late 1990s and early Noughties. There has grown, nonetheless, the perception, commonplace amongst academic commentators as well as journalists and politicians themselves, that we are living through a ‘crisis’ of democratic participation, a dangerous decline in the tendency to vote in elections which undermines the legitimacy of democracy itself. In communication scholarship a significant body of research and publication has developed around this theme, from Blumler and Gurevitch’s Crisis of Public Communication (1996), through Barnett and Gaber’s Westminster Tales (2000), to more recent studies such as Lewis et al.’s Citizens or Consumers (2005). All presume a problem of some kind with the practice of democracy and the “old fashioned ritual” of voting, as Lewis et al. describe it (2). Most link alleged inadequacies in the performance of the political media to what is interpreted as popular apathy (or antipathy) towards democracy. The media are blamed for the lack of public engagement with democratic politics which declining turnouts are argued to signal. Political journalists are said to be too aggressive and hyper-adversarial (Lloyd), behaving like the “feral beast” spoken of by Tony Blair in his 2007 farewell speech to the British people as prime minister. They are corrosively cynical and a “disaster for democracy”, as Steven Barnett and others argued in the first years of the twenty first century. They are not aggressive or adversarial enough, as the propaganda modellists allege, citing what they interpret as supine media coverage of Coalition policy in Iraq. The media put people off, rather than turn them on to democracy by being, variously, too nice or too nasty to politicians. What then, is the solution to the apparent paradox represented by the fact that there is more democracy, but less voting in elections than ever before; and that after centuries of popular struggle democratic assemblies proliferate, but in some countries barely half of the eligible voters can be bothered to participate? And what role have the media played in this unexpected phenomenon? If the scholarly community has been largely critical on this question, and pessimistic in its analyses of the role of the media, it has become increasingly clear that the one arena where people do vote more than ever before is that presented by the media, and entertainment media in particular. There has been, since the appearance of Big Brother and the subsequent explosion of competitive reality TV formats across the world, evidence of a huge popular appetite for voting on such matters as which amateur contestant on Pop Idol, or X Factor, or Fame Academy, or Operatunity goes on to have a chance of a professional career, a shot at the big time. Millions of viewers of the most popular reality TV strands queue up to register their votes on premium phone lines, the revenue from which makes up a substantial and growing proportion of the income of commercial TV companies. This explosion of voting behaviour has been made possible by the technology-driven emergence of new forms of participatory, interactive, digitised media channels which allow millions to believe that they can have an impact on the outcome of what are, at essence, game and talent shows. At the height of anxiety around the ‘crisis of democratic participation’ in the UK, observers noted that nearly 6.5 million people had voted in the Big Brother UK final in 2004. More than eight million voted during the 2004 run of the BBC’s Fame Academy series. While these numbers do not, contrary to popular belief, exceed the numbers of British citizens who vote in a general election (27.2 million in 2005), they do indicate an enthusiasm for voting which seems to contradict declining rates of democratic participation. People who will never get out and vote for their local councillor often appear more than willing to pick up the telephone or the laptop and cast a vote for their favoured reality TV contestant, even if it costs them money. It would be absurd to suggest that voting for a contestant on Big Brother is directly comparable to the act of choosing a government or a president. The latter is recognised as an expression of citizenship, with potentially significant consequences for the lives of individuals within their society. Voting on Big Brother, on the other hand, is unmistakeably entertainment, game-playing, a relatively risk-free exercise of choice — a bit of harmless fun, fuelled by office chat and relentless tabloid coverage of the contestants’ strengths and weaknesses. There is no evidence that readiness to participate in a telephone or online vote for entertainment TV translates into active citizenship, where ‘active’ means casting a vote in an election. The lesson delivered by the success of participatory media in recent years, however — first reality TV, and latterly a proliferation of online formats which encourage user participation and voting for one thing or another — is that people will vote, when they are able and motivated to do so. Voting is popular, in short, and never more so, irrespective of the level of popular participation recorded in recent elections. And if they will vote in their millions for a contestant on X Factor, or participate in competitions to determine the best movies or books on Facebook, they can presumably be persuaded to do so when an election for parliament comes around. This fact has been recognised by both media producers and politicians, and reflected in attempts to adapt the evermore sophisticated and efficient tools of participatory media to the democratic process, to engage media audiences as citizens by offering the kinds of voting opportunities in political debates, including election processes, which entertainment media have now made routinely available. ITV’s Vote for Me strand, broadcast in the run-up to the UK general election of 2005, used reality TV techniques to select a candidate who would actually take part in the forthcoming poll. The programme was broadcast in a late night, low audience slot, and failed to generate much interest, but it signalled a desire by media producers to harness the appeal of participatory media in a way which could directly impact on levels of democratic engagement. The honourable failure of Vote for Me (produced by the same team which made the much more successful live debate shows featuring prime minister Tony Blair — Ask Tony Blair, Ask the Prime Minister) might be viewed as evidence that readiness to vote in the context of a TV game show does not translate directly into voting for parties and politicians, and that the problem in this respect — the crisis of democratic participation, such that it exists — is located elsewhere. People can vote in democratic elections, but choose not to, perhaps because they feel that the act is meaningless (because parties are ideologically too similar), or ineffectual (because they see no impact of voting in their daily lives or in the state of the country), or irrelevant to their personal priorities and life styles. Voting rates have increased in the US and the UK since September 11 2001, suggesting perhaps that when the political stakes are raised, and the question of who is in government seems to matter more than it did, people act accordingly. Meantime, media producers continue to make money by developing formats and channels on the assumption that audiences wish to participate, to interact, and to vote. Whether this form of participatory media consumption for the purposes of play can be translated into enhanced levels of active citizenship, and whether the media can play a significant contributory role in that process, remains to be seen. Abstract:
According to Oscar Wilde, the problem with socialism was that it took up too many evenings. Wilde’s aphorism alludes to a major issue that bedevils all attempts to influence the public sphere: the fact that public activities encroach unduly on citizens’ valuable time. In the 21st century, the dilemma of how to deal with “too many evenings” is one that many citizen journalists face as they give their own time to public pursuits. This paper will look at the development of the public citizen and what it means to be a citizen journalist with reference to some of the writer’s own experiences in the field. The paper will conclude with an examination of future possibilities. While large media companies change their change their focus from traditional news values, citizen journalism can play a stronger role in public life as long as it grasps some of the opportunities that are available. There are substantial compensations available to citizen journalists for the problems presented by Wilde’s evenings. The quote from Wilde is borrowed from Albert Hirschman’s Shifting Involvements, which among other things, is an examination of the disappointments of public action. Hirschman noted how it was a common experience for beginners who engage in public action to find that takes up more time than expected (96). As public activity encroaches not only on time devoted to private consumption but also on to the time devoted to the production of income, it can become a costly pursuit which may cause a sharp reaction against the “practice of citizenship” (Hirschman 97). Yet the more stimuli about politics people receive, the greater the likelihood is they will participate in politics and the greater the depth of their participation (Milbrath & Goel 35). People with a positive attraction to politics are more likely to receive stimuli about politics and participate more (Milbrath & Goel 36). Active citizenship, it seems, has its own feedback loops. An active citizenry is not a new idea. The concepts of citizen and citizenship emerged from the sophisticated polity established in the Greek city states about 2,500 years ago. The status of a citizen signified that the individual had the right to full membership of, and participation in, an independent political society (Batrouney & Goldlust 24). In later eras that society could be defined as a kingdom, an empire, or a nation state. The conditions for a bourgeois public sphere were created in the 13th century as capitalists in European city states created a traffic in commodities and news (Habermas 15). A true public sphere emerged in the 17th century with the rise of the English coffee houses and French salons where people had the freedom to express opinions regardless of their social status (Habermas 36). In 1848, France held the first election under universal direct suffrage (for males) and the contemporary slogan was that “universal suffrage closes the era of revolutions” (Hirschman 113). Out of this heady optimism, the late 19th century ushered in the era of the “informed citizen” as voting changed from a social and public duty to a private right – a civic obligation enforceable only by private conscience (Schudson). These concepts live on in the modern idea that the model voter is considered to be a citizen vested with the ability to understand the consequences of his or her choice (Menand 1). The internet is a new knowledge space which offers an alternative reading of the citizen. In Pierre Lévy’s vision of cyberculture, identity is no longer a function of belonging, it is “distributed and nomadic” (Ross & Nightingale 149). The Internet has diffused widely and is increasingly central to everyday life as a place where people go to get information (Dutton 10). Journalism initially prospered on an information scarcity factor however the technology of the Internet has created an information rich society (Tapsall & Varley 18). But research suggests that online discussions do not promote consensus, are short-lived with little impact and end up turning into “dialogues of the deaf” (Nguyen 148). The easy online publishing environment is a fertile ground for rumours, hoaxes and cheating games to circulate which risk turning the public sphere into a chaotic and anarchic space (Nguyen 148). The stereotypical blogger is pejoratively dismissed as “pajama-clad” (Papandrea 516) connoting a sense of disrespect for the proper transmission of ideas. Nevertheless the Internet offers powerful tools for collaboration that is opening up many everyday institutions to greater social accountability (Dutton 3). Recent research by the 2007 Digital Futures project shows 65 percent of respondents consider the Internet “to be a very important or extremely important source of information” (Cowden 76). By 2006, Roy Morgan was reporting that three million Australians were visiting online news site each month (Cowden.76). Crikey.com.au, Australia’s first online-only news outlet, has become a significant independent player in the Australia mediascape claiming over 5,000 subscribers by 2005 with three times as many non-paying “squatters” reading its daily email (Devine 50). Online Opinion has a similar number of subscribers and was receiving 750,000 page views a month by 2005 (National Forum). Both Crikey.com.au and Online Opinion have made moves towards public journalism in an attempt to provide ordinary people access to the public sphere. As professional journalists lose their connection with the public, bloggers are able to fill the public journalism niche (Simons, Content Makers 208). At their best, blogs can offer a “more broad-based, democratic involvement of citizens in the issues that matter to them” (Bruns 7). The research of University of North Carolina journalism professor Philip Meyer showed that cities and towns with public journalism-oriented newspapers led to a better educated local public (Simons, Content Makers 211). Meyer’s idea of good public journalism has six defining elements: a) the need to define a community’s sense of itself b) devotion of time to issues that demand community attention c) devotion of depth to the issues d) more attention to the middle ground e) a preference for substance over tactics and f) encouraging reciprocal understanding (Meyer 1). The objective of public journalism is to foster a greater sense of connection between the community and the media. It can mean journalists using ordinary people as sources and also ordinary people acting as journalists. Jay Rosen proposed a new model based on journalism as conversation (Simons, Content Makers 209). He believes the technology has now overtaken the public journalism movement (Simons, Content Makers 213). His own experiments at pro-am Internet open at assignment.net have had mixed results. His conclusion was that it wasn’t easy for people working voluntarily on the Internet to report on big stories together nor had they “unlocked” the secret of successful pro-am methods (Rosen). Nevertheless, the people formerly known as the audience, as Rosen called them, have seized the agenda. The barriers to entry into journalism have disappeared. Blogging has made Web publishing easy and the social networks are even more user friendly. The problem today is not getting published but finding an audience. And as the audience fragments, the issue will become finding a niche. One such niche is local political activism. The 2007 Australian federal election saw many online sites actively promoting citizen journalism. Most prominent was Youdecide2007 at Queensland University of Technology, funded by the Australian Research Council (ARC) in partnership with SBS, Online Opinion and the Brisbane Institute. Site co-editor Graham Young said the site’s aim was to use citizen journalists to report on their own electorates to fill the gap left by fewer journalists on the ground, especially in less populated areas (Young). While the site’s stated aim was to provide a forum for a seat-by-seat coverage and provide “a new perspective on national politics” (Youdecide2007), the end result was significantly skewed by the fact that the professional editorial team was based in Brisbane. Youdecide2007 published 96 articles in its news archive of which 59 could be identified as having a state-based focus. Figure 1 shows 62.7% of these state-based stories were about Queensland. The slick management of national campaigns are is counter-productive to useful citizen journalism. According to Matthew Clayfield from the citizen journalism site electionTracker.net, “there are very few open events which ordinary people could cover in a way that could be described as citizen journalism” (qtd. in Hills 2007). Similar to other systems, the Australian campaign communication empowers the political leaders and media owners at the expense of ordinary party members and citizens (Warhurst 135). However the slick modern national “on message” campaign has not totally replaced old-style local activity. Although the national campaign has superimposed upon the local one and displaced it from the focus of attention, local candidates must still communicate their party policies in the electorate (Warhurst 113). Citizen journalists are ideally placed to harness this local communication. A grassroots approach is encapsulated in the words of Dan Gillmor who said “every reporter should realise that, collectively, the readers know more than they do about what they write about” (qtd. in Quinn & Quinn-Allan 66). With this in mind, I set out my own stall in citizen journalism for the 2007 Australian federal election with two personal goals: to interview all my local federal Lower House candidates and to attend as many public election meetings as possible. As a result, I wrote 19 election articles in the two months prior to the election. This consisted of 9 news items, 6 candidate interviews and 4 reports of public meetings. All the local candidates except one agreed to be interviewed. The local Liberal candidate refused to be interviewed despite repeated requests. There was no reason offered, just a continual ignoring of requests. Liberal candidates were also noticeably absent from most candidate forums I attended. This pattern of non-communicative behaviour was observed elsewhere (Bartlett, Wilson). I tried to turn this to my advantage by turning their refusal to talk into a story itself. For those that were prepared to talk, I set the expectation that the entire interview would be on the record and would be edited and published on my blog site. As a result, all candidates asked for a list of questions in advance which I supplied. Because politicians devote considerable energy and financial resources to ensure the information they impart to citizens has an appropriate ‘spin’ on it, (Negrine 10) I reserved the right to ask follow-up questions on any of their answers that required clarification. For the interviews themselves, I followed the advice of Spradley’s principle by starting with a conscious attitude of near-total ignorance, not writing the story in advance, and attempting to be descriptive, incisive, investigative and critical (Alia 100). After I posted the results of the interview, I sent a link to each of the respondents offering them a chance to clarify or correct any inaccuracies in the interview statements. Defamation skirts the boundary between free speech and reputation (Pearson 159) and a good working knowledge of the way defamation law affects journalists (citizen or otherwise) is crucial, particularly in dealing with public figures. While the high cost of market entry renders the “central square” of the public sphere inaccessible to new players (Curran 128) the ease of Web access has given the citizen journalists the chance to roam its back alleys. However even if they fill the voids left by departing news organisations, there will still be a large hole in the mediascape. No one will be doing the hardhitting investigative journalism. This gritty work requires great resources and often years of time. The final product of investigative journalism is often complicated to read, unentertaining and inconclusive (Bower in Negrine 13). Margaret Simons says that journalism is a skill that involves the ability to find things out. She says the challenge of the future will be to marry the strengths of the newsroom and the dirty work of investigative journalism with the power of the conversation of blogs (“Politics and the Internet”). One possibility is raised by the Danish project Scoop. They offer financial support to individual journalists who have good ideas for investigative journalism. Founded by the Danish Association for Investigative Journalism and funded by the Danish Foreign Ministry, Scoop supports media projects across the world with the only proviso being that a journalist has to have an agreement with an editor to publish the resulting story (ABC Media Report). But even without financial support, citizens have the ability to perform rudimentary investigative journalism. The primary tool of investigative journalism is the interview (McIlwane & Bowman 260). While an interview can be arranged by anyone with access to a telephone or e-mail, it should not be underestimated how difficult a skill interviewing is. According to American journalist John Brady, the science of journalistic interviewing aims to gain two things, trust and information (Brady in White 75). In the interviews I did with politicians during the federal election, I found that getting past the “spin” of the party line to get genuine information was the toughest part of the task. There is also a considerable amount of information in the public domain which is rarely explored by reporters (Negrine 23). Knowing how to make use of this information will become a critical success factor for citizen journalists. Corporate journalists use databases such as Lexis/Nexis and Factiva to gain background information, a facility unavailable to most citizen journalists unless they are either have access through a learning institution or are prepared to pay a premium for the information. While large corporate vendors supply highly specialised information, amateurs can play a greater role in the creation and transmission of local news. According to G. Stuart Adam, journalism contains four basic elements: reporting, judging, a public voice and the here and now (13). Citizen journalism is capable of meeting all four criteria. The likelihood is that the future of communications will belong to the centralised corporations on one hand and the unsupervised amateur on the other (Bird 36). Whether the motive to continue is payment or empowerment, the challenge for citizen journalists is to advance beyond the initial success of tactical actions towards the establishment as a serious political and media alternative (Bruns 19). Nguyen et al.’s uses and gratification research project suggests there is a still a long way to go in Australia. While they found widespread diffusion of online news, the vast majority of users (78%) were still getting their news from newspaper Websites (Nguyen et al. 13). The research corroborates Mark Bahnisch’s view that “most Australians have not heard of blogs and only a tiny minority reads them (quoted in Simons, Content Makers 219). The Australian blogosphere still waits for its defining Swiftboat incident or Rathergate to announce its arrival. But Bahnisch doesn’t necessarily believe this is a good evolutionary strategy anyway. Here it is becoming more a conversation than a platform “with its own niche and its own value” (Bahnisch, “This Is Not America”). As far as my own experiments go, the citizen journalism reports I wrote gave me no financial reward but plenty of other compensations that made the experience richly rewarding. It was important to bring otherwise neglected ideas, stories and personalities into the public domain and the reports helped me make valuable connections with public-minded members of my local community. They were also useful practice to hone interview techniques and political writing skills. Finally the exercise raised my own public profile as several of my entries were picked up or hyperlinked by other citizen journalism sites and blogs. Some day, and probably soon, a model will be worked out which will make citizen journalism a worthwhile economic endeavour. In the meantime, we rely on active citizens of the blogosphere to give their evenings freely for the betterment of the public sphere. Abstract:
According to Oscar Wilde, the problem with socialism was that it took up too many evenings. Wilde’s aphorism alludes to a major issue that bedevils all attempts to influence the public sphere: the fact that public activities encroach unduly on citizens’ valuable time. In the 21st century, the dilemma of how to deal with “too many evenings” is one that many citizen journalists face as they give their own time to public pursuits. This paper will look at the development of the public citizen and what it means to be a citizen journalist with reference to some of the writer’s own experiences in the field. The paper will conclude with an examination of future possibilities. While large media companies change their change their focus from traditional news values, citizen journalism can play a stronger role in public life as long as it grasps some of the opportunities that are available. There are substantial compensations available to citizen journalists for the problems presented by Wilde’s evenings. The quote from Wilde is borrowed from Albert Hirschman’s Shifting Involvements, which among other things, is an examination of the disappointments of public action. Hirschman noted how it was a common experience for beginners who engage in public action to find that takes up more time than expected (96). As public activity encroaches not only on time devoted to private consumption but also on to the time devoted to the production of income, it can become a costly pursuit which may cause a sharp reaction against the “practice of citizenship” (Hirschman 97). Yet the more stimuli about politics people receive, the greater the likelihood is they will participate in politics and the greater the depth of their participation (Milbrath & Goel 35). People with a positive attraction to politics are more likely to receive stimuli about politics and participate more (Milbrath & Goel 36). Active citizenship, it seems, has its own feedback loops. An active citizenry is not a new idea. The concepts of citizen and citizenship emerged from the sophisticated polity established in the Greek city states about 2,500 years ago. The status of a citizen signified that the individual had the right to full membership of, and participation in, an independent political society (Batrouney & Goldlust 24). In later eras that society could be defined as a kingdom, an empire, or a nation state. The conditions for a bourgeois public sphere were created in the 13th century as capitalists in European city states created a traffic in commodities and news (Habermas 15). A true public sphere emerged in the 17th century with the rise of the English coffee houses and French salons where people had the freedom to express opinions regardless of their social status (Habermas 36). In 1848, France held the first election under universal direct suffrage (for males) and the contemporary slogan was that “universal suffrage closes the era of revolutions” (Hirschman 113). Out of this heady optimism, the late 19th century ushered in the era of the “informed citizen” as voting changed from a social and public duty to a private right – a civic obligation enforceable only by private conscience (Schudson). These concepts live on in the modern idea that the model voter is considered to be a citizen vested with the ability to understand the consequences of his or her choice (Menand 1). The internet is a new knowledge space which offers an alternative reading of the citizen. In Pierre Lévy’s vision of cyberculture, identity is no longer a function of belonging, it is “distributed and nomadic” (Ross & Nightingale 149). The Internet has diffused widely and is increasingly central to everyday life as a place where people go to get information (Dutton 10). Journalism initially prospered on an information scarcity factor however the technology of the Internet has created an information rich society (Tapsall & Varley 18). But research suggests that online discussions do not promote consensus, are short-lived with little impact and end up turning into “dialogues of the deaf” (Nguyen 148). The easy online publishing environment is a fertile ground for rumours, hoaxes and cheating games to circulate which risk turning the public sphere into a chaotic and anarchic space (Nguyen 148). The stereotypical blogger is pejoratively dismissed as “pajama-clad” (Papandrea 516) connoting a sense of disrespect for the proper transmission of ideas. Nevertheless the Internet offers powerful tools for collaboration that is opening up many everyday institutions to greater social accountability (Dutton 3). Recent research by the 2007 Digital Futures project shows 65 percent of respondents consider the Internet “to be a very important or extremely important source of information” (Cowden 76). By 2006, Roy Morgan was reporting that three million Australians were visiting online news site each month (Cowden.76). Crikey.com.au, Australia’s first online-only news outlet, has become a significant independent player in the Australia mediascape claiming over 5,000 subscribers by 2005 with three times as many non-paying “squatters” reading its daily email (Devine 50). Online Opinion has a similar number of subscribers and was receiving 750,000 page views a month by 2005 (National Forum). Both Crikey.com.au and Online Opinion have made moves towards public journalism in an attempt to provide ordinary people access to the public sphere. As professional journalists lose their connection with the public, bloggers are able to fill the public journalism niche (Simons, Content Makers 208). At their best, blogs can offer a “more broad-based, democratic involvement of citizens in the issues that matter to them” (Bruns 7). The research of University of North Carolina journalism professor Philip Meyer showed that cities and towns with public journalism-oriented newspapers led to a better educated local public (Simons, Content Makers 211). Meyer’s idea of good public journalism has six defining elements: a) the need to define a community’s sense of itself b) devotion of time to issues that demand community attention c) devotion of depth to the issues d) more attention to the middle ground e) a preference for substance over tactics and f) encouraging reciprocal understanding (Meyer 1). The objective of public journalism is to foster a greater sense of connection between the community and the media. It can mean journalists using ordinary people as sources and also ordinary people acting as journalists. Jay Rosen proposed a new model based on journalism as conversation (Simons, Content Makers 209). He believes the technology has now overtaken the public journalism movement (Simons, Content Makers 213). His own experiments at pro-am Internet open at assignment.net have had mixed results. His conclusion was that it wasn’t easy for people working voluntarily on the Internet to report on big stories together nor had they “unlocked” the secret of successful pro-am methods (Rosen). Nevertheless, the people formerly known as the audience, as Rosen called them, have seized the agenda. The barriers to entry into journalism have disappeared. Blogging has made Web publishing easy and the social networks are even more user friendly. The problem today is not getting published but finding an audience. And as the audience fragments, the issue will become finding a niche. One such niche is local political activism. The 2007 Australian federal election saw many online sites actively promoting citizen journalism. Most prominent was Youdecide2007 at Queensland University of Technology, funded by the Australian Research Council (ARC) in partnership with SBS, Online Opinion and the Brisbane Institute. Site co-editor Graham Young said the site’s aim was to use citizen journalists to report on their own electorates to fill the gap left by fewer journalists on the ground, especially in less populated areas (Young). While the site’s stated aim was to provide a forum for a seat-by-seat coverage and provide “a new perspective on national politics” (Youdecide2007), the end result was significantly skewed by the fact that the professional editorial team was based in Brisbane. Youdecide2007 published 96 articles in its news archive of which 59 could be identified as having a state-based focus. Figure 1 shows 62.7% of these state-based stories were about Queensland. The slick management of national campaigns are is counter-productive to useful citizen journalism. According to Matthew Clayfield from the citizen journalism site electionTracker.net, “there are very few open events which ordinary people could cover in a way that could be described as citizen journalism” (qtd. in Hills 2007). Similar to other systems, the Australian campaign communication empowers the political leaders and media owners at the expense of ordinary party members and citizens (Warhurst 135). However the slick modern national “on message” campaign has not totally replaced old-style local activity. Although the national campaign has superimposed upon the local one and displaced it from the focus of attention, local candidates must still communicate their party policies in the electorate (Warhurst 113). Citizen journalists are ideally placed to harness this local communication. A grassroots approach is encapsulated in the words of Dan Gillmor who said “every reporter should realise that, collectively, the readers know more than they do about what they write about” (qtd. in Quinn & Quinn-Allan 66). With this in mind, I set out my own stall in citizen journalism for the 2007 Australian federal election with two personal goals: to interview all my local federal Lower House candidates and to attend as many public election meetings as possible. As a result, I wrote 19 election articles in the two months prior to the election. This consisted of 9 news items, 6 candidate interviews and 4 reports of public meetings. All the local candidates except one agreed to be interviewed. The local Liberal candidate refused to be interviewed despite repeated requests. There was no reason offered, just a continual ignoring of requests. Liberal candidates were also noticeably absent from most candidate forums I attended. This pattern of non-communicative behaviour was observed elsewhere (Bartlett, Wilson). I tried to turn this to my advantage by turning their refusal to talk into a story itself. For those that were prepared to talk, I set the expectation that the entire interview would be on the record and would be edited and published on my blog site. As a result, all candidates asked for a list of questions in advance which I supplied. Because politicians devote considerable energy and financial resources to ensure the information they impart to citizens has an appropriate ‘spin’ on it, (Negrine 10) I reserved the right to ask follow-up questions on any of their answers that required clarification. For the interviews themselves, I followed the advice of Spradley’s principle by starting with a conscious attitude of near-total ignorance, not writing the story in advance, and attempting to be descriptive, incisive, investigative and critical (Alia 100). After I posted the results of the interview, I sent a link to each of the respondents offering them a chance to clarify or correct any inaccuracies in the interview statements.
