Full textThis thesis describes the design and the conception of new phenanthroline ligands and their associated homoleptic copper (I) complexes. The aim is to involve these complexes as photosensitizers in reductive quenching of the excited state (RQ). The elaboration of phenanthroline ligands is based on a di-symmetrisation strategy which consists, on one side, to introduce in position 2 of the phenanthroline an alkyl group to force a tetrahedral geometry and, on the other side, in position 9 to introduce an aromatic group to develop stabilizing π-stacking interactions. Chapters 2 and 3 present two new generations of innovative complexes build on this principle. This two generations, develop variable π interactions in nature and intensity and suitable photo-oxidant powers for the realization of a RQ process. Chapter 4 deals with new sacrificial electron donors as benzimidazolines whose oxidation potential is so low that they could be involved, with the new complexes synthesized in this thesis, in RQ processes. Their synthesis unravelled the possibility of an in situ, low cost and safe reduction reaction of two nitro groups on the 1,2-dimethoxy-4,5-dinitrobenzene

Full textThe law of 19th June 1851 which establishes state control over the police of Lyon marks a major break in the history of urban policing in France. Since the French Revolution, mayors were in charged of the police in all the French municipalities, Paris excepted. From 1851, Lyon thus became an exception. Because it differenced itself by its recurring revolts since the end of the XVIIIth century, because it is considered as the capital of the southeast-part of France and because its population appeared unanimously as refusing any kind of domination, it was considered as a rebel city. During the "people’s spring" marked by the regular uprisings of the partisans of the democratic and social Republic, in June, 1848 then in June, 1849, Lyon became for the authorities, the headquarters of all those who wanted to turn upside down social order in France and even in Europe. Yet, during this period, the police of Lyon gave daily proofs of a total failure to fight criminality, in spite of a general reorganization tempted in autumn 1848.In reaction, the Parisian power gradually put Lyon "outside the common law". The city and its suburbs were firstly deprived of their national guards in July 1848, unlike the other municipalities, because its guards were perceived, between the Rhône and the Saône, as weak in front of riots and quick to turn around against the army and the police. On June 15th 1849, a new uprising burst in Lyon. Repressed by the army, it engaged the general reform of the administrative and police organization of the city and the suburbs. Lyon and the five departments of the 6th military division had immediately been are placed and maintained under state of siege. Firstly tried in autumn 1849, the reform succeeded with the law of 19th June 1851. From then on, Lyon had a state-controlled police, in the hands of the prefect of the Rhône who became a prefect of police, acting in a new administrative entity, the Lyon agglomeration, which included a dozen municipalities and suburbs. The decree of March 24th, 1852 made this reform succeed, by suppressing the mayor and by attributing its functions to the prefect, by annexing the suburban municipalities and by dividing the city into five districts. On the police plan, services were reorganized until 1854, on the basis of the models of Paris, London and Geneva.The State police of Lyon crossed the Second Empire and became the model from which the polices of the prefectures of more than 40 000 inhabitants passed under state control in 1855. Nevertheless, the State police is contested during the 1860s, in the Legislative Corps and the General Council of the Rhône. The republican asked for the restoration of an elected municipality in Lyon, seen as the first step of the return of the city in the police "common law". Gradually, political surveillance of the urban space became increasingly difficult, and the police staff seemed insufficient. Nevertheless, it was the defeat of Sedan that would mark the end of the State police. Once the Republic had been proclaimed, the municipality of Lyon just recomposed took back immediately the direction of the police on September 4th, 1870

Full textSince the early beginning of Internet, the amount of data exchanged over the networks has exponentially grown. The devices deployed on the networks are very heterogeneous, because of the growing presence of middleboxes (e.g., firewalls, NAT routers, VPN servers, proxy). The algorithms run on the networking devices (e.g., routing, spanning tree) are often complex, closed, and proprietary while the interfaces to access these devices typically vary from one manufacturer to the other. All these factors tend to hinder the understanding and the management of networks. Therefore a new paradigm has been introduced to ease the design and the management of networks, namely, the SDN (Software-defined Networking). In particular, SDN defines a new entity, the controller that is in charge of controlling the devices belonging to the data plane. Thus, in a SDN-network, the data plane, which is handled by networking devices called virtual switches, and the control plane, which takes the decisions and executed by the controller, are separated. In order to let the controller take its decisions, it must have a global view on the network. This includes the topology of the network and its links capacity, along with other possible performance metrics such delays, loss rates, and available bandwidths. This knowledge can enable a multi-class routing, or help guarantee levels of Quality of Service. The contributions of this thesis are new algorithms that allow a centralized entity, such as the controller in an SDN network, to accurately estimate the end-to-end delay for a given flow in its network. The proposed methods are passive in the sense that they do not require any additional traffic to be run. More precisely, we study the expectation and the standard deviation of the delay. We show how the first moment can be easily computed. On the other hand, estimating the standard deviation is much more complex because of the correlations existing between the different waiting times. We show that the proposed methods are able to capture these correlations between delays and thus providing accurate estimations of the standard deviation of the end-to-end delay. Simulations that cover a large range of possible scenariosvalidate these results

Full textThe excessive use of plant protection products has caused public health and environmental issues dueto their toxicity. As part of this interdisciplinary research work between geography and agronomy, theobjective is to analyse the resilience of farms and their capacity to deal with the change of plantprotection practices. In order to answer this objective, our work is based on the design of a method forassessing plant protection practices at different spatial scales and on a technical-economic model foroptimising plant protection treatment and managing risks related to pesticides. This work consists inproviding territorial actors with decision-support tools for an integrated management of pesticide useat the “Etang de l’Or” catchment area in the South of France. This study is based on the use of severalmultidisciplinary tools: mathematical programming techniques, statistical analysis and GeographicInformation Systems (GIS), by introducing agri-environmental indicators for plant protection pressure(TFI) and risks of toxicity on the applicator’s health and on environment (IRSA, IRTE), and economicindicators. The combination of these indicators defines the different categories of farms resilience andcapacity of their production systems to deal with the change of plant protection practices. The conceptof resilience, combined with spatial analysis of agri-environmental and economic indicators usingGIS, allows implementing generic decision-support tools to find a compromise between the differentactors to deal with problems of spatial inequality and socioeconomic in term of phytosanitary diffusepollution. The results of multi-scale analysis allow implementing management strategies of risksrelated to plant protection practice based on the vulnerability of the natural environment on a territoryand ensuring suitable economic outcomes to farms

Full textÀ l’égard du lien entre le religieux et le politique, le XIXe siècle a été marqué par le rétablissement de grandes questions et par la mise en oeuvre de sujets innovateurs dans la pensée égyptienne par les grandes figures de al-Nahḍah (Renaissance), alors que le XXe siècle a été empreint d’une forte polarisation entre les courants du réformisme musulman, de l´islamisme holiste activiste et du libéralisme humaniste musulman. Maintenant, qu’en est-il des prises de position adoptées par les intellectuels égyptiens contemporains (2011-2015) à ce sujet ? Quelles sont leurs principales expressions de la conception de l’État au prisme de ce lien ? En quoi ces orientations courantes reflètent-elles des continuités, des évolutions ou des ruptures dans la conception de l’État par rapport à la pensée égyptienne moderne (1805-2010) ? Pour pouvoir donner des pistes de réponses à ces questions, les principaux travaux et interventions de 22 intellectuels seront étudiés et analysés, et ce, autour de la conception de l’espace public, de la source de légitimité et de la légifération, toujours au prisme du lien entre le religieux et le politique. Il s’agit principalement d’intellectuels qui, malgré leurs apports et leur influence sur la scène intellectuelle égyptienne actuelle, sont quasi absents de la littérature, surtout française et anglaise. Et c’est par le biais d´une approche interdisciplinaire, appliquée et critique que leurs discours seront examinés.
With respect to the relationship between the religious and the political, the 19th century was marked by the resituating within Egyptian thought of innovative questions and subjects by the great figures of the Al-Nahdah (Renaissance), while the 20th century was characterized by a pronounced polarization between Muslim reformism, activist holistic Islamism and Muslim humanistic liberalism. What of the positions of contemporary Egyptian intellectuals (2011-2015) in this regard? What are their primary expressions of conceiving the state through the prism of the relationship under discussion? How do these current approaches reflect continuities, evolutions or ruptures in conceiving the state with regard to modern Egyptian thought (1805-2010)? To propose avenues for answering these questions, the principal works and other contributions of 22 intellectuals will be studied and analyzed taking into consideration the conception of public space, of the State’s source of legitimacy and legislation, again viewed through the prism of the relationship between the religious and the political. Most of these intellectuals are virtually absent from the literature – especially the French and English – despite their contributions and their influence on the contemporary Egyptian intellectual scene. Their discourses will be examined using an interdisciplinary, applied and critical approach.
