Abstract:
The relevance of the stated topic is determined by the significance of neo-Baroque trends in the 20th century as a means of support for the high humanistic traditions that shaped classical musical art. In the research methodology, the authors rely on the general theoretical principles concerning the baroque concertos developed in the Russian musicological tradition (Yuri Kholopov, Natalia Zeifas, Svetlana Bakuto, Svetlana Goncharenko, etc.), as well as on the typology of compositional models in the contemporary concerto genre proposed by Irina Grebneva. A comparative method, applied to such historically distant phenomena as the baroque and neo-baroque styles, as well as to individual composers’ interpretations of the baroque form-generation is used. The article examines for the first time the group of concerti grossi composed during this period, and carries out a comparative analysis of them on the level of an integral organization, interpretation of the orchestra and the concerto form. The archetypal and kenotypic compositional models of Sofia Gubaidulina, Alfred Schnittke, Rodion Shchedrin and other composers who have provided innovations to similar 18th century stylistic models are systematized. By disclosing the general and the particular aspects in the interpretation of the principles of concerto performance, their interaction with the features of theatricality and meditative-vs.-conflicting symphonic dramaturgy, the author demonstrates that the concerti grossi composed during the time period between the 1970s and the 1990s reflect the multipolarity of the neo-baroque perspective of the modern world.

Abstract One of the multiple orientations of the musical postmodernism is polystylism – a concept used and theorized by the Russian composer and musicologist Alfred Schnittke. He identified its specific techniques in previous academic tradition and organized its principles by writing many essays, papers and by applying these compositional methods in his own work. The approach of polystylism offers the opportunity to observe artistic phenomena in a synthetic perspective and to understand the compositional methods by which tradition is still revalued in some directions of the postmodern period. This paper deals with the problems encountered in the research on this subject, the lack of this term in the dictionaries, the political and cultural context when polystylism was introduced, the tendency to consider unorganized and unoriginal those works based on quotes, previous writing techniques and musical languages, traditional genres or structures and therefore, the perception of some musicians to underestimate Schnittke’s talent and mastery as a composer.

AbstractThis interview, based on a conversation with Simon Bainbridge at London's City Literary Institute in June 2011, presents something of a rounded portrait of the composer while covering a good deal of ground. We began our conversation with a discussion of a recent work for orchestra, Concerti Grossi, going into some detail in matters of scoring and structure. The discussion then broadened to cover such topics as the creative process, formative influences (for example, his parents' activity in the visual arts, Debussy's Jeux, John Lambert and Gunther Schuller), instrumentation and the relationship of music and text. This led on specifically to Bainbridge's settings of Primo Levi, in for example the cycle Ad Ora Incerta, and to a consideration of the composer's relationship with the audience.

Vivaldi's indebtedness to Roman models in his formative years as a composer has generally been recognized, although the Roman link is often viewed simplistically and inaccurately as an apprenticeship, stylistically speaking, with Corelli. A more careful review of the evidence leads to the conclusion that the Corellian features in his first three published collections were acquired at second hand via a slightly older generation of Venetian composers (Gentili, Albinoni, Caldara) rather than through independent study of Corelli. Undeniably, the pioneering concertos of op. 3 (L'estro armonico, 1711) betray the strong influence of the Rome-based composer Giuseppe Valentini, whose Concerti grossi, op. 7, had been published the previous year in Bologna But the few manuscript works by Vivaldi that survive from this early period (notably the sonatas RV 60 and 779, and the concertos RV 402, 416 and 420) offer clear evidence that for ordinary purposes he remained as close as any of his Venetian contemporaries to the norms of the local tradition.

Statement of the problem. The violin style of A. Corelli, a composer-violinist who laid the foundation for the development of the violin art in Europe, represents a special “image of the instrument” that entered the professional-academic arena during the Baroque era. The research of A. Corelli’s violin style belongs to the field of organology, which is dedicated to the integrated study of instruments as the “organs” of musicians’ thinking. The close relationship, connection of the individual who is playing music with his/her instrument is not only one of the little developed theoretical problems, but also the basis of the practice for performing music, as well as learning this art. Analysis of recent publications on the topic. The available sources on the creative work of A. Corelli (written by K. Kuznetsov, I. Yampolsky, L. Ginzburg, N. Harnoncourt) contain either general information or individual observations on the image of the violin in the Baroque era. It is necessary to point out the significance of the general theory of the violin style (E. Nazaikinsky, V. Medushevsky, V. Kholopova, Y. Bentya) for the development of scientific ideas about the "image of the violin". The purpose of the article is to identify the special features of the “image” of the violin in the style of A. Corelli on the material of Concerti grossi op.6. The presentation of the main material. At the time of the creation of Concerts op.6 by A. Corelli, in Italy there was a violin school, which was distinguished by an exceptional variety of playing techniques. It was here that the historical process of replacing the viol with the violin was finally completed. The violin becomes the leading instrument in the instrumental genres of the 17th century music – suite, trio-sonata, solo sonata, and by the end of the century – concerto grosso. The path of movement to A. Corelli’s universal, generalized-reduced violin style ran along the line “ensemble feature – concert feature – solo feature”. The creation of the academic style of the violin playing logic is the merit of the Bologna school. The main thrust of the violin style of Bologna masters (Torelli, Antonia, Bassani, Vitali, and later Corelli and Vivaldi) is the combination of “church” and “chamber” models of the violin playing. For instrumental sound in an ensemble or orchestra, a “canon” and certain limitations in the technique of the playing are necessary, allowing establishing the balance of the parts of instruments and instrumental groups. The “invention” (inventio) in the violin playing, characteristic of the Italian school of the first half of the 17th century, was aimed at identifying the whole complex of the possible techniques of playing this instrument. The violin plating logic in Concertі grossi by A. Corelli is subordinated to the combination of two artistic and aesthetic tasks arising from two styles of concert making – the “church” one and the “chamber” one. Hence the choice of the appropriate techniques for playing. The “church” style, despite its democratization inherent in the Italian violin school, acquired the functions of a public concert for a mass audience and was distinguished by greater severity and regulation of the complex of the violin playing techniques. This stemmed from the genre style (“concert in the church”), where polyphonic presentation prevailed in the fast parts, the “tempo” names of the parts were used, and the organ in the numbered bass part was used. The “chamber” style opened up wider possibilities for the violin and the creation of an expressive technical complex associated with the genre (“dance” parts), replacing the organ in basso continuo with the harpsichord (cembalo), other stringed and plucked instruments (lute, theorbo), low string-and-bow instruments (gamba, cello, double bass), which gave a mono-articulate character to the general sounding. Playing shades of "lively speech" on the violin is a characteristic feature of A. Corelli’s violin style, reflected in the instrumental-playing complex through phrasing, attention to details and to micro-intonation. Conclusions. In describing the historical and artistic situation, in the context of which the style of the “great citizen of Bologna” was formed, its innovations have been outlined. The signs of the turning epoch have been indicated – they are the transition from the Renaissance polyphony and the “church” style to the secular homophony, with the instruments of the violin family singled out as the main ones. The particular attention has been paid to the principles of the violin intonation in the form of a speech playing (sprechendes Spiel) and dance motor skills, which together formed the semantics of A. Corelli’s violin style in the genres of concerto grosso, trio sonatas, solo sonata with bass. The main features of A. Corelli’s violin style, which became determinant for compositional decisions in the field of thematic, texture, and harmony, have been revealed.

In the composition Archetypal Dreams, musical imagery is created through motifs and ideas that represent the symbolic messages of the unconscious. These motifs are introduced, developed, transformed, and overlapped in contrapuntal dialogue. This unfolding of material grows in significance and complexity building to a resolution of tension. This concerto is the composer’s conversation with the past. In four movements, each one embodies a traditional musical form. The work is a continually transforming kaleidoscope of relentless virtuosity, fanciful flights of harmony and melody, and unapologetic shifts in timbre and texture. Although conceived in four separate movements, the entire work is without intervening pauses. The concerto grosso is scored for flute, violin, piano, and string orchestra, and is approximately twenty-five minutes in duration.

O objetivo deste estudo é investigar até que ponto o conceito de estratégia foi considerado na gestão das microempresas de Ponta Grossa, no Paraná, no ano 2002. Tal propósito deve-se ao grande número de microempresas extintas a cada ano, em todo o Brasil. Especificamente, o estudo busca caracterizar o ambiente geral e o ambiente específico das microempresas de Ponta Grossa, no Paraná; detectar as principais forças competitivas em torno das microempresas; verificar se as microempresas aplicaram o conceito de estratégia na gestão de seus negócios; e em face dos resultados obtidos, propor medidas de aperfeiçoamento para uma gestão estratégica nas empresas. A pesquisa classifica-se como descritiva, com caráter exploratório. Constitui-se em uma pesquisa quantitativa, do tipo Survey (levantamento). A pesquisa trabalha com uma amostragem do universo de 1.131 microempresas ativas em Ponta Grossa, no Paraná, totalizando 295 empresas entrevistadas. Os resultados demonstram que o conceito de estratégia empresarial foi considerado no processo de gestão da maioria das empresas entrevistadas, porém não em número satisfatório. São estratégias realizadas, algumas formalizadas num plano e uma grande maioria resultante de um processo de aprendizado tanto individual como da coletividade da empresa, que convergiu para um padrão estratégico estabelecido a partir de pequenas decisões e ações consideradas eficazes. No entanto, os resultados da pesquisa indicam também que é significativo o percentual de empresas sem estratégia para seus negócios e que a maioria das microempresas ainda não está consciente da necessidade de analisar constantemente o ambiente no qual está inserida. Por esse motivo tornam-se válidas as medidas propostas neste estudo para que a gestão estratégica se efetive nas microempresas.

O trabalho, na interface entre comunicação e música, descreve e analisa as estratégias de comunicação integrada da Orquestra do Estado de Mato Grosso (OEMT) na formação de vínculos sociais com seus diversos públicos: imprensa, escolas, comunidades rurais e urbanas, artistas e público. Na perspectiva da comunicação como cultura (LIMA, 2001), a pesquisa considera o processo de divulgação da música de concerto como atividade relevante na formação de plateias. Dessa forma foi relevante avaliar quantidade e alcance de conteúdo jornalístico publicado em revistas (especializadas ou não), programas de televisão, jornais impressos, rádios, sites, mídias sociais digitais e apresentações exibidas pela internet, gravadas ou ao vivo. Somam-se a isso as publicações oficiais da OEMT, como o livro Programa de Concerto lançado a cada temporada contendo informações sobre repertórios, compositores, instrumentistas e maestros, exibindo agenda anual completa. Por fim, faz-se necessário reservar parte dos estudos à formação de campo (BOURDIEU, 2007) e às características de comunicação integrada, delineadas por Margarida Kunsch.
This work, at the interface between communication and music, describes and analyzes the integrated communication strategies of the Orquestra of Mato Grosso (OEMT) in its goal of creation of social ties with its diversity of publics: the press (local and national), schools, rural communities and urban artists and the general public. From the perspective of communication as culture (LIMA, 2001), considers the process of dissemination of concert music as a relevant activity in the formation of audiences. Thus, we analyzed interviews and newspaper articles, magazines (specialized or not), television, radio, websites, social media and digital presentations displayed on the internet. Added to this the official publications of OEMT, as the book Concert Program launched each season containing information about repertoires, composers, instrumentalists and conductors with annual calendars. Furthermore, albums, DVDs, videos and documentaries produced from the Center for Communication OEMT. Finally, it is necessary to reserve part of the study to the creation of the field (Bourdieu, 2007) and the characteristics of the integrated communication, delineated by Margarida Kunsch.

Abstract:
The thesis proposes an interpretation of three of Alfred Schnittke's polystylistic symphonies through the cultural theories of Mikhail Bakhtin. Schnittke's symphonies use stylistic plurality to explore notions of identity, both musical and personal, and to create a sense of engagement between his music and its cultural context. Bakhtin's writings are also concerned with the artistic potential of stylistic interaction. He used the concept of verbal dialogue as a model for stylistic plurality in literature. In dialogue, individuals can be identified by the specific stylistic profile of their speech. The interaction oflanguage styles within artworks can therefore be interpreted through comparison to the verbal interactions of individuals within a society. Notions of identity can be explored in this model through the dynamic interplay of the personal and the collective. In the thesis, Bakhtin's concept ofliterary dialogue is taken as the starting point for an interpretation of stylistic interaction in music. The writings of the Russian musicologist Boris Asafev are used to help translate Bakhtin's languagespecific theories to music through his conviction that musical semantics is closely linked to verbal communication. Each of the three symphonies selected for examination is discussed in terms of the ways in which polystylism is used to explore notions of identity. Much of Schnittke' s music is motivated by the struggle for identity and each ofthe works approaches the problem from a different angle. The Third Symphony explores Schnittke's relationship to German culture, the Fourth to liturgical culture, and the Concerto Grosso no.4/Symphony no. 5 to the legacies of Bach and Mahler. The thesis argues that Schnittke's exploration ofthese issues is highly dialogic, and that the interplay of stylistic identity constructions within the works has the effect of consolidating both the artistic status of the music itself, and the cultural status of its composer.

Abstract:
Black grouse Tetrao tetrix is a bird species composed of large, continuous as well as severely reduced and fragmented populations, making it an optimal species to investigate how genetic diversity is affected by habitat fragmentation. I have focused on genetic diversity in the Major Histocompatibility Complex (MHC) to measure the ability of the black grouse to respond to environmental changes. I partly characterized MHC class II in black grouse and found striking similarities with chicken MHC class II. I demonstrated that black grouse possess a similar compact MHC as chicken with few MHC class II B (BLB) and Y (YLB) loci. I did not find evidence of balancing selection in YLB so I concentrated further studies on BLB. I developed a PCR-based screening method for amplifying and separating expressed BLB alleles in European black grouse populations. Small fragmented populations had lost neutral genetic diversity (based on microsatellites and SNPs) compared to samples from the historical distribution and contemporary large populations. There was also a trend, albeit less pronounced, for reduced MHC diversity in these populations. Neutral markers in small isolated populations were affected by increased levels of genetic drift and were therefore genetically differentiated compared to other populations. MHC markers on the other hand, were not subjected to genetic drift to the same extent probably due a long historic process of balancing selection. Inferences of heterozygosity and evolutionary patterns as well as detailed correlations to reproductive success and diseases cannot be performed until MHC can be amplified in a locus-specific manner. Therefore, I developed a single locus sequence-based typing method for independently amplifying MHC class II B loci (BLB1 and BLB2). I found that BLB1 and BLB2 were duplicated in a common ancestor to chickens and black grouse and that these loci are subjected to homogenizing concerted evolution due to inter-genetic exchange between loci after species divergence.  I could also verify that both BLB1 and BLB2 were transcribed in black grouse and under balancing selection. This collection of work has significance for future conservation of black grouse as well as research and management of zoonotic diseases.

Estudos demonstram que a obesidade atualmente é um problema de saúde pública. Entretanto, pesquisas sobre a relação entre obesidade infantil e auto-conceito de pré-escolares no Brasil são escassas. O objetivo do presente trabalho foi o de avaliar o autoconceito em pré-escolares e verificar se haviam diferenças e alterações no autoconceito nos sujeitos classificados como obesos e não obesos. Participaram do estudo 35 crianças (com idades entre 05 e 06 anos), de ambos os sexos de três escolas de Dourados/MS. Desse total 22 crianças foram classificadas como obesas (meninas e meninos com índices de massa corporal variando de P85 a P 95); o grupo de não obesas era composto por 13 crianças (sendo meninas e meninos, com a mesma faixa etária e índice de massa corporal entre P5 a P85). Investigaram-se variáveis como: obesidade, autoconceito, auto-imagem e hábitos alimentares. O estudo comportou três momentos. A primeira fase consistiu da avaliação antropométrica (o uso de medidas antropométricas tem sido considerado uma estratégia válida para gerar indicadores nutricionais e identificar o Índice de Massa Corporal). A segunda fase foi destinada a aplicação do teste projetivo H-T-P (para avaliar autoconceito e auto-imagem). Na última fase os pais responderam um questionário sobre os hábitos alimentares das crianças que participaram da pesquisa. Os resultados obtidos na análise de dados apontam que os grupos diferenciaram-se apenas na variável obesidade, não havendo alterações nas demais, não permitindo, portanto, associar, neste estudo, obesidade e alteração de autoconceito em pré-escolares obesas e não obesas. _________________________________________________________________________________________ ABSTRACT
Studies demonstrate that the obesity is now a problem of public health. Owever, research about the relationship between infantile obesity and preschool children`s selfconcept in Brazil are scarce. The objective of the present work was evaluate the selfconcept in preschool children and to verify if there were differences and alterations in the self-concept in obese and non-obese subjects. Participated in the study 35 children (between 05 and 06 years), old from both sexes, three schools at Dourados – MS. From this total 22 children were classified as obese (girls and boys whit corporal mass indexes varying from P85 to P95); the non-obese group was composed by 13 children (girls and boys, whit the same age group and corporal mass index between P5 and P85). The variables investigated were: obesity, self-concept, corporal image and eating habits. The study held three moments. The first phase consisted in the anthropometrics evaluation (the use of anthropometrics measures has been considered a valid strategy to generate nutritional indicators and to identify the corporal mass index. The second phase was destined to the application of the projection’s test H T P (to evaluate selfconcept and corporal image). On the last phase, the parents answered a questionnaire about the eating habits of the children’s. The results, point out that the groups just differ in the variable obesity, whit no, alterations in the others variables. Therefore, this study, does not indicate an alteration between obesity and self-concept alteration in preschool obese and non-obese. .

The textbook examines the main provisions of the international standard in the field of national accounting — the System of National Accounts 2008. The fundamental concepts of the system of national accounts are described, such as the concept of economic production and the concept of income, which determine the content of the main indicators of the system, the content of such categories as "economic operation" and "economic asset" is explained. Recent changes are given in the interpretation of a number of important economic transactions, such as spending on research and development, on the acquisition of weapons systems, the issuance of financial intermediation services, the issuance of central bank services. The system of key accounts and its main indicators, such as gross domestic product, gross national income, gross national disposable income, national wealth, as well as methods of their calculation are characterized. The tasks, tests and control questions for all topics are given, as well as a dictionary of the most important terms of the system of national accounts in Russian and English and a list of recommended literature. The system of national accounts is a special system of ordering data on an innumerable number of economic transactions carried out by a multitude of economic entities. This ordering, based on the most important concepts and definitions of the system of national accounts, allows us to show the relationship between the most significant aspects of the economic process, which is necessary for decision-making by public authorities on the formation of economic policy. The study of the system of national accounts should contribute to the development of economic thinking. Meets the requirements of the federal state educational standards of higher education of the latest generation. It is intended primarily for undergraduate and graduate students studying in the field of Economics.

AbstractLinear scar is a common problem in all fields of surgery as it leads to unpleasant appearance that is not socially acceptable. In particular, linear scars in the exposed areas such as face, neck, and upper extremities cause significant psychological disturbance to patients who need proper medical assistance to release their suffering. The author proposed tissue remodeling strategy on an existed linear scar using FMRT (fractional microplasma radiofrequency technology) to render gross view of a linear scar less visible or non-visible by changing the scar tissue architecture. Similar concept is also applied to the intervention of an early-stage wound to significantly alter the natural process of wound healing via FMRT-mediated change of the histological architecture of a wound, and thus to prevent the formation of a grossly visible linear scar. This chapter introduces the general background information, FMRT concept, and its application on linear scar treatment and prevention with the presentation of several typical cases.

AbstractIn this chapter, we summarize the ecology and conservation issues affecting greater (Centrocercus urophasianus) and Gunnison (C. minimus) sage-grouse, iconic and obligate species of rangelands in the sagebrush (Artemisia spp.) biome in western North America. Greater sage-grouse are noted for their ability to migrate, whereas Gunnison sage-grouse localize near leks year-round. Seasonal habitats include breeding habitat where males display at communal leks, nesting habitat composed of dense sagebrush and herbaceous plants to conceal nests, mesic summer habitats where broods are reared, and winter habitat, characterized by access to sagebrush for cover and forage. While two-thirds of sage-grouse habitat occurs on public lands, private land conservation is the focus of national groups including the USDA-NRCS Sage-Grouse Initiative. Sage-grouse are a species of great conservation concern due to population declines associated with loss and fragmentation of more than half of the sagebrush biome. Wildlife and land management agencies have been increasingly proactive in monitoring trends in sage-grouse populations (e.g., lek count index), adapting regulations to reduce harvest on declining populations, and in designing and implementing conservation policies such as core areas to conserve sage-grouse habitats and populations. Much of the remaining sagebrush habitat is threatened by altered fire regimes, invasive annual grasses and noxious weeds, encroaching piñon (Pinus edulis and monophylla)-juniper (Juniperus spp.) woodlands, sagebrush conversion, anthropogenic development, and climate change. Several diseases affect sage-grouse, but to date, disease has not been a widespread cause of declines. Proper livestock grazing and limited hunting appear to be sustainable with sage-grouse, whereas improper grazing, increasing free-roaming equid populations, and sagebrush conversion are primary concerns for future conservation. Research has identified additional concerns for sage-grouse including effects from fence collisions, predation from common ravens (Corvus corax), and reduced habitat effectiveness resulting from grouse avoidance of anthropogenic infrastructure. There is a need for future research evaluating sage-grouse habitat restoration practices following improper rangeland management, habitat alteration from invasive species and fire, effects on small and isolated populations, and effects from diseases.

AbstractPrairie grouse, which include greater prairie-chicken (Tympanuchus cupido), lesser prairie-chicken (T. pallidicinctus), and sharp-tailed grouse (T. phasianellus), are species of high conservation concern and have been identified as potential indicator species for various rangeland ecosystems. Greater prairie-chickens are found in scattered populations in isolated tallgrass prairie throughout the Midwest, but primarily occur in the more expansive tallgrass and mixed-grass prairies in the Great Plains. Lesser prairie-chickens occur in mixed-grass, shortgrass, and arid shrublands of the southern Great Plains. Sharp-tailed grouse occur in mixed-grass, shortgrass, shrub steppe, and prairie parkland vegetation types and are broadly distributed across the northern Great Plains, portions of the Great Basin, and boreal parkland areas of Alaska and Canada. Due to reliance on a variety of rangeland types, consideration of management and anthropogenic activities on rangelands are critical for prairie grouse conservation. Grazing is one of the more prominent activities that has the potential to affect prairie grouse by altering plant structure and composition, and recent research has attempted to identify the mechanisms of grazing effects on prairie grouse. Fire is another important disturbance affecting grouse habitat, especially considering how the current distribution and intensity of fire differs from what occurred historically. Additionally, human infrastructure in the form of roads and energy development, as well as land conversion and degradation such as tillage and tree encroachment can fragment and reduce habitat for prairie grouse. Finally, weather including drought, extended rain, and temperature extremes are common across the distribution of prairie grouse. Although not directly under management control, the effects of weather are an overarching factor that need to be considered in conservation planning. This chapter will summarize the life-histories and habitat requirements of prairie grouse, discuss how rangeland management and other human activities affect them, highlight major threats to prairie grouse and provide recommendations for future management and research.

AbstractWe revisit the k-Secluded Tree problem. Given a vertex-weighted undirected graph G, its objective is to find a maximum-weight induced subtree T whose open neighborhood has size at most k. We present a fixed-parameter tractable algorithm that solves the problem in time $$2^{\mathcal {O} (k \log k)}\cdot n^{\mathcal {O} (1)}$$, improving on a double-exponential running time from earlier work by Golovach, Heggernes, Lima, and Montealegre. Starting from a single vertex, our algorithm grows a k-secluded tree by branching on vertices in the open neighborhood of the current tree T. To bound the branching depth, we prove a structural result that can be used to identify a vertex that belongs to the neighborhood of any k-secluded supertree $$T' \supseteq T$$ once the open neighborhood of T becomes sufficiently large. We extend the algorithm to enumerate compact descriptions of all maximum-weight k-secluded trees, which allows us to count the number of such trees containing a specified vertex in the same running time.

AbstractThe adverse effect of climate change on agriculture is well-documented and is a cause of concern for governments globally. In addition to concerns over food crop production, the economies of numerous developing countries rely heavily on cash crops. The coffee and tea sectors are key in Kenya’s economy, contributing significantly to the gross domestic product, foreign exchange, and the direct or indirect employment of millions. Farmers engaged in the production of coffee and tea are predominantly small-scale farmers, with the majority farming on less than five acres. Climate change poses a threat to the production of these two crops and by extension to the economy of Kenya and the livelihood of farmers and those employed in these sectors. This study identifies the challenges posed by climate change in the tea and coffee sectors, the adaptation and mitigation measures identified, and the scope of their implementation. The production, processing, and marketing of tea and coffee in Kenya differs widely in terms of the institutions and institutional arrangements in the two sectors. This study will therefore analyze the role played by institutions in both sectors and how this affects climate change adaptation and mitigation measures by small-scale farmers.

Here I summarise the problems and possible practical solutions I am enacting, and make broader recommendations for the UK’s university sector.

Abstract Gross Disproportionation concept is used as indicator once risk reduction measures are required. This indicator shows that a measure must be implemented if its cost (i.e. Capital Expenditure), is not grossly disproportionate if compared to benefits — represented by casualties suppression — reached by the measure. Due to this, a risk reduction measure is reasonable feasible unless its cost is highly disproportionate in comparison to its benefits. In hydrocarbon transportation industry, benefits represent the avoided cost if threats take place; on the other hand, for risk mitigation cost estimation, the cost per casualty averted must be accounted. The latter, provides a global cost of the mitigation measure adopted in relation to the direct cost of construction, with the reduction of the level of risk (i.e. social risk) and with the expected design period for that measure. In this last concept, the higher the reduction in the level of risk or the longer the design period of the mitigation measure, the lower the cost per casualty averted, a fact that reflects an effective mitigation measure in terms of risk reduction and its durability. This document shows, from a case study, how the application of the concept of grow disproportionation allows to select the type of optimal intervention over Ocensa’s pipeline, with the most favorable relation between cost and benefit, and the effective risk reduction level.

Abstract:
Since the adoption of 286,000 lb gross rail load (286K GRL) car service, an increase in wheel thermal damage and shelling has been observed. This is attributed to the increased braking horsepower in 286K GRL service as compared to the 263K GRL service environment. This study investigated possible designs and methods of braking that could lead to reduced heat input to the tread of freight car wheels in order to mitigate this damage and reduce its occurrence to a level closer to that seen with 263K GRL car service. Fifteen potential concepts to lower the thermal input to wheels and/or accelerate heat removal from the tread were identified and evaluated using the following engineering categories: simplicity of design, maintenance requirements, weight considerations, material and manufacturing costs, controllability of braking effort, and market acceptability. Five final concepts — axle-mounted disc, cheek disc, wheel rim, axle-mounted drum, and high convection coating — were developed through preliminary design and thermal analysis to confirm their effectiveness in meeting the objectives. Four concepts for alternative braking methods — axle-mounted disc brakes, cheek disc brakes, wheel rim clasp brakes, and axle-mounted drum brakes — were analyzed in considerable detail. Of the four concepts presented, the first three appear to be feasible and would be potential candidates for further detailed investigations/evaluation. It is shown that as the demand on railway wheels to withstand increased mechanical and thermal loads grows, there are viable braking enhancements that can help manage the stress state in freight car wheels.

Abstract:
The major challenges with the design of propulsion systems for High speed Civil Transports (HSCT) are complying with FAR and EPA environmental standards while powering an economically acceptable aircraft. These issues create a dilemma in engine design because low exhaust jet velocities are required to meet takeoff noise regulations while high exhaust jet velocities are required for economical supersonic cruise operation. Previous studies have shown that to meet FAR Stage 3 noise regulations, engines incorporating mechanical/thermal noise suppression concepts must be oversized by 50 to 80% relative to the size that will provide the maximum aircraft economics. In order to achieve the Stage 3 noise levels without oversizing the engine, the engine airflow must be increased by 120% during takeoff operation to reduce the average exhaust velocity to an acceptable level. This paper will examine a concept that brings in 74% additional airflow into the engine’s inlet and 46% into the engine’s exhaust nozzle. The impacts of this concept on engine design, performance, size and weight and on aircraft takeoff gross weight (TOGW) and range are evaluated. For the same TOGW aircraft, this noise reduction concept provides a 70% range improvement relative to engines which incorporate mechanical/thermal noise suppressors. This concept was developed under a NASA sponsored program.

Gross gamma-ray dose rates from six spent TRIGA fuel elements were measured and compared to calculated values as a means to validate the reported element burnups. A newly installed and functional gamma-ray detection subsystem of the In-Cell Examination System was used to perform the measurements and is described in some detail. The analytical methodology used to calculate the corresponding dose rates is presented along with the calculated values. Comparison of the measured and calculated dose rates for the TRIGA fuel elements indicates good agreement (less than a factor of 2 difference). The intent of the subsystem is to measure the gross gamma dose rate and correlate the measurement to a calculated dose rate based on the element s known burnup and other pertinent spent fuel information. Although validation of the TRIGA elements’ burnup is of primary concern in this paper, the measurement and calculational techniques can be used to either validate an element’s reported burnup or provide a burnup estimate for an element with an unknown burnup.

[This Proceedings paper was revised and published in Informing Science: the International Journal of an Emerging Transdiscipline (InfoSci)] Aim/Purpose: We establish a conceptually rigorous definition for the widely used but loosely defined term “fitness”. We then tie this definition to complexity, highlighting a number of important implications for the informing science transdiscipline. Background: As informing science increasingly incorporates concepts of fitness and complexity in its research stream, rigorous discussion and definition of both terms is essential to effective communication. Methodology: Our analysis consists principally of a synthesis of past work in the informing science field that incorporates concepts from evolutionary biology, economics and management. Contribution: We provide a rigorous approach to defining fitness and introduce the construct “extrinsic complexity”, as a measure of the amount of information required to predict fitness, to more fully differentiate this form of complexity from other complexity constructs. We draw a number of conclusions regarding how behaviors under low and high extrinsic complexity will differ. Findings: High extrinsic complexity environments are likely to produce behaviors that include resistance to change, imitation, turbulence and inequality. Recommendations for Practitioners: As extrinsic complexity grows, effective search for problem solutions will increasingly dominate employing recommended solutions of “best practices”. Recommendation for Researchers: As extrinsic complexity grows, research tools that rely on decomposing individual effects and hypothesis testing become increasingly unreliable. Impact on Society : We raise concerns about society’s continuing investment in academic research that discounts the extrinsic complexity of the domains under study. Future Research: We highlight a need for research to operationalize the concepts of fitness and complexity in practice.

This report updates data on gross and net public debt for countries in the Latin America and Caribbean (LAC) region up to June and December 2010. Gross public debt refers to the total debt of the central government and the central bank, excluding the latter's monetary liabilities and its short-term debt issued for the purpose of monetary regulation. Net public debt subtracts from the previous amount, Central Banks holdings of public debt and international reserves.The data in this report was collected from questionnaires sent to the LAC countries debt offices in April 2011. A record twenty-three countries completed the questionnaire for this report. These countries were: Argentina, The Bahamas, Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Suriname, Trinidad & Tobago, Uruguay and Venezuela. This report is organized as follows. Section 1 summarizes the new developments regarding public debt during 2010. It also presents summary cross country tables for relevant variables. Section 2 displays, in a nutshell, basic information on sovereign debt level and composition by country, as well as information on benchmark bonds and the most recent debt issuances. Section 3 shows more detailed country data in the Data Tables. Finally, the Methodological Appendix in Section 4 describes the debt concepts included in this report, and attaches the questionnaire sent to each country debt office to gather the data.

Johns and Emery Valleys are in south-central Utah, about 20 miles (32 km) southeast of Panguitch in Garfield and Kane Counties, and have a population of about 360 residents. However, Bryce Canyon National Park forms the southeastern boundary of the study area and tourist visitation to the park and the valleys reaches the millions annually. Water resource development and water quality concerns in this seasonally overpopulated area have prompted our comprehensive study of groundwater in Johns and Emery Valleys. This report presents a new estimate of valley-fill thickness; six valley-fill cross sections; potentiometric surfaces and water-level change maps; a water-level trend analysis; a comprehensive analysis of the stable isotope signatures of surface water and groundwater; a groundwater age analysis; a water balance of Johns and Emery Valleys and of Tropic Reservoir, all backed by gross estimates of water-budget components; a groundwater quality classification; and an evaluation of predicted water-quality degradation by future septic tanks.

Mechanical damage is the single largest cause of failure in gas transmission pipelines.� While mechanical damage can be induced by several mechanisms, one of the most important is third party interference.� This damage can vary from gross disturbances of the curvature of the pipe to very subtle work hardening of the pipe material caused by scrapes or gouges.� Safe and effective Risk Management of the pipeline system requires a method to detect and quantify this damage before it becomes critical. A full and accurate assessment of pipeline condition requires the use of multiple technologies.� Each technology provides a portion of the information required for defect assessment.� When the data from each technology is viewed concurrently or fused, then various pipeline defects can be discriminated and characterized.� This multiple technology concept has been used, to a limited extent, to discriminate dents from other pipeline imperfections.� Data from a caliper or sizing survey when viewed in conjunction with the information from a Magnetic Flux Leakage (MFL) corrosion inspection does provide the additional information necessary for better defect discrimination.� By merging the data from five separate and distinctly unique technologies, full defect assessment and characterization will be possible.

Urban sustainability requires reducing the environmental footprint of urban mobility. To achieve this goal public transport becomes key due to its lower impact on congestion, pollution, accidents and greenhouse gas emissions as compared to private transport. Thus, encouraging public transport use is a frequent goal among city authorities. For this, they often devote an important fraction of their budget to improve the quality of its service. Many cities subsidize not just the infrastructure for public transport, but also its operation based on (some of) the following reasons. 1. As a second-best policy since charging additional fees to automobile drivers to correct negative externalities may be impractical (if the externality is trip specific) or politically unfeasible. 2. Due to the Mohring effect in which the optimal frequency and network density of services grow with the demand. Thus, the waiting and access time drop for every user in the system when the demand grows, implying that the marginal social cost is lower than the average social cost (Mohring, 1972). 3. Following distributional concerns, since often lower income people use public transport more intensively.

Between 1985 and 2006, a total of 96 central banks implemented Real-time Gross Settlement (RTGS) systems. The adoption of this technology was driven to reduce risks inherent in the then-predominant Deferred Net Settlement (DNS) systems. However, because RTGS systems consume large amounts of liquidity when each payment is settled individually, many RTGS systems (e.g., CHAPS and Target2) implemented Liquidity-Saving Mechanisms (LSMs) of varying complexity, with most deploying variations of the algorithm presented by Morten Bech and Kimmo Soramäki (the co-author) in 2001. Many of these systems are now at the end of their investment cycle, and a conversation has begun on what technology the next generation of RTGS systems should employ. In this paper, we argue that the concept of an LSM Overlay Service that separates the functioning of the core central bank ledger, the RTGS system, and the LSMs has several benefits over existing system architectures. An LSM Overlay Service will rearrange how interbank payments are processed. This service overlays the RTGS system with LSMs that resequence (and in case of PvP or DvP synchronise) payment orders before they reach a "thin" RTGS system with very basic operational processing functionality. Introducing the LSM Overlay Service unlocks many benefits for financial institutions while preserving the central bank's mandate to guarantee the safe and efficient functioning of the payment system with a more resilient service at a lower cost.

The Country Diagnostic Study (CDS) for the Kyrgyz Republic uses the Hausmann-Rodrik-Velasco growth diagnostics model to identify the binding constraints being faced in its quest for higher and more sustained economic growth and make recommendations to relax these constraints. Hence, the findings of the CDS can help the Islamic Development Bank in identifying areas where it can have a greater impact and provide an evidence-basis to support the development of the Member Country Partnership Strategy (MCPS). During the last two decades, the Kyrgyz Republic has recorded low performance in economic development. The country recorded only 3.0 percent of average annual Purchasing Power Parity (PPP)-adjusted Gross Domestic Product (GDP) per capita growth from 2000 to 2019. The Kyrgyz Republic is facing several economic and social problems that are challenging its economic development model. This CDS report shows that the most binding constraints to inclusive and sustainable growth include i) low human capital, ii) poor infrastructure, iii) government and market failures, and iv) high cost of capital. The Kyrgyz development model’s performance is a subject of concern not only for the government and other local stakeholders but also for the technical and financial partners of the Kyrgyz Republic, including the Islamic Development Bank. The MCPS aims to contribute to the global efforts made by the Kyrgyz Republic to meet its economic and social needs through leveraging opportunities offered by the new business model of the Bank. Given the Kyrgyz Republic’s positives, the Bank can consider financing transport, energy and ICT infrastructure projects and supporting manufacturing and agricultural sectors to assist economic growth.

Le présent rapport s’inscrit dans la continuité d’une vaste étude débutée en 2020 qui a pour objectif de mieux comprendre la préférence croissante de la population canadienne pour les véhicules énergivores ainsi que les facteurs (politiques, économiques, sociaux, etc.) qui contribuent à l’augmentation des ventes de ce type de véhicules. Le CIRANO a déjà contribué à travers plusieurs rapports publiés depuis 2020 et plus récemment par le biais d’une analyse des motivations d’achat de camions légers au Québec (Gruber, Peignier et Pentcheva, 2023). Le présent rapport complète les connaissances sur les consommateur(-trice)s en se concentrant plutôt sur l’environnement des concessionnaires automobiles et sur la manière dont il peut influencer le choix des consommateur(-trice)s. La littérature scientifique en marketing, et plus spécifiquement celle centrée sur le comportement des consommateur(-trice)s, montre que toute décision est prise dans un environnement qui exerce automatiquement une influence sur le choix d’un produit particulier. Les consommateur(-trice)s sont influencé(e)s par l’ordre dans lequel les produits sont présentés, par les images qui les accompagnent et par la manière dont les informations sur ces produits sont encadrées (Ungemach et coll., 2018). La décision d’acheter ou de ne pas acheter un véhicule donné est encore principalement prise chez les concessionnaires automobiles. Il est donc très important d’étudier la manière dont cet environnement particulier façonne les décisions des consommateur(-trice)s. À cette fin, nous avons eu recours à des observations sous la forme d’une enquête mystère, afin d’étudier l’environnement des concessionnaires automobiles (Wilson, 2011). Plus précisément, ce rapport présente l’approche méthodologique et les résultats des visites mystères effectuées chez trente concessionnaires automobiles ruraux, suburbains et urbains du Québec. Toutes les visites ont eu lieu entre septembre et décembre 2022. Les testeur(-euse)s ont été formés pour observer et noter le discours et les pratiques des vendeur(-euse)s. Les résultats montrent que les personnes chargées de la vente chez les concessionnaires automobiles ne poussent pas systématiquement la clientèle potentielle vers les gros véhicules. Elles façonnent plutôt, subtilement, sa perception en lui présentant un plus grand nombre d’arguments en faveur des gros véhicules. En outre, elles semblent moins bien connaître les arguments en défaveur des véhicules de plus grande taille. Par exemple, aucune d’entre elles n’a été capable de parler des différences d’émissions entre les différents types de véhicules sans avoir cherché au préalable cette information. De plus, les gros véhicules sont plus susceptibles d’être exposés à l’extérieur ou à l’intérieur du concessionnaire, ce qui constitue un point d’ancrage mental pour la clientèle potentielle qui entre dans un concessionnaire avec différentes options en tête. Conformément aux conclusions de Brazeau et Denoncourt (2021), ces images montrent souvent de gros véhicules dans la nature, ce qui les rend encore plus attrayants pour une hypothétique clientèle, même si celle-ci ne les utiliserait pas (ou ne pourrait pas les utiliser) dans un tel environnement. L’impact environnemental des différents types de véhicules et les implications en ce qui concerne la sécurité pour les autres usager(-ère)s de la route sont pratiquement absents du discours. Enfin, plusieurs de nos testeur(-euse)s ont noté que l’équipe des ventes est parfois incapable de justifier la raison pour laquelle la taille des véhicules continue d’augmenter sans que la clientèle en retire un avantage clair. Les résultats montrent qu’il est important de mieux former les équipes de ventes pour qu’elles puissent parler des implications en matière de sécurité et de l’impact sur l’environnement des différents véhicules.
