This study examines the relationship between reception of remittances and CCT participation. Three hypotheses, predicting a negative relationship between remittances and CCTs, are presented. These are tested by logit regressions based on data from national household surveys from four Latin American countries. The study finds some support for a negative correlation between remittances and CCT participation, but lack of data restricts the possibility of drawing firm conclusions from the study.

Abstract From traditional country of emigration, Spain became a country of immigration in a relatively short period, practically catching up with the rest of Western European countries in terms of percentage of population of foreign origin by 2010. The hybrid nature of its welfare regime, a combination of social insurance schemes and universalistic programs, determined the eligibility of foreign populations to each specific social protection scheme. In basic terms, foreigners can access Spanish social protection schemes through their participation in the labour market (for social insurance programs), and their residence in Spanish territory (for schemes based on a universalistic logic). The international agreements signed by Spain are a key aspect as well in determining welfare entitlements for foreigners, particularly in the case of nationals from other EU member states and Latin America. The strong reliance on contributory schemes, and the significant role played by the underground economy, leave economic migrants (particularly undocumented ones) without much social protection. The economic crisis initiated in 2008 implied an increase in immigrants’ vulnerability, but their actual welfare take-up decreased due to their more limited access to the formal labour market, and the restrictive conditions of targeted social assistance schemes.

AbstractThe crisis that started in Greece in 2010 gradually spread to other Eurozone member states. Things were worse for the crisis-hit countries of the Eurozone periphery, some of which implemented harsh adjustment programmes in the context of financial assistance agreements, while others adopted similar policies even though they had not officially entered a bailout agreement (e.g. Spain and to a lesser degree Italy). In this environment of deteriorating material conditions, Euroscepticism reached new heights. This chapter examines the impact of the crisis, and the way it was handled, on regionalism in Europe, through its effects on Euroscepticism. The authors compare Eurobarometer data from European Union (EU) member states, in order to develop a comparative outlook on attitudes towards European integration during the crisis. The analysis employs data at discreet time intervals, in order to capture the evolution of attitudes from the pre-crisis environment in 2008, to the peak of the crisis in 2012, its gradual resolution in 2016 and its official ending (with the exit of Greece from its third bailout programme) in 2018. This analysis is complemented by an overview of the political developments in crisis-hit countries with the objective of documenting and analysing the emergence and, in some cases, dominance of Eurosceptic parties. The objective is to present a comprehensive overview of political developments and the public attitudes that shaped them, vis a vis the EU, during the crisis and offer a tentative conclusion on their impact on the European integration process.

The chapter briefly surveys the constitutional and international law status of a right to subsistence, then focuses on the three main cash relief programs in the United States: the state-federal co-operative Temporary Assistance for Needy Families program (TANF), which generally serves very low-income families with minor children; the federal Supplemental Security Income (SSI) program, which serves low-income elderly, blind, or disabled people; and residual, “general assistance” programs, operated by some states to provide small cash grants to destitute families and individuals that do not qualify for other income support. The chapter provides a detailed account of the financial, categorical, and immigration-related eligibility requirements for these programs, the conditions attached to receipt of assistance (such as work requirements), and the processes for application and appeal of agency decisions. The chapter also examines the history, evolution, and social impacts of welfare programs for families in the United States and offers some critical perspectives on relief policies.

Nevertheless, the small deliveries for a spread population, the social conditions, and the limited technological infrastructure could make it difficult to adequately aid supply. To solve these limitations, this chapter proposes a methodology for the design of traceability systems in FAP which allows increasing supply chain visibility, coordination between deliveries and social conditions, and therefore, possible impacts on public policy implications. A qualitative and quantitative comparison of the conventional frameworks is carried out and contrast with the needs of the programmes studied. Also, new criteria are also added to adapt the design to the technological infrastructure and the socio-demographic conditions of the territory. The methodological proposal is applied to the Bienestarina nutritional programme in Colombia, where the technologies and tools to subsequently design the traceability system are proposed.

This chapter examines the impact of the War on Poverty in rural southern plantation counties and the threat that it posed to the people in power. Direct access to the Office of Economic Opportunity’s grant-making divisions enabled black residents to bypass racist local officials who had previously controlled access to federal assistance, bringing millions of dollars into impoverished areas. Antipoverty initiatives such as the North Bolivar County Farm Cooperative and the Tufts-Delta Health Center provided services and job opportunities for poor people, encouraging displaced laborers to stay in the South and work to improve conditions in their communities. The OEO’s mandate to include representatives of the poor in program planning enabled rural black southerners to directly influence the distribution of resources in their communities for the first time in their lives, threatening the interests of regional elites. Opponents attacked antipoverty programs, using exaggerated charges of corruption and mismanagement to paint the War on Poverty as a waste of taxpayer money and undermine public support for the effort.

This chapter discusses federal statutes that impact the work lives of poor and low-income people. These statutes regulate some of the terms and conditions of employment, but do not guarantee rights to a job, to a livable wage, or to work as a pathway to economic mobility. The key federal statutes prohibit certain types of employment discrimination, and protect the right of workers to organize and take collective action to advance their common interests. The chapter pays special attention to the wage and hour protections afforded by the federal Fair Labor Standards Act, addresses the rights conferred by the act, offers a critique of the federal minimum wage rate, and notes the emerging nationwide movement to raise the minimum wage to a living wage. The chapter also addresses federal programs that provide economic supports for low-income workers, apart from the assistance programs described in other chapters, including unemployment insurance, which replaces a percentage of wages for workers who lose their jobs through no fault of their own; the Earned Income Tax Credit and Child Tax Credit, which reduce or eliminate payroll taxes for most workers with minor dependents, and can increase family income through refundable tax credits; and the Social Security program, which provides benefits to retired, aged, blind, or disabled workers and their families.
