Abstract:
The 12.9 km Confederation Bridge, crossing the Northumberland Strait in eastern Canada, is one of the longest reinforced concrete bridges in the world. The bridge was designed for a service life of 100 years, which is twice the service life considered in the Canadian codes for highway bridges that were in use at the time. Much higher safety factors than those for typical highway bridges were used. In the design of the bridge, the seismic hazard was represented by a seismic design spectrum. This spectrum was derived by applying spectral amplification factors to the peak ground acceleration, velocity and displacement, corresponding to the design service life and the required safety of the bridge. The design forces and displacements due to seismic loads were computed using the response-spectrum analysis method. This thesis presents results from a seismic evaluation study of the Confederation Bridge. The following seismic excitations were considered in the study: (i) excitations represented by the uniform hazard spectrum for the bridge location, (ii) ground motion records representative of seismic motions in eastern Canada, (iii) ground motion records representative of seismic motions from large earthquakes at large distances, (iv) records obtained during the 1988 Saguenay, Quebec earthquake, (v) records obtained during the 1982 Miramichi, New Brunswick earthquake, and (vi) simulated seismic ground motions for the bridge location. The bending moments and displacements obtained from the seismic analysis were compared with the design values. It was found that the seismic parameters used in the design are quite representative of the seismic hazard of the bridge location. (Abstract shortened by UMI.)

Abstract:
What follows is not the biography of William Douw Lighthall, 1857-1954, but a chapter in the larger tradition of Canadian intellectual history. Lighthall remained a staunch imperialist, believing that Canada's future would find its fullest expression within the British Empire, and an adament idealist, asserting the primacy of individual responsibility and community rights. Together these two strains of thought, imperialism and idealism, formed the leitmotif of Lighthall's career: as a poet, novelist and anthologist Lighthall never questioned society's values and mores, he stressed them; similarly, as an urban reformer he underestimated the power of organized capital and, in the end, advocated repressive reforms. Although he was neither a particularly good writer nor a particularly effective reformer, Lighthall nonetheless preached a socialist vision of society--organic, collective, as something independent of the individuals who happened to live there.

Abstract:
This paper critically re-examines the long held belief that parties in the first decade after Confederation were rather loose coalitions of provincial and ethnic factions, and that they were, on the whole, rather undisciplined. Taking as the focus for criticism Escott Reid's work during the 1930's on the development of national parties in Canada, this paper first presents his arguments (and of those who accept his thesis); following this perusal, the paper turns to the creation and examination of an "alternative thesis", one which argues that parties in the early post-Confederation period were, in fact, fairly cohesive. Unlike most other work done in this area, this paper is based largely upon an analysis of empirical evidence. The core of this paper lies in a comprehensive examination of the individual and collective voting behaviour of all M.P.'s on all divisions recorded during each of the first three parliaments (1867-1872; 1872-1874; 1874-1878). By undertaking such an examination it is possible to discern precisely the degree to which parties were, or were not, fairly cohesive voting blocs. In addition to examining the overall loyalty of M.P.'s to their party leader, a number of highly salient and critical issues have been singled out for further examination. The findings of this paper prove quite interesting. Contrary to orthodox opinion, we find that the two parties were, in fact, fairly cohesive voting blocs even as early as 1867. The main core of Reid's thesis having been critically reexamined (and somewhat disproved) the writer turns to a critique of several of Reid's other arguments. While the arguments presented by the writer are largely of a speculative nature, their intended purpose is merely to present alternatives to those presented by Reid, and to show that there may be other explanations for the supposed tightening up of party lines after 1878.<br>Arts, Faculty of<br>Political Science, Department of<br>Graduate

Abstract:
The ethnographic study of organisational dynamics and bureaucratic process in an Indian Health Service mental health clinic and a tribal alcohol rehabilitation programme is approached through a reframing of dichotomous notions of function and dysfunction and order and disorder. Bureaucratic stricture in healthcare protocol contrasts with the rapacious ‘dysfunctionality’ that propels team relations, which are variously broached by staff through bureaucratic complaints procedures, strategic manipulation and witchcraft accusations. Bureaucracy and group (dys-)function represent modes of processing post-colonial discontent while also manifesting the carnivalization and hybridisation of cultural mores. The projective dynamics that are apparent in historical developments and that continue to feed current intercultural relations remain largely unacknowledged. They become evident however in the conceptualisation of hierarchy and its responsibilities, in attitudes towards bureaucracy, and in particular around the cultural construction of alcohol and ‘Indian Drinking’. Alcohol is a mutable spirit, an ‘object of desire’ and a destructive foe: it offers cathartic release, empowerment and occasion for hedonistic enjoyment. By some of the survivors of colonialism it is also perceived in effect as a biological weapon: a colonially imported, intentionally employed inter-generationally active toxin that has invaded and corrupted Native genes. The notion of corruption, loss and change is explored in the context of how culture, ‘traditions’ and language are shaped, reduced, manipulated and mediated in ways that conveniently fit into the strictures and structures of contemporary official frameworks. In its conclusion the study proposes a relational theory of ‘adversarial intimacy’, an idea inspired by Roger Caillois’ exploration of mimicry as symbiotic drive akin to sympathetic magic, where rivalrous organisms are propelled towards a compulsive emulation of each other in homage to the greater system they are part of.

During the 1824 Confederation of the Equator revolt in northeastern Brazil, a middle-class junta rose to power and waged a war against the monarchy in Rio, journalists participating in creating pedagogical ideological pamphlets, actively engaging in battles, and governing until the revolt was suppressed after a few months. Despite the short duration of this rebel government, the Confederation of the Equator and its ideology have been addressed in cultural production by authors and painters associated with different political movements in the nineteenth, twentieth and early twenty-first centuries, including Jõao Cabral de Melo Neto, Carlos Queiroz Telles, Antônio Parreiras, Gustavo Barroso, Cícero Dias, Murillo La Greca, Heloneida Studart, José Pimentel and Câmara Cascudo. This thesis discusses the history of the event, the content of the message of these thinkers, the spread of their ideas over the course of the nineteenth century and the deployment of the Confederation and its ideas by cultural producers in order to prove that this event has had an impact on the arts in Brazil.<br>Romance Languages and Literatures

Abstract:
Identification of active seismogenic faults in low-strain intraplate regions is a major challenge. The understanding of intraplate earthquakes is hampered by the spatiotemporal scattering of large earthquakes and by barely detectable strain accumulation. In populated humid regions, both hillslope and anthropogenic processes are important challenges to the recognition of potentially active faults. The Lower Rhine Graben is the NW segment of the European Cenozoic Rift System. It is a prime example of a seismically active low-strain rift situated in a humid and densely populated region. The approximate location of potentially active fault segments in this region is well known, but knowledge of the recurrence of large earthquakes and of the dominant fault slip mode is still rudimentary. The current debate ranges from slip dominated by repeated large earthquakes to slip dominated by aseismic creep. The purpose of this thesis is to determine whether the Lower Rhine Graben is an exception to the usually observed deformational behaviour of the upper crust, whereby active faults fail by brittle behaviour. The thesis addresses the Holocene, historical and present-day tectonic activity of the Lower Rhine Graben. It examines the signs of coseismic deformation in the geological record, and the surface expression of active fault segments. I analyzed high-resolution LiDAR terrain models of segments of the Erft and Wissersheimer faults, in order to understand the preservation potential of active fault scarps in populated, humid settings. Results of the LiDAR analysis illustrate that the central part of the Lower Rhine Graben is characterized by severe degradation and modification of suspected seismogenic structures. Degradation is due to fluvial erosion, hillslope processes and anthropogenic overprint. This analysis shows, also for the first time, the severity of surface modification of the region resulting from aerial bombing during World War II. A large trench excavation at the Schafberg fault in Holocene sediments yielded a broadly distributed fault zone with a peculiar abundance of fractured clasts. A particular question at this site is whether or not the fault ruptured in the 1756 AD Düren event. The excavation reveals the first evidence of historical seismogenic faulting in the Lower Rhine Graben. Coseismic deformation at this site is expressed by a net vertical displacement of 1 ± 0.2 m and complex gravel fracturing. Analysis of the faulted strata and radiocarbon ages of event horizons reveal evidence of at least one, possibly two coseismic events since the Holocene. The youngest of them overlaps with the 1756 AD Düren earthquake. The complex deformation pattern in the trench included a range of features such as liquefaction, rotated, and fractured clasts in the fault zone. I developed a new analysis technique based on “fractured-clasts”, which allows insight into coseismic rupture and fracture processes in unconsolidated gravel deposits. Results of this paleoseismic study show that faults in the Lower Rhine Graben do not move dominantly by aseismic creep. They further support the observation that faults in low-strain intraplate rifts can produce large surface-breaking earthquakes. The results of this thesis further imply that specific patterns of fractured clasts in fault zones may be a detector of coseismic rupture, and could in principle be used to calculate the energy involved in the rupture process.<br>In der Erdbebengeologie stellt die Identifizierung und Charakterisierung von seismogenen Strukturen in Intraplattenregionen mit niedrigen Deformationsraten eine große Herausforderung dar. Die stark variable, räumliche und zeitliche Verteilung von großen Erdbeben sowie kaum mit geodätischen Messmethoden erfassbare Verformungsraten erschweren das Verständnis von Intraplattenbeben. In dicht besiedelten, humiden Gebieten sind potenziell aktive Störungen noch schwerer zu erkennen, da diese, durch Hangprozesse und anthropogene Überprägung, intensiven Veränderungen unterworfen sind. Die Niederrheinische Bucht, das nordwestliche Segment des Europäischen Känozoischen Graben Systems, ist ein erstklassiges Beispiel für ein seismisch aktives Intraplattenrift in einem humiden und dicht besiedelten Gebiet. Obwohl die Lokationen potenziell aktiver Störungen bekannt sind, ist die Kenntnis bezüglich der Rekurrenzintervalle von großen Erdbeben sowie der Art der Störungsbewegungen nach wie vor rudimentär. Die derzeitige Debatte reicht von Störungsbewegungen durch starke Erdbeben, bis hin zu aseismischem Kriechen. Ziel dieser Arbeit ist es zu klären, ob der Niederrheingraben eine Ausnahme in Bezug auf das grundsätzlich beobachtete Deformationsverhalten der oberen Kruste darstellt, wo aktive Störungen durch sprödes Bruchverhalten charakterisiert sind. Hierbei befasst sich die Studie mit der Holozänen, historischen und heutigen tektonischen Aktivität des Niederrheingrabens und legt den Fokus auf die Erforschung koseismischer Prägung der Geologie sowie der Oberflächenexpression potenziell aktiver Störungen. Es wurden hochauflösende LiDAR-Geländemodelle an Segmenten der Erft- und Wissersheimer Störung in der zentralen Niederrheinischen Bucht untersucht, um das Erhaltungspotenzial aktiver Störungen in besiedelten, humiden Gebieten zu charakerisieren. Die Ergebnisse der LiDAR-Analyse offenbaren, dass seismogene Strukturen im zentralen Teil des Niederrheingrabens starker Degradation und Modifikation unterworfen sind. Hauptursachen hierfür sind fluviatile Erosion, Hangprozesse, sowie anthropogene Überprägung. In dieser Analyse konnte zudem erstmals die Schwere der Oberflächenveränderung in der Region, ausgelöst durch Fliegerbomben aus dem Zweiten Weltkrieg, dargestellt werden. In einer groß angelegten Schürfgrabenanalyse in Holozänen Sedimenten an der Schafbergstörung, wurde eine breite Deformationszone, die eine auffallend große Anzahl zerbrochener Klasten enthielt, freigelegt. Insbesondere ist es wichtig zu klären, ob diese Störung während des Dürener Bebens von 1756 AD gebrochen ist. Die Ergebnisse der Schürfgrabenanalysen an der Schafbergstörung liefern den ersten Beweis dafür, dass Erdbeben im Niederrheingraben in historischer Zeit die Oberfläche gebrochen haben. An diesem Störungssegment äußert sich die koseismische Deformation durch einen Gesamtversatz von 1 ± 0.2 m und komplexem verbreitetem Brechen von Klasten. Die Analyse mit-verworfener Schichten sowie Radiokarbondatierungen von Ereignishorizonten beweisen mindestens ein, möglicherweise zwei Holozäne koseismische Ereignisse. Das Jüngste der Beiden deckt sich hierbei mit dem Dürener Beben von 1756 AD. In der im Schürfgraben freigelegten Störungszone wurden komplexe Deformationsmuster wie Liquefaktion sowie rotierte und gebrochene Klasten dokumentiert. Basierend auf den gebrochenen Klasten habe ich in meiner Arbeit eine neue Analysetechnik entwickelt, die es ermöglicht, detaillierte Einblicke in koseismische Bruchprozesse in unverfestigten Geröllen zu erhalten. Die Ergebnisse dieser paläoseismologischen Studie weisen darauf hin, dass Störungen im Niederrheingraben nicht aseismisch kriechen. Darüber hinaus festigen sie die Beobachtung, dass Störungen in Intraplattenrifts mit niedrigen Deformationsraten, in der Lage sind, große Erdbeben mit Oberflächenruptur zu erzeugen. Die Daten dieser Studie zeigen des Weiteren, dass spezifische Muster gebrochener Klasten in Störungszonen ein möglicher Detektor koseismischer Rupturen sein können und demzufolge zur Energieberechnung des Rupturprozesses genutzt werden können.

Abstract:
Germany is one of the pioneer countries in wind turbine technology. They installed many wind turbines during the last decades and are now confronted with a shortage of land suitable for new wind parks. Now, with an estimated wind turbine service life of 20 – 25 years whole wind parks are becoming obsolete and owners have to decide whether do decommission, repower or to continue the operation of their parks. The advantages of repowering as well as the bureaucratic hurdles are outlined and evaluated. This thesis deals with the repowering potential in North Rhine-Westphalia and is analysing the technical and economical possibilities of repowering. The main objectives are to identify wind turbines eligible for repowering and also to develop repowering scenarios in order to determine their techno-economic feasibility.  The designed steps of the methodology allow the census and the subsequent implementation of the results in WindPro and RETScreen.

Abstract:
This thesis shows the ways in which the strategies and tactics of the International Confederation of Free Trade Unions (ICFTU) have evolved, in response to changes in the world economy and society and as part of the development of an international industrial relations system. It uses a series of cases to examine key features of the organisation and to show how it has responded to important challenges. These include: the creation of a separate European trade union organisation and the nature of the ICFTU's relation to it; the relations and the search for unity between the ICFTU and its Christian rival, the WCL; the campaign against apartheid in South Africa and violations of human rights in Chile and other countries; the rise of women's participation and representation within the world body, and most importantly, the development of the international trade union movement's campaign against the multinational corporations and around the theme of 'globalisation'. I conclude that the ICFTU is constrained on all sides as an organisation - through limited independent powers of action, disunity among its affiliates, the decline in the membership and influences of national unions, the scarcity of resources, and other factors - but that it has been able to act effectively under certain circumstances and when certain key conditions are met, such as the willingness to act among affiliated unions that was built up around the problem of apartheid, or the leading role played by the confederation in promoting women's equality.

In recent years ‘mobility management’—a means of promoting modal shift and alternatives to the journey—has gained importance in continental Europe. Especially in metropolitan areas this approach is seen as a way of improving the effectiveness of traffic system management measures. This paper outlines some key options and constraints of transferring mobility management to rural regions, drawing on evidence gathered from a research and demonstration project currently underway in rural regions of North Rhine-Westphalia. Basic conditions for implementing mobility management in rural regions as well as preliminary findings are presented.

Abstract:
I wanted to devote a year of my life toward creating a building and participating in a body of research that was meaningful. My goal proved to be much more complex than originally thought, for meaning itself is ambiguous. Although ambiguous, meaning is not without definition: it is bounded by the contingency of our â cogitoâ or horizons of experience. And so I argue that if we assign meaning through a function of self reflection, than perahps a shared experience may transcend the self and reflect community. In an attempt to fertilize community through the built environment, I designed a Charter School on the abandoned 1400 block of Walnut Street in the Over-the-Rhine neighborhood of Cincinnati, Ohio.<br>Master of Architecture

Thesis (M.C.P.)--Massachusetts Institute of Technology, Dept. of Urban Studies and Planning, 2006.<br>Includes bibliographical references (p. 134-136).<br>Over-the-Rhine is a nationally significant historic district in Cincinnati, Ohio, and one of the City's greatest assets. Despite its tremendous character and potential, for years the district has languished through disinvestment and neglect, resulting in substantial demolitions of the historic fabric. Without an intervention, demolition and insensitive new development will continue, and the opportunity to leverage Over-the-Rhine as a unique asset may be lost. This thesis represents an attempt to identify the particular threats to the preservation of Over-the-Rhine and, through careful research and analysis, devise a plan that will maintain the district's historic integrity. The thesis begins by detailing the history and significance of Over-the-Rhine, and identifying the specific nature of the threat: demolition by neglect. Following a review of preservation literature, a targeting analysis is performed, resulting in the selection of three priority conservation areas in the district. Next, 7 relevant case studies are presented of buildings that were saved and rehabilitated despite being seriously neglected and "too far gone" in the eyes of many.<br>(cont.) From this research, it is concluded that: "too far gone" is an ambiguous term dependent on the motives of the building owner; the selection of engineers and contractors plays a crucial role in the feasibility of preservation; community members often provide the initial impetus for preservation; preserving severely damaged structures can be quite profitable; innovation is a key component in such preservation projects; and economics ultimately determine whether or not a project is feasible. Next, an analysis of existing conditions in Over-the-Rhine is provided. This results in the identification of key opportunities and pitfalls. The conclusions from the case studies are then synthesized with the information gleaned from the existing conditions and other analysis to create a set of recommendations for preservationists. The recommendations combine marketing, advocacy, regulation, and development strategies to form a coherent plan for the preservation of Over-the-Rhine's existing fabric. Finally, the issue of incompatible new construction is addressed, and a set of revised design guidelines is presented to inform new development in the future.<br>by Daniel G. Because of their ability to provide urban, regional and national developments, every country around the globe is increasingly battling to host these events. This study focuses on the tourism impacts of major sport events in the African developing context, the aim being to close the gap currently existing in the literature regarding the subject. The main objective of the study was to determine the tourism impacts of the 2012 Africa Cup of Nations (AFCON) in Gabon”. The study adopted a quantitative research approach (descriptive design) to obtain data and findings. Questionnaires were split according to the two match venues (Libreville and Franceville) and administered to visitors. Respondents were remoulded during the course of the event. Despite some negative impacts highlighted and others aspects investigated; the most important finding of the study revealed that Gabon successfully hosted the event which turned out to be good for local communities and contributed to their development. Conclusively, the study confirms that major sport events such as the Africa Cup of Nations have indeed the potential to develop tourism, provide new business opportunities and benefit residents of local communities.

Abstract:
This thesis uses a counterfactual simulation to estimate the impact that applying the double majority rule would have had on legislative productivity in the Province of Canada, 1840-1867. The double majority rule was supermajoritarian in nature, and if applied would have required two sectional majorities from the administrative regions within the province to pass legislation. The thesis compares a constructed dataset where votes could only pass with a double majority to the observed data, arguing that applying the double majority rule would have reduced legislative productivity. There is weak statistical evidence found supporting gridlock interval size as the causal explanation for the decreased productivity, but this is argued to be due to abnormal status quo points and the potential for voting patterns to collapse from two ideological dimensions to one. Finally, the introduction of responsible government is found to not influence whether votes were passed with a double majority. This is explained through the partisan capacity hypothesis, which argues that supermajoritarian rules are ignored when they would prevent a government from implementing its legislative agenda. These conclusions argue that the historical literature was correct that applying the double majority rule would have reduced productivity, but wrong about the impact of responsible government on passing votes with double majorities.<br>Arts, Faculty of<br>Political Science, Department of<br>Graduate

Abstract:
As a founding member of the Via Campesina (1993) and active participant in the Global Justice Movement (the altermondialiste movement in France), the Confederation paysanne (CP) - which literally stands for 'peasant confederation' - has been presented in academic and activist circles as a key player in the struggle against neoliberal globalisation, and as a contributor to the emergence of new transnational activist networks and a 'global civil society'. As a trade union representing the interests of 'peasants', the CP has been praised as an innovative form of professional organisation whose originality lies in its ability to defend farmers' interests while at the same time responding to a broader set of challenges for the planet and those who populate it (environmental degradation, cultural homogeneity, social injustice). As a result, the CP - and in particular its emblematic leader Jose Bove - was rapidly propelled to the forefront of a new progressive avant-garde whose discourse on the cultural and economic threats of neoliberalism found a positive echo in farming and non-farming circles alike. -- Yet, as I shall argue throughout the following pages, the CP's success was not only related to its successful response to the new challenges for the 'peasantry' and society but also to its re-appropriation of popular and essentialist representations of 'peasantness' as a timeless and intrinsically egalitarian condition. From the moment that we recognise this, our understanding of the union's evolving popularity changes. Many observers and activists, for example, explained the CP's disappointing result in the 2007 professional elections by arguing that the CP was ahead of its time.

Historians have long struggled to conceptualise the Holy Roman Empire in the later Middle Ages. This thesis seeks to provide an interpretation of political life in the Empire which captures the structures and dynamics in evidence in the sources. It does so through a comparative study of the varied socio-political elites along the Upper Rhine between 1350 and 1500, with frequent reference to other regions of the Empire. The thesis is divided into three sections. Part I, consisting of four chapters, examines the shared and interconnective characteristics of several spheres of activity - the documentary, judicial, ritual, military, and administrative - in which various elites interacted through the same practices and conventions. Part II (five chapters) deals with the types of contractual association which emerged organically from these shared and interconnective structures and practices. It shows that these associations - leagues, alliances, judicial agreements, coinage unions, and others - were more common and more similar than typically assumed, that they regulated key judicial and military affairs, and that they reflected a shared ideology which emphasised peace-keeping and the common good within the Empire's framework. Part III of the thesis shows how the structures and dynamics explored in Parts I and II played out in specific situations by reference to three case studies in the 1370s-'80s, 1410s-'30s, and 1460s-'70s. All three demonstrate how the 'associative political culture' model can illuminate events which were previously considered to be moments of crisis or chaos, or the products of 'territorial' or 'constitutional' processes. The thesis concludes by arguing that, in light of this evidence, the Holy Roman Empire is best understood as a community of interdependent elites who interacted within a shared 'associative political culture'. This conclusion highlights the need for a new paradigm beyond those of the 'territory', the 'constitution', or the centralising 'state'.
