Full textClimate change is among the key issues of the risk society characteristic of today\'s world. They are multidimensional and require multiscale analysis. Inevitably, decisions are displaced beyond the national level to the extent that environmental issues transcend state borders. The theme was incorporated into the international environmental agenda in recent decades and now conform a complex environmental order of the legal/institutional point of view. Participate in it almost all countries that, together, aim to meet the challenge concerning the issue, both with respect to mitigation of greenhouse gas emissions and adaptation to the effects that are and will be felt by much of the world\'s population. However, while recognizing the importance of multilateral cooperation in favor of effective governance in the approach to the subject, it appears that States have different positions and develop various strategies to make their specific national interests are incorporated every round of the negotiating process, which corroborates the realistic theories of International Relations and territory and sovereignty of Political Geography. This paper analyzes the participation of Brazil in six Conferences of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), held in the 2009-2014 period. This study evaluates which were the Brazilian interests in each of these steps, the degree of influence exercised over other countries of the order as well as to what extent the expectations of the Brazilian government were, in fact, included in the final decisions of these rounds negotiations. The methodology was based on the analysis of books, articles and reports on the science of climate change; theories of Political Geography and International Relations; of official documents about events that preceded the conference analyzed at work; of the proposals submitted by the Brazilian government and speeches by their representatives; information obtained from the Brazilian delegation; daily reports and official decisions of each round of negotiations; participation in loco in the last three meetings at which it was possible to track the performance of the Brazilian delegation and assess its consequences; as well as bibliographic and journalistic material related to this period of the negotiating process. It was found that Brazil appears to be increasingly willing to cooperation and has become known for his diplomatic skill and actions carried out in its territory, particularly in combating deforestation of the Amazon. However, it presents basic premises not subject to easing so far as the differentiation between developed and developing countries, as established by the UNFCCC. The question that arises is not if the country will increase its ambition in terms of mitigating emissions of greenhouse gases, but how the measures developed in its territory will be translated into internationally binding commitments in the new agreement to set the end of 2015. It is understood that Brazil\'s position will be critical to the shaping of the new phase of international environmental policy on climate change, because of the emissions profile and political, economic and environmental power.

Full textEste estudo busca analisar a evolução das Conferências Anuais da European International Business Academy entre os anos 1999 e 2011. Um conjunto de 2221 documentos apresentados durante o período foi processado com o uso de uma ferramenta computadorizada - Latent Dirichlet Allocation, potencializada por sistemas de inteligência artificial - para facilitar a análise de conteúdo. O estudo utilizou o sistema de software R como a plataforma de aplicação do método, com o apoio de bibliotecas compatíveis para auxiliar as etapas de pré-processamento, de modelagem de tópicos, e de plotagem de resultados deste estudo. O método foi capaz de identificar 30 tópicos de investigação subjacentes ao grupo de documentos, e um rótulo foi manualmente atribuído a cada tópico de acordo com seu tema geral. Resultados mostram um crescimento generalizado no número de artigos apresentados, bem como novos autores ao longo dos anos, indicando um aumento no grau de abertura das Conferências Anuais da Associação. Determinados tópicos de investigação também se mostraram mais discutidos nos documentos em relação a outros tópicos, e investigação nos tópicos de "Capacidades dinâmicas, visão baseada em recursos e internacionalização de firma" e "Abordagens institucionais à investigação e teoria em Negócios Internacionais" se mostraram tópicos de tendência em anos recentes das Conferências. Com pouca necessidade de intervenção humana, este estudo pôde aplicar com sucesso um método automatizado para identificar os temas de investigação da Associação e sua evolução ao longo dos anos, reduzindo o viés do investigador e permitindo uma análise eficiente de grandes volumes de conteúdo textual.
This study seeks to analyse the evolution of the European International Business Academy's Annual Conferences between the years 1999 and 2011. A collection of the 2221 documents presented across the defined period was processed with the use of a computer-aided tool - the Latent Dirichlet Allocation, powered by artificial intelligence systems - to facilitate the content analysis. The study utilized the R software environment as the platform to apply the method, with the support of a group of compatible libraries to support in the pre-processing, topic modelling and result plotting stages of this study. The method was able to identify 30 underlying research topics across all the documents, and a label was manually assigned to each topic according to its overall theme. Results show an overall growth in number of papers presented, as well as new authors throughout the years, indicating an increase in degree of openness in the Association's Annual Conferences. Specific research topics have also shown to be more discussed across the documents than others, and research on the topics of "Dynamic capabilities, resource-based view and firm internationalization" and "Institutional approaches to International Business research and theory" showed to be trending in recent years of the Conferences. With little need for human intervention, this study was able to successfully apply an automated method to identify the Association's research themes and their evolution throughout the years, reducing researcher's bias and allowing for the efficient analysis of large volumes of text content.

The Local Power is a concept that includes the power relations established at a localized level, in order to consider the citizens that compose them, whether they stemmed from Civil Society or Politic Society, interested in the benefits that the influence of this Local Power can generate. The materialization process, in Municipal Health Secretary (MHS)’s plans, of the strategic actions presents in the final reports of the Health Conferences, is an indicative of the corresponding Local Power performance, by checking the correspondence of interests between the administrative and the participative bodies. This research has, in this sense, the objective of understanding the expressions of Local Power, through the analysis of the mentioned materialization process, considering the expansion of the Participatory Democracy instances in municipal health policy. Therefore, the research was conducted by a quantitative and qualitative study of case, guided by Marxian method (from abstract concrete to thought concrete), focusing on the Municipal Health Conferences of Ponta Grossa (MHCPG)’s final reports strategic actions’ materialization, in the years 2009 and 2011. The analysis’ quantitative dimension was achieved by organizing and coding the material, in order to extract from the documents the presence of delegates in the MHCPGs, and the rates of strategic actions present in the final reports of MHCPG’ materialization in MHS government plans. After achieving those results, we moved to the analysis’ qualitative dimension, in which four significant subjects of this process were interviewed, in order to understand their experiences and perceptions of it, which enabled us to compare them with quantitative data, normative regulations and related researches. As a result of the field research, we consider that the performance of the Local Power (in the materialization process examined) does not occur from a collective thought among the segments that compose it. Internally the MHCPGs, the Local Power participation is reduced and little trained, with unequal power relations, that result in a little purpose final report, without coordination with the local public health administrative management. This, in turn, represented by HMS, disregards the majority of the strategic actions present in the MHCPG’s reports, acting in a bureaucratic way, causing that, between 2009 and 2011, the demands required by the examined MHCPGs would configure similarly, highlighting the repeated needs in the Ponta Grossa’s health sector.
O Poder Local é conceito que compreende as relações de poder estabelecidas a nível localizado, de modo a considerar os sujeitos que as compõem, sejam eles provindos da Sociedade Civil ou da Sociedade Política, como interessados nos frutos que a influência deste Poder Local pode gerar. O processo de materialização, nos planos de governo da Secretaria Municipal de Saúde (SMS), das ações estratégicas presentes nos relatórios finais das Conferências de Saúde, é um indicativo da atuação do Poder Local correspondente, por verificar a correspondência de interesses entre as instâncias administrativa e participativa. A presente pesquisa tem, neste sentido, como objetivo compreender as expressões do Poder Local, por meio da análise do processo de materialização mencionado, considerando a ampliação das instâncias de Democracia Participativa na política municipal de saúde. Para tanto, a pesquisa foi desenvolvida por meio de estudo de caso quanti-qualitativo, guiado pelo método marxiano (do concreto abstrato ao concreto pensado), enfocando na materialização das ações estratégicas dos relatórios finais das Conferências Municipais de Saúde de Ponta Grossa (CMSPG), nos anos 2009 e 2011. A dimensão quantitativa da análise foi realizada através da organização e codificação do material, de modo a extrair dos documentos a presença dos delegados nas CMSPG, e as taxas de materialização das ações estratégicas presentes nos relatórios finais das CMSPG nos planos de governo da SMS. Dos resultados atingidos, passou-se à dimensão qualitativa da análise, na qual foram entrevistados quatro sujeitos significativos deste processo, de forma a apreender suas experiências e percepções acerca do mesmo, o que nos possibilitou confrontá-las com os dados quantitativos, regulamentos normativos e pesquisas conexas. Como resultado da pesquisa de campo, consideramos que a atuação do Poder Local (no processo de materialização examinado) não se dá a partir de um pensamento coletivo entre os segmentos que o compõe. Internamente às CMSPG, a participação do Poder Local é reduzida e pouco capacitada, havendo relações desiguais de poder, que resultam num relatório final pouco objetivo e sem articulação com a gestão administrativa da saúde pública local. Esta, por sua vez, representada pela SMS, desconsidera a maioria das ações presentes nos relatórios das CMSPG, atuando de forma burocrática, fazendo com que, entre 2009 e 2011, as demandas requeridas pelas CMSPG examinadas se configurassem de modo semelhante, evidenciando as necessidades recorrentes no setor da saúde pontagrossense.

Full textAlthough there is a drop on necropsies rates performed in each hospital, which is the number of necropsies by total of deaths, for a number of medical, technological and social reasons, necropsy remains as the main exam to evaluate the discrepancy of premortem and postmortem diagnoses and to estimate, morbidity and mortality and patient risks. Our study compares and describes the diagnoses of patients who died at the HC-FMRP/USP during the years of 2010 e 2014. We analyzed 1216 necropsies performed at he the HC-FMRP in 2010 and 2014, comparing agreement and disagreement between clinical diagnoses and necropsy reports, by the Goldman (1983) modified classification. The mean necropsy rate was 49%. Major discrepancies were 23.4%, with average of 15% for class 1 and 8.3% for Class 2 discrepancies. We found the most common discrepancies occurred at the ages of 80 to 100 years old. The most prevalent diagnostic was \'pneumonia\', found in 40% of all cases studied, among which 25% showed major discrepancies. Our results are compatible with the main recent studies in the field in Brazilian hospitals, in which the major discrepancies are between 32-35% and under the rates of the studies conducted abroad, in which major discrepancies were around 20%.

Resumo: No ano de 2009, durante a décima quinta edição da Conferência das Partes (COP) da Convenção-Quadro das Nações Unidas para as Mudanças Climáticas (UNFCCC, na sigla em inglês), a representação diplomática brasileira assumiu para o país um compromisso voluntário de redução das emissões nacionais de gases causadores do efeito estufa. Tal evento foi marcante no regime internacional de mudanças climáticas e na trajetória da política externa ambiental brasileira por conta do pioneirismo do país entre os intermediários que não pertencem ao Anexo I. Essa atitude da diplomacia brasileira é parte da conjuntura vivida pelo multilateralismo ambiental em que a tradicional clivagem Norte-Sul ganhava também a categoria intermediária das economias emergentes. A atuação do Brasil e de outros países dessa categoria teve reflexos nos debates nos anos posteriores à COP-15. O objetivo desse trabalho é, assim, analisar a atuação da diplomacia brasileira entre a COP-15 e a COP-21 diante dos desafios das mudanças climáticas e do multilateralismo. Para tanto, faz-se uma análise da política externa ambiental do país neste período, bem como um paralelo com a atuação dos países do BASIC na mesma cronologia.
Abstract: In 2009, during the fifteenth edition of the Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC), the Brazilian diplomatic representation took a voluntary commitment to reduce national emissions of greenhouse gas effect. This was an outstanding event in the international climate change regime and in the trajectory of Brazilian environmental foreign policy because of the country's pioneering among the intermediaries economies that do not belong to Annex I. This attitude of Brazilian diplomacy is a part of the framework experienced by environmental multilateralism where the traditional division between North-South includes now the intermediate category of emerging economies. The performance of Brazil and other countries in that category was reflected in the discussions in the years after COP-15. The aim of this study is to analyze the performance of Brazilian diplomacy between the COP-15 and COP-21 concerning the challenges of climate change and multilateralism. Therefore, it is an analysis of the Brazilian environmental foreign policy during this period as well as a comparison with the performance of the BASIC countries in the same timeline.

The study is arguably the first comprehensive analysis of the history of the AACC focussing on ecclesiology and ethics and will therefore make an original contribution to ecumenical theology in Africa in this regard. The study argues that the tension between what the church is (read: ecclesiology) and what it does (read: ethics) has undeniably been present in the ecumenical movement in Africa. The study is situated within two concentric contexts. Firstly, it is located within the context of the WCC study project on ecclesiology and ethics that was conducted during the period 1992 to 1996 and will contribute to wider discourse in this regard. The WCC project was an attempt to bridge a deep divide in the ecumenical movement between those who emphasise that the way to unity is through doctrinal agreement and those who believe that "doctrine divides" while a common moral cause (service) may unite. Secondly, this study is aimed at discerning how the AACC has addressed the relationship between the theological quest for unity (read: ecclesiology) and the social responsibility of the church (read: ethics). The study examines how the AACC assisted its member churches to respond to contemporary challenges in three distinct periods in recent African history, namely the periods of decolonisation (1963-1974), development (1975-1992) and neo-liberal globalisation (1993-2013). The hypothesis of this study is that these periods correlate with the AACC's ways of negotiating the tension between ecclesiology and ethics. The study argues that although the AACC has privileged the social agenda of the church in society (read: ethics), the ecumenical quest for ecclesial unity (read: ecclesiology) has not been completely absent. While the study acknowledges that the tension between ecclesiology and ethics is not easily resolved, it affirms that these two ecumenical concerns are inseparable. The study therefore suggests an appropriation of the African notion of ubuntu as a horizon for ecclesiology and ethics. The intuition behind the proposal is that ubuntu resonates with biblical notions of koinonia and diakonia and is thus an apt notion for an articulation of the interconnectedness between ecclesiology and ethics. The study is divided into two parts, comprising eight chapters. The first part covers four chapters in which I offer an historical background to the modern ecumenical movement, an analysis of the ecclesiology and ethics debate in the wider ecumenical context and a brief institutional history of the AACC. The second part of the study comprises three chapters. Therein, I present a critical analysis of the AACC's handling of the tension between ecclesiology and ethics in the period 1963-2013. Full textThis thesis examined the ways in which Senators Marco Rubio and Rand Paul sought to reconstitute the Republican Party at the 2013 Conservative Political Action Conference. After discussing the dual exigences that faced these senators after the GOP's loss in the 2012 presidential election and the rise of the Tea Party Movement and explicating a methodology of reconstitutive rhetoric which combined Maurice Charland's theory of constitutive rhetoric and Celeste Condit's critique of concordance, this thesis analyzes the ways in which Senators Paul and Rubio attempted to reposition the Republican Party within an ideology that addressed the party's ideological discord and disconnect with the changing electorate in the United States. This analysis led to several significant implications about reconstitutive rhetorical strategies, the use of ideographs within a reconstitutive and accommodationist model, and United States political discourse.

Full textAs basis for the ongoing digitization and automation in mining, the creation of visually appealing and highly accurate 3D models, as well as their automatic interpretation and processing, is of particular importance. Especially for surveying and inspection applications unmanned aerial systems equipped with cameras are now widely used and are state of the art. However the greatest future need for research certainly lies in data processing, where on the one hand the achievable model quality, and on the other hand the automated data interpretation for special mining related issues such as the characterization of muck-piles or geological characterization is at the center of the work. In particular, due to the possibility of reproducibility, but also due to higher operability, model experiments are currently playing an important role in photogrammetric research at the Montanuniversität in addition to classical real-scale investigations in the field. In the present paper, examples from applied and fundamental research are given, highlighting the added value of laboratory experiments while critically contrasting them with reality

Full textAt the former iron ore mine Konrad (Salzgitter), which recently is being converted into a repository for nuclear waste with negligible heat generation, the repositioning shaft is expanded and a large filling site is developed currently. In this context an automated tachy-metric deformation monitoring system is applied. The concept and realization of this sys-tem are presented here. The shaft expansion poses some special challenges, since working space is geometrically closed and spatially very restricted. Tachymetric monitoring can therefore only take place from above. Thus, an innovative overhead mounting of monitoring tachymeters is required. This overhead application results in the necessity of an adapted evaluation and geodetic net adjustment. In addition, the instrument setup makes direct access for installation and maintenance more difficult. Therefore, redundancies were created, and are taken into account in the evaluation process consequently in order to obtain consistent results

Full textThe core competencies in the field of applied engineering geodesy w.r.t. DIN 18710 are surveying and staking out of objects, as well as deformation analysis. The congruence analysis, as the main part of the deformation analysis, allows for identifying spatial, geometrical and temporal changes of objects. In mining industry, the results of a convergence monitoring are used to evaluate the geo-mechanical properties of the underground as well as to validate geo-dynamic models. Moreover, results of the congruence analysis can be used to optimize workflows, too. At the former iron ore mine Konrad (Salzgitter). which is being converted into the German repository for nuclear waste with negligible heat generation currently, a complex automated and continual monitoring system is established, which includes overhead mounted total stations. Due to the non-specific mount, the onboard tilt compensator cannot be used to level up the instruments. Thus, the inclination angles of the instruments w.r.t. the global reference frame must be parameterized within the network adjustment process. This concept is known as integrated network adjustment. To evaluate the stability of the reference points of the global frame and to derive convergences, a con-gruence analysis is used. Whereas usually deformations are derived from the results of independent single adjustments, we present a congruence model that combines the different original observation sets in one unified model. By applying the statistical toolbox of Baarda’s Data-Snooping method, outliers as well as point deformations can be identified

Full textThe interdisciplinary ESF Junior Research Group ARIDuA is investigating the topic “Autonomous Robots and Internet of Things in Underground Mining”. Therefore it implements key technologies for the new sector of “Mining 4.0”. Focusing on the application of mobile robots in underground, a wireless sensor network is implemented and synergies are identified. This also results in significant benefits for the mining sector. In this context, an outline of a geological analysis system capable of pixel-wise mineral classification is presented. A hyper-spectral-camera mounted on a mobile vehicle is used inside an underground mine in combination with multiple state-of-the-art RGB cameras. The reason why this is necessary, the requirements, and the concept of data analysis is described. The automated mine survey generates an occurrence probability of each mineral class for each pixel. Therefore, it combines classification with geostatic methods
