Abstract:
This paper elucidates the role of the sciences within education for sustainable development as it is reflected on the World Environmental Education Congress (WEEC), a leading international conference since 2003. A historical perspective, and observations, conversations, interviews and a look at the presentations of the WEEC 2015 and WEEC 2017, this study reveals an underrepresentation of science education, while a dominance was registered on WEEC conferences for ten years ago. Both the WEEC 2015 and WEEC 2017 provided plenty of information about science related realities, but little about how to get children and the youth to understand them. Only few of the papers and posters were addressed to children’s and pupils learning related to physics or biogeochemical basic understanding. 
 
 The understanding of natural interrelationships and concepts is essential for children and the youth for to become informed decision-makers and active participants in a sustainable society.

Abstract:
Efforts to increase the sun-protective behaviors of children were extended to outdoor recreational sports and youth soccer settings in this study. The pretest results of a pilot survey of coaches ( n= 12), parents ( n= 50), and youths ( n= 61) on eight soccer teams in south Georgia were used to guide the development of a health education program for coaches. In the pilot program, half the coaches were trained to be involved in soccer-playing youths’ sun protection by acting as positive role models and promoting sun protection to youths and their parents. The pilot demonstrated coaches’ willingness to participate in sun protection promotion to youth: Youths indicated that coaches and parents were more likely to tell youths to wear sunscreen after the training than before, and coaches perceived getting youths to wear sunscreen to be less difficult than before.

Abstract:
IntroductionPreventive interventions to reduce overweight and obesity in childhood and adolescence are studied on their effectiveness worldwide. A number with positive results. However, long-term effects of these interventions and their potentially wider influence on well-being and health have been less studied. This study aims to evaluate the long-term effects of a multicomponent intervention in elementary school children targeting individual behaviour as well as environment (Lekker Fit!). The primary outcomeis body mass index and the secondary outcomes are waist circumference, weight status, physical fitness, lifestyle, psychosocial health and academic performance.Methods and analysisIn a naturalistic effect evaluation with a retrospective, controlled design adolescents in secondary schools, from intervention and non-intervention elementary schools, will be compared on a wide set of outcome variables. Data will be collected by questionnaires and through anthropometric and fitness measurements by trained physical education teachers and research assistants. Baseline data consist of measurements from the adolescents at the age of 5 years old and are gathered from preventive youth healthcare records, from before the intervention took place. Multilevel regression models will be used and adjusted for baseline measurements and potential confounding variables on the individual and environmental level. Furthermore, propensity scores will be applied.Ethics and disseminationThe study has been approved by the Medical Research Ethics Committee of the Erasmus Medical Centre, Rotterdam, The Netherlands (permission ID: MEC-2020-0644). Abstract:
In recent years, there have been frequent scientific reports focusing on high carbon dioxide emissions. Many people feel concerned about efforts not happening quickly enough to reduce the negative impact on the climate. The responsibility for reversing this trend rests primarily on adults, but hope is now directed more and more toward the younger generation. The present project, which is a collaboration between design and education, lays the foundation for an educational endeavor based on an idea of environmental citizenship. By creating environmental citizen tokens for children and youths, this project aims to change learned living patterns and encourage a new generation to work toward a sustainable climate. There is also good possibility that the young people’s involvement and striving for a better environment will transfer to adults. This has become clear in the global movement started by the environmental activist, Greta Thunberg. This article describes the work of designing and preparing the implementation of a learning project, with its basis in knowledge about environmental impact and personal responsibility. The methods underlying the project are gamification and digital activities, allied with a proven system for making a progression of skills visible. The project has resulted in a finished design and an implementation plan, which have been validated through interviews with teacher educators, principals, teachers, student-teachers, parents and pupils, and which after this validation will be tested at ten specially selected Swedish compulsory schools.

Abstract:
The use of electronic media (EM) by youths has been widely described in the literature, indicating the relevance of understanding the factors that can protect against its risks. We aimed to explore the protective role of participating in extracurricular activities (ECAs) and of parental mediation in the use of EM by young people. A total of 1413 people (729 students, aged between 11 and 17 years old, and one of their parents) participated in this study. Youths who engaged in ECAs spent significantly less time per week on EM and perceived that the use of EM devices had less of a negative impact. When parents and their children presented a congruent notion of how much time youth spent on EM, parents perceived EM to have less of a negative impact on their children compared to dyads with discrepant assessments. The hierarchical regression results indicated that regardless of time spent per week on EM, engaging in ECAs was a significant predictor of perceiving a less negative impact, playing a role as a protective factor regarding the use of EM. The ubiquity of EM reinforces the importance of the focus of this study, and its results contribute to creating specific guidelines for parental education and educational policies.

Abstract Religious pedagogy largely agrees that within religious education, interreligious instruction has to be aligned to the living environment of present-day children and youths. Yet in current concepts, this environmental context is normally interpreted in terms of the social proximity of the students, thus neglecting that the concept of religious contextuality has to be broadened as it develops in the interaction of global and local realities. Based on a case-study from the multi-religious context of Berlin, the present contribution discusses the initial conditions of interreligious education which are being changed by globalization. In a first step, the ambivalent presence of remoteness within the religious environment of modern youths is analyzed from an external sociological perspective. This is done in dialogue with selected sociological theories of reference which help to understand the »new contextuality « of the interreligious sphere as regards its basic dynamics of motivation. Subsequently, the essay focuses on inside aspects of this development: It addresses the question of how the spatial melting of the world influences the perception of the self and the other. Finally an approach is presented that substantiates the increasing globalization of religious environments from a youth-sociological perspective and makes it accessible to empirical analysis.

Abstract:
The purpose of this study was to survey the health-promoting lifestyle behaviors of Jordanian adults ( n = 950) and to identify any differences based on gender, age, marital status, income, education level, and health status. Exercise was consistently reported as the most important deficiency in all comparisons. The findings strongly support public health concerns about the growing prevalence (35%) of cardiovascular mortality. There is clear evidence of the cardiogenic Westernized lifestyle pattern of too little exercise, compounded by poor nutrition, and stress. The results strongly support the development of social marketing programs to increase economical and culturally acceptable forms of exercise among children, youths, and women in light of the projected population growth and the limited resources available for secondary and tertiary care.

Abstract:
The challenge for rural communities to provide quality education for early childhood in Indonesia is difficult. National politics, policies, and economic and cultural conditions affect the Early Childhood Education system, and Indonesia is a large multicultural country, so, even the quality of education is difficult. This study aims to look at the quality of children's education in Pandalungan. Using qualitative methods with ethnographic design, data collection techniques using interviews, observation, and documentation. The results showed that educational institutions for children in urban areas can be categorized quite high. However, for early childhood education services in Desa Sukorambi Pandalungan, the quality is quite poor. Research suggestions are the need for follow-up related to social, economic, cultural and environmental factors at the level of Pandalungan community awareness of early childhood education.

Abstract:
IntroductionThe perinatal–postnatal family environment is associated with childhood outcomes including impacts on physical and mental health and educational attainment. Family longitudinal cohort studies collect in-depth data that can capture the influence of an era on family lifestyle, mental health, chronic disease, education and financial stability to enable identification of gaps in society and provide the evidence for changes in government in policy and practice.Methods and analysisThe Queensland Family Cohort (QFC) is a prospective, observational, longitudinal study that will recruit 12 500 pregnant families across the state of Queensland (QLD), Australia and intends to follow-up families and children for three decades. To identify the immediate and future health requirements of the QLD population; pregnant participants and their partners will be enrolled by 24 weeks of gestation and followed up at 24, 28 and 36 weeks of gestation, during delivery, on-ward, 6 weeks postpartum and then every 12 months where questionnaires, biological samples and physical measures will be collected from parents and children. To examine the impact of environmental exposures on families, data related to environmental pollution, household pollution and employment exposures will be linked to pregnancy and health outcomes. Where feasible, data linkage of state and federal government databases will be used to follow the participants long term. Biological samples will be stored long term for future discoveries of biomarkers of health and disease.Ethics and disseminationEthical approval has been obtained from the Mater Research Ethics (HREC/16/MHS/113). Findings will be reported to (1) QFC participating families; (2) funding bodies, institutes and hospitals supporting the QFC; (3) federal, state and local governments to inform policy; (4) presented at local, national and international conferences and (5) disseminated by peer-review publications.

Abstract:
In my postgraduate formation during the last years of the 80’s, we had close to thirty hospital beds in a pavilion called “sépticas” (1). In Colombia, where abortion was completely penalized, the pavilion was mostly filled with women with insecure, complicated abortions. The focus we received was technical: management of intensive care; performance of hysterectomies, colostomies, bowel resection, etc. In those times, some nurses were nuns and limited themselves to interrogating the patients to get them to “confess” what they had done to themselves in order to abort. It always disturbed me that the women who left alive, left without any advice or contraceptive method. Having asked a professor of mine, he responded with disdain: “This is a third level hospital, those things are done by nurses of the first level”.
 Seeing so much pain and death, I decided to talk to patients, and I began to understand their decision. I still remember so many deaths with sadness, but one case in particular pains me: it was a woman close to being fifty who arrived with a uterine perforation in a state of advanced sepsis. Despite the surgery and the intensive care, she passed away. I had talked to her, and she told me she was a widow, had two adult kids and had aborted because of “embarrassment towards them” because they were going to find out that she had an active sexual life. A few days after her passing, the pathology professor called me, surprised, to tell me that the uterus we had sent for pathological examination showed no pregnancy. She was a woman in a perimenopausal state with a pregnancy exam that gave a false positive due to the high levels of FSH/LH typical of her age. SHE WAS NOT PREGNANT!!! She didn’t have menstruation because she was premenopausal and a false positive led her to an unsafe abortion. Of course, the injuries caused in the attempted abortion caused the fatal conclusion, but the real underlying cause was the social taboo in respect to sexuality.
 I had to watch many adolescents and young women leave the hospital alive, but without a uterus, sometime without ovaries and with colostomies, to be looked down on by a society that blamed them for deciding to not be mothers. I had to see situation of women that arrived with their intestines protruding from their vaginas because of unsafe abortions. I saw women, who in their despair, self-inflicted injuries attempting to abort with elements such as stick, branches, onion wedges, alum bars and clothing hooks among others. Among so many deaths, it was hard not having at least one woman per day in the morgue due to an unsafe abortion.
 During those time, healthcare was not handled from the biopsychosocial, but only from the technical (2); nonetheless, in the academic evaluations that were performed, when asked about the definition of health, we had to recite the text from the International Organization of Health that included these three aspects. How contradictory!
 To give response to the health need of women and guarantee their right when I was already a professor, I began an obstetric contraceptive service in that third level hospital. There was resistance from the directors, but fortunately I was able to acquire international donations for the institution, which facilitated its acceptance. I decided to undertake a teaching career with the hope of being able to sensitize health professionals towards an integral focus of health and illness.
 When the International Conference of Population and Development (ICPD) was held in Cairo in 1994, I had already spent various years in teaching, and when I read their Action Program, I found a name for what I was working on: Sexual and Reproductive Rights. I began to incorporate the tools given by this document into my professional and teaching life. I was able to sensitize people at my countries Health Ministry, and we worked together moving it to an approach of human rights in areas of sexual and reproductive health (SRH). This new viewpoint, in addition to being integral, sought to give answers to old problems like maternal mortality, adolescent pregnancy, low contraceptive prevalence, unplanned or unwanted pregnancy or violence against women. With other sensitized people, we began with these SRH issues to permeate the Colombian Society of Obstetrics and Gynecology, some universities, and university hospitals. We are still fighting in a country that despite many difficulties has improved its indicators of SRH.
 With the experience of having labored in all sphere of these topics, we manage to create, with a handful of colleagues and friend at the Universidad El Bosque, a Master’s Program in Sexual and Reproductive Health, open to all professions, in which we broke several paradigms. A program was initiated in which the qualitative and quantitative investigation had the same weight, and some alumni of the program are now in positions of leadership in governmental and international institutions, replicating integral models. In the Latin American Federation of Obstetrics and Gynecology (FLASOG, English acronym) and in the International Federation of Obstetrics and Gynecology (FIGO), I was able to apply my experience for many years in the SRH committees of these association to benefit women and girls in the regional and global environments.
 When I think of who has inspired me in these fights, I should highlight the great feminist who have taught me and been with me in so many fights. I cannot mention them all, but I have admired the story of the life of Margaret Sanger with her persistence and visionary outlook. She fought throughout her whole life to help the women of the 20th century to be able to obtain the right to decide when and whether or not they wanted to have children (3). Of current feminist, I have had the privilege of sharing experiences with Carmen Barroso, Giselle Carino, Debora Diniz and Alejandra Meglioli, leaders of the International Planned Parenthood Federation – Western Hemisphere Region (IPPF-RHO). From my country, I want to mention my countrywoman Florence Thomas, psychologist, columnist, writer and Colombo-French feminist. She is one of the most influential and important voices in the movement for women rights in Colombia and the region. She arrived from France in the 1960’s, in the years of counterculture, the Beatles, hippies, Simone de Beauvoir, and Jean-Paul Sartre, a time in which capitalism and consumer culture began to be criticized (4). It was then when they began to talk about the female body, female sexuality and when the contraceptive pill arrived like a total revolution for women. Upon its arrival in 1967, she experimented a shock because she had just assisted in a revolution and only found a country of mothers, not women (5). That was the only destiny for a woman, to be quiet and submissive. Then she realized that this could not continue, speaking of “revolutionary vanguards” in such a patriarchal environment.
 In 1986 with the North American and European feminism waves and with her academic team, they created the group “Mujer y Sociedad de la Universidad Nacional de Colombia”, incubator of great initiatives and achievements for the country (6). She has led great changes with her courage, the strength of her arguments, and a simultaneously passionate and agreeable discourse. Among her multiple books, I highlight “Conversaciones con Violeta” (7), motivated by the disdain towards feminism of some young women. She writes it as a dialogue with an imaginary daughter in which, in an intimate manner, she reconstructs the history of women throughout the centuries and gives new light of the fundamental role of feminism in the life of modern women. Another book that shows her bravery is “Había que decirlo” (8), in which she narrates the experience of her own abortion at age twenty-two in sixty’s France.
 My work experience in the IPPF-RHO has allowed me to meet leaders of all ages in diverse countries of the region, who with great mysticism and dedication, voluntarily, work to achieve a more equal and just society. I have been particularly impressed by the appropriation of the concept of sexual and reproductive rights by young people, and this has given me great hope for the future of the planet. We continue to have an incomplete agenda of the action plan of the ICPD of Cairo but seeing how the youth bravely confront the challenges motivates me to continue ahead and give my years of experience in an intergenerational work.
 In their policies and programs, the IPPF-RHO evidences great commitment for the rights and the SRH of adolescent, that are consistent with what the organization promotes, for example, 20% of the places for decision making are in hands of the young. Member organizations, that base their labor on volunteers, are true incubators of youth that will make that unassailable and necessary change of generations. In contrast to what many of us experienced, working in this complicated agenda of sexual and reproductive health without theoretical bases, today we see committed people with a solid formation to replace us. In the college of medicine at the Universidad Nacional de Colombia and the College of Nursing at the Universidad El Bosque, the new generations are more motivated and empowered, with great desire to change the strict underlying structures.
 Our great worry is the onslaught of the ultra-right, a lot of times better organized than us who do support rights, that supports anti-rights group and are truly pro-life (9). Faced with this scenario, we should organize ourselves better, giving battle to guarantee the rights of women in the local, regional, and global level, aggregating the efforts of all pro-right organizations. We are now committed to the Objectives of Sustainable Development (10), understood as those that satisfy the necessities of the current generation without jeopardizing the capacity of future generations to satisfy their own necessities. This new agenda is based on:
 - The unfinished work of the Millennium Development Goals
 - Pending commitments (international environmental conventions)
 - The emergent topics of the three dimensions of sustainable development: social, economic, and environmental.
 We now have 17 objectives of sustainable development and 169 goals (11). These goals mention “universal access to reproductive health” many times. In objective 3 of this list is included guaranteeing, before the year 2030, “universal access to sexual and reproductive health services, including those of family planning, information, and education.” Likewise, objective 5, “obtain gender equality and empower all women and girls”, establishes the goal of “assuring the universal access to sexual and reproductive health and reproductive rights in conformity with the action program of the International Conference on Population and Development, the Action Platform of Beijing”. It cannot be forgotten that the term universal access to sexual and reproductive health includes universal access to abortion and contraception.
 Currently, 830 women die every day through preventable maternal causes; of these deaths, 99% occur in developing countries, more than half in fragile environments and in humanitarian contexts (12). 216 million women cannot access modern contraception methods and the majority live in the nine poorest countries in the world and in a cultural environment proper to the decades of the seventies (13). This number only includes women from 15 to 49 years in any marital state, that is to say, the number that takes all women into account is much greater. Achieving the proposed objectives would entail preventing 67 million unwanted pregnancies and reducing maternal deaths by two thirds. We currently have a high, unsatisfied demand for modern contraceptives, with extremely low use of reversible, long term methods (intrauterine devices and subdermal implants) which are the most effect ones with best adherence (14).
 There is not a single objective among the 17 Objectives of Sustainable Development where contraception does not have a prominent role: from the first one that refers to ending poverty, going through the fifth one about gender equality, the tenth of inequality reduction among countries and within the same country, until the sixteenth related with peace and justice. If we want to change the world, we should procure universal access to contraception without myths or barriers. We have the moral obligation of achieving the irradiation of extreme poverty and advancing the construction of more equal, just, and happy societies.
 In emergency contraception (EC), we are very far from reaching expectations. If in reversible, long-term methods we have low prevalence, in EC the situation gets worse. Not all faculties in the region look at this topic, and where it is looked at, there is no homogeneity in content, not even within the same country. There are still myths about their real action mechanisms. There are countries, like Honduras, where it is prohibited and there is no specific medicine, the same case as in Haiti. Where it is available, access is dismal, particularly among girls, adolescents, youth, migrants, afro-descendent, and indigenous. The multiple barriers for the effective use of emergency contraceptives must be knocked down, and to work toward that we have to destroy myths and erroneous perceptions, taboos and cultural norms; achieve changes in laws and restrictive rules within countries, achieve access without barriers to the EC; work in union with other sectors; train health personnel and the community. It is necessary to transform the attitude of health personal to a service above personal opinion.
 Reflecting on what has occurred after the ICPD in Cairo, their Action Program changed how we look at the dynamics of population from an emphasis on demographics to a focus on the people and human rights. The governments agreed that, in this new focus, success was the empowerment of women and the possibility of choice through expanded access to education, health, services, and employment among others. Nonetheless, there have been unequal advances and inequality persists in our region, all the goals were not met, the sexual and reproductive goals continue beyond the reach of many women (15). There is a long road ahead until women and girls of the world can claim their rights and liberty of deciding. Globally, maternal deaths have been reduced, there is more qualified assistance of births, more contraception prevalence, integral sexuality education, and access to SRH services for adolescents are now recognized rights with great advances, and additionally there have been concrete gains in terms of more favorable legal frameworks, particularly in our region; nonetheless, although it’s true that the access condition have improved, the restrictive laws of the region expose the most vulnerable women to insecure abortions.
 There are great challenges for governments to recognize SRH and the DSR as integral parts of health systems, there is an ample agenda against women. In that sense, access to SRH is threatened and oppressed, it requires multi-sector mobilization and litigation strategies, investigation and support for the support of women’s rights as a multi-sector agenda.
 Looking forward, we must make an effort to work more with youth to advance not only the Action Program of the ICPD, but also all social movements. They are one of the most vulnerable groups, and the biggest catalyzers for change. The young population still faces many challenges, especially women and girls; young girls are in particularly high risk due to lack of friendly and confidential services related with sexual and reproductive health, gender violence, and lack of access to services. In addition, access to abortion must be improved; it is the responsibility of states to guarantee the quality and security of this access. In our region there still exist countries with completely restrictive frameworks.
 New technologies facilitate self-care (16), which will allow expansion of universal access, but governments cannot detach themselves from their responsibility. Self-care is expanding in the world and can be strategic for reaching the most vulnerable populations. There are new challenges for the same problems, that require a re-interpretation of the measures necessary to guaranty the DSR of all people, in particular women, girls, and in general, marginalized and vulnerable populations. It is necessary to take into account migrations, climate change, the impact of digital media, the resurgence of hate discourse, oppression, violence, xenophobia, homo/transphobia, and other emergent problems, as SRH should be seen within a framework of justice, not isolated.
 We should demand accountability of the 179 governments that participate in the ICPD 25 years ago and the 193 countries that signed the Sustainable Development Objectives. They should reaffirm their commitments and expand their agenda to topics not considered at that time. Our region has given the world an example with the Agreement of Montevideo, that becomes a blueprint for achieving the action plan of the CIPD and we should not allow retreat. This agreement puts people at the center, especially women, and includes the topic of abortion, inviting the state to consider the possibility of legalizing it, which opens the doors for all governments of the world to recognize that women have the right to choose on maternity. This agreement is much more inclusive:
 Considering that the gaps in health continue to abound in the region and the average statistics hide the high levels of maternal mortality, of sexually transmitted diseases, of infection by HIV/AIDS, and the unsatisfied demand for contraception in the population that lives in poverty and rural areas, among indigenous communities, and afro-descendants and groups in conditions of vulnerability like women, adolescents and incapacitated people, it is agreed: 
 33- To promote, protect, and guarantee the health and the sexual and reproductive rights that contribute to the complete fulfillment of people and social justice in a society free of any form of discrimination and violence.
 37- Guarantee universal access to quality sexual and reproductive health services, taking into consideration the specific needs of men and women, adolescents and young, LGBT people, older people and people with incapacity, paying particular attention to people in a condition of vulnerability and people who live in rural and remote zone, promoting citizen participation in the completing of these commitments.
 42- To guarantee, in cases in which abortion is legal or decriminalized in the national legislation, the existence of safe and quality abortion for non-desired or non-accepted pregnancies and instigate the other States to consider the possibility of modifying public laws, norms, strategies, and public policy on the voluntary interruption of pregnancy to save the life and health of pregnant adolescent women, improving their quality of life and decreasing the number of abortions (17).

In recent years, STEAM (Science, Technology, Engineering, Art, and Mathematics) has received wide attention. STEAM complements early childhood learning needs in honing 2nd century skills. This study aims to introduce a loose section in early childhood learning to pre-service teachers and then to explore their perceptions of how to use loose parts in supporting STEAM. The study design uses qualitative phenomenological methods. FGDs (Focus Group Discussions) are used as data collection instruments. The findings point to two main themes that emerged from the discussion: a loose section that supports freedom of creation and problem solving. Freedom clearly supports science, mathematics and arts education while problem solving significantly supports engineering and technology education.

Abstract:
The Christian Foundation for Children and Aging (CFCA) is an organization that responds to environmental awareness and education through an environmental recollection. Environmental recollection was conducted among twenty student respondents who are scholars of CFCA. Using a researcher-developed questionnaire, data on the level of knowledge on four environmental issues: global warming, climate change, waste management and resource preservation and the action plans were gathered. Results show that the student respondents are well informed of the environmental issues prior to the environmental recollection but a significant increase in the level of knowledge was found after the environmental recollection. The students strongly agree on the plan to preserve the resources and the proper waste management procedures. All the students get information on environmental issues from their teachers, while majority also obtain them from media and seminars. Other information was obtained from home through their parents, classmates, and pamphlets. There is significant association between prior level of knowledge in waste management, prior level of knowledge in resource preservation and the post level of knowledge in all environmental issues and number of sources from which they get the information. Environmental recollection is a good tool in awakening the students in the current environmental situation. Abstract:
Introduction: The worldwide contingency for Covid-19 disease has caused substantial changes in the lifestyle of the population, modifying consumption habits, and perceptions of individuals. In the case of young people, the pandemic has revealed problems, needs, and challenges related to health, violence, education, and employment. Method: The objective of this study is to identify the perceptions of the young population aged 16 to 29 years in the city of Morelia, Michoacan, Mexico, during the health contingency of the Covid-19 disease generated by the new coronavirus SarsCov-2. The sample consists of 1386 cases, collected from May to July. The stratified sampling by quotas was used to ensure the representation of the entire young population in the metropolitan area of ​​the municipality. The measurement instrument consists of 48 questions divided into 5 elements: Perception of contingency, Physical and Mental Health, Education, Employment, and Consumption Habits. Results: In the study, 847 women and 539 men participated, being 61.1% of feminine gender and 38.9% masculine individuals; 84.9% of the participating individuals declared to pass the contingency with family members. The marital status of the participants is 87.7% single, 6.3% married, and 7.9% in concubinage. 20.6% of the respondents declared to be in charge of children, and 18.3% to be in charge of people over 65 years old. 65.9% of the participants declared to stay at home and only leave for specific situations; On the other hand, government official press conferences and social networks, followed by open and pay-tv have been the most used media to be informed. There is a strong interest in receiving information about Covid-19 and psychological care, as well as receiving consultations and medicines at home, also the main concerns of young people are the family and personal financial aspects. Areas affected by young people highlighted job stability, job opportunities, and are feared that school cycles will not be completed satisfactorily. Discussion or Conclusion: The main findings of this study are that the young population of the city seeks official information from the Ministry of Health through electronic means, as well as consuming information such as government conferences. In the health section, the youths have declared substantial changes in their physical and mental health, related to confinement and physical distance measures. In the education section, the participants mentioned a decrease interest in academic issues and a considerable increase in the academic load. In the employment section, the youths declared changes in the way of working, using digital tools, reducing time in the workplace. Finally, an increase in frequency and quantity consumed of alcohol, tobacco, coffee, and other psychotropic substances is declared, in addition to the time of browsing on social networks and the Internet.

Literature and society are closely connected. Literature arises, grows, and thrives in the society. One of the examples is a folktale which exists as one of the literary works that contain many messages. Bejiharjo Village located in Gunungkidul subdistrict, the special region of Yogyakarta, possesses a lot of folktales describing its indigenous traditions. The local indigenous traditions reflect moral values held by the society. One of the moral values is about ecology. The Bejiharjo’s folktales related to the environment are Asal – usul Bersih Kali, Asal – usul Goa Sriti, and Tragedy Kali Semilih. These traditions and stories have proven that the people still preserve and cling to their culture. Moreover, it also can be utilised as a means of ecological education for the society. This study discusses folktales contained environmental which can be used as a good carrier of messages in order to maintain the natural surroundings. Moreover, through these folk tales, people are made aware of the important existence of the environment in human lives. Then, the traditions are not only to be followed, but also to be understood its meaning through the folktales. The value of ecological education that is contained in the three folk tales are related to deforestation, preservation of forest ecosystems, and due to the destruction of springs. The ecological education can be carried out in the form of oral storytelling, providing reading materials and increasing interest of reading, and the preservation of the traditions associated with the folktale. This education involves all members of society from children, youths, and adults. Learning about nature can be carried out by understanding the variety of folk tales with an environmental theme.

Abstract The European Academy of Childhood Disability is an academic association with over 500 members (health, social work and educational professionals working with children with disability) from some 35 different countries. The Academy wishes to put families at the heart of its agenda. Partnership with families has the potential to improve care and education outcomes and renew practice. It may also facilitate understanding between professionals and families. To this end for the annual conference in Paris a series of structured interactive group activities have been designed to facilitate the sharing of experience and expression of families and to gather their concerns. These activities designed by disability specialists in partnership with family representatives call on small group work “world café” style focus group methodology. They are structured, varied, interactive and take place in a specially organized conference session over 3 hours. Sensitive feedback is provided by experienced pediatricians in the childhood disability field. Parents provide narratives of significant experiences for their children prior to the conference. These are shared in groups of 3. Questions explored include “What matters for the happiness of your children? “Please give examples of things which have happened in your child’s life which seem to be key experiences” Relating to the concept of F-words, (Rosenbaum, Gorter, 2011) parents have also been asked to consider different dimensions of their children’s well-being such as friendship, functioning, fitness, family, fun, and future. Group discussions are noted, recorded, retranscribed and analysed allowing, the gain of insights and providing possible building blocks for professional training. Such qualitative data allows new topics and research on a joint family-professional agenda to emerge. These may be tackled at future conferences thus building bridges between specialists and families.

The article examines the features of the process of professional training of future teachers — educators of preschool children and primary school teachers, in particular, in the development of public health; analyses the experience of the formation of the readiness of students of pedagogical specialties for the development of personal skills of healthy ways of lifestyle and promotion of favorable natural and social environment during pedagogical practice for future professional activities. The presented study uses a set of methods: general scientific (analysis, synthesis, comparison, contrasting, systematization, generalization), empirical (observation, conversations, questionnaires) for the formation and awareness of public health values in the student community. For a comprehensive study of the issue, materials of conferences, forums, orders on the development of public health in Ukraine are considered. Scholars and specialists determine the main approaches to the development of public health: assessment of the state of public health; protection of health, including ensuring environmental safety, food products; assessment of risk factors for noncommunicable diseases (tobacco, alcohol, nutrition and physical activity); information and explanatory activities; enhancing research in the field of health. The goal of scientific research is realised. The results of the work show high efficiency in implementing organizational and pedagogical aspects of the content of educational programs in the professional training of future teachers in the development of public health. Theoretical understanding and the obtained results of practical work with students of the first (Bachelor’s) educational level of specialties 012 “Preschool Education and 013 Primary Education” make it possible to determine the essence and content of the development of elements of public health during the student life of applicants for higher education and for the future professional activities of teachers of preschool and primary education. In our further research on a certain problem, we aim at monitoring the level of public health formation among students of the second (Master’s) educational level and their preparedness to perform the functions of experts to ensure conditions for the implementation of the content of health-saving activities in the Pedagogical Institute

Introduction I think the Privacy Act is a huge edifice to protect the minority of things that could go wrong. I’ve got a good example for you, I’m just trying to think … yeah the worst one I’ve ever seen was the Balga Youth Program where we took these students on a reward excursion all the way to Fremantle and suddenly this very alienated kid started to jump under a bus, a moving bus so the kid had to be restrained. The cops from Fremantle arrived because all the very good people in Fremantle were alarmed at these grown-ups manhandling a kid and what had happened is that DCD [Department of Community Development] had dropped him into the program but hadn’t told us that this kid had suicide tendencies. No, it’s just chronically bad. And there were caseworkers involved and … there is some information that we have to have that doesn’t get handed down. Rather than a blanket rule that everything’s confidential coming from them to us, and that was a real live situation, and you imagine how we’re trying to handle it, we had taxis going from Balga to Fremantle to get staff involved and we only had to know what to watch out for and we probably could have … well what you would have done is not gone on the excursion I suppose (School Principal, quoted in Balnaves and Luca 49). These comments are from a school principal in Perth, Western Australia in a school that is concerned with “at-risk” students, and in a context where the Commonwealth Privacy Act 1988 has imposed limitations on their work. Under this Act it is illegal to pass health, personal or sensitive information concerning an individual on to other people. In the story cited above the Department of Community Development personnel were apparently protecting the student’s “negative right”, that is, “freedom from” interference by others. On the other hand, the principal’s assertion that such information should be shared is potentially a “positive right” because it could cause something to be done in that person’s or society’s interests. Balnaves and Luca noted that positive and negative rights have complex philosophical underpinnings, and they inform much of how we operate in everyday life and of the dilemmas that arise (49). For example, a ban on euthanasia or the “assisted suicide” of a terminally ill person can be a “positive right” because it is considered to be in the best interests of society in general. However, physicians who tacitly approve a patient’s right to end their lives with a lethal dose by legally prescribed dose of medication could be perceived as protecting the patient’s “negative right” as a “freedom from” interference by others. While acknowledging the merits of collaboration between people who are working to improve the wellbeing of students “at-risk”, this paper examines some of the barriers to collaboration. Based on both primary and secondary sources, and particularly on oral testimonies, the paper highlights the tension between privacy as a negative right and collaborative helping as a positive right. It also points to other difficulties and dilemmas within and between the institutions engaged in this joint undertaking. The authors acknowledge Michel Foucault’s contention that discourse is power. The discourse on privacy and the sharing of information in modern societies suggests that privacy is a negative right that gives freedom from bureaucratic interference and protects the individual. However, arguably, collaboration between agencies that are working to support individuals “at-risk” requires a measured relaxation of the requirements of this negative right. Children and young people “at-risk” are a case in point. Towards Collaboration From a series of interviews conducted in 2004, the school authorities at Balga Senior High School and Midvale Primary School, people working for the Western Australian departments of Community Development, Justice, and Education and Training in Western Australia, and academics at the Edith Cowan and Curtin universities, who are working to improve the wellbeing of students “at-risk” as part of an Australian Research Council (ARC) project called Smart Communities, have identified students “at-risk” as individuals who have behavioural problems and little motivation, who are alienated and possibly violent or angry, who under-perform in the classroom and have begun to truant. They noted also that students “at-risk” often suffer from poor health, lack of food and medication, are victims of unwanted pregnancies, and are engaged in antisocial and illegal behaviour such as stealing cars and substance abuse. These students are also often subject to domestic violence (parents on drugs or alcohol), family separation, and homelessness. Some are depressed or suicidal. Sometimes cultural factors contribute to students being regarded as “at-risk”. For example, a social worker in the Smart Communities project stated: Cultural factors sometimes come into that as well … like with some Muslim families … they can flog their daughter or their son, usually the daughter … so cultural factors can create a risk. Research elsewhere has revealed that those children between the ages of 11-17 who have been subjected to bullying at school or physical or sexual abuse at home and who have threatened and/or harmed another person or suicidal are “high-risk” youths (Farmer 4). In an attempt to bring about a positive change in these alienated or “at-risk” adolescents, Balga Senior High School has developed several programs such as the Youth Parents Program, Swan Nyunger Sports Education program, Intensive English Centre, and lower secondary mainstream program. The Midvale Primary School has provided services such as counsellors, Aboriginal child protection workers, and Aboriginal police liaison officers for these “at-risk” students. On the other hand, the Department of Community Development (DCD) has provided services to parents and caregivers for children up to 18 years. Academics from Edith Cowan and Curtin universities are engaged in gathering the life stories of these “at-risk” students. One aspect of this research entails the students writing their life stories in a secured web portal that the universities have developed. The researchers believe that by engaging the students in these self-exploration activities, they (the students) would develop a more hopeful outlook on life. Though all agencies and educational institutions involved in this collaborative project are working for the well-being of the children “at-risk”, the Privacy Act forbids the authorities from sharing information about them. A school psychologist expressed concern over the Privacy Act: When the Juvenile Justice Department want to reintroduce a student into a school, we can’t find out anything about this student so we can’t do any preplanning. They want to give the student a fresh start, so there’s always that tension … eventually everyone overcomes [this] because you realise that the student has to come to the school and has to be engaged. Of course, the manner and consequences of a student’s engagement in school cannot be predicted. In the scenario described above students may have been given a fair chance to reform themselves, which is their positive right but if they turn out to be at “high risk” it would appear that the Juvenile Department protected the negative right of the students by supporting “freedom from” interference by others. Likewise, a school health nurse in the project considered confidentiality or the Privacy Act an important factor in the security of the student “at-risk”: I was trying to think about this kid who’s one of the children who has been sexually abused, who’s a client of DCD, and I guess if police got involved there and wanted to know details and DCD didn’t want to give that information out then I’d guess I’d say to the police “Well no, you’ll have to talk to the parents about getting further information.” I guess that way, recognising these students are minor and that they are very vulnerable, their information … where it’s going, where is it leading? Who wants to know? Where will it be stored? What will be the outcomes in the future for this kid? As a 14 year old, if they’re reckless and get into things, you know, do they get a black record against them by the time they’re 19? What will that information be used for if it’s disclosed? So I guess I become an advocate for the student in that way? Thus the nurse considers a sexually abused child should not be identified. It is a positive right in the interest of the person. Once again, though, if the student turns out to be at “high risk” or suicidal, then it would appear that the nurse was protecting the youth’s negative right—“freedom from” interference by others. Since collaboration is a positive right and aims at the students’ welfare, the workable solution to prevent the students from suicide would be to develop inter-agency trust and to share vital information about “high-risk” students. Dilemmas of Collaboration Some recent cases of the deaths of young non-Caucasian girls in Western countries, either because of the implications of the Privacy Act or due to a lack of efficient and effective communication and coordination amongst agencies, have raised debates on effective child protection. For example, the British Laming report (2003) found that Victoria Climbié, a young African girl, was sent by her parents to her aunt in Britain in order to obtain a good education and was murdered by her aunt and aunt’s boyfriend. However, the risk that she could be harmed was widely known. The girl’s problems were known to 6 local authorities, 3 housing authorities, 4 social services, 2 child protection teams, and the police, the local church, and the hospital, but not to the education authorities. According to the Laming Report, her death could have been prevented if there had been inter-agency sharing of information and appropriate evaluation (Balnaves and Luca 49). The agencies had supported the negative rights of the young girl’s “freedom from” interference by others, but at the cost of her life. Perhaps Victoria’s racial background may have contributed to the concealment of information and added to her disadvantaged position. Similarly, in Western Australia, the Gordon Inquiry into the death of Susan Taylor, a 15 year old girl Aboriginal girl at the Swan Nyungah Community, found that in her short life this girl had encountered sexual violation, violence, and the ravages of alcohol and substance abuse. The Gordon Inquiry reported: Although up to thirteen different agencies were involved in providing services to Susan Taylor and her family, the D[epartment] of C[ommunity] D[evelopment] stated they were unaware of “all the services being provided by each agency” and there was a lack of clarity as to a “lead coordinating agency” (Gordon et al. quoted in Scott 45). In this case too, multiple factors—domestic, racial, and the Privacy Act—may have led to Susan Taylor’s tragic end. In the United Kingdom, Harry Ferguson noted that when a child is reported to be “at-risk” from domestic incidents, they can suffer further harm because of their family’s concealment (204). Ferguson’s study showed that in 11 per cent of the 319 case sample, children were known to be re-harmed within a year of initial referral. Sometimes, the parents apply a veil of secrecy around themselves and their children by resisting or avoiding services. In such cases the collaborative efforts of the agencies and education may be thwarted. Lack of cultural education among teachers, youth workers, and agencies could also put the “at-risk” cultural minorities into a high risk category. For example, an “at-risk” Muslim student may not be willing to share personal experiences with the school or agencies because of religious sensitivities. This happened in the UK when Khadji Rouf was abused by her father, a Bangladeshi. Rouf’s mother, a white woman, and her female cousin from Bangladesh, both supported Rouf when she finally disclosed that she had been sexually abused for over eight years. After group therapy, Rouf stated that she was able to accept her identity and to call herself proudly “mixed race”, whereas she rejected the Asian part of herself because it represented her father. Other Asian girls and young women in this study reported that they could not disclose their abuse to white teachers or social workers because of the feeling that they would be “letting down their race or their Muslim culture” (Rouf 113). The marginalisation of many Muslim Australians both in the job market and in society is long standing. For example, in 1996 and again in 2001 the Muslim unemployment rate was three times higher than the national total (Australian Bureau of Statistics). But since the 9/11 tragedy and Bali bombings visible Muslims, such as women wearing hijabs (headscarves), have sometimes been verbally and physically abused and called ‘terrorists’ by some members of the wider community (Dreher 13). The Howard government’s new anti-terrorism legislation and the surveillance hotline ‘Be alert not alarmed’ has further marginalised some Muslims. Some politicians have also linked Muslim asylum seekers with terrorists (Kabir 303), which inevitably has led Muslim “at-risk” refugee students to withdraw from school support such as counselling. Under these circumstances, Muslim “at-risk” students and their parents may prefer to maintain a low profile rather than engage with agencies. In this case, arguably, federal government politics have exacerbated the barriers to collaboration. It appears that unfamiliarity with Muslim culture is not confined to mainstream Australians. For example, an Aboriginal liaison police officer engaged in the Smart Communities project in Western Australia had this to say about Muslim youths “at-risk”: Different laws and stuff from different countries and they’re coming in and sort of thinking that they can bring their own laws and religions and stuff … and when I say religions there’s laws within their religions as well that they don’t seem to understand that with Australia and our laws. Such generalised misperceptions of Muslim youths “at-risk” would further alienate them, thus causing a major hindrance to collaboration. The “at-risk” factors associated with Aboriginal youths have historical connections. Research findings have revealed that indigenous youths aged between 10-16 years constitute a vast majority in all Australian States’ juvenile detention centres. This over-representation is widely recognised as associated with the nature of European colonisation, and is inter-related with poverty, marginalisation and racial discrimination (Watson et al. 404). Like the Muslims, their unemployment rate was three times higher than the national total in 2001 (ABS). However, in 1998 it was estimated that suicide rates among Indigenous peoples were at least 40 per cent higher than national average (National Advisory Council for Youth Suicide Prevention, quoted in Elliot-Farrelly 2). Although the wider community’s unemployment rate is much lower than the Aboriginals and the Muslims, the “at-risk” factors of mainstream Australian youths are often associated with dysfunctional families, high conflict, low-cohesive families, high levels of harsh parental discipline, high levels of victimisation by peers, and high behavioural inhibition (Watson et al. 404). The Macquarie Fields riots in 2005 revealed the existence of “White” underclass and “at-risk” people in Sydney. Macquarie Fields’ unemployment rate was more than twice the national average. Children growing up in this suburb are at greater risk of being involved in crime (The Age). Thus small pockets of mainstream underclass youngsters also require collaborative attention. In Western Australia people working on the Smart Communities project identified that lack of resources can be a hindrance to collaboration for all sectors. As one social worker commented: “government agencies are hierarchical systems and lack resources”. They went on to say that in their department they can not give “at-risk” youngsters financial assistance in times of crisis: We had a petty cash box which has got about 40 bucks in it and sometimes in an emergency we might give a customer a couple of dollars but that’s all we can do, we can’t give them any larger amount. We have bus/metro rail passes, that’s the only thing that we’ve actually got. A youth worker in Smart Communities commented that a lot of uncertainty is involved with young people “at-risk”. They said that there are only a few paid workers in their field who are supported and assisted by “a pool of volunteers”. Because the latter give their time voluntarily they are under no obligation to be constant in their attendance, so the number of available helpers can easily fluctuate. Another youth worker identified a particularly important barrier to collaboration: because of workers’ relatively low remuneration and high levels of work stress, the turnover rates are high. The consequence of this is as follows: The other barrier from my point is that you’re talking to somebody about a student “at-risk”, and within 14 months or 18 months a new person comes in [to that position] then you’ve got to start again. This way you miss a lot of information [which could be beneficial for the youth]. Conclusion The Privacy Act creates a dilemma in that it can be either beneficial or counter-productive for a student’s security. To be blunt, a youth who has suicided might have had their privacy protected, but not their life. Lack of funding can also be a constraint on collaboration by undermining stability and autonomy in the workforce, and blocking inter-agency initiatives. Lack of awareness about cultural differences can also affect unity of action. The deepening inequality between the “haves” and “have-nots” in the Australian society, and the Howard government’s harshness on national security issues, can also pose barriers to collaboration on youth issues. Despite these exigencies and dilemmas, it would seem that collaboration is “the only game” when it comes to helping students “at-risk”. To enhance this collaboration, there needs to be a sensible modification of legal restrictions to information sharing, an increase in government funding and support for inter-agency cooperation and informal information sharing, and an increased awareness about the cultural needs of minority groups and knowledge of the mainstream underclass. Singapore's water resources system is a strong illustration of the value of an integrated water resources management in urban enviroments. Today, urban water resources planning and environmental engineering are essential partners in the planning of tomorrow's urban environments - and not just as passive projects unnoticed by the public. In Singapore we can see the specific evolution from the separate development of water catchments and the control of monsoon flooding to the integrated water management strategy as exemplified today in the Marina Barrage. The multi-purpose project boosts Singapore's water supply by creating its first reservoir in the city, helps flood control and enhances the living environment of the city. Marina Barrage presented many interesting challenges in the development of a project whose impact was designed to far transcend the normal functional aspect of a large public works project. This paper will present the many potential public uses that were considered in the planning for the final facility. The motivation is that the 3P (people, public and private) sectors play an important part in sustaining water resources. Instead of designing the Marina Barrage as a conventional functional facility accessible only to operational staff, the project breaks new ground in taking an unconventional design approach. The facility was designed as an open facility to engage and inspire the public to care for water. Features for public education, lifestyle attraction, eating experiences, options for families to relax, play areas for children, attractions for overseas visitors, spaces for dedicated conferences and many more were considered. A multi-functional team of interior designers, landscape architects, researchers, art specialists, lighting specialists, environmentalists, etc was assembled and met continually as the design evolved. These evolving goals had to be integrated into the overall functional characteristics of the barrage. The resulting project is a world-class example of how a project initially conceived for water resources functional purpose can evolve not just into an iconic structure but one whose multi-functional capabilities have attracted huge attention from tourists and the people of Singapore. This is evidenced by more than 250,000 people visiting the facility in its first 6 months of operations, and the many families who spend relaxing time enjoying the various spaces at the Barrage. The evolution of the Marina Barrage in design and operation can act as a lesson for other cities considering similar large flood control or water supply projects. The success of the Marina Barrage's 3P mission indicates how for a relatively little increase in cost these facilities can play a major role in enhancing urban lifestyle in sustainable cities.

This article analyses the public persona of Jeremy Gilley, a documentary filmmaker, peace campaigner, and the founder of the organisation Peace One Day (POD). It begins by outlining how Gilley’s persona is presented in a manner which resonates with established archetypes of social campaigners, and how this creates POD’s legitimacy among grassroots organisations. I then describe a distinct, but not inconsistent, facet of Gilley’s persona which speaks specifically to entrepreneurs. The article outlines how Gilley’s individuality works to simultaneously address these overlapping audiences and argues that his persona can be read as an articulation of social entrepreneurship. Gilley represents an example of a public personality working to “crystallise issues and to normativise debates” (Marshall “Personifying” 370) concerning corporate involvement with non-profit organisations and the marketisation of the non-profit sector. Peace One Day (POD) is a UK-based non-profit organisation established in 1999 by actor-turned-documentary-filmmaker Jeremy Gilley. In the 1990s, while filming a documentary about global conflict, Gilley realised there was no internationally recognised day of ceasefire and non-violence. He created POD to found such a day and began lobbying the United Nations. In 2001, the 111th plenary meeting of the General Assembly passed a resolution which marked 21 September as the annual International Day of Peace (United Nations). Since 2001, POD has worked to create global awareness of Peace Day. By 2006, other NGOs began using the day to negotiate 24-hour ceasefires in various conflict zones, allowing them to carry out work in areas normally too dangerous to enter. For example, in 2007, the inoculation of 1.3 million Afghan children against polio was possible due to an agreement from the Taliban to allow safe passage to agencies working in the country during the day. This was repeated in subsequent years and, by 2009, 4.5 million children had been immunised (POD Part Three). While neither POD nor Gilley played a direct part in the polio vaccination programmes or specific ceasefires, his organisation acted as a catalyst for such endeavours and these initiatives would not have occurred without POD’s efforts.Gilley is not only the founder of POD, he is also the majority shareholder, key decision-maker, and predominant public spokesperson in this private, non-charitable, non-profit organisation (Frances 73). While POD’s celebrity supporters participate in press conferences, it is Gilley who does most to raise awareness. His public persona is inextricably linked with POD and is created through a range of presentational media with which he is engaged. These include social media content, regular blogposts on POD’s website, as well as appearances at a series of speaking events. Most significantly, Gilley establishes his public persona through a number of documentary films (Peace One Day; Day After; POD Part Three), which are shot largely from his perspective and narrated by his voiceover, and which depict POD’s key struggles and successes.The Peace Campaigner as an Activist and Entrepreneur In common with other non-profit organisations, POD relies on celebrities from the entertainment industries. It works with them in two key ways: raising the public profile of the organisation, and shaping the public persona of its founder by inviting comparisons of their perceived exceptionalness with his ostensible ordinariness. For example, Gilley’s documentaries depict various press conferences held by POD over a number of years. Those organised prior to POD recruiting celebrity spokespeople were “completely ignored by the media” whereas those held after celebrity backing from Jude Law and Angelina Jolie had been secured attracted considerable interest (Day After). Gilley explains his early difficulties in publicising his message by suggesting that he “was a nobody” (POD Part Three). This representation as a “nobody” or, more diplomatically, as “ordinary,” is a central component of Gilley’s persona. “Ordinariness” here means situating Gilley outside the political and entertainment elites and aligning him with more everyday suburban settings. This is done through a combination of the aesthetic qualities of his public presentation and his publically narrated back-story.Aesthetically speaking, Gilley presents his ordinariness through his casual attire and long hair. His appearance is similar to the campaigners, youth groups and school children he addresses, suggesting he is a representative of that demographic but also distancing him from political elites. The diplomats Gilley meets, such as those at the UN, wear the appropriate attire for their elite political setting: suits. In one key scene in the documentary Peace One Day, Gilley makes his first trip to the UN to meet Kofi Annan, UN General Secretary at the time, and appears at their doors clean cut and suitably dressed. He declares that his new appearance was designed to aid his credibility with the UN. Yet, at the same time, he makes explicit that he borrowed the suit from a friend and the tie from his grandfather and, prior to the meeting, it was decided, “the pony tail had to go.” Thus Gilley seeks the approval of both political elites and the ordinary public, and constructs a persona that speaks to both, though he aligns himself with the latter.Gilley’s back-story permeates his films and works to present his ordinariness. For example, POD has humble beginnings as an almost grassroots, family-run organisation, and Gilley depicts a campaign run on a shoestring from his mother’s spare bedroom in an ordinary suburban home. Although British Airways provided free flights from the organisation’s outset, Gilley shows his friends volunteering their time by organising fundraising events. POD’s modest beginnings are reflected in its founder, who confides about both his lack of formal education and lack of success as an actor (Day After). This “ordinariness” is constructed in opposition to the exceptional qualities of POD’s A-list celebrity backers—such as Angelina Jolie, who does enjoy success as an actor. This contrast is emphasised by inviting Jolie into Gilley’s everyday domestic setting and highlighting the icons of success she brings with her. For example, at his first meeting with Jolie, Gilley waits patiently for her and remarks about the expensive car which eventually arrives outside his house, denoting Jolie’s arrival. He notes in the voiceover to his The Day after Peace documentary, “this was unbelievable, Angelina Jolie sat on my sofa asking me what she could do, I couldn’t stop talking. I was so nervous.”Gilley promotes his ordinariness by using aesthetics and personal narrative. Evidence of how he struggled to realise his goals and the financial burdens he carried (Peace One Day) suggest that there is something authentic about Gilley’s vision for Peace Day. This also helps Gilley to align his public persona with common understandings of the political activist as a prophetic social visionary. POD is able to tap into the idea of the power of the individual as a force for change with references to Martin Luther King and Gandhi. Although Gilley makes no direct comparison between himself and these figures, blog entries such as “ten years ago, I had an idea; I dared to dream that I could galvanise the countries of the world to recognise an official day of ceasefire and nonviolence. Mad? Ambitious? Idealistic? All of the above” (Gilley “Dream”), invite comparisons with King’s “I Have a Dream” speech. This is further augmented by references to Gilley as an outsider to political establishments, such as the UN, which he is sure have “become cynical about the opportunity” they have to unite the world (BBC Interview).Interestingly, Gilley’s presentation as a pragmatic “change-maker” whose “passion is contagious” (Ahmad Fawzi, in POD Concert) also aligns him with a second figure: the entrepreneur. Where Gilley’s performances at school and community groups present his persona as an activist, his entrepreneur persona is presented through his performances at a series of business seminars. These seminars, entitled “Unleash Your Power of Influence,” are targeted towards young entrepreneurs and business-people very much consistent with the “creative class” demographic (Florida). The speakers, including Gilley, have all been successful in business (POD is a private company) and they offer to their audiences motivational presentations, and business advice. Although a semi-regular occurrence, it is the first two events held in July 2010 (Unleash 1) and November 2010 (Unleash 2) that are discussed here. Held in a luxury five-star London hotel, the events demonstrate a starkly different aspect of POD than that presented to community groups and schools, and the amateur grassroots ethic presented in Gilley’s documentary films—for example, tickets for Unleash 2 started at £69 and offered ‘goody bags’ for £95 (author’s observation of the event)—yet consistencies remain.Aesthetically speaking, Gilley’s appearance signifies a connection with these innovative, stereotypically young, founders of start-up companies and where Gilley is an outsider to political organisations; they are outsiders to business establishments. Further, many of these companies typically started, like POD, in a spare bedroom. The speakers at the Unleash events provide insights into their background which frequently demonstrate a rise from humble beginnings to business success, in the face of adversity, and as a result of innovation and perseverance. Gilley is not out of place in this environment and the modest beginnings of POD are relayed to his audience in a manner which bears a striking similarity to his for-profit counterparts.An analysis of Gilley’s presentations at these events demonstrates clear links between the dual aspects of Gilley’s public persona, the political economy of POD, and the underlying philosophy of the organisation—social entrepreneurship. The next section sets out some of the principals of social entrepreneurship and how the aspects of Gilley’s persona, outlined above, reinforce these.Personifying Social EnterpriseGenerally speaking, the business literature greatly emphasises entrepreneurs as “resourceful, value-creating change agents” who are “never satisfied with the status quo [... and are] a forceful engine of growth in our economy” (Dees and Economy 3-4). More recently, the focus of discussion has included social entrepreneurs. These individuals work within “an organisation that attacks [social and environmental] problems through a business format, even if it is not legally structured as a profit-seeking entity” (Bornstein and Davis xv) and advocate commercially oriented non-profit organisations that establish “win-win” relationships between non-profits and business.This coming together of the for- and non-profit sectors has range of precedents, most notably in “philanthrocapitalism” (Bishop and Green) and the types of partnerships established between corporations and environmentalists, such as Greenpeace Australia (Beder). However, philanthrocapitalism often encompasses the application of business methods to social problems by those who have amassed fortunes in purely commercial ventures (such as Bill Gates), and Beder’s work describes established for- and non-profit institutions working together. While social entrepreneurship overlaps with these, social entrepreneurs seek to do well by doing good by making a profit while simultaneously realising social goals (Bornstein and Davis 25).Read as an articulation of the coming together of the activist and the entrepreneur, Gilley’s individuality encapsulates the social enterprise movement. His persona draws from the commonalities between the archetypes of the traditional grassroots activist and start-up entrepreneur, as pioneering visionary and outsider to the establishment. While his films establish his authenticity among politically attuned members of the public, his appearances at the Unleash events work to signify the legitimacy of his organisation to those who identify with social entrepreneurialism and take the position that business should play a positive role in social causes. As an activist, Gilley’s creates his persona through his aesthetic qualities and a performance that draws on historical precedents of social prophets. As an entrepreneur, Gilley draws on the same aesthetic qualities and, through his performance, mitigates the types of disjuncture evident in the 1980s between environmental activists, politicians and business leaders, when environmentalist’s narratives “were perceived as flaky and failed to transform” (Robèrt 7). To do this, Gilley reconstitutes social and environmental problems (such as conflict) within a market metric, and presents the market as a viable and efficient solution. Consequently, Gilley asserts that “we live in a culture of war because war makes money, we need to live in a culture of peace,” and this depends on “if we can make it economical, if we can make the numbers add up” (Unleash).Social enterprises often eschew formal charity and Gilley is consistent with this when he states that “for me, I think it has to be about business. [...] I think if it’s about charity it’s not going to work for me.” Gilley asserts that partnerships with corporations are essential as “our world is going to change, when the corporate sector becomes engaged.” He, therefore, “want[s] to work with large corporations” in order to “empower individuals to be involved in the process of [creating] a more peaceful and sustainable world” (Unleash). One example of POD’s success in this regard is a co-venture with Coca-Cola.To coincide with Peace Day in 2007, POD and Coca-Cola entered into a co-branding exercise which culminated in a sponsorship deal with the POD logo printed on Coca-Cola packaging. Prior to this, Gilley faced a desperate financial situation and conceded that the only alternative to a co-venture with Coca-Cola was shutting down POD (Day After). While Coca-Cola offered financial support and the potential to spread Gilley’s message through the medium of the Coke can, POD presumably offered good publicity to a corporation persistently the target of allegations of unethical practice (for example, Levenson-Estrada; Gill; Thomas). Gilley was aware of the potential image problems caused by a venture with Coke but accepted the partnership on pragmatic grounds, and with the proviso that Coke’s sponsorship not accompany any attempt to influence POD. Gilley, in effect, was using Coca-Cola, displaying the political independence of the social visionary and the pragmatism of the entrepreneur. By the same token, Coca-Cola was using POD to garner positive publicity, demonstrating the nature of this “win-win” relationship.In his film, Gilley consults Ray C. Anderson, social enterprise proponent, about his ethical concerns. Anderson explains the merits of working with Coke. In his Unleash addresses, such ethical considerations do not feature. Instead, it is relayed that Coca-Cola executives were looking to become involved with a social campaign, consistent with the famous 1970s hilltop advertisement of “teaching the world to sing in harmony.” From a meeting at Coca-Cola’s headquarters in Atlanta, Gilley reveals, a correlation emerged between Gilley’s emphasis on Peace Day as a moment of global unity—encapsulated by his belief that “the thing about corporations [...] the wonderful thing about everybody […] is that everybody’s just like us” (Unleash)—and the image of worldwide harmony that Coca-Cola wanted to portray. It is my contention that Gilley’s public persona underpinned the manner in which this co-branding campaign emerged. This is because his persona neatly tied the profit motive of the corporation to the socially spirited nature of the campaign, and spoke to Coca-Cola in a manner relatable to the market. At the same time, it promoted a social campaign premised on an inclusiveness that recast the corporation as a concerned global citizen, and the social campaigner as a free-market agent.Persona in the Competitive Non-Profit SectorThrough a series of works P. David Marshall charts the increasing centrality of individuality as “one of the ideological mainstays of consumer capitalism [...and] equally one of the ideological mainstays of how democracy is conceived” (Marshall “New Media-New Self” 635). Celebrity, accordingly, can be thought of as a powerful discourse that works “to make the cultural centrality of individuality concretely real” (Marshall “New Media-New Self” 635). Beyond celebrity, Marshall offers a wider framework that maps how “personalisation, individuality, and the move from the private to the public are now part of the wider populace rather than just at play in the representational field of celebrity” (Marshall, “Persona” 158). This framework includes fundamental changes to the global, specifically Western, labour market that, while not a fait accompli, point to a more competitive environment in which “greater portions of the culture are engaged in regular—probably frequent—selling of themselves” and where self-promotion becomes a key tool (Marshall, “Persona” 158). Therefore, while consumerism comprises a backdrop to the proliferation of celebrity culture, competition within market capitalism contributes to the wider expansion of personalisation and individualism.The non-profit sector is also a competitive environment. UK studies have found an increase in the number of International NGOs of 46.6% from 1995/6-2005/6 (Anheier, Kaldor, and Glasius. 310). At the same time, the number of large charities (with an income greater than £10 million) rose, between 1999-2013, from 307 to 1,005 and their annual income rose from approximately £10bn to £36bn (Charity Commission). These quantitative changes in the sector have occurred alongside qualitative changes in terms of the orientation of individual organisations. For example, Epstein and Gang describe a non-profit sector in which NGOs compete against each other for funds from aid donors (state and private). It is unclear whether “aid will be allocated properly, say to the poorest or to maximize the social welfare” or to the “efficient aid-seekers” (294)—that is, NGOs with the greatest competitive capabilities. A market for public awareness has also emerged and, in an increasingly crowded non-profit sector, it is clearly important for organisations to establish a public profile that can gain attention.It is in this competitive environment that the public personae of activists become assets for NGOs, and Gilley constitutes a successful example of this. His persona demonstrates an organisation’s response to the competitive nature of the non-profit sector, by appealing to both traditional activist circles and the business sector, and articulating the social enterprise movement. Gilley effectively embodies social entrepreneurship—in his appearance, his performance and his back-story—bridging a gap between the for- and non-profit sectors. His persona helps legitimate efforts to recast the activist as an entrepreneur (and conversely, entrepreneurs as activists) by incorporating activist ideals (in this instance, peace) within a market framework. This, to return to Marshall’s argument, crystallises the issue of peace within market metrics such and normativises debates about the role of corporate actors as global citizens, presenting it as pragmatism and therefore “common sense.” This is not to undermine Gilley’s achievements but, instead, to point out how reading his public persona enables an understanding of efforts to marketise the non-profit sector and align peace activism with corporate power.References Anheier, Helmut K., Mary Kaldor, and Marlies Glasius. Abstract:
One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment.  Introduction One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney, is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Abstract:
Introduction The purpose of this paper is to explore discourses of ‘ability’ and ‘ableism’. Terms such as abled, dis-abled, en-abled, dis-enabled, diff-abled, transable, assume different meanings as we eliminate ‘species-typical’ as the norm and make beyond ‘species-typical’ the norm. This paper contends that there is a pressing need for society to deal with ableism in all of its forms and its consequences. The discourses around 'able' and 'ableism' fall into two main categories. The discourse around species-typical versus sub-species-typical as identified by certain powerful members of the species is one category. This discourse has a long history and is linked to the discourse around health, disease and medicine. This discourse is about people (Harris, "One Principle"; Watson; Duke) who portray disabled people within a medical model of disability (Finkelstein; Penney; Malhotra; British Film Institute; Oliver), a model that classifies disabled people as having an intrinsic defect, an impairment that leads to ‘subnormal’ functioning. Disability Studies is an academic field that questions the medical model and the issue of ‘who defines whom’ as sub-species typical (Taylor, Shoultz, and Walker; Centre for Disability Studies; Disability and Human Development Department; Disabilitystudies.net; Society for Disability Studies; Campbell). The other category is the discourse around the claim that one has, as a species or a social group, superior abilities compared to other species or other segments in ones species whereby this superiority is seen as species-typical. Science and technology research and development and different forms of ableism have always been and will continue to be inter-related. The desire and expectation for certain abilities has led to science and technology research and development that promise the fulfillment of these desires and expectations. And science and technology research and development led to products that enabled new abilities and new expectations and desires for new forms of abilities and ableism. Emerging forms of science and technology, in particular the converging of nanotechnology, biotechnology, information technology, cognitive sciences and synthetic biology (NBICS), increasingly enable the modification of appearance and functioning of biological structures including the human body and the bodies of other species beyond existing norms and inter and intra species-typical boundaries. This leads to a changed understanding of the self, the body, relationships with others of the species, and with other species and the environment. There are also accompanying changes in anticipated, desired and rejected abilities and the transhumanisation of the two ableism categories. A transhumanised form of ableism is a network of beliefs, processes and practices that perceives the improvement of biological structures including the human body and functioning beyond species-typical boundaries as the norm, as essential. It judges an unenhanced biological structure including the human body as a diminished state of existence (Wolbring, "Triangle"; Wolbring, "Why"; Wolbring, "Glossary"). A by-product of this emerging form of ableism is the appearance of the ‘Techno Poor impaired and disabled people’ (Wolbring, "Glossary"); people who don’t want or who can’t afford beyond-species-typical body ability enhancements and who are, in accordance with the transhumanised form of ableism, perceived as people in a diminished state of being human and experience negative treatment as ‘disabled’ accordingly (Miller). Ableism Today: The First Category Ableism (Campbell; Carlson; Overboe) privileges ‘species typical abilities’ while labelling ‘sub-species-typical abilities’ as deficient, as impaired and undesirable often with the accompanying disablism (Miller) the discriminatory, oppressive, or abusive behaviour arising from the belief that sub-species-typical people are inferior to others. To quote the UK bioethicist John Harris I do define disability as “a physical or mental condition we have a strong [rational] preference not to be in” and that it is more importantly a condition which is in some sense a “‘harmed condition’”. So for me the essential elements are that a disabling condition is harmful to the person in that condition and that consequently that person has a strong rational preference not to be in such a condition. (Harris, "Is There") Harris’s quote highlights the non acceptance of sub-species-typical abilities as variations. Indeed the term “disabled” is mostly used to describe a person who is perceived as having an intrinsic defect, an impairment, disease, or chronic illness that leads to ‘subnormal’ functioning. A low quality of life and other negative consequences are often seen as the inevitable, unavoidable consequence of such ‘disability’. However many disabled people do not perceive themselves as suffering entities with a poor quality of life, in need of cure and fixing. As troubling as it is, that there is a difference in perception between the ‘afflicted’ and the ‘non-afflicted’ (Wolbring, "Triangle"; also see references in Wolbring, "Science") even more troubling is the fact that the ‘non-afflicted’ for the most part do not accept the self-perception of the ‘afflicted’ if the self-perception does not fit the agenda of the ‘non-afflicted’ (Wolbring, "Triangle"; Wolbring, "Science"). The views of disabled people who do not see themselves within the patient/medical model are rarely heard (see for example the positive non medical description of Down Syndrome — Canadian Down Syndrome Society), blatantly ignored — a fact that was recognised in the final documents of the 1999 UNESCO World Conference on Sciences (UNESCO, "Declaration on Science"; UNESCO, "Science Agenda") or rejected as shown by the Harris quote (Wolbring, "Science"). The non acceptance of ‘sub-species-typical functioning’ as a variation as evident in the Harris quote, also plays itself out in the case that a species-typical person wants to become sub-species-typical. Such behaviour is classified as a disorder, the sentiment being that no one with sound mind would seek to become sub-species-typical. Furthermore many of the so called sub-species-typical who accept their body structure and its way of functioning, use the ability language and measure employed by species-typical people to gain social acceptance and environmental accommodations. One can often hear ‘sub-species-typical people’ stating that “they can be as ‘able’ as the species-typical people if they receive the right accommodations”. Ableism Today: The Second Category The first category of ableism is only part of the ableism story. Ableism is much broader and more pervasive and not limited to the species-typical, sub-species dichotomy. The second category of ableism is a set of beliefs, processes and practices that produce a particular understanding of the self, the body, relationships with others of the species, and with other species and the environment, based on abilities that are exhibited or cherished (Wolbring, "Why"; Wolbring, "NBICS"). This form of ableism has been used historically and still is used by various social groups to justify their elevated level of rights and status in relation to other social groups, other species and to the environment they live in (Wolbring, "Why"; Wolbring, "NBICS"). In these cases the claim is not about species-typical versus sub-species-typical, but that one has - as a species or a social group- superior abilities compared to other species or other segments in ones species. Ableism reflects the sentiment of certain social groups and social structures to cherish and promote certain abilities such as productivity and competitiveness over others such as empathy, compassion and kindness (favouritism of abilities). This favouritism for certain abilities over others leads to the labelling of those who exhibit real or perceived differences from these ‘essential’ abilities, as deficient, and can lead to or justify other isms such as racism (it is often stated that the favoured race has superior cognitive abilities over other races), sexism (at the end of the 19th Century women were viewed as biologically fragile, lacking strength), emotional (exhibiting an undesirable ability), and thus incapable of bearing the responsibility of voting, owning property, and retaining custody of their own children (Wolbring, "Science"; Silvers), cast-ism, ageism (missing the ability one has as a youth), speciesism (the elevated status of the species homo sapiens is often justified by stating that the homo sapiens has superior cognitive abilities), anti-environmentalism, GDP-ism and consumerism (Wolbring, "Why"; Wolbring, "NBICS") and this superiority is seen as species-typical. This flavour of ableism is rarely questioned. Even as the less able classified group tries to show that they are as able as the other group. It is not questioned that ability is used as a measure of worthiness and judgement to start with (Wolbring, "Why"). Science and Technology and Ableism The direction and governance of science and technology and ableism are becoming increasingly interrelated. How we judge and deal with abilities and what abilities we cherish influences the direction and governance of science and technology processes, products and research and development. The increasing ability, demand for, and acceptance of changing, improving, modifying, enhancing the human body and other biological organisms including animals and microbes in terms of their structure, function or capabilities beyond their species-typical boundaries and the starting capability to synthesis, to generate, to design new genomes, new species from scratch (synthetic biology) leads to a changed understanding of oneself, one’s body, and one’s relationship with others of the species, other species and the environment and new forms of ableism and disablism. I have outlined so far the dynamics and characteristics of the existing ableism discourses. The story does not stop here. Advances in science and technology enable transhumanised forms of the two categories of ableism exhibiting similar dynamics and characteristics as seen with the non transhumanised forms of ableism. Transhumanisation of the First Category of AbleismThe transhumanised form of the first category of ableism is a network of beliefs, processes and practices that perceives the constant improvement of biological structures including the human body and functioning beyond species typical boundaries as the norm, as essential and judges an unenhanced biological structure — species-typical and sub-species-typical — including the human body as limited, defective, as a diminished state of existence (Wolbring, "Triangle"; Wolbring, "Why"; Wolbring, "Glossary"). It follows the same ideas and dynamics as its non transhumanised counterpart. It just moves the level of expected abilities from species-typical to beyond-species-typical. It follows a transhumanist model of health (43) where "health" is no longer the endpoint of biological systems functioning within species-typical, normative frameworks. In this model, all Homo sapiens — no matter how conventionally "medically healthy" — are defined as limited, defective, and in need of constant improvement made possible by new technologies (a little bit like the constant software upgrades we do on our computers). "Health" in this model means having obtained at any given time, maximum enhancement (improvement) of abilities, functioning and body structure. The transhumanist model of health sees enhancement beyond species-typical body structures and functioning as therapeutic interventions (transhumanisation of medicalisation; 2, 43). The transhumanisation of health and ableism could lead to a move in priorities away from curing sub-species-typical people towards species-typical functioning — that might be seen increasingly as futile and a waste of healthcare and medical resources – towards using health care dollars first to enhance species-typical bodies towards beyond-species-typical functioning and then later to shift the priorities to further enhance the human bodies of beyond species-typical body structures and functioning (enhancement medicine). Similar to the discourse of its non transhumanised counterpart there might not be a choice in the future to reject the enhancements. An earlier quote by Harris (Harris, "Is There") highlighted the non acceptance of sub- species-typical as a state one can be in. Harris makes in his 2007 book Enhancing Evolution: The Ethical Case for Making Better People the case that its moral to do enhancement if not immoral not to do it (Harris, "One Principle"). Keeping in mind the disablement people face who are labelled as subnormative it is reasonable to expect that those who cannot afford or do not want certain enhancements will be perceived as impaired (techno poor impaired) and will experience disablement (techno poor disabled) in tune with how the ‘impaired labelled people’ are treated today. Transhumanisation of the Second Category of Ableism The second category of Ableism is less about species-typical but about arbitrary flagging certain abilities as indicators of rights. The hierarchy of worthiness and superiority is also transhumanised.Cognition: Moving from Human to Sentient Rights Cognition is one ability used to justify many hierarchies within and between species. If it comes to pass whether through artificial intelligence advances or through cognitive enhancement of non human biological entities that other cognitive able sentient species appear one can expect that rights will eventually shift towards cognition as the measure of rights entitlement (sentient rights) and away from belonging to a given species like homo sapiens as a prerequisite of rights. If species-typical abilities are not important anymore but certain abilities are, abilities that can be added to all kind of species, one can expect that species as a concept might become obsolete or we will see a reinterpretation of species as one that exhibits certain abilities (given or natural). The Climate Change Link: Ableism and Transhumanism The disregard for nature reflects another form of ableism: humans are here to use nature as they see fit as they see themselves as superior to nature because of their abilities. We might see a climate change-driven appeal for a transhuman version of ableism, where the transhumanisation of humans is seen as a solution for coping with climate change. This could become especially popular if we reach a ‘point of no return’, where severe climate change consequences can no longer be prevented. Other Developments One Can Anticipate under a Transhumanised Form of AbleismThe Olympics would see only beyond-species-typical enhanced athletes compete (it doesn’t matter whether they were species-typical before or seen as sub-species-typical) and the transhumanised version of the Paralympics would host species and sub-species-typical athletes (Wolbring, "Oscar Pistorius"). Transhumanised versions of Abled, dis-abled, en-abled, dis-enabled, diff-abled, transable, and out-able will appear where the goal is to have the newest upgrades (abled), that one tries to out-able others by having better enhancements, that access to enhancements is seen as en-ablement and the lack of access as disenablement, that differently abled will not be used for just about sub-species-typical but for species-typical and species-sub-typical, that transable will not be about the species-typical who want to be sub-species-typical but about the beyond-species-typical who want to be species-typical. A Final WordTo answer the questions posed in the title. With the fall of the species-typical barrier it is unlikely that there will be an endpoint to the race for abilities and the sentiment of out-able-ing others (on an individual or collective level). The question remaining is who will have access to which abilities and which abilities are thought after for which purpose. I leave the reader with an exchange of two characters in the videogame Deus Ex: Invisible War, a PC and X-Box videogame released in 2003. It is another indicator for the embeddiness of ableism in societies fabric that the below is the only hit in Google for the term ‘commodification of ability’ despite the widespread societal commodification of abilities as this paper has hopefully shown. Abstract:
Introduction The term ‘resilience’ is on everyone’s lips - from politicians to community service providers to the seemingly endless supply of self-help gurus. The concept is undergoing a renaissance of sorts in contemporary Western society; but why resilience now? One possible explanation is that individuals and their communities are experiencing increased and intensified levels of adversity and hardship, necessitating the accumulation and deployment of ‘more resilience’. Whilst a strong argument could made that this is in fact the case, it would seem that the capacity to survive and thrive has been a feature of human survival and growth long before we had a name for it. Rather than an inherent characteristic, trait or set of behaviours of particularly ‘resilient’ individuals or groups, resilience has come to be viewed more as a common and everyday capacity, expressed and expressible by all people. Having researched the concept for some time now, we believe that we are only marginally closer to understanding this captivating but ultimately elusive concept. What we are fairly certain of is that resilience is more than basic survival but less than an invulnerability to adversity, resting somewhere in the middle of these two extremes. Given the increasing prevalence of populations affected by war and other disasters, we are certain however that efforts to better understand the accumulative dynamics of resilience, are now, more than ever, a vital area of public and academic concern. In our contemporary world, the concept of resilience is coming to represent a vital conceptual tool for responding to the complex challenges emerging from broad scale movements in climate change, rural and urban migration patterns, pollution, economic integration and other consequences of globalisation. In this article, the phenomenon of human resilience is defined as the cumulative build-up of both particular kinds of knowledge, skills and capabilities as well as positive affects such as hope, which sediment over time as transpersonal capacities for self-preservation and ongoing growth (Wilson). Although the accumulation of positive affect is crucial to the formation of resilience, the ability to re-imagine and utilise negative affects, events and environmental limitations, as productive cultural resources, is a reciprocal and under-researched aspect of the phenomenon. In short, we argue that resilience is the protective shield, which capacitates individuals and communities to at least deal with, and at best, overcome potential challenges, while also facilitating the realisation of hoped-for objects and outcomes. Closely tied to the formation of resilience is the lived experience of hope and hoping practices, with an important feature of resilience related to the future-oriented dimensions of hope (Parse). Yet it is important to note that the accumulation of hope, as with resilience, is not headed towards some state of invulnerability to adversity; as presumed to exist in the foundational period of psychological research on the construct (Garmezy; Werner and Smith; Werner). In contrast, we argue that the positive affective experience of hopefulness provides individuals and communities with a means of enduring the present, while the future-oriented dimensions of hope offer them an instrument for imagining a better future to come (Wilson). Given the complex, elusive and non-uniform nature of resilience, it is important to consider the continued relevance of the resilience concept. For example, is resilience too narrow a term to describe and explain the multiple capacities, strategies and resources required to survive and thrive in today’s world? Furthermore, why do some individuals and communities mobilise and respond to a crisis; and why do some collapse? In a related discussion, Ungar (Constructionist) posed the question, “Why keep the term resilience?” Terms like resilience, even strengths, empowerment and health, are a counterpoint to notions of disease and disorder that have made us look at people as glasses half empty rather than half full. Resilience reminds us that children survive and thrive in a myriad of ways, and that understanding the etiology of health is as, or more, important than studying the etiology of disease. (Ungar, Constructionist 91) This productive orientation towards health, creativity and meaning-making demonstrates the continued conceptual and existential relevance of resilience, and why it will remain a critical subject of inquiry now and into the future. Early Psychological Studies of Resilience Definitions of resilience vary considerably across disciplines and time, and according to the theoretical context or group under investigation (Harvey and Delfabro). During the 1970s and early 1980s, the developmental literature on resilience focused primarily on the “personal qualities” of “resilient children” exposed to adverse life circumstances (Garmezy Vulnerability; Masten; Rutter; Werner). From this narrow and largely individualistic viewpoint, resilience was defined as an innate “self-righting mechanism” (Werner and Smith 202). Writing from within the psychological tradition, Masten argued that the early research on resilience (Garmezy Vulnerability; Werner and Smith) regularly implied that resilient children were special or remarkable by virtue of their invulnerability to adversity. As research into resilience progressed, researchers began to acknowledge the ordinariness or everydayness of resilience-related phenomena. Furthermore, that “resilience may often derive from factors external to the child” (Luthar; Cicchetti and Becker 544). Besides the personal attributes of children, researchers within the psychological sciences also began to explore the effects of family dynamics and impacts of the broader social environment in the development of resilience. Rather than identifying which child, family or environmental factors were resilient or resilience producing, they turned their attention to how these underlying protective mechanisms facilitated positive resilience outcomes. As research evolved, resilience as an absolute or unchanging attribute made way for more relational and dynamic conceptualisations. As Luthar et al noted, “it became clear that positive adaptation despite exposure to adversity involves a developmental progression, such that new vulnerabilities and/or strengths often emerge with changing life circumstances” (543-44). Accordingly, resilience came to be viewed as a dynamic process, involving positive adaptations within contexts of adversity (Luthar et al. 543). Although closer to the operational definition of resilience argued for here, there remain a number of definitional concerns and theoretical limitations of the psychological approach; in particular, the limitation of positive adaptation to the context of significant adversity. In doing so, this definition fails to account for the subjective experience and culturally located understandings of ‘health’, ‘adversity’ and ‘adaptation’ so crucial to the formation of resilience. Our major criticism of the psychodynamic approach to resilience relates to the construction of a false dichotomy between “resilient” and “non-resilient” individuals. This dichotomy is perpetuated by psychological approaches that view resilience as a distinct construct, specific to “resilient” individuals. In combating this assumption, Ungar maintained that this bifurcation could be replaced by an understanding of mental health “as residing in all individuals even when significant impairment is present” (Thicker 352). We tend to agree. In terms of economic resilience, we must also be alert to similar false binaries that place the first and low-income world into simple, apposite positions of coping or not-coping, ‘having’ or ‘not-having’ resilience. There is evidence to indicate, for example, that emerging economies fared somewhat better than high-income nations during the global financial crisis (GFC). According to Frankel and Saravelos, several low-income nations attained better rates of gross domestic product GDP, though the impacts on the respective populations were found to be equally hard (Lane and Milesi-Ferretti). While the reasons for this are broad and complex, a study by Kose and Prasad found that a broad set of policy tools had been developed that allowed for greater flexibility in responding to the crisis. Positive Affect Despite Adversity An emphasis on deficit, suffering and pathology among marginalised populations such as refugees and young people has detracted from culturally located strengths. As Te Riele explained, marginalised young people residing in conditions of adversity are often identified within “at-risk” discourses. These social support frameworks have tended to highlight pathologies and antisocial behaviours rather than cultural competencies. This attitude towards marginalised “at risk” young people has been perpetuated by psychotherapeutic discourse that has tended to focus on the relief of suffering and treatment of individual pathologies (Davidson and Shahar). By focusing on pain avoidance and temporary relief, we may be missing opportunities to better understand the productive role of ‘negative’ affects and bodily sensations in alerting us to underlying conditions, in need of attention or change. A similar deficit approach is undertaken through education – particularly civics – where young people are treated as ‘citizens in waiting’ (Collin). From this perspective, citizenship is something that young people are expected to ‘grow into’, and until that point, are seen as lacking any political agency or ability to respond to adversity (Holdsworth). Although a certain amount of internal discomfort is required to promote change, Davidson and Shahar noted that clinical psychotherapists still “for the most part, envision an eventual state of happiness – both for our patients and for ourselves, described as free of tension, pain, disease, and suffering” (229). In challenging this assumption, they asked, But if desiring-production is essential to what makes us human, would we not expect happiness or health to involve the active, creative process of producing? How can one produce anything while sitting, standing, or lying still? (229) A number of studies exploring the affective experiences of migrants have contested the embedded psychological assumption that happiness or well-being “stands apart” from experiences of suffering (Crocker and Major; Fozdar and Torezani; Ruggireo and Taylor; Tsenkova, Love, Singer and Ryff). A concern for Ahmed is how much the turn to happiness or happiness turn “depends on the very distinction between good and bad feelings that presume bad feelings are backward and conservative and good feelings are forward and progressive” (Happiness 135). Highlighting the productive potential of unhappy affects, Ahmed suggested that the airing of unhappy affects in their various forms provides people with “an alternative set of imaginings of what might count as a good or at least better life” (Happiness 135). An interesting feature of refugee narratives is the paradoxical relationship between negative migration experiences and the reporting of a positive life outlook. In a study involving former Yugoslavian, Middle Eastern and African refugees, Fozdar and Torezani investigated the “apparent paradox between high-levels of discrimination experienced by humanitarian migrants to Australia in the labour market and everyday life” (30), and the reporting of positive wellbeing. The interaction between negative experiences of discrimination and reports of wellbeing suggested a counter-intuitive propensity among refugees to adapt to and make sense of their migration experiences in unique, resourceful and life-affirming ways. In a study of unaccompanied Sudanese youth living in the United States, Goodman reported that, “none of the participants displayed a sense of victimhood at the time of the interviews” (1182). Although individual narratives did reflect a sense of victimisation and helplessness relating to the enormity of past trauma, the young participants viewed themselves primarily as survivors and agents of their own future. Goodman further stated that the tone of the refugee testimonials was not bitter: “Instead, feelings of brotherliness, kindness, and hope prevailed” (1183). Such response patterns among refugees and trauma survivors indicate a similar resilience-related capacity to positively interpret and derive meaning from negative migration experiences and associated emotions. It is important to point out that demonstrations of resilience appear loosely proportional to the amount or intensity of adverse life events experienced. However, resilience is not expressed or employed uniformly among individuals or communities. Some respond in a resilient manner, while others collapse. On this point, an argument could be made that collapse and breakdown is a built-in aspect of resilience, and necessary for renewal and ongoing growth. Cultures of Resilience In a cross continental study of communities living and relying on waterways for their daily subsistence, Arvanitakis is involved in a broader research project aiming to understand why some cultures collapse and why others survive in the face of adversity. The research aims to look beyond systems of resilience, and proposes the term ‘cultures of resilience’ to describe the situated strategies of these communities for coping with a variety of human-induced environmental challenges. More specifically, the concept of ‘cultures of resilience’ assists in explaining the specific ways individuals and communities are responding to the many stresses and struggles associated with living on the ‘front-line’ of major waterways that are being impacted by large-scale, human-environment development and disasters. Among these diverse locations are Botany Bay (Australia), Sankhla Lake (Thailand), rural Bangladesh, the Ganges (India), and Chesapeake Bay (USA). These communities face very different challenges in a range of distinctive contexts. Within these settings, we have identified communities that are prospering despite the emerging challenges while others are in the midst of collapse and dispersion. In recognising the specific contexts of each of these communities, the researchers are working to uncover a common set of narratives of resilience and hope. We are not looking for the ’magic ingredient’ of resilience, but what kinds of strategies these communities have employed and what can they learn from each other. One example that is being pursued is a community of Thai rice farmers who have reinstated ceremonies to celebrate successful harvests by sharing in an indigenous rice species in the hope of promoting a shared sense of community. These were communities on the cusp of collapse brought on by changing economic and environmental climates, but who have reversed this trend by employing a series of culturally located practices. The vulnerability of these communities can be traced back to the 1960s ‘green revolution’ when they where encouraged by local government authorities to move to ‘white rice’ species to meet export markets. In the process they were forced to abandoned their indigenous rice varieties and abandon traditional seed saving practices (Shiva, Sengupta). Since then, the rice monocultures have been found to be vulnerable to the changing climate as well as other environmental influences. The above ceremonies allowed the farmers to re-discover the indigenous rice species and plant them alongside the ‘white rice’ for export creating a more robust harvest. The indigenous species are kept for local consumption and trade, while the ‘white rice’ is exported, giving the farmers access to both the international markets and income and the local informal economies. In addition, the indigenous rice acts as a form of ‘insurance’ against the vagaries of international trade (Shiva). Informants stated that the authorities that once encouraged them to abandon indigenous rice species and practices are now working with the communities to re-instigate these. This has created a partnership between the local government-funded research centres, government institutions and the farmers. A third element that the informants discussed was the everyday practices that prepare a community to face these challenges and allow it recover in partnership with government, including formal and informal communication channels. These everyday practices create a culture of reciprocity where the challenges of the community are seen to be those of the individual. This is not meant to romanticise these communities. In close proximity, there are also communities engulfed in despair. Such communities are overwhelmed with the various challenges described above of changing rural/urban settlement patterns, pollution and climate change, and seem to have lacked the cultural and social capital to respond. By contrasting the communities that have demonstrated resilience and those that have not been overwhelmed, it is becoming increasingly obvious that there is no single 'magic' ingredient of resilience. What exist are various constituted factors that involve a combination of community agency, social capital, government assistance and structures of governance. The example of the rice farmers highlights three of these established practices: working across formal and informal economies; crossing localised and expert knowledge as well as the emergence of everyday practices that promote social capital. As such, while financial transactions occur that link even the smallest of communities to the global economy, there is also the everyday exchange of cultural practices, which is described elsewhere by Arvanitakis as 'the cultural commons': visions of hope, trust, shared intellect, and a sense of safety. Reflecting the refugee narratives citied above, these communities also report a positive life outlook, refusing to see themselves as victims. There is a propensity among members of these communities to adapt an outlook of hope and survival. Like the response patterns among refugees and trauma survivors, initial research is confirming a resilience-related capacity to interpret the various challenges that have been confronted, and see their survival as reason to hope. Future Visions, Hopeful Visions Hope is a crucial aspect of resilience, as it represents a present- and future-oriented mode of situated defence against adversity. The capacity to hope can increase one’s powers of action despite a complex range of adversities experienced in everyday life and during particularly difficult times. The term “hope” is commonly employed in a tokenistic way, as a “nice” rhetorical device in the mind-body-spirit or self-help literature or as a strategic instrument in increasingly empty domestic and international political vocabularies. With a few notable exceptions (Anderson; Bloch; Godfrey; Hage; Marcel; Parse; Zournazi), the concept of hope has received only modest attention from within sociology and cultural studies. Significant increases in the prevalence of war and disaster-affected populations makes qualitative research into the lived experience of hope a vital subject of academic interest. Parse observed among health care professionals a growing attention to “the lived experience of hope”, a phenomenon which has significant consequences for health and the quality of one’s life (vvi). Hope is an integral aspect of resilience as it can act as a mechanism for coping and defense in relation to adversity. Interestingly, it is during times of hardship and adversity that the phenomenological experience of hope seems to “kick in” or “switch on”. With similarities to the “taken-for-grantedness” of resilience in everyday life, Anderson observed that hope and hoping are taken-for-granted aspects of the affective fabric of everyday life in contemporary Western culture. Although the lived experience of hope, namely, hopefulness, is commonly conceptualised as a “future-oriented” state of mind, the affectivity of hope, in the present moment of hoping, has important implications in terms of resilience formation. The phrase, the “lived deferral of hope” is an idea that Wilson has developed elsewhere which hopefully brings together and holds in creative tension the two dominant perspectives on hope as a lived experience in the present and a deferred, future-oriented practice of hoping and hopefulness. Zournazi defined hope as a “basic human condition that involves belief and trust in the world” (12). She argued that the meaning of hope is “located in the act of living, the ordinary elements of everyday life” and not in “some future or ideal sense” (18). Furthermore, she proposed a more “everyday” hope which “is not based on threat or deferral of gratification”, but is related to joy “as another kind of contentment – the affirmation of life as it emerges and in the transitions and movements of our everyday lives and relationships” (150). While qualitative studies focusing on the everyday experience of hope have reinvigorated academic research on the concept of hope, our concept of “the lived deferral of hope” brings together Zournazi’s “everyday hope” and the future-oriented dimensions of hope and hoping practices, so important to the formation of resilience. Along similar lines to Ahmed’s (Happy Objects) suggestion that happiness “involves a specific kind of intentionality” that is “end-orientated”, practices of hope are also intentional and “end-orientated” (33). If objects of hope are a means to happiness, as Ahmed wrote, “in directing ourselves towards this or that [hope] object we are aiming somewhere else: toward a happiness that is presumed to follow” (Happy Objects 34), in other words, to a hope that is “not yet present”. It is the capacity to imagine alternative possibilities in the future that can help individuals and communities endure adverse experiences in the present and inspire confidence in the ongoingness of their existence. Although well-intentioned, Zournazi’s concept of an “everyday hope” seemingly ignores the fact that in contexts of daily threat, loss and death there is often a distinct lack of affirmative or affirmable things. In these contexts, the deferral of joy and gratification, located in the future acquisition of objects, outcomes or ideals, can be the only means of getting through particularly difficult events or circumstances. One might argue that hope in hopeless situations can be disabling; however, we contend that hope is always enabling to some degree, as it can facilitate alternative imaginings and temporary affective relief in even in the most hopeless situations. Hope bears similarity to resilience in terms of its facilities for coping and endurance. Likewise the formation and maintenance of hope can help individuals and communities endure and cope with adverse events or circumstances. The symbolic dimension of hope capacitates individuals and communities to endure the present without the hoped-for outcomes and to live with the uncertainty of their attainment. In the lives of refugees, for example, the imaginative dimension of hope is directly related to resilience in that it provides them with the ability to respond to adversity in productive and life-affirming ways. For Oliver, hope “provides continuity between the past and the present…giving power to find meaning in the worst adversity” (in Parse 16). In terms of making sense of the migration and resettlement experiences of refugees and other migrants, Lynch proposed a useful definition of hope as “the fundamental knowledge and feeling that there is a way out of difficulty, that things can work out” (32). As it pertains to everyday mobility and life routes, Parse considered hope to be “essential to one’s becoming” (32). She maintained that hope is a lived experience and “a way of propelling self toward envisioned possibilities in everyday encounters with the world” (p. 12). Expanding on her definition of the lived experience of hope, Parse stated, “Hope is anticipating possibilities through envisioning the not-yet in harmoniously living the comfort-discomfort of everydayness while unfolding a different perspective of an expanding view” (15). From Nietzsche’s “classically dark version of hope” (in Hage 11), Parse’s “positive” definition of hope as a propulsion to envisaged possibilities would in all likelihood be defined as “the worst of all evils, for it protracts the torment of man”. Hage correctly pointed out that both the positive and negative perspectives perceive hope “as a force that keeps us going in life” (11). Parse’s more optimistic vision of hope as propulsion to envisaged possibilities links nicely to what Arvanitakis described as an ‘active hope’. According to him, the idea of ‘active hope’ is not only a vision that a better world is possible, but also a sense of agency that our actions can make this happen. Conclusion As we move further into the 21st century, humankind will be faced with a series of traumas, many of which are as yet unimagined. To meet these challenges, we, as a global collective, will need to develop specific capacities and resources for coping, endurance, innovation, and hope, all of which are involved the formation of resilience (Wilson 269). Although the accumulation of resilience at an individual level is important, our continued existence, survival, and prosperity lie in the strength and collective will of many. As Wittgenstein wrote, the strength of a thread “resides not in the fact that some one fibre runs through its whole length, but in the overlapping of many fibres” (xcv). If resilience can be accumulated at the level of the individual, it follows that it can be accumulated as a form of capital at the local, national, and international levels in very real and meaningful ways.
