Abstract:
The Republic of Kosovo was created several years after the breakup of the Socialist Federal Republic of Yugoslavia. Its problems were visible during Josip Broz Tito’s presidency. Over the last ten years Kosovo has had two female presidents. The question is, what is the position of women on the Kosovan political scene? This phenomenon is particularly significant from the point of view of the post-conflict reconstruction of the state. The aim of this article is to analyse the evolution of the role of Kosovo Albanian women in the politics of Kosovo at the central level. For this reason, the article includes women involved in the armed conflict in Kosovo, especially in the activities of the Kosovo Liberation Army (KLA, alb. Ushtria Çlirimtare e Kosovës, UÇK). The author also presents the role of women in the Kosovan political arena since 1999, with particular emphasis on changes that took place after the declaration of independence of Kosovo. Furthermore, the author examines the profiles of selected female politicians. The article is based on an analysis of primary and secondary sources, the comparative and historical method, and an analysis of statistical data.

Abstract:
Abstract Organizations and managers during their organizational activities, not rarely face different conflicts. Managers, depending on their gender, use different ways to resolve these conflicts while this reflects on their subordinates. The purpose of this study is to analyse the most common approaches applied to resolve conflicts in organizations in Kosovo and the impact of gender on the choice of style to handle conflicts. The study employs a quantitative approach whilst convenience sampling method is used for the purpose of selecting respondents. The study is conducted in ten largest companies in Kosovo in which hundred employees and fifty managers were included. A structured questionnaire is used to collect primary data and necessary tests were conducted through SPSS. Results reveal that managers use the integrative style more than other styles during the conflict management process; gender partially affects the choice of the style and the style of conflict management affects the likelihood of managers among employees. The study suggests that the field of conflict management among organizations in Kosovo needs more academic research.

At that point, latent political conflicts between various republics came into the open. More specifically, the conflict between Serbs and Albanians in Kosovo had turned into a low-intensity war. Under Slobodan Miloševićs leadership in Serbia, the Serbo-Slovenian conflict over Kosovo deepened, forcing other republics and provinces to take sides. The Slovenian leadership opposed a military solution to the Serbo-Albanian conflict in Kosovo. By 1990 the Serbo-Slovenian conflict had spilled over into Croatia, completely polarizing the Yugoslav political elite into two distinct camps; one encompassed Slovenia and Croatia, the other Serbia and Montenegro, with Macedonia and Bosnia-Herzegovina playing the role of unsuccessful mediators.

The reform of Public Administration in Kosovo is an essential part of the State-Building process. By the administrative reform, the Government aims to modernize the Public Administration, to strengthen its capacities and to make it more efficient and accountable. The post-conflict period in Kosovo from 1999 when the building of the new Public Administration in Kosovo began until the beginning of the administrative reform is a relatively difficult period for Kosovo. The reform of the Public Administration in Kosovo is manifested in two ways: first, in relation to its own development structure and, secondly, in relation to the functions it performs, the effects which are realized and the services provided to Institutions and citizens. The implementation of E-Government in Public Administration in Kosovo enables all efficient categories of Government services, at any time and from any distance, in order to meet daily needs of citizens. E-Government modernizes the administration and enables the creation of an efficient and accountable management at all levels of administration. Through the provision of electronic services to citizens, Kosova will be part of Europe.

Kosovo's declaration of independence in 2008 and the United Nation's claim that UN Security Council Resolution 1244 (1999) (“Resolution 1244”) remains in effect have resulted in the unique case of two competing legal systems, both of which claim legitimacy and supremacy in Kosovo. While Kosovar authorities claim to exercise exclusive and sovereign authority over Kosovo based on the Constitution of the Republic of Kosovo, the UN, acting through the United Nations Interim Administration Mission in Kosovo (“UNMIK”), maintains that Resolution 1244 vests administrative authority over Kosovo in the Special Representative of the Secretary-General (“SRSG”). This conflict is best exemplified in a number of judgments rendered by the Special Chamber of the Supreme Court of Kosovo on Privatization Agency Related Matters (“Special Chamber”) and the Constitutional Court of the Republic of Kosovo. The purpose of this Article is to illustrate the problems that have emerged in the process of the creation of a new legal system in Kosovo and the emergence of a new rule of recognition which is reflected in conflicting judgments of the Special Chamber and the Constitutional Court.

Abstract:
The international community undertakes complex interventions in states emerging from war. These interventions include broad efforts to reform the political and institutional structures of the state. After the United Nations took political control of Kosovo in June 1999, it embarked on such a reform program, extremely ambitious in nature. This thesis examines the efforts to rehabilitate and reform the health sector. The immediate post-conflict environment in Kosovo was extremely chaotic. Hundreds of millions of dollars poured into the province, funding the operations of several hundred non-governmental organisations. The initial efforts of the international community in the health sector were focused on coordinating resources and the activities of these organisations. However, Kosovo' s health system was in clear need of widespread reform. The system had been devastated by years of neglect and months of conflict. A reform program was undertaken, with the objectives of establishing a primary care based system, increasing the quality of secondary and tertiary care, modernizing the public health system, and ensuring a cost-effective, equitable health system. By 2004, the reform program had largely failed to meet these objectives. This study examines the reasons that health reform was so difficult utilizing a combination of methods, i.e. a review of literature on peacebuilding, health and conflict, and health reform; analysis of the implementation of reform utilizing primary evidence such as policy documents and health data; and interviews with key stakeholders. Results show two important lessons for other post-conflict interventions. First, the reform program neglected building the capacity of government institutions. If the state does not have the capacity to implement reforms, the sustainability of the health reform process will be undermined. And second, the Kosovo reform program failed to build the foundation for reform before initiating ambitious projects to modernize the health sector.

Besides an introduction and conclusion, the thesis consists of four main chapters. The second chapter presents historical background and discusses Russian foreign policy during the wars of secession in Yugoslavia. The third chapter focuses on Russian foreign policy and the 1998 &ndash
1999 war in Kosovo, while the fourth chapter covers the Russian role in the post-conflict settlement in Kosovo. Finally, the fifth chapter deals with Russian foreign policy as it relates to the resolved Kosovo situation.

Abstract:
New Labour presented Nato's Kosovo campaign in 1999 as Britain's first war fought for purely humanitarian reasons, and this framing of the Nato campaign seemed to become the dominant image of the conflict in the British media. This study uses a framing conceptual framework to analyse the British media's coverage of the Kosovo Conflict, and tries to identify hegemonic influences on that media coverage; the analysis therefore works on a cultural and political level. The study uses framing as it has been used in previous social-political studies, as a tool for analysing whether Nato's framing of their campaign dominated the media discourse, in line with the hegemonic model. The objectives of the study are to analyse whether the media were sufficiently independent from the Nato perspective to provide the public with a balanced and informed view of Nato's Kosovo campaign; whether the humanitarian aspect of the Nato campaign brought a change in the traditional reporting of Britain at war in the UK media; whether the reorganisation of the Nato media operation brought an improved coverage for Nato in the second half of their campaign, and whether a newspaper being editorially anti-war affected the rest of its content to any noticeable degree. A triangulation of qualitative and quantitative research methods has led to the conclusion that the British media over-relied on Nato sources, and usually reported from a Nato perspective, in line with the hegemonic model, but provided a certain level of plurality in their opinions, and reporting of events, with Nato collateral damage receiving an especially prominent coverage. These findings seem to be in line with most recent research on the US and UK media when their nation is at war, although conclusions made by researchers with different expectations and interpretations, using different samples and methodologies, often lead to contrasting opinions on the performance of the media.

The European Union has long been interpreted as the main catalyser of interstate conflict resolution. The Integration process between EU member states has been interpreted as the source of transforming their methods of resolution from military means to dialogue. However since the end of Cold War, The EU’s conflict resolution capacity has been challenged by a new form of conflict: identity driven intra-state conflict. Taking this position as a starting point, this research investigates whether the traditional mechanism of European integration can also be effective on the deeply divided and war-torn societies of intrastate conflicts. This research conducts a comparative case study analysis to explore and analyse the efficiency of European integration as a method of intra-state conflict resolution in the cases of Kosovo and Cyprus. The first objective of the research is to understand and evaluate the impact of the EU integration process on political elites and wider society in the two case studies. Secondly, the research compares the effectiveness of the European integration process on conflict resolution taking place within its accession states, potential candidates and within member states. Through the comparison between the Cyprus and Kosovo cases, the research aims at developing a better understanding of the EU’s impact on intrastate conflict resolution. In so doing, the research empirically enriches the relevant literature through the primary data collected and analysed. Secondly, the research contributes to the field with a new case study on Kosovo. Finally, the research also contributes to the literature on Kosovo and Cyprus conflicts.

Competition has been claimed to be a very liberal economic tool where market players are meant to be free in arranging their technologies, production and sales on a particular market. In this paper we are developing a new hypothetical of the functioning of market economies which are in a global sense and considering new markets very different and specific. All the global powers, whose centre of influence might change in time, are trying to gain a bigger share regarding raw materials and potential markets. In post-conflicts societies and in particular in our case study of Kosovo and Serbia we can see the more clear market interests of all local, regional and global powers. The research of post-conflict societies is providing us with some answers regarding the possible future developments in certain societies and regions. The EU made Brussels Agreements in Kosovo has managed to establish new enterprises as a solution of a political compromise where energy, telecommunication and natural resources played a key role. The Washington Agreement has liberalized the infrastructure achievements but in some aspects limited the use of energy and telecommunication infrastructure from certain sources. In this sense we can observe the limited capacity of competition rules application in post-conflict societies and in particular Kosovo in this case. These agreements have therefore limited the influence of economic, strategic and energy related influence from main USA competitors which have not been named in the agreements, but are well known. In both agreements it is visible how economic activities and cooperation is encouraged with various non-economic incentives. Competition is accordingly more of a political will than an economic reality for some in post-conflict societies. The introduction of various companies into the Kosovo legal framework and their control by Serbia is an obvious tool how natural resources could be shared for a benefit of citizens where conflict is resolved using free market and competition rules.
