Militant groups are usually committed to violent tactics to pursue their goals. Yet, in certain cases, militants adopt nonviolent tactics and desist from violence. As internal conflict rarely remains isolated from outside influence, I argue that external supporters affect militant groups’ tactical considerations. I expect that different external benefactors will have different effects on the probability of switching to nonviolent tactics. The focus here is on diaspora and foreign states as external supporters, and I conduct a large- N analysis with violent group-level data. I find that externa

Research on rebel behavior during conflicts has traditionally focused on the use of violent tactics. However, evidence from several intrastate wars suggests that armed groups also occasionally employ general strikes—a method of civil resistance that has typically been associated with nonviolent groups. But when do rebels resort to general strikes? I argue that these tactics have a particular function which can offset potential risks for rebels after they have suffered losses in previous battles: Through general strikes, rebels signal sustained authority to the local population. Consequently, tactics are inadequately defined, understood and applied. They are frequently confused with physical application of a technique rather than addressing the psychology and science inherent in decision attainment. This definitional inadequacy results in actions that are neither efficient, effective or ethical. Tactics are determined to be not only decision making but the attainment and sustaining

Abstract:
Building on UNIDIR's First Menu of Indicators, this publication expands its focus areas to include impacts on water, sanitation and hygiene (WASH); food security; environmental degradation; and economic opportunity, with specific quantitative indicators presented for each of these four areas. These indicators can be used to capture, measure, compare and understand how the use of EWIPA impacts the survival, well-being and dignity of civilians in ways that are often overlooked or underestimated. These indicators are designed to help researchers document the broad range and scale of impacts and t

Abstract:
The crossover between cybercrime and cyberwarfare has intensified in recent years, particularly against the backdrop of the ongoing conflict in Ukraine and mounting tensions of China and Russia with the United States. This paper delves into specific cyber incidents that employ cybercrime tactics with cyberwarfare objectives, allegedly involving Chinese, Russian or US actors. It examines responses within and among the private sector, the public sector and international forums. Although not directly involved in all of the cases, the European Union (EU) was impacted in a variety of ways, both as

Abstract:
This literature review finds that the main malicious threats to civilian aviation since 1975 are attacks by terrorist groups, deliberate or accidental damage arising from conflicts, and incidents caused by people who work for airlines or airports. While the sector has responded to hijackings and bombings with increasing security since the 1970s, actors seeking to attack aircraft have modified their tactics, and new threats such as liquid explosives and cyber attacks have emerged. Civilian aviation has seen relatively fewer accidents and deaths over the years, but threats remain. The review foc

Abstract:
The relatively recent emergence and sustained rise of social protection as a policy agenda in Africa can be understood as either a nationally owned or ‘donor-driven’ process. While elements of both can be seen in different countries at different times, this paper focuses on the pivotal role of transnational actors, specifically international development agencies, as ‘policy pollinators’ for social protection. These agencies deployed a range of tactics to induce African governments to implement cash transfer programmes and establish social protection systems, including: (1) building the empiric

In this research brief, we present summaries of four case studies of racism in mainstream and social media in Aotearoa. Through a series of carefully selected datasets sourced from TV episodes (Police TEN 7), print media such as news articles (including Northland checkpoints), and tweets (Three Waters reform), we outline how Māori are represented across these mediums. With an expert in language modelling on our team, we analysed large datasets that give us sufficient statistical power to infer specific Māori discourses on respective platforms. Further, we examined key themes that characterise

West Africa is widely cited as a hotspot of climate change and insecurity. This SIPRI Insights uses a systematic literature review of academic research to build a better understanding of the relationship between climate change and violent conflict in the region. Its findings are structured around four established ‘pathways’ of climate insecurity: (a) worsening livelihood conditions; (b) increasing migration and changing pastoral mobility patterns; (c) tactical considerations by armed groups; and (d) elite exploitation of local grievances. Abstract:
This rapid review summarises the evidence on the ways in which social inequalities and discrimination affect the risk of famine or severe food insecurity. Looking at the risk at the national and sub-national level, gender and other horizontal inequities can affect a society’s risk of violent conflict and therefore food insecurity, while fragile livelihoods associated with ethnic marginalisation can impact regional food security. At the individual and household level, there is a lack of disaggregated data on people’s social characteristics and famines. There is a broader literature on the impac

This report examines the drone programs of five non-state groups operating in the Middle East: Hezbollah, Hamas, the Houthi Movement, Islamic State (IS), and the Kurdish Workers’ Party (PKK). In contrast to other violent non-state actors, these five groups have shown that they are willing to engage in tactical and/or technical innovation in the use of drones, have sustained a long-term engagement with drone technology and demonstrated the capacity to develop drone infrastructure. The development of drone programs by these five different groups is different in terms of timescales, methods, stra
