Full text--- This research analyzes the widespread conflict in the Peruvian Amazon by law and land use, being its most visible events in Bagua in June 2009, with unfortunate results and which revealed a difficult relationship between the state, extractive companies and Amazonian native communities. The research argues that beyond the complexity of conflicts, the background determines everything else: the clash of two very different visions and perceptions: On the one hand the state defending the need for investment in the development of the country at any cost and on the other, the indigenous peoples of the need to have a healthy environment. Indigenous peoples understand the human world as inseparable from the land, water, and biodiversity of the territories in which they have lived many centuries. However, It is something that the State is not well understood, on the contrary it has delivered oil concessions, miners and loggers on indigenous territories, triggering social conflicts in the country. This research argues the conflict will continue if the state develops not a different view of development for the country, with public policies for the care, protection and proper use of the resources of the Amazon. In addition safety and guarantees be afforded to indigenous peoples on the territories.
