The article analyzes the positions of the Republic of Moldova and the Pridnestrovskaia Moldavskaia Respublika regarding the settlement of the “Transnistrian conflict”. AbstractThe parliamentary assemblies of the Organization for Security and Cooperation in Europe and the Council of Europe have reputations as bridge-building institutions between western and post-socialist countries. However, territorial disputes between member states pose a challenge to the parliamentary diplomacy of these international parliamentary institutions (IPIs). This article examines how IPIs address conflicts in the cases of two small states facing “frozen” secessionist conflicts, where Russia’s hegemony is involved, namely Georgia with its territorial disputes in South Ossetia and Abkhazia along with Moldova and its secessionist dispute with Transnistria. This contribution unpacks IPI strategies by applying conceptual approaches from parliamentary diplomacy, conflict management and small-states literature, as well as the respective arguments on hegemonic strategies.

Chapter five focuses on the asymmetric conflict between Moldova and the Russian forces which supported separatists in Transnistria. The purpose was to uncover why Mircea Snegur’s Moldovan regime seemed unyielding to Russian demands, which resulted in armed conflict. The underlying argument is primarily based on the necessary condition, namely that Chisinau had a domestic crisis that needed immediate attention. Moldova was trying to claim its sovereignty, where an important step entailed establishing a common identity and territorial control. While Snegur’s presidency was stable and popular, it was dependent on nationalists’ support. Such dependency required policies that marginalised minorities and fuelled conflict with Russia, which wanted to retain Moldova within its sphere of influence. However, having perceived numerous crises unfolding in the late Soviet Union and emerging Russia, Snegur made a calculatable gamble that Russia would not be able to commit to a conflict. In other words, Snegur perceived a window of opportunity. The gamble failed, however. Nonetheless, with a counter-factual assessment, these findings are further strengthened.

This chapter analyzes Eastern Europe, where ethnocentric organized crime dominated the separatist movements of Greater Albania (Macedonia), Transnistria (Moldova), and Nagorno-Karabakh (Azerbaijan). The collapses of the USSR and Yugoslavia have produced separatist movements across Eastern Europe. Some secessionists triumphed, others stagnated in “frozen conflicts,” and still others descended into protracted bloodshed. For states and wannabe states alike, organized crime — with its rogue gallery of gangster brokers, entrepreneurs, and warlords — was integral to making and unmaking nations. The Azeri host state deployed gangsters to combat separatists in wartime and sustain its oil regime in peacetime. In the cases of the Autonomous Province of Western Bosnia (Bosnia-Herzegovina) and Donbas (Ukraine), mafias' indiscriminate smuggling from within government structures obstructed separatists and host states alike.

Chapter 3 is the second of three chapters analysing Russia’s post-Soviet state practice with regard to the right to self-determination. It argues that prior to Kosovo’s declaration of independence in 2008, Russia’s state practice in the four major secessionist conflicts outside the Russian Federation’s territory (Abkhazia and South Ossetia in Georgia, Nagorno-Karabakh in Azerbaijan, and Transnistria in Moldova) was relatively consistent, notwithstanding valid critique of hypocrisy. With the recognition of Abkhazia and South Ossetia as independent states shortly after Kosovo’s declaration of independence, Russia’s approach arguably changed, although the underlying legal view was consistent with its position in the Kosovo case in front of the International Court of Justice, where Russia did not deny Kosovo recognition because of a different view on self-determination and secession but because it refused to accept the logic of some states which viewed Kosovo as a ‘special’ or ‘unique’ case that cannot be compared with other secessionist conflicts. The case studies furthermore show that Russia started to construct its own legal framework to justify its actions.

The article is devoted to the study of mixed marriages based on materials collected in expeditions to Transnistria in 2017–2019. Mixed families are common practice in the Soviet period they act as a source for transformation classical definition of Jewish identity, that in turn have an impact on the partner self-identification. The authors collected and analyzed 29 interviews with mixed married partners (Jews and non-Jews) and their children. Three zones of tension were identified (outwardly attitude towards marriage; name-giving; funeral traditions) and three strategies of conflict resolution (choosing a neutral and civil zone; compromise; integration of one partner into the culture of the other). The cross-cultural interaction zone was represented by holiday cycle that gave an opportunity to mix traditions (Passover / Easter, for example). The authors note that described synthesis of cultures leads to an identity drift and to a transformation of the concept of a “real Jew” where the knowledge of tradition or practical skills become more important than Halakhic principles.
