Full textThis research presents an ethnomusicological restudy of the performative traditions in the quilombola communities of the state of Rio Grande do Sul. It rescues the themes and places that have been studied by researchers in different areas of knowledge, along the history, based upon previously established paradigms. I have made an attempt to raise the issue of the role of music in the contemporary identity process of these groups in their struggle for the acknowledgement of their rights. This process was based on the multisited ethnography realized between 2006 and 2009 in the remaining communities of Casca, Rincão dos Negros and Morro Alto. After sharing the memories and knowledge about Maçambiques, Quicumbis, and Ensaios de Promessa, with chiefs, masters, dancers and musicians from different generations, I could find evidence of a chain of Congadas existing in our state since the 19th century and, in many places, they have survived up to the present days. The Maçambique of Osório is one of the clearest landmarks of this chain. The sound and audiovisual historical documents compiled by the folklore specialists Ênio de Freitas e Castro and Luiz Heitor Corrêa de Azevedo, in the middle of the 20th century, made it possible to collect sound evidence that linked several experts in our country and worldwide in a widespread folklore movement - this project focuses on the dialogical aspects regarding the devolution of these documents to the contemporary maçambiqueiros, establishing a two-way road between researcher and subjects, aiming at unveiling the most profound issues of identity regarding authors, values, and justice, concerning the heritage of the group. Finally, throughout this process, I was able to identify the connection of the performative practices in these quilombola communities in relation to the land, the territory, as well as their contemporary fights for their own rights.

A presente dissertação aborda sobre uma proposta metodológica para identificar potenciais arranjos produtivos locais na Mesorregião Sul da Metade Sul do Rio Grande do Sul. A metodologia proposta é uma combinação de dois modelos elaborados para fins de identificação de APLs. Porém, isoladamente, cada modelo não se julgou, em um primeiro momento, suficiente para os objetivos aqui propostos, por isso a adoção de ambos. Aborda-se também, a constituição territorial da região objeto de análise do estudo sob um ponto de vista marxista e lefebvriano que ressalta o papel central da práxis social na transformação da realidade sócio-histórica do território. Discute-se também, o fomento de APLs a partir de políticas públicas. O estudo identificou vinte arranjos produtivos locais potenciais em nove municípios da Mesorregião da Metade Sul do Rio Grande do Sul.
This dissertation is about a methodological proposition in order to identify potential local productive arrangements in Mesoregion from the Southern half of Rio Grande do Sul. This proposition is a combination of two models developed for identification of LPAs. However, at first and in isolation, the models were not considered sufficient for the projected purpose here, so the adoption of both. It also deals with territorial constitution of the region, which is object of study‘s analysis, under the Marxist point of view and Lefebvrian that emphasizes the central role of social practice in the transformation of the socio-historical reality of the territory. The motivation of LPAs from public policy is another topic discussed. The study identified twenty potential local productive arrangements in nine municipalities of the Mesoregion from the Southern half of Rio Grande do Sul.

Full textThe Araneidae Clerck, 1757 has 3029 species in 168 genera. They are common in nature, weaving orbicular bidimensional webs on trees and bushes and, apparently, have nocturnal habits. Spiders of Eustala Simon, 1895 occur throughout all American continent and it seems to be the most speciose Neotropical Araneidae genus. The genus contains about 90 species, 16 of which have been described from Brazil. The male is characterized by the palpus with only one patellar macroseta; conic, whitish hanging down posteriorly median apophysis and the terminal apophysis is a sclerotinized extension, resting on a transparent, baloon-like, subterminal apophysis. The females are characterized by the epigynum with ringed scape pointed anteriorly. The most common pattern color on the abdomen dorsum is a folium. However, this could vary from specimen to specimen, being more or less pigmented. Although frequently collected, species of this genus are poorly known, at present, there are just a few studies on the genus from South America. Thus this study aims to contribute to the knowledge of the Brazilian species of Eustala, through diagnosis and illustrations of species from Southern Brazil, giving continuity to the work initiated about the genus on Rio Grande do Sul state. In order to carry out this study, Eustala material from several arachnological collections was analyzed. Illustrations were made with the aid of camera lucida coupled to the stereoscopic microscope. The left male palpus was illustrated on mesal and ventral views; the epigynum was illustrated on ventral, posterior and lateral views. In current study Eustala ulecebrosa (Keyserling, 1892), from Rio Grande do Sul and E. mourei Mello-Leitão, 1947, from Paraná are illustrated and redescribed. Eight new species from Southern Brazil are described: E. guarani sp. nov., from Paraná; E. catarina sp. nov., from Santa Catarina and E. ericae sp. nov., E. cidae sp. nov., E. lisei sp. nov., E. cuia sp. nov. and E. farroupilha sp. nov, all based on males and females and E. eldorado sp. nov., based only on males, from Rio Grande do Sul. Eustala albiventer (Keyserling, 1884), E. taquara (Keyserling, 1892), E. minuscula (Keyserling, 1892), E. itapocuensis Strand, 1916, E. photographica Mello-Leitão, 1944, E. levii and E. palmares, Poeta, Marques & Buckup, 2010 present new distribution records from Brazil and E. perfida Mello-Leitão, 1947 has a first record in Uruguay.

Aranhas comuns na natureza, tecem teias orbiculares bidimensionais na vegetação arbustiva e arbórea e, aparentemente, têm hábitos noturnos. Eustala Simon, 1895 ocorre em todo o continente Americano e parece ser o gênero Neotropical de Araneidae com maior riqueza de espécies. O gênero contém cerca de 90 espécies, das quais 16 são descritas do Brasil. O macho caracteriza-se pelo palpo com única macrocerda patelar, apófise média cônica e esbranquiçada, voltada posteriormente e pela apófise terminal que é um prolongamento esclerotinizado sobre a apófise subterminal, em forma de balão transparente. As fêmeas se caracterizam pelo epígino com escapo dirigido anteriormente, podendo ser liso ou anelado. O padrão de colorido frequente no dorso do abdômen é o fólio, no entanto, muitos espécimes variam na coloração, podendo ser mais ou menos pigmentados. Apesar de frequentemente colecionadas as espécies desse gênero são pouco conhecidas, visto que são escassos os trabalhos taxonômicos do gênero para a América do Sul. Assim, este estudo visa contribuir para o conhecimento das espécies brasileiras de Eustala, através da diagnose e ilustração das espécies dos estados da região Sul do Brasil, dando continuidade ao trabalho iniciado sobre o gênero no estado do Rio Grande do Sul. Para a execução deste projeto, o material de Eustala depositado nas coleções aracnológicas das regiões Sudeste e Sul do Brasil foram examinados. As ilustrações foram realizadas com o auxílio de câmara-clara acoplada ao microscópio estereoscópio. O palpo esquerdo foi ilustrado nas vistas ventral e mesial e o epígino nas vistas ventral, posterior e lateral. No presente trabalho são redescritas Eustala ulecebrosa (Keyserling, 1892), do Rio Grande do Sul e E. mourei Mello-Leitão, 1947, do Paraná. Oito novas espécies são descritas do Sul do Brasil: E. guarani sp. nov., do Paraná; E. catarina sp. nov., de Santa Catarina e E. ericae sp. nov., E. cidae sp. nov., E. lisei sp. nov., E. cuia sp. nov. e E. farroupilha sp. nov., todas baseadas em machos e fêmeas, e E. eldorado sp. nov., baseada em exemplar macho, do Rio Grande do Sul. O objetivo deste trabalho foi compreender a relação entre o ciclo de negócios e o resultado primário do Rio Grande do Sul. Para tanto, foram coletados dados mensais da Ferramenta de finanças públicas em tempo real da Secretaria da Fazenda do estado para o período de 1999-2015, os quais conduziram ao cálculo do resultado primário trimestral sem operações intraorçamentárias. Estes dados foram ajustados pela inflação pelo IPCA e pela sazonalidade utilizando o Census X-13 multiplicativo, e então foram utilizados para estimar o balanço orçamentário estrutural pela abordagem do Fundo Monetário Internacional. As repartições de receitas da União e as transferências diversas foram removidas da regressão e a elasticidade das receitas em relação ao PIB foi estimada através de um modelo autorregressivo, resultando em 1,0908, enquanto o PIB potencial foi obtido pelo uso do filtro Christiano-Fitzgerald. Nenhum ajuste foi aplicado às despesas ou às transferências da União. Os resultados mostraram que o Rio Grande do Sul está mais predisposto a operar acima do PIB potencial e promovendo contrações fiscais, apesar de mostrar mais esforços nas fases de expansão. Assim, foram encontradas políticas pró-cíclias em 75% dos anos da amostra. Quando os ciclos políticos foram analisados, apenas o ciclo da governadora Yeda Crusius (2007-2010) apresentou-se de forma anti-cíclica. De forma geral, o estado está alinhado à ciclicidade do governo federal, mesmo considerando que, metade dos períodos que foram comparados com Andreis (2014) apresentaram políticas opostas às estimadas. Finalmente sugestões foram dadas para o estado na forma de contrações fiscais, inspirado em Santos (2014).
The aim of this study is to understand the relation between the business cycle and the primary result of Rio Grande do Sul. For that reason, monthly data were collected from the Real-time public finances tool of the state finances office for the period of 1999-2015, which allowed for the calculation of the quarterly primary result without intra-budget operations. These data were adjusted for inflation by IPCA and seasonality by multiplicative Census X-13 and then used to run the International Monetary Fund (IMF) approach of the structural budget balance. The transfers from the federal government were removed from the regression and the elasticity of revenue to the output was estimated through an autoregressive model and resulted in 1.0908, while the potential GDP was obtained through the Christiano-Fitzgerald filter. No adjustments were applied to the expenditures or the transfers. The results pointed out that Rio Grande do Sul is more likely to be operating above trend GDP and taking actions of fiscal contraction, although working harder during phases of expansion. Thus, pro-cyclical policies were conducted on 75% of the years of the sample. When the political cycles were analyzed, it turned out only the cycle of governor Yeda Crusis (2007-2010) had a counter-cyclical bias. Overall, the state is aligned with the cyclicality of the federal government, even though half of the periods that were compared to the findings of Andreis (2014) displayed opposite fiscal stances. In the end, some suggestions were made for fiscal contractions, inspired by Santos (2014).

Full textThe reality in the western societies is defined by their late industrialization, whereby the criminality and violence are a global issue. In this context, the police force in Brazil, specially the Military Police has a particular significance. Nonetheless, despite of its importance, the Police faces serious economic problems, as well as the federal states, to which they are affiliated. The 1997 crisis – when in several federal unities the Police decided to strike – and the various factors that demonstrated the lack of respect of the Law – including the practice of torture as a main instrument from the police officers – implies the necessity of re-thinking the role of the Police in Brazil. The learning-process is one of the most primordial steps in this direction: to get to know it, it is important to understand the history of such corporations, your legal rules and internal and external relations. In an social analysis of the training of the pupils of the Military Police it is required to identify how the Police organizes itself and for which purpose teaches its students. The ambivalence in the education from police officers in the Military Police in Rio Grande do Sul is expressed by the law n. 10.992/97, which requires for the future police inspector a Baccalaureate in Law. However some sectors in the police force do not agree with this measure and in the Police Academy the disputes between the students and the officers aggravate the tension. The new law aims a betterment of the wages, social status and the re-formulation of the Police, which would be adequate to the necessities of the contemporary society. Notwithstanding, there is still resistance to accept the new rules. The new requisite to entrance in the career of the Military Police in Rio Grande do Sul seems to become a reality. A reality that needs to be followed by an adequate and modern teaching of the police students.

Full textIn 2005 the first Brazilian Spotted Fever (BSF) case was confirmed in the Rio Grande do Sul (RS) state, Brazil. Ever since until April 2016, twelve cases have been confirmed, and four of them are native from Cerro Largo city, an area considered endemic to the riquetsial illness. During the same period, RS also notified 58 suspected cases to the Ministry of Health. There are two distinct biomes in RS, Atlantic Forest and Pampa, the later restricted to RS within the Brazilian land. Until now, no studies reported rickettsial infection in the ixodofauna of RS. Thus, this study aimed to investigate the rickettsial infection of Spotted Fever Group (SFG) in dogs, small mammals and ticks; by immunofluorescence assay (IFA), qPCR and attempted rickettsial isolation in cell culture from ticks collected in an endemic area (Cerro Largo) and non-endemic areas in Pampa and Atlantic Forest biomes of RS. Through serology (IFA), 33.5% (55/164), 2.9% (1/33) and 40% (16/40) small mammals, and 8.3% (3/36), 13.9 % (5/36) and 20.4 (28/137) dogs from the Atlantic Forest, Pampa, and BSF-endemic area, respectively, were seroreactive (titer ≥64) to at least one of the six rickettsia antigens tested. Eight species of ticks were collected in the Atlantic Forest: Amblyomma aureolatum, Amblyomma brasiliense, Amblyomma incisum, Amblyomma ovale, Haemaphysalis juxtakochi, Ixodes loricatus, Rhipicephalus microplus and Amblyomma yucumense, the later described as a new species. In the Pampa fragment, four tick species were found (A. aureolatum, A. ovale, Amblyomma tigrinum and Rhipicephalus sanguineus), and five tick species (Amblyomma dubitatum, Amblyomma longirostre, A. ovale, I. loricatus, R. microplus) in the BSF-endemic area of RS. We performed the first molecular detection in the RS state of "Candidatus Rickettsia amblyommii" in A. longirostre and A. brasiliense; "Candidatus Rickettsia andeanae" in A. aureolatum and A. tigrinum; Rickettsia bellii in I. loricatus; Rickettsia rhipicephali in A. yucumense and H. juxtakochi; and "Candidatus Rickettsia asemboensis" in fleas in Brazil. Noteworthy, we detected the pathogen Rickettsia sp. strain Atlantic rainforest in A. ovale ticks from Cerro Largo (endemic area for BSF in RS). We also performed the first isolation in cell culture of rickettsia from RS state, which comprised R. bellii from I. loricatus collected in the Atlantic Forest and the BSF-endemic area. This study is the first comparative research about rickettsiae among Pampa and Atlantic Forest biomes, and also the first molecular detection and isolation in cell culture of rickettsiae from Rio Grande do Sul, Brazil

Full textThe Research maps impressions and actions of Gaucho editors about the introduction of technologies and digital networks in the publishing market aiming to identify and discuss aspects that indicate changes in the structure, practice and processes associated with the editing of books. It is an exploratory research that provides an overview on the issue under study. The universe chosen for analysis is a local crop - Editor's Club of Rio Grande do Sul - which brings together 21 publishing houses with different sizes and located in the state. The methodological procedures cover the bibliographical research, the documental research and conduction of semi-structured interviews realized in person and through electronic form. The contact with all the affiliate publishing houses resulted in 11 editors who answered back. The results show (1) the dificulty editors have in learning and understanding all the factors that the introduction of new Technologies and digital networks which cover the production and circulation of contentes/books; (2) The complexity and resizing of the notion about the book production chain; (3) The still shy performance of publishers based in Rio Grande do Sul regarding e-books; (4) the demand for the renewal of knowledge on the part of professionals working in the publishing market, as well as the establishment of partnerships between companies and / or professionals as representative factors of reconfiguration of structures and processes of production; (5) the perception of gaucho editors that they are agents embedded in a market that changes in global dimensions, where the notions of local, national and international levels are articulated; (6) the prospect of coexistence between printed and digital editions; (7) the strength of the role of government as the main buyer of books through its programs to encourage reading, so it becomes an agent who has power to determine the direction of shares linked to the market.
