The research aims to investigate how the sporting route of Rio Grande do Sul athletes who participated in the 2016 Paralympic Games, held in Rio de Janeiro. This research is supported by oral sources, newspaper reports and magazines, information from social networks, as well as bibliographical review on the subject. The results evidenced that the insertion in the sports practice of Rio Grande do Sul paralympic athletes happened from the adult life. The athletes were introduced to paralympic sport through their peers and faced difficulties in remaining in high-performance sport due to restricted sports incentives. We conclude that new public policies of incentive to the high-performance sport in the state of Rio Grande do Sul are necessary. Moreover, the increase in financial incentives will probably have an impact on the increase in the number of Paralympic athletes.

Abstract:
Introduction: In recent years, there has been a reduction in cases of malnutrition in Brazil but this has been accompanied with an increase in the overweight and obesity rates. These changes, together with others, such as changes in eating patterns and lifestyle, characterise the process of nutritional transition. Objective: We aimed to compare the prevalence of nutritional status of beneficiary children of the Bolsa Família Program (PBF) in the states of Acre and Rio Grande do Sul, Brazil, and to analyse the changes in the anthropometric profile of these children during 5 years. Methods: This is an ecological study using secondary data from the Food and Nutrition Surveillance System (SISVAN) and Bolsa Família Department of SUS (DATASUS), which assessed the nutritional status of children over 5 years and under 10 years benefiting from the PBF in the years 2011 to 2015 in the states of Acre and Rio Grande do Sul. The sample consisted of 94,865 children from Acre and 342,462 children from Rio Grande do Sul. The Body Mass Index was used to classify the nutritional status. Results: The mean prevalence of eutrophic children aged 5 to 10 years in Acre was 70.42% and was 61.28% in Rio Grande do Sul. Overweight was 13.06% in Acre and 19.48% in Rio Grande do Sul. Obesity was 5.08% in Acre and 9.36% in Rio Grande do Sul. Severe obesity was 4.02% in Acre and 6.92% in Rio Grande do Sul. Conclusion: Overweight and obesity in children benefiting from the PBF has been growing in the last 5 years, notably in the state of Rio Grande do Sul. This is possibly due to the fact that the nutritional transition is at a more advanced stage here than in Acre State.

Abstract:
This research presents an ethnomusicological restudy of the performative traditions in the quilombola communities of the state of Rio Grande do Sul. It rescues the themes and places that have been studied by researchers in different areas of knowledge, along the history, based upon previously established paradigms. I have made an attempt to raise the issue of the role of music in the contemporary identity process of these groups in their struggle for the acknowledgement of their rights. This process was based on the multisited ethnography realized between 2006 and 2009 in the remaining communities of Casca, Rincão dos Negros and Morro Alto. After sharing the memories and knowledge about Maçambiques, Quicumbis, and Ensaios de Promessa, with chiefs, masters, dancers and musicians from different generations, I could find evidence of a chain of Congadas existing in our state since the 19th century and, in many places, they have survived up to the present days. The Maçambique of Osório is one of the clearest landmarks of this chain. The sound and audiovisual historical documents compiled by the folklore specialists Ênio de Freitas e Castro and Luiz Heitor Corrêa de Azevedo, in the middle of the 20th century, made it possible to collect sound evidence that linked several experts in our country and worldwide in a widespread folklore movement - this project focuses on the dialogical aspects regarding the devolution of these documents to the contemporary maçambiqueiros, establishing a two-way road between researcher and subjects, aiming at unveiling the most profound issues of identity regarding authors, values, and justice, concerning the heritage of the group. Finally, throughout this process, I was able to identify the connection of the performative practices in these quilombola communities in relation to the land, the territory, as well as their contemporary fights for their own rights.

This dissertation is about a methodological proposition in order to identify potential local productive arrangements in Mesoregion from the Southern half of Rio Grande do Sul. This proposition is a combination of two models developed for identification of LPAs. However, at first and in isolation, the models were not considered sufficient for the projected purpose here, so the adoption of both. It also deals with territorial constitution of the region, which is object of study‘s analysis, under the Marxist point of view and Lefebvrian that emphasizes the central role of social practice in the transformation of the socio-historical reality of the territory. The motivation of LPAs from public policy is another topic discussed. The study identified twenty potential local productive arrangements in nine municipalities of the Mesoregion from the Southern half of Rio Grande do Sul.

The Araneidae Clerck, 1757 has 3029 species in 168 genera. They are common in nature, weaving orbicular bidimensional webs on trees and bushes and, apparently, have nocturnal habits. Spiders of Eustala Simon, 1895 occur throughout all American continent and it seems to be the most speciose Neotropical Araneidae genus. The genus contains about 90 species, 16 of which have been described from Brazil. The male is characterized by the palpus with only one patellar macroseta; conic, whitish hanging down posteriorly median apophysis and the terminal apophysis is a sclerotinized extension, resting on a transparent, baloon-like, subterminal apophysis. The females are characterized by the epigynum with ringed scape pointed anteriorly. The most common pattern color on the abdomen dorsum is a folium. However, this could vary from specimen to specimen, being more or less pigmented. Although frequently collected, species of this genus are poorly known, at present, there are just a few studies on the genus from South America. Thus this study aims to contribute to the knowledge of the Brazilian species of Eustala, through diagnosis and illustrations of species from Southern Brazil, giving continuity to the work initiated about the genus on Rio Grande do Sul state. In order to carry out this study, Eustala material from several arachnological collections was analyzed. Illustrations were made with the aid of camera lucida coupled to the stereoscopic microscope. The left male palpus was illustrated on mesal and ventral views; the epigynum was illustrated on ventral, posterior and lateral views. In current study Eustala ulecebrosa (Keyserling, 1892), from Rio Grande do Sul and E. mourei Mello-Leitão, 1947, from Paraná are illustrated and redescribed. Eight new species from Southern Brazil are described: E. guarani sp. nov., from Paraná; E. catarina sp. nov., from Santa Catarina and E. ericae sp. nov., E. cidae sp. nov., E. lisei sp. nov., E. cuia sp. nov. and E. farroupilha sp. nov, all based on males and females and E. eldorado sp. nov., based only on males, from Rio Grande do Sul. Eustala albiventer (Keyserling, 1884), E. taquara (Keyserling, 1892), E. minuscula (Keyserling, 1892), E. itapocuensis Strand, 1916, E. photographica Mello-Leitão, 1944, E. levii and E. palmares, Poeta, Marques & Buckup, 2010 present new distribution records from Brazil and E. perfida Mello-Leitão, 1947 has a first record in Uruguay.

The aim of this study is to understand the relation between the business cycle and the primary result of Rio Grande do Sul. For that reason, monthly data were collected from the Real-time public finances tool of the state finances office for the period of 1999-2015, which allowed for the calculation of the quarterly primary result without intra-budget operations. These data were adjusted for inflation by IPCA and seasonality by multiplicative Census X-13 and then used to run the International Monetary Fund (IMF) approach of the structural budget balance. The transfers from the federal government were removed from the regression and the elasticity of revenue to the output was estimated through an autoregressive model and resulted in 1.0908, while the potential GDP was obtained through the Christiano-Fitzgerald filter. No adjustments were applied to the expenditures or the transfers. The results pointed out that Rio Grande do Sul is more likely to be operating above trend GDP and taking actions of fiscal contraction, although working harder during phases of expansion. Thus, pro-cyclical policies were conducted on 75% of the years of the sample. When the political cycles were analyzed, it turned out only the cycle of governor Yeda Crusis (2007-2010) had a counter-cyclical bias. Overall, the state is aligned with the cyclicality of the federal government, even though half of the periods that were compared to the findings of Andreis (2014) displayed opposite fiscal stances. In the end, some suggestions were made for fiscal contractions, inspired by Santos (2014).

Abstract:
The reality in the western societies is defined by their late industrialization, whereby the criminality and violence are a global issue. In this context, the police force in Brazil, specially the Military Police has a particular significance. Nonetheless, despite of its importance, the Police faces serious economic problems, as well as the federal states, to which they are affiliated. The 1997 crisis – when in several federal unities the Police decided to strike – and the various factors that demonstrated the lack of respect of the Law – including the practice of torture as a main instrument from the police officers – implies the necessity of re-thinking the role of the Police in Brazil. The learning-process is one of the most primordial steps in this direction: to get to know it, it is important to understand the history of such corporations, your legal rules and internal and external relations. In an social analysis of the training of the pupils of the Military Police it is required to identify how the Police organizes itself and for which purpose teaches its students. The ambivalence in the education from police officers in the Military Police in Rio Grande do Sul is expressed by the law n. 10.992/97, which requires for the future police inspector a Baccalaureate in Law. However some sectors in the police force do not agree with this measure and in the Police Academy the disputes between the students and the officers aggravate the tension. The new law aims a betterment of the wages, social status and the re-formulation of the Police, which would be adequate to the necessities of the contemporary society. Notwithstanding, there is still resistance to accept the new rules. The new requisite to entrance in the career of the Military Police in Rio Grande do Sul seems to become a reality. A reality that needs to be followed by an adequate and modern teaching of the police students.

Abstract:
This thesis on the work of Erico Verissimo uses analysis and interpretation of the character-writers of Noel, Tônio Santiago, and Floriano Cambará in a series of representative novels from three times in this authors prose: the initial phase or Porto Alegre cycle (Caminhos cruzados [1935] and Um lugar ao sol [1937]), the transition stage (O resto é silêncio [1943]) and, finally, the stage of literary maturity (O arquipélago [1961-2]). Considering the relationships between the text and the context in which it was received and in which literary work is produced, an investigation was possible on how the author discusses the role of these characters within a vast fictional universe throughout his career, from a perspective that seeks to understand the connection between the authors trajectory and the world of his characters.

Abstract:
This thesis investigates the pretonic mid vowel raising on written texts in Rio Grande do Sul in the nineteenth century. Based on current Brazilian Portuguese spelling, it is believed that some cases of the presence of vowels and replacing and may be clues from a vowel raising process like the same one that happens in spoken language. This paper intends to portray the presence of the raising of the pretonic mid vowels /e/ and /o/ in sul-rio-grandense Portuguese. Besides, it intends to propose specific methodology for diachronic phonology research through corpora organization, based on Historical Linguistics (ROMAINE, 1982; LASS, 2000; SCHNEIDER, 2002; MONTGOMERY, 2007). The data collection in written language corpora was based on phonological phenomena from the researches about pretonic mid vowel raising, such as vowel harmony, vowel raising in initial syllable and vowel raising with no apparent motivation (BISOL, 1981; BATTISTI, 1993; SCHWINDT, 1995, 2002; CASAGRANDE, 2003; KLUNCK, 2007; SILVA, 2012). Data were examined in grammar books and dictionaries from that century. This research discusses if the words found on the nineteenth century corpora reflect either the spoken language or the first writings of Brazilian Portuguese orthography from that time. Written texts corpora are available in a digital archive in this thesis.

Abstract:
In 2005 the first Brazilian Spotted Fever (BSF) case was confirmed in the Rio Grande do Sul (RS) state, Brazil. Ever since until April 2016, twelve cases have been confirmed, and four of them are native from Cerro Largo city, an area considered endemic to the riquetsial illness. During the same period, RS also notified 58 suspected cases to the Ministry of Health. There are two distinct biomes in RS, Atlantic Forest and Pampa, the later restricted to RS within the Brazilian land. Until now, no studies reported rickettsial infection in the ixodofauna of RS. Thus, this study aimed to investigate the rickettsial infection of Spotted Fever Group (SFG) in dogs, small mammals and ticks; by immunofluorescence assay (IFA), qPCR and attempted rickettsial isolation in cell culture from ticks collected in an endemic area (Cerro Largo) and non-endemic areas in Pampa and Atlantic Forest biomes of RS. Through serology (IFA), 33.5% (55/164), 2.9% (1/33) and 40% (16/40) small mammals, and 8.3% (3/36), 13.9 % (5/36) and 20.4 (28/137) dogs from the Atlantic Forest, Pampa, and BSF-endemic area, respectively, were seroreactive (titer ≥64) to at least one of the six rickettsia antigens tested. Eight species of ticks were collected in the Atlantic Forest: Amblyomma aureolatum, Amblyomma brasiliense, Amblyomma incisum, Amblyomma ovale, Haemaphysalis juxtakochi, Ixodes loricatus, Rhipicephalus microplus and Amblyomma yucumense, the later described as a new species. In the Pampa fragment, four tick species were found (A. aureolatum, A. ovale, Amblyomma tigrinum and Rhipicephalus sanguineus), and five tick species (Amblyomma dubitatum, Amblyomma longirostre, A. ovale, I. loricatus, R. microplus) in the BSF-endemic area of RS. We performed the first molecular detection in the RS state of "Candidatus Rickettsia amblyommii" in A. longirostre and A. brasiliense; "Candidatus Rickettsia andeanae" in A. aureolatum and A. tigrinum; Rickettsia bellii in I. loricatus; Rickettsia rhipicephali in A. yucumense and H. juxtakochi; and "Candidatus Rickettsia asemboensis" in fleas in Brazil. Noteworthy, we detected the pathogen Rickettsia sp. strain Atlantic rainforest in A. ovale ticks from Cerro Largo (endemic area for BSF in RS). We also performed the first isolation in cell culture of rickettsia from RS state, which comprised R. bellii from I. loricatus collected in the Atlantic Forest and the BSF-endemic area. This study is the first comparative research about rickettsiae among Pampa and Atlantic Forest biomes, and also the first molecular detection and isolation in cell culture of rickettsiae from Rio Grande do Sul, Brazil

Abstract:
The Research maps impressions and actions of Gaucho editors about the introduction of technologies and digital networks in the publishing market aiming to identify and discuss aspects that indicate changes in the structure, practice and processes associated with the editing of books. It is an exploratory research that provides an overview on the issue under study. The universe chosen for analysis is a local crop - Editor's Club of Rio Grande do Sul - which brings together 21 publishing houses with different sizes and located in the state. The methodological procedures cover the bibliographical research, the documental research and conduction of semi-structured interviews realized in person and through electronic form. The contact with all the affiliate publishing houses resulted in 11 editors who answered back. The results show (1) the dificulty editors have in learning and understanding all the factors that the introduction of new Technologies and digital networks which cover the production and circulation of contentes/books; (2) The complexity and resizing of the notion about the book production chain; (3) The still shy performance of publishers based in Rio Grande do Sul regarding e-books; (4) the demand for the renewal of knowledge on the part of professionals working in the publishing market, as well as the establishment of partnerships between companies and / or professionals as representative factors of reconfiguration of structures and processes of production; (5) the perception of gaucho editors that they are agents embedded in a market that changes in global dimensions, where the notions of local, national and international levels are articulated; (6) the prospect of coexistence between printed and digital editions; (7) the strength of the role of government as the main buyer of books through its programs to encourage reading, so it becomes an agent who has power to determine the direction of shares linked to the market.

Abstract:
This chapter examines the political economy aspects, particularly the influence of the Clean Development Mechanism, in clean energy and climate change policies in the states of Bahia and Rio Grande do Sul in Brazil. The different mechanisms for responding to climate change are financing opportunities in some of the ‘green’ industries, but the results show a gap between the initial objectives of global policies and their results. The research identified pitfalls and opportunities for new strategies and mechanisms for boosting clean energy in Brazil and the role that the Clean Development Mechanism and future international mechanisms can play in the political economy of clean energy transitions. The chapter concludes with a discussion on the lessons learned from experience of the Clean Development Mechanism and its implications for the future of the Paris Agreement.

Abstract:
This book, which has the age vulnerability of elderly prisoners materialized by the oblivion of this portion of the population by penitentiary policies as its central theme, was elaborated in the scope of the Postgraduate Program in Social Policy and Rights of the Catholic University of Pelotas, within the line of Human Rights, Security and Access to Justice research. From the study of the population and prison aging, the penal execution legislation, the penitentiary policies, as well as from the contributions of the Recognition Theory, a theoretical basis is built for dialoguing during the interviews with the elderly prisoners in two prison houses of the 5th Penitentiary Region of Rio Grande do Sul. Categories considered as factors related to aging and that would contribute to greater vulnerability of the elderly are raised and discussed based on the idea that the denial of aging by society, and consequent omission of the elderly in Brazilian penitentiary policies, generates the problem confirmed by this thesis: the existence of age vulnerability of the elderly in prison.

When his new master went bankrupt, Rufino was auctioned and bought by the police chief of the province. He worked as a cook at home and probably as a hire-out worker in the streets as well. Rio Grande received scores of slaves imported from Bahia and Rio de Janeiro. By 1819, 30 percent of Porto Alegre’s population were slaves. As the city grew, daily conflicts between slaves and the police and maroon activity became a major problem.

This chapter concentrates on the ‘Mazzinian moment’ in Brazil, the six years from 1835 to 1840 in which a small group of Italian admirers of Mazzini – notably Garibaldi – was active both in Rio de Janeiro and Rio Grande do Sul. The later influence of Mazzini in Brazil, especially on the great wave of Italian immigrants who arrived in the country between 1870 and 1914, was less direct, mixed with ideas from other sources such as the anarchism of Bakunin. It is Garibaldi rather than Mazzini who remains a hero in Brazil.

Abstract:
Once upon a time there lived a little girl in Erfurt, a beautiful town in central Germany—a town that boasted a number of Gothic cathedrals and was a center of horticulture. The great medieval mystic Meister Eckhart had preached there; Luther had taken his vow to become a monk there and spent years in the Augustine monastery in its walls; and Goethe had met Napoleon in Erfurt, for the town’s distance from the centers of classical German literature, Weimar and Jena, was only a few hours by horseback or coach. The little girl loved reading and drawing but hated outdoor activities. As she was the only child, born rather late in her parents’ lives, they surrounded her with measureless love and care. Her father, hailing from central Germany, not far from the Erzgebirge, was an employee in the post and telegraph service; her mother, however, had grown up in the north not far from the Dutch border, daughter of a family with a centuries-long tradition of seafaring. The father was mild and gentle, and his love of mystical literature from all religions complemented the religious bent of the mother, grown up in the rigid tradition of northern German protestantism, but also endowed with strong psychic faculties as is not rare in people living close to the unpredictable ocean. To spend the summer vacations in grandmother’s village was wonderful: the stories of relatives who had performed dangerous voyages around Cape Horn or to India, of grandfather losing his frail clipper near Rio Grande del Sul after more than a hundred days of sailing with precious goods—all these stories were in the air. Mother’s younger sister was later to weave them into a novel and to capture the life in the coastal area in numerous radio plays. Both parents loved poetry, and the father used to read aloud German and, later, French classical literature to us on Sunday afternoons.

Abstract:
Pulverized coal with low average heating, producing ashes with high percentage of silica, is fired inside the furnaces of a Thermal Power Plant (TPP) of Candiota, State of Rio Grande do Sul, Brazil. The produced hot flue gas heats the water of the ECONOMIZER 01 (ECO 01) placed inside the exhausted duct. Distorted velocity profile at inlet of ECO 01 and high concentration of abrasive particles of flue gas cause drastic erosion. So intensive has been the abrasive action that some well-identified tubes end up collapsing. The unpredictable fail has caused many non-scheduled stops of the TPP. A study focused on the reduction this effect, was set up years ago. The paper shows part of this study end present results, obtained from the numerical simulation analysis of the flue gas flow. Some technical solutions are suggested to reduce the erosion of tubes providing that avoiding it showed be impossible.

Abstract:
The Bolivia Brasil Gas Pipeline (GASBOL) is a pipeline extending from the gas producing fields of Rio Grande, Bolivia, to Canoas, Brazil. It distributes gas to five states in Brazil, with a total extension of 3 160 km (1,970 mi) and a rated operating pressure of 100 kgf/cm2g (1,420 psig). GASBOL is owned and operated by Transportadora Brasileira Gasoduto Bolivia-Brasil S.A., TBG, a company whose shareholders are Petrobras, AEI Ame´rica do Sul, Transredes, BBPP Holdings and Bear Ga´s. After several occurrences of flow turbine failures caused by large flow variations at some city gates, the design of new stations was modified to include a control valve upstream of the interconnection point with consumers. For operational city gates such functionality would imply delivery interruption to perform costly hot tapping procedures in order to install a flow control valve. Therefore, TBG’s engineering team was challenged to develop a cheaper and quicker solution. This paper describes TBG’s answer to that challenge, developing a low cost flow control solution at ten selected city gates along the pipeline. The stations were chosen based on several aspects such as volume capacity, line packing to the consumer, etc. The main objective is to ensure that the daily volume effectively delivered does not exceed the contracted volume, avoiding delivery failures due to imbalances caused by unplanned withdrawals, as a means to improve planning of the pipeline operational profile.

Abstract:
"Introduction: Acute myocardial infarction is an experience that may cause severe emotional impact to the individual who presented it. The anxiety and depression felt is caused not only by the infarction episode itself, but also by the current uncertain state of the world during and because of the COVID-19 pandemic, something which can heighten these negative feelings throughout the entire population, especially in those considered to be in high risk groups. Objective: The objective of the present study is to estimate the prevalence of anxiety and depression among patients infarcted during the current coronavirus pandemic in the state of Rio Grande do Sul. This study will compare clinical characteristics and risk factors between groups with and without anxiety and depression. Methods: Acute myocardial infarction patients who were submitted to percutaneous coronary intervention from February to June 2020 at a reference hospital in cardiology were considered eligible. The patients were interviewed via phone calls. The clinical characteristics and intra-hospital events were obtained from the hospital’s REDCap Database. The level of anxiety and depression suffered was evaluated utilizing the HADS (Hospital Anxiety and Depression Scale). Patients considered as suffering from anxiety and depression were those who obtained scores for the possible and probable presence of those mood disorders. Patients were divided into groups with and without anxiety and depression. The categorical variables were expressed through frequency and percentage and analyzed by the Chi-square test and the continuous variables were described by average and standard deviation, and analyzed by Student's t-test. Results: A total of 55 patients were interviewed. The majority of these patients were male (74,5%) and white (80%). The average age of those participating in the study was 58 ±12 years, and the female participants were older than the males. The average number of years of education was 8 ± 4 years. The prevalence of anxiety was 38,2% and of depression 30,9%. Conclusions: The prevalence of anxiety and depression was higher than those described in the literature for this population, which supports the hypothesis that the pandemic may be aggravating the patient’s emotional state. Another group will be interviewed for the control group."
