Abstract:
Abstract In this article, we examine how parents explain their choices of transmitting certain languages to their children, a key element of family language policies (FLP), in light of their dynamic linguistic repertoires and biographic experiences. Contributing to the framework of FLP, we focus in particular on parents’ memories, their narratives of multilingual upbringing in the past, and how these are used to construct present FLP. We analyze conversations where six multilingual parents in Norway talk about their experiences and intentions regarding FLP, and in particular, their reasons for the transmission of (some of their) languages to their children. The parents of three of the families are from the Democratic Republic of Congo (DRC), and in three others at least one of the parents migrated from Germany. We find that the parents align their decisions with both prior and new experiences. They relate to their language(s), their past and their current family life, and express the wish for continuity across the lifespan. At the same time, they demonstrate a certain flexibility and willingness to adapt to the constantly changing environments that they and their children experience and in which they navigate. Through their complex accounts, their memories and lived language experiences, we can understand parents’ manifold positions as regards their children’s linguistic repertoires.

This review article analyses two publications which deal with the history of the independent Democratic Republic of the Congo/Zaire, emphasising the reign of President Mobutu Sese Seko. In comparing the two publications, originating from two decidedly different traditions, the pre- sent article concludes that, twenty years after the fall of the Mobutu regime, there is not (yet) a historiographic consensus on the character of the Mobutu regime. Jean-Pierre Langellier, com- ing from the world of journalism, emphasised in his biography of Mobutu the importance of the President’s friendship ties with the West, and the influence of the Cold War. Conversely, scholar Gauthier de Villers relativised the deterministic character of the Cold War on the regime, as well as the unconditional amical ties of Mobutu with his Western allies. Abstract:
This is the first Article IV mission to DRC since June 2015. The inauguration of President Tshisekedi in January 2019 marks the first peaceful transfer of power since independence. He has pledged to improve governance and scale up public investment. Challenges abound. Poverty and unemployment are widespread. Violent conflict persists in some regions, and the worst ever outbreak of the deadly Ebola disease is ongoing. Dependence on mineral exports leaves DRC vulnerable to commodity shocks. Tackling corruption and improving governance are imperative. The main risks include an escalation of the Ebola epidemic; fiscal loosening leading to monetization of budget deficits; a relapse in copper and cobalt prices; an intensification of ongoing armed conflicts; and resistance to reform from vested interests.

While macroeconomic policies in recent years have succeeded in restoring elements of macroeconomic stability under difficult circumstances, macroeconomic conditions are nonetheless precarious. The recent fall in commodity prices, new spending initiatives, and looser spending oversight during the political transition period have led to a weaker fiscal position mostly financed by the central bank. In that context, international reserves have fallen to critically low levels (one week of import coverage). Balance of payments needs remain both urgent and protracted.
