Two types of approaches are identified : general approches and those specific to "new states". An alternative approach is then proposed for the "dependent state" called "political ressources model" and applied to the case of zaire. The first part identifies the resource elements, the objectives and the strategies of zaire's foreign policy. The second part analyses the valorisation of resources by zaire in the african and extra-african political spheres. Full textThe object of the study is to investigate the impact of public policy or forestry. The essence is to determine whether public policy has reached its objective of making firms engaged in exploiting forestry resources in the Congo adopt an optimal approach towards the trade-of between the preservation of the ecological balance and the requirements of the profit maximization objective. In this respect, we have had to conduct our analysis around two principal issues, namely (1) the problem of disinvestment and (2) the wish of government to achieve a certain degree of transformation before export. We have analyzed the disinvestment phenomenon using the C. Khang model. The a analysis reveals a significant differential in long period stationary stock levels, depending on whether exploiting firms take externalities into account or not. Still on the disinvestment problem, we have been able to appreciate by means of the Clark-Nunro and the Cropper-Lee-Pannu models, the necessary and sufficient economic conditions which lead to the extinction of renewable natural resources. The assessment show s that public sector enterprises are not adequately adapted to the role of stimulating the forestry sector, due largely to their excessive dependence on government and the preponderance of the redistribution function over that of accumulation. On the side of mixed firms, transport, and domestic marketing conditions reduce firm effectiveness. In spite of heavy government investment in the forestry sector, the pre-1974 problems of ecological balance and sectorial industrialization, among others, persist. The situation then calls for a radical change in governent policy and economic philosophy as a prerequisite to its new participation in the sector

The purpose of the first part is to analyse the topics and ways of financing related to the development projects of these two countries. These development plans were supposed to meet the basic needs of their populations by allowing invest ments in the sectors which should have priority, according to local authorities - chapiters i to v. The second part stresses the results of the mismanagement of the two economies. The authorities have actually conducted a management based on annuities, which has brought about the acceptance of the implementation of austerity programs proposed by the i. M. F. Full textIn Congo Brazzaville, beginning from the Three Glorious 13th, 14th and 15th August 1963, there developed a very creative literary space. Most of its writers, especially as concerns the novelists, are (have been) committed, by titles and diverse levels, to the political life of their country. From a socio-critical perspective of Congolese novels using micro-lectures, from an intertextual perspective, brings out politics as a structuring mould for most fiction. An analysis of the context of the Congolese novel, with politics as a thematic concern reveals a number of particularities (Part 1). Putting things to context in this manner allows for understanding why the political referent permeates romanistic Congolese fiction. Thematizing politics (Part 2), as subject, motive or topos allows for a better understanding of imaginary universes. The representation of independences, of revolutions and of social life brings light to the complex relationships between the scribe and the prince. Characters in fictions position themselves in revolt to institutionalized powers, as revolutionaries or as collaborators. Generally, they denounce the day to day experience in dissidence and reject the status quo. An entire political rhetoric springs forth from the treatment which the authors give to the latter (Part 3) and establishes a writing policy, namely, strategies of political expression. Here employed are: masking by anthroponomy and toponymy, the cropping up of strange universes, (magic, the sublime, carnival, imaginary, etc) in the plot as well as making use of crypt language. Postures of political expression differ with writers. Whether they participate in power or not, and from the fact of their belonging to the phratry, all find themselves in Congolie, the imaginary liberated territory and declare their « Dream for Change » or their aspirations to a better communal life, rendered in an original manner by Henri Djombo in Lumières des temps perdus. The fictions dwell on politics, but also, and especially on the act of writing and its finality. In this wise, the texts pose a large statement of the problem: the meeting of political and literary spheres, the difficulty of the writer to express political issues in a dictator nation or the statutes of values

It'worth having a multidimensional approach to it. To have a good grasp of tax system, one has to take into account its institutional aspects as well as social ones. As an ambivalent phenomenon, the tax not only takes the exact shape of social organization but also makes collective interests be carried out through the missions of public power. Tax laws consequently succeed in promoting a close connection between the state citizens-taxpayers. For that matter, the system happens to act as a pump in charge of collecting funds which are shared out by the state in the form of estate and services in aid of citizens. Therefore, fiscal mechanism in every respect, end at the crossing of benefits. Vouching for the financial capacity of the state, tax laws serve as a socio-economic regular as well. It's a means of taking action the political power makes use of to favour some socio-economic aims. Full textDemocracy emerged as a major challenge for African societies throughout the 1990s. The religious dynamic constitutes a key element in the social and political changes associated with democratic transition. In contrast to the West, religion appears to be an element that accompanies political modernization in African societies. Through its strong political involvement, the Catholic Church of the Democratic Republic of Congo is attempting to contribute to the political modernization of the DRC- including the improvement of its democratic deficit. By acting as a social partner, the Catholic Church hopes to increase citizen participation in politics and instill awareness of democratic values. It is legitimate/ important to examine whether the interaction between Catholicism and the political system of the DRC is likely to give rise to a democratic political culture. Using a dialectical approach that opposes the political discourse and actions from the top (top-down politics) with political thought from the bottom (bottom-up politics), this paper will analyze the emergence of a political culture molded by Catholicism and civil society in the DRC

She's rested on the research of the causes of the permanence of governmental instabilities that this country know since the period of the french-african community : eight (8) executives, about sixteen (16) constitutional texts and more than ten (10) observed cases of violence movements (riots between tribes, revolutionary uprising, military distinguished actions, presidential murder, civil wars,. . . ). These causes are at one and the same time anthropologic : the people who haven't a common past are obliged, because of the colonization, to cohabit ; sociologic : the non-existence of a common past induce ipso facto divergent behaviours so much the futures aren't identically taken hold. They are viewed as a tacit refusal to accept the modernity by the non-observance of the modern law oneself worked out. Full textThe inefficiency of the functioning sanitary system in congo results from an artificially created demand for health services. This inefficiency generates the failure of the public health policies since 1960, despite different political instigations. The transformation of the popular needs into technical demande, is the result of public policies due to that might be called the medical bureauc racy. This failure however should not be explained by fatality. Causes are more political than technical. The public health models tested out in congo are as matter of fact abstractions. The historical analysis is need first of all, to explain the failure of these policies. But the results of this analys lead to the affirmation according to wich the real congolese society remains far from the ideas politicians and health practitioners have made of it. The latter especially, because of their training almost abroad, imagine a representation of their profession which generates and keeps a distorsion between their acquired knowledge and the know-how need for a real efficiency in public health matter

Dependency supplies the autochtonous social groups with the matrix for their hegemony. Against the amalgamating and integration efforts of the state , the masses adopt various strategic alternatives. One can define congolese political evolution by a double contradiction : one , state totalitarianism , the other disaggregation. This is double process underlies the marxism situation in the Congo , power and counter power. The Congo is engaged in theory in the construction of socialism. In reality it lives strongly integrated in the world capitalist system. Congolese marxism consists of two descriptions : dialectic materialism is its philosophy and historical materialism its science. It is concerned with a late avatar of stalinisation , a sort of tropical stalinism. The ideology of the dominant class assumes it of eventual legitimacy. Full textThis thesis is devided in three parts. The first one deals with the theorical aspects of the main theme being discussed here. It presents the country’s political context from the independence up to nowadays. The second one presents the panorama of the Congolese press since its origins up to the democratic’s transition period, first from 1960 to 1963, and later from 1963 to 1990, the period of the single ruling party, finally the so called period of real democratic experience, from 1991 up to our days. As such, La Semaine Africaine, the newspaper funded by the Catholic Church, opposed all the information systems imposed by the various regimes. Mweti, the first newspaper to be issue on a weekly basis, born under the 1977 revolution, was quite creative by putting in place a section dealing with brieve anecdotes named “J’ai vu”. In reality, these were anecdotes very critic of the government; they constituted a type of resistance to the authoritarian system of information. In 1989, the press started playing its key role of a counter power by pushing for more freedom of the press and freedom of opinion through the liberalization and democratization of the whole political system. These pressures led to the National Sovereign Conference being held, which in return allowed to set up of a flexible legal framework for the press and the creation of a regulatory body for the media overall. The third one focuses on the analysis of the two newspapers’ content as a good representation of the newspapers of the period being studied. It reveals the type of resistance to the authoritarian system of information prevailing in Congo-Brazzaville: Frontal resistance, alternative resistance and indifference, etc

Because useless is the effort which does not contribute to get over the troubles of the society, the study does not keep itself within the bounds of a mere understainding of the problem, therefore it intends to solve it out. Indeed, the enterprises which are involved in the production and trade of oil share an important prqt of responsability in the trouble which oppresses this country. But the state is not the less implicated in it. As a matter of fact, it is the starting point of the harm, because of the gaps in its oil legislation, and the slackness in its appliance. Hence, following the way paved by the venerable universal institution bird, but not without limitation, the study aims at improving the exploration and the oil working legislation, including the sensitive fields of the financial oil organisation and protection of environment which endure these damages. Full textThe aim of the present socio-linguistic study is to ascertain the place, in Zaire and Congo, of the languages of these two countries and to determine how they could best contribute to their development all fields. In a first part, after an in-depth study of the lingual practices of Belgian, English, French and Portuguese colonial administrations in the occupied African black territories and a survey of the linguistic studies done by Europeans before the independences, the author of the thesis, presents a vast picture of the present linguistic situation of the states of black Africa, of the different policies of the various governments in this field, as they are conditioned by the practice of the former coloniser, and research made, up to now, by African and non-African specialists. The second part deals with the particular case of Congo and Zaire. After a brief geographical, political, economic and social picture, the author then defines the present linguistic situation of these two countries as regards the statute of the languages, their relationships, and their use. He then deals with the problem of the necessary promotion of Congolese and Zairese languages, and determines its objectives, the place of linguistic plans in the general plans of national development, and also the choice of one or several national languages. As a conclusion, after an assessment of the study, the author presents some personal reflexions on the necessary linguistic policies in Congo and Zaire, so as to allow Congolese and Zairese languages to reach the statute of modern languages. This to make them assume their role in the field of cultural independence and national identity, but also to express the concepts of the sciences and techniques of our time

Her efficient apprehension is a efficacious manner to dispose needfull factors to make adequate economics policies. Similar explanations cannot be given about inflation in differents countries because they are heterogeneous and everyone presente own specific characteristic : economics, institutionnal and structural. Thus some dominant theories can or cannot be valided in certains countries. Inflation analysis in congo's case revealed the existence of exogeneous and endogeneous mecanisms which have an influence on the level of inflation rate : (i) the structure of congo's productive system (his weakness); (ii) the dependence towards foreign exchange and his appurtenance into cfa currency area (through monetary and budgetary policies, and the over-estimate of cfa currency). In this way, the coexistence of "permissive factors" of inflation and the factors which moderate rising price, both theme generate the disguising mecanism in the level of inflation in congo's economy during 1970-1991

Full textThis thesis shows that the Congolese economy went through a Dutch disease. It offers a way out of this situation of renting economy. To do so, the thesis is divided into three parts: The first one presents the Congolese economy and doing so, we show that it seems to be touched by the Dutch disease symptoms. In the second part, we build the general equilibrium calculable modelling 123 for the Congolese economic. We show with this general equilibrium calculable modelling that the Congolese economic is indeed affected by the Dutch disease. The last part, by elaborating different scenarios we present a way out of the Dutch disease situation for the Congolese economy: using the general equilibrium calculable modelling, the thesis shows that among different measures, the devaluation policy, if associated with a restrictive budget policy, is the most efficient policy for the Congo to leave this situation of economy of rent

The answer of this basic question is that decides behavior is somewhat peculiar. Coordination of actions in this field is lacking. One can say that there's no real sea law politics in the country. Meanwhile, the important marine resources are being intensively exploited by foreign ships. In fact the actual Congolese’s sea law is obsolete therefore it's necessary to elaborate new and suited regulations in this field which is continuously evaluating. Congolese state and authorities should pay more attention to the marine sector when the sea is being over exploited polluted

Full textThis study examines the situation of the written communication in Congo-Zai͏̈re, from the colonial regime to the postcolonial one. My thesis falls within the problematical relationship power/media, and is inspired from the political bibliological theory, of which hypothesis favours the political factor. From this point of view, to each political model there is a biliological model or a specific model of organization of the elements of the written communication. This study exposes the three political systems of communication that the country has known : the Belgium colonial regime of Congo (1885-1960) ; the democratic republic of Congo (DRC) (1960-1965) and finally the republic of Zai͏̈re (1965-1990). This study reveals the bibliological models of these three political powers. The colonial system institutes a specific double bibliological model : newspapers for the Whites and newspapers for the Blacks, etc. The bibliological configuration known under the DRC regime (1960-1965) is the outcome of the of the cultural and political intervention of the Unesco. My study is meant to show the ideological conditions of the birth and development of the so-called universal model. Under the influence of the only zairian party (1965-1990) the political power would promote a bibliological model, with a concentric philosophy and unbending institutions. This bibliological monolithisation consists in making each written element of communication depend on one institution. Scientifically speaking, the purpose of this investigation is the application of the political bibliological theory in Dark Africa and in that sense it proves to be pioneer. Far from being a simple record of facts, this work is not only meant to inform and document, but it is an attempt to globalise, systemize and understand facts

Full textBased on the theory of the bibliogical model, this study aims at interpreting the book situation in the people's republic of congo. The bibliogical model, i. E. The organization of books in each country or group of countries, is based on the book-society relationship. It is impossible to understand the life of books in a country if this model concept is not being refered to. Each model, in the free market, socialist or third world countries, has its criteria, mainly linked to the political system, but also to the history of the country (colonization for instance). This was the case for congo, the study of whose society was necessary, as the history of books in the country cannot be dissociated from the european penetration. Thus, starting from the colonial, independence and post-colonial models, we were able to show a vacuum : books were not seen as a must in the development of the country. The colonial book policy consisted in keeping at its lowest possible level any potential development of local publicating or distributing. Since independence in 1960, praise-worthy efforts are to be noted in the field of education, but they were linked mainly to a growth of school attendance

Today, the role of the army remains essential in rebuilding the Congo' s infrastructure and bringing reconciliation to its warring factions. The army must support the revaluing and reaccredidation of the praetorian institution for the civilian society and the political community. Therefore it doesn' t have to be neglected if the Congo wants to clear the way for democracy

Our many purpose has been to observe the linguistic and discursive practices of two opposed political groups (the rebels and the governement) in a multilingual and diglossic country in a state of revolution. After studying the relationships between society, language, discourse, ideology and power in zaire in the sixties (part one), we examine their semantics ( part two ), their functions and strategies (part three). Finally, we focus on the discourse of extremists, that of the rebels, to see how it has been influenced; we also review the influences it has exerced on the french language in zaire and on other languages. The two discourses differ in the way they express ideology, although they both belong, from a sociolinguistic point of view, to the realm of the colonial linguistic ideology

Full textThis work gives an outline of the organization and functionning of congolese diplomacy. It assesses the respective influences of each of the instruments which make up the congo's foreign affairs, explains the country's stakes on the international scene evaluating their implementation in foreign affairs, and highlights the main diplomatic difficulties. Certain actors, according to their nature and importance, participate more than others in the foreign affairs of the congo. Consequently, some of these elements are more influential than others, and on the whole a hierarchy exists between them in the foreign affairs of the stae. The diplomatic action is therefore a curious mixture of powerlessness, shrewdness, tactics, dogmatism ans soletimes just pure common sense. Viewed globally, the objectives and therefore the principles of action followed by the congo have never seen an adequate and effective application. A renewal of the modes of functionning and organization of the instruments and a political will implementing strategies (for instance with population in bilateral affairs, according to their usefulness and primacy) would certainly render congolese diplomacy more efficient, reliable and profitable
