Abstract:
Abstract The Balkan Cities Association of Nephrology, Dialysis, Transplantation and Artificial Organs (BANTAO) was established in Ohrid, Republic of Macedonia on October 9, 1993 during the First Congress of the Macedonian Society of Nephrology, Dialysis, Transplantation and Artificial Organs (MSNDTAO). The idea of the founders was that such Society would have a clear impact on several aspects of practice and research in nephrology and artificial organs in the Balkans, firstly, by increasing its international visibility and potential collaborative work, and recognition by international organizations. Secondly, such a society would facilitate the exchange of experience and knowledge between experts in our area. In addition, it would be a very positive symbolic act showing that collaborative work for the betterment of life is possible and desirable in our area and that coming together will bear better fruits at the human and cultural levels. It will also send a very clear signal to the outside world that the Balkans can be a place of collaboration and mutual understanding. Several international bodies such as the International Society of Artificial Organs and the International Faculty of Artificial Organs have signaled their interest in and support for the creation of such a society. Despite the turbulent times in the Balkan Peninsula, the First BANTAO Congress was held in Varna from September 22 to 24, 1995, which was an impressive event. F. Valderrabano, Chairman of the EDTA–ERA registry reported on that event with a lot of sympathy in the paper entitled “Nephrologists of the Balkan countries meet across political frontiers and war fronts – an example to politicians. The foundation of and the Second Congress of BANTAO were also well accepted by the colleagues nephrologists from Russia. The Second Congress was held on September 6-10, 1997 in Struga, the Third BANTAO Congress was held on September 18-20, 1998 in Belgrade, the Fourth Congress of BANTAO was held in Izmir on November 14-16, 1999, the Fifth Congress of BANTAO was held in Thessaloniki on September 30 – October 3, 2001, the 6th BANTAO Congress was held in Varna, on October 6-9, 2003, the 7th BANTAO Congress was held in Ohrid, on September 8-11, 2005, the 8th BANTAO Congress was held in Belgrade, on September 16-19, 2007, the 9th BANTAO Congress was held in Antalya, November 18-22, 2009, the 10th BANTAO Congress was held in Chalkidiki, October 13-15, 2011, the 11th BANTAO Congress was held from 26 to 29 September 2013 in Timisoara on the 20th Anniversary of the foundation of BANTAO, the 12th BANTAO Congress was held on October 15-18, 2015 in Opatija, the 13th BANTAO Congress was held on 4-8 October, 2017 in Sarajevo, the 14th BANTAO Congress was held on September 20-23, 2018, in Budva and the 15th BANTAO Congress was held in Skopje, 26-29 September 2019. Another milestone in the life of BANTAO was the appearance of the BANTAO journal in 2003, which has been published biannually since then. In the past 17 years there have been 33 editions of the journal and seven supplements reporting BANTAO congresses. The editors of the journal past and present are: 2003–2005 (Dimitar Nenov); 2005–2009 (Ali Basci); 2009–(Goce Spasovski). Up to date, more than 400 papers have been published. The BANTAO journal is registered on EBSCO, DOAJ, SCOPUS, and has become a strong ‘glue’ among nephrologists from the Balkan cities. The BANTAO congresses and the BANTAO journal have succeeded in elevating nephrology knowledge and thus increased the standards of nephrology patient care throughout the Balkans. Standing above the divisive forces of politics, language and war, BANTAO gives a living example that collaboration and humility are feasible in times of maddening destruction, and are transformative.

AbstractThe first World Congress of Paediatric Cardiology was held in London, United Kingdom, in 1980, organised by Dr Jane Somerville and Prof. Fergus Macartney. The idea was that of Jane Somerville, who worked with enormous energy and enthusiasm to bring together paediatric cardiologists and surgeons from around the world. The 2nd World Congress of Paediatric Cardiology took place in New York in 1985, organised by Bill Rashkind, Mary Ellen Engle, and Eugene Doyle. The 3rd World Congress of Paediatric Cardiology was held in Bangkok, Thailand, in 1989, organised by Chompol Vongraprateep. Although cardiac surgeons were heavily involved in these early meetings, a separate World Congress of Paediatric Cardiac Surgery was held in Bergamo, Italy, in 1988, organised by Lucio Parenzan. Thereafter, it was recognised that surgeons and cardiologists working on the same problems and driven by a desire to help children should really rather meet together. A momentous decision was taken to initiate a Joint World Congress of Paediatric Cardiology and Cardiac Surgery. A steering committee was established with membership comprising the main organisers of the four separate previous Congresses, and additional members were recruited in an effort to achieve numerical equality of cardiologists and surgeons and a broad geographical representation. The historic 1st “World Congress of Paediatric Cardiology and Cardiac Surgery” took place in Paris in June, 1993, organised by Jean Kachaner. The next was to be held in Japan, but the catastrophic Kobe earthquake in 1995 forced relocation to Hawaii in 1997. Then followed Toronto, Canada (2001, organised by Bill Williams and Lee Benson), Buenos Aires, Argentina (2005, organised by Horatio Capelli and Guillermo Kreutzer), and most recently Cairns, Australia (2009, organised by Jim Wilkinson). Having visited Europe (1993), Asia-Pacific (1997), North America (2001), South America (2005), and Australia (2009), and reflecting the “African Renaissance”, the World Congress is coming to Africa. The 6th World Congress of Paediatric Cardiology and Cardiac Surgery will be held in Cape Town, South Africa, from 17 to 22 February, 2013. Momir H. Polenakovic was elected President of MSNDTAO.The First congress of MSNTAO was held in Ohrid from October, 7 to 10, 1993 in hotel “Desaret” under the auspices of the first President of R. Macedonia, Kiro Gligorov. During the Congress, the Balkan Cities Association of Nephrology, Dialysis, Transplantation and Artificial Organs (BANTAO) was formed on October 9, 1993. The idea of cooperation with the Department of Nephrology from the Ege University, Izmir, R. Turkey was promoted. Some of the presented papers were published in the Proceedings “Nephrology ’93” as a supplement to the Macedonian medical review. The “Doctrine for performing nephrological activity in the Republic of Macedonia” was also promoted.The Second congress of MSNDTAO was held in Struga, R. Macedonia from September, 6 to 10, 1997 together with the Second BANTAO Congress. South Africans voted in their country's fourth democratic general election on 22 April 2009. The African National Congress (ANC) again secured a substantial victory. It might seem that the 2009 Elections proved to be “business as usual”. Yet such a conclusion is unjustified, for events had conspired to generate excitement about this particular contest, which rivalled that leading up to the “liberation election” of 1994. The reasons for this were several, but the most important revolved around Jacob Zuma, who had risen to the presidency of the ANC in December 2007, and the formation of a new party of opposition, the Congress of the People (COPE), by dissidents from within the ANC. In the elections, however, the ANC reasserted its dominance. Even so, the results of the 2009 election at national and provincial level indicate change. The ANC has maintained its electoral dominance, yet its grip on the electorate has been somewhat weakened, while the opposition – although remaining very much in the minority – has consolidated.

AbstractThis study explores depictions of Islam in Senate rhetoric across the 106th (1999–2000) and 111th (2009–2010) Congresses. These two periods are compared to consider overall patterns in congressional discourse on Islam and to explore how the September 11th, 2001 attacks might have shaped this discourse. The study also examines the possible effects of ideology, partisanship, and senator religious affiliation on representations of Islam. The article ultimately suggests that despite some important post-September 11 shifts in Senate rhetoric pertaining to Islam, persistent themes regarding securitization, Orientalist tendencies, moderate-fundamentalist dichotomizations, and ideological divisions merit scrutiny. This study contributes to work on Congress, religion, and American politics by assessing trends in the discursive representation of Islam by United States legislators. Theoretically, the article draws upon the Copenhagen School in International Relations to assess the securitization of Islam within legislative debates and to develop the related concept of normalization.

- The first part of the 8th National Doctoral Network Conference took place in October 2008 in Turin. The congress provided doctoral students from a large number of Italian universities with an arena in which to compare and discuss ideas. The Network gave a facelift to the traditional format by dividing the conference into two parts, the second of which took place in Florence on 3-4 April 2009, where participants examined ways to build and consolidate a new, more interactive and critical approach to scientific brainstorming. In Turin, talks and sessions were of various types, all high quality, though for practical reasons we have given space only to those which, in our view, are directly linked, in terms of issues and affinity, to our own research interests. The Doctoral Network has set itself the task of coordinating doctoral degree courses in Urban Studies and Planning and puts itself forward as a type of ‘institute' where meetings and discussions can be held with the aim of bringing to the fore the specific issues and problems associated with doctoral training.

This paper examines the role that racial and ethnic diversity plays in improving the legislative success of minority interest groups. Relying on campaign contributions and lobbying expenditures to explain minority interest groups’ influence on legislators’ behavior is not sufficient, because most minority organizations are public charities, or 501(c)(3) organizations, and as such are both banned by federal law from making candidate contributions and limited in how much they can spend on federal lobbying. I argue, however, that the inclusion of more blacks and Latinos on congressional committees enhances the lobbying influence—and thus the legislative success—of civil rights organizations in Congress. Using data from lobbying disclosure reports on bills supported by black American and Latino civil rights groups in the 110th Congress (2007–2008) and 111th Congress (2009–2010), as well as House markup data, I find that National Association for the Advancement of Colored People (NAACP), Leadership Conference on Civil and Human Rights (LCCR), and UnidosUS-supported bills referred to House committees with greater proportions of racial and ethnic minorities received more markups than did bills referred to House committees with less diversity. Diversity is significant in predicting committee attention even when accounting for possible confounding factors, including committee jurisdiction and the ideological composition of committee membership.

The past year was a momentous one for India. The country navigated through the shoals of an unprecedented global financial crisis with only modest negative impact, and successfully continued the world's largest exercise in democracy. The 15th general election in April-May 2009 saw the venerable Congress Party return to power with a large mandate. On the external front, although ties between India and the Obama administration have been friendly, real concerns remain about the future trajectory of Indo-U.S. relations. Relations with Pakistan and China also remain testy.

ABSTRACTIn this paper we study, through the content analysis, the annals of the four major Brazilian communication events. Abstract:
The 1996 welfare reforms imposed major changes on the nation’s means-tested benefits, including a requirement that states place at least half of their cash welfare caseload in work or related activities. Congress also increased both cash and in-kind subsidies for low-income working families. Between the mid-1990s and 2000, work and wages among low-income women increased and poverty declined. The recessions of 2001 and 2007–2009 caused rising employment to falter, but after 2014, women’s employment rose again, and poverty declined. The impacts of welfare reform on these outcomes have been disputed, with many on the Left charging that states have used welfare funds inappropriately and many on the Right arguing that welfare reform played a major role in the improvements in work, wages, and poverty. We review reforms that have been proposed by one or both parties in recent years, including focusing spending on benefits and work. We conclude with lessons of these reform experiences for future reforms of entitlement programs.
