Abstract:
Soviet-American disarmament negotiations of the mid-1950s provide a critical case for evaluating theories of cooperation such as Tit-for-Tat and GRIT. Although both sides were close to agreement on the main terms of a treaty by May 1955, the negotiations were ultimately unsuccessful. On the basis of declassified U.S. documents, it now appears that the U.S. did not favor an agreement at the time: thus the game was not Prisoners' Dilemma, but Deadlock. The case reinforces the criticism of Tit-for-Tat that its unitary actor assumption ignores domestic second-image pressures for arming, and it also calls into question “first-image” explanations, such as GRIT, that focus on individual cognitive barriers to cooperation. The importance of understanding the links between internal political coalitions and external bargaining strategies is emphasized.

AbstractThe world has been trying to eliminate weapons of mass destruction (WMD) — nuclear, biological and chemical arms — for over half a century. Yet many such weapons remain, and progress in nuclear disarmament has been especially disappointing. The chronic failure to achieve agreed WMD disarmament mandates has prompted the creation of several independent international commissions to find some solutions. The WMD Commission created by Sweden in late 2003 was the latest such venture, and its 2006 report has received international acclaim. Chaired by Hans Blix, the Commission covered disarmament, non-proliferation and counter-terrorism issues, and did so from a variety of policy dimensions, from unilateral action through fully multilateral cooperation. Written by a member of the Commission's secretariat staff, this article tells the story of the Commission: how it conducted its work, what it proposed and what impacts it has had — and may yet have — in revitalizing WMD disarmament efforts.

In short, this Article examines the concept of moral disarmament using a broad-spectrum definition of humanity rather than the traditional IHL perspective. Rather than referring to human rights that are impacted by armaments, this Article looks at methods through which human initiative can create a society that truly hungers for disarmament. In other words, this Article points out that the extent of change that society can bring about through education, intellectual cooperation, peace initiatives, international affairs awareness, and intercultural communication can be reflected in the economic growth, social growth, and development of states. The aim is to help the reader envisage a world where moral disarmament is part of the fabric of society, thus helping to create an environment where people begin to see disarmament as a way of life or a natural result of the peace and prosperity that they otherwise enjoy.

AbstractThis study examines the effects of contestation on individual norms that are embedded in larger norm clusters. We define norm clusters as collections of aligned, but distinct norms or principles at the center of a regime. Norm clusters include multiple norms that can be insulated from contestatory challenges by degrees of cohesion, institutionalisation, and legalisation. While some constructivists argue that the most important dynamic to study is ‘robustness’ of individual norms, we contend that ‘resiliency’ of norm clusters offers a richer assessment of prospects for international cooperation and long-term impact on state behaviours. Thus, this study distinguishes conceptually between different structural layers that can generate various effects in conjunction with norm contestation. We add a third, or intervening layer of explanation with norm clusters, between the intersection of norms (lowest layer) and normative structures (broadest layer). To explore this argument, comparative case studies examine the resiliency of two prohibitionary norms – the nuclear disarmament norm within the non-proliferation regime and the norm banning assassination of foreign adversaries, which is not embedded in a regime structure. While the robustness of individual norms may be challenged, our results suggest a role for resilient structures in promoting overall longevity of norm clusters.

Abstract:
International institutions given the task to maintain collective security and to seek disarmament need to build on cooperation between major powers. The authors of the un Charter vested great powers in the Security Council but a consensus between the five permanent great powers was required for use of the powers. This inevitably paralyzed the Council during the Cold War. After the end of the Cold War, the permanent members have remained unable jointly to pursue disarmament, but they have succeeded in several remarkable cases to reach consensus, notably on measures to prevent the further spread of weapons of mass destruction. The quick action to eliminate chemical weapons in Syria was a win-win case led by us-Russian diplomacy, while the comprehensive deal settling the controversy over Iran’s nuclear program was a victory for patient diplomacy involving all permanent members and the eu. These actions show the potentials of the Council.

AbstractOrganization of international medical congresses is a perfect example of multidisciplinary cooperation with professional medical associations and Medical schools on one side and professional congress organizers on the other. Medical congresses are perhaps most frequent congresses in the world. Organization of medical congresses can be achieved in a number of ways: Organizers can be local professional associations or Medical schools, international professional associations and international professional congress organizers. To be nominated for organization of a congress, successful cooperation of medical professionals is needed, especially doctors and professional congress organizers. Success largely depends on knowledge of the availability of conference halls, available accommodations in the vicinity of the congress halls, ease of access to the congress destination, expectancies of possible candidates who will attend in connection to the congress destination, lobbying for nomination for organization of a congress. This article will analyze availability of conference halls in Croatia, accommodation capacities, transport possibilities. For the needs of this article, pilot questionnaire was constructed about demands of possible participants and their preferable destinations to be visited. Statistical analysis of Medical congresses in Europe is also shown according to geographical spreading. Concluding the article, we show that better education of medical staff about the possibilities of professional congress organizing are very important, as well as sharing of the experiences from big congresses among the medical professional in the field of medical congress organization. With multidisciplinary approach of all participants in organization of the congress (Ministry of Tourism, Croatian Tourist Association, Croatian Associations of professionals in congress tourism, hotels, medical professionals) Croatia could be much better recognized as destination for organizing medical congresses.

Abstract After reviewing recent literature on international organizations’ autonomy and cooperation, this article explores the unprecedented partnership between the Organization for the Prohibition of Chemical Weapons—implementing body for the Chemical Weapons Convention—and the UN Secretariat during the 2013–2014 chemical weapons disarmament in Syria. The article explores how this collaboration, embodied on the ground through the creation of a Joint Mission, evolved from hesitant, bureaucratic rivalry to an increasingly intense relationship in the aftermath of a large-scale attack near Damascus in August 2013. The research is based on wide-ranging interviews with senior OPCW and UN staff, and relevant state officials. The article shows how international shocks, high-level support from key Member States, and leadership at the Secretariat level produced requisite intra- and interorganizational consensus to mitigate turf wars. Relative autonomy of mission staff and bureaucratic flexibility further allowed skilled boundary spanners to build trust and increase the mission’s leeway, allowing it to navigate complex political challenges.

Abstract:
Currently, there is little research on other countries' defence policies in Swedish. This essay will hopefully provide you with an interest in examining other countries' defence policies. The focus will be on Finland, Sweden's neighbour. Considering that Finland and Sweden are both members of the Nordic Council and strive for prosperity in the Nordic region, we should know more about our neighbours. Finnish defence policy reports are published every four or five years. This essay contains two of those reports from 2001 and 2017. The purpose of this essay is to find similarities and differences between the reports, but also to relate the reports to the theories, realism and liberalism. The theoretical analysis examines four different subjects where realism and liberalism will be discussed: International cooperation, rearmament, disarmament, and threat.  This analysis showed that Finland shows a lot of differences between the two reports. There are differences between all the subjects that are observed and the way the reports are written differs as well. The theories also shift a lot between the reports and that is concluded in the essay's conclusion. Suggestions about future research are included in the essay's discussion.

El objeto de estudio de este trabajo es el régimen jurídico internacional de los bienes de doble uso. A tal efecto, la presente investigación se estructura en un primer capítulo dedicado a la delimitación conceptual de la noción en torno a la cual se articula el régimen, seguido de dos partes con dos capítulos cada una. En la primera parte, se delimitan y presentan las características de las fuentes sistematizando, primeramente, los instrumentos jurídicamente vinculantes –normas convencionales y actos normativos de organizaciones internacionales de referencia–, seguidas de las normas de soft-law, señalando en este último caso su influencia en la configuración del régimen. En base al análisis de dichos instrumentos, la segunda parte identifica el contenido jurídico del régimen internacional de bienes de doble uso distinguiendo, para ello, entre las exigencias que se imponen en materia de regulación y control interno y las que se establecen en el área de las relaciones exteriores de los Estados. El trabajo finaliza con la exposición de las conclusiones que pueden extraerse del análisis efectuado y que sustentan la tesis central que deriva de esta investigación: el régimen jurídico internacional de los bienes de doble uso presenta características propias y su objeto de regulación se sitúa en la intersección entre las prohibiciones relativas a la proliferación de las armas de destrucción masiva y el derecho al uso pacífico de los materiales y equipos de naturaleza dual. Lograr el equilibrio entre las dos premisas de esta última proposición es el objetivo de dicho régimen.
L'objecte d'estudi d'aquest treball és el règim jurídic internacional dels béns de doble ús. A aquest efecte, la present investigació s'estructura en un primer capítol dedicat a la delimitació conceptual de la noció entorn de la qual s'articula el règim, seguit de dues parts amb dos capítols cadascuna. A la primera part, es delimiten i presenten les característiques de les fonts sistematitzant, primerament, els instruments jurídicament vinculants –normes convencionals i actes normatius d'organitzacions internacionals de referència–, seguides de les normes de soft-law, assenyalant en aquest últim cas la seva influència en la configuració del règim. En base a l'anàlisi d'aquests instruments, la segona part identifica el contingut jurídic del règim internacional de béns de doble ús distingint, a aquest efecte, entre les exigències que s'imposen en matèria de regulació i control intern i les que s'estableixen en l'àrea de les relacions exteriors dels Estats. El treball finalitza amb l'exposició de les conclusions que es poden extreure de l'anàlisi efectuada i que sustenten la tesi central que deriva d'aquesta investigació: el règim jurídic internacional dels béns de doble ús presenta característiques pròpies i el seu objecte de regulació se situa en la intersecció entre les prohibicions relatives a la proliferació de les armes de destrucció massiva i el dret a l'ús pacífic dels materials i equips de naturalesa dual. Aconseguir l'equilibri entre les dues premisses d'aquesta última proposició és l'objectiu d'aquest règim.
The subject of this paper is the international legal regime on dual-use goods. To this end, this research is structured in a first chapter devoted to the conceptual delimitation of the notion around which the regime is articulated, followed by two parts with two chapters each. In the first part, the characteristics of the sources are delimited and presented by systematizing, first, the legally binding instruments –conventional norms and normative acts of international reference organizations–, followed by the soft-law norms, indicating in the latter case their influence on the configuration of the regime. Based on the analysis of these instruments, the second part identifies the legal content of the international regime of dual-use goods, distinguishing, for this purpose, between the requirements imposed in the area of internal regulation and control and those established in the area of States' foreign relations. The work ends with a presentation of the conclusions that can be drawn from the analysis carried out and that support the central thesis that derives from this research: the international legal regime of dual-use goods has its own characteristics and its object of regulation is located at the intersection between prohibitions relating to the proliferation of weapons of mass destruction and the right to the peaceful use of materials and equipment of a dual nature. Achieving a balance between the two premises of this last provision is the objective of the regime studied.

Abstract:
This thesis examines the CICD’s commitment to the Australian peace movement from its formation in November 1959 and concluding with the first Melbourne Vietnam Moratorium Campaign in 1970. It also traces developments in the post-World War II peace movement, which led to the establishment of the CICD in 1959 as a part of a national association of state peace committees. The historiography of the Australian peace movement during the 1960s and early 1970s has generally focused on student and youth activism and has neglected the activism of the CICD. This thesis will therefore represent the first systematic, scholarly analysis of the organisation’s early activism, and will contribute to the redressing of a significant historiographical gap in the history of political activism in Australia, during the Cold War. It draws upon CICD’s records collection and related primary and secondary sources to argue that since its formation as the state leading peace body in Victoria, the CICD fostered a particular set of community values and has played an important role in developing effective networks of community alliances for the organisation of mass peace and anti-war protests. This thesis examines CICD’s involvement in general disarmament and anti-nuclear protests, campaigns for a non-aligned Australia, support for struggles of national independence and its opposition to Western policies towards and in Southeast Asia. Despite its claims of political neutrality, the CICD demonstrated an anti-Western imperialist attitude and unquestioned admiration for the Soviet Union. The CICD’s approach was largely consistent with the international peace movement’s pursuits in this period, which promoted the pro-Soviet policy of peaceful coexistence as a means of brokering international disputes and avoiding a nuclear, third world war. The CICD’s political activity was shaped not only by its links with the pro- Soviet international peace movement but also by Australian activist traditions. The correlation between these two factors was important in shaping the scope and nature of the CICD’s political activism and its organisational culture.

Our study by the way of case study there were six medical congress groups among two kinds of international congress and regional congress for the research of New Service Development process and made depth interview by separating two kinds of congress type for making further study. The New Service Development process of our study are Idea generation, Activity implement and Review and furthermore found the key problem of the case are Budget problem、Group compose problem and Group activity problem. Our study of New Service Development that problems being solving by the cooperation Mechanism between AM and PM, they taking bilateral cooperation and getting budget support when facing budget problem;taking bilateral cooperation and getting human power support when facing group compose problem;taking bilateral cooperation and getting technique and human power support when facing group activity problem.

This topic, "Some Mission Societies Since Lausanne 1974" is an examination of the impact of Lausanne 1974 on the Global Church through ParaChurch organizations. There is a Focus on DAWN as a Movement. The topic was chosen due to the fact that mission organization scholars from agencies such as the International Mission Board of the Southern Baptist Convention, Dawn Ministries, YWAM, and A.D. 2000 consider Lausanne 1974 to be a watershed event in evangelical missions. Lausanne 1974 renewed evangelical vision of missions and gave new direction to mission organizations. This dissertation explores those claims.

Abstract:
This chapter argues that the League of Nations’ authority in interwar politics rested to a large extent on transnational and (post-) imperial practices from Eastern and Central Europe which were established in the context of wider geopolitical constellations. Agents from the former Habsburg and Russian empires, working as experts and officers in the Secretariat and the many commissions, are instructive in this regard. They used their mobilities, networks, and practices of internationalism from the prewar imperial era to shape the League’s outreach and brought issues of the post-imperial transformations in their region to the League’s agenda. This East Central European legacy will be shown by portraying two individuals, Ludwik Rajchman, director of the League’s Health Organization and Albert Apponyi, who served as a delegate and expert on issues such as disarmament and intellectual cooperation. Their biographies highlight the variety and transformative power of participation from East Central Europe in the League and show the organization as a polycentric body. Besides, internationalism in the post-First World War period comes out as permeated by different imperial pasts, post-imperial undercurrents, and transnational dynamics.

Abstract:
This concluding chapter argues that American wartime planning aimed to identify and serve U.S. interests in East Asia. The early postwar period would be marked by harsh military occupation and forced disarmament, but in the longer run Japanese cooperation was tied to hope and prosperity through the promise of international trade. This offered a solution to end Japanese aggression and imperialism, to the benefit of Japan's neighbors. However, that solution was influenced by Anglo-American imperial rhetoric and effectively replaced Japanese hegemony in East Asia with American. Given that plans were made during a brutal war that Japan had started, the attempt to find shared American and Japanese interests was practical but also generous.

Abstract:
The closed thorium fuel cycle is based on the use of fissile U-233 produced by the thorium fertilization in the original fuel element without any refabrication action, which is very difficult, due to the high activity of Thorium activated products. The need of a consistent amount of fissile material for beginning the U-Th cycle activity, in order to sustain the Thorium conversion reactions, requires an high initial U-235 enrichment. This condition, due to high investment costs, stopped, in the last years, any initiative in this field. The end of the cold war and the disarmament agreements pose the problem of the use of military grade fissile materials resulting from the dismantling of nuclear weapons both Russian and American. In this paper the problem is analyzed and a High Temperature Gas-cooled Gas Turbine (HTG-GT) reactor, using a nuclear U-Th fuel cycle utilizing military grade highly enriched uranium, is proposed.

Abstract:
The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is the cornerstone of the non-proliferation regime and the centrepiece of global efforts to promote cooperation in the peaceful uses of nuclear energy and further the goal of general and complete nuclear disarmament. Although there is no implementation body for the NPT, the International Atomic Energy Agency (IAEA) has been entrusted with key verification responsibilities under Article III of the treaty, where it plays an important role in achieving the objectives under Article IV to foster international cooperation for peaceful uses of nuclear energy. This paper argues that peaceful uses of science, technology and applications have an important role to play in achieving the United Nations Sustainable Development Goals (SDGs). Noting that the European Union (EU) is the biggest donor of development assistance, the paper suggests that the EU enhance its contribution to peaceful uses of nuclear science, technology and applications through supporting the IAEA’s technical cooperation activities. This will contribute to delivering the EU’s nonproliferation goals, thus strengthening global human security.
