Abstract:
Abstract Scarce environmental and natural resources, such as minerals and water, are traditional origins of armed conflicts in Africa. There are persuasive and wide-ranging claims to the effect that environmental degradation will intensify resource scarcity and consequently contribute to an increase in armed conflict. Existing studies show that most governments in Africa overexploit valuable natural resources such as diamonds, oil and timber to finance war, without regard to environmental protection. Environmental protection during armed conflict has therefore gradually gained significant attention at international, national and regional levels. This article explores how regional laws could fill gaps in the international legal frameworks for the protection of the environment and natural resources in the context of armed conflicts in Africa. It considers the extent to which the enforceable content of regional and international norms apply to environmental damage in times of armed conflict and assesses the main shortcomings of existing normative frameworks to make a case for reform. The article argues that regional law (the African Convention on the Conservation of Nature and Natural Resources) offers strong and direct protection to the natural environment during armed conflict and requires a lower threshold for its application as compared with the Additional Protocol I to the Geneva Conventions. It concludes by providing recommendations on finding durable solutions to protection of the environment during resource-fuelled armed conflict in Africa.

While biodiversity and ecosystem services derived from the natural environment are the backbones of West African rural livelihood, unsustainable exploitation of natural resources, conflicts, and climate change threaten the continued provision of ecosystem services. This threat creates an urgent need to safeguard the integrity of the environment. Evaluating the effectiveness of environmental conservation projects is central towards designing and scaling-up successful conservation projects. Using secondary literature and project reports, we reviewed ongoing and completed conservation projects in the West African sub-region. Scientific work on incentives for ecosystem services in sub-Saharan Africa typically focuses on Southern and Eastern Africa, leaving Western Africa underserved. This study fills this literature gap by compiling lessons from conservation projects in West Africa to offer region-specific incentives that should inform the design of conservation projects in the region. The study shows that the way forward is a holistic, sustainable development approach that mirrors and meets strategies outlined in Sustainable Development Goals 1, 2, 5, 8, 13, and 17: No Poverty, End Hunger and Promote Sustainable Agriculture, Gender Equality, Decent Work and Economic Growth, Climate Action, and Partnerships for the Goals, respectively.

This interesting and insightful book on the political economy of wildlife policy in Africa is an important contribution to the literature not only on African politics but also on the role that institutions play in shaping behavior and decisions. Although wildlife may not occupy the same centrality in African economies as oil and precious metals do, it is a crucial natural resource that earns countries, especially in eastern and southern Africa, significant revenue. Few political scientists have paid attention to this sector. No one has really approached it from a political economy perspective. Yet the struggle over access to natural resources in Africa is very much a political matter. Gibson's well-crafted and thorough study fills this gap. Its main contribution to the discipline at large is its focus on the distributive nature of institutions. The latter do not just produce collective or public goods. They also serve individual interests differentially. By concentrating on the strategic interaction of individuals within institutions, Gibson, following in the tradition of Douglass North and Robert Bates, identifies the intended and unintended consequences of policy decisions made with regard to the use and conservation of wildlife in Africa.

Africa has been tagged a festival continent as year in year out, towns and villages witness cultural festivals throughout the year. These festivals are mostly concerned with resources conservation and utilization. The adoption of Western Model of conserving biodiversity in the trickle-down fashion has failed to yield reasonable result; whereas traditional festivals epitomize indigenous people’s respect and reverence for, and pragmatic understanding of, their natural environment. The quest of conserving biodiversity for sustainable development therefore calls for the integration of traditional festivals in sustainable resource management framework. In spite of the invaluable potentials of traditional festivals in biodiversity conservation as an indigenous resource management system, it has not been given a prominent place in the modern day scientific resource management framework. Using ethnographic research design, the paper exploits the natural resources conservation potentials of Osun-Osogbo and Argungun fishing festivals in Nigeria. Data are collected from archival, ethnographic and internet materials, as well as text books, pictures and information through interviews and observations. The paper presents an analysis of ways through which policy frameworks can benefit from festivals and how a wide audience can be reached with biodiversity conservation messages for the purpose of creating awareness. The paper develops a framework for ecosystem based adaptation, using indigenous festivals for the purpose of replicating it in every other community where such festivals do not exist and integrating it in festivals that are not based on natural resource conservation.

In a semi-arid water scarce country like South Africa, the efficient use of limited water resources and measures to extend the service value of these resources is a prerequisite for achieving sustainable development. The conventional supply-sided management approach to water supply causes increased wastewater generation with accompanied increased pollution loads requiring higher levels of mitigation environmental pollution. Where disposal of wastewater treatment effluent takes place in rivers and natural water bodies, the lack of adequate natural compensating capacity of such water bodies typically result in severe ecological damage of the aquatic environment. With a shift of emphasis to a sustainable demand side management approach (as opposed to a supply side one), the avoidance of water wastage and high wastewater generation represents both resource conservation and environmental protection friendly approaches and contribute to overall sustainability. The integrated nature of water supply and wastewater management systems require an approach that considers these systems holistically. A new paradigm for water management is therefore needed to ensure that the issues of waste disposal and pollution are dealt with in a sustainable manner taking into account the emerging objectives of modern society for resource conservation and environmental protection.A balance therefore has to be found between the uses of additional fresh water resources as a means of satisfying en ever increasing water demand on the one hand and alternative unconventional resource exploration and employment, without the risk of depletion of natural available fresh water resource flow, irreversible harm to the environment and social and economic constraints.This paper explores wastewater and grey water reuse as unconventional resources in a qualitative manner within this balancing equation. It further proposes a methodology for deriving monetary indicator values for wastewater reuse by internalising negative environmental impacts. This is achieved through application of Lagrangian optimisation of the treatment plant production function (output distance function) for deriving marginal prices of contaminant removal and resulting avoided pollution.

Equatorial Guinea, the only Spanish-speaking country in tropical Africa, is an important enclave for wildlife. Because of its dire economic situation, the outcome of the withdrawal of colonial paternalism and 11 years of ruthless military dictatorship, the country sees the exploitation of its natural resources as the panacea to its financial deficit. The consequences for fauna and flora of the unchecked exploitation and uncontrolled opening of forest land for commercial logging will be enormous. Some protected areas have been decreed, but effective action to enforce new laws needs to be taken and the country lacks trained personnel and infrastructure.

Community-based conservation is advocated as an idea that long-term conservation success requires engaging with, providing benefits for, and establishing institutions representing local communities. However, community-based conservation’s efficacy and impact in sustainable resource management varies depending on national natural resource policies and implications for local institutional arrangements. This paper analyses the significance of natural resource management policies and institutional design on the management of common pool resources (CPRs), by comparing Namibian conservancies and community forests. To meet this aim, we reviewed key national policies pertinent to natural resource governance and conducted 28 semi-structured interviews between 2012 and 2013. Key informants included conservancy and community forest staff and committee members, village headmen, NGO coordinators, regional foresters, wildlife officials (wardens), and senior government officials in the Ministry of Environment and Tourism and the Ministry of Agriculture, Water and Forestry. We explored the following questions: how do national natural resource management policies affect the operations of local common pool resource institutions? and how do external factors affect local institutions and community participation in CPRs decision-making? Our results show that a diversity of national policies significantly influenced local institutional arrangements. Formation of conservancies and community forests by communities is not only directly linked with state policies designed to increase wildlife numbers and promote forest growth or improve condition, but also formulated primarily for benefits from and control over natural resources. The often-assumed direct relationship between national policies and local institutional arrangements does not always hold in practice, resulting in institutional mismatch. We aim to advance theoretical and applied discourse on common pool resource governance in social-ecological systems, with implications for sustainable land management policies in Namibia and other landscapes across sub-Saharan Africa.

SummaryThroughout southern Africa, there have been growing concerns about the rates of ecosystem degradation. This issue and natural resource governance concerns in general remain key challenges. We conducted a scoping review of 135 articles to inductively assess how governance challenges have manifested in natural resource management during 2010–2020 in southern Africa. The paper’s findings show that governance challenges in southern Africa are ‘hydra-headed’. The results suggest that governance challenges related to the maintenance of system integrity and functioning – specifically lack of coordination, accountability, capacity, skills and resources to define effective natural resource management – were the most reported in literature. Challenges related to achieving socially equitable governance were the second most mentioned, followed by those related to institutional robustness. Challenges related to the adaptability and flexibility of institutions, specifically learning, monitoring capacity and innovation, were the least identified, showing that these areas are poorly studied or that these attributes are considered less problematic for achieving sustainable outcomes. Furthermore, the review highlights critical gaps – the limited engagement with governance-related frameworks, specifically polycentricity, adaptive governance and social-ecological stewardship. In concluding, we highlight governance reforms and future research needs on the topic of natural resources in southern Africa.

ENGLISH ABSTRACT: There is a shift by conservation authorities in post-apartheid South Africa away from management strategies based on law enforcement towards strategies aimed at facilitating local community participation in the management of natural resources. South African National Parks has established community forums in order to facilitate better communication with the communities neighbouring it parks, especially around issues of natural resource consumption. However, at its largest Park, the Kruger National Park, a pervasive miscommunication between the Park and the communities appears to exist despite the ongoing activities of its forums. This study attempted to identify what miscommunication, if any, was occurring between three groups of participants in the Conservation Discourse related to the Kruger National Park environment. The participants were (i) South African National Parks (SANParks) conservation managers, (ii) Kruger Park community outreach officials, and, (iii) members of local communities settled on the borders of the Kruger Park. Specifically, the study was interested in how different perceptions of various participants, who also represent different cultural communities, were foregrounded in relation to different communicative goals. It is suggested that an understanding of where the different Discourses diverge can help identify where possible misunderstandings are occurring which may be resulting in communicative problems. My primary research questions were: (1) how do different communities of practice take part in and construct Conservation Discourse related to the Kruger Parks conservation goals, in particular, those related to the use of natural resources; and, (2) how do members of at least three interest groups construct their own identities in relation to conservation matters in the course of various discursive events where SANParks conservation programmes, particularly those related to the use of natural resources, are topicalised. My assumption was that the Parks conservation officers would have a common Conservation Discourse, and that the local communities would have a common discourse but one which deviates entirely from that of the Parks. From 23 September 2008, I conducted three semi-structured interviews with the Parks conservation officers, I was an observer of a Park departmental meeting as well as a Park Forum, and I conducted a focus group with eight members from one of the local communities. This approach enabled me to collect data from a number of different types of communicative events in order to collate a multidimensional picture of the complete Discourse on Conservation. A number of different Conservation Discourses were identified, some of which present significant discrepancies, and which, as in the case of the two of the departments, may be contributing towards what appears to be a serious breakdown in communication. The communities show that while they are supportive of the populist concept of nature conservation, they are completely unaware of the Parks conservation policies. This lack of awareness indicates a failure of the existing communication between the Park and its neighbouring communities despite the Park Forums having been set-up. Finally, the different discourses also appear to be resulting in misunderstandings and feelings of animosity between the different participants.
AFRIKAANSE OPSOMMING: In post-apartheid Suid-Afrika beweeg bewaringsliggame weg van bestuurstrategieë wat op wetstoepassing gebaseer is, na strategieë wat daarop gemik is om die plaaslike gemeenskap se deelname in die bestuur van natuurlike hulpbronne, te fasiliteer. Suid-Afrikaanse Nasionale Parke het gemeenskapsforums in die lewe geroep om beter kommunikasie met die gemeenskappe wat aan sy parke grens, te bewerkstellig, veral rakende kwessies rondom die verbruik van natuurlike hulpbronne. By die grootse Park, te wete die Kruger Nasionale Wildtuin, kom dit egter voor asof miskommunikasie endemies is tussen die Park en sy aangrensende inheemse gemeenskappe, ten spyte van die forums se aktiwiteite. Hierdie studie het nagegaan watter miskommunikasie, indien enige, tussen drie groepe deelnemers aan die Bewaringsdiskoerse rondom die Krugerpark, plaasgevind het. Die deelnemers was (i) Suid- Afrikaanse Nasionale Parke (SANParke)-bewaringsbestuurders, (ii) Krugerpark Gemeenskapsuitreikbeamptes, en (iii) lede van plaaslike gemeenskappe wat op die grense van Krugerpark gevestig is. Systematic conservation assessments are spatially-explicit techniques for prioritising areas for the implementation of conservation action. There has been considerable reference in the peer-reviewed literature as to the usefulness of these tools, which appear to be primarily used by academics for theoretical research. A literature review and author survey reveals the peer-reviewed literature is largely theoretical, although conservation action results more frequently than reported. The effectiveness of these interventions is generally described as only ‘fairly effective’. This general trend, coupled with previous personal failures in translating systematic conservation assessments into effective conservation action triggered an explicit process of social learning implemented as action research. It examined the workings of the Subtropical Thicket Ecosystem Planning (STEP) project, which included development of a systematic conservation assessment. Systematic conservations assessments simply provide information on where action should be implemented, and so are only useful if situated within broader operational models for conservation planning. Most operational models presented in the peer-reviewed literature are primarily focused upon the testing ecological data, not upon the delivery of conservation action. A new operational model for conservation planning is presented which more accurately reflects the ‘real-world’ process of conservation planning. An implementation strategy is an essential complement to a systematic conservation assessment. It describes how specific, explicitly-stated goals will be achieved, who is accountable for undertaking these activities, and the resources required. As the Implementation Specialist for the STEP Project, I co-lead the collaborative development of an implementation strategy with stakeholders that aimed to mobilise resources towards achieving common goals. Whilst the development and initial uptake of the strategy was good, subsequent implementation has flounder. The reasons for this are explored. The ultimate pragmatic goal of a conservation planning process is the establishment of effective social learning institutions. These develop common visions, mobilise collective action, and adaptively learn and refine their conservation activities. Thicket Forum is one xi such institution established through the STEP Project. My involvement with Thicket Forum since 2004 in implementing an adaptive learning approach facilitates collaboration between land managers, government and research organisations. Systematic conservation assessments evolved in response to the ad hoc way in which protected areas were implemented, leaving unrepresentative, biased protected area networks. Most research is theoretical and without an intimate understanding of the social-ecological system of a planning region, notably opportunities and constraints for implementing conservation action. Highlighting the importance of an approach which is flexible, not only in space, but in time, which can capitalise upon implementation opportunities, is important for stemming the myth that opportunism is the nemesis of systematic conservation assessments. To this end, conservation planners have been slow to include factors influencing effective implementation in systematic conservation assessments. Many studies which identify candidate protected area networks, first, fail to identify the specific instrument(s) to be applied, and second, assume all intact land is available. Having mapped the willingness of land managers in the Albany District, South Africa, to sell their land, it is demonstrated the majority of targets fail to be achieved because land managers will not sell. Knowing this, the current focus of gathering ever-more ecological data is misplaced. Human, social and economic factors influence target achievement, efficiency and spatial configuration of priority areas. Selecting important areas for conservation, particularly at the local-scale, requires the mapping of factors which define opportunities for conservation. Land manager willingness to collaborate and participate, entrepreneurial orientation, conservation knowledge, social capital, and local champions were applied using a method of hierarchical clustering to identify land managers who represent conservation opportunities for private land conservation initiatives.

ENGLISH ABSTRACT: The Peace Parks Foundation (PPF) was established in 1997 to facilitate Transfrontier Conservation (TFCA) initiatives in the SADC region and thereby support economic development, conservation of biodiversity, as well as the promotion of regional peace and stability. To this effect, their regional planners require a thorough knowledge of the condition of areas in which the estimated actions will be carried out. To date, the PPF have used base datasets, such as land cover and population densities, in their GIS projects to support their decision making processes. However, they have realised the importance of developing rigorous methods for the extraction and generalization of biodiversity information for informed conservation decisions. The main aim of this study was, therefore, to develop a spatial framework for the generalisation and integration of data to become meaningful information that may be readily interpreted. The resultant framework represents a methodology for, firstly, identifying and, secondly, prioritizing core natural areas or units (CNU). CNUs were modelled to represent large blocks (minimum 100 km') of contiguous natural vegetation that are far from major roads and densely populated places. They were, then, ranked into three classes of importance (low, medium and high) according to an ecological value derived for each. This made the framework comprehensive in its considerations of regional biodiversity and robust enough to be used for planning at the SADC scale. By organising data and quantitative approaches logically in a robust, but rigorous, way, spatial frameworks provide the structure for combining specialized knowledge as well as scientific analysis and pragmatic politics in an effective planning process. This could guide plans which are proactive instead of reactive, visionary as well as pragmatic and well founded in research and understanding.
AFRIKAANSE OPSOMMING: Die Peace Parks Foundation (PPF) was gestig in 1997 om oorgrens bewarings-initiatiewe in die SADC streek te fasiliteer en daardeur steun te verleen aan ekonomiese ontwikkeling, die bewaring van biodiversiteit asook die bevordering van vrede en stabiliteit in die streek. Om dit te behaal benodig die betrokke streeksbeplanners 'n grondige kennis van die toestand van die areas waarin die beoogdede aksies uitgevoer sal word. Tot op hede het die PPF basis datastelle, van byvoorbeeld landgebruik en populasie-digtheid, ingespan m hul GIS projekte om besluitnemingsprossese te ondersteun. Daar is egter besef dat dit van hoogste belang is om deeglike metodes te onwikkel vir die onttrekking van biodiversiteits-informasie sodat ingeligte besluitneming moontlik gemaak kan word. Gevolglik was die hoof oogmerk van hierdie studie om 'n ruimtelike verwysingsraamwerk te ontwikkel wat data kan veralgemeen en integreer tot betekenisvolle inligting wat geredelik interpreteerbaar is. Die daaruit-vloeiende raamwerk stel 'n metodologie voor wat Kern Natuurlike Areas (KNA) eerstens kan identifiseer en tweedens kan prioritiseer. Hierdie KNA is gemodelleer om groot blokke (minstens 100km2 ) van aaneenlopende natuurlike plantegroei, ver van hoofpaaie en dig bevolkte gebiede, voor te stel. Hulle is hieropvolgend gesorteer in drie range van belangrikheid (laag, medium en hoog) na gelang van 'n ekologiese waarde wat vir elk afgelei is. Hierdeur is die raamwerk, in terme van voldoende oorwegings teenoor streeks-biodiversiteit, omvattend gemaak en terselfdertyd robuus vir beplanning op die SADC skaal. Abstract:
This thesis is an account of the challenges people in Tyefu Location, Peddie District, and specifically in Gwabeni village, face in their attempts to manage their common pool natural resources. Taking my analytical cue from the literature which deals with the institutional dimensions of resource management in common property systems, I look at the impact of both outside influences and local dynamics on resource managing institutions at village level. I show how particular historical circumstances, including state interventions, led to the enclosure of Tyefu Location, and to the rapid increase in the population that had to be accommodated here. This placed enormous pressure on the natural resources of the area, and contributed to the emasculation of the local institutions responsible for overseeing resource management. The residents of the location adopted whatever strategies they could to ameliorate the depletion of natural resources in their villages. One 'traditional' strategy they have sought to emulate is to move their imizi (homesteads) away from areas where local resources has been exhausted. Given the finite area of land available to them, this strategy was only ever likely to be successful in the short-term. I analyse social, economic and institutional factors at village level that appear to act as disincentives to collective resource management activities. These factors include the social structure of the imizi and the socio-economic heterogeneity that exists between imizi in Gwabeni village. The varying degrees of household economic marginality that follow from this, together with the differential ownership of livestock and other possessions that decrease people's reliance on locally available natural resources, mean that the transaction costs that people would incur by contributing to collective resource management activities, differ widely. A primary cause of people's failure to engage in resource management at village level stems from the dispersion of the members of their imizi. This factor robs the village of decision makers and undermines the capacity of those left behind to make and implement resource management decisions. It results in the various members of imizi in the village having different orientations that dissipate the energy needed for collective action. It also fuels existing struggles, and creates new ones, over the meanings and uses of the term 'community'. I conclude by arguing that, in Tyefu Location, the management of natural resources is extremely difficult to co-ordinate, because such management is highly contested, undermined by differentiation among resource users, and subject to the attentions of weak village institutions that do not share a clear set of resource management objectives.

Social-ecological systems are facing complex social, political, economic and environmental problems beyond the capacity of one group of stakeholders or organization to solve in isolation. Ecosystem degradation causes major environmental and economic concern, due to the loss of ecosystem services which river and wetland ecosystems provide. Stakeholder communities who depend on natural resources need to identify the social processes which are underlying causes to unsuccessful natural resource management and thus environmental degradation. The study is primarily aimed at identifying and understanding the structural and functional properties of the stakeholder network in the Duiwenhoks River catchment in the Western Cape, South Africa. Through analyzing the social network properties the study identifies and describes the main stakeholders involved with natural resource management in the Duiwenhoks water catchment area. How the individual actors from the diverse stakeholder groups are connected through communication ties were assessed. Furthermore, issues and factors which limit the effectiveness of the social network were identified. The main factors include a lack of communication and collaboration between key local resource users and governance officials caused by conflicting perspectives regarding resource management and societal conflicts caused by asymmetries in power distribution favoring government institutions. The lack of collaboration between stakeholders was identified as a contributing factor that links to the resource degradation experienced in the catchment. Ultimately means of overcoming the limitations to effective social networking, in order to manage the challenges related to natural resource management were identified. Management recommendations include the development of bridging ties and collaboration between diverse stakeholders, whilst facilitating participatory processes aimed at participatory problem solving and adaptive co-management of natural resources. Government institutions were identified as being dominant stakeholders in the network and should be mobilized to perform a stronger bridging role to connect disconnected actors. The findings of the study may inform future efforts of researchers and facilitators to implement strategies which promote social networking, social learning and ultimately adaptive co-management in the study area or other similar social-ecological systems. Ultimately, collaboration can be achieved between the diverse stakeholders to successfully improve ecosystem management and resilience in the Duiwenhoks water catchment.

Internationally there is an increasing focus on involving local communities in natural resource management and monitoring. Monitoring methods which are professionally driven appear to be inadequate to deal with the monitoring of natural resource use and biodiversity conservation, globally. This is especially evident in areas such as South African rural communal land. Two community based natural resource management (CBNRM) programmes in areas which are communally governed in the Eastern Cape, South Africa, namely Nqabara and Machubeni, were used as part of this research study. This thesis identified and tested potentially simple and cost effective monitoring methods related to the utilization of the local rangelands and indigenous forests. The criteria that were tested include 1) appropriateness and effectiveness in measuring change, and 2) contribution to building adaptive capacity among local land managers through learning. The criteria were assessed using a scoring system for each monitoring method in order to evaluate their strengths and weaknesses . This was done by using both quantitative and qualitative data. Contribution to building adaptive capacity was assessed by evaluating technical capacity gained, local ecological knowledge contributed and learning by participants. This was done using qualitative data. The results show that the monitoring methods had different strengths and weaknesses in relation to the criteria, making them more appropriate for different priorities such as effectively measuring change or building adaptive capacity. It is argued that an adaptive approach is a useful component in the participatory monitoring process. An adaptive framework was developed from lessons learnt in this study for collaborative monitoring. Challenges such as low literacy levels and adequate training still need to be addressed to strengthen efforts towards participatory monitoring. Factors such as incentives, conflict and local values may negatively affect the legitimacy and sustainability of participatory monitoring and therefore also need to be addressed.

Re-orientation of perspectives regarding the value of conservancy-based environmental education within governmental, academic and local circles is recommended.

Abstract To confront the situations of climate crisis, natural resource degradation and rising populations, farmers need access to modern sustainable agricultural technologies, especially Conservation Agriculture (CA) and sustainable agricultural mechanization (SAM). Without such access, the UN's SDGs will not be met in their entirety. The implications of mechanizing CA are discussed for both smallholder and larger-scale farmers. Constraints, issues and options are reviewed and the need for commercial, private sector, CA mechanization service provision for smallholders is identified. The Framework for Sustainable Agricultural Mechanization for Africa (SAMA) is a key pillar for achieving Aspiration 1 (a prosperous Africa based on inclusive growth and sustainable development) of the African Union's (AU) Agenda 2063; and SDG 2 (ending hunger and achieving food security). The move towards commercialization of smallholder agriculture in Africa is seen as an inevitable reality in the medium term. It is also a necessary prerequisite for the adoption of SAM, which is being actively promoted in Africa, both at the level of the AU and by national governments, research centres, non-governmental organizations (NGOs) and private-sector agricultural machinery companies. The policy dimensions of promoting SAM are discussed from the public and private-sector perspectives. A forward look identifies novel business models for sustainable mechanization services, an increasing application of information technology (IT) and the (longer term) potential for drones and robotics. The conclusion is that CA and SAM are essential ways forward to answer Africa's needs for sustainable food production while engaging young entrepreneurs in the provision of mechanization services using IT, digital tools and precision equipment.

Abstract In Tunisia, rainfed agriculture is facing the major challenges of low and irregular rainfall, as well as natural resources degradation. These are further accentuated by climate change. Changes in technical and management paradigms are needed to boost agricultural productivity. Since the early 1990s in Tunisia, a Conservation Agriculture (CA) system has been proposed as an adapted set of management principles to ensure more efficient and resilient agricultural production systems. In the last 20 years several research and development (R&D) projects have been implemented. Research findings in Tunisia show that the long-term adoption of CA allows increased crop yields and water use efficiency of cereals, enhanced soil biological life and soil organic carbon and reduced energy costs at farm level. Despite promising research results, adoption and up-scaling of CA in Tunisia has been rather modest (currently some 16,000 ha are managed under CA systems). The purpose of this book chapter is to summarize the previous R&D projects dealing with CA in Tunisia. It also aims to provide better insights into the complexity and potential ongoing solutions for integrating crops and livestock into CA systems. Crop-livestock systems dominate a large part of northern and central Tunisia where most of the rainfed field crops are produced.

Sphenostylis stenocarpa (Hochst. ex. A. Rich) Harms., commonly known as African yam bean (AYB) belonging to the leguminous Fabaceae, is an underutilized PGR with rich portfolio which could serve as vital source of robust adaption and resilient germplasm for vulnerable local communities in Nigeria. Its substantial nutritional, environmental, cultural, social, medicinal, industrial and soil restorative potentials underpins its position as climate – smart species. Enhancing the potentials of African yam bean via robust innovative approaches for wider utilization through accelerated research, farmer seed exchanges, in-situ and ex-situ conservations, farmers selection, and policy programs such as seed sovereignty will accentuate its adaptation and used as resilient climate –smart species for the vulnerable groups in Nigeria to cushion impact of climate change.

Conservation of our planet’s natural resources is of the utmost importance and requires constant innovation. This project focuses on innovation for one aspect of conservation: the reduction of wildlife poaching. Park rangers patrol parks to decrease poaching by searching for poachers and animal snares left by poachers. Multiple strategies exist to aid in these patrols, including adversary behavior prediction and planning optimal ranger patrol strategies. These research efforts suffer from a key shortcoming: they fail to integrate real-time data, and rely on historical data collected during ranger patrols. With the recent advances in unmanned aerial vehicle (UAV) technology, UAVs have become viable tools to aid in park ranger patrols. There is now an opportunity to augment the input for these strategies in real time. Detection is done on real-time data collected from UAVs. Detection will then be used to learn adversaries’ behaviors, or where poaching may occur in the future, in future work. This will then be used to plan where to fly in the long term, such as the next mission. Finally, planning where to fly next during the current flight will depend on the long term plan and the real-time detections in case a poacher is spotted. Through our collaboration with Air Shepherd, a program of the Charles A. and Anne Morrow Lindbergh Foundation, we have already begun deploying poacher detection prototypes in Africa and will be able to deploy further advances there in the future.

The panel data covering the periods of 1986-2014 was analyzed by using the fixed/random effect model estimation and the panel causality test. We also performed the panel unit root test in order to insure that our variables are stationary. The empirical results indicate that there is insignificant negative effect of natural resources revenue and bad fiscal policy on the economic growth. However, there is significant positive effect of capital formation on economic growth. We also found a bidirectional causality relationship between Natural resources rents and economic growth. There is also unidirectional causality link from government final consumption expenditure to Natural resources revenue and from Natural resources revenue to capital formation. These empirical results mean that Sub-Saharan African countries apply bad fiscal policy to improve the natural resource sector which does not efficiently contribute to the economic growth. This study suggests that countries of Sub-Saharan Africa must apply improved fiscal policy in order to add tax revenue to their total revenue; and they must also use the natural resources revenue in order to invest in other sectors such as education, manufacturing and agriculture.

Much of recent human development has come at the expense of Nature - undermining ecosystems, fragmenting habitats, reducing biodiversity, and increasing our exposure and vulnerability to emerging diseases. For example, as we push deeper into tropical forests, and convert more land to agriculture and human settlements, the rate at which people encounter new pathogens that may trigger the next public health, social and economic crisis, is likely to increase. Expanding and strengthening our understanding of the links between nature and human health is especially important in Africa, where nature brings economic prosperity and wellbeing to more than a billion people. Pandemics such as COVID are just one of a growing number of health challenges that humanity is facing as a result of our one-sided and frequently destructive relationship with nature. This report aims to inform professionals and decision-makers on how health outcomes emerge from human interactions with the natural world and identify how efforts to preserve the natural environment and sustainably manage natural resources could have an impact on human and animal health. While the report focuses on the African continent, it will also be of relevance to other areas of the world facing similar environmental pressures.

Climate changes are affecting virtually all National Park Service units and resources, and an assessment of climate vulnerabilities is important for developing proactive management plans to respond appropriately to these changes and threats. Vulnerability assessments typically evaluate exposure and sensitivity of the assessment targets and evaluate adaptive capacity for living resources. Chapters in this report review and evaluate climate vulnerability assessments of National Park Service units and resources including infrastructure, natural resources, and cultural resources. Striking results were the diversity of approaches to conducting vulnerability assessments, the small number of vulnerability assessments for National Park Service cultural resources, and the large differences in the “state of the science” of conducting assessments among the three resource groups. Vulnerability assessment methodologies are well established for evaluating infrastructure and natural resources, albeit with very different techniques, but far less is known or available for designing and/or conducting cultural resources assessments. Challenges consistently identified in the vulnerability assessments, or the chapters were: Limited capacity of park staff to fully engage in the design and/or execution of the vulnerability assessments. Most park staff are fully engaged in on-going duties. Inconsistent use of terms, definitions, and protocols, sometimes resulting in confusion or inefficiencies. Discovering and acquiring National Park Service vulnerability assessments because results were inconsistently archived. Aligning results with park needs due to differences in level of detail, scope, and/or resolution, or format(s) for reporting results. Best practices and recommendations identified in multiple chapters were: Ensure that vulnerability assessments are designed to match parks’ needs, and that results are reported in ways that inform identified management decisions. Prioritize resources to be thoroughly assessed so effort is directed to the most important threats and resources. Evaluate all components of vulnerability (not just exposure). Explicitly and systematically address uncertainty, recognizing the range of climate projections and our understanding of potential responses. Identify and, where possible, focus on key vulnerabilities that most threaten conservation or management goals. Embrace partnerships and engage others with necessary expertise. Good vulnerability assessments usually require expertise in a broad range of subject areas.

The wetlands of the lower Songkhram River basin are protected as a Ramsar site and a regional environmental asset, but they are under threat from numerous factors related to developmental activities. The lower Songkhram River is the last free-flowing tributary of the Mekong River and is a lifeline for over 14 000 households and a haven to many endemic biodiversity species. Local communities in the region have unique associations with the natural resources in the river basin, including the wetlands, and they perceive immense value in conserving these ecosystems. Natural resource policies lack specific guidelines and collaborative approaches for the protection, conservation and management of the wetland resources of the lower Songkhram River. The way forward should be led by a synchronized planning process, collaborative governance of the wetland resources, and empowerment of already existing local community groups.

Natural Resource Condition Assessments (NRCAs) evaluate current conditions of natural resources and resource indicators in national park units (parks). NRCAs are meant to complement—not replace—traditional issue- and threat-based resource assessments. NRCAs employ a multi-disciplinary, hierarchical framework within which reference conditions for natural resource indicators are developed for comparison against current conditions. NRCAs do not set management targets for study indicators, and reference conditions are not necessarily ideal or target conditions. The goal of a NRCA is to deliver science-based information that will assist park managers in their efforts to describe and quantify a park’s desired resource conditions and management targets, and inform management practices related to natural resource stewardship. The resources and indicators emphasized in a given NRCA depend on the park’s resource setting, status of resource stewardship planning and science in identifying high-priority indicators, and availability of data and expertise to assess current conditions for a variety of potential study resources and indicators. Puʻuhonua o Hōnaunau National Historical Park (hereafter Puʻuhonua o Hōnaunau NHP) encompasses 1.7 km2 (0.7 mi2) at the base of the Mauna Loa Volcano on the Kona coast of the island of Hawaiʻi. The Kona coast of Hawaiʻi Island is characterized by calm winds that increase in the late morning to evening hours, especially in the summer when there is also a high frequency of late afternoon or early evening showers. The climate is mild, with mean high temperature of 26.2° C (79.2° F) and a mean low temperature of 16.6° C (61.9° F) and receiving on average 66 cm (26 in) of rainfall per year. The Kona coast is the only region in Hawaiʻi where more precipitation falls in the summer than in the winter. There is limited surface water runoff or stream development at Puʻuhonua o Hōnaunau NHP due to the relatively recent lava flows (less than 1,500 years old) overlaying much of the park. Kiʻilae Stream is the only watercourse within the park. Kiʻilae Stream is ephemeral, with occasional flows and a poorly characterized channel within the park. A stream gauge was located uphill from the park, but no measurements have been taken since 1982. Floods in Kiʻilae Stream do occur, resulting in transport of fluvial sediment to the ocean, but there are no data documenting this phenomenon. There are a small number of naturally occurring anchialine pools occupying cracks and small depressions in the lava flows, including the Royal Fishponds; an anchialine pool modified for the purpose of holding fish. Although the park’s legal boundaries end at the high tide mark, the sense of place, story, and visitor experience would be completely different without the marine waters adjacent to the park. Six resource elements were chosen for evaluation: air and night sky, water-related processes, terrestrial vegetation, vertebrates, anchialine pools, and marine resources. Resource conditions were determined through reviewing existing literature, meta-analysis, and where appropriate, analysis of unpublished short- and long-term datasets. However, in a number of cases, data were unavailable or insufficient to either establish a quantitative reference condition or conduct a formal statistical comparison of the status of a resource within the park to a quantitative reference condition. In those cases, data gaps are noted, and comparisons were made based on qualitative descriptions. Overall, the condition of natural resources within Puʻuhonua o Hōnaunau NHP reflects the surrounding landscape. The coastal lands immediately surrounding Puʻuhonua o Hōnaunau NHP are zoned for conservation, while adjacent lands away from the coast are agricultural. The condition of most natural resources at Puʻuhonua o Hōnaunau NHP reflect the overall condition of ecological communities on the west Hawai‘i coast. Although little of the park’s vegetation...

Tree species are characterized by their perennial growth habit, woody morphology, long juvenile period phase, mostly outcrossing behaviour, highly heterozygosity genetic makeup, and relatively high genetic diversity. The economically important trees have been an integral part of the human life system due to their provision of timber, fruit, fodder, and medicinal and/or health benefits. Despite its widespread application in agriculture, industrial and medicinal values, the molecular aspects of key economic traits of many tree species remain largely unexplored. Over the past two decades, research on forest tree genomics has generally lagged behind that of other agronomic crops. Genomic research on trees is motivated by the need to support genetic improvement programmes mostly for food trees and timber, and develop diagnostic tools to assist in recommendation for optimum conservation, restoration and management of natural populations. Research on long-lived woody perennials is extending our molecular knowledge and understanding of complex life histories and adaptations to the environment, enriching a field that has traditionally drawn its biological inference from a few short-lived herbaceous species. These concerns have fostered research aimed at deciphering the genomic basis of complex traits that are related to the adaptive value of trees. This review summarizes the highlights of tree genomics and offers some priorities for accelerating progress in the next decade.
