Abstract:
Russia’s war against Ukraine has been waged for over 650 days and has had a significant impact on the country’s economy and society. In April 2023 work started on a new three-year federal budget, which was signed into law at the end of November. It is based on a relatively optimistic economic forecast and is striking for the sharp increase in military spending planned for 2024. Spending under the budget chapter ‘national defence’ is expected to account for 29 per cent of total budget expenditure. This means that total military expenditure will increase to 7.1 per cent of GDP in 2024. Military

Abstract:
Russia’s total military expenditure has increased since its full-scale invasion of Ukraine in February 2022, but not dramatically. Despite difficulty in accessing information on budget spending, total budgeted military spending in 2023 can be estimated at 6648 billion roubles. This represents 4.4 per cent of forecast Russian gross domestic product. While military spending in early 2023 seemed to accelerate beyond the budgeted amount, the rate of spending can be shown to be similar to that in early 2022 and does not suggest any unusual surge. The Russian government is attempting to restrain spe

Abstract:
The Russian government has been devoting an ever-increasing volume of resources to the war with Ukraine, while attempting to maintain normality for its citizens. Russia has maintained an almost balanced budget because the economy has been growing at a rapid pace, despite tough international sanctions. The challenge in preparing the budget for 2025–27 was to continue this balance as the economy showed signs of overheating and the Central Bank attempted to cool it, creating problems for businesses. Despite diminished budget transparency, Russia’s total planned military expenditure in 2025 can be

Abstract:
The Russian government has provided little information on military expenditure during the war with Ukraine that started in late February 2022. The Ministry of Finance stopped publishing detailed data on the implementation of the budget in April. However, for a brief period in August and September, the Federal Treasury did issue its usual reports on budget spending during the first half of the year and then to 1 August. The reports are very revealing—and, at first sight, surprising—on actual spending and permit some analysis of the Russian government’s commitment of resources to what it has ter

Abstract:
Malawi has made significant progress in improving nutrition outcomes in the past decades. Despite this, the rates of stunting and anaemia remain high and overweight and obesity amongst women is rising. Malawi remains one of the most committed countries to nutrition, ranking 3rd out of 45 African countries on the Hunger and Nutrition Commitment Index, but effective implementation of policies is still challenging. Progress is being inhibited by a lack of dedicated budget lines for nutrition at district level, over reliance on external donors, poor coordination and competing priorities for limite

Abstract:
The only competitive populist party running in the 2024 EU elections in Austria, the radical-right Freedom Party of Austria (FPÖ) relied on well-proven recipes that have made it one of the most successful populist parties in (Western) Europe for the last 30 years. It called for cutting down the EU’s competences to half the size of its institutions and budget and harshly criticized its policies concerning migration, the war in Ukraine, the climate crisis and the COVID-19 pandemic. This criticism was combined with a highly alarmist rhetoric that portrayed political opponents as either corrupt, f

Abstract:
In the wake of Russia’s full- scale invasion of Ukraine, European Union (EU) member states have taken decisions that have shifted the focus of civilian Common Security and Defence Policy (CSDP) more firmly to its Eastern Neighbourhood. This shift has raised the geopolitical profile and relevance of civilian CSDP, but it has also increased the stakes. Although civilian CSDP has become more geopolitical, it has not necessarily become more strategic, as decision making and action remain ad hoc and reactive. This raises questions about the EU’s capacity to use civilian CSDP more strategically and

This rapid review synthesises the literature from academic sources, knowledge institutions, non-governmental organisations (NGOs), and trusted independent media outlets on the approach used by the Russian government to provide any support or services to civilians in the territories it controls. The rapid review concludes that Russia provides economic, social, government, and military support to de facto states that it controls, such as Abkhazia, South Ossetia, Transnistria and the Donbas region. Russia covers large parts of the state’s budget of these separatist regions. This review uses the t
