Consolidation has dramatically reduced the number of school districts in the United States. Using data from rural school districts in New York, this article provides the first direct estimation of consolidation's cost impacts. We find economies of size in operating spending: all else equal, doubling enrollment cuts operating costs per pupil by 61.7 percent for a 300-pupil district and by 49.6 percent for a 1,500-pupil district. Consolidation also involves large adjustment costs, however. These adjustment costs, which are particularly large for capital spending, lower net cost savings to 31.5 p

Romanian economy presented a strong degree of resilience in the context of the outbreak of the exogenous shocks at the world level (coronavirus pandemic and the geo-political tensions) and their consequences (including the high level of the inflationary pressures). According to Eurostat database, Romania was one of the few countries with a continuity of the investment flows, including during the pandemic year 2020, despite the unprecedented high level of the uncertainty. At the same time, Romania was the champion of the European economic convergence process over the past decades, as reflected

The Philippines’ Agriculture and Fisheries Modernization Act (AFMA) identifies one of the modernization objectives as "to encourage horizontal and vertical integration, consolidation, and expansion of agriculture and fisheries activities, group functions and other services through the organization of cooperatives, farmers’ and fisherfolk’s associations, corporations, nucleus estates, and consolidated farms" (Section 3.d). Abstract:
The COVID-19 pandemic produced a shock to public finances throughout the world. In the case of Colombia, the public debt to GDP ratio increased from 39.8% to 65.0%. We use a two-country neoclassical general equilibrium model to determine which one-shot tax reforms make the new debt level sustainable. Our analysis shows that Colombia was on the wrong side of the Laffer curve for capital and labor income taxes before the crisis and hence would need to reduce those taxes to repay its current debt. Specifically, reducing the capital tax by four percentage points and the labor tax by three percenta

After decades using monetary aggregates as the main instrument of monetary policy and having different varieties of crawling peg exchange rate regimes, Colombia adopted a full-fledged inflation-targeting (IT) regime in 1999, with inflation as the nominal anchor, a floating exchange rate, and the short-term interest rate as the main instrument. This paper examines the experience of the Colombian Central Bank over the last decade, a period of consolidation and innovation of its IT strategy. Latin America and the Caribbean has achieved a series of milestones in the past years. Growth rates have returned to long-term averages, inflation has largely been contained, countries have taken steps toward fiscal consolidation, and unemployment rates are historically low. However, substantial risks remain, as the region navigates global trade fragmentation, financial market volatility, and uncertainty surrounding economic policies in the worlds major economies. This paper presents a comprehensive framework examining fiscal sustainability in developing economies. It integrates public capital, labor informality, and global liquidity shocks in a two-sector DSGE model for a small open economy, revealing their intricate interplay and nonlinear impact on State-Dependent Debt Limits. The framework highlights the significance of initial public capital levels and efficiency in determining the benefits of public investment. High informality rates erode the tax base, compromising the efficiency of public capital for fiscal purposes by weakening revenue generati

This decision was accompanied by a US$2.03 billion capital increase for the IIC over a 10-year period (2016-2025). The COVID-19 pandemic has had significant negative effects on the operations of agri-SMEs. This paper seeks to assess the degree to which the modernization objective of the Agriculture and Fisheries Modernization Act (AFMA) in terms of enhanced profits and incomes in the AF sectors has been achieved. It finds that, while still low compared with the national average, per capita income for agricultural households has been rising since the late 1990s, continuing long-term trends since at least the 1960s. Increases in the income of agricultural households have been largely driven by nonfarm income sources, although agricultural income has also been rising. Increases in agricultural inco
