The present document seeks to set forth the IDB's commitment to the objectives contained in the Declaration of Guadalajara and the parallel Memorandum of Understanding, a commitment that has taken shape in Bank programs and lending, as well as in a growing number of coordination efforts and analytical contributions. Despite progress thus far made, a long road lies ahead if more cohesive societies are to be achieved. Challenges in the operational arena include moving from good design to good execution, the need to improve and expand evaluation, and the building and further consolidation of coun

Abstract:
As the COVID-19 pandemic ends, the large fiscal imbalances will require Latin American and Caribbean (LAC) governments to pursue fiscal consolidation policies by increasing revenues and/or reducing expenditures. VAT represents 40 percent of total revenues in the region but has a regressive impact that can be mitigated through two alternatives. The first, so called the “universal” strategy, provides relief by identifying those goods and services that account for a large share of consumption among lower-income households and, exempting or taxing them at a reduced rate. Its main weakness stems fr

Abstract:
This paper uses the Mexican Social Mobility Survey 2006 to analyze intergenerational social mobility as it relates to entrepreneurial activity. First, the paper analyzes whether entrepreneurs experience greater upward social mobility than self-employed workers or employees. Second, probit models are estimated to identify whether predetermined characteristics are the main determinants of the decision to become an entrepreneur. Third, using the propensity score matching method (PSM), the paper estimates the effect of entrepreneurial activity on income. Results show that entrepreneurs have more o
