<strong>Abstract</strong> This article, titled <em>"The Constitutional Referendum in Haiti: Principles, Modalities, Responsible Actors, and the Right Timing for its Organization in Light of the Amended 1987 Constitution,"</em> explores the referendum as an instrument of popular sovereignty and democratic consolidation. It highlights the ambiguities and constitutional contradictions in Articles 282 to 284 of the amended Constitution, which restrict the mechanisms for referendums.

This final chapter opens with Toussaint Louverture in Santo Domingo in 1802, preoccupied with the possibility of a new French invasion.
