Abstract:
This project is a part of a continuing effort in developing more realistic and precise Engineering Critical Assessment procedures for assessing planar defects in pipeline welds. The primary objective of this work was to review and generate experimental fracture toughness data relevant to linepipe materials and their welds. These data should be helpful in quantitatively determining the constraint effects on fracture toughness. In addition to improving the accuracy of ECA for new construction, the same information can also be useful in performing more realistic assessment of older welds which

Abstract:
The U.S. military requires a rapid means of measuring subsurface soil strength for construction and repair of expeditionary pavement surfaces. Traditionally, a dynamic cone penetrometer (DCP) has served this purpose, providing strength with depth profiles in natural and prepared pavement surfaces. To improve upon this device, the Engineer Research and Development Center (ERDC) validated a new battery-powered automatic dynamic cone penetrometer (A-DCP) apparatus that automates the driving process by using a motor-driven hammering cap placed on top of a traditional DCP rod. The device improves u

This report summarizes the results of the Office of Evaluation and Oversight's (OVE) annual validation of the self-assessments of project performance and results completed by the Inter-American Development Bank (IDB) and IDB Invest in 2019-2020. The IDB and IDB Invest have systems in place to measure the development effectiveness of their operations. These systems use a number of instruments to assess projects at the design, implementation, and completion phases. The design-phase assessment uses a “Development Effectiveness Matrix” (DEM) for sovereign guaranteed (SG) operations. The effectiven

Abstract:
Computational tools based on probabilistic fracture mechanics have been developed to enable reliability-based fitness-for-service assessments of flawed girth welds. The same tools are readily adapted for establishing maximum allowable defect sizes to achieve targeted weld reliability. Sensitivity studies have shown that of the various input parameter uncertainties, measured defect height often has the greatest impact on the probabilities of both fracture and plastic collapse. A reduction in sizing uncertainty should thus dramatically improve predicted reliabilities. The increasing use of mecha
