Abstract:
Abstract Introduction The majority of the published literature on contemporary military medicine contradicts the concept of austere. Operational medicine is part of every armed conflict around the world, while armed forces of most countries internationally have limited medical resources especially in the front line. The aim of this review is to identify the particularities of a truly austere environment and present a short guide of preparation and action for military medical personnel internationally. Materials and Methods An exhaustive search of the existing English literature on operational and military medicine in austere environments was carried out in EMBASE and PubMed databases. Results This review included seminal and contemporary papers on the subject and synthesized a multiperspective short guide for operational medical personnel. Discussion Experience from forward surgical teams of the U.S. Army and humanitarian teams of physicians in war zones who work under precarious and austere circumstances has shown that the management of casualties requires different strategies than in higher levels of combat casualty care and in a civilian setting. A number of factors that must be controlled can be categorized into human, environmental, equipment-related, and socioeconomic. Surgeons and other medical personnel should have knowledge of these aspects beforehand and be adequately trained in peacetime. Physicians must master a number of essential skills and drugs, and be familiar with dosage regimens and side effects. Conclusion The military surgeon must be specially trained and prepared to use a wide range of skills in truly austere environments in contemporary conflicts.

Abstract:
As the global environment becomes most competitive, Operations Research has gained significance in applications like world - class Manufacturing systems (WCM), Lean production, six - sigma quality management, Benchmarking, Just – in - Time (JIT) inventory techniques. The growth of global markets and the resulting increase in competition have highlighted the need for Operation Research. To survive and lead the today‘s highly competitive and demand drivenmarket, pressure is on management to make economic decisions. One of the essential managerial skills is ability to allocate and utilize resources appropriately in the efforts of achieving the optimal performance efficiently. In some cases such as small - scale low complexity environment, decision based on intuition with minimal quantitative basis may be reasonably acceptable and practical in achieving the goal of the organization. However, for a large - scale system, both quantitative and qualitative (i.e. intuition, experience, common sense) analyses are required to make the most economical decisions. Using Operations Research techniques including Linear Programming, Discrete Event Simulation and Queuing Theory, organization leaders can make high quality decisions. Operations managers are not expected to be experts in any decision science tools; however, he or she must have fundamental knowledge of such tools to acquire right resources and to make the most economically sounding decisions for the company as a whole. Present paper is an attempt to study the importance of Operations research and various techniques used to improve the operational efficiency of the organization.

Abstract In this paper we started from the idea that the most important strategic resource of an organization is people. Without people, the organization's other resources could not be operational, and the organization could not fulfill its established goals. Therefore, in order for an organization to grow and become competitive in the long run, it must invest in training the employees. It is true that this investment has high costs, but well-trained, creative, adaptable, motivated and involved employees in achieving the organization's goals generate positive changes in all its structures. Taken into consideration all the analyzed theories, we tried to demonstrate that an organization will become stronger, more adaptable to changes in both its internal and external environment and will meet its established goals becoming a successful organization

Abstract:
The basic operational modes of emotions were determined when they evolved as animal software for coping with problematic situations presented by the wild environment. This wilderness rationality of emotions became somewhat warped when humans developed a large, organized environment of communities. Human emotions differed from those of animals in one critical respect: humans tended to apply new solutions to new problems and thus they touched off an evolution-like process for artefacts, the accelerating nature of which eventually produced the contemporary human society where innovations occur with inordinate speed. Contemporary society is fraught with dangers despite its material abundance and the nearly equal social status of its denizens. A cellular societal structure is suggested as a possible solution to this problem.

Abstract:
Abstract“Classical” or “Dunantist” humanitarianism has traditionally been constructed around the core principles of neutrality (not taking sides) and impartiality (provision of assistance with no regard to ethnicity, religion, race or any other consideration, and proportional to need), plus the operational imperative (rather than a formal principle) to seek the consent of the belligerent parties. These principles, whilst never unchallenged, have dominated the contemporary discourse of humanitarianism and have been synonymous with or at least reflections of a presumed essential, enduring and universal set of humanitarian values. This paper offers a more dynamic and changing vision of the content of humanitarian action. It maps the origins and content of the “new humanitarian” critique of the humanitarian sector and principles and argues that this has both misrepresented the ethical content of neutrality and obscured what amount to significant operational adaptations that leave traditional humanitarianism well prepared for the contemporary operating environment.

Abstract:
The Contemporary Eastern European operational environment is a complex system of actors, weapons and weapon systems, circumstances and conditions that manifest themselves in well-defined areas and that can directly influence decisions to use military capabilities. It may include both enemy and neutral or allied enemy forces and systems participating in the persistent conflict, as well as the culture of the population, the physical environment, local resources, the technological level, the political decision-maker and the executor. The lessons learned from the first part of this century convinced us that the Eastern European operational environment is quite conflictual; constantly changing at local and regional level, it falls into a dynamic, persistent and complex context, which, combined with energy blackmail strategies favor the emergence of hybrid dangers and threats to the stability and security of the Eastern European area. Through this article I want to give a firm and documented answer to questions related to: the conception of approaching the persistent hybrid conflict; the tendency of some actors to persist in tensions in the area of Eastern European insecurity and their concern to maintain the persistent conflict as a form of modern manifestation of Eastern European Community relations. Keywords: operational environment; persistent conflict; hybrid threats; hybrid operating system.

Abstract:
Abstract: The contemporary operational environment is mainly determined by the dynamics of the phenomena occurring within the connections of the societal fields. Decoding the reality and designing military actions have shifted to new coordinates of the operational art, in terms of the way the factors of influence that change the status of each societal field are jointly approached. The term societal has acquired new meanings in the context of the overconnectivity of the fundamental domains of the society which are the following: political/diplomatic, military, economic, social, medical – pandemic, infrastructural, informational, environmental and geo-strategic. The operational art of military action planning is based on decoding the operational environment and includes analyses with different level of detail depending on the approached societal field. The analyses result in different models of action of the opponent that involve organizing and reorganizing the friendly formations that will be planned to take part in operations. Deciding for or against certain options for resolving a (military) crisis situation takes place following repeated simulations until favorable results are obtained. In this article, we aimed to bring to the attention of the specialists in the field of military action planning the integrative methodology of "design thinking" the main aspects related to the impact of the dynamics of the societal domains network in the perspective of the simulated modeling in military action planning.

Abstract:
The ability to regulate negative emotions is especially necessary for service members in the contemporary U.S. armed forces, since they routinely face situations that elicit negative emotions while executing their professional roles. Yet difficulties with regulating emotions, which are associated with stress and mood disorders, suicidality, and impairments in work performance, remain prevalent across this group. This article surveys research in five domains—recruitment and selection effects, military cultural pressures and coping strategies, training, common chronic stressors, and the contemporary operational environment—to highlight structural contributors to the heavy stress loads that U.S. service members often bear, which may contribute to their difficulty with emotion regulation (ER). It concludes with several recommendations that the military could implement to mitigate service members’ stress loads and facilitate ER. Enhancing their ER skills may offer a long-term strategy to improve their resilience and performance.

Abstract:
Much of the internationalisation literature deals with how firms have grown by extending their technologies, brands or organisational structures internationally. These literatures are about firms extending operational territories and gaining access to larger markets. However, in contemporary economies territorial extension is not the only form of internationalisation. Some individuals travel to new countries and see entrepreneurial opportunities. Their contribution to a new or existing venture is "intellect" as part of an internationalisation culture. Somehow, the global environment has changed from a place to be conquered by large corporations to and opportunity-rich environment for sensitive, entrepreneurial participants. The purpose of this exploratory study is to stimulate future research that examines what has changed, in business contexts, structures and markets, and to place intellectual entrepreneurship at the core of the internationalisation discussion.

Abstract:
The Canadian Army has historically adopted a paradigm of preparing for peace operations by training and educating both soldiers and leaders to be capable of general-purpose combat. This paradigm of “soldiers first” has not been without its flaws, particularly when the security environment, the operational mandate, and mission preparation became unaligned. Consequently, as we move forward into the peace activities of the twenty-first century, where Canadian soldiers will be committed to operations in complex regions like Africa and the Middle East, it will be necessary to identify and institutionalize the lessons of the past in order to ensure that the model of “soldiers first” can be adapted to the varied challenges of the contemporary and future security environment through a holistic application of specialized training, leader education, and institutional support.

Rout, Matthew William. "To Define & Control: The Utility of Military Ethics in the New Zealand Army's Contemporary Operational Environment." Thesis, University of Canterbury. Social and Political Sciences, 2009. http://hdl.handle.net/10092/3048.

Full text
Abstract:
Military ethics serve as a normative code of behaviour for the armed forces of a state, acting as a mechanism of definition and control within the force, between the force and its client, and between the force, its adversaries and the wider public. They have two, intrinsically linked, functions: a preventative function, which defines the moral and legal parameters of conduct, and a constructive function, which creates and maintains an effective and controllable force. Preceded by the code of chivalry, they were largely a creation of the era of conventional interstate warfare that was waged across the European continent from the Treaty of Westphalia through to the desolate end of the Second World War; yet, the operations upon which armed forces, and in particular, the New Zealand Army are deployed have changed, dramatically. Wars no longer, current operations are generally justified on moral principles and involve a multinational, joint and interagency deployment sent to intervene in an irregular, intrastate conflict occurring in an underdeveloped region and conducted under the intense glare of the media. This disjuncture between the changing nature of operations and the context in which military ethics were formulated provides the fundamental question for the thesis: if the milieu in which military ethics developed has changed significantly, what is their current utility? Using the New Zealand Army as the frame of reference, first the contemporary operational environment and then the specific operational environment in Timor-Leste were examined to assess the current utility of military ethics. It was found that the preventative function has an increasing utility because it ensures conduct is within expected norms in an era where the perception of the adversary, the local populace and the domestic and international audience is key to operational success. Despite the reduction in conflict intensity, the constructive function has a remaining utility through its mediation and amelioration of the stressors engendered by the growing complexity of the operational environment. The retention of utility for the constructive function appears to have been facilitated by an adaptation of the warrior ethos, from a narrow traditional outlook to a broad and comprehensive modern interpretation.

Abstract:
Low Intensity Conflict (LIC) is a significant feature of the contemporary world and it is a particular challenge to the armed forces of many states which are involved is such conflict, or are likely to become so. This thesis is not concerned with how such difficult conflict situations arise. Rather it is concerned with how, from the point of view of the state, they may be contained and ultimately brought to a satisfactory resolution. The work is thus concerned with the practicalities of ending LIC. More specifically, the purpose of this research is to establish a framework of doctrinal and military principles applicable to the prevention and resolution of LIC. The principles of this thesis are based in numerous historical examples of LIC and six in depth case studies. These distilled principles are analysed in two central chapters, and are then applied in two latter defence force chapters so as to ensure there practicality and resilience. Numerous defence academics and military practitioners have been consulted in the production of this thesis; their contribution has further reinforced the functionality of the principles examined in this research. The research illustrates the criticality of a holistic approach to LIC. The function of this approach is to guarantee the stability of the sovereign state, by unifying civil, police, intelligence and military services. The effectiveness of the military elements must also be ensured, as military force is central to the suppression of LIC. Consequently, the research makes strategic and operational prescriptions, so as to improve the capability of defence forces that are concerned with preventing or resolving LIC.

Full text
Abstract:
Protocol to Manage Relationships Today explains the contemporary value of protocol, not only for monarchies or diplomatic institutes, but for any non-profit or for-profit organisation. This book presents modern protocol as a tool to build strong, authentic networks of reciprocal relationships. When used effectively protocol can: - Increase the effect of the networking activities of an organisation. Protocol gives a professional structure to relationship management, to achieve access to the 'right' networks and a reciprocal relationship with the most valued stakeholders. - Deepen relationships. In our world there is so much focus on pragmatism in building relationships - protocol focuses on the common ground to gain value. - Be used as a valuable tool in a post COVID-19 era, where the need for space and time to build real and authentic relationships is well understood. The book defines how tested values perfectly fit in today's society, where modern organisations want to build effective relationships and communities. This book is focused on developing an increasingly vital expertise for professionals who deal with complex relationship management issues on a strategic and tactical operational level. They come from different fields, such as government institutions, non-profit organisations and commercial environments. This book also gives protocol officers a contemporary approach towards the application of protocol. It is not designed as a complete guide to all the rules of protocol, but it describes how to translate the context into a tailor-made protocol for each meeting or event. The book explains protocol as a flexible method to handle unique situations. Protocol is presented on four levels: the 'why' of protocol; the strategic and tactical level; the practical implementation; and the execution of protocol. Protocol to Manage Relationships Today is written by Europe's foremost protocol experts with collective years of experience with the management of networking meetings and events at the highest level.

Abstract:
The aim of the e-book is to present the theoretical, cognitive and practical aspects of the essence and complexity of operational management in a production company. The presented modern production methods together with the challenges and problems of contemporary enterprises should better help to understand the issues of sustainable development, with particular emphasis on waste. The book consists of six chapters devoted to relevant and topic issues relating to the core business of an industrial enterprise. Chapter 1 The nature of the industrial enterprise is an introduction to further considerations and deals with the essence of the basic aspects of the company. Both popular and less known definitions of an enterprise, its features, functions and principles of operation are presented. An important part of the chapter is the presentation and formulation of strategic, tactical and operational goals. Moreover, the division of enterprises is presented with the use of various criteria and the features of the industrial market, which make it distinct. Chapter 2 The operational management evolution and its role in the industrial enterprise discusses the evolution and concept of production and operational management. The management levels were also presented, indicating their most important functions. An integral part of the chapter is the essence of the production system, viewed through the prism of the five elements. Chapter 3 Functions and role in operations management presents the issues concerning the organization of production processes, production capacity and inventory management. This part also presents considerations on cooperation and collaboration between enterprises in the process of creating value. Chapter 4 Traditional methods used in operational activities focuses on methods such as benchmarking, outsourcing, core competences, JIT, MPR I and MRP II, as well as TQM and kaizen. Knowledge of these methods should contribute to understanding the activities of modern enterprises, the way of company functioning, the realization of production activities, as well as aspects related to building a competitive position. Chapter 5 Modern methods used in production-operations management discusses the less common and less frequently used production methods, based on a modern and innovative approach. In particular, it was focused on: Shop Floor Control and cooperative manufacturing, environment-conscious manufacturing (ECM) and life-cycle assessment ( LCA), waste management and recycling, Electronic Data Interchange (EDI), virtual enterprise, World Class Manufacturing (WCM), Quality Function Deployment (QFD) and House of Quality (HOQ), theory of constraints (TOC), Drum Buffer Rope (DBR), group technology (GT) and cellular manufacturing (CM), Demand Chain Management and competitive intelligence (CI). In the last section discusses: the role of sustainable statistical process control and Computer-Aided Process Planning in context formatting of information management. Chapter 6 Problems of sustainable development and challenges related to production and operations management describes the problem and challenges related to production and operations activities. In particular, attention was paid to the threats related to changes in global warming, the growing scale of waste, or the processes of globalization. It was pointed out that the emerging problem may be both a threat and a chance for the development of enterprises. An integral part of the chapter are also considerations on technical progress, innovation and the importance of human capital in operational activities.

Abstract:
The discipline of geography is built around four key concepts—environment, place, space, and scale—that form a matrix for exploring and appreciating many aspects of contemporary society. The environment is the ultimate source of human sustenance; people have created places to realize that potential; and a spatial structure—nodes, routes, surfaces and bounded territories—has been erected within which human interactions are organised. The relationships between human societies and their environments—now very much changed from their pre-human “natural” state—involve competition for and conflicts over resources, of increasing intensity. Resolution of all but the smallest scale of those conflicts requires a body that is independent of the actors involved and can ensure that agreements are reached and then implemented. Such a body is the state, a territorially bounded apparatus that, through the operation of territoriality strategies, can ensure conflict resolution among its citizenry and thereby resolve environmental problems. Many of those problems—the most severe being global climate change resulting from anthropomorphically induced global warming—are not contained, and cannot be contained, within an individual state’s territory, however. Tackling them requires inter-state co-operation, at a global scale, but the absence of a super-national body with the power to require actions by individual states is a major constraint to problem resolution.

Abstract:
This work investigates the role and contribution of external auditing as practiced in Malaysian society in the first 40 years since independence in 1957.It applies the political economic approach, which emphasises the social relations aspects of professional activity rather than economic forces alone. The political economic approach is applied by utilising an enlarged exogenous framework of processual change analysis. This particular interpretive framework views external auditing in Malaysia over the forty year period (1957-1997) as an open, dynamic social system comprising two pattern transformations. The study focuses specifically on the historical development of, and environment influences on the countrys audit practice and provides insights into the operational form of contemporary audit practice and the historical, social, economic and political determinants of that form. The writer extrapolates that in all probability, the future of auditing in Malaysia will continue to be constrained by unresolved problems; audit in Malaysia seems to be case of the triumph of hope over experience.

Abstract:
The complexity of the twenty-first century threat landscape contrasts significantly with the bilateral nuclear bargaining context envisioned by classical deterrence theory. Nuclear and conventional arsenals continue to develop alongside antisatellite programs, autonomous robotics or drones, cyber operations, biotechnology, and other innovations barely imagined in the early nuclear age. The concept of cross-domain deterrence emerged near the end of the George W. Bush administration as policymakers and commanders confronted emerging threats to vital American military systems in space and cyberspace. The Pentagon now recognizes five operational environments or so-called domains (land, sea, air, space, and cyberspace), and cross-domain deterrence poses serious problems in practice. This book steps back to assess the theoretical relevance of cross-domain deterrence for the field of international relations. As a general concept, cross-domain deterrence posits that the ways in which actors choose to deter affects the quality of the deterrence they achieve. Contributors to this book include senior and junior scholars and national security practitioners. Their chapters probe the analytical utility of cross-domain deterrence by examining how differences across, and combinations of, different military and nonmilitary instruments can affect choices and outcomes in coercive policy in historical and contemporary cases.

Abstract:
Co-operatives have played a significant role in the agricultural sector in China, particularly since the promulgation of a first national co-operative law in 2007. This chapter offers an analysis of the evolution, diversity, and dynamics of agricultural co-operatives in contemporary China and the institutional environments in which the development of these organizations took place. A multi-dimensional typology of co-operatives is proposed in order to provide a framework of analysis. This analysis enables one to understand the diversified driving forces, the operational patterns, and the organizational missions of agricultural co-operatives in China. The significant contributions provided by each type of co-operative to poverty reduction, work integration, and local community development is emphasized. The chapter concludes with a discussion on the challenges and opportunities for Chinese co-operatives’ future development.

Abstract:
The twin categories of the state and nature collectively embody some of the most fundamental reference points around which our lives and thinking are organized. Despite their combined significance, however, the complex relationships that exist between modern states and nature remain under-theorized and are relatively unexplored. Through a detailed study of different sites, moments, and framing strategies The Nature of the State challenges the ways in which geographers and social scientists approach the study of state-nature relations. The authors analyse different instances of state-nature interaction from all over the world, considering the geo-politics of resource conflicts, the operation of natural history museums, the organizational practices of environmental departments and ministries, the regulation of genetic science, and contemporary forms of state intervention within issues of climate change. Introducing original research into the different institutional, spatial, and temporal strategies used by states to frame the natural world this book provides a critical overview of the latest political and ecological theories and addresses a wide range of pressing socio-environmental debates.

Abstract:
Care for the critically ill cardiovascular patients and their families requires a unique environment that is structurally different from other clinical units. Coronary care units were introduced in the 1960s for the main purpose of prevention and prompt treatment of life-threatening cardiac arrhythmias related to acute myocardial infarction. Since then, major progress in cardiology in general and acute cardiac care, in particular, dictated a major change in the structure and organization of these units, symbolically expressed in the new title of ‘intensive cardiac care unit’. Contemporary intensive cardiac care units receive older and more complex patients, often with multiple comorbidities and diverse diagnoses. The modern intensive cardiac care unit incorporates sophisticated monitoring and up-to-date equipment to meet the changing needs of the patient with cardiovascular disease requiring critical care. The intensive cardiac care unit operates in the centre of the hospital’s cardiology service, receiving patients from the mobile care unit (directly or via an ST elevation myocardial infarction network), the emergency department, and other wards, including coronary, structural, and electrophysiology intervention laboratories and operating rooms. Patients are usually unstable and require immediate full attention by highly trained medical and nursing staff. The 2005 recommendations for the structure, organization, and operations of the intensive cardiac care unit were issued by Hasin et al. for the Working Group of Acute Cardiac Care of the European Society of Cardiology, which serves as basis for this chapter. The chapter will focus on the requirements for staffing, training, and accreditation, as well as the structure organization and equipment of the intensive and intermediate cardiac care units.

Abstract:
This chapter presents a network-level developmental intervention conducted in an industrial corporation. It focuses on production supervisors' changing work and follows how practitioners from the organizational support functions of human resources, occupational safety, and occupational health services build collaboration with supervisors. The notion of “client understanding” provides a starting point for the study: in order to serve supervisors, the support functions need to understand the challenges in the supervisors' operational environment. Results show that attaining client understanding requires, firstly, joint analysis of the sources of the problems and, secondly, the adaptation of dynamic and systemic explanations for them. The study describes the process of how client understanding, in the form of making generalizations, expands during the intervention. The findings have practical relevance for evaluating and developing collaborative practices in networked multi-activity settings.

Abstract:
The problem of server performance in a contemporary, rapidly developed and multi-discipline environment is examined. Multiple requests in a very short period of time increase the number of connections and push the server to the limit. Nowadays servers’ ability to work semi autonomously, in regards to the decision of the appropriate query plan and the provision of the effective data location, plays a significant role for the query and network performance. For autonomous server operations many of the offered services need to be self-managed. Data sources’ administration during the execution of the query plan becomes of primary interest especially for the starting query server. The proposed server grouping process, server’s scale up capabilities and the application of Data Mining concepts in a wireless environment can contribute a lot to the optimization of the query plan and also increase server independence. Various methods of distributed data exploration and exploitation that support server’s semi-autonomous operational behavior are developed. Simulation results are provided. This chapter covers a significant part of cooperative domains in the area of information management and can offer integrated solutions very attractive to the mobile users.

Abstract:
The basis of any business, including non-public Higher Education Institutions (HEIs), is financial security, which is ensured by achieving sufficiently high profits and financial liquidity. Especially in these times, a rapidly changing market, the competition, and the upcoming birth rate forces HEIs to optimize operational and strategic decisions. On one hand, it creates new opportunities for non-public HEIs, but on the other, it is a source of danger for the future of their operations. Therefore, they must not only overcome the difficulties encountered in everyday life but also try to respond to the challenges posed by their environment, demonstrating the special care to ensure the efficiency of their operations. They must not only try to increase the quality of offered services or manage their funds rationally but with equal attention should “invest” in modern management methods and concepts. Through the use of controlling, contemporary non-public HEIs are able to choose an optimum variant of decision facilitating the achievement of their goals. In view of the above, this chapter discusses the special considerations relating to controlling HEIs from the point of view of increasing their effectiveness.

Abstract:
The emergence of institutional or informal networks, formed by cluster groups appears to be a major new feature of the contemporary industrial economy. The focus of this chapter is the development of a Multi Agent Architecture to support a network of enterprises that collaborate in a co-opetition relationships environment. The research concerns the investigation of a life cycle of the network in which the partners change dynamically. In particular, the enterprises that participate in the network can exit or continue to participate, while the enterprises that operate outside the network can evaluate to participate in the network. A simulation environment is developed to implement and test the proposed Multi Agent Architecture. The simulation tool allows to evaluate the proposed approach in a co-opetitive network during the operational activities. The simulation results show that the proposed approach is a very promising tool to support the plant’s participation decision.

Abstract:
Tour operators and travel agencies are the fulcrum of the tour operation industry given their eminent role in the tour operation sector value chain. This chapter addresses an underrepresentation in the current tour operation discourse in the period post WW2. To put the matter into context, at the global stage, fundamental changes have occurred since the end of WW2, notably political cum socio-economic and demographic shifts, advances in education, and increases in per capita income due to dual family income among a raft of other variables. These have arguably boosted demand for packaged tour holiday. However, in spite of the highly fluid environment, there is little academic research on emerging economic jurisdictions in the TO and TAs sub-sectors' strategic intent in light of such profound developments. Very few researches have attempted to interrogate these pertinent issues in the context of emerging markets` view point. This chapter seeks to bridge this gap by analyzing how these fundamentals have informed and redefined the contours of the TO and TAs landscape. The chapter lays claim on and envisages to make theoretical contribution by advancing the frontiers of knowledge in the following specific domains of multi-destination theory, TO and TAs product development, population demographics, TO and TAs work ethic, and TO and TAs commitment to environment protection philosophy which have been understudied in the contemporary travel and tourism literature discourse.

The traditional government-military-public relationship to the public driver's relationship is moving to the government and military. Conflicts are increasingly asymmetrical, networked, urbanized and open to the global publicities because of internet global connections and especially global access to the social media. The public-driven network-based global possibility to online communication means threats and the nature of conflict to become “hybrid.” “Hybrid warfare” challenges the standard way of waging military operations. Military and security organizations have to combat new technologies of their adversaries. This article sets out to discuss the phenomena of hybrid warfare in contemporary rhizomatic society and a hybrid media environment. Furthermore, this research considers how reflexive control functions can provide a historical perspective to ahistorical accounts of hybrid warfare and thus help us to better understand the contemporary challenges and threats of hybrid warfare, particularly coming from Russia.

Abstract:
This chapter is conceptualized in terms of managerial behaviour in non-profit/public environments, which is often characterized by the socially constructed notion of organizational efficiency. This entails that the favourable external stakeholders' interpretations of the principals' activities should be ensured and associated with the usage of practices, perceived as ‘contemporary' and ‘efficient'. There is no clear answer to the research question, if principals in EU, as managers of public/non-profit schools, adapt their behaviour in a similar manner. The empirical research is based on a survey of school principals, conducted in Croatian primary schools, as a first step toward developing a measure of school principals' communication and co-operation practices, demonstrating their orientation toward both internal and external stakeholders in the school environment.

The last century took us from covered wagons on the pampas to rockets on the moon. Similarly, education has observed a meritorious shift in the new millennium from the conventional methods to the emergence of contemporary approaches. The conventional education systems were based on certain philosophies, theoretical frameworks, and practices which maintained a sluggish environment wherein educating meant to transmit knowledge from expert to amateurs. However, these values and systems do not harmonize with the needs of the current dynamic environments where there is an unbelievable pool of advanced information. In light of this rapidly changing knowledge-based society, the role of teaching and learning is changing dramatically. Now is the era, where countries are looking for the emergence of ‘edupreneurs'.

Abstract:
The article covers the issue of the personal psychological safety of police officers. A theoretical analysis of the scientific literature was conducted, which resulted in a definition of the psychological safety of the individual police officer. PhIlosophical interpretations of the term ‘Safety’, in the ancient World, New Age, and the contemporary world have been considered (Platon, T. Gobbs, J.J. Russo, G.V. Gegel, N.A. Berdyaev). The psychological definitions of the term ‘Psychological Safety’ have been analysed (A. Maslow, A. Adler, Sullivan, M.A. Kotik, T. S. Kabachenko, I.A. Baeva, O.Y. Zotova, E.E. Pronina). The article describes specific traits of the professional activity of police officers, e.g., the operational environment, sudden job changes, permanent interaction with criminals, physical and psychological fatigue, high-level responsibility, the lack of sleep and recreation, etc. The study of the specificity of the personal psychological safety of police officers was divided into several phases. The first phase consisted in enquiring, upon which 47% of respondents were found out to feel psychologically unsafe, which proves the relevancy of studying this phenomenon. Furthermore, the technique ‘Motivation Diagnostics’ suggested by A.A. Akindinova was used, which has allowed the dominant needs of police officers to be determined: the need for safety, and the need for self-fulfillment. At the final phase, the authors employed the ‘Free Association Technique’, and have thereby found that 69% of respondents associate their safety with serenity, 62% - with protectiveness, 31% - with confidence, and 23% - with comfort/reliability. Moreover, here are differences in the subjective perception of safety in women (protectiveness), and in men (serenity).

Abstract:
Our modern society insists on the countryside reaching into the city. To make the urban environment more beautiful we make green roofs and improve the backyards by designing children’s playgrounds and organizing recreational zones. We create a sustainable environment for future generations to have a comfortable life. However, one must not forget that the attractive green roofs of buildings are serious engineered structures. First and foremost the safety issues have to be taken into consideration during the construction and operation stages. On November 21, 2013 Maxima shopping center’s roof collapsed in Riga, Latvia causing 54 deaths and creating international news. The collapse of the supermarket in the Latvian capital Riga has been described as "murder", by the country's president Andris Berzins. It is the deadliest disaster in Latvia since it regained independence in 1991. The causes of the collapse need to be studied in detail. This report is the authors’ independent attempt to find the cause based on photographic evidence and literature observes. This article is based on a study conducted by the students and teachers of Latvia University of Agriculture. The article provides the reasons for this tragedy basing on the analysis. The author considers that the tragedy was the result of the coincidence of circumstances caused by mistakes in the calculation of building structures.

Abstract:
Societies with mass culture adopt organizational structures and management behaviors which are not based on rational thinking and scientific mentality. In contrast with the appearance of contemporary management approaches and applications, these societies are in a widespread management populism. In this context, the web pages, formal records and expressions of organizations about management contain items that sound and look “charming”. However, in the actual operation and management; management behaviors with serious internal management pathologies are dominant. While strategic plans and items of organizations in mass societies are equipped with concepts about contemporary management approaches, a post-modern process where all these concepts are meaningless is effective. For example, there might be serious inconsistencies among “vision, mission and values” stated in formal expressions and the organization’s actual management behaviors. If the impression shows that these inconsistencies are not incidental and temporary; but intentionally constructed by management; this situation should be accepted as organizational hypocrisy. The research part of this study planned to be conducted in dormitories of “Credit and Dormitories Institution” in Denizli, which were observed to be suitable for theoretical and conceptual explanations of the subject. The survey prepared to test the trust perceptions of the management officers and inhabitant university students did not accepted by the general management of Credits and Dormitories Institution so the research could not be done by that way. Instead, the information about strategic items on the organization’s web page was collected. The real and actual operations on these subjects were compared according to ethics approach.

Abstract:
International business environment is changing: globalization, trade sanctions, domestic regulations, international operations across different cultures, importance of communication, demand of sustainable supply chains and other factors force companies to diversify their markets continuously, adapt foreign market development strategies and meet market requirements at a large scale. A dilemma for SMEs is obvious as the future road in foreign market selection is uncertain: global or regional approach has to be followed. The objective of this paper is to unravel and assess market selection methods and market diversification situation as well as analyze their future strategic international trade trends in regional and global perspective. Implemented on-line survey of 450 Lithuanian vendors aimed to unlock and answer methods used in market selection, analyze market diversification situation and assess future approach towards regional and global development. The survey results reveal the perspective of Lithuanian vendors regarding their approach to use market selection methods, a demand of more formal and research based approach as well as development components versus promotion. By incorporating view on diversification, market selection methods and future market entries methods, the paper provides with a more complete view on international trade strategies development set for SMEs and their five-year vision of regional integration approach.

Abstract:
In the event of an outbreak of an infectious disease, the pathogen of which is highly contagious, or when there are patients suspected to be infected with such a pathogen, it is essential to start treating the patients and controlling infection immediately. As the transportation system has been well developed, there are more worries about terrorist attacks using biological agents now than ever before. It is a real possibility that even the most dangerous pathogens that are the causes of Class 1 infectious diseases specified in the Infectious Diseases Act, such as hemorrhagic fever or smallpox, be brought into Japan. Those most dangerous pathogens can be dealt with only by special laboratories that satisfy BSL-4 (Bio-Safety Level 4) specified by WHO (BSL-4 laboratories)(1). As there are no BSL-4 laboratories in operation in Japan at present, it is an immediate requirement to develop a suitable environment for the operation of laboratories of this kind, in order to maintain effective health risk management for the Japanese people. In this research, in order to put BSL-4 laboratories in operation in Japan, we will clarify what relevant environmental factors are in different types of possible locations. Based on that, we will propose to utilize those laboratories not only in emergencies, but also in normal times. We will also discuss the necessary conditions in the social environment of contemporary Japan for BSL-4 laboratories’ operation.

Abstract:
Liquefied Natural Gas (LNG) industry is a typical example for which various business models, strategies, and affiliated interests exist, making it highly complex in terms of operations. The extended supply chain, from liquefaction to regasification, combined with multilateral contractual relationships that crossover, make efficient operation a challenging task. Considering barriers such as the volume of transactions, communication hurdles, etc., and the lack of contemporary management tools by shipping companies contrary to other industries, the paper proposes a model structure based on Business Process Modelling (BPM). The proposed BPM concept offers a holistic view of company organization and operations, as well as enables control of key performance indicators. Implementing intelligent computer systems to model an inter-organizational business environment to highlight and overcome such problems, is the ultimate goal of the study. This paper offers a coherent perspective of business process visualization across the midstream section of the LNG supply chain, including roles, tasks and resources. The research highlights commonly used business models, the contractual framework, and the physical processes. The volume of the information leads to knuckle points and dysfunctions related to time, transparency and work assignment. It is underlined that the occurring issues relate to the nature of LNG projects, business policies, safety and compliance issues, document transaction load and mishandling, disputes over SPAs, as well as to subjects of goodwill and partnership, unstandardized procedures executed empirically, and concurring office intervention. The aim of the study is the identification of the aforementioned problems that prevent an LNG shipping company from extracting the added value from its operation.
