Abstract:
The financial system of the advanced countries develops according to two basic models – a bank-based system and a market-based system, depending on the level of protection of the rights of owners, investors and lenders. A paradigm shift in functioning of global financial system and financial systems of all countries is based on financial law, which formalizes all financial relations. Reviewing the financial system of Ukraine, the researchers pay a special attention to public finance due to its substantial share in redistribution of Ukraine’s GDP. A comparative analysis of the concept “financial system” makes it possible to draw a certain analogy with the approaches of experts in financial law. From the economic point of view, a country’s financial system includes three key areas – state finance, household finance and corporate finance, which are closely interrelated. Matching these three spheres with the legal approach, state finance is defined as public finance, while household finance and corporate finance are referred as private finance. The financial market functions as a part of the financial system. In economic terms, the financial system is a dynamic and open environment, while it implies an intense movement of financial resources, a rapid emergence of new financial instruments and integration into the global financial market. From the legal point of view, the financial system is a static financial and legal phenomenon, which includes centralized and decentralized public funds, as well as funds of business entities and individuals.

Kocurova, Anna. "Distributed collaborative context-aware content-centric workflow management for mobile devices." Thesis, University of West London, 2013. https://repository.uwl.ac.uk/id/eprint/745/.

Abstract:
Ubiquitous mobile devices have become a necessity in today’s society, opening new opportunities for interaction and collaboration between geographically distributed people. With the increased use of mobile phones, people can collaborate while on the move. Collaborators expect technologies that would enhance their teamwork and respond to their individual needs. Workflow is a widely used technology that supports collaboration and can be adapted for a variety of collaborative scenarios. Although the originally computer-based workflow technology has expanded also on mobile devices, there are still research challenges in the development of user-focused device-oriented collaborative workflows. As opposed to desktop computers, mobile devices provide a different, more personalised user experience and are carried by their owners everywhere. Mobile devices can capture user context and behave as digitalised user complements. By integrating context awareness into the workflow technology, workflow decisions can be based on local, context information and therefore, be more adapted to individual collaborators’ circumstances and expectations. Knowing the current context of collaborators and their mobile devices is useful, especially in mobile peer-topeer collaboration where the workflow process execution can be driven by devices according to the situation. In mobile collaboration, team workers share pictures, videos, or other content. Monitoring and exchanging the information on the current state of the content processed on devices can enhance the overall workflow execution. As mobile devices in peer-to-peer collaboration are not aware of a global workflow state, the content state information can be used to communicate progress among collaborators. However, there is still a lack of integrating content lifecycles in process-oriented workflows. The aim of this research was therefore to investigate how workflow technology can be adapted for mobile peer-to-peer collaboration, in particular, how the level of context awareness in mobile collaborative workflows can be increased and how the extra content lifecycle management support can be integrated. The collaborative workflow technology has been adapted for mobile peerto- peer collaboration by integrating context and content awareness. In the first place, a workflow-specific context management approach has been developed that allows defining workflow-specific context models and supports the integration of context models with collaborative workflows. Workflow process has been adapted to make decisions based on context information. Secondly, extra content management support has been added to the workflow technology. A representation for content lifecycles has been designed, and content lifecycles have been integrated with the workflow process. In this thesis, the MobWEL workflow approach is introduced. The Mob- WEL workflow approach allows defining, managing and executing mobile context-aware content-centric workflows. MobWEL is a workflow execution language that extends BPEL, using constructs from existing workflow approaches, Context4BPEL and BPELlight, and adopting elements from the BALSA workflow model. The MobWEL workflow management approach is a technology-based solution that has been designed to provide workflow management support to a specific class of mobile applications.

Abstract:

A major component of the highly lucrative sports business is the content delivery value chain consisting of a number of players including the content creators - sports leagues; content aggregators - TV networks; content distributors - pay TV providers; advertisers - one of the main financiers in the value chain; and consumers. The relationships between the value chain players have been both cooperative and competitive, especially when the borders separating them became less defined due to backward and forward integration efforts of players. With the advancements in Internet content delivery and electronic devices, a new form of sports content consumption has emerged that has the potential to re-define the borders between the value chain players and to disrupt the industry. This new form of sports content consumption is Sports over IP (SpoIP, sports content consumption over the Internet). This thesis lays out four different scenarios about how the SpoIP disruption could play out in the value chain. It uses information from similar disruption in other industries and system dynamics modeling to present the ramification and likelihood of each scenario. This work predicts that the consumers will be the winner of SpoIP disruption because they will have access to good quality and cheaper sports content going forward.

Abstract:
This thesis proposes a functional framework for content management. This framework provides concepts and vocabulary for analysis and description of content management systems. The framework is derived from an analysis of eight content management systems. It describes forty-five conceptual functions organized into five functional groups. The functionality derived from the analysis of the content management systems is described using the vocabulary provided by the functional framework. Coverage of the concepts in the existing systems is verified. The utility of the framework is validated through the creation of a prototype that implements sufficient functionality to support a set of specific use cases.

Abstract:
As the web continues to evolve, so does our need for achieving an accessible web for people with disabilities. Content management systems (CMSs) have well observed accessibility problems with generated content, and in recent years, several features have been proposed in order to minimize or eliminate these problems. This study investigated CMSs in current use to find common accessibility problems and evaluated a set of features proposed by Acosta, T. et al. in 2018, targeting these problems. The study initially found a general lack of information, guidance and technical support provided by CMSs to editors promoting the generation of accessible content. The results indicate that even editors highly aware of accessibility may not be able to create accessible content due to the limitations of their systems. The study also received positive feedback towards the evaluated features from professionals, indicating that the features are of practical value and may help the editor by minimizing or eliminating common accessibility problems in content generated through CMSs.

Abstract:
Content Management Systems (CMS) generally store data in a way that the content is distributed among several relational database tables or stored in files as a whole without any distinctive characteristics. These storage mechanisms cannot provide the management of semantic information about the data. They lack semantic retrieval, search and browsing of the stored content. To enhance non-semantic CMSes with advanced semantic features, the semantics within the CMS itself and additional semantic information related with the actual managed content should also be taken into account. However, extracting implicit knowledge from the legacy CMSes, lifting to a semantic content management system environment and providing semantic operations on the content is a challenging task which includes adoption of several latest advancements in information extraction (IE), information retrieval (IR) and Semantic Web areas. In this study, we propose an integrative approach including automatic lifting of content from legacy systems, automatic annotation of data with the information retrieved from the Linked Open Data (LOD) cloud and several semantic operations on the content in terms of storage and search. We use a simple RDF path language to create custom, semantic indexes and filter annotations obtained from LOD cloud in a way that is eligible for specific use cases. Filtered annotations are materialized along with the actual content of document in dedicated indexes. This semantix indexing infrastructure allows semantically meaningful search facilities on top of it. We realize our approach in the scope of Apache Stanbol project, which is a subproject developed in the scope of IKS project, by focusing on document storage and retrival parts of it. We evaluate our approach in healthcare domain with different domain ontologies (SNOMED/CT, ART, RXNORM) in addition to DBpedia as parts of LOD cloud which are used annotate documents and content obtained from different health portals.

Abstract:

Abstract:
Content management can be viewed as the concepts, processes, technologies and practices that deal with the development, management and publishing of information. Traditionally, a Content Management System (CMS) does not offer the means for content classification, management and retrieval of data based on dynamically defined information models. Furthermore, Content Management Systems usually rely on indexed text, syntactic and/or structural metadata for content classification and retrieval. The paper discusses the design of an experimental Semantic CMS (SCMS), which exercises the application of semantic enablers - ontologies, classification & metadata - in order to achieve capture and utilization of content meaning. Lastly, it suggests that the application of semantic enablers in the context of Content Management Systems can provide the means for better information organization and retrieval as well as enhanced machine interoperability.

Abstract:
In the past decade, the context of Information Technology (IT) management changed in seminal areas: the circle of players, the tools, the emergence of Internet technologies, the evolution of information societies and digital economies, and critical questions of ethics and equity. These seismic changes can be captured if corresponding shifts occur in the content and context of IT education. A shift in context alters courses, methods, and materials but also the curriculum itself. The author identifies a variety of projects that immerse students in the altered ecologies of IT management and of IT education. The paper describes one of these projects--a student-authored proposal for a textbook on international information systems.

Beck, Tanya, and Ping Wang. Morphodynamics of barrier-inlet systems in the context of regional sediment management, with case studies from West-Central Florida, USA. Engineer Research and Development Center (U.S.), September 2021. http://dx.doi.org/10.21079/11681/41984.

Full text
Abstract:
The temporal and spatial scales controlling the morphodynamics of barrier-inlet systems are critical components of regional sediment management practice. This paper discusses regional sediment management methods employed at multiple barrier-inlet systems, with case studies from West-Central Florida. A decision-support tool is proposed for regional sediment management with discussion of its application to barrier-inlet systems. Connecting multiple barrier islands and inlets at appropriate spatio-temporal scales is critical in developing an appropriately scoped sediment management plan for a barrier-inlet system. Evaluating sediment bypassing capacity and overall inlet morphodynamics can better inform regional sand sharing along barrier-inlet coastlines; particularly where sediment resources are scarce and a close coupling between inlet dredging and beach placement is vital to long-term sustainable management. Continued sea-level rise and anthropogenic activities may intensify the need for investigating longer-term processes and expanding regional planning at a centennial timescale and are acknowledged as challenging tasks for RSM studies. Specifically, we suggested that a regionally focused, multi-inlet study was necessary for management plan of individual inlet for the west-central Florida case studies. Key recommendations based on the case studies are included.

Status of perennial tree germplasm resources in India and their utilization in the context of global genome sequencing efforts. World Agroforestry, 2020. http://dx.doi.org/10.5716/wp20050.pdf.

Full text
Abstract:
Tree species are characterized by their perennial growth habit, woody morphology, long juvenile period phase, mostly outcrossing behaviour, highly heterozygosity genetic makeup, and relatively high genetic diversity. The economically important trees have been an integral part of the human life system due to their provision of timber, fruit, fodder, and medicinal and/or health benefits. Despite its widespread application in agriculture, industrial and medicinal values, the molecular aspects of key economic traits of many tree species remain largely unexplored. Over the past two decades, research on forest tree genomics has generally lagged behind that of other agronomic crops. Genomic research on trees is motivated by the need to support genetic improvement programmes mostly for food trees and timber, and develop diagnostic tools to assist in recommendation for optimum conservation, restoration and management of natural populations. Research on long-lived woody perennials is extending our molecular knowledge and understanding of complex life histories and adaptations to the environment, enriching a field that has traditionally drawn its biological inference from a few short-lived herbaceous species. These concerns have fostered research aimed at deciphering the genomic basis of complex traits that are related to the adaptive value of trees. This review summarizes the highlights of tree genomics and offers some priorities for accelerating progress in the next decade.

Lapcha, Haidar, and Yusra Mahdi. Coalition Building for Better Religious Education Reform. Institute of Development Studies (IDS), January 2021. http://dx.doi.org/10.19088/creid.2021.002.

Abstract:
Developing a good pro-pluralism religious education curriculum requires much planning and a deep understanding of the context. In a country like Iraq, where the education system is in decline due to years of conflict, weak governance and management, and a displacement crisis, this becomes a challenging task. This Learning Briefing, prepared during the implementation phase of the Coalition for Religious Equality and Inclusive Development (CREID) project to introduce reform to the religious education curriculum in Iraq, highlights the key areas of best practices and lessons learned from our stakeholder engagement. The aim is to share these learnings with programme managers, donors and partners to help inform future interventions and curricula development on effective approaches and models for improved quality education.

Full text
Abstract:
Background. Timely discharge of hospitalized patients can prevent patient harm, improve patient satisfaction and quality of life, and reduce costs. Numerous strategies have been tested to improve the efficiency and safety of patient recovery and discharge, but hospitals continue to face challenges. Purpose. This Technical Brief aimed to identify and synthesize current knowledge and emerging concepts regarding systematic strategies that hospitals and health systems can implement to reduce length of stay (LOS), with emphasis on medically complex or vulnerable patients at high risk for prolonged LOS due to clinical, social, or economic barriers to timely discharge. Methods. We conducted a structured search for published and unpublished studies and conducted interviews with Key Informants representing vulnerable patients, hospitals, health systems, and clinicians. The interviews provided guidance on our research protocol, search strategy, and analysis. Due to the large and diverse evidence base, we limited our evaluation to systematic reviews of interventions to decrease hospital LOS for patients at potentially higher risk for delayed discharge; primary research studies were not included, and searches were restricted to reviews published since 2010. We cataloged the characteristics of relevant interventions and assessed evidence of their effectiveness. Findings. Our searches yielded 4,364 potential studies. After screening, we included 19 systematic reviews reported in 20 articles. The reviews described eight strategies for reducing LOS: discharge planning; geriatric assessment or consultation; medication management; clinical pathways; inter- or multidisciplinary care; case management; hospitalist services; and telehealth. All reviews included adult patients, and two reviews also included children. Interventions were frequently designed for older (often frail) patients or patients with chronic illness. One review included pregnant women at high risk for premature delivery. No reviews focused on factors linking patient vulnerability with social determinants of health. The reviews reported few details about hospital setting, context, or resources associated with the interventions studied. Evidence for effectiveness of interventions was generally not robust and often inconsistent—for example, we identified six reviews of discharge planning; three found no effect on LOS, two found LOS decreased, and one reported an increase. Many reviews also reported patient readmission rates and mortality but with similarly inconsistent results. Conclusions. A broad range of strategies have been employed to reduce LOS, but rigorous systematic reviews have not consistently demonstrated effectiveness within medically complex, high-risk, and vulnerable populations. Health system leaders, researchers, and policymakers must collaborate to address these needs.
