Abstract:
The financial system of the advanced countries develops according to two basic models – a bank-based system and a market-based system, depending on the level of protection of the rights of owners, investors and lenders. A paradigm shift in functioning of global financial system and financial systems of all countries is based on financial law, which formalizes all financial relations. Reviewing the financial system of Ukraine, the researchers pay a special attention to public finance due to its substantial share in redistribution of Ukraine’s GDP. A comparative analysis of the concept “financial system” makes it possible to draw a certain analogy with the approaches of experts in financial law. From the economic point of view, a country’s financial system includes three key areas – state finance, household finance and corporate finance, which are closely interrelated. Matching these three spheres with the legal approach, state finance is defined as public finance, while household finance and corporate finance are referred as private finance. The financial market functions as a part of the financial system. In economic terms, the financial system is a dynamic and open environment, while it implies an intense movement of financial resources, a rapid emergence of new financial instruments and integration into the global financial market. From the legal point of view, the financial system is a static financial and legal phenomenon, which includes centralized and decentralized public funds, as well as funds of business entities and individuals.

Abstract:
The integration of organic fertilisers into agricultural practices is one approach to enable more efficient agricultural management systems to decrease adverse environmental impacts of agriculture. In this context, the objective of this research was to determine the impact of long-term crop rotation and organic and mineral fertilisation on soil humus content, humic and fulvic acids, organic matter humification in organic and sustainable agricultural management systems with low (1.90–2.01%) and moderate (2.10–2.40%) initial humus contents. Long-term field experiments with different agricultural management systems started in 1960 at the Lithuanian Research Centre for Agriculture and Forestry and soil humus dynamics experiments were conducted from 2006 to 2017. Results of the long-term use of organic and sustainable agricultural management systems with different crop rotations and fertilisation revealed the positive effect of the applied supplies on soil humus, especially for farmyard manure in combination with green manure. The incorporation of farmyard manure and biomass of white mustard resulted in a lower degree of humification when compared to green manure alone, green manure + mineral N, and farmyard and green manure + mineral N. In the low humus content soil, the degree of humification under all agricultural management systems was significantly improved, on average by 0.9% compared to soil with a moderate humus content.

Abstract:
The article is devoted to the development of a conceptually new systemic structural approach to the study of sustainability of economic systems. The problem of ensuring sustainability of economic entities remains unsolved, largely due to the lack of the necessary methodology. In the article, the approach is shaped by new economic systems theory, which implies the division of all economic systems into types depending on their spatiotemporal localization. Applied research of socio-economic system of Ukraine in its context is implemented by econometric modeling using data mining techniques and by calculating the economic sustainability index using the author’s techniques. The indicators, announced by the State Statistics Service of Ukraine, as well as the ranking and indexing results, presented by leading international organizations, are used as the parameters. Alternative hypothesis about preconditioning of economic sustainability of the macro-level system by the structural balance of its four subsystems with different spatial and temporal localization is confirmed. The results of modeling have shown a number of interesting, previously not formalized, patterns of the country’s development and have allowed to better understand the forming mechanism of its sustainability in different periods during 2000–2015. Both the methodology itself and the empirical results obtained on its basis open up a wide variety of perspectives of micro and macroeconomic analysis.

Extreme storm surges can cause failures of flood defences resulting in severe flooding of the hinterland and catastrophic damages. In order to quantify the risk of flooding an integrated risk analysis is being performed wherein one task is the determination of failure probabilities of flood defences. In this paper the failure probability calculations of flood defence structures and systems under the loading of extreme storm surges are reported. Moreover, the analysis of the breach and breach development is briefly introduced. Preliminary results of the failure probabilities and the breach modelling are presented using the example of the estuarine urban area of Hamburg, Germany. These results are put in context of an integrated risk analysis approach for extreme storm surges which is applied within an ongoing German joint research project.

Websites built using Web Content Management Systems (WCMSs) usually provide their users with three types of access structures to surf their contents: indexes of categories, breadcrumb trails, and sitemaps. In addition, to find contents of his/her interest, a user can perform more or less advanced full-text searches. In this paper we propose an automatic approach to extend the navigation structure of websites developed using WCMSs with Semantic Navigation Maps (SNMs), a complementary navigation structure that enables linking and navigating contents based on their lexical similarity. The approach uses an information retrieval technique (namely, Latent Semantic Indexing) to identify lexical similarities between textual contents, and a fuzzy clustering algorithm to form groups of similar web pages. For each page of the website, a set of navigation links towards pages showing similar content and a measure of such similarity is provided. The paper presents the approach to generate SNMs, an implementation for the Joomla! open source WCMS, and the results of an empirical evaluation involving two real world websites built using this WCMS.

Organizational development in banks management systems (ODBMS) is a complex phenomenon of a sustainable and multifunctional nature. The goal of ODBMS is to generate creative ideas and implement changes in order to provide an appropriate level of rational interaction between the ODBMS subjects. It leads to an achievement of the expected economic and managerial results.Organizational changes that are accompanied by organizational development in the BMS can be controlled and spontaneous, positive and negative. The idea of the article is to reveal the methodical aspects of the managed organizational development of the BMS, with expected positive effects. It would be shown that the offered ideas can be used for achieving organizational goals, avoiding the organizational entropy, increasing the creative activity of bank employees, in particular, in developing new banking products, expanding the opportunities of Internet banking, etc.Achieving certain positive effects from the implementation of organizational changes in the BMS requires a high level of managers awareness about the state of implementation of the goals of the bank’s organizational development, the methods of their implementation, factors that affect the achievement of these goals. In this context, fundamental information about the structure and links in the BMS is important as well as operational information that characterizes the level of completeness and implementation quality of the specific banking officers’ duties.In the article the features of ODBMS are solved, based on the application of the provisions of morphological analysis and set theory. The proposed provisions are considered through the prism of two criteria – the level of managerial awareness and predictability of the results of the organizational changes implementation.

<p>Academic libraries, and their parent institutions, are increasingly using Content Management Systems (CMSs) for website management. In this study, the author surveyed academic library web managers from four-year institutions to discover whether they had adopted CMSs, which tools they were using, and their satisfaction with their website management system. Other issues, such as institutional control over library website management, were raised. The survey results showed that CMS satisfaction levels vary by tool, and that many libraries do not have input into the selection their CMS because the determination is made at an institutional level. These findings will be helpful for decision makers involved in the selection of CMSs for academic libraries.</p>

With increasing demand for integrating learning management systems (LMS) into teaching and learning, a well-designed LMS is crucial. User interface evaluation has become a critical quality of interactive LMS intended to meet the requirements of users. This article investigates the effect of the interaction on the user and assesses the extent of system functionality. It further seeks to evaluate the interface’s success within the framework of fundamental human computer interface principles under a constructivist learning approach. Using an LMS assumes that when learners are engaged in a social learning context they actively construct knowledge; therefore, the resource is considered a tool to support learning and not an end in itself. The research investigates use of the LMS by two sets of users: staff members (module creators) and learners (module consumers), using semi-structured questionnaires and interviews. The research indicates that use of an LMS supports collaborative and authentic activities in learning, serving as an intrinsic motivation to most users. Some problems/concerns that were highlighted included; attention should be given to the tools and elements that should be added to the system, for example the image management tools; some users expressed the desire for more autonomy in terms of the peer review window. It is also recommended that the use of graphics should have a purpose that is either purely functional or contributes more subtly to the page content. Finally, there were requests for more customization of the themes, colors and icons in the design of LMS.

Abstract:
The public finance management system is an important lever for equalizing financial and budgetary disproportions in the context of institutional changes. The paper aims to substantiate the directions of development of the public financial management system. Economic and statistical methods and correlation-regression analysis methods are used to determine the relationship between the GDP deflator and the share of revenues, expenditures, the general government budget deficit, and public debt in GDP, assessing the features of the public financial management system in Ukraine and EU countries. This study reveals that one of the main restraining factors in the public finance system development is a significant level of uncertainty in economic processes, which intensifies macroeconomic fluctuations, significant indicators of the share of public debt and budget deficit of the state administration sector pose risks to financial and economic stability; their potential negative impact on socio-economic processes is much more destructive than the pro-cyclical nature of fiscal policy. From this point of view, the public finance management system should be directed at optimizing financial and budgetary tools to prevent the growth of public debt and budget deficit in gross domestic product, which determines the importance of substantiating further development directions of the public financial management system. It is concluded that the mechanism of public financial management in recent years is quite rigid and restrictive, in the context of institutional change expands the tools of public financial management and increases its impact on socio-economic processes.

The objective of this work was to develop uni- and multivariate models to predict maximum soil shear strength (τmax) under different normal stresses (σn), water contents (U), and soil managements. The study was carried out in a Rhodic Haplustox under Cerrado (control area) and under no-tillage and conventional tillage systems. Undisturbed soil samples were taken in the 0.00-0.05 m layer and subjected to increasing U and σn, in shear strength tests. The uni- and multivariate models - respectively τmax=10(a+bU) and τmax=10(a+bU+cσn) - were significant in all three soil management systems evaluated and they satisfactorily explain the relationship between U, σn, and τmax. The soil under Cerrado has the highest shear strength (τ) estimated with the univariate model, regardless of the soil water content, whereas the soil under conventional tillage shows the highest values with the multivariate model, which were associated to the lowest water contents at the soil consistency limits in this management system.

The rise of the knowledge-based economy has significantly transformed the economies of developed countries from managed economies into entrepreneurial economies, which deal with knowledge as both input and output. Consequently, knowledge has become a key asset for organizations and knowledge management is one of the driving forces of business success. One of the most important challenges faced by enterprises today is to manage both knowledge assets and the e-collaboration process between knowledge workers. Critical business knowledge and information is often contained in mostly unstructured documents in content management systems. Therefore, content management based on knowledge perspectives is crucial for organizations, especially knowledge-intensive organizations. Enterprise Content Management has evolved as an integrated approach to managing documents and content on an enterprise-wide scale. This approach must be enhanced in order to build a robust foundation to support knowledge development and the collaboration process. This paper presents the KBCM (Knowledge-Based Content Management) framework for constructing a knowledge infrastructure based on the perspective of knowledge components that could help enterprises create more business value by classifying content formally and enabling its transformation into valuable knowledge assets.

The new digital technologies essential reduce the cost of access, storage and transmission of information. IT systems play an important role in processes that speed up the exchange of information within the organization and between organizations and in effective dissemination of information to the consumer or, if we are talking in the context of education, student. In this context, where there is an ongoing need for education and training, the Web has become a new medium for publishing the information. So, websites are used to promote businesses and products, provide services and information, and facilitate communication. For medium and large sites, the question of their content management occurs. Therefore content management systems have been implemented (CMS). The system inputs are information to be published, and the outputs are the pages that will be seen by visitors. Content management is the systematic and structured supply, creation, processing, management, presentation, publishing and content reuse. There is a wide range of CMS, but no solution is able to manage all types of content. Referring this in the field of education and learning, the article aims to analyze the types of CMS systems consistent with known theories and models of learning: behaviorism, cognitivism, constructivism & connectivism.

In particular, the Moodle platform is used for structuring the contents and for the continuous evaluation of courses in the scope of materials science, manufacturing processes and automation of operations. An analysis of the changes and challenges derived from the adoption of this methodology in the different courses in which has been applied is presented. These changes have been slightly different as a function of the compulsory or optional character of courses, as well as depending on the number of students enrolled in them.

Vehicular ad-hoc network (VANET) is a technology that allows ubiquitous mobility to mobile users. Inter-vehicle communication is an integral component of intelligent transportation systems that enables a wide variety of applications where vehicles interact and cooperate with each other, from safety applications to non-safety applications. VANETs applications have different needs (e.g., latency, reliability, delivery priorities, etc.) in terms of delivery effectiveness. In the last decade, named data networking (NDN) gained the attention of the research community for effective content retrieval and dissemination in mobile environments such as VANETs. In NDN, the content’s name has a vital role in storing and retrieving the content effectively and efficiently. In NDN-based VANETs, adaptive content dissemination solutions must be introduced that can make decisions related to forwarding, cache management, etc., based on context information represented by a content name. In this context, our main contributions are two-fold: (i) we present the hierarchical context-aware content-naming (CACN) scheme for NDN-based VANETs that enables naming the safety and non-safety applications, and (ii) we present a decentralized context-aware notification (DCN) protocol that broadcasts event notification information for awareness within the application-based geographical area. Simulation results show that the proposed DCN protocol succeeds in achieving reduced transmissions, bandwidth, and energy compared to existing critical contents dissemination protocols.
