We describe the contextual subspace variational quantum eigensolver (CS-VQE), a hybrid quantum-classical algorithm for approximating the ground state energy of a Hamiltonian. The approximation to the ground state energy is obtained as the sum of two contributions. The first contribution comes from a noncontextual approximation to the Hamiltonian, and is computed classically. The second contribution is obtained by using the variational quantum eigensolver (VQE) technique to compute a contextual correction on a quantum processor. Network concepts are often used to characterize the features of a social context. For example, past work has asked if individuals in more socially cohesive neighborhoods have better mental health outcomes. Despite the ubiquity of use, it is relatively rare for contextual studies to use the methods of network analysis. This is the case, in part, because network data are difficult to collect, requiring information on all ties between all actors. One way of generating such new knowledge is through co-production, or collaborative development by a range of stakeholders with diverse backgrounds embedded in trans-disciplinary processes. It outlines principles that have emerged and evolved through experiential learning from a wide range of co-production processes in Africa. It also uses case study experience from various contexts to highlight some of the more contextual challenges to co-production such as trust, power and knowledge systems and institutional factors (mandates, roles and incentives) and illustrates ways that trans-disciplinary co-production has addressed these challenges to mainstream a response to the climate challenge.

AbstractWhile the old Heraclitan adage: “The only constant in life is change” remains true, it is the scale and impact of that change that distinguishes the routine from the radical, and the evolution from the revolution. This difference is captured succinctly by Palinkas who asserts:“Change uses external influences to modify actions, but transformation modifies beliefs so actions become natural and thereby achieve the desired result ” (Palinkas 2013). Higher education, in its current state of disruption, is forcing us to revisit everything that we know and believe about education, in pursuit of its continued relevance and sustainability as a “new normal”. Key contributors to the state of disruption are fundamental and influential shifts in geo-socio-economic and political practices, rampant technological and scientific innovation, a multiplicity of role players, many of whom reside outside of the traditional higher education sphere, changing views on the nature and value of knowledge and the role of the university, and compelling contextual realities such as the need (and demands) for equity, social justice and redress.

Abstract:
Vehicular mobility traces are datasets of vehicles location in a region with high spatiotemporal precision. Access to this sensitive information can threaten the safety and privacy of drivers, such as analyzing this data makes it possible to discover other contextual and latent information, such as users daily home routes or workplaces address. In this way, many obfuscation and anonymization techniques have been proposed to mitigate the problem of user location privacy. In this work, we analyze an anonymization technique called mix-zone, where selected urban regions promote the simultaneous an

We consider the stochastic multi-armed bandit problem and the contextual bandit problem with historical observations and pre-clustered arms. The historical observations can contain any number of instances for each arm, and the pre-clustering information is a fixed clustering of arms provided as part of the input. We develop a variety of algorithms which incorporate this offline information effectively during the online exploration phase and derive their regret bounds. In particular, we develop the META algorithm which effectively hedges between two other algorithms: one which uses both histori

Libraries and publishers rely on transactional data to support evidence-based decision making. However, by itself quantitative information does not provide a full picture. To anticipate the evolving needs of our audience we also need to hear from the individual users themselves. In this article, I will review the findings from several recent examples survey-based research into the question of how students use reference materials in and outside of their libraries. What are students actually saying about their needs and preferences when it comes to reference? While some uses cases for reference

Abstract:
The trend of time series characterizes the intermediate upward and downward behaviour of time series. Learning and forecasting the trend in time series data play an important role in many real applications, ranging from resource allocation in data centers, load schedule in smart grid, and so on. Inspired by the recent successes of neural networks, in this paper we propose TreNet, a novel end-to-end hybrid neural network to learn local and global contextual features for predicting the trend of time series. TreNet leverages convolutional neural networks (CNNs) to extract salient features from lo

Background: Healthcare decision makers strive to operate on the best available evidence. The Agency for Healthcare Research and Quality Evidence-based Practice Center (EPC) Program aims to support healthcare decision makers by producing evidence reviews that rate the strength of evidence. However, the evidence base is often sparse or heterogeneous, or otherwise results in a high degree of uncertainty and insufficient evidence ratings. Objective: To identify and suggest strategies to make insufficient ratings in systematic reviews more actionable. Methods: A workgroup comprising EPC Program mem

This report is a comprehensive document reviewing current training programmes for various cadres of service providers who provide (or could provide) care for people with mental, neurological and substance use (MNS) disorders in South Africa. The review used national mental health and disability policies to develop a vision of contextually-appropriate services using a task-shifting disability-inclusive approach as a framework for the review. The report consists of the following sections: • An introductory section including the executive summary, background to, and methodology of the study. • Th
