Abstract:
The effect of the line outage when rest of system is stable is called contingency study. The outage on the system may be for single line (N-1) contingency or for multiple lines (N-m) contingency where N the total number of lines and m the number of lines out the service. The study of contingency is essential process in planning, operating and control of power systems. The main thrust of contingency studies carried out in power system control centers is to determine the steady state effects of outages. Large power systems require the analysis of all the credible contingence within a very short time so as to exercise the control in the short time available for corrective action. Generally, the system continues to operate in the contingency condition for a considerable duration of time, on occurrence of a line outage. The altered voltage stability margins of all the load buses for the various contingency conditions are to be known prior to monitor and initiate emergency control action to avoid voltage collapse. This study suggests an intelligent technique using fuzzy logic control system to assist in ranking the single contingency (N-1) which occur in the system. The suggested fuzzy logic approach was taken into consideration and applied to the national Sudanese grid.

Abstract:
A fundamental assumption made by classical AI planners is that there is no uncertainty in the world: the planner has full knowledge of the conditions under which the plan will be executed and the outcome of every action is fully predictable. These planners cannot therefore construct contingency plans, i.e., plans in which different actions are performed in different circumstances. In this paper we discuss some issues that arise in the representation and construction of contingency plans and describe Cassandra, a partial-order contingency planner. Cassandra uses explicit decision-steps that enable the agent executing the plan to decide which plan branch to follow. The decision-steps in a plan result in subgoals to acquire knowledge, which are planned for in the same way as any other subgoals. Cassandra thus distinguishes the process of gathering information from the process of making decisions. The explicit representation of decisions in Cassandra allows a coherent approach to the problems of contingent planning, and provides a solid base for extensions such as the use of different decision-making procedures.

The paper centers on the problem of deciding effective leadership level in institutional household settings through logical concepts of contingency theories of leadership. By using the integrated concept of cost in goal setting and achieving process within an organization, the paper logically shows how effective leadership level is determined as situational variables varies. The most appropriate leadership style is determined as to minimize the total cost in accomplishing organizational goal which is composed of goal -setting cost and goal- achieving cost. Therefore, the most appropriate leadership style is determined to the direction that the summation of goal-setting cost and goal-achieving cost is minimized. Though it remains in a conceptual level, this paper has contributions to organizational study by suggesting integrated tool for accounting for many situational variables through the concept of cost. Further empirical studies is expected to polish the frame of logic developed in this paper.

The relationship between budget participation and managerial performance represent research area which experienced of many debates. The debate draw enthusiasm to do conduct research return with different samples. The early multiply to research into relation between budget participation and managerial performance had been inconclusive and oftentimes contradictory inconsistent show possibility is existence of contingency variables influencing relation between budget participation and managerial performance. This study empirically examined the relationship between budget participation and managerial performance used contingency approach two contingent variables were investigated, namely leadership style and organizational commitment. Questioners were distributed to 55 managers from PEMKAB Lamongan. The responses from 44 (80%) were analyzed by using simple regression and analyzed with residual approach. The result of this research indicated that relationship budget participation had not an effect on positive significant to managerial performance. The relationship between budget participation with contingency approach (leadership style and organizational commitment) to managerial performance was not significant. This matter indicated that according to both contingency variables the relationship between budget participation and managerial persformance is not represent according to best at PEMKAB Lamongan.

Abstract:
Is it beneficial for firms to tailor their new product development (NPD) strategies to accommodate different project situations/conditions? This thesis examines the applicability of contingency theory to product innovation management. Based on an extensive literature review, information processing and knowledge accumulation are interpreted as the cognitive core of NPD, which further forms the basis of this study. The concept of "fit" provides a necessary focus for statistical analyses, where information processing and organisational learning models are presented to compare the use of these models and their associated NPD contingent situations/conditions. The development of the research instrument was guided by previous literature and its validity and reliability tested in a pilot study. A project-level study involving 112 NPD cases from 53 Taiwanese firms, selected via a representative sampling design, was undertaken. Research data were acquired via a semi-structural questionnaire and through in-depth interviews with managers. Both qualitative and quantitative techniques were applied, to examine the nature of the research domain, and to retain the ability to generalize research findings to the sampling frame. This study provides better insight into the dynamics of product innovation. Multivariate techniques were successfully used to develop a typology for differentiating NPD projects. For consideration of internal contingent factors, NPD projects were classified into Easy-to-Produce Radicals, Hard-to-Produce Radicals, Untried Incrementals, and Tried and Tested Incrementals. For consideration of external contingent factors, three NPD market conditions were identified, i.e., Turbulent Market, Declining Market, and Stable Market. The findings suggest that internal conringent factors strongly affect the pattern of projecr-level information processing, knowledge accumulation, and NPD structural design, while external contingent factors have a limited effect upon NPD. This study contributes to NPD management theory in three key areas: (1) The hidden structure of NPD contingencies is uncovered in a systematic way. This provides a basis for future studies, in which these contingent factors can be controlled and the effect on other NPD activities can be observed more closely. (2) By combining qualitative and quantitative techniques in a single research design, both the structure and the process of product innovation are observed, This allowed the researcher to present a more detailed anatomy of NPD information processing. (3) Previous academic work into NPD contingency management was mainly based on hypothesized contingency variables, such as radical/incremental innovations or routine/nonroutine tasks; these classifications are too broad and fail to reveal the true nature of NPD. The current stud y differentiates NPD projects based on situations/conditions empirically identified from fieldwork; this further extends the frontier of conventional NPD contingency studies.

The purpose of this study is to examine the applicability of a strategic approach to contingency contracting. Strategic approaches to procurement are successful in both industry and the Department of Defense; however, the contingency arena is often overlooked. Corporations are finding a strategic enterprise orientation to procurement can create or enhance their own competitive position within a market. This is done by identifying opportunities to leverage purchases--thus reducing costs by more than any subsequent trade-off to product market value or identifying opportunities to increase product value by more than any subsequent trade-off to cost. Indeed, the purpose of competitive advantage is to create the largest delta between a cost position and product market value or customer willingness-to-pay. This project applies the principles of competitive advantage and, with them, creates a strategic approach to contingency contracting operations. This paper first recommends the DoD create a centralized activity, such as Joint Contracting Command-Iraq/Afghanistan, to consolidate contracting activities within a Combatant Commander's contingency theater. Secondarily, this discussion suggests the DoD initiate spend analysis of all contracting activities within Combatant Command geographic regions. The DoD can identify opportunities to capture maximum value from key regional suppliers. This framework emphasizes achieving Combatant Commanders' objectives.

Abstract:
In an attempt to provide a better understanding of MCS design, this study has utilised the contingency theory approach to investigate the contingent relationships between perceived environmental uncertainty (PEU), business strategy, organisational structure and various attributes of MCS simultaneously. This study has also investigated the mediating effect of two structural dimensions (centralisation and formalisation) on the relationship between PEU, business strategy and MCS design. In addition, this study has investigated the implications of fit, internal consistency or coalignment between the contextual variables and MCS attributes on organisational effectiveness, thus adopting a systems approach to fit recommended in the contingency literature. This study also builds on the works of Simons (1987) and Chenhall and Morris (1986) in terms of developing a wider and comprehensive view of MCS design. Seven MCS attributes have been investigated in this study including budgetary control system practices, budgetary control system usage, cost control systems, broad scope information, managerial evaluation and rewards system, aggregation and timeliness of information. A cross-sectional survey employing a questionnaire method of data collection was adopted. A total of 274 usable responses were received representing a response rate of 28%. For purposes of analysis, the research utilised structural equation modeling (SEM) multivariate statistical technique enabled by EQS 5.7 version software (Bentler, 1995). Thus, this study is one of the first studies in MC contingency literature to utilise SEM for validating the research constructs, controlling measurement error and for testing the structural relationships between the constructs simultaneously. The results of this study confirmed the multi-dimensional nature of PEU, business strategy and organisational structure and the differential effects each dimension has on MCS design. Also the results indicated that the different approaches to fit (i. e., bivariate and systems approaches) utilized in this research resulted in insightful findings relating the contingent relationships between the contextual variables and MCS attributes. In addition, the structural dimension of formalisation was found to have significant positive relationships with many of the MCS attributes and also mediated the relationship between differentiation strategy and MCS attributes of budgetary importance, cost control systems and non-financial performance measures. The results of this study also raise several implications for future MC contingency researchers and fill some gaps in the existing MC contingency literature. This study also contributes to the body of knowledge by providing guidance for future MC contingency researchers to implement the SEM method. SEM has a greater potential for testing theories, controlling measurement error, validating research constructs and testing structural relationships among multiple contextual variables and multiple MCS attributes simultaneously.

Abstract:
Contingency amounts are allocated in the construction projects to deal with uncertainties arising during the projects. Contingency amounts are usually estimated traditionally by simply adding a percentage of the estimated contract amount. However, the traditional system of contingency estimation is heavily criticised as ineffective due to several reasons. Therefore, this research focuses on evaluating the level of accuracy of current contingency estimation techniques in the Sri Lankan context. This study adopted a mixed-method research approach. Empirical data were collected using expert interviews and questionnaire survey. Data collected from the expert interviews were analysed using manual content analysis. Descriptive statistics and inferential statistics were used to analyse the questionnaire survey data. Findings revealed that inexpensiveness is the highly motivating factor for the rigid usage of the traditional method to estimate contingency in the Sri Lankan context. Estimated contract amount, procurement method, payment method, and type of client were identified as highly influencing factors in contingency estimation. Finally, the hypothesis test of this study revealed that the traditional contingency estimation is ineffective. Since the traditional contingency estimation proved ineffective and highly inaccurate, experts in the industry should consider a flexible alternative approach in contingency estimation to improve the accuracy of the contingency amount.

The objective of the Autonomous Transport Innovation (ATI) technical research program is to investigate current gaps and challenges and develop solutions to integrate emerging electric transport vehicles, vehicle autonomy, vehicle-to-grid (V2G) charging and microgrid technologies with military legacy equipment. The ATI research area objectives are to: identify unique military requirements for autonomous transportation technologies; identify currently available technologies that can be adopted for military applications and validate the suitability of these technologies to close need gaps; identify research and operational tests for autonomous transport vehicles; investigate requirements for testing and demonstrating of bidirectional-vehicle charging within a tactical environment; develop requirements for a sensored, living laboratory that will be used to assess the performance of autonomous innovations; and integrate open standards to promote interoperability and broad-platform compatibility. This final report summarizes the team’s research, which resulted in an approach to develop a sensored, living laboratory with operational testing capability to assess the safety, utility, interoperability, and resiliency of autonomous electric transport and V2G technologies in a tactical microgrid. The living laboratory will support research and assessment of emerging technologies and determine the prospect for implementation in defense transport operations and contingency base energy resilience.

The aim of this working paper is to foster the concept of “vulnerability” as a critical tool for social theory in general and conviviality-inequality studies in particular. First, to clarify the concept, an analytical distinction is established between vulnerability as either an experiential structure shared by all persons (constitutive vulnerability) or as historical social injustice that detrimentally impacts some more than others (contingent vulnerability). The paper then explores the contrast between approaches to epistemic injustice theory and standpoint epistemology as two opposing views with regard to the political and epistemic potential of vulnerability. From this contrast, finally, a critique of one-sided conceptions shows us that, for vulnerability to have a productive and critical use, it must be grasped as fraught with ambiguity, implying both a contingent risk of subjection and a constitutive opening to otherness. It is this ambiguity that makes vulnerability a useful conceptual tool for grasping conviviality as inextricably connected to inequality

Key messages • We found that there are limited studies analysing the effectiveness of e-cigarette cessation interventions in a clinical setting and of those that do exist the sample sizes are small, and the studies are underpowered to make any confident assessment of their effectiveness. • Clinical interventions appropriate for young people included nonpharmacologic interventions such as contingency management and behavioural counselling while NRT may be an effective pharmacologic intervention. • There was limited evidence to demonstrate the effectiveness of behavioural counselling as a stand-alone cessation strategy, but it may be effective in conjunction with other approaches. • Emerging evidence suggests that digital cessation interventions (i.e. text message or app-based delivery) may be the preferred mode of delivery for young people, however, their effectiveness in maintaining abstinence is yet to be confirmed. • Evidence suggests there is a need to quantify and create a consistent measure of nicotine intake to appropriately inform clinical treatment decisions. • Studies are generally very low quality, and it is not possible nor is it appropriate to make any definitive conclusions.

Abstract:
A large literature documents the electoral benefits of clientelistic and programmatic policies in low-income states. We extend this literature by showing the cyclical electoral responses to a large programmatic intervention to expand access to secondary education in Tanzania over multiple electoral periods. Using a difference-indifference approach, we find that the incumbent party's vote share increased by 2 percentage points in the election following the policy's announcement as a campaign promise (2005), but decreased by -1.4 percentage points in the election following implementation (2010). We find no discernible electoral impact of the policy in 2015, two electoral cycles later. We attribute the electoral penalty in 2010 to how the secondary school expansion policy was implemented. Our findings shed light on the temporally-contingent electoral impacts of programmatic policies, and highlight the need for more research on how policy implementation structures public opinion and vote choice in low-income states.
