Abstract:
Abstract Background: A review of the literature shows that the role of laboratory diagnostics in the multidisciplinary concept of patient blood management (PBM) is underrepresented, so the contribution that laboratory diagnostics can make needs to be elucidated. Methods: The central objective of this study was to decrease the volume of blood drawn for laboratory diagnostics as part of a hospital quality management project focussed on increasing efficiency and reducing the turnaround time (TAT) of laboratory results. Optimization potential within the complete preanalytical process was reviewed to obtain potential improvement measures. These measures fell into two groups: training to reduce preanalytical errors in the entire hospital and using blood collection tubes with lower nominal fill volumes. Results: A validation of the success of these measures was performed after 1 year. The occurrence of several blood collection non-compliances had decreased substantially. By changing the blood collection tube volume, approximately 177 L less patient blood was drawn for diagnostic purposes in the 384-bed hospital per year. For geriatric and intensive care unit (ICU) patients, there was a very significant reduction in diagnostic blood loss (−27.2% ICU, −42.5% geriatric patients). The number of tubes used per patient per day decreased by 13%. Conclusions: In conclusion, this approach represents an important lab-side contribution to PBM concepts.

Abstract:
The concept of empathy has become a central issue in the debate between classical psychoanalysts and self psychologists. If one recognizes that dilemma is central to the human condition and that the two competing schools of psychoanalysis emphasize opposite sides of several parameters that are fraught with dilemma, it is possible to view them both as empathic. Three levels of empathy are discussed: empathizing with the patient's story as it stands; discovering new themes hidden away in the patient's narrative; and discovering significant patterns in the patient-therapist relationship itself. The concept of therapy as a self-correcting process that approaches but never quite attains objective accuracy is emphasized.

Abstract:
Purpose The purpose of this paper is to address the gap in the literature by providing a precise conceptualization of the concept of patience in the context of leadership. Design/methodology/approach The current study was conducted using a qualitative approach as it aimed to explore leaders’ perceptions and experiences with patience and eventually build a theoretical model in relation to the role of patience in leadership. Because the aim of the study was to obtain insight into the experiences of the participants in their own words, this study adopted a grounded theory research design. Findings The grounded theory study resulted in an emergent theoretical model for understanding the decision-making process of leaders who exhibit patience as a character strength and how those leaders promote organizational success. Through an inductive approach, this grounded theory study identified the behaviors that participating leaders viewed as patient, as well as the outcomes and the contextual conditions for the effectiveness of such behaviors. Research limitations/implications A major contribution of this study is that leaders epitomized by patience are guided by a decision-making framework that can contribute to more favorable decision making outcomes. Practical implications The proposed model for patience leadership has implications for developing the leadership capacity. Originality/value Patience, as a leadership quality, has been overlooked virtue in the social and psychological sciences. In order to explore the potential nexus between patience and leadership, the study has offered an emergent theoretical model and indicated the specific ways in which leaders may effectively practice patience.

AbstractComplex, humanitarian emergencies, the result of civil strife and armed conflict affecting large populations at the brink of extinction, represent the most compelling of disaster relief challenges. They require the coordination of the United Nations agencies, the International Committee of the Red Cross, international nongovernmental relief organizations, and military forces. An increasing number of civilian and military health-care providers find themselves involved in the planning, coordination, and direct patient-care aspects of these emergencies, often without proper initiation and understanding of the unique nature of these disasters. This article provides a primer on the concept of complex, humanitarian emergencies and the contributions, characteristics, capabilities, and limitations of each major participant.

Abstract:
Myeloid malignancies are driven by (epi)genetic aberrations in hematopoietic stem and/or progenitor cells (HSPC). HSPC in these disorders typically acquire a number of genetic lesions that, in concert, drive malignant transformation. How a single HSC, generally considered to be in a predominantly quiescent state in the postnatal bone marrow under homeostatic conditions, acquires multiple mutations, remains incompletely understood. Another central question remains how a mutated cell or 'preleukemic clone' persists and sometimes gains competitive advantage over non-mutated HSPC, while not always explained by hematopoietic cell-intrinsic capacities caused by the mutated state. Evolution principles predict that a cell's direct environment, or HSPC niche, may play critical roles in the induction and selection of genetic clones within a population. In earlier work, we postulated a concept of niche-induced oncogenesis in the hematopoietic system, wherein primary alterations in the mesenchymal stem cell niche can drive malignant transformation of supported, but distinct HSPC. Other emerging data support the idea of 'niche-facilitated' leukemogenesis, in which primary alterations in hematopoietic cells drive changes in their mesenchymal niche, facilitating leukemic evolution. Elucidation of the molecular signaling underlying these concepts holds great promise for novel avenues to attenuate leukemic evolution in preleukemic syndromes. Congenital, monogenic, bone marrow failure syndromes with leukemia predisposition, in which mutations in a single gene, present in both HSPC and niche cells, drives tissue failure, clonal evolution and malignant transformation, provide an unprecedented model system to study the molecular mechanisms and human relevance of these concepts. The lecture will address the findings of studies in Shwachman-Diamond Syndrome (SDS), caused by constitutive, bi-allelic, loss-of-function, mutations in the ribosome biogenesis gene SBDS, and characterized by bone abnormalities, neutropenia and a striking propensity to develop MDS/AML. Mouse models of global Sbds deficiency ('full knockouts') are embryonically lethal. In order to investigate the contributions of hematopoietic and niche cells to neutropenia and leukemogenesis, a 'deconstructing' approach, targeting deletion of Sbds to specific cell types in the bone marrow environment, needs to be taken. Targeted downregulation of Sbds in Cebpa -expressing HSPC and their downstream progeny results in profound neutropenia, caused by impaired lineage progression specifically at the myelocyte phase of myeloid development and associated with activation of the Tp53 tumor suppressor pathway. Myelodysplasia and leukemia, however, were not observed, suggesting that hematopoietic cell-non-autonomous processes may contribute to these processes in SDS. Mesenchymal-specific deletion of Sbds (Osterix -cre Sbdsfl/fl ) faithfully recapitulated both skeletal and myelodysplastic characteristics of human disease. The Sbds -deficient mesenchymal niche induces genotoxic stress in HSPC. Mechanistically, transcriptional activation of an inflammatory signature in niche cells, downstream of Tp53 activation, is implicated. Transcriptional activation of this signaling axis in the mesenchymal niche was found in a subset of MDS patients to predict leukemic evolution. The data support the idea that mesenchymal niche cells make a necessary contribution to disease pathogenesis in SDS. The findings complement emerging data from mouse models of niche-facilitated oncogenesis and human disease, pointing at inflammatory signaling in HSPC niches as a biologic commonality in preleukemia and myeloid neoplasm. A hypothetical model can be proposed of 'mesenchymal niche inflammation' promoting bone marrow failure, genotoxic stress, genetic instability and clonal evolution, of broader relevance to congenital bone marrow failure and leukemia predisposition syndromes. Recent data as well as controversies and uncertainties concerning this evolving new paradigm will be discussed. Disclosures Raaijmakers: Novartis: Consultancy.

Abstract:
Aims and Background Following the widespread use of radioguided surgery (RGS) in melanoma and breast cancer, we applied this new surgical strategy to prostate cancer (PC). The aims of this study were 1) to evaluate the accuracy of RGS in the detection of prostatic sentinel lymph nodes (SLN), and 2) to verify if pelvic lymphadenectomy (LAD) is an accurate means to detect solitary micrometastases. Study design We investigated 48 patients with PC confirmed by transrectal biopsy who underwent radical prostatectomy and bilateral LAD. A dose of 99mTc-labeled nanocolloid particles was injected into the prostate after needle positioning by ultrasonography. Serial imaging was obtained with a gamma camera, identifying 1) the first radioactive lymph node (sentinel lymph node, SLN); 2) other radioactive lymph nodes, and 3) non-active lymph nodes. Results Forty-three SLNs were identified in 48 patients. Twenty SLNs were located at unusual sites with respect to the extent of conventional LAD. Five SLNs were positive for micrometastases and two of these were located outside the usual LAD area. No micrometastases were found in any of the remaining lymph nodes (active and non-active). Conclusions These preliminary results are in agreement with the few previous scientific contributions available on this topic and indicate that it is possible to reduce the extent and duration of surgery and necessary to reevaluate the conventional sites of lymphatic drainage.

Parametric models are used to investigate the time of leukemia latency in patients treated for Hodgkin's disease. A model of induced carcinogenesis provides a stable projection of the leukemia risk for times beyond the follow-up period. The model is applied to data collected in the International Data Base on Hodgkin's Disease. It permits to estimate the contributions of primary and of relapse treatment to the overall risk of induced leukemia. Latency periods appear to be identical after both treatments supporting the concept of induced leukemogenesis.

Abstract:
The ability to exercise patience is important for human functioning. Although it is known that patience can be promoted by using top-down control, or willpower, to override impatient impulses, patience is also malleable—in particular, susceptible to framing effects—in ways that are difficult to explain using willpower alone. So far, the mechanisms underlying framing effects on patience have been elusive. We investigated the role of imagination in these effects. In a behavioral experiment (Experiment 1), a classic framing manipulation (sequence framing) increased self-reported and independently coded imagination during intertemporal choice. In an investigation of neural responses during decision making (Experiment 2), sequence framing increased the extent to which patience was related to activation in brain regions associated with imagination, relative to activation in regions associated with willpower, and increased functional connectivity of brain regions associated with imagination, but not willpower, relative to regions associated with valuation. Our results suggest that sequence framing can increase the role of imagination in decision making without increasing the exertion of willpower.

Abstract:
The paper considers the definition and characteristics of concept within the main aspects of its study, in particular, epistemological, philosophical, linguocultural, cognitive and psycholinguistic. The experience of working out the various approaches to the interpretation and formation of the concept is reflected. Patience is one of the key concepts on which the society relies, using it as a key to maintain human rights and freedoms. The genesis of patience in philosophy is related to the person's representation of the world, the formation of abstract norms of behavior and the embodiment of this behavior in a particular situation.
In modern cognitive linguistics studying of the concept is rather actual and controversial nowadays, as it is functionally significant for the corresponding culture. Any concept is realized in language units. We’ve made the semantic-etymological analysis of the word patience and come to the conclusion that semantic structure of the concept “patience” in English consists of the different meanings, forming the conceptual layer of the investigated concept.

Abstract:

Abstract:
[...]<br>This Ph.D thesis is dedicated to visual concept recognition (VCR). Due to many realistic difficulties, it is still considered to be one of the most challenging problems in computer vision and pattern recognition. In this context, we have proposed some innovative contributions for the task of VCR, particularly in building multimodal approaches that efficiently combine visual and textual information. Firstly, we have proposed semantic features for VCR and have investigated the efficiency of different types of low-level visual features for VCR including color, texture and shape. Specifically, we believe that different concepts require different features to efficiently characterize them for the recognition. Therefore, we have investigated in the context of VCR various visual representations, not only global features including color, shape and texture, but also the state-of-the-art local visual descriptors such as SIFT, Color SIFT, HOG, DAISY, LBP, Color LBP. To help bridging the semantic gap between low-level visual features and high level semantic concepts, and particularly those related to emotions and feelings, we have proposed mid-level visual features based on the visual harmony and dynamism semantics using Itten’s color theory and psychological interpretations. Moreover, we have employed a spatial pyramid strategy to capture the spatial information when building our mid-level features harmony and dynamism. We have also proposed a new representation of color HSV histograms by employing a visual attention model to identify the regions of interest in images. Secondly, we have proposed a novel textual feature designed for VCR. Indeed, most of online-shared photos provide textual descriptions in the form of tags or legends. In fact, these textual descriptions are a rich source of semantic information on visual data that is interesting to consider for the purpose of VCR or multimedia information retrieval. We propose the Histograms of Textual Concepts (HTC) to capture the semantic relatedness of concepts. The general idea behind HTC is to represent a text document as a histogram of textual concepts towards a vocabulary or dictionary, whereas its value is the accumulation of the contribution of each word within the text document toward the underlying concept according to a predefined semantic similarity measure. Several variants of HTC have been proposed that revealed to be very efficient for VCR. Inspired by the Cepstral speech analysis process, we have also developed Cepstral HTC to capture both term frequency-based information (like TF-IDF) and the relatedness of semantic concepts in the sparse image tags, which overcomes the HTC’s shortcoming of ignoring term frequency-based information. Thirdly, we have proposed a fusion scheme to combine different sources of Later Fusion, (SWLF) is designed to select the best features and to weight their scores for each concept to be recognized. SWLF proves particularly efficient for fusing visual and textual modalities in comparison with some other standard fusion schemes. While a late fusion at score level is reputed as a simple and effective way to fuse features of different nature for machine-learning problems, the proposed SWLF builds on two simple insights. First, the score delivered by a feature type should be weighted by its intrinsic quality for the classification problem at hand. Second, in a multi-label scenario where several visual concepts may be assigned to an image, different visual concepts may require different features which best recognize them. In addition to SWLF, we also propose a novel combination approach based on Dempster-Shafer’s evidence theory, whose interesting properties allow fusing different ambiguous sources of information for visual affective recognition.

Abstract:
This study presents a comparative analytical investigation of two divergent yet parallel doctrines of self-realization. John Dewey, a distinguished American thinker, represents a naturalist pragmatist conception of self-realization on the one hand, and 'Allama Tabataba'i, a renowned Muslim philosopher, an Islamic perception on the other. While Dewey is considered a spokesperson for modern American pragmatist and humanist thought, 'Allama may be seen as typical of Islamic Shi'i thinking. In dealing with their conceptualizations of self-realization, the intention in this study is to focus on some significant aspects of the human self, to rediscover its potentiality and to determine the wisdom behind self-realization from a comparative perspective. After outlining the two thinkers' scholarly backgrounds, instructional contexts, sources, methods, works and purposes, the study examines certain specific issues. It investigates their understandings of human nature, and explores their positions on moral experience and human character, as well as on the arts and sciences as vehicles for self-realization. As its final chapter, the study elaborates the basic elements and manifestations of self-realization as depicted in Dewey's and 'Allama's systems of thought. This research aims at clarifying the parallels, similarities and differences that exist between the two scholars, through an in-depth comparison of their respective naturalist and Islamic approaches and attitudes.

Abstract:
The internal dynamics of such system is often unstable making them particulary difficult to control. Thus specific care must be taken when designing controlers for such systems. The main contribution of this thesis is the design of two new control schemes for stable limit cycles generation on all coordinates of underactuated mechanical systems. First control approach is based on partial feedback linearization and reference trajectories optimization. Second approach is based on recent work on model free control,a control scheme which doesn't require prior mathematicalmodel of the controlled system dynamics. The proposed approaches are applied to an inertiawheel inverted pendulumtestbed. Several experimental scenarios are proposed, both in numerical simulation and in realtime implementation. Obtained results demonstrate the ability of both controllers to stabilize the system around stable limit cycles and to reject external disturbances

Abstract:
Formal concept analysis (FCA) is a mathematical formalism based on order and lattice theory for data analysis. It has found applications in a broad range of neighboring fields including Semantic Web, data mining, knowledge representation, data visualization and software engineering. ICFCA is a series of annual international conferences that started in 2003 in Darmstadt and has been held in several continents: Europe, Australia, America and Africa. ICFCA has evolved to be the main forum for researchers working on theoretical or applied aspects of formal concept analysis worldwide. In 2013 the conference returned to Dresden where it was previously held in 2006. This year the selection of contributions was especially competitive. This volume is one of two volumes containing the papers presented at ICFCA 2013. The other volume is published by Springer Verlag as LNAI 7880 in its LNCS series. In addition to the regular contributions, we have included an extended abstract: Jean-Paul Doignon reviews recent results connecting formal concept analysis and knowledge space theory in his contribution “Identifiability in Knowledge Space Theory: a Survey of Recent Results”. The high-quality of the program of the conference was ensured by the much-appreciated work of the authors, the Program Committee members, and the Editorial Board members. Finally, we wish to thank the local organization team. They provided support to make ICFCA 2013 proceed smoothly in a pleasant atmosphere.:EXTENDED ABSTRACT Jean-Paul Doignon: Identifiability in Knowledge Space Theory: a survey of recent results S. 1 REGULAR CONTRIBUTIONS Ľubomír Antoni, Stanislav Krajči, Ondrej Krídlo and Lenka Pisková: Heterogeneous environment on examples S. 5 Robert Jäschke and Sebastian Rudolph: Attribute Exploration on the Web S. 19 Adam Krasuski and Piotr Wasilewski: The Detection of Outlying Fire Service’s Reports. Abstract:
St. Augustine believed that we are created to aspire to a perfection that aligns our relationships in such a way that we function out of a sense of respect for ourselves and the universe in which we live. In so doing we explore the possibilities of creativity and happiness. His thinking moved from the context of classical Greek thought into a Christian one. By living and recording the dilemma of being unable to act as his intellect mandated, he developed an innovative concept of will. He believed that we are motivated to act through our loves but we have a divided will that can only move towards integration if we love correctly. This necessitates an inward journey.<br>The thesis of this paper is that if one subscribes to Augustine's beliefs there are serious implications for education. The following authors are cited to develop these implications in a modern philosophical and educational setting: Charles Taylor, Iris Murdoch, Israel Scheffler and Bob Samples. Finally, a brief resume of relevant teaching approaches and materials is offered.

Abstract:
Two texts by Nishitani, written ten years apart, reflect a very different position on the nietzschean question of the overcoming of nihilism. Although a student of Heidegger's at Freiburg between 1936 and 1939, Nishitani shows no evidence of a heideggerian influence in The Self-Overcoming of Nihilism. In this period (1949), he considers, contrary to Heidegger, that the affirmative aspects of nietzschean philosophy constitute a radical overcoming of nihilism. It is only in What is Religion? (1961) which appears in 1982 as Religion and Nothingness (English translation) that his view changes, reflecting more closely a heideggerian position. Nietzsche's concept of the Will to Power is evidence for Nishitani that Nietzsche enmeshed still in a philosophy of "Being", remains within traditional Western metaphysics. Because in Nishitani's view, Western metaphysics is nihilist, he finally concludes that Nietzsche did not overcome nihilism.<br>This development in Nishitani's thought is considered, in a concluding perspective of the present text, as evidence of the markedly more profound influence of Heidegger on the later, more mature work of Nishitani.

Abstract:
Abstract The aims of this paper are (i) to introduce a set of activities found to occur during collaborative concept selection processes in engineering design; (ii) to discuss implications of their observed time contributions to such processes; and (iii) to describe the methodology used for this research. We identified a set of 12 main activities of which some were further divided into sub-activities. Their time contributions led us to 5 observations regarding some characteristics of the observed processes. In 3 workshops groups of differently experienced participants were recorded while carrying out concept selection tasks. The recordings were transcribed and a content analysis was conducted to identify the activities. Our findings may be further used as foundation for establishing a descriptive model of concept selection processes in engineering design.

Abstract:
There has been a significant amount of research investigating the design task of concept analysis, and much research on reconfigurable system design. Despite previous efforts, further research is still needed that explores how concept analysis should best be conducted for reconfigurable systems. Because reconfigurable systems have multiple configurations and different performance levels, additional information is required to understand each concept, making the design selection process more demanding. Desirable functions, concepts for each phase, and concepts for transition methods between configurations all need to be evaluated. In this paper, the fundamental challenges of reconfigurable system analysis are identified. A framework is then developed to evaluate the many options a designer may face when performing the concept analysis phase of reconfigurable system design, identifying the influence of reconfigurable systems on the process. A mini unmanned aerial vehicle case study is used to demonstrate how the framework is applied, and how existing concept analysis tools can be adapted to account for additional criteria. The paper concludes with a review of the contributions of this work and identifies areas of future work.

In ASME 2014 International Design Engineering Technical Conferences and Computers and Information in Engineering Conference. American Society of Mechanical Engineers, 2014. http://dx.doi.org/10.1115/detc2014-34685.

Full text
Abstract:
Workflows to produce dental products by using CAD/CAM technology are very complex. Each patient needs an individual restoration. The challenge is to provide a patient individual production aiming at a price of mass production. But every single job has to run through an individual development as well manufacturing process. Typically, three stakeholders are involved in the workflow. The dentist performs the treatment and defines requirements for restoration. The dental laboratory plans the workflow and designs the reconstruction by using a dental CAD system. Subsequently, a milling center produces the restoration. Because of these highly heterogeneous workflows, diverse data streams and incompatibilities result. Often improper partners and resources are involved in the workflow. This fact is a significant source for errors. An additional complication is that errors are often discovered in late phases of the workflow. To avoid high costs and unacceptable delivery times, the aim is to develop a new concept for integrated workflow planning. The concept depends on three parts: Federative dental data management (FDDM) as a basic approach, including anticipated logic and structured activities. The federative data management provides a loosely coupling of heterogeneous systems crossing enterprise borders by using web technology. The FDDM service depends on APP technology. Each participant applies its specialized APP: FDDMz (dentist), FDDMd (dental laboratory) and FDDMf (milling center). FDDM services enable a continuously integrated workflow throughout the whole process of a patient individual production. Each participating enterprise is able to register its available processes and resources. Information about resources like 3D dental scanner or milling machines are able to add, according to a global data model schema. This schema depends on an integrated information model with eight partial models: Collaboration, resource, process, workflow, requirements, product, work preparation and production model. This integrated information model provides dental information including interlinked objects. Through a proper anticipation logic, conclusions about later phases can be anticipated already at early phases. The last conceptual part is workflow management on frame of structured activities. By combining the information network with the anticipation logic, filtering of appropriate partners, processes, resources and sequences is supported. Next, a prototypical implementation is demonstrated exemplarily. This concept delivers an important contribution to increase process reliability and quality as well as to reduce delivery times and costs for digital dental workflows.

Abstract:
In order to extend the operational window of marine vessels, the high-level control of the dynamic positioning (DP) system is revised. Major contributions of this paper include the modeling of a hybrid controller for a DP vessel in a varying sea state using the hybrid dynamical systems framework proposed by [1], and establishing global asymptotic stability of the closed-loop hybrid system. Simulations in a sea state varying from calm to extreme are conducted with the hybrid controller, and a single controller with adaptive wave filtering for comparison. The single controller becomes unstable in extreme seas whereas the hybrid controller shows good performance. Switching is based on spectral analysis of the vessel wave frequency motions.

Abstract:
The purpose of this paper is to provide an opportunity to explore the Habitat debate within ISUF. We quest that within this concept, as placed by Moudon (1997) in her inaugural paper to Urban Morphology, there is an intrinsic call towards an equilibrium between the various dimensions of urban form and a trans-disciplinary approach to the study of urban form, which deserves further investigation.According to Whitehand (2012) specific constrains affected the full concretization of such trans-disciplinary efforts, namely the further specialization of the disciplinary areas. Moreover, as argued by Marat-Mendes (2016), the focus placed by urban morphology on the physical dimensions of urban form has been significantly higher than on the social or human dimensions of the urban form, thus affecting in turn the above-identified equilibrium. In order to contribute to such debate, this paper presents the results of an ongoing investigation (Marat-Mendes, Cabrita, 2015), which seeks to recuperate the concept of Habitat within urban morphology. To do that, it first identifies the concept of Habitat as it was first defined in a number of seminal works to urban morphology (Demangeon, 1926). Secondly, it exposes how did such concept evolved throughout specific historical, disciplinary and methodological contexts (Deyong, 2011). And thirdly, it reveals the impact that such evolution had on the various problematics and scales of approach by those to which the Habitat issue was central for the study of urban from, including some contemporary contributions from various interdisciplinary areas, which seem to be recuperating that concept, although not explicitly. Abstract:
The many seminal contributions made by Professor Nam P. Suh to the theories of wear, such as the delamination wear and the solution wear, are well known. The contributions made by him and his associates to the theories of friction, however, are less known; but they are equally significant. In this article, I first briefly survey, to provide an historical context, the laws and theories of sliding friction as proposed over the past centuries and decades. Then the contributions of Prof. Suh and his associates in recent decades are reviewed. Specifically, the role of wear particles in the frictional phenomena of dry and boundary-lubricated sliding is examined. A novel concept of undulating, or patterned, surfaces has been advanced to minimize friction in both dry and boundary-lubricated sliding. The undulating surfaces trap wear debris and thus minimize plowing friction in dry sliding, above the transition temperature in boundary-lubricated sliding, and even in hydrodynamic bearings during start/stop operations. The concept is especially appropriate for heavily loaded tribological systems with tighter clearances in which the likelihood of seizure is imminent.

Abstract:
This report focuses on the concept of the silver economy, which has emerged as a response to population ageing in Europe in recent years. The silver economy refers to all economic activities linked to older age groups. The concept is based on the notion that many older people continue to make valuable economic and societal contributions after retirement, and that older citizens can provide significant economic and societal benefits, particularly if they are healthy and active. This report examines policies and initiatives to promote the silver economy and the closely related concepts of healthy ageing, active ageing and age-friendliness. The report seeks to uncover what are the preconditions for expanding the Nordic silver economy, and how cross-border collaboration can help enhance the potential of the silver economy in border regions.

Full text
Abstract:
Governance is a difficult task in the context of achieving landscape multifunctionality owing to the multiplicity of stakeholders, institutions, scale and ecosystem services: the ‘many-multiple’ (Cockburn et al 2018). Governing and managing the physical landscape and the actors in the landscape requires intensive knowledge and good planning systems. Land-use planning is a powerful instrument in landscape governance because it directly guides how actors will intervene in the physical landscape (land use) to gain commonly desired value. It is essential for sustaining rural landscapes and improving the livelihoods of rural communities (Bourgoin and Castella 2011, Bourgoin et al 2012, Rydin 1998), ensuring landscape multifunctionality (Nelson et al 2009, Reyers et al 2012) and enhancing efficiency in carbon sequestration, in particular (Bourgoin et al 2013, Cathcart et al 2007). It is also considered critical to the successful implementation of land-based climate mitigation, such as under Nationally Determined Contributions (NDCs), because the Land Use, Land-Use Change and Forestry (LULUCF) sector is included in the mitigation contributions of nearly 90 percent of countries in Sub-Saharan and Southern Asia countries and in the Latin American and Caribbean regions (FAO 2016). Viet Nam has been implementing its NDC, which includes forestry and land-based mitigation options under the LULUCF sector. The contribution of the sector to committed national emission reduction is significant and cost-effective compared with other sectors. In addition to achieving emission reduction targets, implementation of forestry and land-based mitigation options has the highest benefits for social-economic development and achieving the Sustainable Development Goals (MONRE 2020). Challenges, however, lie in the way national priorities and targets are translated into sub-national delivery plans and the way sub-national actors are brought together in orchestration (Hsu et al 2019) in a context where the legal framework for climate-change mitigation is elaborated at national rather than sub-national levels and coordination between government bodies and among stakeholders is generally ineffective (UNDP 2018). In many developing countries, conventional ‘top–down’, centralized land-use planning approaches have been widely practised, with very little success, a result of a lack of flexibility in adapting local peculiarities (Amler et al 1999, Ducourtieux et al 2005, Kauzeni et al 1993). In forest–agriculture mosaic landscapes, the fundamental question is how land-use planning can best conserve forest and agricultural land, both as sources of economic income and environmental services (O’Farrell and Anderson 2010). This paper provides guidance on monitoring integrated tree-based landscape management at commune level, based on the current legal framework related to natural resource management (land and forest) and the requirements of national green-growth development and assessment of land uses in two communes in Dien Bien and Son La provinces. The concept of integrated tree based landscape management in Viet Nam is still new and should be further developed for wider application across levels.
