Abstract:
Despite widespread agreement about goals of knowledge development in public administration, there is imbalance in efforts directed at these goals. The overlap between the domains of theory and practice is not substantial. Important concerns in public administration theory and practice are outweighed by naïve quantitative bias (NQB), an unfortunate methodological artifact. This symposium seeks to highlight this imbalance and to nudge the public administration scholarly community toward paying attention to theoretical and practical matters, recognizing NQB and mitigating its undesirable effects on knowledge development. Broadly speaking, two recommendations emerge from symposium contributions. The first recommendation emphasizes paying attention to theoretical goals. The second recommendation is to promote reflexivity about how the domains of theory and method interact to counter the methodological artifact of NQB. A brief overview of each article in the symposium and its contribution to advancing knowledge development is provided.

The article analyzes the state management of pension systems for the organization of the exercise of powers to administer pension contributions in the countries − members of the European Union. The models of organization of administration of pension contributions are investigated. As suggestions for priority areas of modernizing the pension system of Ukraine on the example of the experience of countries − members of the European Union, the following are highlighted: attracting employees to participate in financing the pension system; the introduction of mandatory funded pensions with the payment of additional contributions by employees in excess of the unified social contribution to compulsory state pension insurance and the transition to a conditional savings system; differentiation of the unified social contribution rate for compulsory state pension insurance taking into account the state of economic development of the regions (high, medium, below average).

During the history of the government of the Republic of Vietnam, the administration of president Dương Văn Minh was established on April 29, 1975, which had the shortest ruling time. This government cabinet consisted of many progressists who were representatives for the ideal of ending the war and national reconciliation. They gathered with general Dương Văn Minh to establish a new government at the end of the war. Although the government only lasted for a short time, it made an important contribution to the end of the Vietnam War. The establishment and regulation of Dương Văn Minh's Administration at the end of the war bore a really special meaning. It was the result of a process of advocacy and preparation by Vietnamese patriotic forces which tended to end the war humanely with less sufferings. Those contributions to this government's national history need to be acknowledged. In this article, the writer focuses on the contributions of Dương Văn Minh's administration to the end of the Vietnam War. Based on that, the article contributes an additional perspective on the technique to end the war of the Vietnamese people.

Abstract:This article examines New Deal public works agencies’ pivotal contributions to American aeronautical development, arguing that their creation of aviation-related infrastructure offers powerful evidence of the New Deal’s success in remaking the American landscape and fostering economic growth. Organizations such as the Civil Works Agency, the Public Works Administration, and the Works Progress Administration built or improved almost every contemporary U.S. airport, funding improvements that created the foundations of America’s modern air transport network. Much more than make-work endeavors, these efforts reflected New Dealers’ desire to use public works to create worthwhile products. These policies highlight the sophistication with which the New Deal promoted economic development, and belie the image of public works agencies privileging short-term employment to the detriment of economic gain. Airport terminals, runways, hangers, and countless other aviation-related improvements represent some of the New Deal’s most significant physical legacies, highlighting the Roosevelt administrations’ vital contributions to aeronautical development.

Thus David Good's book analyzing the HRDC's so-called “billion dollar boondoggle” is a welcome contribution. His background as both a senior manager/executive within the Federal government and his academic credentials—a doctorate in policy and administration sets him apart—as a practitioner-academic. Good possesses the senior public manager's mind for detail and this book provides a clear account of the ebbing and flowing of events, beginning with the January 2000 release of HRDC's internal audit that implied a loss of a billion dollars, to the Auditor General's report of October that same year which, while critical of monitoring and reporting practices, concluded that only $85,000 was unaccounted for. The media and the opposition, at this point quickly lost interest.

Purpose – The purpose of this paper is to reveal the contributions made by Charles Clinton Spaulding, a prominent black business leader in the USA in the early 1900s. This paper highlights the management philosophies and practical work of Spaulding, an individual who considerably influenced African-American management thought and practice, and played an important role in Corporate America from the turn of the twentieth century onward. Design/methodology/approach – The research was conducted by reviewing and synthesizing a number of writings including published works by Spaulding himself, as well as articles about Spaulding from sources such as history journals, newspapers and other resources. Findings – Spaulding’s contributions were significant, from his insight regarding the fundamental necessities for the effective management of a business, to his management style and implementation of practices which reflected his recognition of the importance of transformational leadership, employee development, diversity, corporate social responsibility and a strong positive culture for the successful management of an enterprise. Thus, this paper concludes that the title of “Father of African-American Management” is a fitting tribute to this business pioneer who overcame the odds to become the most successful black business executive in the early twentieth century. Originality/value – The contributions made by minorities, including African-Americans, to management thought and practice have not been adequately covered in the literature. This paper begins to fill a noticeable void by drawing from infrequently acquired sources such as Spaulding’s article “The Administration of Big Business” and highlighting his contributions to the African-American community and the business community at large.

The emergence of the discipline of public administration had long been attributed to Wilson. Martin (1987 and 1988) manifested that the discipline originated in France and consequently passed to USA. However, Wilson’s 1887 article “The Study of Administration” points to the fact that he based the administration-politics dichotomy on German Bluntschli. This showed that it was essential to analyze the German influence on and, in particular, Bluntschli’s contribution to the birth of the discipline of public administration. The present study focuses on Seckendorf, Wolff, Hegel and Stein’s theoretical contributions to the emergence of public administration in Europe and intends to investigate each of them with a particular emphasis on Bluntschli’s influence. It has appeared that the politics-administration dichotomy, which had a great effect on Wilson, was prevalent in the works of Bluntschli, in which the term primary is used for politics to refer to the former and secondary for administration to refer to the latter. Although politics administration difference was expressed in the French literature of public administration, it was concluded that the German effect was significant in the emergence of public administration and its spread to USA.

As the contributions in this special issue show, there are ample examples of teaching programs at the nexus of complexity and public administration and its sub-fields. However, the examples discussed in this issue do not give us an indication of the extent to which complexity theory or the complexity sciences are taught in curricula worldwide. This contribution presents the results of a thorough internet search to identify those academic programs in political science, public administration and business administration, where complexity sciences are taught in conjunction with all matters public. The search across 193 countries led to selection of 108 programs that corresponded to some or all the defined criteria. We will present characteristics of the selected programs regarding quality of fit, level of studies, field of studies, and type of information about the complexity science approach available on the programs’ websites.

AbstractUsing longitudinal Survey of Income and Program Participation data linked to Social Security Administration administrative records from 2009 and 2012, we find negative economic shocks cause 401(k) contribution behavior to react in ways consistent with reactions to fear and past trauma. If employees participating in 401(k) plans did not experience real earnings declines or unemployment spells between 2009 and 2012, then their contribution rates would have been 5% higher and each person would have contributed US $193 more toward their defined contribution plan accounts. We conclude that previous studies may have swung too far in emphasizing inertia as a primary behavior trait explaining workers’ 401(k) plan engagement. Reactive behavior to protect living standards by reducing retirement savings is also important.

Elevations in serum free fatty acid (FFA) levels during heart surgery have been reported in humans and experimental animals, causing increased arrhythmias, decreased heart function, and contributing to mortality. Factors such as heparin administration, age, cardiopulmonary bypass (CPB), and cyanosis or hypoxia have been implicated but not proven. This study was designed to clarify the contribution of these factors using an experimental pig model as follows: (i) adult (n = 10) versus 3-day-old piglets (n = 18) had FFA levels assessed before and after heparin administration; (ii) 3-day-old piglets, the additional effect of CPB (n = 8) or just severe hypoxia (PaO2 = 20–25 mm Hg; n = 6) exposure on FFA levels. This work demonstrated that significant elevations in serum FFA were mainly due to heparin administration, with modest contributions by young age, CPB, and hypoxia. Our preliminary clinical investigations also suggest that children undergoing CPB are at risk of being exposed to high FFA levels and that these patients only suffered a decrease in heart function when these elevations were present in conjunction with cyanosis and (or) prolonged ischemic time. These initial findings require further confirmation. Given these findings, pharmacotherapeutics geared towards limiting FFA elevations should be considered, especially in young children undergoing pediatric cardiac surgery.

Purpose The purpose of this contribution is to draw on several recent contributions from the Journal of Educational Administration to reflect on the relationship between school supervision and educational leadership. Design/methodology/approach The German context of school supervision was first laid out. A comparative analysis of all contributions was then performed against the backdrop of the German context. Findings One finding from the analysis of the relationship between school supervision and educational leadership from a German perspective is the need to have structures of (mandatory) further training and development in place at the level of school principalship and school supervision. These structures represent building blocks for capacity building and for shifting cultures over time. Without reliable vehicles of professional development for all concerned parties, both school supervisory authorities and principals risk staying stuck in old professional identities that no longer match their current missions or emergent national aspirations. Originality/value This paper sheds a light on the complex relationship between school supervision, school leadership and school performance. The findings from the papers analyzed for this paper point to issues which scholars have been pondering about for decades now: Can supervision and support be successfully implemented within one agency? How can a supervisory authority change its professional identity? What combination of supervision, support and space creates conditions favorable to successful educational leadership and school improvement?

Unfunded public pension obligations represent a great challenge for policy makers in the American states. We posit that a part of pension underfunding relates to the level of public corruption. Empirical findings in the article show that funding ratios in public pension funds are inversely related to the incidence levels of corruption in the state, with other fiscal, political, and institutional covariates held constant. We show that this can happen through higher pension benefits, lower actuarially required contributions (ARCs), lower percentage of actual ARC contributions, and poorer investment outcomes. Based on empirical estimates, we find that a reduction of corruption by one standard deviation around the mean would permit the states to save on pension benefits by 10.24% annually (or US$1,894.64 per recipient), increase required ARC by 4.40%, increase actual ARC contributions by 8.46%, and improve investment returns by 4.72%. Therefore, policies to reduce public-sector corruption, or to improve the insulation of pension funds in relatively more corrupt environments, can make a significant contribution toward tackling the public pension underfunding crisis in the American states.

Abstract:
The body of public administration literature is missing contributions from practitioners in the field. Emic or insider-led studies of public administration can act as powerful mechanisms to generate new knowledge. This article studies the relationship between place, perceptions and policy work by drawing on the author’s own public administration experience and interviews with civil servants. The results show that societal factors such as political culture and reduced anonymity associated with small place create challenges when developing public policy. However, expedited public engagement and problem identification were perceived by civil servants to be enhanced by a small context. This means that small place can be both limiting and beneficial for high levels of policy capacity. Overall, this article finds that geospatial factors such as smallness impact perceptions of policy work and capacity. Furthermore, this article finds that insider-led studies of public administration can indeed make important and unique contributions to the body of literature and are therefore deserving of more serious methodological consideration.

Dieser Beitrag erinnert an den Erkenntniswert betriebswirtschaftlicher Klassiker für das Studium. Klassiker werden hier als Beiträge verstanden, die sich durch Zeitlosigkeit, Andersartigkeit und Erfolgsnachhaltigkeit auszeichnen. Es lohnt sich, diese Texte zu erschliessen, weil ihre fundamentalen Fragen und Einsichten das fachliche Arsenal des Studierenden mit faktischen und methodischen Kompetenzen füllen. Ein erschlossener Klassiker erlaubt es dem Studierenden, die betriebswirtschaftlichen Grundprobleme aus dessen Sicht zu analysieren sowie Lösungsalternativen zu kreieren und zu bewerten. Der Gedanke, dass Lesen bildet, ist natürlich nicht neu. Neu sind erstens eine handfeste Definition betriebswirtschaftlicher Klassiker und zweitens die auf ein kompetenzorientiertes Lehren und Lernen ausgerichtete Argumentation, dass die Klassiker weiter einen Stellenwert im Studium der BWL haben. This article reminds of the epistemic value of classic contributions. Classics are defined as contributions which are characterized by their timelessness, originality, and lasting success. It is useful to read and comprehend these classics. They raise fundamental questions and outline insights, which enhance students’ subjectspecific and methodological competences. Reading classic contributions allows them to view fundamental problems of business administration in a new light. Furthermore, it helps them to create and evaluate different courses of action. The idea to learn from books is not a new one. The novelty of this contribution is twofold: First, a concise definition of classics of business administration is given. Second, the argument to integrate classics in one’s studies is updated by using the competence oriented learning perspective. Abstract:
Modern geological cartography in France began in the nineteenth century and was marked by the creation of detailed geological maps based on the partitioning of the country's territory into administrative regions or Départements. Published between 1828 and the 1880s, these maps were primarily the work of local naturalists and, subsequently, mining engineers. Local initiatives generated by political, economical and scientific contexts were superseded within twenty years by a centralized and long-standing surveying programme, utilizing the resources of local administrations for the completion and publication of a geological map of France. Local initiatives declined as the administration took control of the scientific and technical coordination of local surveys. These early maps show only the very beginning of the process of constructing a geological map of France. Their lack of unity led, from 1868, to their replacement by a coordinated and codified covering of French territory.

This paper examines the association of charitable donations with quality of care proxies for nonprofit hospice providers in the United States (US). An estimated 1.45 million patients received hospice care in the US in 2008. Medicare hospice spending exceeded $10 billion in 2007 and is expected to more than double over the next 10 years. Using Guidestar and Medicare Hospice Cost Report data, we find donations are positively associated with proxies for nurse and social worker quality of care, but not with our home-health aide quality proxy. This research adds to our understanding of charitable contributions in hospice provider organizations.
