RESUMENEn España el control de calidad en construcción “moderno” nace en la “Instrucción EH-73” y en Colombia actualmente se contempla en la Normativa Sismo Resistente NSR-10 en el Título I: Supervisión técnica. En España en la actualidad es obligatorio el control de certificación de productos y el control de ejecución; existe un protocolo normativo (Instrucción de Hormigón Estructural EHE-08) para el control de proyecto, obligatorio en edificios de viviendas. En Colombia se denomina supervisión técnica, obligatorio en la construcción de estructuras de edificación cuya área construida, independientemente de su uso sea mayor de 3000 m2. Donde no se requiera supervisión técnica, el constructor tiene que realizar los controles de calidad para los materiales estructurales y no estructurales. Se realiza una supervisión técnica, según lo exigido por la normativa para control de planos (proyecto), control de especificaciones, control de materiales, diferentes ensayos de control de calidad y control de ejecución.Palabras Clave: Control de calidad; supervisión técnica; EHE-08 (Instrucción de Hormigón Estructural); NSR-10 (Normativa Sismo Resistente).ABSTRACTIn Spain the construction "modern" quality control was born in the "Instruction EH-73" and in Colombia it is currently contemplated by the Earthquake Resistant Regulations NSR-10 in Title I: Technical supervision. Nowadays in Spain the product certification control and execution control are compulsory; a regulatory protocol (Structural Concrete Regulations EHE-08) also exists for the control of project required for residential buildings. In Colombia it is called technical supervision, mandatory in the construction of building structures whose construction area is greater than 3000 m2, regardless of its use. Where technical supervision is not required, the builder has to perform quality checks for structural materials and nonstructural. The article is based on the author’s presentation at the Gaidar Forum – 2020 titled ‘From Total Supervision to Smart Control: Issues of Methodology, Theory, and Practice’ in the framework of the expert discussion ‘How Regulatory Enforcement Has Changed: Citizen Perspective’. The author’s position is presented in support of the need for a consistent distinction between control and supervision, including in terms of evaluating their effectiveness, which is currently carried out virtually syncretically in relation to the control and supervision activities of the state. The article formulates the methodological and theoretical model for differentiating control and supervision, its dynamics based on the potential of digital technologies. Based on the results of analytical reports of both state structures and the expert community, the author concludes that it is necessary to adjust the regulatory framework of control and supervisory activities with a mandatory value reorientation of control and supervisory authorities from punitive ideology to the protection and maintenance of the interests of citizens and businesses. It is noted that the synergetic effect at the next stage of development of control and supervisory activities can be provided by a combination of technological and legal approaches and the ‘intersection’ of law-making and law enforcement. Expanding digitalization will allow smart control to replace comprehensive supervision, which will provide a more effective management and control system. With the research location in the Banten Province Manpower and Transmigration Office in Serang District Supervision, data collection techniques used interviews, observation, and documentation. This study uses the widodo theory (2018) 4 (four) public policy supervision factors, namely: (1) Actors controlling the implementation of policies, (2) Standard operating control procedures, (3) Financial resources and equipment, (4) Scheduling of Control Implementation. From the results of research using Widodo's theory (2018) Supervision on PPTKIS has not been running optimally because there is no synergy between internal control and external control actors, the agency also has no control schedule, the socialization is quite good but there are still complaints from the community. .

This paper presents several control methods and realizes the stable tracking for the inverted pendulum system. Based on the advantages of RBF and traditional PID, a novel PID controller based on the RBF neural network supervision control method (PID-RBF) is proposed. This method realizes the adaptive adjustment of the stable tracking signal of the system. Furthermore, an improved PID controller based on RBF neural network supervision control strategy (IPID-RBF) is presented. This control strategy adopts the supervision control method of feed-forward and feedback. The response speed of the system is further improved, and the overshoot of the tracking signal is further reduced. The tracking control simulation of the inverted pendulum system under three different signals is given to illustrate the effectiveness of the proposed method.

Data supervision is an effective method to ensure the legality of user data on blockchain. However, the massive growth of data makes it difficult to achieve data supervision in existing blockchain applications. Also, data supervision often leads to problems such as disclosure of transaction data and user privacy information. To address these issues, this paper proposes a privacy-preserving blockchain supervision system (BSS) in the multiparty setting, where a supervision chain is introduced to realize data supervision on blockchain. All sensitive information such as user information in the supervising data is encrypted by the attribute-based encryption (ABE) technology, so that both privacy protection and access control on user data can be achieved. Theoretical analysis and comparison show that the proposed BSS scheme is efficient, and experimental analysis indicates the practicality of our BSS scheme.

The Inspectorate Office as a government partner is not only tasked with supervising but also giving direction so that the government does not get out of the agreed path. This study aims to find out how the implementation of the Inspectorate's role in the implementation of SPIP in Surakarta City, as well as analysing the constraints that affect the implementation of the role of the Inspectorate in the implementation of SPIP in Surakarta City and analysing the efforts of the Inspectorate to improve the implementation of SPIP in Surakarta. The results of the study show that: Supervision of government administration in Surakarta City which is carried out based on existing laws and regulations, in terms of the scope of supervision is internal supervision carried out internally functionally. Constraints that affect the role of the Inspectorate in the implementation of SPIP in the City of Surakarta are understanding of human resources for SPIP is still lacking and the number of personnel is inadequate, budget oversight activities are inadequate, there is no joint commitment in implementing SPIP and risk assessment and risk mapping are not optimal due to time constraints. The efforts of the Inspectorate to improve the implementation of SPIP in Surakarta City are by proposing the drafting of the Mayor's Regulation and the establishment of the SPIP Task Force, improving the quality of resources.

Supervision is a key feature of professional development in a wide range of professions. The Royal College of Psychiatrists, in its ‘Statement on approval of training schemes for basic specialist training for the MRCPsych’ (available on request from the Postgraduate Educational Services Department of the Royal College of Psychiatrists, 17 Belgrave Square, London SW1X 8PG) dictates that each basic specialist trainee should have a “protected hour per week” with his or her educational supervisor. This time should belong “exclusively” to the trainee and be “for the benefit of the trainee”. The Higher Specialist Training Handbook (Royal College of Psychiatrists, 1998) also emphasises the central importance of supervision as part of higher training for specialist registrars. Training consultants are expected to be “readily available” to trainees, and to provide a “regular, weekly, timetabled supervision session”. Supervision is obviously perceived by those responsible for standard-setting in psychiatry as a key activity. However, there is a marked lack of clarity as to what constitutes good and effective supervision and there are often few opportunities for learning how to supervise. Hayes (1996) writes about research supervision but his comments are equally applicable to other forms of supervision. He suggests that quality supervision, where it exists, is often by accident rather than by design. It is likely to have been acquired experientially and not without some past hurt to either supervisor or supervised or both. He argues that too much attention has been paid to the quality control of supervision and not enough to quality assurance, with insufficient attention paid to all the possible roles of a supervisor and the key personal attributes necessary to fulfil these roles.

The purpose of this study was to determine how the principal's academic supervision of science teachers at SMP Negeri 20 Kupang and the constraints in implementing academic supervision. The approach used is qualitative. Data collection techniques are observation, interviews, documentation, and questionnaires. The data were analyzed using the stages of data reduction, data presentation, and conclusion drawing. The results showed that the implementation of the principal's academic supervision of the teacher had been carried out well, the principal had planned by preparing the supervision instrument and informing the schedule of supervision, the implementation of supervision using various techniques and principles. Evaluation and follow-up of academic supervision are carried out by discussing the results of supervision with the teacher, the school also holding workshops/training to improve and improve the quality of teachers in carrying out their duties at school. the implementation of academic supervision experiences obstacles that arise from the teacher, namely the lack of preparation of learning devices, the teacher does not master the material during the learning process and the teacher does not master the class, where it seems that students are difficult to control in the learning process.

Gathering data and monitoring performance are at the heart of energy efficiency and comfort securing strategies in smart buildings. Therefore, it is crucial to present the obtained data to the user or administrator of such a building in an appropriate form. Moreover, evaluating the data in real time not only helps to maintain comfort, but also allows for a timely response from the user or operator to a possible fault. Continuous online monitoring and analysis of process behaviour, which is referred to as advanced supervision, is addressed in this paper by developing a procedure that will form an artificial operator autonomously supervising process. After introducing several techniques that are used for signal analysis, we propose an approach to advanced supervision of processes in smart buildings or other industrial control systems. The developed procedure is implemented on a control system platform that is particularly suitable for this purpose. Moreover, this platform includes a framework that provides support for the implementation of advanced control techniques and it is based on open-source tools, which is rarely seen in industrial applications. The developed advanced supervision procedure has been tested in simulation as well as in a practical case study using a real two-storey family house.

The reform of the control and supervison activities of the Russian Federation authorities is studied in the article on the example of the implementation of the federal state energy supervision. The provisions are compared related to the current federal laws on the state control (supervision), and those that will enter into force on July 1, 2021. The implementation of a risk-oriented approach in the activities of Rostechnadzor, and the changes during inspections and implementation of such a new control activity as an inspection visit are also considered in the article. These changes are associated with a decrease in the administrative burden on the activities of the organizations controlled by Rostechnadzor. This will be facilitated by greater transparency of the procedures for control activities, the implementation of a risk-oriented approach, simplification of the procedure for appealing an audit, and a reduction in the period for conducting an audit. With the implementation of a risk-oriented approach in 2018 in the Provision on the implementation of the federal state energy supervision and assignment of risk categories to the controlled organizations within the framework of the federal state energy supervision, the unscheduled inspections are carried out, and from 2021, the scheduled inspections will begin. Introduction of the checklists into the inspection procedure should affect the clarity of the inspection procedure itself and the interaction of control bodies and controlled organizations. Also, the issues of special administrative and legal bases for conducting control activities in terms of the implementation of state control in the field of electric power and heat supply, in the field of energy saving and compliance with the requirements of protected zones require further consideration. Changes are proposed to the checklists regarding the implementation of the federal state energy supervision and the allocation of specific sections in them.

Multiple theories regarding motor learning and postural control development aim to explain how the central nervous system (CNS) acquires, adjusts, and learns postural behaviors. However, few theories of postural motor development and learning propose possible neurophysiologic correlates to support their assumptions. Evidence from behavioral and computational models support the cerebellum’s role in supervising motor learning through the production of forward internal models, corrected by sensory prediction errors. Optimal Feedback Control Theory (OFCT) states that the CNS learns new behaviors by minimizing the cost of multi-joint movements that attain a task goal. By synthesizing principles of the OFCT, postural sway characteristics, and cerebellar anatomy and its internal models, we propose an integrated learning model in which cerebellar supervision of postural control is governed by movement cost functions.

The construction of supervision and control of foundations and their economic activity in Poland is fairly well developed. The main goal of this research was to ascertain whether the procedure of supervision works effectively. It was also to highlight those supervision elements and stages that do not perform their role accurately and to indicate the reasons thereof. It is important to intensify the discussion on the change of the model of founda- tion supervision into a more effective system on the one hand, and less troublesome for entrepreneurs on the other. The research of this type has never been conducted through the cross-impact analysis. Every ministry presents only the analysis in relation to the foundations subordinated to them. There is no pooled analysis of the supervision state on economic activity of foundations in Poland, and in this respect, this study is a novel scientific contribution. The conclusion drawn from it points to a necessity for simplifica- tion, standardisation (a uniform foundation activity report form is not sufficient) and the introduction of instruments to affect the current foundations’ activity.

This paper presents a method for distributing centralized control models of discrete events systems (DES). The contribution of our approach is to offer a systematic way to decompose centralised models in order to obtain a modular representation of the production process. We observe as an advantage of this method that the main model properties are preserved and that the knowledge acquired during the modelling process is still valuable for the new structure. We emphasise that redundant information can be introduced to the system to increase local autonomy and to help the local fault detection and identification functions.
