Abstract:
Innovation dilemmas come in myriad forms, arising from the human potential for discovery and invention. These innovations are attractive, and promise to be improvements. However, they are distilled from the endless unknown and are accompanied by considerable uncertainty, so their promise may be illusory. This chapter examines a range of innovation dilemmas, selected for their diversity; some are concrete and technological, others abstract and conceptual. We consider e-reading and its uncertain implications for young readers; military hardware and development of the Messerschmidt jet fighter plane; bipolar disorder and pregnancy; disruptive technology and the manager’s innovation dilemma; agricultural productivity and world hunger; military intelligence and foresight; and controlling an invasive biological pest that perhaps is neither invasive nor a pest. Finally, we discuss the habit of open-mindedness, which is both desirable but also sometimes an innovation dilemma.

This chapter turns to the innovation narrative. It argues that, as far as work is concerned, gig-economy innovation is a myth. The software and hardware on which apps and platforms draw are often the direct result of truly revolutionary innovation and breakthroughs, from GPS locators and the Internet to powerful processors that fit into the palm of your hand. This is the innovation paradox: contrary to the industry’s claims, the underlying business model is anything but novel, as illustrations ranging from nineteenth-century homework in the ‘sweated trades’ to dock labour in the early twentieth century demonstrate. The gig economy is but the latest (and perhaps the most extreme) example of labour market practices that have been around for centuries, with low-skilled tasks instead of complex jobs, powerful intermediaries controlling large workforces, and hybrid arrangements between open market and closed hierarchies replacing the traditional binary contract of employment.

Salt and oil have historically been two important strategic resources, but they have not shared the same trajectory. The discovery of the geographic abundance of salt and technological innovations that have made its most fundamental uses obsolete have ended its strategic importance. Oil, however, continues to power the modern economic miracle, even as the climate crisis worsens. The cases of salt and oil provide analogies to the case of rare earths in their importance in innovation and in the global economy. They also illustrate China’s historically centralized approach to securing and controlling resources that they have deemed as strategic.

Money is not always successful in sustaining and raising employee motivation. When money is perceived to be controlling, financial incentives may backfire and undermine motivation. High-powered incentives can also lead to strategic behaviour and gaming. Many firms are aware of the limitations of monetary incentives. They use non-financial rewards in an effort to sustain and raise employee motivation. Awards are a special kind of non-financial yet extrinsic incentive, whose value resides primarily in the recognition conveyed among peers and in the public. Awards are used in firms to raise employees’ motivation, to foster retention, and to establish role models. They are a valuable component of organizations’ human resource strategy. Outside the boundaries of the firm awards are used to set standards, to establish norms, and to support innovation. Awards may have unintended motivational effects, particularly on non-recipients. Awards may create and foster competitive advantage.

Abstract:
The presence of comprehensive correctional mental health treatment programs and services in any given jail or prison is often due to successful class action litigation. This chapter reviews the legal and constitutional background for correctional mental health care in the United States and addresses many of the critical ways these courts impact policy and care delivery on a daily basis. Several court decisions have shaped modern correctional mental health care delivery. Officials are obligated under the Eighth Amendment to provide convicted prisoners with adequate medical care, which extends to mental health treatment. Pre-trial detainees also have a right to adequate physical and mental health care under the Due Process Clause of the Fourteenth Amendment of the Constitution). Since the Supreme Court proclaimed that inmates have a constitutional right to adequate health care, much has been written about the controlling decisions, their implications and applications by courts, and their implementation in correctional systems. There are, however, discrete issues related to mental health care in corrections that patients and providers in prisons and jails contend with daily that may not yet be resolved as matters of constitutional law. Case law and litigation are driving innovation in standards of care and enhancing the quality of correctional mental health. These reforms are gaining acceptance as preferred and expected standards of correctional mental health care in jails and prisons, and may reflect the present day ‘evolving standard of decency,’ becoming touchstones of constitutionally adequate care across systems.
