This article examines the development of legal regulation of multimodal transport. It examines the provisions on the carrier’s liability according UN Convention on International Multimodal Transport of Goods 1980 and the reasons why this convention was not ratified. The next step is a brief analysis of the UNCTAD/ICC Rules on Multimodal Transport Documents. The issue of legal regulation in individual states is addressed, and ap-proaches to determining the liability of the multimodal transport operator in the legislation of Germany and the Russian Federation are given.
