Part 1 of the book looks at institutions and procedures, including the context, enforcement, and scope of the Convention. Part 2 examines Convention rights in terms of many aspects, including rights to remedy, rights to life, prohibition of torture, protection from slavery and forced labour, and family and private life. This chapter analyses those International Maritime Organization (IMO) conventions which establish liability and compensation regimes for pollution damage from ships. The International Convention on Civil Liability for Oil Pollution Damage (CLC) and the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage (IOPC), which together deal with pollution from oil tankers, have been in place for many years. The system is administered by an international organization, the IOPC Funds, expressly established for this purpose. Their activities are overseen by the Funds’ Assemblies. Over the years the Funds, working with the International Group of Professional and Indemnity (P&I) Clubs, have developed procedures to facilitate the assessment of damages in major incidents giving rise to a large number of claims, often for relatively small amounts and in circumstances where claimants are unable to prove their losses.

The kinetics of radiotracers, that is the mode of uptake, retention and release from the myocardium, are relevant for designing and implementing optimized nuclear cardiac imaging protocols. This chapter addresses the kinetics of commonly used radiotracers for imaging myocardial perfusion, sympathetic neuronal function and cardiac metabolism, both with SPECT and PET cardiac imaging. The optimal timing of imaging after injection either at stress or at rest is determined by rate of uptake in the heart and adjacent organs, as well as the residence time of radiotracers within the myocytes. The efficiency of myocardial extraction over a wide range myocardial blood flows is relevant for reliable detection of obstructive coronary artery disease and absolute quantification of regional myocardial blood flow. For each cardiac imaging agent the cellular mechanism of uptake and its release or retention are discussed with an emphasis on the clinical impact of these parameters.

This chapter sets out the puzzle: what explains the rise of investor–state arbitration? It defines the rise of investor–state arbitration as one process with two phases: the creation of the ICSID Convention and eliciting state consent to ISDS. Conventional theoretical accounts, in which investor lobbying and then intergovernmental bargaining drive the rise of investor–state arbitration, are outlined. These accounts contrast with the book’s explanation, that international officials provided support to one institutional framework, ICSID, which led to its creation over other possibilities. The creation of ICSID kicked off a process of gradual institutional development that led to contemporary investor–state arbitration. The book’s sources include 30,000 pages of primary material and dozens of interviews, and the methods are based on counterfactual reasoning. Finally, the book’s four main findings are introduced.

This book is an authoritative guide to the rules of international law governing the navigational and non-navigational uses of international rivers, lakes, and groundwater. The continued growth of the world’s population places increasing demands on Earth’s finite supplies of fresh water. Because two or more States share many of the world’s most important drainage basins, competition for increasingly scarce fresh water resources will only increase. Agreements between the States sharing international watercourses are negotiated, and disputes over shared water are resolved, against the backdrop of the rules of international law governing the use of this precious resource. The basic legal rules governing the use of shared freshwater for purposes other than navigation are reflected in the 1997 UN Convention on the Law of the Non-Navigational Uses of International Watercourses. This book devotes a chapter to the 1997 Convention but also examines the factual and legal context in which the Convention should be understood, considers the more important rules of the Convention in some depth, and discusses specific issues that could not be addressed in a framework instrument of that kind. It reviews the major cases and controversies concerning international watercourses as a background against which to consider the basic substantive and procedural rights and obligations of States in the field. This new edition covers the implications of the 1997 Convention coming into force in August 2014, and the compatibility of the 1997 and 1992 Conventions.

Challenging clichés of Japanism as a feminine taste, Bachelor Japanists argues that Japanese aesthetics were central to contests over the meanings of masculinity in the West. Christopher Reed draws attention to the queerness of Japanist communities of writers, collectors, curators, and artists in the tumultuous century between the 1860s and the 1960s.Reed combines extensive archival research; analysis of art, architecture, and literature; the insights of queer theory; and an appreciation of irony to explore the East-West encounter through three revealing artistic milieus: the Goncourt brothers and other japonistes of late-nineteenth-century Paris; collectors and curators in turn-of-the-century Boston; and the mid-twentieth-century circles of artists associated with Seattle’s Mark Tobey. The result is a groundbreaking integration of well-known and forgotten episodes and personalities that illuminates how Japanese aesthetics were used to challenge Western gender conventions. These disruptive effects are sustained in Reed’s analysis, which undermines conventional scholarly investments in the heroism of avant-garde accomplishment and ideals of cultural authenticity.

The discussion is based on the assumption that K is a field of arbitrary characteristic which is complete with respect to a discrete valuation ν‎ and uses the usual convention that ν‎(0) = infinity. The chapter starts with a notation regarding the ring of integers of K and the natural map from it to the residue field, followed by a number of propositions regarding an anisotropic quadratic space. These include an anisotropic quadratic space with residual quadratic spaces, an unramified quadratic space of finite dimension, unramified finite-dimensional anisotropic quadratic forms over K, unramified anisotropic quadratic forms and a bilinear form, and a round quadratic space over K. The chapter concludes with a theorem that there exists an anisotropic quadratic form over K, unique up to isometry, and is non-singular.

This chapter assesses the legal regime of the South China Sea. It first discusses legal issues concerning the South China Sea, including sovereignty and territorial disputes, maritime disputes, the controversy over China's ‘U-shaped’ line, and the relation between conventional rights deriving from the UN Nations Convention on the Law of the Sea (LOSC) and historic rights embodied in international customary law. It then considers the applicable international law in the South China Sea including the LOSC and regional arrangements such as the 2002 Declaration on the Conduct of Parties in the South China Sea. The final section considers the latest developments in the South China Sea including the Philippines v China case. It discusses the possibility of cooperation in the region between or amongst claimants as well as between ASEAN and China through feasible means, such as joint development, joint management of fishery resources, common responsibilities for the protection of the marine environment and cooperation in non-traditional security issues.

The use of two- and three-piece modular aortic stent grafts requires proper catheterization of the contralateral gate. This step can be readily accomplished with appropriate pre- and intraprocedural planning. In some cases, catheterization can be challenging. This chapter describes a bailout technique when the conventional use of a catheter and wire fails or is unlikely to succeed within a timely interval. An Amplatz Gooseneck snare (ev3 Endovascular Inc., Plymouth, MN) or EN Snare (Merit Medical Systems Inc. South Jordan, UT) may be employed to grasp a Glidewire (Terumo Medical Corp., Somerset, NJ) that is threaded through a reverse curve catheter (e.g., Sos 1/2) over the bifurcation and brought below the contralateral gate. In so doing, cannulation of the contralateral gate is readily achieved.

Many central banks took on additional responsibilities. Inadequate self-assessments remain unfinished almost a decade after the crisis erupted. Government-central bank relationships need to be conditioned on whether times are normal versus crisis conditions. Transparency confronts ambiguity when central banks must communicate the outlook and the conditionality of their decisions. Forward guidance was taken too far and ended up being futile. Central bankers simply exhausted their ability to influence behavior through mere words or ambiguous statements. This is a self-inflicted wound for institutions that are seen as overburdened. These forces leave central banking more vulnerable than is commonly acknowledged. Squaring the conventional objectives of monetary policy with the unclear aims of financial stability is difficult. Adequate limitations on the authority of central banks have yet to be thoroughly debated. We are nowhere near resolving the inherent tensions between old and new sets of central bank objectives.
