Abstract In his political works, Thomas Hobbes proliferates arguments and overdetermines his conclusions. This article hypothesizes that at least some of this overdetermination was intentional. It was part of a “convergent strategy” meant to appeal to a broad, diverse, and unknown audience. The article draws on Leviathan to offer evidence for this hypothesis.

<p>Bat algorithm has good global search ability, but it has some problems, such as slow convergence speed in local search stage, low convergence accuracy, easy to fall into local optimization and can not escape. In view of the above defects, inspired by Harris Hawks’s strategy of catching rabbits, this paper introduces the surrounding mechanism of prey, which can quickly approach the food and judge its quality, so as to achieve the purpose of rapid convergence and improve the convergence accuracy. The experiment shows that the improved algorithm of the fast diving strategy is tested by using the test function, and compared with the basic bat algorithm, backtracking bat algorithm and HABC. The improved bat algorithm of the fast diving strategy has better optimization accuracy, faster convergence speed, simple algorithm and higher success rate.</p> <p> </p>

Abstract:
Purpose – The purpose of this paper is to study Indian aspects of policy convergence in the context of budgetary linkage of two nationalized flagship programs – Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and Integrated Watershed Management Program (IWMP). Therefore, in lieu of inter-departmental convergences; issues related to water resource development of Jharkhand’s (India) rain-fed areas were addressed. Design/methodology/approach – Centered on policy convergence strategy, present study applied comprehensive review and analysis approach for formulation of research base. A conceptual framework was thus designed for analytical purposes and therefore advancing toward conjectural knowledge base. Findings – Application of inter-departmental policy convergence strategy suggested ample opportunities for optimal water resource development. Presence of abundant wage labor, rich indigenous water management techniques, tested replicable models, under-harvested rainwater potential, etc., appeared as catalysts of policy convergence. Yet, State’s lack of inter-departmental coordination and grass-root institutional framework will continually challenge policy convergences in absence of good governance. Originality/value – An initiative of Indian government; MGNREGA has received international attention due to its wider coverage including natural resource management, besides guaranteed wage employment. Targeted at freshwater management discourse of Jharkhand; present paper reviewed prospective inter-departmental policy convergence strategy within various arena of MGNREGA, by exploring associated scopes and challenges. Similarly for cost effectiveness, related to maintenance and lift-irrigation demands of rain-fed area development; the present study suggested optimum utilization of inter-departmental funding linkages for development of sustainable water resources.

Abstract:
This article aims to understand the convergence strategy of Radio Peduli Parepare in retaining audiences, as well as knowing the obstacles and challenges of digitalization at Radio Peduli Parepare. The research method used is descriptive qualitative. Data collection techniques are observation, interviews and documentation. The data in this research was obtained from primary data and secondary data. This research uses media convergence theory, which focuses on the application of media convergence dimensions. These dimensions are ownership convergence, tactical convergence, structural convergence, information gathering convergence, and storytelling convergence. The research results show that 1). In media convergence there are five dimensions, however Radio Peduli Parepare only applies three dimensions of media convergence, namely, tactical convergence which at Radio Peduli Parepare has collaborated with online media by quoting or taking news from several online media that collaborate with the city government, structural convergence where Radio Peduli Parepare carries out restructuring or changes to its organizational structure almost every year, and storytelling convergence where Radio Peduli Parepare workers are able to present content through various social media platforms such as Facebook, Instagram, Twitter and YouTube. Apart from that, Radio Peduli also uses streaming applications such as erdio, my tuner radio, online radio box and radio.garden. 2). Radio Challenges: Concern about the lack of human resources, media competition with radio, which forces radio to converge and to sort and produce different news. Apart from that, the opportunity with media convergence is that you can use technology to reach listeners. Online streaming is easily accessed via the internet using various platforms such as Facebook, Instagram, YouTube and Twitter

Abstract:
Some studies published recently (Dejan Eric, 2009; R. Rosillo, 2013; Terence Tai-Leung Chong, 2008; Ülkü and Prodan, 2013) uncover that moving average convergence divergence (MACD) trading rules have predictive ability in many countries. The MACD trading strategies applied by these papers to execute the trading signals are various. This study analyzes the performance of a MACD trading strategy (MACD-4 in the current study), which is applied popularly by practitioners, but was not tested by prior academicians. Furthermore, the author compares the performance of each of the strategies on a group of markets to identify the best one. Before considering the costs, the author finds that the MACD-4 trading strategy has predictive ability. The best performance is MACD strategy applied by Terence Tai-Leung Chong (2008). This strategy is also the most effective one if it is applied in a high trading cost environmentm because the numbers of trades created are the lowest. Especially, the strategy applied by R. Rosillo (2013) is unpredictable in the selected samples

Abstract:
How organizations survive following global phenomena in the form of increasingly random and unpredictable changes, which have now entered the industrial era 4.0. by increasing the acceleration of internet-based multi-media computer technology, in communication and control systems that are integrated with automation systems?
Organizations must make a big leap by realizing the convergence of business strategies with HR strategies. Business and HR strategies are not only unidirectional but united in harmony. Where HR can respond to changes in the external and internal environment that affect business strategies, right at the moment the changes occur, so that convergence is always realized and sustained sustainably, then the focus of innovation drives the achievement of target organizations.
Two things must be done to unite is to align the direction of departmental policies - as standard guidelines for individual work processes - with the direction of organizational strategy, then develop HR to be able to build integrated systematic work processes to eliminate routine work, so that the full focus of innovation responds to each convergence of disruptive changes.
Our research in measuring the distance of policies from work functions to business strategies in private organizations, found an average achievement of 50%, to make improvements that reach 100%. For research conducted in public organizations, it was found that the achievement was very small, namely below 20%. The smaller the level of achievement the further away the organization is from the position of convergence. For this reason, HRD must build a Strategic KPI that encourages all management functions in line with organizational strategy, while developing Strategic HR to be ready to follow global developments.

As economic development rapidly progresses in China, a method of carbon emission control that provides reasonable solutions is needed. This paper analyzes the convergence of carbon emission evolutionary characteristics in different regions of China and studies the dynamics of carbon emissions in China based on a convergence model. It was found that the carbon emission levels of each region are prominent in terms of time, and the regional carbon emission level has absolute β characteristics. The regional carbon emission condition β convergences have different convergence paths. Therefore, it is necessary to justify carbon emission reduction in China and put forward an emission reduction strategy.

Population diversity is one of the most important factors that influence the convergence speed and evolution efficiency of gene expression programming (GEP) algorithm. In this paper, the population diversity strategy of GEP (GEP-PDS) is presented, inheriting the advantage of superior population producing strategy and various population strategy, to increase population average fitness and decrease generations, to make the population maintain diversification throughout the evolutionary process and avoid “premature” to ensure the convergence ability and evolution efficiency. The simulation experiments show that GEP-PDS can increase the population average fitness by 10% in function finding, and decrease the generations for convergence to the optimal solution by 30% or more compared with other improved GEP.

Abstract:
In addressing the challenges posed by the sluggish convergence rate, suboptimal stability, and susceptibility to local optimization in function optimization problems, a multi-strategy-based enhanced slime mold optimization algorithm (MSSMA) has been proposed. This algorithm integrates chaotic mapping and inverse learning to enhance the convergence speed of the initial population. Additionally, a novel balancing factor, B, has been introduced to ensure a more equitable distribution of the algorithm’s exploration and exploitation. The enhanced Lévy flight strategy and the elite tangent search strategy have been integrated to further enhance the algorithm’s global search capability and optimization finding ability. The simulation experiments have demonstrated that the enhanced algorithm exhibits faster convergence speed, enhanced stability, and a superior ability to escape local optima when compared to the other five algorithms in 50 benchmark test functions and multi-UAV cooperative path planning scenarios.

Abstract:
In response to the issues of premature convergence, lack of population diversity, and poor convergence accuracy in the traditional Sand Cat Swarm Optimization (SCSO) algorithm, a Multi-Strategy Improved SCSO (MISCSO) algorithm is proposed. Firstly, multiple population strategies are used to avoid premature convergence and falling into local optima traps. Secondly, a distribution estimation learning strategy is introduced to represent the relationships between individuals, using probability models to improve algorithm performance. Next, the diversity of candidate solutions in the elite pool is utilized to expand the search space and enhance the algorithm’s ability to avoid local solutions. Lastly, a Cauchy disturbance strategy is adopted to accelerate the convergence speed of the algorithm, thereby improving the search efficiency and convergence accuracy. The experimental results of CEC2017 tests show that the improved algorithm balances convergence speed and global search capabilities effectively. Finally, the algorithm is applied to actual drone path planning and compared with six other intelligent algorithms, demonstrating the practicality and effectiveness of the improved algorithm.

Abstract:
The present article examines one property of bilingual speech – convergence – and strives towards explanatory depth by attending to the insights of the antecedent research in formal linguistics, psycholinguistics, and sociolinguistics. In particular, the paper adopts as a point of departure (and further substantiates) the argument that convergence will be evidenced in the syntax–pragmatic interface (Hulk and Müller, 2000) and the assertion that convergence is a ‘bilingual optimization strategy’ (Muysken, 2002), in advancing the claim that convergence (cum congruent lexicalization) in bilingual speech may be amplified or attenuated in tandem with the language mode (bilingual versus monolingual) of the bilingual (Grosjean, 1998). Specifically, it will be demonstrated through an analysis of two individual bilinguals' productions in both monolingual and bilingual modes that the convergence that is already manifested to some degree in these individuals' Spanish is enhanced in Spanish-English code-switching when their languages are simultaneously activated and deployed.

The recent economic crisis had an uneven impact across EU countries and brought a halt to the process of economic and social convergence. In response to this situation, the Europe 2020 strategy, launched in 2010, aimed to deliver social and territorial cohesion in the Member States. In this paper we evaluate the poverty and social exclusion pillar of the Europe 2020 strategy by analysing whether it has promoted convergence across the EU countries in the indicators devised to capture risk of poverty, severe material deprivation, and the number of persons living in households with very low work intensity. Our results for all three rates indicate that convergence occurs in heterogeneous clubs that do not follow a geographic east‒west or south‒north pattern. Convergence within each club, especially for the severe deprivation rate, takes place by means of a catching-up process, with Eastern European levels converging on the Western levels. Finally, not only is there club convergence, but there is no tendency for the clubs to convergence. Poverty and social cohesion indicators show a multi-speed Europe, casting doubt on the sustainability of the overall convergence process in the EU.

Abstract:
<p>The intelligent clonal optimizer (ICO) is a new evolutionary algorithm, which adopts a new cloning and selection mechanism. In order to improve the performance of the algorithm, quasi-opposition-based and quasi-reflection-based learning strategy is applied according to the transition information from exploration to exploitation of ICO to speed up the convergence speed of ICO and enhance the diversity of the population. Furthermore, to avoid the stagnation of the optimal value update, an adaptive parameter method is designed. When the update of the optimal value falls into stagnation, it can adjust the parameter of controlling the exploration and exploitation in ICO to enhance the convergence rate of ICO and accuracy of the solution. At last, an improved intelligent chaotic clonal optimizer (IICO) based on adaptive parameter strategy is proposed. In this paper, twenty-seven benchmark functions, eight CEC 2104 test functions and three engineering optimization problems are used to verify the numerical optimization ability of IICO. Results of the proposed IICO are compared to ten similar meta-heuristic algorithms. The obtained results confirmed that the IICO exhibits competitive performance in convergence rate and accurate convergence.</p>

Abstract:
To overcome the problems of slow convergence speed, premature convergence leading to local optimization and parameter constraints when solving high-dimensional multi-modal optimization problems, an adaptive dynamic disturbance strategy for differential evolution algorithm (ADDSDE) is proposed. Firstly, this entails using the chaos mapping strategy to initialize the population to increase population diversity, and secondly, a new weighted mutation operator is designed to weigh and combinemutation strategies of the standard differential evolution (DE). The scaling factor and crossover probability are adaptively adjusted to dynamically balance the global search ability and local exploration ability. Finally, a Gauss perturbation operator is introduced to generate a random disturbance variation, and to accelerate premature individuals to jump out of local optimization. The algorithm runs independently on five benchmark functions 20 times, and the results show that the ADDSDE algorithm has better global optimization search ability, faster convergence speed and higher accuracy and stability compared with other optimization algorithms, which provide assistance insolving high-dimensionaland complex problems in engineering and information science.

Abstract:
A control strategy with Kalman filter (KF) is proposed for active noise control of virtual error signal for active headset. Comparing with the gradient based algorithm, KF algorithm has faster convergence speed and better convergence performance. In this paper, the state equation of the system is established on the basis of virtual error sensing, and only the weight coefficients of the control filter are considered in the state variables. In order to ensure the convergence performance of the algorithm, an online updating strategy of KF parameters is proposed. The fast-array method is also introduced into the algorithm to reduce the computation. The simulation results show that the present strategy can improve the convergence speed and effectively reduce the noise signal at the virtual error point.

Abstract:
Accelerated gradient methods are the cornerstones of large-scale, data-driven optimization problems that arise naturally in machine learning and other fields concerning data analysis. We introduce a gradient-based optimization framework for achieving acceleration, based on the recently introduced notion of fixed-time stability of dynamical systems. The method presents itself as a generalization of simple gradient-based methods suitably scaled to achieve convergence to the optimizer in a fixed-time, independent of the initialization. We achieve this by first leveraging a continuous-time framework for designing fixed-time stable dynamical systems, and later providing a consistent discretization strategy, such that the equivalent discrete-time algorithm tracks the optimizer in a practically fixed number of iterations. We also provide a theoretical analysis of the convergence behavior of the proposed gradient flows, and their robustness to additive disturbances for a range of functions obeying strong convexity, strict convexity, and possibly nonconvexity but satisfying the Polyak-Łojasiewicz inequality. We also show that the regret bound on the convergence rate is constant by virtue of the fixed-time convergence. The hyperparameters have intuitive interpretations and can be tuned to fit the requirements on the desired convergence rates. We validate the accelerated convergence properties of the proposed schemes on a range of numerical examples against the state-of-the-art optimization algorithms. Our work provides insights on developing novel optimization algorithms via discretization of continuous-time flows.

Abstract:
In addressing the challenges associated with low convergence accuracy and unstable optimization results in the original gazelle optimization algorithm (GOA), this paper proposes a novel approach incorporating chaos mapping termed multi-strategy particle swarm optimization with gazelle optimization algorithm (MPSOGOA). In the population initialization stage, segmented mapping is integrated to generate a uniformly distributed high-quality population which enhances diversity, and global perturbation of the population is added to improve the convergence speed in the early iteration and the convergence accuracy in the late iteration. By combining particle swarm optimization (PSO) and GOA, the algorithm leverages individual experiences of gazelles, which improves convergence accuracy and stability. Tested on 35 benchmark functions, MPSOGOA demonstrates superior performance in convergence accuracy and stability through Friedman tests and Wilcoxon signed-rank tests, surpassing other metaheuristic algorithms. Applied to engineering optimization problems, including constrained implementations, MPSOGOA exhibits excellent optimization performance.

Abstract:
We establish global convergence of the (1 + 1) evolution strategy, that is, convergence to a critical point independent of the initial state. More precisely, we show the existence of a critical limit point, using a suitable extension of the notion of a critical point to measurable functions. At its core, the analysis is based on a novel progress guarantee for elitist, rank-based evolutionary algorithms. By applying it to the (1 + 1) evolution strategy we are able to provide an accurate characterization of whether global convergence is guaranteed with full probability, or whether premature convergence is possible. We illustrate our results on a number of example applications ranging from smooth (non-convex) cases over different types of saddle points and ridge functions to discontinuous and extremely rugged problems.

Abstract:
Backtracking search algorithm (BSA) is a relatively new evolutionary algorithm, which has a good optimization performance just like other population-based algorithms. However, there is also an insufficiency in BSA regarding its convergence speed and convergence precision. For solving the problem shown in BSA, this article proposes an improved BSA named COBSA. Enlightened by particle swarm optimization (PSO) algorithm, population control factor is added to the variation equation aiming to improve the convergence speed of BSA, so as to make algorithm have a better ability of escaping the local optimum. In addition, enlightened by differential evolution (DE) algorithm, this article proposes a novel evolutionary equation based on the fact that the disadvantaged group will search just around the best individual chosen from previous iteration to enhance the ability of local search. Simulation experiments based on a set of 18 benchmark functions show that, in general, COBSA displays obvious superiority in convergence speed and convergence precision when compared with BSA and the comparison algorithms.

Abstract:
The study explores the determinants of income diversification, as well as, test for the existence of beta-convergence and sigma-convergence among Ghanaian banks. The study utilizes a dataset of 32 banks covering the periods 2000 to 2017. The panel corrected standard error ordinary least squares, fixed effects and system generalized methods of moments have been used. Both beta-convergence and sigma-convergence exist among Ghanaian banks; suggesting the presence of the catch-up effect and similarity of strategy over time. The risk profile and risk portfolio of banks affect their diversification strategy. Banks that are faced with high insolvency risk and liquidity risk tend to diversify while banks that are faced with low credit risk tend to diversify. Stable banks tend to adopt a diversification strategy even when they are exposed to credit risk. Network embeddedness drives diversification strategy. The implications of the study for practice, policy, and future research have been discussed.

Abstract:
Abstract Because of the lack of interaction between seeking mode cats and tracking mode cats in cat swarm optimization (CSO), its convergence speed and convergence accuracy are affected. An information interaction strategy is designed between seeking mode cats and tracking mode cats to improve the convergence speed of the CSO. To increase the diversity of each cat, a top-N learning strategy is proposed during the tracking process of tracking mode cats to improve the convergence accuracy of the CSO. On ten standard test functions, the average values, standard deviations, and optimal values of the proposed algorithm with different N values are compared with the original CSO algorithm and the adaptive cat swarm algorithm based on dynamic search (ADSCSO). Experimental results show that the global search ability and the convergence speed of the proposed algorithm are significantly improved on all test functions. The proposed two strategies will improve the convergence accuracy and convergence speed of CSO greatly.

Abstract:
Intelligent optimization algorithms are crucial for solving complex engineering problems. The Parrot Optimization (PO) algorithm shows potential but has issues like local-optimum trapping and slow convergence. This study presents the Chaotic–Gaussian–Barycenter Parrot Optimization (CGBPO), a modified PO algorithm. CGBPO addresses these problems in three ways: using chaotic logistic mapping for random initialization to boost population diversity, applying Gaussian mutation to updated individual positions to avoid premature local-optimum convergence, and integrating a barycenter opposition-based learning strategy during iterations to expand the search space. Evaluated on the CEC2017 and CEC2022 benchmark suites against seven other algorithms, CGBPO outperforms them in convergence speed, solution accuracy, and stability. When applied to two practical engineering problems, CGBPO demonstrates superior adaptability and robustness. In an indoor visible light positioning simulation, CGBPO’s estimated positions are closer to the actual ones compared to PO, with the best coverage and smallest average error.

Abstract:
The termite life cycle optimizer algorithm (TLCO) is a new bionic meta-heuristic algorithm that emulates the natural behavior of termites in their natural habitat. This work presents an improved TLCO (ITLCO) to increase the speed and accuracy of convergence. A novel strategy for worker generation is established to enhance communication between individuals in the worker population and termite population. This strategy would prevent the original worker generation strategy from effectively balancing algorithm convergence and population diversity to reduce the risk of the algorithm in reaching a local optimum. A novel soldier generation strategy is proposed, which incorporates a step factor that adheres to the principles of evolution to further enhance the algorithm’s convergence speed. Furthermore, a novel replacement update mechanism is executed when the new individual is of lower quality than the original individual. This mechanism ensures a balance between the convergence of the algorithm and the diversity of the population. The findings from CEC2013, CEC2019, and CEC2020 test sets indicate that ITLCO exhibits notable benefits regarding convergence speed, accuracy, and stability in comparison with the basic TLCO algorithm and the four most exceptional meta-heuristic algorithms thus far.

Abstract:
As a new meta heuristic intelligent algorithm, crow search algorithm simulates the behavior of crows following each other and stealing food. Due to the simplicity and robustness of crow search algorithm, it has been successfully applied in many fields. However, like other swarm intelligence optimization algorithms, crow search algorithm also has the disadvantages of slow convergence speed and easy to fall into local optimization. In order to improve the convergence accuracy and later search ability of the algorithm, a new hybrid crow search algorithm called multi strategy disturbance improved crow search algorithm (MSD-CSA) is proposed based on the traditional crow search algorithm. In MSD-CSA, the sharing mechanism is added to improve the location update mode of random tracking in the original algorithm, reduce the search blindness and improve the convergence speed. In addition, the global optimal location is perturbed with different sizes in different iterative stages, which effectively improves the probability of jumping out of the local optimal and ensures the balance between the global search ability and the local search ability of the algorithm. In order to evaluate the effectiveness of MSD-CSA algorithm, it is applied to 20 basic test functions for optimization experiments, and compared with other intelligent optimization algorithms. Experimental results show that the average convergence and robustness of the proposed algorithm are better than other algorithms, and the overall performance is good.

Abstract:
Although the principle of multi-objective particle swarm optimization is simple and the operability is strong, it is still prone to local convergence and the convergence accuracy is not high. In order to solve the above problems, we propose a multi-objective particle swarm optimization algorithm based on multi strategies and archives. This algorithm is mainly divided into three important parts. Firstly, in the phase of sorting the optimal solutions, the solution set is stored in two different archives according to different conditions; secondly, in order to increase the diversity of the optimal solutions, several strategies are adopted in updating archives and maintaining archives’ scale. Finally, Gaussian perturbation strategy is applied to increase the distribution of particles and improve the quality of the optimal solution set. We compare the proposed algorithm with other algorithms and test it with different test indexes, Pareto graphs, and convergence graphs. The results show that this proposed algorithm has remarkable performance and the proposed method has advantages.
