Gibson, Arina V. "International Financial Reporting Standards Implementation in Canada: The impact of IFRS Conversion on Canadian Public Banking Enterprises." Digital Commons @ East Tennessee State University, 2014. https://dc.etsu.edu/honors/246.

Full text
Abstract:
The purpose of the research is developing an understanding of the effect that International Financial Reporting Standards (IFRS) had, if any, on Canadian Publicly Accountable Enterprises (PAEs), specifically their external financial reporting compared to Canadian Generally Accepted Accounting Principles (Canadian GAAP). The focus of this research is the analysis of reported financial ratios of Canadian Banking companies for the year ended December 31, 2010, which will be tested for the statistically-significant differences between Canadian GAAP and IFRS. The research is designed to examine what impact on liquidity, leverage, profitability, and cash flows the change from Canadian GAAP to IFRS has, if any. Overall, the results indicated that there are no statistically significant differences between IFRS and CGAAP means and medians of financial ratios. However, the IFRS conversion did cause significant differences of the leverage ratios under IFRS and CGAAP. The statistical differences were found between medians of IFRS and CGAAP of equity ratios and means of equity’s and debt ratios. The outcomes of the investigation will be useful for Canadian public companies (specifically in the banking industry), investors, stockholders, and other lenders, all of whom rely on financial ratios for various purposes such as credit decisions and debt monitoring. In addition, the United States Government and enterprises in the United States will be able to learn from Canadian experience and make informed decisions about any future changes to accounting standards.

Abstract:
The objective of this study is to add to the body of research concerning International Financial Reporting Standards (IFRS). To accomplish this objective, it will examine whether Canada’s adoption of IFRS, which replaced Canadian Generally Accepted Accounting Principles (GAAP), appears to affect the reported financial performance of Canadian public mining companies. Financial information for 2010 from the audited financial statements, as stated under IFRS and Canadian GAAP, were used to compute selected financial ratios. These financial ratios were tested to determine if statistically significant differences in their dispersion and central tendency resulted from adopting IFRS. It was found that no statistically significant differences existed in the dispersion of the ratios. However, statistically significant differences were found in the central tendency of three of the ratios: quick ratio, return on assets, and comprehensive return on assets. The results of this study will provide valuable information for investors, Canadian public mining companies, and government policy makers in other countries around the world.

Abstract:
This paper focuses on the challenges faced in the spatial reconfiguration of Building Magazine Mesbla in Porto Alegre to be ocupied as the new campus Porto Alegre, Federal Institute of Technological Education of Rio Grande do Sul (IFRS). The Magazine Mesbla along with Mesbla Vehicles building form architectural complex of great importance to the city of Porto Alegre as a landmark of modern architecture of the 40's. The Magazine Mesbla building was designed by the architect with German origens Arnaldo Gladosh in 1944 and built in 1950 by the builder Ernesto Woebcke in order to be a mixed-use building, with commercial on the ground floor and mezzanine floor and on the upper floors for offices and rented rooms. Stylistically this architectural complex attaches to the German expressionist architecture, we can affirm that architecture Gladosh is clearly influenced by the Peter Berehns, and also with the archicteture of Chicago School that influence all the archictetures of that moment of history. The Mesbla building constitutes a milestone in the collective memory of Porto Alegre and today is home to a public institution of technical and technological education. This study recovers the historical origins of the production architect Arnaldo Gladosh, especially works pertaining to the "city Mesbla" typology designed to characterize the buildings that store network in Brazil and the building Mesbla in Porto Alegre in detail exploring possible strategies for party used by the architect. This study also points out the challenges found for the reconfiguration of these buildings to new use, comparing them to examples of other cases recycling use of other Brazilian buildings. Furthermore, the study aims to pinpoint intervention strategies in the work of Magazine Gladosh through the identification and analysis of the project and drafting stages of reconfiguration of use in the best use of space and built their peculiarities with the proposed adjustments to the headquarters building campus. We also propose, in view of the demand of the campus as a whole, in order to propose indicative of composing theoretical framework to establish reflection focusing on the development of a new architectural advantage to IFRS-Campus Porto Alegre from Party Magazine Mesbla of Gladosch.

This dissertation intends to contribute to the studies of the international accounting in a moment when this matter is becoming very relevant for the business scenario of our country, even for regulatory, academic or professional purposes. The convergence of accounting practices around the world is no longer something distant from our reality, and it is finally becoming real, specially after the launching of the IFRS, which have been prospectively adopted for a growing number of countries in the most relevant economies around the world. This became a one-way process, mainly after the acceptance of the most relevant stock and exchanges markets of the world, the North American, to this international set of accounting principles, as from 2007, as a strong set of accounting principles and consequently with no requirements of reconciliation to US GAAP for listed Foreign Private Issuers. Brazil, that has not been very enthusiastic in this global harmonization process, acted more effectively as from 2007 with the issuance of the Instruction number 457 from the Brazilian Stock and Exchange Commission (CVM), which determines that Brazilian listed companies shall file their annual consolidated financial statements prepared in accordance with IFRS until 2010. Before this significant rule, some others have been made for other regulator bodies, such as Brazilian Central Bank (Bacen), which requests all financial institutions to present financial statements prepared in accordance with IFRS also until 2010 and Brazilian Stock and Exchange (Bovespa), through the Novo Mercado , that regulated that companies must prepare complementary financial information to those filed for local market purposes, in accordance with either IFRS or US GAAP. The adoption of a set of accounting principles as IFRS, means a quantum leap in this search for a highest level of Corporate Governance and transparency to the users of financial statements. This occurs in a moment when the growth of the world economy has been creating important impacts in Brazil, through the significant increase in the number of Initial Public Offerings. This is one of the biggest advantages in providing financial information which a higher level of quality to the market, the possibility of obtain capital with a lower cost, through loans and financing with premium rates or through the issuance of equity instruments. This dissertation aims at the following objectives: discuss the impacts of the adoption of IFRS in Brazil, through the case study of a Brazilian company that has already made this conversion process of their financial statements from the Brazilian accounting policies to IFRS. The comparative analysis of the financial statements studied in this dissertation shows that the financial statements prepared in accordance with IFRS provides a more comprehensive level of disclosures, if compared with those prepared in accordance with Brazilian accounting practices. However, the analysis of the financial index calculated from both financial statements shows that variations can be positive or negative, depending on the index. For this reason, the main conclusion reached in this case study is that a change in the mindset of those involved either in the preparation or the analysis of financial statements will be mandatory

From 2013 to 2015 in Taiwan, both publicly traded and emerging companies with the financial supervisory commission, which is in charge of the financial sector, continue to prepare financial statements in accordance with International Financial Reporting Standards (IFRS). In the questionnaire study done in April 2015, we target those companies that are either publicly traded on the Taiwan OTC or emerging rapidly after IFRS conversion in order to understand the impact on employee pension plan after the conversion. The results show that after introducing International Financial Reporting Standards, the number of employees and annual staff turnover rate will not affect the pension plan. Because the average length of service for employees in businesses founded earlier is longer than those in companies that are founded later, IFRS conversion will have a bigger impact on pension plans of those companies that are in business longer after taking into consideration the cost of the defined benefit plans.

With the technology well-developed, Enterprise Resource Planning(ERP)system has been viewed as a requirement while enhancing the efficiency of enterprises. However, ERP system has to be connected with business process closely, and carefully planned, implemented and maintained. Hence, not all of the enterprises with ERP system can benefit from it. In addition, not only listed and emerging companies but the financial industry governed by Financial Supervisory Commission(FSC)adopt the International Financial Reporting Standards(IFRS)when preparing the financial statements since 2013. The adjustment in ERP system due to IFRS conversion brings new risks for enterprises. Since internal auditors know the business operating process well and be able to lower the risk by designing effective internal control, this study used questionnaire survey method to analyze the impact of internal auditors’ involvement on ERP implementation and IFRS conversion. This study found that: (1) The change of internal audit function after ERP implementation, which had positive influence on the organization, was able to facilitate IFRS conversion. (2) Whenever internal auditors were involved in IFRS conversion, there was no significant impact on the achievement of the project. (3) The above mentioned findings may result from that the adjustments in the business during IFRS conversion could be slight.

Recently Taiwan listed and OTC firms conducted information system conversions in terms of mandatory IFRS implementation. However, firms could not adequately and immediately adjust their systems under limited resources because the implementation schedule is approaching. To fit the requirements of IFRS, firms need to decide priorities of system functions for adjusting towards to the changes of accounting standards. Therefore, this study adopts DEMATEL and chooses listed and OTC firms that have accomplished information systems as questionnaire targets. By utilizing the cost and risk analysis (CRA) and network relation map (NRM) technique, the evidences show two major findings. First, firms should consider self-development as major conversion method for sales and receipts related functions, while other transaction cycles could take outsourcing procurements as better solution. Second, under the consideration of switching costs and misstatement risks, firms should take direct relevant conversion strategy for two transaction cycles, which are general ledger and reports cycle, and sales and receipts cycle. Other cycles could consider adopting indirect progressive conversion or function preservation strategy for system adjustments if the resources constrained. These strategies could not only help firms achieve the goal of sustainable operation but also provide suggestions of choices for those SME firms encountering information system conversions in the future.

All the listed companies and financial sectors charged by the Financial Supervisory Commission had adopted IFRS in making financial statements from 2013. By Comparing with the original ROC GAAP, the new one is based on the principle basis. In this situation, the information system of enterprises needs to make some adjustment, and therefore the information services industry plays a key role in the IFRS conversion process. By literature review, it is found that past studies on IFRS mainly focused on the accounting standards or practical case application, and seldom in the viewpoint of helping enterprise’s IFRS conversion by information services industry. Therefore, this study aims at discussing how to respond accordingly to IFRS from the role of software services providers, and providing successful experience through the listed companies in order to help those who will carry out IFRS conversion in the future. Title of Thesis: Total Pages :128 The Study of lmpact on the conversion to IFRSs for insurance industry Key word : IFRSs、Insurance Contract、Equity Name of Institute : Department of Insurance Graduate date : December 2012 Degree conferred : Master Name of student :Ko -Wei Weng Advisor:Chung-Jen Hao Abstract : The life insurance industries in Taiwan is implementing the International Financial Reporting Standards (IFRSs) on January 1, 2013. This study explores and discusses the significant differences and impacts resulted from the implementation. Therefore, this paper will observe the developing history of the IFRSs, the successive changes in foreign countries after they imported the IFRSs,the differences between the IFRSs and our current accounting standards, and then compares the differences and impacts revealed in the financial reports of the 29 life insurance companies after the implementation of IFRSs. The conclusions of this study can be summarized as the following five points: 1.After the implementation of the IFRSs,the equity of all the life insurance companies will have an increase of 23.973 billion NT, accounting for 5.62% of the original ROC GAAP equity 426.95 billion NT. Profit and loss of the entire life insurance industries will have a decrease of 1.377 billion NT, accounting for 19.53% of the original ROC GAAP profit and loss 7.048 billion NT. 2.The main cause of variation is IFRS 4 Insurance Contracts, which makes the equity of all the life insurance companies increase. 3.According to impact degrees of the IFRSs on the equity, we can list the names as follows. Investment Property and Financial Assets Appraisal causes increase; Income tax, Employee Benefits, and Property, plant and equipment causes decrease. The impact of other standards is relatively small. 4.The life insurance industry is a chartered industry. In addition to the provisions of IFRSs, Financial Supervisory Commission has additional provisions for the domestic situation, which makes the the implementation of the IFRSs still a little inconsistent with international regulations. 5.Does the investment withdrawal and the foreign sale and Acquisition wave have anything to do with the implementation of the IFRS4-Insurance Contract ? Or are the foreign industries willing to sell at a discount because they want to lift the old policy long-term interest rate exposure burden (loss from difference of interest rate) and to retain the capital in the areas with competitive advantages. The results of this study could not draw any real conclusion .
