Abstract:
Purpose – The purpose of this paper is to examine various aspects related to inter-organizational cooperation and how this phenomenon can be applied to healthcare institutions. Design/methodology/approach – To fulfil the aim, a qualitative investigation was adopted, focussing on the relationship between public hospital and a higher education institution in Portugal. Practical implications – The study supports health managers and higher education leaders, and other stakeholders involved inter-organizational cooperation drawing up strategies and understanding inter-organizational cooperation’s impact at the regional level. Originality/value – One contribution is to help fill a gap regarding the empirical research surrounding cooperation between organizations, especially in the health sector, where scientific studies are scarce. It also provides new insights by applying competence-based theory to analyze different approaches to hospital cooperation, which has received scant attention in the health sector.

Abstract:
The purpose of this study is to empirically analyze the tasks that require cooperation between the two organizations among the major work conflict areas between the teacher's organization and the administrative organization in school. To achieve this goal, teaching and administrative staff working in elementary and middle schools in Asan, Dangjin, and Seosan areas in Chungcheongnam-do were investigated.. Also, Borich’s Needs Assessment and Locus for Focus model were applied to draw out priorities in cooperation tasks. The followings are the major findings from this study. First, both organizations pointed out that the 'CCTV operation management' task, 'hiring contract teachers and self-contracted employees', and 'after-school operation management' were high cooperation priority tasks. Second, in addition to the three aforementioned priority cooperation tasks, teachers' organizations pointed out "Management of School Environmental Hygiene Purification Zone" and "School Safety Mutual Aid Association" as the key cooperation task, whereas administrative organizations pointed out "Audit and Integrity Work", "CCTV General Manager", and "Information Device Status Management" as priority targets. Third, teachers' organizations tended to have a high need for cooperation in the conflict tasks areas that are directly related to teachers and students, and administrative organizations focused on tasks with stronger administrative work characteristics.

[For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT The business needs innovative products, but it doubts the competitiveness of scientific organizations (including university-level industry organizations). The analysis of the contradictions of the interests of science and business in modern Russian conditions is carried out. The shortcomings of scientific organizations (research institutes and universities) are revealed in terms of conformity of their efforts with the conjuncture of innovative inquiries. The key factors that limit the interaction of science and business in carrying out research and development work are identified. An alternative model of cooperation between scientific organizations and business transport enterprises is proposed, based on the expansion of communications and the organization of technological brokerage, taking into account the mutual interests of both sides. Abstract:
Terrorism has shown a trend of organizational cooperation in a large number of terrorist attacks around the world, posting a great challenge to counter-terrorism efforts. To investigate the trend and pattern of global terrorist organizational cooperations and to propose effective measures for effectively enforcing and restricting terrorist attacks, based on the Global Terrorism Database and the UN sanctions list of terrorist groups, this study constructs a cooperative evolutionary network of terrorist organizations from 119,803 terrorist attacks that occurred globally between 2001 and 2018. The evolution of worldwide terrorist cooperation is evaluated in terms of network characteristics, including key nodes, cohesion, and motifs. The network keeps expanding, with a large number of new nodes emerging each year. On average, there are 13 additional organizations entering in the collaboration network each year, with a yearly survival rate of about 34.66%, and the rank of node importance iterate and update frequently. Through k-core decomposition, for which the breakdown of the network has increased from three to five partitions, we find that the core of the terrorist organization’s cooperation network changes much less frequently than the edges. The dominating modal structure of the network is the "star" motif (90%), and "triadic closed" motif (9%). We conclude that, over time, the cooperative network of terrorist groups has gradually evolved into a cluster of star-shaped networks, with various organizations serving as the centers of the networks and showing core-periphery structure in their individual communities. The core organizations are highly connected and stable, whereas the periphery organizations are loosely connected and highly variable.

Cooperation among employees is one of the main determinants of a successful business because people are the main protagonists of cooperative management. Therefore, organizations have to give more attention to establish a cooperative management. This study examines the impact of people in cooperation on cooperative management. The research also included recommendations for organization managers, as well as a theoretical basis of cooperative management and people in cooperation, based on a management model developed by Mondragon Cooperation. The SMART PLS3 was used to analyze data collected through the distribution of questioners to employees and academic staff at two private universities in the Kurdistan Region of Iraq. Researchers believe that the presence of integral development and cooperative leadership helps in the implementation of cooperative management by the staff. However, organizations are recommended to strengthening the power of staff and allowing them to practice the role of managing, as well as, being authorized at a certain level in order to increase cooperative conduct between employees and management in terms of organizational management concerns.

The article is devoted to the most popular segment of the global cooperative sector – consumer cooperation. Based on the definition of specific features of this type of cooperation, a special dynamism and adaptability of consumer associations in solving vital social problems and implementing the UN sustainable development goals is shown. The author asserts that the significant growth rates of the world consumer cooperation are determined by the lack of conditionality of its development by the formation of material prerequisites and to a greater extent depend on the organization of information and propaganda work to promote cooperative "self-help". Abstract:
The article is aimed to provide content analysis of the international discourse on interaction and cooperation between higher education institutions and non-governmental organizations. Being different in nature and characteristics, higher education institutions and non-governmental organizations are social actors whose activities, among other things, are aimed at ensuring the development of the society. In order to achieve this aim, higher education institutions and non-governmental organizations cooperate in various fields and formats that go beyond the higher education sector.
 An important result of the content analysis is introduction of the terminological phrase "non-governmental organization in higher education", which corresponds to the international classifiers "World Association of Non-Governmental Organizations" and "International Classification of Non-profit Organizations". The typology of " non-governmental higher education organization" includes non-governmental organizations whose activities are related to the provision of access to higher education, the organization of educational services and the quality assurance of higher education. The categorical conceptual apparatus for describing cooperation between higher education institutions and non-governmental organizations needs to be expanded and clarified in order to fully and adequately specify the processes of their interaction.
 The analysis of the intellectual and documentary heritage of the Bologna Process, the EU, UNESCO, and other international associations shows that cooperation between higher education institutions and non-governmental organizations is not only to ensure access to higher education, butit is much more wider. Non-governmental organizations are able to organize and provide educational services, such as in the field of non-formal education; partner with higher education institutions in projects addressed to local communities. In addition, non-governmental organizations are an important mechanism for articulating and aggregating the interests and requests of citizens, communities, local communities for higher education, and higher education institutions.
 Studying the mechanisms of cooperation between higher education institutions and non-governmental organizations is of great practical importance, since the latter are an authoritative tool for disseminating academic knowledge and practical development of universities, forming a 'knowledge society' and satisfying the needs of the society.

This study is to analyse the support, exchange and cooperation of education during and after unification of Germany and to extract implications for unification education in South Korea from it. The support and cooperation in education during the process of unification of Germany are summarized in four aspects: joint committee of education between East- and West Germany, educational cooperation between East-and West Berlin, cooperation of non-state organizations between East- and West Germany and recommendations and supports from the education of West Germany. After unification of Germany are analysed the support, exchange and cooperation of education. As the support of education were fulfilled financial, personal and material support from old federal states, educational support by international organization, and support by private foundations. There were also educational cooperations between East- and West Germany in various levels. Furthermore, there were various exchange of students, teachers, teacher organizations, schools between old and new federal states, and exchange of educational field as a part of city exchanges as well. We can extract following implications for unification education in South Korea from this study: the need for broad discussions on which level of unification teleological is in education, preparation of alternatives for overcoming the educatinal problems of South-and North Korea, recovery of the educational exchanges and cooperations between South-and North Korea in the level of province office of education, discussion on construction of joint committee of education between South-and North Korea, active investigation of educational support methods by international organization.

Although Saudi Arabia and the Republic of Kazakhstan are geographically located quite far from each other, they are nevertheless linked by dozens of international legal documents that facilitate their cooperation in a number of areas. This cooperation is facilitated by the presence of Kazakhstan and Saudi Arabia in a number of universal and large regional international organizations. AbstractIn response to global challenges the interconnectedness between different organizations is seen as the sine qua non, and one of the most important aspects of the organizational environment is cooperation and conflicts between organizations. This paper aims at contributing to an emerging ‘inter-organizational turn’ in world politics by studying the relationship between the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), the International Commission on Radiological Protection (ICRP), and the International Atomic Energy Agency (IAEA), and the paper suggests that inter-organizational cooperation and conflict are based on flows of information, trust, resource dependencies, and how responsibilities and roles are divided between organizations. Moreover, the paper indicates that organization type and organization size are important to understand patterns of cooperation and conflicts between organizations operating at the global level, and the paper also suggests that organizational birthmarks are important to understand why tensions are triggered.

Most entrepreneurs have adequate knowledge and skills, however, they lack internal resources for commercialization of products on foreign markets. This group of entrepreneurs recognizes the chance through collaboration with other organizations, ensuring the engagement of new technologies that contribute to fast and early commercialization on the global market. The focus of this research is related to the analysis of the influence of entrepreneurs’ competences on cooperation with the other organization as well as on the internationalization of a new business venture. In order to provide deeper insight, the subject of research is also expanded with the field of new technology usage, as a moderator variable, to consider its role of strengthening the relationship between cooperation with other organizations and internationalization of a new venture. This paper aims to analyse the impact of entrepreneurial competences based on knowledge, skills and abilities (KSA’s) on cooperation with the other organization as well as mediating influence of cooperation with other organizations on internationalization of a new venture, in the South East Europe region. The main source of data in this study is the GEM research database for 2013. For this research, the authors included six countries in the research sample of the South East Europe region: Slovenia, Croatia, Hungary, Romania, Bosnia and Herzegovina, and FYR of Macedonia. The results of path analyses of Structure Equation Modelling indicate a positive direct and indirect impact of entrepreneurial intentions on cooperation and internationalization of a new venture. Results also indicate that the usage of new technologies, as a moderator variable, strengthens the relationship between cooperation and internationalization of a new venture.

<abstract> <p>DEA (Data Envelopment Analysis) production games combine DEA theory with cooperation games and assess the benefits to production organizations with single-stage structure. However, in practical production problems, the production organizations are always with network structures. The structure of the production organization not only affects its own benefits, but also relates to the cooperation among organizations. Therefore, it is necessary to study DEA production games with network structures. In this paper, we consider the production organizations with two-stage processes, wherein the organizations are assumed to possess available resources and own technologies. The technology level of each organization is reflected by the observed units based on the network DEA (NDEA) production possibility set. Suppose that the organizations can cooperate through the ways of pooling the initial resources and (or) sharing the technology in each production process. According to the different cooperation styles of each stage in the alliance, seven types of cooperation among organizations are considered. The models of maximizing the revenues of coalitions, namely the NDEA production games, are established corresponding to the seven types, by which the maximal revenue for each coalition can be calculated. We prove that two-stage DEA production games have the super-additive property, and can be expressed as linear programming games. Hence, they are equivalent to the linear production games, and they are totally balanced. Therefore, the proposed cooperative games have a non-empty core, and hence have nucleolus, and the Owen set belongs to the core. In addition, based on the basic conceptions of the nucleolus and the Owen set, the revenue can be allocated among organizations in the alliance. Finally, a numerical example and an empirical application to 17 bank branches of the China Construction Bank in the Anhui Province are presented to illustrate the applicability of the proposed approach, and the relationship between the cooperative manners and the revenue allocation is reflected in analytical results.</p> </abstract>

The search for ways to develop the transboundary cooperation between the organizations of Belarus and Poland is the great importance for both countries. The study the interest in cooperation, resolution and development barriers of cross-border cooperation was based on questioning of business entities. Analysis of the data from the National Statistical Committee of the Republic of Belarus makes it possible to assess the current state of bilateral cooperation between the organizations of the Republic of Belarus and the Republic of Poland. The information obtained by processing the questionnaires of the respondents of the Republic of Belarus reveals the degree of development of cooperation, trust issues between partner organizations and competitors, scientific research organizations, authorities and Polish organizations.

Building a rule-of-law-based democracy is a challenge for post-communist and post-war societies. Rule of law is a priority for these societies and also one of the membership criteria required by international organizations, in particular the European Union. As such, an aspiring country like Kosovo has to face the challenge of building a legal system that is compatible with that of the European Union member states while also developing its legal cooperation with other countries. Through international legal cooperation, countries strengthen the fight against criminal actions that are punishable in all modern states and also exchange experience in combating cross-border crime, trafficking, corruption, terrorism, and other violations of criminal law. In this regard, Kosovo faces many challenges in the field of international legal cooperation, not only with regard to those missions operating in Kosovo itself (such as EULEX, UNMIK, etc.), but also with other international organizations, especially due to Kosovo’s lack of membership in them. Another challenge is cooperation with countries that have not yet recognized Kosovo as a state. This article emphasizes the efforts made by Kosovo’s institutions to engage in international legal cooperation as one of the prerequisites for building the rule of law at home. The main issues tackled in the article are how these problems are addressed in practice, which obstacles arise, what the ad hoc means are of engaging in international legal cooperation, and what the specificities and prospects are for Kosovo’s international legal cooperation. As such, the aim of the article is to examine some of the legal peculiarities and uncertainties that have been created over the years as the result of limitations on Kosovo’s international personality and to consider innovative means to ensure Kosovo’s legal cooperation with other countries.

Введение: статья посвящена анализу отечественных нормативно-правовых актов, регулирующих взаимодействие уголовно-исполнительной системы с религиозными организациями в части реализации права на свободу совести и вероисповедания и организации духовно-нравственного воспитания осужденных и лиц, находящихся под стражей. Конституционное право на свободу совести и свободу вероисповедания гарантируется всем и должно обеспечиваться также в случае осуждения человека или заключения его под стражу. На сегодняшний день создана нормативно-правовая база, направленная на реализацию данного права. Реформирование уголовно-исполнительной системы России в определенной степени нацелено на укрепление и расширение сотрудничества с религиозными организациями, что потребовало корректировки существующей системы нормативно-правовых актов. Цель: охарактеризовать систему действующих отечественных нормативно-правовых актов, регламентирующих и охраняющих данную сферу, выявить недостатки правового регулирования, осложняющие полноценное сотрудничество ФСИН России с религиозными объединениями, предложить пути решения проблем. Методы: диалектический метод научного познания, методы логического анализа и синтеза, сравнительно-правовой, системно-структурный, статистический, формально-юридический методы. Результаты: обоснована необходимость использования потенциала религиозных организаций различных конфессий в воспитательной работе с лицами, находящимися в условиях изоляции, как части процесса исправления. Выявлены проблемы правого регулирования рассматриваемых общественных отношений. Выводы: для обеспечения полноценного сотрудничества системы исполнения наказаний с религиозными организациями в части реализации права на свободу совести и вероисповедания требуется совершенствование нормативно-правовой базы с учетом религиозных канонов и специфики деятельности учреждений пенитенциарной системы. Introduction: the article analyzes domestic normative legal acts regulating interaction between the penal system and religious organizations in terms of realizing the right to freedom of conscience and religion and organizing spiritual and moral education of convicts and persons in custody. The constitutional right to freedom of conscience and freedom of religion is guaranteed to everyone and should also be ensured in the event of a person’s conviction or detention. To date, there is a certain regulatory framework. The reform of the Russian penal system is to a certain extent aimed at strengthening and expanding cooperation with religious organizations, requiring adjustment of the existing system of normative legal acts. Purpose: to characterize the system of existing domestic regulatory legal acts regulating and protecting this area, identify the shortcomings of legal regulation hindering full-fledged cooperation of the Federal Penitentiary Service of Russia with religious associations, and suggest ways to solve problematic issues. Methods: dialectical method of scientific cognition, methods of logical analysis and synthesis, comparative-legal, system-structural, statistical, formallegal. Results: the authors have substantiated the necessity to use capacities of religious organizations belonging to various faiths when implementing educational work with persons in isolation as part of the correction process. The problems of legal regulation of the considered public relations are revealed. Conclusions: in order to ensure full cooperation between the penitentiary system and religious organizations in terms of realizing the right to freedom of conscience and religion, it is necessary to improve the regulatory framework, taking into account religious canons and the specifics of activities of penitentiary institutions.

Therefore, cooperation between states within the framework of international organizations is considered an important area of ​​mutual relations. It is known that Kazakhstan has not remained aloof from this process and is the initiator of the creation of a number of international organizations. It is also developing ties with its Eastern neighbor China through international organizations. In particular, cooperation is dynamically developing within the framework of the UN, the Shanghai Cooperation Organization, the Conference on Interaction and Confidence-Building Measures in Asia, created on the direct initiative of our country. For Kazakhstan and China, the main goal of cooperation within the framework of international organizations is to maintain security and stability in the region. Summary The article attempts to determine the benefits that are the basis for permanent business cooperation with non-governmental organizations (NGOs). These benefits are presented on the basis of literature, analyzed case studies and from the point of view of business representatives and non-governmental organizations who shared their practical experience in this field with the authors of the article. On the one hand, enterprises and NGOs often operate in both geographic and market proximity in a microeconomic environment. Therefore, they can direct their activities to similar recipients of the micro environment. They deal with the same local community and its problems as well as with decisions of local self-governments. Both types of organizations are also affected by similar macroeconomic conditions supporting or limiting intersectoral cooperation. On the other hand, the discussed organizations differ in terms of goals and approaches to managing an organization. Enteprises engage in social issues in order to be able to achieve business goals (e.g. image building, establishing better relations with the social environment, acquiring new markets). In order to survive and achieve social goals, NGOs must acquire competences specific to enterprises (e.g. management, organizational and communication skills, etc.). There is therefore space for establishing cooperation between enterprises and NGOs because these organizations can offer each other the desired benefits through exchange, increasing their competitive position (enterprises) and the possibility of achieving statutory goals (NGOs).

Regional blocs and organizations such as the Shanghai Cooperation Organization and NATO have started to assume a more significant role in establishing a clear political, economic and military agenda of their member states and can become the main instrument in solving transnational and global problems. Researching the characteristics of each of the aforementioned organizations and putting their agendas into antithesis is vital to understanding some of the future developments on a global scale. Analyzing the apparition of certain regional structures as instruments of limitation for the classic actors in global governance, the ways in which these structures clash and interact and the limitations to their power is a relatable example to the proposed general theme, worthy of discussion and debate. While the Shanghai Cooperation Organization cannot yet pride itself with the same achievements and initiatives on a global scale as NATO, the leaders of the member states and observing states are representatives of half of humanity and pose a serious question to the dynamic of global governance and regional polarity. The subject at hand, of a comparative and structural analysis of the SCO and NATO is all the more intriguing as we observe that the Shanghai Cooperation Organization can be perceived as one of the tentative limitations to US influence in Asia through NATO, acting as an instrument of global governance. Furthermore, the dynamic that can develop between the two organizations can offer interesting power plays in the not-so-distant future.

Previous studies have demonstrated that accessing external knowledge is important for organizations’ knowledge generation. The main purpose of this study is to investigate how the diversity and amount of organizations’ external scientific knowledge influence their scientific knowledge generation. We also consider the moderating effect of the redundant industrial scientific knowledge and the amount of technical knowledge from external technical cooperators. The social network analysis method is used to establish both ego- and industrial-scientific cooperation network, and ego-technical cooperation network in order to analyze the external scientific knowledge and technical knowledge. The empirical analysis is based on patent and article data of 106 organizations in the biomass energy industry (including firms, universities and research institutes), and the results show that organizations’ structural holes and degree centrality of scientific cooperation network have positive effects on their scientific knowledge generation. In addition, organizations’ degree centrality of technical cooperation network positively moderates the relationship between their degree centrality of scientific cooperation network and scientific knowledge generation. Furthermore, density of industrial scientific cooperation network decreases the positive effect of organizations’ structural holes on their scientific knowledge generation, while it strengthens the positive effect of degree centrality of scientific cooperation network on their scientific knowledge generation. Academic contributions and practical suggestions are discussed.

Organizational Cooperation (OC) is a current concept that responds to the growing interdependence among individuals and teams. Likewise, Knowledge Management (KM) accompanies specialization in all sectors of human activity. Most KM processes are cooperation-intensive, and the way both constructs relate to each other is relevant in understanding organizations and promoting performance. The present paper focuses on that relationship. The Organizational Cooperation Questionnaire (ORCOQ) and the Short form of the Knowledge Management Questionnaire (KMQ-SF) were applied to 639 members of research and development (R&D) organizations (Universities and Research Institutes). Descriptive, correlational, linear multiple regression and multivariate multiple regression analyses were performed. Results showed significant positive relationships between the ORCOQ and all the KMQ-SF dimensions. The prediction of KMQ-SF showed a large effect size (R2 = 62%). These findings will impact on how KM and OC are seen, and will be a step forward in the development of this field.

This study sheds light on what forms have been developed to institutionalized collaboration over both governments over the maritime boundaries between Korea and China, private maritime cooperation, and the policy network. The focus of this study is to analyze the governments and the main areas and actors of the cooperation of private organizations through the concept of the policy network and suggests the policy measures for the association. Specifically, the process of discussion or policy implementation related to the maritime cooperation between Korea and China led to the following results. First, the maritime cooperation between Korea and China has been promoted by regular conferences and accords between both governments. The discussion of the maritime cooperation between both countries has been diversified in areas and objects, such as regular conferences for the maritime boundaries, and the debate being prompted for the maritime business, science, technologies, nature, and environmental cooperation. Second, the various associates not only the central government but also non-government and private organizations have attempted to seek marine cooperation. According to the private marine organizations, they established marine cooperation comprehensively through long-term joint research and interactions between researchers. This is because private cooperation including the governments has prompted multilateral cooperation and manifested the specific outcomes in the marine science-technology. In other words, this study argues that it is needed to establish a mid-to-long-term and comprehensive maritime government, noting that the areas and actors in marine cooperation in government and private organizations are diversified.

The implementation of youth policy is closely connected to interorganizational cooperation between the organizations that are active in the field of youth activities. The goal of this paper is to present the results of a study wherein the factors that possibly determine cooperation between youth organizations and the local government administration in the Utena District municipality were studied. According to the studies on cooperation and organizational behavior, the factors that contribute to cooperation are the following: an uncertainty of the future, possessing mutual goals, the costs and benefits of cooperation maintenance, and the level of trust between organizations. In order to determine the exact combination of factors and how they contribute to cross-organizational cooperation, a crisp-set qualitative comparative analysis was conducted. The possible cooperation situations between the organizations that are active in the field of youth and the local government administration were the study cases. The semistructured interview method was employed in order to interview the representatives of local the government administration and organizations. The results of data analysis revealed that the most important factor for interorganizational cooperation in the field of youth policy is the level of trust between organizations in the Utena District municipality.

 Global counter-terrorism cooperation led by the United Nations is the most important form of counter-terrorism cooperation. The UN has set up a Counter-terrorism Committee and a series of treaties. The United Nations demands that States should prevent and stop the financing of terrorist ACTS; Criminalizes any person or thing that, by any means, directly or indirectly, provides or raises funds for terrorist activities; (b) Immediately freeze the assets of individuals and entities that facilitate, finance or participate in terrorist ACTS; The provision of any funds and financial assets and related services to individuals and entities assisting, financing or participating in terrorist ACTS is prohibited.
 
 Regional counter-terrorism cooperation refers to the cooperation between geographically adjacent countries to combat terrorism, which is an important part of international counter-terrorism cooperation. The main regional anti-terrorism cooperation organizations are: Association of Southeast Asian Nations, South Asian Association for Regional Cooperation, European Union, Organization of American States, Shanghai Cooperation Organization.
 
 Bilateral anti-terrorism cooperation refers to the cooperation between two parties in order to form a joint anti-terrorism force. The research was carried out using logical analysis, generalization, and systematization methods. The study analyzes the history of Ukraine's cooperation with the OECD; it was noted that this cooperation is promising for the country in the context of increasing the efficiency of its state administration, reforming the economy and the education system, developing infrastructure and energy efficiency, advancing in the European integration process, etc. The OECD is an essential partner for Ukraine on the way to establishing relations with other international organizations and the state authorities of its member countries. The OECD is crucial for attracting investments and business development in Ukraine (including small and medium-sized enterprises). The study systematizes the main directions of Ukraine's cooperation with the OECD. The main relevant areas of social and economic development of Ukraine, which can be activated thanks to the collaboration with the OECD, include reforms in the field of regulatory policy and transparency of management; improving the quality of education; development of small and medium enterprises; development of infrastructure and energy efficiency; fight against crime related to corruption; exchange of experience and technologies, development of the agricultural sphere. The problems of cooperation between Ukraine and the OECD include insufficient implementation of OECD recommendations and standards; difficulty implementing reforms for joining the OECD; lack of financial resources; insufficient level of awareness and involvement in OECD activities. Determining and understanding the essence of shortcomings in Ukraine's cooperation with the OECD makes it possible to eliminate them and increase the effectiveness of collaboration. In particular, this work is devoted to the study of the institution of consumer cooperation as a means of developing consumer regional markets for the agro-industrial complex through the social sphere of the economy.
 The difference between consumer cooperation and other forms of organizations lies in the principles of the institution of cooperation. Thanks to the principles of cooperation, the development of the activities of these organizations will also mean a guarantee of the implementation of social programs to improve the region, which in turn will increase the efficiency of the agro-industrial complex markets.
 This paper analyzes the following socio-economic indicators: the number of enterprises with the form of organization "consumer cooperative" in the regions; unemployment in the Russian Federation at working age by region; employment structure of the Centrosoyuz; volume of purchases of Tsentrosoyuz; sale of food and non-food products of Tsentrosoyuz. The analysis showed that consumer cooperation provides employment for the population in the agro-industrial complex markets. In this regard, I would like to note that the state needs to support consumer cooperation for the development of agro-industrial complex markets.

New Venture Support Networks (NVSN) are a political instrument with the aim of improving coordination between private and public organizations involved in new venture support in a region. Cooperation between these organizations should improve the overall quality of new venture support and increase its transparency to potential entrepreneurs. However, achieving cooperation between organizations with heterogeneous interests is particularly difficult when the network has been initiated 'artificially' as part of a political programme. This paper examines the concept of NVSN theoretically focusing on network cooperation, and illustrates the concepts with empirical examples from exploratory interviews conducted in five NVSN established in 1998 in Germany within the government initiative 'EXIST – Entrepreneurs from Universities'. The preliminary conclusions suggest that there is a need for improvement and further investigation concerning the framework of rules and incentives set by the political programme, and the roles of certain key actors as 'motors' of self-organization in NVSN.

The social network analysis method is adopted, the April 2013 Ya’an China earthquake is taken as a case study, the institutionalized emergency organization network before the disaster and the actual response organization network after the disaster are analyzed, and centrality, between centrality, closeness centrality and core-periphery are calculated. Through qualitative and quantitative research, the functions of social organization in the process of natural hazards emergency relief are revealed, the role orientation of social organization in the emergency management network is analyzed, and the influence factors of the social organization participation in the natural hazards relief is pointed out. Abstract:
Purpose In the past two decades, the growth in the number and severity of disasters causes a rapid increase in the presence of NGOs for more effective response and efficient management of disasters. The NGOs must spend part of their resources on attracting funds to fulfill their humanitarian goals. However, limited number of donors and received contributions leads to a competition among NGOs for fundraising. Therefore, managing the relationship between these organizations and donors is very important. This paper aims to examine the competitive and coopetitive behavior of NGOs to model the interaction. Design/methodology/approach To achieve this purpose, by using game theory, two mathematical programing models are presented to examine the two inter-organizational interactions among NGOs. Findings The results show that if the NGOs work together, all the organizations, donors and affected people will benefit, and the accrued disaster will be managed more efficiently. Practical implications The expressed benefits of coopetition of NGOs can be an incentive for them to work together to manage disasters effectively. Originality/value To the best of authors’ knowledge, no research has considered the impact of the coopetition of NGOs in achieving their social mission successfully. Therefore, this paper can be seen as a valuable resource in this field.

The security of cyberspace can be ensured by a broad cooperation of different organizations, actors. This cooperation cannot be achieved without interoperable information exchange between cybersecurity actors, organisations, and their IT systems. Interoperable information exchange can be realized using own resources, or using services provided by third parties. IT interoperability service can be defined as a service by which a service provider supports interoperable data exchange between IT systems of service consumers and cooperating actors. This publication provides different categorizations of interoperability services, discusses their benefits, and the necessary user tasks. It determines the types of interoperability service providers and their necessary capabilities. Finally, it defines the special requirements of cybersecurity information exchange and presents the main types of required services.

The article presents an analysis of the models of cooperation between organizations of the Russian military-industrial complex. A comparative analysis of domestic and foreign forms of cooperation between organizations of the defense industry, scientific organizations and organizations of the real sector of the economy has been carried out. Models of cooperation relations of organizations of the military-industrial complex are considered, the main participants of cooperation relations in the holding structures of enterprises of the Russian military-industrial complex are presented, formulations of the goals and objectives for building models of network cooperation are proposed. The results of the analysis of the consortium model of cooperation are presented, taking into account the tasks of diversification of the military-industrial complex. The comparative advantages of models of cooperation between Russian enterprises and enterprises of the countries of the European Union are considered. A comparative analysis of cluster and consortium models of cooperation has been carried out, a classification of forms and criteria for network cooperation of organizations of the military-industrial complex in the process of diversification has been developed, taking into account the current regulatory framework. The article systematizes the goals of cooperation between defense industry enterprises in the context of diversification and civil-military integration: technology transfer in the creation of innovative high-tech civilian and dual-use products, the development of new technologies, the commercialization of technologies and products, the development of a new line of activity and / or specialized competencies, a full-scale launch of dual and civilian products on the market, the development of territories; in addition, the components of models of network cooperation are proposed. As part of the development of scientific and methodological approaches, the requirements for building models of network cooperation between defense industry organizations are formulated.

Abstract:
The author analyses the key features of left-wing terrorism through the Red Brigades, a terrorist organization formed in Italy in the late 1960s. The complex situation in the country after World War II and the changes in international relations had caused the formation of this terrorist organization. The Red Brigades sought a complete transformation of the Italian society in line with the ideology of Marxism-Leninism. This terrorist organization was engaged in many terrorist activities and the most common targets were big capital owners and political officials. After World War II, West Germany had had the same problem as Italy, which prompted the formation of another terrorist organization - the Red Army Faction based in this country. The Red Army Faction acted in line with the same ideological principles and pursued the same goals as the Red Brigades, which resulted in close cooperation between the two. Both organizations established cooperation with other terrorist organizations around the world. After the Cold War, the activities of these organizations weakened and progressively disappeared. Meanwhile, radical Islamic terrorist organizations emerged basing their actions on religious grounds. However, there are some similarities and differences between Islamic and left wing terrorist organizations.

Why have many regional organizations adopted common markets and customs unions? This article proposes a cognitive diffusion mechanism – termed frame diffusion – to explain convergent institutional choices across structurally diverse settings. Using Strang and Meyer’s (1993) notion of ‘theorization’ to combine foundational work on framing with the literature on diffusion, I argue that processes of theorization transform the experience of successful institutional innovators into abstract cognitive schemas, which link a particular understanding of a cooperation problem to specific institutional solutions. As policymakers in other contexts encounter similar cooperation problems, they adopt framed institutional solutions, which results in institutional convergence at the macro level. I further suggest that this process of frame diffusion is conditional on ideational affinities in social purpose between the innovating organization and other regional organizations. Where other organizations pursue a distinct social purpose, policymakers rely on alternative frames and thereby cement institutional variation. After developing this argument theoretically, I illustrate it in an exploratory comparison of institutional choice in three most different regional organizations: Association of Southeast Asian Nations, Common Market of the South, and the Southern African Development Community. The argument points to significant ‘blind spots’ and conceptual complementarity between prominent mechanisms of diffusion.

Abstract:
This paper aims to identify the relationships between organizational values and the success of Polish NGOs in the context of the theory of management by values. The study indicates that different categories of NGO success are related to different priorities of the organizations’ CEOs in survival values. Results show that ethical values associated with organizational success are viewed in financial terms compared to organizations whose managers do not consider these values important. The article also shows that the quality of an organization’s services and its competitiveness are rated lower by organizations that prioritize conservative values. It also shows that honesty’s core ethical organizational value is related to NGO performance to varying degrees. The results show that the quality of an organization’s services is rated higher by organizations whose leaders prioritize honesty. Still, the level of cooperation between the organization and public and local government institutions is rated lower. This has clear implications for NGO managers: they should review the organizational values they prioritize concerning their organization’s performance goals to implement value management more effectively.

Globalization has facilitated cross-border exchanges of goods and services, but it has also led to the growth of transnational criminal networks and illicit activities such as drug trafficking. To counter international crimes, various cooperative efforts have emerged; however, these lack a universal performance measurement framework. This systematic review examines 23 relevant articles out of 57, aiming to propose a model for assessing international cooperation effectiveness in combating illicit drug trafficking. The study identifies six key areas for enhancing cooperation: Effective Strategies, Local and International Collaboration, Communication, Mutual Legal Assistance, Transnational Crime Rate, and Knowledge Sharing. The influence of globalization and global governance on tackling drug trafficking is also highlighted. The developed model serves as a practical and theoretical tool for academics and practitioners involved in evaluating and improving international cooperation.

The aim of the article is to research the modern practices of Ukrainian state cooperation with international organizations in the sphere of development and implementation of the regional policy for discovery of types of those interactions under the decentralization reform. Albeit the huge number of publications on the current problems of implementation of regional policy and decentralization reform, the most biggest part of authors understand cooperation between Ukraine and international organizations on regional policy as cross-border cooperation and cooperation of bordering communities of Ukraine and EU member-states. Base on the open data analysis of the state authorities of Ukraine authors provide conclusions that the sufficient part of the financial support provided by EU for assisting Ukraine in development and implementation of the state regional policy is equal or bigger than the amount of state support provided for implementation of the cross-border cooperation projects. Authors reviewed significant empirical material and practices of interactions on support for Ukrainian regional development between Ukraine and such international organizations as European Union (EU), Council of Europe (CoE), United Nations Development Programme (UNDP), Organisation for Economic Cooperation and Development (OSCD), German Society of International Cooperation (GIZ), US Agency for International Development (USAID). Article proposes summarizing of modern trends in the sphere of development and implementation of the state regional policy. The Authors underlined a format of those interactions and proposed ways for increasing of cooperation with international organizations through the improvement of legal, institutional, organizational and methodological capabilities of the public management of regional development policy. Practical aim of this publication is development and implementation of scientifically based approach for increasing efficiency of Ukraine’s cooperation with international organizations in the sphere of development of regional policy. Based in the analysis of implementation of technical assistance projects and programs authors provided their proposals for increasing their efficiency. In addition, recommendations are given to the state authorities on the consequence of project’s results and objectives with a new State strategy on regional development for 2021-2027.
