Abstract:
This study examined an analysis of China–Nigeria economic cooperation to ascertain whether the both countries have benefited from the economic relations or if it is one sided. The study was guided by complex interdependence theory by Keohane and Nye. The study addressed issues that have to do with conceptual clarifications such as; the concept of economic cooperation. The study adopted ex-post factor research design as the research design while data for the study was through secondary sources like journal article, text books magazine newspapers and institutional documents. The findings of the study show that there were economic cooperation that existed between China and Nigeria such as energy (oil), infrastructure and education. The study also found that Nigeria has not benefitted from the economic cooperation with China due to China’s neo-colonialism attitude towards Nigeria, China’s exploitative tendency toward Nigeria and China’s sub-standard goods brought into Nigeria. Based on these findings the study recommended among others that; Nigeria should use China’s aspiration for oil to extract concession in areas vital to Nigeria interest and Nigerian government must set up policies that will make China to ensure that the goods that are brought into Nigeria are up to the standard.

Abstract:
PurposeThe main purpose of this research is to construct a generalized set of innovation processes that occur at the ecosystem level based on the academic research. The study analyzes the cultural and creativity-driven over-the-top (OTT) platform that encompasses diverse network of ecosystem members by utilizing the four cooperation practices.Design/methodology/approachThis study begins with the literature review that discusses various topics related to ecosystem (e.g. service innovation, innovative ecosystem). Then, this study introduces a new conceptual framework that describes how cooperations occur in the ecosystem. Finally, a qualitative and explorative case study of the OTT platforms in the global context is conducted.FindingsThe application of the framework reveals how co-innovative business ecosystems demonstrate co-evolution through different structures and directions. An ecosystem can evolve by incorporating other industries (i.e. horizontal growth or broadening strategy) to deepen and broaden the industry integration.Originality/valueAs an explorative approach that opens the discussion on how co-innovation and co-evolution occur at the ecosystem level, particularly in the culture and creativity-driven industry, the value of this research extends to other similar industries where diverse actors such as technology firms, Internet firms, direct consumers, government and even the society impact the type of product and service and shape the evolution of the entire ecosystem.

Abstract:
The article examines the main activity directions of non-governmental organizations in China in terms of the retrospective, general trends in the present-day period and specificity of this activity in PRC and the trans-border territories of the Russian Federation. Each of the three periods of existence of the public organizations of compatriots – pre-revolutionary, Soviet and post-Soviet — has both common traits and their specificity. The first voluntary organizations for support of Russian compatriots in China appeared in terms of public initiative in early XX century. As long as a system of state support of those migrated was absent in China, the emigrants created public organizations that assisted the compatriots materially and spiritually. Compatriots’ organizations arranged «Days of Russian Culture», supported opening and existence of schools and libraries, created a Russian-speaking media space. The break-up of the USSR stimulated not only the migration processes but also consolidation of the Russian diaspores around the world, appearance of new forms of organizing the compatriots living in various countries. In the modern period the state participates actively in integrating activities of public compatriots’ organizations in the far abroad because it comprehends that these organizations scattered around the whole world are unable to fully perform defense of the compatriots’ interests, to support the Russian-speaking mass media, to preserve affiliation with the Russian culture, traditions and the language. Beginning from early 2000, the Russian federation and the People’s Republic of China have been developing inter-governmental cooperation in the + sphere of assistance to compatriots, counteraction to illegal migrations. Intensification of regional cooperations has become a new direction. In Zabaikalye Territory, the cooperation with public organizations of Russian compatriots in China is carried out by the territorial Ministry of International Cooperation and Foreign Connections. The article states major directions and forms of work with Russian compatriots in China at the regional level. It makes a conclusion that the Russian Federation places great emphasis to strengthening of partner cooperation of compatriots with Russia, the government tries along with the public to determine new and most prospective direction of activities. In China, the integration of business community, integration of youth organizations can be referred to such directions.

Penjabaran difokuskan pada dinamika Growth Triangle sebagai sebuah kerjasama sub regional menurut konsep Cross Border Regios (CBRs) dan teori regionalisme baru (New Regionalism Theory). Growth tringle sendiri dalam tulisan ini diidentifikasi sebagai sebuah upaya perintisan kerjasama di wilayah ini, yang pembahasannya terbatas pada kerjasama ekonomi antar negara dengan industrialisasi barunya di wilayah ini. Zona Indonesia Malaysia Sngapura Growth triangle (IMS-GT) ini dipilih karena posisi lintas perbatasan dan karakteristik mereka yang memiliki latar belakang kerjasama sejarah lintas batas yang panjang, memiliki komposisi multi etnis dan secara geografis berdekatan. Elemen-elemen secara umum diidentifikasi sebagai pilar-pilar yang memfasilitasi proses yang menggiring sebuah wilayah menjadi ruang yang dinamis bagi para aktornya untuk secara aktif memainkan peran demi menjamin kepentingan-kepentingan transnasional mereka sendiri. This Paper analyse the rising and dynamics of Growth Triangle that was initiated by Singapore government which involved Kepulauan Riau in Indonesia and Johor in Malaysia. The Substantial topic focuses on the dynamics of Growth Triangle as a sub regional cooperation based on Cross Border Regions (CBRs) and New Regionalism Theory (NRT). Growth Triangle in this paper was identified as a volunteer cooperation among participant countries in this region, which its explanation was on economic cooperation among countries within their new industrialization. Indonesia Malaysia Singapore Growth Triangle (IMS-GT) was choosen because of their cross borders and characteristics in having same cross border cooperations background history, same ethnic compositions, and geograpically near by each other. Generally the elements are identified as pillars that fasilitated the process to lead a region became a dynamic space to its actors actively play their role so that their own transnational interests are guaranted. So that the area became an attractive tourist destination. This research aims to find out the characteristics of tourists at Rawa Pening Lake. This research used descriptive quantitative method, the population of this study were the visitors of tourism objects around Rawa Pening, by using a sampling technique, produced 345 research respondents. The results show the characteristics of tourists on tourism objects in the Rawa Pening area. The knowledge of these characteristics can maximize the packaging and embodiment of facilities as supporting factors,include transportation services, accommodation, restaurants, shopping centers, networks banking, security facilities, and the other public facilities provided by tourism stakeholders to support all the tourism activities.

This essay discusses the evolution of cross-border cooperation in local and state government in the contentious and competitive arena of economic development. Drawing on literatures from economic development and public administration, the authors highlight current issues and conflicts in cross-border cooperation drawing on several cases of successful ventures. In particular, they suggest that state and local governments adopt a new frame for understanding and evaluating cross-border cooperation as economic development “coopertition.” The logic of coopertition in economic development is that while a particular unit of government may not secure a specific economic development project, the odds of securing any project are increased if that government becomes more competitive by cooperating with other governments. Coopertition is thus the result of a need to cooperate to be more competitive.

The new leadership of China is faced with a series of complex challenges. In September 2013, Chinese President Xi Jinping proposed a Silk Road Economic Belt and in October a 21st-Century Maritime Silk Road; together now referred to as the Belt and Road Initiative. The Initiative aims at building a community of shared interests, responsibility and destiny with mutual political trust, economic integration and cultural inclusiveness. Investments and trade cooperations are major tasks in building the Belt and Road. As a member of higher education community, how could we be of any assistance in solving the employment problem for the government, upgrade the traditional foreign trade for the enterprises and train innovative students for the society? Abstract:
The independence of territorial self-governments in the process of implementing the tasks imposed on them does not mean that they have to implement them independently. Achieving the assumed goals of action often requires skillful cooperation with other entities, including non- governmental organizations. Local government is the closest partner of non-governmental organizations, not only through action in the local community, but above all through a community of purpose, which is to meet the needs of residents. NGOs represent the local community. The basis for the functioning of the state is social dialogue. The guarantee of successful cooperation between partners is cooperation based, on the one hand, on the awareness of local governments of jointly diagnosing and solving local problems, and on the other ‒ on the awareness of non-governmental organizations to jointly implement their goals. It should be emphasized that territorial self-government ‒ fulfilling statutory tasks and non- governmental organizations (voluntary associations of people devoting their time and energy to achieve social goals) are two different types of entities. Dialogue and cooperation between them should aim to integrate and mobilize entities to improve the quality of life in small homelands. The main goal of the article is therefore to draw attention to the importance of cooperation between territorial self-governments and non-governmental organizations in order to achieve positive results. It emphasizes the principles on which such cooperation should be based. The areas of this cooperation were indicated, giving examples of practices. The work mainly uses the desk research method in the form of literature analysis, reports and exploitation of online resources, as well as case analysis.

Abstract:
The Boko Haram conflict has inflicted untold hardship to the peace and society of the Northeast region in Nigeria and surrounding countries. Within the Nigerian front, the military has been mandated to engage the insurgents and bring them to submission. Opinions on the position of the media in helping the government to bring the conflict to a conclusion were divided as reports emerged that newspaper articles have caused low morale within the military during combat. This study employed content analysis on four Nigerian newspapers, Daily Trust, Premium Times, The Nation and Vanguard to investigate how military casualties were reported from 2014-2016. The research was based on the Framing theory of the press. Findings showed that 185 reports mentioned 33 military casualties. There were no images of military casualties found in any of the reports, where mentions of military casualties were predominantly found in the body and concluding parts of articles. The study found no evidence to support the claim that media reports were to blame for soldiers not being able to confront the Boko Haram insurgents. This study recommends cooperations between the media and military to coordinate efforts to end the conflict.

This study investigates the concept of sharing economy in the strategic development of a local community into a remote tourism destination, using a case study methodology. The overarching aim is to better understand how the application of the notion of sharing economy can help develop a locality as a remote destination.The locality in this study is ‘Pahawang’, South Lampung, Indonesia – a beautiful coral and marine tourism established by the local community. A mix of observationaland semi-structured interviews techniques were used to collect primary data relating to various themes e.g. strategies for using natural resources in Pahawang, traditional properties for enhancing the local economic, and the multiplier effects of tourism to the locals in Pahawang. Based on the empirical findings emanating from the thematic primary data analysis, we conclude by proposing a strategic sharing economy framework for the development of Pahawang as a remote tourism destination - it addresses six critical factors: cooperations among stakeholders; compactness of local women; support for the ‘ibu-ibu’ in public kitchens in providing meals; involvement of tourists in the local societies’ lives as a natural attraction; training local guides to make them more professional; and the strategic role of the Indonesian Government.

Mobile government (m-Government) is highly valued by many countries and governments worldwide for its important technical, economic, and political benefits. A development trend worthy of attention in China is that various public mobile services are provided through the cooperation between governments and Internet enterprises. The m-Government cooperation, as component of the public service system, has both a benefit safeguard function by mitigating transaction hazards and a value creation function by sharing advantageous resources. Previous studies have not explained both functions for m-Government cooperation. This study addresses this research gap. We establish a theoretical model by developing hypotheses from integrating model of Transaction Costs Theory (TCT) and Resource-based Theory (RBT). The OLS and Poisson regression method are used to test the proposed model by using cross-sectional data collected from 284 cities in China. Results show that strategy alliance, technology-specific knowhow, and financial security positively influence m-Government cooperation, asset specificity negatively influences the m-Government cooperation, and environmental certainty has no significant impact on m-Government cooperation. From the perspectives of technology, policy, and culture, the article puts forward suggestions on how to better promote m-Government cooperation in China, including promoting the government’s digital capabilities, improving the citizen’ privacy protection system and cultivating a public-private cooperative culture of mutual trust.

In order to improve and develop the priority sector, namely the tourism sector, 10 (ten) priority destinations are determined in Indonesia, one of them is Tanjung Kelayang Destination in Bangka Belitung. The development of this priority destination, being the domain of authority of the central government and regional governments, it is necessary for Government Cooperation. The results of the study found that the model of cooperation between the central and regional governments in the development of Tanjung Kelayang Destinations was not only developed through government cooperation in the status of KSPN (National Tourism Strategic Area) which was deconcentrated, but also developed through government cooperation in the status of KEK (Creative Economic Zone) in the concept ABCGM (Academics, Business, Community, Government, Media). In each model of cooperation in its implementation there are still some problems, namely the local government is less able to take advantage of the opportunities in proposing activities to the central government through the Deconcentration Fund and DAK (Special Allocation Funds) in the KSPN status, and there are some activities that are not focused and not suitable for the development of KEK Tanjung Kelayang. There are several inhibiting and supporting factors identified and influencing government cooperation, inhibiting factors in the development of Tanjung Kelayang Priority Destinations namely lack of accessibility especially transportation, lack of awareness of community tourism, lack of community creativity while supporting factors are many foreign tourists and there are famous tourist attractions (Laskar Pelangi Island). Abstract:
The process of decentralization of public administration has enabled territorial self-governments to establish independent cooperation with entities operating on the local / supra-local market. Legal regulations specify the activities of the city / commune (i.e. act on local government), among others in the scope of satisfying the collective needs of the local community, including public education in primary schools, kindergartens and other educational establishments. In turn, they do not specify tasks in the field of higher education. Cooperation of local governments with universities, therefore, is not based on an obligation, is voluntary for both parties. The partnership of local government authorities with the university authorities determines the nature and scope of cooperation. An example of cooperation between the parties to the relationship can be commissioned tasks, which have a nationwide character, including organization of local elections by local authorities. Thanks to this form of cooperation, local governments implement management policy and long-term development of the commune, often building cooperation and support networks.

Subject. This article examines the state of the Republic of Dagestan's agribusiness, and the development of the system of agricultural consumer cooperation in this region, in particular. Objectives. The article aims to identify problems of agricultural consumer cooperation development in Dagestan, and develop mechanisms for the public stimulation of cooperative structures in the region. Methods. For the study, we used statistical and logical analyses. Results. The article substantiates measures to stimulate the development of agricultural consumer cooperation, including through the effective use of grant support. It proves the necessity of developing a concept of agricultural cooperation development that fits into the strategy of spatial development of the region. The article proposes certain approaches to improve consulting and methodological support for small businesses through the Competence Center. Conclusions. There is an urgent need for the formation of an effective system of agricultural consumer cooperation in the agricultural sector. It is found that low activities of some rural municipalities hinders the development of cooperatives.

The Belgian constitution has foreseen a system in which all governments (federal en regional) are equal. This has important consequences for Belgian delegations in multilateral fora : in 'mixed' dossiers, no government has decisive power. Thus, all Belgian governments are objective allies in guarding the externally projected image of the federation. Nevertheless, this seems to be a 'grey area' in the cooperation among the various Belgian governments.

Due to the extreme heterogeneity of municipal sizes resulting in a number of small municipalities that are struggling to meet regulatory demands and standards, Slovenia should be the poster child for inter-municipal cooperation. This, coupled with the absence of a second level of local government, should make for flourishing inter-municipal cooperation. This article demonstrates how sound arguments for the establishment of inter-municipal cooperation do not always achieve favourable results – as in a vibrant and productive web of inter-municipal dialogue and cooperation. It was only after significant governmental subsidies were implemented in Slovenia that the municipalities initiated a cooperation process; however, that process only extended to subsidised tasks. The results of the empirical analyses show that a bottom-up process might take too long a time, while a local government (legal) framework may inhibit cooperation due to the fear of losing authority over municipal tasks.

City-regionalism plays an increasingly important role in China’s economic development. This paper analyses new forms of institutional arrangements that promote city-regional governance in the case of Hong Kong and Guangdong. Focusing on implementing the Closer Economic Partnership Arrangement (CEPA), we examine two research questions: Why are Guangdong and cities in the PRD strategically selected to implement CEPA and embed Hong Kong-based circulatory capital? How do governments at different scales build coordinated relationships to implement CEPA? Building upon the literature on state rescaling, we argue that governments have engaged in a scalar division of administration – a form of institutional infrastructure that aims to design and implement state strategies of urban and regional development. Within this division, the national government plays a role in steering and decision-making, Guangdong provincial government in coordination and facilitation, and urban governments in Shenzhen, Guangzhou, and Zhuhai in actual implementation. CEPA implementation is built upon vertical linkages between governments at different levels in the Mainland and HKSAR government, and horizontal linkages between three free trade subzones (Qianhai, Nansha, and Hengqin) and Hong Kong-based firms and entrepreneurs.

Government stability in the German Bundestag is traditionally tied to a parliamentary majority and an opposition minority . Nonetheless, minority governments in other Western democracies show that, despite the lack of a parliamentary majority, they govern stable and effectively together with the opposition . In this article, on the Swedish case, we examine how opposition parties in parliament are involved in the legislative process in a minority government and what patterns they follow in order to maintain governmental stability without neglecting their alternative function . The paper combines theoretical and concep­tual considerations on the adequate understanding of the opposition in the Federal Repub­lic of Germany with empirical findings on cooperation and conflicts between opposition party groups and minority governments . The results show that opposition parties strategi­cally switch between confrontational (Westminster-style) and consensual patterns of behav­ior (republican) . Through this flexible majority finding, opposition parties in parliament can alternately present themselves as policymakers or as an alternative counterpart to the government . This opposition behavior is functionally adequate under the conditions of a pluralized and fragmented party system and the resulting difficulties in forming a stable government majority .

Factor Analysis Internal and External is set by the management party of Kandank Jurank Doank through questionnaire technique, and then continued by relative weight calculation of Internal and External Factors with weighing questionnaire for Internal and External Factors. After finding the relative weight of Internal and External Factors, continuing with EFE Matrix and IFE Matrix to determine the total score of EFE and IFE which later will be used to scale the I-E Matrix, and then continued with the SWOT Matrix to determine the strategies of development for the tourism object of Kandank Jurank Doank. Financial institutions are increasingly linked internationally. As a result, financial crises and government intervention have stronger effects beyond borders. We provide a model of international contagion allowing for bank bailouts. While a social planner trades off tax distortions, liquidation losses, and intra- and intercountry income inequality, in the noncooperative game between governments there are inefficiencies due to externalities, a lack of burden sharing, and free riding. We show that, in absence of cooperation, stronger interbank linkages make government interests diverge, whereas cross-border asset holdings tend to align them. OBJECTIVE: To describe the scope and limitations of the main strategies of cooperation in health, adopted between 2005 and 2017, in the context of the triple border Brazil, Colombia and Peru. METHOD: Single, explanatory, qualitative, integrated case study carried out in 2017, in the context of the triple Amazon border, Brazil, Colombia and Peru, in the city of Tabatinga, state of Amazonas, Brazil. Our sources of evidence were: documentary data; interviews with health managers of the State Health Secretariats of Amazonas and Municipal Health of Tabatinga, Municipal Health Council of Tabatinga and Consulate of Peru in Colombia; and direct observations in four health services of Tabatinga. Data were organized with MaxQDA12® software. RESULTS: Data analyzed showed that, during the study period, the Brazilian federal government made several health cooperation agreements with both Peru and Colombia and that the state government of Amazonas undertook strategies to improve the health conditions of the dwellers of Tabatinga and the region of Alto Solimões, which indirectly reached the populations of neighboring countries, supporting the interrelationships between the countries of the region. Regarding the municipal government, we verified the existence of health integration agreements, established informally, to minimize the adversities of the local health. CONCLUSION: The cooperation strategies in health adopted in the triple Amazon border have different purposes, benefits and limitations. It is noteworthy that the existence of cooperation agreements between the federal governments of Brazil, Colombia and Peru and the presence of informal cooperation agreements between the municipal governments of Tabatinga (Brazil), Leticia (Colombia) and Santa Rosa (Peru). The limitations of this study are the lack of knowledge of local managers about the cooperation agreements established between federal governments and the lack of legitimacy of the informal agreements established by the Tabatinga government.

We investigated public health emergency management networks during the recent outbreak of Middle East respiratory syndrome coronavirus that affected more than 17 000 people in South Korea. We administered a survey to 169 organizations in order to map the pattern of communication and response networks during the Middle East respiratory syndrome outbreak. We also conducted 11 semistructured interviews with national, regional, and local government officials to comprehend inhibiting and facilitating factors in risk communication and response to the system. National ministries or agencies play central roles in coordinating and supporting the overall response, and local and regional governments or agencies interact with other governments and agencies. Governmental agencies coordinating and/or supporting the outbreak response had difficulties in communicating with other agencies because of the ambiguity of the nature of the infectious disease, slow information disclosure, differences in the organizational priorities, different information standards, and the limitations of the information system. To better respond to a virus outbreak, government agencies need to improve hierarchical communication among different levels of governments, horizontal communication and cooperation between same types or different types of agencies, and information systems.

Supply chain integration plays an important role in the development of the vegetable industry in terms of vegetable quality, vegetable safety, and vegetable security in rural China. This paper explores how agricultural cooperatives integrate the vegetable supply chain by taking a trinity cooperative as an example in China. It explains the translation concatenation of supply chain integration for this cooperative by constructing actor networks in four development stages, including the seed stage, start-up stage, development stage, and mature stage. The findings show that supply chain integration in production cooperation, supply & sales cooperation, and credit cooperation is a useful trinity cooperative model of supply chain integration for investigating vegetable supply chain integration through internal integration and external integration. This paper suggests that cooperatives in the vegetable supply chain should facilitate close coordination among different shareholders and further improve the efficiency of supply chain integration. The government should provide training opportunities and funding to encourage cooperatives to participate in supply chain integration within the vegetable industry.

The Indonesian Governments policies after the implementation of village autonomy are directed to villages business development. Village governments duties and functions are not only related to administrative matters anymore, but also in operation of villages business. This shows that there is a developing business commitment in Indonesia. The research result shows that the Business-Government Relationship in Indonesia has changed from one way to mutual interaction, as shown with the development of Public Sector Entrepreneurship and business commitment in village government environment. Both factors evidently improve the capacity of business, which begins to be developed by the Indonesian Government at all levels. The development of Public Sector Entrepreneurship is shown with the business creativity, business cooperation, and professionalism of village government in governments business management. Meanwhile, local governments business commitment is shown with support of policies, funding and human resources in governments business management. Governments business capacity is shown with efficiency, effectiveness and economy (value for money) achieved by governments business unit. Through the use of institutional and agency theory, this paper presents a comparative analysis of the efficiency of the cooperative form of organization and investor-owned firms-investigating how the social–political structures in a community affect the efficiency of cooperatives vis-à-vis investor-owned firms. This paper also attempts to offer a better understanding of how government quality and organizational size influence performance outcomes between different organizational forms specifically in the Philippines. Design Methodology Approach The empirical analysis of this study was conducted among electric distribution utilities in the Philippines. Firm-level data was generated for 133 distributors, consisting of 119 electric cooperatives and 14 investor-owned companies. Panel data regressions were ran to test all hypotheses. Findings Cooperative organizations operate at a less efficient rate than investor-owned firms in the Philippines, even when controlling for firm-specific factors such as size, customer density and profitability. In addition, the efficiency of these cooperative organizations is more strongly influenced by the quality of the local government than investor-owned firms. Originality Value Positive externalities generated by the propagation of cooperatives on local communities may be based primarily on our understanding of how cooperatives have functioned largely in western contexts. Within the context of Southeast Asia, where national socio-political structures may be more dysfunctional, this paper observes that there is an equivalent negative externality caused by the tendency of cooperatives to replicate the political mismanagement of the community around it.

Purpose This paper aims to determine the mediating effects of government-funded research and development (R&D) projects in the relationship between the competence factors of universities and the performance of university–industry cooperation. Design/methodology/approach This study has been conducted to analyze the mediating effect of government- and enterprise-funded R&D projects in consideration of the performance during university–industry cooperative projects. In this study, a three-step analysis of the mediating effects (Baron and Kenny, 1986) and Sobel Test are taken for the empirical analysis. Findings In the result, R&D funding from the central government partially mediates the performance of university–industry cooperation when the research capacity of the full-time faculty and the size of the Technical Licensing Office (TLO) are taken as independent variables. R&D funding from the central government does not mediate university–industry cooperation when the size of the center for university–industry cooperation is an independent variable. However, R&D funding from a local government does not mediate the performance of university–industry cooperative projects for any chosen independent variables. The results of this study suggest a direction for governmental funding in R&D projects to promote performance during university–industry cooperation. Another requirement is for universities to expand their research capacity and the operations of their TLO. Originality/value The majority of former research studies on university–industry cooperation and its performance have focused on the university’s research capacity, the competence of the TLO and the traits of the university.

The sales-related difficulties faced by cooperatives can be solved by expanding their sales channels through e-commerce. However, extant studies have only examined cooperatives’ e-commerce sales behavior from either a technology perception or government support perspective. To fill this gap, based on survey data of 215 farmer cooperatives in Liaoning province, China, this study employs a probit model to analyze the impact of both technology perception and government support on these cooperatives’ e-commerce sales behavior, as well as their marginal and accelerating effects. Both factors were shown to have a significant positive impact. Technology perception has a greater impact on e-commerce sales behavior than government support, while perceived effectiveness has the most significant impact. This study also found that government support has an accelerating effect on the relationship between technology perception and farmer cooperatives’ e-commerce sales behavior. Therefore, governments should improve cooperative members’ technology perception to aid them in expanding sales.

COOPERATION BETWEEN GOVERNMENTAL AND SELF-GOVERNMENTAL ADMINISTRATION DURING EXTRAORDINARY MEASURESThe system of territorial self-government is based on independence of its tiers — communes, districts and voivodships — which is expressed in their independence in two relational systems: between tiers within the system of territorial self-government, and between tiers of local self-government and governmental authorities. However, at the same time, independence does not exclude their cooperation in both relational systems because agreements, unions, and associations, in which tiers of territorial self-government participate, and also associations of tiers of territorial self-government with governmental authorities, allow for common performance of public tasks or for their delegation. The above-mentioned forms are not initiated without the will of tiers of local self-government and they do not build hierarchical dependency between their participants. The imposition of every extraordinary measure has a great influence on those relations because, despite the declaration of normal functioning of public authorities in case of the imposition of extraordinary measure, not only extraordinary competences of heads of the communes and starost’s in relation to entities functioning on the territory of their jurisdiction arise but also atypical relations between starost, commune head, and governor, and even between central authorities and starost. The aim of this article is to identify and analyze the mentioned relations which are provided by provisions of acts regulating conditions of imposition of every extraordinary measure.

Forms of cooperation between public administration and non-governmental organizations, on the example of associations and foundationsThe article describes relations and forms of cooperation between public administration bodies, both government and local government administration, and non-governmental organizations NGOs be­longing to the so-called “Third sector”. Associations and foundations are the most popular forms of NGOs. The basis for their functioning are the Constitution of the Republic of Poland, which guar­antees freedom of association and foundation, and relevant acts, i.e. Law of Foundations and Law of Associations. There is no single, closed definition of the terms: public administration and ad­ministrative body. In literature they are defined by an indication of their characteristic features. We distinguish two forms of cooperation between the third sector and public administration: financial and non-financial. Financial support forms include targeted donations to NGO’s public tasks, finan­cial guarantees, loans and sureties given to perform public service tasks. The range of non-financial forms of cooperation includes among others consultations with non-governmental organizations on formulating legal acts related to their statutory activities, the establishment of joint advisory boards, the creation of units supporting the activities of third sector organizations, or the transfer of real estate to be used by non-governmental organizations.

This article is comprised of a speech given by Professor Davies at the World Conference of the International Society on Family Law, held in 1991 in Yugoslavia. The professor leads into her discussion by reviewing the dismal statistics that face native people in Canada. The author suggests that the government's past approach, namely that of assimilation, combined with funding squabbles between the federal and provincial governments have been largely responsible for Canada's native child welfare problems. More recently, a new attitude of cooperation has emerged between the government and native leaders. The result has been increased autonomy for native people in the area of child welfare and a greater sensitivity of the government to native concerns and cultural differences. While the author contends these changes are positive, she stresses that the autonomy of the native community must not infringe on the best interests of the child.

Urban joint distribution is closely related to the national economy and people’s livelihood, and governments and enterprises play an active role in the process of urban joint distribution. From the perspective of government regulations, this paper explores the mechanism and evolution law of the behavior of an urban joint distribution alliance. Based on the evolutionary game theory, a model of homogeneous enterprises participating in urban joint distribution operations under the guidance of government regulations is constructed. The mechanism and follow-up of alliance behavior are analyzed through the simulation of the relationship between parameters. It is found that, firstly, from the perspective of government regulations, in the early stage of the implementation of urban joint distribution projects, when the benefits of synergetic cooperation of enterprise alliances are relatively low and the costs are relatively high, it is necessary for the government to formulate incentive policies to improve government subsidies or to increase the penalties for non-cooperation of enterprises; Once a benign logistics environment and market mechanism are formed, the cooperation benefits increase, and the costs decrease, the government can then withdraw its supervision. Secondly, in the process of establishing urban joint distribution alliance under government supervision, it is better for the enterprises to actively achieve alliance cooperation and obtain government subsidies instead of passively accepting government supervision and paying penalties, in order to promote the formation of logistics ecological environment and market mechanism.
