Abstract:
Vladimir Dmitrievich Fedorov was born on 21 March 1933 in Moscow. After finishing school he entered in the 2nd Moscow medical Institute named after N. And. Pirogov (1950-1956), where he performed the duties of Secretary of the Bureau of the Komsomol of the course and the member of the Komsomol Committee of the Institute; engaged in experimental work on the defibrillation of the heart. Studied in residency (1956-1958), graduate school (1958-1960), worked as a teaching assistant (1960-1966) and then associate Professor (1966-1971) chair of hospital surgery of the 2nd Moscow state medical Institute. In 1963 he defended his Ph. D. in 1971 doctoral dissertation. In 1972, Vladimir Dmitrievich Fedorov was appointed Director of research laboratory surgery clinic of the Ministry of health of the RSFSR. In 1976, on the initiative of V. D. Fedorov was the first in the USSR Department of Coloproctology of the Central doctors improvement Institute, which he headed for 13 years. In 1982 he was elected a corresponding member, and in 1986, academician of the Academy of medical Sciences (AMS) of the USSR. Since 1988, Vladimir Fyodorov, Director of the Institute of surgery named after AV Vishnevsky Academy of medical Sciences of the USSR. In 1990, V. D. Fedorov elected to the chair of surgery, faculty of postgraduate professional education of Moscow medical Academy named after I. M. Sechenov. Since 1974 he worked as a Deputy chief surgeon of the Medical center of President's Affairs Administration of the Russian Federation.
 D. Fedorov is the author of over 500 scientific works, including 13 copyright certificates and patents, and 20 monographs. Under his leadership, and counseling are protected by 32 doctoral and 47 master's theses.
 V. D. Fedorov was an honorary member of the Russian Association of endoscopic surgery and the Association hepatobiliary surgery, Moscow surgical society, surgical scientific societies of Uzbekistan, Kazakhstan and the Saratov region, Chairman of the surgical section and member of the Presidium of scientific medical Council of Ministry of health of the Russian Federation, a member of the Interdepartmental health Council, Deputy chief editor of the journal "Surgery", member of the editorial Board of the journal "Surgical Laparoscopy and Endoscopy" and one of the oldest journals "British Journal of Surgery". For two years he headed the Association of surgeons named after N. And. Pirogov (1992-1994). More than 10 years he was a member of the Presidium of the Russian Academy of medical Sciences and performed the duties of Chairman of the Board of Directors of the institutes of the Russian Academy of medical Sciences. Vladimir Dmitrievich, a foreign member of the Belarusian Academy of medical Sciences (2000) and the Academy of Sciences of Moldova (2003), honorary Professor of the Petrovsky national research center of the Russian Academy of medical Sciences and the Bashkir medical College. Academician V. D. Fedorov is the main national representative in the International society of surgeons (1990) national representative in the International society of University surgeons Coloproctology. Mr Kuznetsov – laureate of the State prize of the USSR (1985) and the RSFSR (1991), RF Government prize (2002), Honored scientist of Russia (1997), awarded the order of red banner of Labor (1976, 1978), Lenin (1983), "For merits before Fatherland" III degree, Friendship of peoples (1993).

Abstract:
The proximate cause of the 1984–85 miners' strike, the longest mass strike in British history, was a round of colliery closures announced by the National Coal Board (NCB, now British Coal) in March 1984 as part of the restructuring of the British coal mining industry. The impact of pit closures upon communities is so immediate and devastating that the effect obscured the fundamental causes. The restructuring process had accelerated since 1979 because of the economic and energy policies adopted by Conservative governments, but had its origins in the Labour government's response to the 1973 oil shock and the tripartite settlement of the 1974 strike by the National Union of Mineworkers (NUM). The 1974 Plan for Coal established an investment programme to expand coal production by three means: developing new mines; extending the life of existing collieries; and implementing new technologies. These supply-side measures were already underway when the first Thatcher government, elected in 1979, established new limits on publicsector spending and sought to liberalize markets.

Abstract:
In order to enhance the indigenous supply of energy, Pakistan has launched various investment programmes as a consequence of which 28 percent and 43.2 per• cent of total public investment has been invested in the energy sector, respectively, in the Fifth and the Sixth Five Year Plans. However, despite the sharp increase in investment for indigenous exploration and production, the domestic supply of energy has registered an insignificant increase. Despite substantial increases in energy prices, the growth of the commercial primary energy consumption has increased from 6.8 percent per annum in 1973•74 1979•80 to 7.8 percent per annum in 1979•80 - 1984-85. In fact, Pakistan's energy policies have not succeeded in delinking the growth rate of GPP from primary energy consumption, which has partly been achieved in industrialized countries and in many developing countries. For the period of 1973•74 to 1979•80, the primary energy/ GDP elasticity was 1.20, whereas, it has increased to 1.24 for 1979•80 to 1984-85.

Abstract:
ABSTRACTSince the election of the Thatcher Government in 1979, public expenditure on the welfare state has undergone a series of changes. The nature of change has, however, often been obscured by the use of inadequate and misleading statistical data. This paper presents a systematic examination of public expenditure on education, health care, housing and social security over the period 1979/80 to 1984/85. It shows that, contrary to much political rhetoric, the major changes in the welfare state have not always arisen from reductions in programme expenditures, but from changes in the composition of expenditure. It is the latter that has often increased economic inequality and can be legitimately referred to as ‘restructuring’.

Abstract:
Two studies were presented at the Fourth Annual General Meeting of the Pakistan Society of Development Economists that dealt with the regional and intertemporal differences in .consumption behaviour in Pakistan. The first study by Ahmad and Ludlow (1987) presented a sophisticated analysis using the modified LES method and household-level observations, based on the 1979 Household Income and Expenditure Survey. Based on the disaggregated estimates of the demand response for the rural and urban areas of Pakistan's four provinces the study concluded that there were significant differences in consumption patterns between rural and urban areas and across provinces for the 17 commodities studied. However, the analysis did not present any rigorous econometric testing of these differences. The second study by Malik et of. (1987) while studying the rural-urban differences and the stability of consumption behaviour for six aggregate commodity groups presented fairly rigorous tests to conclude that for the commodity groups studied, although there were statistically significant differences in consumption behaViour over time, there were no rural-urban differences in the two largest categories considered i.e. food and drinks and clothing and footwear in any of the years from 1963•64 to 1984•85 for which the aggregate Household Income and Expenditure Survey data were available in published form. This obvious difference in the results from the two studies could in fact have resulted from the aggregation of the commodities analyzed in the second study. This apparent contradiction in the results needs to be evaluated further.

Abstract:
Material and methods. Questionnaire survey for the estimation of the Quality of life was done in 796 students. 419 students of Arkhangelsk State Medical Institute were tested in 1979-1984, including 205 males and 214 females with an average age of 22.2; 203 students of higher educational institutions of Severodvinsk in 1998-2005 including 85 males and 118 females with average age of 18.7; 173 students of M.V. Lomonosov Northern (Arctic) Federal University (Arkhangelsk and Severodvinsk) including 85 males and 88 females with average age of 19.5. Meaningfulness of differences in studied indices is calculated using Fisher’s exact test. Results. The decline in quality of life and lifestyle indices (dissatisfaction with living conditions, food quality, summer holidays) in 1998-2005 is shown in comparison to 1979-1984 period; in 2014-2015 they significantly increased. Nevertheless, no more than half of the respondents (45%-34%-53%) characterize their diet as adequate and regular. Increase in adherence to healthy lifestyle in modern students is noted: relatively large amount of them regularly takes exercises (10%-13%-39%), toughens up (8%-4%-9%), swim a lot in natural bodies of water (20%-15%-23%), never consume alcohol (12% -13% -35% of males 30%-5%-30% of females). However the proportion of smoking students has increased compared to the first stage of research (57%-70%-65% of males and 6%-75%-53% of females), and the proportion of those toughening themselves up regularly doesn’t exceed 9%. An increase in the number of students with no chronic diseases is shown. More students have complaints about precardialgia while complaints about gastrointestinal dysfunction and headaches became less frequent. Majority of the students are satisfied with their lives. Almost half of the respondents noted good mood as a predominant one.

Abstract:
Blood samples were collected regularly from two sentinel herds of cattle in northern and southern Queensland between 1979 and 1985. From 2660 samples, virus isolation attempts using baby hamster kidney (BHK21) and Aedes albopictus (AA) tissue cultures and suckling mice produced 308 viruses of which 243 (79%) were in the Palyam subgroup of orbiviruses. Mosquitoes and biting midges were collected at the southern sentinel herd site in January-February 1984 and processed for virus isolation in BHK2l and AA tissue cultures and by intrathoracic inoculation of Ae. aegypti mosquitoes. Totals of 14 338 midges of four species in 156 pools, and 9030 mosquitoes of 27 species in 232 pools, were processed and yielded 59 isolations. Of the 35 viruses isolated from Culicoides brevitarsis, 17 were members of the Palyam subgroup. Bovine ephemeral fever (BEF) virus was isolated once from Anopheles bancroftii, once from C. brevitarsis and 17 times from cattle. Akabane virus was isolated for the first time from C. wadai, as well as a further 10 times from C. brevitarsis and 20 times from cattle. Other viruses isolated from cattle included bluetongue serotype 1, and serotypes 5, 6 and 7 of epizootic hemorrhagic disease of deer (EHD). A new BEF group virus, tentatively called Oak Vale, was isolated nine times from Culex edwardsi mosquitoes. Of the orbiviruses, those in the Palyam subgroup were isolated almost exclusively in BHK2l tissue cultures but those in the bluetongue and EHD subgroups were isolated almost exclusively in AA cell cultures or after passage through Ae. aegypti. Of 22 rhabdovirus isolations from blood and insects (BEF, Kimberley and Tibrogargan), 16 were made only in AA cell cultures or after passage through Ae. aegypti.

A number of studies have been done in the past to measure the level of poverty in Pakistan. These studies include Naseem (1973, 1977), Alauddin (1975), Mujahid (1979), Irfan and Amjad (1983), Kruijk and Leeuwen (1985) and Cheema (1985). The time periods covered by these studies are not the same. Moreover, in some cases the methodologies and results of these studies also differ. The present study covers the most recent data made available in the Household Income and Expenditure Survey (HIES) for 1984-85. Some selected previous Survey years have also been included in the study to see changes in poverty levels over time. The incidence of poverty is measured on the basis of both households and population. To determine the location of the poor, poverty levels have been estimated for rural and urban areas of the country.

Abstract:
In Pakistan the history of alternative sampling approaches to collect demographic data for direct and indirect estimation of population parameters extends back for three decades. The sources which provided directly usable statistical data for estimating fertility and mortality rates, are the 1962- 65 Population Growth Estimation (PGE), the 1968- 71 and 1976- 79 Population Grwoth Surveys (PGS), and the 1984- 86 Pakistan Demographic Surveys (PDS). Since these surveys yielded series of data which could be directly used for working out estimates which are in accordance with the conventional concepts, their results are being given a prior consideration in this paper. The second series of demographic surveys in Pakistan consists of the one-time retrospective surveys, which provided data to which indirect techniques could be applied for working out the estimates of fertility and mortality. The three most prominent of such surveys are: the 1975 Pakistan Fertility Surveys (PFS), the 1979-80 Population, Labour Force and Migration Survey (PLM) and the 1984-85 Pakistan Contraceptive Prevalence Survey (PCPS). The objective of this paper is to provide some direct and indirect estimates of infant and child mortality risks from these sources with a view to examining differentials and trends in these estimates.

Abstract:
SUMMARYInfluenza B virus reinfection in Japanese children was studied epidemi-ologically during 1979–91 and virologically during 1985–91. During this investigation, there were four epidemics caused by influenza B viruses, each of which accompanied antigenic drift. Between the epidemics in 1987/88 and 1989/90, the viruses changed drastically, both genetically and antigenically. The minimum rate of reinfection with influenza B virus during the whole period was 3–25% depending on the influenza seasons. The antigens of primary and reinfection strains of influenza B virus isolated from 18 children during 1985–90, which covered three epidemic periods, were studied by haemagglutination inhibition tests. The results showed that the viruses isolated in the 1984/85 and 1987/88 influenza seasons, which belonged to the same lineage, were antigenically close, and reinfection occurred with these viruses. The results of amino-acid analysis of the HA1 polypeptide of these viruses corresponded with those of antigenic analysis. There were no specific amino-acid changes shared by the primary infection and reinfection influenza B viruses; the patients were infected with the viruses epidemic at that time.
