This chapter examines the role of counterbalancing during individual coup attempts. It examines in detail coups staged to unseat Daniel Arap Moi in Kenya, King Hassan II in Morocco, and Manuel Noriega in Panama. In each case, counterbalancing affected the outcome of the coup attempt: while soldiers within the regular military were hesitant to take a side, presidential guards, Ministry of Interior units, and militia built up as counterweights to the military defended incumbent rulers. In contrast to most existing accounts, which suggest that counterbalancing works primarily by creating obstacles to coordination between different security forces, the evidence in these cases suggests that counterbalancing creates incentives to resist the coup.

This chapter argues that soliloquy as problem and opportunity was central to the aims of Latin love elegy, especially to Propertius’ Elegies. Drawing comparisons with the Lydia, Dirae, Tibullus’ elegies, Virgil’s tenth Eclogue, and Propertius’ elegiac predecessors, it studies Propertius’ corpus to demonstrate the relationship between the poet’s insanity and his solitude. It shows how seasonal indications inscribe this solitude in time and space, and how Propertius worked to rewrite love as a secret fiction. Propertius’ elegies, it argues, use solitude to shape the harmonization of elegiac subjectivity and the poets’ other political personae, culminating in the last of his elegies (4.11), which encapsulates the relegation of truth telling, love, and poetry to the solitary sphere, thus embodying new coordinations of public, the private, and the individual. In conclusion, it points to the impact of Propertius’ solitude on Renaissance literature, including the Hypnerotomachia Polyphili and Ben Jonson’s Poetaster.

This chapter explores the linkages between water scarcity and variability and conflict and cooperation. It focuses on the scarcity-cooperation contention and then hypothesizes that, rather than a linear relationship, an inverted U-shaped constitutes the relationship between scarcity and cooperation and between water variability and cooperation. The chapter surveys a large corpus of literature (both theoretical and empirical) from various disciplines to build a theory to explain the relationship between level of water scarcity and level of cooperation over international water. While the premise that scarcity motivates cooperation (or coordination across parties) is not novel, it has been fairly rare compared to the literature that touts the relationship between scarcity, environmental change, and conflict. The model suggests that cooperation is more likely when scarcity and variability are moderate (and by extension require smaller mitigation costs). The theory also suggests that while scarcity and variability may indeed lead to cooperation, very high levels of scarcity and very low levels of scarcity (water abundance) actually reduce the incidence of cooperation.

Abstract:
Current advances in computer architectures have transformed clusters, traditional high performance distributed platforms, into hierarchical environments, where each node has multiple heterogeneous processing units including accelerators such as GPUs. Although parallel heterogeneous environments are becoming common, their efficient use is still an open problem. Current tools for development of parallel applications are mainly concerning with the exclusive use of accelerators, while it is argued that the adequate coordination of heterogeneous computing cores can significantly improve performance. The approach taken in this chapter to efficiently use such environments, which is experimented in the context of replicated dataflow applications, consists of scheduling processing tasks according to their characteristics and to the processors specificities. Thus, we can better utilize the available hardware as we try to execute each task into the best-suited processor for it. The proposed approach has been evaluated using two applications, for which there were previously available CPU-only and GPU-only implementations. The experimental results show that using both devices simultaneously can improve the performance significantly; moreover, the proposed method doubled the performance of a demand driven approach that utilizes both CPU and GPU, on the two applications in several scenarios.
