Full textBACKGROUND: There were perceptions that doctors as Medical Superintendents were unable to provide proper financial management of hospitals, thus administrators were appointed to manage hospitals irrespective of qualifications. The aim of the study was to determine how public hospitals are managed in Waterberg district (Limpopo province). METHOD: A cross sectional survey was conducted among 27 hospital managers in the Department of Health Limpopo province, in Waterberg district hospitals. A self -administered questionnaire was used for data collection. Data were analyzed using SPSS version 22.0, where both descriptive and inferential analysis was conducted. RESULTS: Of the 27 managers, 59.3% were females 40.7% compared to males. 96.3% of managers reported that they did not correctly implement PMDS and polices on RWOP were not applied. There was no statistical difference in management styles, according to gender (p>.05) and managers had a fair working relationship among themselves. CONCLUSION: According to the study, there is a great need to train hospital managers in management skills and other related policies, and giving them support in terms of resources such as: staffing especially health professionals, financial and working resources.

Full textENGLISH ABSTRACT: A non-experimental descriptive study was conducted in four prisons in the Western Cape. The research focussed on the standard of care within primary health care settings in the purposively selected prisons. No official written standards existed to measure the quality of care. After an in-depth literature study, structure, process and outcome standards were formulated and validated. The main findings of the study indicated that: • Standards in these three dimensions of care did not meet the pre-set level of performance as determined by the researcher; • The clients were generally satisfied with the hygiene in the clinics; • Aspects of concern were the lack of explanation offered to the clients before and after consultations and nursing care interventions. The researcher recommends the implementation of a comprehensive quality care model for the health care of the prisoners with adequate human and nonhuman resources Core words: Qualtiy care, Correctional services health care, Nursing care in prisons.

Full textThis thesis focuses on an educational Surface Design Intervention (SDI) for inmates. It covers the present day situation, from 2006 to 2007, in a Western Cape correctional facility, regarding the needs of a selected group of inmates. This group of 20 inmates consists of 10 HIV/Aids positive and 10 HIV/Aids negative participants. The thesis argues that there is potential to plan, design and implement an educational SDI, in a group-work situation, with these participants in order to establish the SDI as a skills-development programme and a therapeutic-intervention and income-generating resource. In addition, this research study aims to understand and interpret how the various inmate participants, in a social setting, construct the world around them and what effect and impact the SDI has on them. This intervention is facilitated by two qualified art therapists and involves the use of different art materials through which the prison inmates express and explore their thoughts, feelings and concerns in a safe, contained and supportive space. The health and wellness literature provided the conceptual scaffolding against which to frame the SDI. The literature indicated that a holistic approach to rehabilitation and instruction is vital to help inmates function optimally in daily life. Ultimately, the SDI process indicates the value of identity formation, emotional expression and ethical development. The thesis concludes that oppositional discourses present in the lives of these prisoners can, and indeed should be reconciled in order for them to achieve a positive affirmation of their status. These polarities, once bridged, offer a moderating influence on these prisoners' lives, which contribute to their wellbeing and success both inside and potentially outside of prison.

Full textENGLISH ABSTRACT: The objective of this study is the evaluation of financial management practices in the Department of Correctional Services (DCS). For the purpose of the study, "financial management practices‟ are defined and demarcated as the practices performed by the accounting officer, chief financial officer and other managers in the areas of budgeting, supply chain management, movable asset management and control. Recurrence of similar internal audit and inspection findings, as well as the continuous poor audit reports that the department had been receiving annually, led the office of the National Commissioner to request all branches and Regional Commissioners to compile action plans aimed at addressing non-compliance. In order to fulfil the study objective, the normative requirements for the identified financial management practices are first defined in terms of financial management theory, policy and legislation. The accounting officers are heads of departments, and they account personally for financial transactions. The concepts of "budget processes" and "planning" are explored in order to identify normative requirements. „Budget‟ is identified as part of organisational planning, which starts with the aim and the mission of the institution. Under supply chain management, the principles of procurement are discussed, as considerable amounts are spent on goods and services. The life cycle of assets is discussed in detail, including the procedure for giving account of assets. Control is defined as a process through which a manager ensures that activities are carried out as originally planned. With regard to policy and legislation, the Public Finance Management Act (PFMA), Act 1 of 1999 as amended by Act 29 of 1999 (South Africa, 1999) and Treasury Regulations are explained in detail, focusing on the budget process and financial management responsibilities of all different role players. With regard to supply chain management, policies are explained in detail, focusing on the acquisition of goods and services. The acceptable supply chain management system is also highlighted. According to Gildenhuys (1997:137), equipment is called movable assets and this category of assets are obtained and created to be utilised for a number of years as instruments for delivering services. With regard to control, in order to comply with financial management policies, an official in a department must ensure that the system of financial management and internal control established for that department is carried out within the area of responsibility of that official. The budget and planning processes of the Department of Correctional Services are explained in detail. How the financial management cascades through the department is highlighted by means of an organogram. Supply chain management processes are discussed in detail, focusing on the procurement procedures and requirements for acquisition of goods and services. The policy on asset management for the Department of Correctional Services is considered, focusing on the acquisition and control of assets. The legislative framework of the department is also examined in detail, focusing on the control measures within the department. The theory of evaluation is discussed in detail, with the emphasis on evaluation questions. A summary is provided of the financial functions of budgeting, supply chain management, asset management and control in terms of the financial functions of each of the following role players: the Accounting Officer, Chief financial officer and other managers. Evaluation questions are formulated, and audit reports contained in the annual reports, the internal auditor‟s reports and circulars of the department are used to answer those questions. Finally, recommendations are made, emphasising that Department of Correctional Services needs to continue to invest in the training and development of all staff, regarding The PFMA (South Africa, 1999) and Treasury Regulations.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie was om finansiële bestuurspraktyke binne die Departement Korrektiewe Dienste (DKD) te evalueer. "Finansiële bestuurspraktyke" word vir die doel van die studie gedefinieer en omskryf as die praktyke wat deur die rekenpligtige amptenaar, die hoof finansiële bestuursbeampte en ander bestuurders binne die gebied van begroting, voorsieningskettingbestuur, roerende batebestuur en beheer beoefen word. Full textThis mini-dissertation is about educational challenges facing grade twelve (12) young adult prisoners at Kutama-Sinthumule Correctional Centre. It is a study of grade twelve (12) learners. The aim of the study is to get an insight into educational challenges facing grade twelve (12) young adult learners at Kutama-Sinthumule Correctional Centre. This study has attempted to contribute towards solutions to educational challenges facing grade twelve (12) young adult learners at Kutama-Sinthumule Correctional Centre. The management of Kutama-Sinthumule and the Department of Correctional Services were made aware of the problems that young adult prisoners face while doing grade twelve (12) in that prison. In order to achieve the aims outlined above, I formulated the following main research question: What are the educational challenges facing grade twelve (12) young adult Prisoners at Kutama-Sinthumule Correctional Centre? I tried to answer the question outlined above by undertaking an explorative study which has elements of needs assessment and case study. I have decided to undertake an explorative study because very little is known about educational challenges facing prisoners prior to this research. Since the study has elements of needs assessment, the situation of grade twelve (12) young adult prisoners and values of an education system with desired outcomes was looked against. The needs are stated by grade twelve (12) learners; their educators; their facilitators; and the coordinator of the programme in relation to the system. I have decided to select grade twelve (12) learners at Kutama-Sinthumule Correctional Centre as my case. There are other educational programmes at Kutama-Sinthumule Correctional Centre, but I have decided to concentrate on a grade twelve programme. I have decided to undertake a case study because a case study promotes a better understanding of a practice or issue and facilitates informed decision making. Chapter two outlines the theoretical framework of the study. I began chapter two by defining important concepts. The concepts such as Prisoner; Prison; and Young Adult are defined thoroughly. I formulated assumptions about what could be educational challenges facing grade twelve (12) young adult learners at Kutama-Sinthumule Correctional Centre. I read documents and conducted exploratory interviews with grade twelve learners, educators and other role players at Kutama-Sinthumule, hence I identified the following educational challenges facing grade twelve (12) learners at the Correctional Centre: lack of access to the internet; lack of resources; lack of motivation; communicating in the medium of instruction; shortage of better trained staff; overcrowded classrooms; insufficient study time; duration of the programme; shortage of staff; and insufficient time allocated to lessons. In chapter three, I describe the design of the study. The main focus of this chapter was to discuss the two routes of data collection. The first route had to do with reviewing relevant documents from the Department of Correctional Services and operational policies and procedures at Kutama-Sinthumule Correctional Centre. The second route has to do with the data that has been collected in the field using different data collection instruments. How data has been analyzed using a data matrix is also shown in this chapter. The chapter concludes by presenting ethical considerations. Chapter four begins by highlighting the setting of the study. It goes on to describe the town of Louis Trichardt where Kutama-Sinthumule Correctional Centre is situated. It further gives a brief history of the town. The Climate, Geography, Demography, Population, Key Statistics, Name change, and Economy are outlined in this chapter. This chapter also presents the findings of the study. I have also outlined in detail the views of the interviewees in relation to the critical factors of this study. A description of subjects offered for this grade twelve programme is done in this chapter. The chapter concludes by discussing the findings of this study. Chapter five presents the final recommendations, conclusion, and reflections of this study. This chapter harmonizes information from all the previous chapters in discussing educational challenges facing grade twelve (12) young adult prisoners at Kutama-Sinthumule Correctional Centre. The chapter also suggests possible solutions to these educational challenges facing grade twelve (12) young adult learners at Kutama-Sinthumule Correctional Centre. The chapter concludes by making recommendations for furtherstudy, as education and its related challenges in the prisons seems to be under-researched, particularly for grade twelve (12) young adult learners.

The rate of incarceration is historically high. Increasingly, research points to the negative effects of incarceration among offenders, particularly in adult facilities. Literature published since 2000 suggests that incarceration fails to meet the developmental and criminogenic needs of offenders and is limited in its ability to provide appropriate rehabilitation. Incarceration often results in negative behavioural and mental health consequences such as suicidal thoughts and attempts. Suicide is often the single most common cause of death in correctional settings. The psychological impact of incarceration and its implications for post-prison, free world adjustments are substantial. The severe behavioural problems of offenders are a result of complex and interactive individual and environmental factors which elicit and maintain offending behaviour. The study sought to develop a model to facilitate effective psychological services among offenders in long-term incarceration correctional services. The study consisted of two phases, namely the empirical phase and conceptualisation phase. In phase one, which was the empirical phase, a qualitative approach was employed. The study utilised phenomenological, explorative, and contextual designs. The study population comprised of male offenders who were serving their long-term incarceration in the Vhembe District at Limpopo Province. Thirty offenders and one clinical psychologist were purposively selected. Data were collected from participants using semi-structured interviews. In-depth information about their experiences physical and mental risks of being incarcerated, as well as the coping mechanisms they used during incarceration was collected. Unstructured interviews were used to collect information about psychological services that are being rendered at correctional centres and their effectives from the only psychologist who participated in the study. Field notes as well as observations were also used methods of data collection. Data analysis was done using Interpretative Phenomenological Analysis and Thematic data analysis. Relevant ethical principles were adhered to. Informed consent was sought from participants prior to the commencement of the study. The study further maintained the aspect of confidentiality and privacy since it was dealing with human subjects and sensitive issues. Issues of trustworthiness; credibility, dependability, transferability and conformability were ensured. The study findings revealed that most of the offenders were not very happy with the kind of mental health services they received from the correctional centres. They reported that correctional centres had a potential to make one totally insane. However, for one to make sense of what is happening at the correctional centres, one would need to receive mental vi health services. Furthermore, the study also discovered that one of the correctional centres is not providing offenders with mental health services and this makes it difficult for offenders to cope with their long-term incarceration since rehabilitation is not taking place. Findings also showed that offenders in one of the two centres were at a greater risk of contracting communicable diseases at the correctional centre due to overcrowding, poor health care system and poor hygiene. Concept analysis was done using Dickoff, James and Wiedenbach, (1968) guidelines. The framework adopted six guidelines that were used in theory development. A model was developed using the Walker and Avant (1995) framework to enhance the effectiveness of facilitation of psychological services at Thohoyandou correctional services and Kutama-Sinthumule Maximum correctional centre. The researcher recommends that mental health policies should be implemented to enhance and scale up mental health services in both correctional centres.

This research was conducted in the Thohoyandou Correctional Centre within the Female/Juvenile place found in the Thulamela Municipality in the Vhembe District. It is approximately 200km to the north of Limpopo Provincial capital of Polokwane. It focuses on finding out factors that influence offenders to re-offend again, investigate recidivism among youth offenders and identify some of the problems relating to recidivism. The research consisted of juvenile offenders incarcerated in the Thohoyandou Correctional Centre within the juvenile area. Both groups of sentenced male and female juveniles participated in the study. The research used non-probability sampling. Purposive sampling was used to gather information within the Thohoyandou Correctional Centre. The research used interviews and focus group interviews as methods of collecting data. The interviews were conducted using English and Tshivenda then the responses were translated from Tshivenda to English. The researcher interviewed young offenders who have offended and re-offended. The researcher used grounded theory as a method to analyse data. This method helped the researcher to generate theory from the data collected

Disability is the most painful experience for the mother and relatives when a child is born. This is because every parent expects a normal child once a woman conceives. For a mother to be able to cope with their children they need to be supported emotionally, psychologically and physically by the family members, community, and health care professionals and other support service providers.The overall purpose of the study was to develop a model to support mothers of children with intellectual disabilities in selected institutions of Limpopo Province.An exploratory sequential mixed method was employed which includes both qualitative and quantitative approaches to guide the study.Population was all mothers of children with intellectual disabilitiesand health care professionals from the selected institutions where the research was conducted. Health care professionals were purposively selected whereas mothers were conveniently selected. The study was carried out in two phases i.e Phase1(a & b) and Phase 2. Qualitative results were used to build a subsequent quantitative phase. In Phase 1a,a qualitative approach was employed using descriptive and exploratory designs. Qualitative data was collected through individual interviews.Data analyses were done utilising Tesch’s open coding method.In Phase 1b was quantitative approach wherein a cross-sectional descriptive design was used.Questionnaireswere developed and data were collected from the health care professionals in the selected study areas.Data analyses were done using the Statistical Package for the Social Sciences (SPSS) version 24 and the level of statistical difference being set at p<0,05.In Phase 2, concept analysis, model development and validation of the model were performed. Themes and sub- themes were identified from the analysed data. Current study revealed that some mothers were fully supported and some were not supported at all by both the family, friends, relatives, community members and health care professionals. Hence continuous support was seen to be very crucial to them.The study recommendations include: open communication, social, psychological and emotional support, combined available support services, access to special schools and formulation of support groups.

The aim of this research study is to propose an e-learning framework to deliver a guideline for the adoption of e-learning considering all major determinants such as technical, operational, organisational, cultural and socio-economical domains, in the setting of rural-based higher educational institutions. E-learning is a process which has arisen from ICT advancement, and it is coordinated together with the education programs at many universities. In South African tertiary institutions, the adoption rate for e-learning is higher in urban-based higher education institutions and colleges and lower in rural-based higher education institutions. Even though with the supposed capacity that e-learning provides, the bigger part of the e-learning approach in rural-based higher education institutions does not achieve their potential. This study focuses on identifying factors which impact the adoption of e-learning at rural-based, higher education institutions and its challenges. A case study approach is undertaken, using mixed methods for collection of data from the respondents based on e-learning adoption at student, educator and institutional level. The study identified the factors which influence the adoption of e-learning in rural-based HEIs. Eventually, the researcher proposed an e-learning framework which contributes to the e-learning adoption in rural-based HEIs, by establishing a guide for these institutions for enhanced planning, development and implementation tool for e-learning adoption using the Unified Theory of Acceptance and Use of Technology Model. The study identified that the e-learning usage and perception was lower in rural-based HEIs as compared to urban-based HEIs, and performance expectancy, effort expectancy, social influence and facilitating conditions are all major factors which influence the adoption of e-learning.

Gender mainstreaming has been adopted as a strategy for promoting gender equality in institutions of higher learning worldwide, and not least in Africa. There are perceptions that most strategic higher positions in institutions of Higher learning are dominated by men while women are marginalized. This study therefore explored Gender Mainstreaming in institutions of higher learning. In particular, the study was based at a rural university in Limpopo, South Africa. The study was based on a Feminist Theoretical Framework, where a mixed method approach was embarked upon. The study involved a population of 840 participants who were sampled to 84. Purposive sampling was used to select 9 participants who were interviewed and stratified sampling was used to select a sample of 75 participants who were given questionnaires. The findings of the study are as follows: Males at the University of Venda continue to occupy higher echelons of power. Women continue to be under-represented in the positions of Deans, HODs, School Administrators and Directors. The university has strategies in place for female staff to acquire equal representation in senior management positions. Factors hindering the implementation of the 50/50 parity on gender stem from the lack of commitment from top management, and the stereotyping of women’s roles. Some respondents indicated that they do not know of the gender policy at the University of Venda. The university uses the Employment Equity Act of 1998, but, it is not clear whether line managers are aware how it should be implemented. Gender mainstreaming policy is feasible. The study recommends that there should be more gender awareness activities such as workshops, conferences, and symposia for workers and staff members in order to sensitize them about gender mainstreaming.

Correctional Service inmate rehabilitation and rising issues of recidivism have been of interest within the Justice System with the mind to improve and ensure not only functionality but the effectiveness of every effort put toward rehabilitating inmates. Individuals are not convicted with the intention of closing them off from society completely, but to have their abnormal behavior corrected (this speaks to effective rehabilitation programmes and successful re-entry). Inevitably, this makes the parole period pivotal for assessing these programmes and why rehabilitation is not directly resulting in successful re-entry since parolees are more at risk to reoffend, making up the rising margin of recidivism of over 70% in South Africa. It then becomes significant to look into whether rehabilitative programmes are effective according to individuals who have practically been on the receiving end. This study investigated the lived experiences that recidivist parolees had of rehabilitation by taking a closer look at their lived experiences. This was qualitatively realized by employing to the study: interpretive phenomenological design. From a population of recidivist parolees residing in Vhembe District, after agreeing to participate in the study, a sample of 10 participants was interviewed (in accordance to data saturation) which were attained through the snowball sampling technique. From this sample, data was collected through the use of semi-structured open-ended interviews and analyzed through interpretive phenomenological analysis. This process yielded the following results. Generally, participants felt that rehabilitation programmes are not effective and play a very small role in influencing change. This is a similar case with re-entry into society. In light of this, participants reported that they have difficulty fitting into society as normal members because of social stigma, chronic trauma, not getting enough support after release and not being eligible for employment. Participants also reported irregular administration and accessibility of the programmes for all inmates. In light of these results, rehabilitation should be compulsory for all inmates and should also include post arrest programmes.

Water scarcity has become a constraint for sustainable development in the higher education institutions in South Africa including University of Venda. Water infrastructure is one of the major challenges within higher education institutions, the existing water supply infrastructure is over 20 years old and was not planned for the current population. This study aimed at developing a water management plan for higher education institutions in South Africa using the University of Venda as a case study. A water resource management plan provides a road map for reducing water consumption while encouraging sustainable water utilisation. Evaluation was done within the institution to identify water sources, water resources infrastructure and water utilisation. The study employed questionnaire survey to collect data on water consumption, to evaluate issues of the institutional participation in resolving the water problems within the institution and deduce water wastage. Water supply data was obtained from meter readings and water invoices obtained from Vhembe District Municipality and University of Venda. The latter were used to determine water consumption within the institution. Based on the sample size, the results indicated the estimated amount of water consumed daily by UNIVEN population is 66 341.9 l/d excluding water utilised at the cafeteria, car wash and auditorium. The average water supplied to UNIVEN in 2017 was 67 642. 25 mega litres/month, this indicates that more water is supplied to the institution since the estimated institutional water demand excluding illegal students in the residence halls ranged between 415 740 l/d and 597 620 l/d of water while the estimated institutional water demand including illegal students varied between 282 2610 l/d and 406 6580 l/d. The latter further indicates that there is water wastage within the institution because the water supplied monthly to the institution was in mega litres as indicated in the invoices, but the results indicated that the amount of water utilised daily within the institution was in litres, this clearly shows that the respondents under estimated the amount of water they utilise. The average amount of water used by students residing on campus was 271 l/p/d to 735.5 l/p/d while day scholars and university staff use 55 l/p/d to 142.5 l/p/d. The average amount of water used for cleaning ranged between 1 318.5 l/d to 3 909 l/d while gardening usage ranged between 4600 l/d and 8 600 l/d. The School of Agriculture experimental farm uses 9 270.4 l/d and the university laundry was found to utilise 5 186 l/d. The university laboratories were found to utilise 125 l/d to 215 l/d per practical session with 3 to 4 practical sessions conducted per week. The study found that the total water used by construction workers for domestic purposes iv is 800 l/d. The utilisation trends showed that during the dry seasons, the university population generally used about twice as much water as compared to wet season because municipal water was supplemented by rain water for watering plants and washing the pavement. The survey results indicated that students residing in the university residences waste more water by allowing the tap to run while brushing teeth, washing dishes, excessive use of water to rinse clothes while doing laundry, opening showers and leaving the water running while waiting for a desired water temperature. Activities such as watering flowers and lawn in an unmonitored manner and pavement washing in which the hose pipe runs for several hours during watering and pavement washing result in water wastage. The university does not have an environmental or water education projects that encourage students and staff to use water efficiently. Water conservation measures are lacking in the institution because there are no policies and procedures that outline how water should be utilised. The developed water management plan for University of Venda outline the current water consumption, targets for reduction, drivers for reducing water consumption and water reduction strategies. This study recommends that the University targets to reduce potable water usage by 12% in the next 5 years. The latter has been highlighted in the proposed water management plan. The proposed plan further presents a suite of strategies to reduce water usage, improve institution water resources data and to plan for the future. Water utilisation within the institution has not been efficient due to water not being utilised in a sustainable manner. Sub-metering of each building, water awareness campaign, introduction of water utilisation policies, routine inspection and maintenance of infrastructure and appointing an environmental coordinator or working with water experts in the School of Environmental Sciences will help reduce water consumption within the institution.

Although technology is being progressively used in supporting student learning and enhancing business processes within tertiary institutions, certain aspects are hindering the decisions of cloud usage. Among many challenges of utilizing cloud computing, cybersecurity has become a primary concern for the adoption. The main aim of the study was to investigate the effect of cloud cyber-security usage at rural based tertiary institutions in order to compare the usage with an urban-based institution and propose a cybersecurity framework for adoption of cloud computing cybersecurity. The research questions focused on determining the drivers for cloud cybersecurity usage; the current adoption issues; how cybersecurity challenges, benefits, and quality affects cloud usage; the adoption perceptions and awareness of key stakeholders and identifying a cloud cybersecurity adoption framework. A quantitative approach was applied with data collected from a simple random sample of students, lecturers, admin and IT staff within the tertiary institutions through structured questionnaires. The results suggested compliance with legal law as a critical driver for cloud cybersecurity adoption. The study also found a lack of physical control of data and harmful activities executed on the internet as challenges hampering the adoption. Prevention of identity fraud and cheaper security costs were identified as benefits of adoption. Respondents found cloud cybersecurity to be accurate and effective, although most of the students and employees have not used it. However, respondents were aware of the value of cybersecurity adoption and perceive for it to be useful and convenient, hence have shown the intention of adopting it. There were no significant elements identified to differentiate the perceptions of usage at rural and urban-based tertiary institutions. The results of the study are to be used for clarifying the cybersecurity aspects of cloud computing and forecasting the suitability cloud cybersecurity within the tertiary institutions. Recommendations were made on how tertiary institutions and management can promote cloud cybersecurity adoption and how students, lecturers, and staff can effectively use cloud cybersecurity.

Full textThe subject of traditional leadership has been, and will always be, the subject of academic debate in various disciplines and varying objectives throughout the years. However, it is in South Africa to a large extent, but Venḓa specifically, that this study focuses on the discussion on the controversial subject of vhuhosi (traditional leadership) within the homeland system. This study specifically identifies vhuhosi and institutions of Vhavenḓa as a topic for research given its muddied history during the dark days of colonial subjugation and apartheid oppression and suppression. It is for this reason that this study explores South Africa’s homeland policy with specific reference to vhuhosi of Vhavenḓa and institutions (1898-1994). In order to do this the study starts by describing the nature of the relationship between the South African government and vhuhosi of Vhavenḓa on the eve of homeland policy as a way of setting the tone of the Afrocentric exploratory paradigm. The objective is to expose the gradual political and socio-economic changes that vhuhosi and institutions of Vhavenḓa were subjected to during South Africa’s political development. The study then analyses the development of ethnicity vis-à-vis the influence of ethnic identity during the period surrounding the establishment of Vhavenḓa homeland. Given this background it then describes the changing power relations between the South African government and mahosi within the Venḓa homeland. Significantly, the study examines the impact of Vhavenḓa homeland on the internal relations among mahosi of Vhavenḓa as well as Vhavenḓa’s cultural conception of royalty and governance. The current researcher identifies the Afrocentric theory as a vehicle to embark on the explorative nature of this study. Unlike other theoretical paradigms that conducted research on vhuhosi and institutions for colonial and apartheid objectives, the Afrocentric approach was preferred as it puts African values at the centre. Therefore the Afrocentric theory was preferred as a way of debunking the Eurocentric/Western and liberal research on African subjects such as vhuhosi and institutions. Hence oral interviews played an important role to complement the written and archival material available.

Full textAlarming global crime levels lead to increased incarcerations, resulting in changes in the dynamics of the offender population. Developments that call for urgent progressive reforms of corrections, thereby fast-tracking the employment of female officers. A qualitative study was conducted to explore the lived work experiences of 17 female correctional officers, at Kgoši Mampuru II Management Area in Pretoria, South Africa, to determine how they shape their work identity in this male-dominated sector. An interpretive phenomenological analysis methodology is applied, informed by the Social Identity Theory (SIT) to conceptualise the factors that shape these officers’ work identity. Themes identified include the role of the corrections environment as a social institution, corrections operating as separate communities, and how being different contributes to the distinct attributes of female correctional officers. Emotional labour, vigilance and their uniform also proved significant tools these female officers applied as a means to cope and assert their rightful place in this harsh, strained environment.

‘Gonyalelwa lapa’ is a form of a marriage whereby a family marries a woman to a deceased son who passed on without having biological children, for the purpose of restoring or reviving the deceased’s name. The woman is married with her existing children, or to bear children who will take the surname of the deceased man. Women find it difficult to leave such marriages for the fear of losing their children whom they signed off by accepting to be married under this type of marriage. This study employs the feminist standpoint methodological approach in order to explore experiences of women who are married for ‘lapa’. The study purposefully selected a sample of 8 women who are married under ‘Gonyalelwa lapa’ as well as 4 key informants. Findings demonstrate that women marry for ‘lapa’ mainly for economic reasons, to escape stigmatization, for the acquisition of the marital surname, which is tied to being acknowledged, respected and recognized by the community. Nevertheless, these women face multidimensional challenges within their in-laws’ households: they receive no support from the inlaws; their girl-children suffer discrimination based on ‘sex-preference’, boys are given more value on the basis that a boy will be able to perpetuate a deceased man’s name. Most women married under this type of marriage suffer from emotional and economic abuse at the hands of their in-laws. The study reveals that these challenges are attributed to lack of physical presence of the husband in the family. The study recommends that a large scale study be conducted on this or related topic, to build knowledge and create an awareness of such a marriage as to facilitate its inclusion in Customary Marriage Act.

Full textThis research is aimed at analysing the nature, extent and cause of smuggling at selected Correctional Centres in Gauteng with the aim to provide appropriate strategies to combat smuggling. Smuggling is seen as a chain of command that reflects predisposition of an organised crime. Smuggling in correctional centres is an ongoing concern. Unauthorised items that are smuggled into the correctional centres have an adverse effect into the lives of people and death is an ultimate price. The Department of Correctional Services is also experiencing a severe shortage of officials due to The Seven Days Establishment and the Occupation Specific Dispensation (OSD) policies of Centre- Based and Non-Centre- Based staff. The study shows an increase of smuggling of items such as dangerous weapons, dagga, cellular phones and sim card over a three-year period at the three Correctional Centres. Various recommendations are made to combat smuggling in correctional centres including going back to the basics of proper searching of visitors, offenders, cells and staff when entering the facilities.

Family involvement in caring for mentally ill patients in long-term mental healthcare institutions is defined as a strategy in which family members and long-term healthcare professionals become partners to provide the best possible care for a person with mental illness. The study seeks to develop a model to promote family involvement in long-term mental health care institutions in Limpopo Province, South Africa. Mixed methods was used. Unstructured interviews were conducted with 21 family members and 6 focused group discussions with MHCUs in qualitative phase. Self-administered questionnaires were used to collect data from 360 nurses in the quantitative phase. Data was analysed independently of which convergent analytic approach was used to merge the two data sets. iv The study reports that the MHCUs’ attitudes towards families contribute to poor involvement by family members in the care/visit of the MHCUs while admitted in long-term mental health care. The rejection of the MHCUs also came up strongly during data analysis. Nurses perceived that insufficient family involvement hinders the provision of mental health care services. Eight steps in the Walker and Avant Method were adapted to clarify and distinguish the definition of the main concepts. A model to promote family involvement was conceptualised using the six areas as described by Dickoff, James and Wiedenbach (1968). A model was validated against its rationale and purpose of the study. Justification on the contribution of the family involvement in mental health care revealed that “family involvement in caring for MHCUs” is an engagement and encourages family members to participate in the diagnosis, treatment and recovery process. Study recommended that a developed model should be implemented in health establishments providing mental health services. Policies should be reviewed to include activities which the families should be notified of immediately the mentally ill patient is declared to receive mental health care, treatment and rehabilitation. Full textThis dissertation encompasses the design of a low security correctional facility to function as a community re-entry centre in central Pretoria. In recent years, the Department of Correctional Services realised that alternative approaches and innovation is desperately required to deal with the issues of overcrowding, recidivism, known as the habitual return to a life of crime, as well as the spiralling cost of incarceration in South African prisons. This dissertation proposes a new detention building type in South Africa within which the education, rehabilitation and reintegration of inmates can be dealt with holistically. In the proposed building, the designer will attempt to create awareness about the plight of offenders and their recovery from a life of crime while incorporating research with regards to sustainable architecture. It aspires to realising the opportunities that could arise from the human capital locked away in our correctional facilities if successful rehabilitation within an appropriate architectural environment could be implemented.

The objective of this study was to investigate the effects of workforce diversity on employee performance in a selected Higher Educational Institution in South Africa. Various legislative measures were introduced by the government in order to shape the workforce in organisations. However, these legislative measures expressly focus on compelling organisations to embrace diversity and thus not considering the business need of it and how it influences employee behavioral outcomes such as employee performance. It is upon this backdrop that this study investigated the effects of workforce diversity on employee performance in an HEI in South Africa. A cross-sectional research design was used. A random sample (n = 267) was chosen by dividing employees into homogeneous strata of academic and non-academic employees. A Workforce Diversity Questionnaire and Employee Work Performance Questionnaire were administered. The results showed a positive and significant relationship between independent variables (gender diversity, ethnic diversity and educational diversity) and the dependent variable (employee performance). The relationship between age diversity and employee performance was not significant. HEIs should introduce diversity management programs to improve the effectiveness of workforce diversity towards employee performance. Because a cross-sectional research design was employed, conclusions about causality could not be made

South African youth, like many young people the world over, experience obstacles related to accessing age-specific health care services. School-based health centres, therefore, represent a mode of delivery of youth-friendly services tailored to meeting the healthcare needs of young people, such as university students. The aim of the study was to investigate the barriers faced by University of Venda (UNIVEN) students in accessing the institution’s health services.The objectives of the study were to assess the level of awareness of the respondents regarding the UNIVEN campus health services and to determine the availability and acceptability barriers experienced by students in accessing the campus health services.The study is quantitative using a self-administered questionnaire, informed by literature review, to collect data from the respondents. The study population consisted of all the students who were resident on campus. The sample size were five hundred and thirty four (534) respondents drawn from all the residences on the university campus and comprising of students from all the schools and levels. Questionnaires were administered face-to-face to respondents in the respondents’ rooms. The validity and reliability of the study were ensured. Ethical considerations, such as informed consent, right to privacy, and no-harm to participants, were observed and addressed in this study. Data was entered and analysed using Statistical Package for Social Sciences 23. For continuous variables such as age, descriptive variable was calculated. For categorical variables, frequencies and percentages are presented.The results indicated that the average age of the study population was 21.85 years with almost all of the respondents (95%) being aware of the existence of a health clinic on the Univen campus. However, only 63% had gone for consultation at the clinic. Awareness of the clinic’s services appears to be poor, with HIV Counselling & Testing being the most known service, while minor illnesses’ management was the most utilised service (48%). Barriers experienced by the respondents were related to waiting times and opening hours of the clinic, with only 33% and 39% respectively, describing them as ideal.The study provides evidence that although university health services may be provided at no cost students still experience barriers in accessing them. Effective measures are needed to increase students’ awareness of the clinic’s services and to shorten waiting times and improve clinic opening hours.

Full textIn the study below, the phenomenon of "maximum security prisons" is described as it is applied in various parts of the world, according to capita selecta. The phenomenon is described as it occurs in four countries, namely Australia, the United States of America, England and South Africa. The primary aim of this study is to obtain the Magister Artium degree. Secondly, it will shed more light on the treatment of prisoners who have to be detained in maximum security conditions as a result of their type of offence, length of sentence and conduct. The philosopical framework for the detention of maximum security prisoners is taken into account, while certain generic aspects unique to prisons are examined as well. This study is of universal importance because long-term prison sentences are on the increase, in spite of the fact that other punitive measures exist.
In die hieropvolgende studie word die verskynsel "maksimum sekuriteitsgevangenisse" soos wat dit in verskeie werelddele toepassing vind aan die hand van capita selecta beskryf. Die verskynsel word ten opsigte van vier lande, naamlik Australie, die V erenigde State van Amerika, Engeland en Suid-Afrika beskryf. Die beskrywing het in die eerste plek ten doel om die graad Magister Artium te verwerf. Ten tweede werp dit meer lig op die bantering van gevangenes wat weens hul tipe oortreding, vonnislengte en gedrag in maksimum sekuriteitsomstandighede aangehou moet word. Die filosofiese raamwerk vir aanhouding van maksimumgevangenes word in oenskou geneem, maar daar word ook na verskeie generiese aspekte eie aan gevangenisse gekyk. Die studie is van globale belang weens die feit dat langtermyngevangenisstraf besig is om toe te neem, ten spyte daarvan dat alternatiewe vorme van straf bestaan.
