Abstract:
The article deals with some aspects of organization of educational and upbringing system in Kharkiv Correctional Shelter for Juveniles in the late 19th– early 20th century. On basis of the analysis of historical and pedagogical literature, periodical press, regulatory framework and reports general specifics of work of correctional shelters for juveniles of the period under investigation as well as contingent of children who were subject to re-education in specialized institutions of public custody and organizational model of educational process were revealed. It has been proved that a positive educational and upbringing system was developed in Kharkiv Correctional Shelter for Juveniles. Its practical value was to take into account a whole range of methods of influence on individuals, such as knowledge of child’s nature, formation of his moral behavior, provision of opportunity to gain professional skills through age consideration, his physical and psychological abilities. The educators implemented pedagogical support throughout child’s entire stay in the Shelter. They analyzed the activity of Shelter leavers as well and created family, festive atmosphere through the organization of theatre studios, group choirs, various entertainment activities (“reading vague pictures”, “a magic lamp”, carousel riding, arranging illuminations and fireworks), excursions, exhibitions, lectures, meetings with outstanding specialists in this or that field of science, etc. The article highlights the importance of study the historical experience of the past as well as practice of custody of children and the youth for solving modern social and pedagogical problems.

Abstract:
The article indicates that since the second half of the XIX century in Russia there are special educational and correctional institutions for juvenile delinquents, vagabonds, begging children and juvenile delinquents. The law «On Correctional shelters and Colonies for Minors» (1866) did not disclose staffing issues about the number of staff, their educational training. The purpose of the functioning of the shelters was defined by law as the moral correction of minors. The formation of the profession of educator for educational and correctional institutions in Russia has historically been difficult: from understanding its necessity, rejecting training institutions, to recognizing it as an independent work activity. In the pre-revolutionary period in Russia, the requirements for this profession were formed: a candidate for the position of a teacher must have a pedagogical education (special training was also planned), have positive moral qualities, and have a penchant for this profession (love working with children). Many years of experience in the work of educational and correctional institutions facilitated to the differentiation of personnel by positions and the consolidation of functional duties. If initially educators performed the functions of supervision, training and education, then gradually the latter became the main one in their activities. In terms of discussions, the question was raised about the specifics of the work of a teacher in educational and correctional shelters for girls on the example of the work of teachers in the only specialized for girls Bolshevsky (Yakovlevsky) educational and correctional shelter.

Abstract:
Using data drawn from the Children in Custody (CIC) statistical series, this article presents 20-year trends (1) in the number and characteristics of juvenile correctional facilities, (2) in the number and characteristics of youth held in juvenile correctional facilities, and (3) in the costs of confinement of youth held in juvenile correctional facilities. A brief history and some of the limitations of the CIC data are presented. The new Census of Juveniles in Residential Placement that replaced CIC in 1997 is briefly described. The article concludes that, even after controlling for the size of the at-risk juvenile population and inflation, there were more juveniles, more males, more minorities, and more violent offenders in more crowded, secure, and costly juvenile correctional facilities in 1995 than there were in the preceding years.

Abstract:
By the beginning of the twentieth century in the Russian Empire, a network of specialized educational shelters was formed for the correction of juvenile criminals. Such institutions organically combined the teaching of general education subjects and agronomic skills. The Tver society of agricultural colonies and craft orphanages controlled the formation and operation of correctional institutions for juvenile delinquents on the territory of their province. Members of the public organization resolved issues related to financing and hiring a staff of teachers. The society interacted with the bodies of the Ministry of Internal Affairs and the civil administration of the Russian Empire. One of the main problems affecting the development of penitentiary institutions for juvenile offenders was their adaptation after release from the shelter. It was the financial support of shelters and training in agricultural skills and general education disciplines that could become the key to the return of the teenager who committed the crime to the subsequent active social life.

Abstract:
The article examines the historical experience of creating a system of correction and moral education of juvenile offenders in pre-revolutionary Russia. The activities of special correctional institutions for minors are studied using the example of the Kazan educational and correctional craft shelter and the Vologda correctional craft shelter. It is concluded that the situation with the execution of sentences against juvenile offenders in the country as a whole remained very difficult. The problem was that the role of the state in creating shelters was insignificant. Most of the punitive institutions for minors in the Russian Empire owed their emergence and prosperity to the widespread charity of private individuals.

Abstract:
Introduction. At the present stage of development, society faces the problems in the field of high levels of juvenile delinquency and adolescent deviation, which were typical of Russia at the beginning of the 20th century. In the practice of criminal and penal legislation, the application of imprisonment to them often remains the only form of punishment. As part of the search for an optimal model for achieving a corrective effect, it is interesting to refer to the existing historical experience. A comprehensive inclusion of the public to solve the situation was one of the forms of combating juvenile delinquency since the second half of the 19th century. One of the instruments of state policy in this area was the active involvement of the monasteries of the Russian Orthodox Church, which were to become the leading body in the fight against and prevention in the field of juvenile delinquency. Materials and methods. By the example of the organization of the work of correctional shelters, founded in 1898 at the monasteries of the Kuban region, the authors analyze their activities, the difficulties in organizing work with the contingent within the monasteries of the entire Caucasian department. The conclusion becomes relevant that success in the activities of prevention and correction was possible only with the wide involvement of the public, the training of pupils of shelters in professions that are in demand on the labor market, a combination of various programs and religious educational practices, in close cooperation with the executive authorities of the region. Analysis. An appeal to the history of correctional institutions in the North Caucasus can help improve the organization of work in relation to juveniles who committed crimes in the implementation of the strategy for the execution of punishments. Results. As the results of the study showed, this experiment did not receive wide support not only in the region, but throughout the empire. And only thanks to the help of the public in organizing the work and maintenance of the orphans, with limited funding from the state, the monasteries managed to establish the process of rehabilitation of juvenile delinquents. In combination with the use of various educational systems and programs, school and labor training, various methods of education and mentoring, the monasteries contributed to the correction of minors.

Abstract:
The article discusses the problem of reforming criminal legislation in relation to juvenile offenders in the Russian Empire in the late XIX-early XX centuries. At that time, among the &quot;judges of justice&quot;, who were based on ideas of humanity, values of a child’s personality, protection of his or her rights, the idea of changing the existing criminal legislation in relation to the child offender arose. One of the key issues in the article is consideration of the justification of the terms of staying children in correctional institutions. In order to ensure the rehabilitation of juvenile offenders in colonies-shelters, the authorities of the country attempted to amend some legislative acts. This had a great impact on the organization of juvenile justice, reflected in the practical activities of educational and correctional institutions of the Russian Empire in the late XIX-early XX centuries. The innovations in the criminal legislation became a big step towards the humanization of the process of raising delinquent children in pre-revolutionary asylum colonies. That was the first time that a child was considered not as an object, but as a subject of the pedagogical process, an individual with rights. The activities of educational and correctional institutions ceased to be punitive and were directed towards human treatment of children.

Abstract:
The article highlights topical issues of guardianship and trusteeship of children and the youth in Ukraine at the end of the 19th and the beginning of the 20th century, which found a constructive solution in pedagogical, psychological and legal literature of the period under investigation on the pages of the Prison Herald Journal, established by the Ministry of Internal Affairs and the Ministry of Justice. Thorough analysis of the journal materials made it possible to reveal that the authors of publications sought to cover a wide range of social and pedagogical issues related to the organization of public guardianship institution activity, solution of children's homelessness problems, prevention of juvenile delinquency, provision of educational and upbringing services to pupils of correctional shelters and assistance in their professional development. The most valuable documents submitted by the journal are such as state laws and decrees on strategies of improving the conditions for rendering assistance to orphans, street children and juvenile offenders; statutes and educational programs that helped educate children and young people who found themselves in difficult situations and hard living conditions. The journal tells how juvenile offenders were “re-educatedˮ and socialized in correctional institutions of public custody. It contains many reports on the activity of charitable societies, public organizations and children's shelters. Their analysis has made it possible to study the effectiveness of the system of guardianship and trusteeship of children and the youth in the period under investigation, and to identify shortcomings and ways of their elimination. In addition, the author of the article has made a conclusion about practical significance of the obtained results. He has also proved topicality and necessity of creative use of the past achievements in modern conditions.

Abstract:
Juvenile Correctional officers are important to the function of secure facilities because they maintain constant contact with offenders. This quantitative study sought to determine why turnover rates continue to rise and offered insight into retaining officers. This study utilized Abraham Maslow's Hierarchy of Needs theory as the foundation for explaining relationships between the variables: quality supervision and intent to stay and job satisfaction, job search, and job embeddedness of juvenile correctional officers across the United States. Survey data were collected from 247 juvenile correctional officers using a web-based survey containing 5 scales including Quality of Supervision and Intent to Stay, and Job Embeddedness, Job Satisfaction, and Job Search. The relationship between quality of supervision and intent to stay and job embeddedness, job satisfaction, and job search, were analyzed through correlational and multiple regression analyses. An ordinal regression analysis determined that of the variables examined, job satisfaction was a significant factor in the quality of supervision for juvenile correctional officers supervising female youth in secure facilities. A multiple linear regression analysis determined that of the variables analyzed only job satisfaction and job search had a significant effect on juvenile correctional officers supervising female youth intent to stay employed at secure female facilities. This research enhances the body of knowledge examining the cause of individuals' intent to stay and quality of supervision. Reduction of employee turnover increase of job satisfaction, and quality of supervision can positively benefit juvenile justice organizations by enabling correctional staff to meet the overall mission of keeping youth and communities safe.

Abstract:
At the end of the nineteenth century, individuals identified as child savers pioneered an unprecedented movement to save America’s children from physical and moral harm. The establishment of the juvenile justice system came as a result of the actions of the child savers. Researchers have focused extensively on many aspects of the juvenile justice system including studies on the effectiveness of the system to tracking the changes the system has undergone since its establishment. Numerous other studies examined opinions of the juvenile justice system. However, the research has focused solely on the general public, juvenile probation officers and juvenile correctional staff. The current study examined the actual participants within the juvenile justice system - the juvenile offenders - to gauge their perceptions of the system that was created to protect and turn them into law-abiding individuals. A survey was conducted with juvenile offenders housed within two conservative, Midwestern juvenile correctional facilities. The juveniles believed that rehabilitation should be an integral goal of the juvenile justice system and they endorsed community-based interventions as a means to change behavior. The results indicate that the juvenile offenders are in tune with the general public as seeing the juvenile justice system as a child saving institution rather than as a punitive endeavor.

Abstract:
This study had a two-fold purpose. The first purpose was to compare the rankings of a set of knowledge/skills statements as reported by teachers of students with emotional behavioral disorders and teachers in juvenile correctional special education settings. A survey instrument designed to measure the importance, proficiency, and frequency of use of clusters of knowledge/skills statements was administered to 123 teachers in juvenile correctional special education settings in state institutions. Mann Whitney U analyses were calculated to compare the mean rankings of the two groups of teachers. The findings indicated that teachers in juvenile correctional special education settings and teachers of students with emotional and behavioral disorders were very similar as to which knowledge/skills clusters were important to their job performance, which clusters they were most proficient at using, and which clusters they utilized most frequently. The second purpose was to compare the teachers in juvenile correctional special education settings and to determine whether their mean rankings of the knowledge/skills clusters varied when analyzed by differing categories of age, type of certification held, years of teaching experience, and level of the teachers' education. Analysis of variance revealed no significant difference in the mean rankings in any of the comparison groups. Therefore teacher age, level of education, type of certification held, or years of teaching experience yielded no significant differences on the mean rankings of the knowledge/skills clusters.

Abstract:
Many young people in South Africa are involved in crime, especially violent crime. This statement is supported by statistics obtained from the Annual Report (2013:37) of the Judicial Inspectorate for Correctional Services which indicates that 26 282 young people were serving sentences in South African Correctional Centres at the end of the 2012/13 financial year. This annual report of the Department of Correctional Services (2013:13) indicates that at the time of the report, 11 000 offenders were sentenced to life imprisonment and a third of them were youth offenders. The majority of these young people have to be transferred from juvenile facilities to adult centres to continue their incarceration when they turn twenty one. This transition holds a number of challenges, both for these young people and the Department of Correctional Services. Young people are confronted with the reality of possibly falling victim to HIV/AIDS, gangs, sodomy and rape in overcrowded, adult correctional facilities. The Department of Correctional Services encounters problems in assisting these young people to adjust to this transition and the protection of these young people from assault and abuse by older inmates remains an institutional concern. The main aims of this research are to examine: the age at which juveniles are transferred to adult correctional centre to continue with their sentences; the factors taken into account before transfer; the challenges faced by youth offenders in adult correctional centre; and the needs of youth offenders in adult correctional facility. The study addresses the following questions: • At what age are youth offenders transferred to adult correctional centre? • What other factors besides age are considered before youth are transferred to adult correctional centre? • Are there any preparatory measures in place to assist youth with the transfer? • Are there any induction programmes available to assist youth adjusting in adult correctional facility? • What are the challenges faced by youth in adult facility? • What are the needs of youth offenders in adult facility?
Criminology and Security Science
M.A. (Criminology)

Abstract:
Inclusion has been embraced in many communities as a useful strategy in addressing learner diversity. Juveniles in correctional centres are usually different and have various needs. Applying inclusion in such a setup is envisaged to address the needs of diverse learners. The study focuses on how inclusion can be used as a strategy to promote social wellness of juvenile offenders in a bid to reduce recidivism and to facilitate smooth social re-integration. The aim of the study was to investigate and explore ways in which inclusion can be used to promote social wellness among juvenile offenders. The ecosystemic theoretical framework was used as a lens to explore the impact of social systems in the development of juvenile offenders. Qualitative research design was used and data were collected by means of semi-structured interviews. Ten juveniles and teachers were selected in a Gauteng correctional centre on the basis of availability and willingness. Participants were informed that their participation was voluntary and all the information concerning the study was communicated to them. They were given consent forms to complete after they had agreed to participate. Findings revealed that education at the centre promotes social wellness and had resulted in positive behavioural change among most juveniles. Relationships among juveniles and with stakeholders also improved with education received at the centre. The major challenges faced were that teachers had not received adequate training in inclusion and inadequate psycho-social support was given to inmates. It was recommended that teachers be given in-service training in inclusion and how to deal with learners with behavioural challenges. More psycho- social support should be provided and family involvement to be intensified.
Inclusive Education
M. Ed. (Inclusive Education)

Abstract:
碩士
國立臺北大學
犯罪學研究所
105
The paper aims to find out the development, practice and effectiveness of follow-up counseling system that is very important for juvenile delinquency prevention. To understand the actual implementation of the policy, the first-line practitioners as the research object were interviewed by the following questions, including the policy, related authorities, cases, the persons involved in cases. The researcher conducted analysis by comparing the previous references and interviewers’ opinions. However, due to the implementation of policies entrusted to civil society organizations, the participants of the study were social workers, which is a considerable research restriction. The study visited seven accredited social welfare units throughout the country and nine social workers. The findings showed that the policy is not sufficiently developed and has only "tracking" operational requirements, which makes it difficult to put into practice. Also, practical experience and resources of the practitioners are required to make up for it. In addition, the related authorities have different concepts regarding the policy and cases which makes it hard to connect resources. What’s more, because the policy itself is not improved by the native environment of the case, the effectiveness of the policy is fairly poor, and the situation of juvenile recidivism and conversion into adult criminals still not sufficiently reduced. This study proposes four recommendations for the improvement of the policy. First of all, the successful policy is based on the understanding of cases’ characteristics. Secondly, multi agencies should establish a consensus of the policy. Thirdly, it is essential to provide enough resources and staff before planning the policy. Finally, social workers should initial their work to establish social bonding with juveniles before their release from correctional facilities.

By doing so, the author aims to generalize the factors and find out the relationship between their social network interactions and drug abuse. In the past, there have been numerous studies of drug abuse. Based on the general characteristics of previous findings suggest that biological, psychological and social factors were related to explain and interpret as well as a cause of drug abuse. This study devoted the main of social network for juvenile delinquent of drug abuse as a main focal point and range. In order to assess juvenile delinquent’s perceptions and experiences of their social network interactions, this study adopted a qualitative methods and sampling for 6 youths who are convicted for violating “Drug Law Act, Article 2.” and imprisoned at Ming Yang Correctional High School in Taiwan. In addition, we conducted semi-structured in-depth interview (twice per case) and various document with a sample of 6 youths for data processing. The result of this study indicated that it is a least of any self-esteem, message, instrumental and social contact support in their social network. And they had a lot of problems that block between their formal or informal institution and their social network. Especially for the dimensions of encountering with police, we found that they had a numerous experiences of threatened and assaulted by police, when they were under proceeding in investigated and arrested. So it may easily to misleading theirs mind of observing discipline and obeying the law. Therefore, they may impute another as inflicter, this is likely to be a cause of drug abuse or criminal behavior. Finally, this study made four suggestions concerning the problem of social network on juvenile drug abusers. First at all, to develop “one school one worker”, provide a welfare service to student. Second, to practicable a social welfare service in community. Third, to review the policy of residence register, supervise the flow people in each district that made public safely. Fourth, to improve the relationship between police and public.

Abstract:
Text in English, with abstracts and keywords in English, Sesotho and Afrikaans
The purpose of the study was to investigate and explore how rehabilitation and wellness of juvenile offenders in selected South African correctional schools can be promoted. A wellness model that can be used to promote the wellness of juvenile offenders was proposed based on the findings of the study. The researcher used the wellness, ubuntu and bio-ecological theories as theoretical frameworks to guide the study. These theories helped the researcher to understand how the promotion of wellness among juvenile offenders can facilitate effective rehabilitation and, ultimately, offender reintegration into society. The interpretive paradigm was employed to understand the experiences and views of juveniles as well as teachers and heads of schools who were directly involved in the rehabilitation of juvenile offenders. The study used the qualitative research method in which open-ended questionnaires were used to collect data from juveniles and teachers whereas semi-structured interviews were to collect data from heads of schools. Participants were purposefully selected to ensure relevant data was gathered. Twenty-one juveniles, twelve teachers and seven heads of schools took part in the study. Participants were drawn from four provinces and seven schools. Data were analysed qualitatively through coding, categorising and developing themes. Themes that developed from data interpretation were used as headings for the findings in each wellness dimension. Themes that developed from the study revealed that schools were making a great effort to promote the wellness of juvenile offenders. Great strides were made especially in promoting the wellness of juvenile offenders through the involvement of different stakeholders although this was inadequate. Schools were facing challenges such as lack of resources, shortage of skilled personnel as well as inadequate stakeholder involvement. The research proposed a wellness model that is holistic in nature to help teachers and other stakeholders involved in juvenile offender rehabilitation to promote their social, physical, emotional, spiritual, career and intellectual wellness.
Mohola wago bala e be e le go aga lenaneo leo le ka šomišwago ke barutisi le batho ba bangwe mo thekgong ya bana bao ba lego dikolong tsa kgolego (dihlokatsebe).
Psychology
Ph. Abstract:
<em>Abstract</em> .—Basic research on the settlement and postsettlement ecology of spiny lobster <em>Panulirus argus </em> has led to an application with the potential to replace lost natural refuge with artificial shelters intended for the vulnerable small juvenile stages. We began investigating ecological processes regulating juvenile spiny lobster recruitment in the Florida nursery in the mid-1980s. An unprecedented massive die-off of sponges in the middle Florida Keys followed cyanobacterial blooms in 1991–1993, ultimately affecting about 300 km2 of a region providing approximately one-fifth of total juvenile recruitment. Before 1991, crevices in sponges provided diurnal refuge from predators for about 70% of juveniles <50 mm carapace length. On the basis of sampling done before and after sponge loss, we estimated that juvenile abundance declined by 30–50% on spongeless sites without alternative shelter, resulting in a decrease of annual nurserywide potential of up to 10%. Results of a field experiment evaluating the relative influences of the magnitude of settlement and availability of crevice shelter on juvenile recruitment, fortuitously begun before the sponge die-off, showed that juvenile survival and abundance were sustained on small 0.02- to 0.07-ha test sites provided with supplemental artificial shelters (slotted concrete blocks). In the absence of sponges, survival of microwire-tagged juveniles on the shelter-supplemented sites was about six times higher than that on unsupplemented sites. On the basis of our earlier ecological findings, we devised a feasibility study to test whether the artificial shelters could replace lost sponge shelter for juvenile lobsters on a large scale. It took the form of a field experiment using 240 shelters spread over 1-ha sites located amid hard substrate denuded of sponges. The shelters provided substitute crevices, supporting juvenile lobster recruitment approximating that in areas with good sponge cover. This outcome exemplifies the essential value of initial basic research that provides understanding of the ecological processes regulating individual survival and, ultimately, the character and dynamics of the fishery population. Such an approach, and the information it provides, is necessary to successful rehabilitation of essential habitat or restocking of natural populations. Moreover, conducting basic research can help prevent the waste of precious time, funds, income, and human effort that typically has occurred in past failed attempts that were undertaken with insufficient knowledge. We urge the fisheries-ecology discipline and support agencies to promote strongly the primacy of research on basic processes.

Abstract:
This chapter focuses on Jerry Ruiz’s work directing a staged reading of Neruda’s play in 2016 as part of The Public Theater’s Mobile Unit Shakespeare program, which tours to correctional facilities, homeless shelters, and community centers throughout New York City. This unique project tried to overcome the barriers that Spanish-speaking communities potentially face in accessing Shakespeare. In the summer of 2016, following the Mobile Unit’s formula of stripped down stagings and texts, an abridged version of Neruda’s work was performed. During the rehearsal process, my collaborators and I discovered the power of music to illuminate Shakespeare’s play for Spanish-speaking audiences. Ruiz explains how interpolating well known Spanish-language songs by Violeta Parra and Luis Alberto Spinetta helped blossom the play into Mala Estrella, an evening of music and excerpts from Romeo y Julieta.

Abstract:
Abstract Criminal justice reforms in the past two decades have significantly reduced the number of juveniles (under age 18) detained in adult correctional facilities; however, individuals in their late teens and early twenties, often referred to as emerging adults (EAs), face disproportionately high rates of incarceration in jails, accounting for nearly 26% of the jail population. The present chapter reviews and synthesizes what is known about EAs regarding their psychosocial and cognitive development, mental health and treatment needs, and risk for behavioral problems while detained. We highlight promising research on interventions and assessment strategies for EAs in jails and discuss a pertinent case example with related practice considerations. Given the recent advocacy efforts and subsequent policy changes that have begun to alter the sentencing and treatment of EAs who come into contact with the justice system, it is imperative that researchers continue to investigate best practices for meeting this population’s unique needs.

Abstract:
The article presents the results of analysis of the validity of placing minors in special educational and correctional institutions (SECI). The definition of this type of institution is given, the laws regulating correctional and psychological work in SECI are listed, statistics on the number SECI and the dynamics of juvenile delinquency in the Russian Federation are given. The development of special educational and correctional institutions is explained both from the point of view of global trends and from the point of view of the history of the development of such institutions in Russia. Described differences between juvenile colonies and SECI, as well as specifies of correctional and psychological work in SECI. The psychological characteristics of juveniles in SECI, the specifics of their social environment, and the types of offenses that occur among juveniles are described. Types of correctional work in SECI are listed. Particular attention is paid to work with the families of minors, as well as resocialization. Analysis of the results of the effectiveness of educational and preventive programs of SECI is carried out, based on materials provided by the Ministry of Education of the Russian Federation, as well as those published in Russian and foreign publications and on the Internet. Effective elements of prevention, such as mentoring and restorative tools ("family conferences" and "community support circle", restorative mediation) are discussed. The article draws a conclusion about the educational potential of SECI, and also considers the risks for adolescents in closed-type institutions.
