The research question is whether there is a sufficiently homogeneous pattern of corruption among 15 countries of Eurasia stemming from the Soviet communist heritage and USSR disintegration that a reasonably common set of anti-corruption reform policy recommendations will be effective. The proposed findings draw on a literature review and a comparative analysis of 2016 Transparency International (TI)'s Corruption Perceptions Index (CPI) information for countries in the region. The methodology is an analysis of the literature and the TI 2016 CPI information. There is explicitly no original field research or theory development. Perceived corruption in the region appears to be a heterogeneous phenomenon. There is a wide range in the TI perceived corruption of these countries. Political will and popular support for anti-corruption efforts likely vary greatly across the fifteen countries of CIS and Eurasia. Anti-corruption effectiveness thus likely varies markedly by country. An assessment requires country-by-country detailed investigation.

Corruption is a human phenomenon that covers the whole world. It is a fact that public corruption gains more prominence than private corruption, because the state has the duty of accountability in a transparent way to taxpayers. As a result of this, the authors focus on the analysis of public corruption, which involves agents and public resources of the state. Therefore, this study has the main objective to verify if there is a relationship between IPC corruption (corruption perception index) and HDI (human development index), which posits the hypothesis that the greater the corruption, the lower the HDI indexes. In addition to the CPI and HDI variables, they also analyze the GDP of the countries in a secondary way. The global data analyzed indicate a high correlation between greater corruption and a lower index of human development, which may suggest problems of accountability.

Statistically significant linear regression equations were obtained, reflecting the relationship of the considered indices for three countries (Germany, Colombia, France).

The World Bank's Business Environment and Enterprise Performance Survey (BEEPS), Doing Business Indicator (DBI), and World Bank Institute's Governance Indicator (WBI-GI) are also reviewed, as is the role of global anti-corruption agencies and various instruments. Additionally, the relationship between corruption and foreign domestic investment, economic growth, and economic and political institutions are considered, as are anti-corruption intervention strategies for corruption and business ethics training.

The purpose of this study was to determine the conformance levels of government websites in Sub-Saharan Africa (SSA) to Web Content Accessibility Guidelines (WCAG) 2.0 and examine which macro factors influenced the accessibility these websites. The findings indicated that the majority of government websites in SSA still had a long way to go to become accessible based on the WCAG 2.0 standards. None of the 217 government websites examined adhered to all the WCAG 2.0 guidelines. Cross country analysis showed that there are three macro factors influencing e-government accessibility in SSA, namely Human Development Index (HDI), Corruption Perception Index (CPI), and percentage of the active population (15-64 years). Countries with high HDI levels and low CPI levels tend to have websites with fewer accessibility errors, while those for countries with high percentage of the active population have more accessibility errors.

According to the compilation of Corruption Perception Index (CPI) by Transparency International Indonesia on 2006, 2008 and 2010, 85 percent of the Indonesia local governments got a score less than 5 with meaning highly corrupt. However, there are exceptions such as Yogyakarta City. Yogyakarta is one of the areas with relatively low levels of corruption in its local governments in 2006 (5.59), 2008 (6.33), and 2010 (5.81). So, what does Yogyakarta do differently? One of the reasons for the differences in corruption level might be that, where it is widely supposed that corruption is negatively related to accountability, increased accountability is mostly implemented by formal mechanism. Special for Yogyakarta is that it, next to such formal ways of accountability, makes extensive use of informal ways to improve accountability. As such, the success of Yogyakarta as one of the Indonesian regions with the lowest levels of corruption is interesting to study in that it might provide additional insight in existing theoretical perspectives on accountability.
