Full textThis thesis contributes to the literature on the resource curse at the subnational level, focusing on mining in Latin America within the context of climate change. It examines how mining influences sustainable development and explores public attitudes toward sustainable development in the face of competing priorities. The first chapter analyzes the impact of energy transition metal (ETM) mining on the quality of institutions in Latin America. A novel institutional quality index dataset at the subnational level is constructed. Using a synthetic difference-in-differences approach, with the treatment group consisting of regions where ETM mining begins, the findings indicate that mining reduces the quality of local institutions, particularly in terms of perceived government effectiveness. This decline in institutional quality may potentially compromise long-term development, given the key role of strong institutions. Chapter 2 investigates the contribution of the mining sector to sustainable development in Mexican municipalities. Employing a staggered difference-in-differences design, with municipalities where mining operations occur as the treatment group, the results suggest that mining does not significantly affect economic inequality or education and has a limited impact on household income but does lead to environmental degradation. These findings highlight potential negative trade-offs for mining communities. Lastly, Chapter 3 examines voter attitudes toward investments aimed at sustainable development in Colombia. The analysis reveals that when confronted with competing concerns, voters prioritize security and visible infrastructure over sustainability-focused investments. However, municipalities with lower security concerns or higher levels of education exhibit more diverse priorities, suggesting that context significantly influences voter preferences

Full textSet against a framework of financial liberalization, many Latin American countries (LAC) pegged their currencies to the dollar during the 1990s. The fixed regimes were adopted to control inflationary expectations. Governments maintained the peg also to limit real exchange appreciation amid massive capital inflows. In this thesis dissertation we examine Argentine, Brazilian and Mexican monetary policies during the peg regimes. Financial crises at the end of the 1990s however revealed the fragile position of authorities to maintain the peg during periods of huge capital outflows. Some analyst thus concluded that LAC should adopt the US dollar as their official currency. Increased autonomy could be alternatively be achieved through a monetary union based on a new regional central bank issuing a new currency. This dissertation also analyze these options

Full textFrom the seventies, the Latin American countries have experienced democratization in a backdrop of economic crises. The non coincidence of these events leads us to analyse, for sixteen countries of Latin America, the relations between the political and economic spheres during the three phases of democratization: the delegitimation of authoritarian regimes, the emergence and consolidation of democracy. The heterodox theories of International Political Economy are mobilized for studying the relations between the economic conditions, the interests of contending social groups and the politics developed during democratization. First, we examine the relation between the economic crisis and the authoritarian regime. Then, we analyse how the crisis affects the ability of the authoritarian governments to resolve it, delegitimates it and favours the emergence of social mobilizations for democracy. Finally, we study the influence of the crisis and of the economic reforms on democratic consolidation

Full textThe axhaustion of the old industrialization model joint to the : 1- perverse effects of ressource transfer linked to the foreign debt; 2- deterioration of the exchange terme; 3- slowing down of the external financial flow, and 4- recessive effects of adjustment programs are the main causes of the loss of dynamism and competitiveness in latin american economies and the region's decreasing participation in international trade during the 80s. The economic crisis brought into evidence the exhaustion of the import-substitution strategy (iss) and the unsuitableness of an external insertion model based on a regressive specialization. In this perspective, it is suitable to replace the economic model based on the iss and the internal market protection by a new one oriented towards external markets. The new development strategy must find a solution to the impoverishment and social inequality of latin american societies by implementing policies that lead to a more equitable income distribution. Therefore, in this new development phase of the region it is necessary to adopt an accumulation pattern that incorporates popular sectors to the consumption and makes the internal demand a dynamic factor of economic growth
