Abstract:
The article discusses the CORSIA - a newly introduced an emission mitigation approach for the global airline industry, developed by the International Civil Aviation Organization (ICAO). It also describes all phases of the project, their analysis and the practical impact of CORSA on aircraft operators. The examples show the operator’s costs associated with this project. The mutual coexistence of CORSIA and the EU ETS is also analysed.

Abstract:
From 2021, an increasing percentage of the carbon emission growth in international air transport will be subject to offsetting under the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). Presently, it is still unclear if, and how, the existing EU emissions trading scheme (ETS) for aviation will continue. We assess the environmental impacts of different options (not) to continue with the EU ETS for aviation alongside CORSIA, and also discuss resulting monitoring, reporting, and verification (MRV) requirements. Our results indicate that any form of continuation of the EU ETS would have positive environmental effects especially in the early 2020s, when the coverage and environmental impact of CORSIA, which only tackles any post-2020 emission growth in international aviation, will still be low. If, moreover, a certain failure of CORSIA Certified Emission Reductions (CERs) to actually achieve emission reduction elsewhere is assumed, the environmental net benefit of CORSIA will be even lower. From both the policy and economic perspectives, these aspects may further strengthen the need to continue with the EU ETS for aviation. Possible options are to maintain the EU ETS in operation for domestic flights only, as a complement to CORSIA, or to keep it alive even for international flights within the European Economic Area (EEA), replacing CORSIA there as an equivalent measure. Another option to increase the environmental effectiveness of CORSIA, at least to some extent, could be to voluntarily extend it to domestic EEA flights. Administrative-wise, the CORSIA MRV system could be applied to a continued EU ETS to reduce transaction costs and to assure globally similar or even identical MRV standards, e.g., with regard to exemptions and eligible fuel monitoring methods.

Abstract:
Pursuant to a referral by the unfccc through the Kyoto Protocol, the International Civil Aviation Organization (icao) has developed a ‘basket’ of emission-mitigation measures for international aviation. Technical and operational measures proved inadequate to counter traffic growth, and finally, in October 2016, the icao adopted a framework for a market-based measure. The Carbon Offset and Reduction Scheme for International Aviation (corsia) is the primary emission-mitigation tool for international aviation. It aims at ‘carbon-neutral growth’ (cng) from 2020 onward. Yet, even with an increased use of alternative fuels and comprehensive implementation of corsia, the icao’s basket of measures will not produce a reduction in global aviation emissions. This article describes the legal and governance framework and the implementation process of corsia, assesses the scheme’s potential contribution to climate-change mitigation, and proposes a derivative but more ambitious strategy. This would include incorporation of international aviation emissions in the ndcs of parties to the Paris Agreement and a more direct role for the unfccc in determining eligibility of emission units and alternative fuels, with the icao remaining accountable for monitoring, reporting and verification. 1

Abstract:
The search for a global market-based measure to reduce greenhouse gas emissions from international civil aviation has faced legal obstacles. One of these is linked to the basis of such a measure: the polluter pays principle. The application of the principle in the aviation legal regime has resulted in a conflict of norms. As a solution, the International Civil Aviation Organization, in 2016, adopted a market-based measure in the form of the Carbon Offsetting and Reduction Scheme for International Aviation (corsia). This article will address the following two questions: By adopting corsia, and by negotiating its implementation, has icao produced a successful integration of the polluter pays principle in a sectoral legal regime of norms and institutions? If yes, could icao’s success provide arguments for a sectoral application of the polluter pays principle more broadly in public international law?

Abstract:
In 2016, States agreed to address international civil aviation greenhouse gas (GHG) emissions at the International Civil Aviation Organization (ICAO). The article describes the route to the agreement reached by ICAO’s 39th Assembly and presents the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), in order to contextualize the scheme and point out some of its limitations. We situate the debate about the international regulation of emissions at ICAO taking into account the contribution of the aviation sector to the global environment, which requires the enlargement of the scope of analysis, in order to consider the ethical implications of the consequences of climate change to communities and to the environment. CORSIA could be considered a call to responsiveness of the aviation sector for its contribution to climate change. The results of negotiations so far indicate the agreement does not represent a sufficient and comprehensive response to the challenges posed to the global environmental system.

Abstract:

Abstract:
Abstract According to International Civil Aviation Organization (ICAO) Assembly Resolution A40-19, the Carbon Offsetting and Reduction Scheme for International Aviation mechanism (CORSIA) is to be the only global market-based measure (MBM) applied to CO2 emissions from international aviation. This solution has been dictated by the intention to avoid a patchwork of duplicative State or regional MBMs and to ensure that international aviation CO2 emissions should be accounted for only once. The present contribution assesses the margin of autonomy left for Emissions Trading System of the EU (EU ETS) mechanism in the light of this clause, considering its legal status and divergent interpretations. Moreover, the recent 2020 roadmap for revision of the EU ETS Directive concerning aviation, published by the European Commission, is briefly discussed.

This work reports the chemical investigation of the hexane extracts from the roots of Cordia multispicata and Cordia globosa species. For the compounds isolation were used classic chromatographic techniques, such as open and âflashâ chromatography on column over silica gel, molecular exclusion on sephadex LH-20 and High Performance Liquid Cromatography in reverse phase. The chemical investigation of the hexane extract of C. multispicata lead to the isolation of two known terpenoid naphthoquinones, the cordiaquinones B and J. In addition, the new naphthoquinone 6-[10-(12,12,16-trimethyl-7- oxabicyclo[2.2.1]hept-2-yl]-2,3-dihydroxy-1,4-naphthalenedione, which was designed cordiaquinone P. From the hexane extract of C. globosa were isolated two uncommon terpenec hydroquinones, (4bE,6Z,8E)-1,4-dihydroxy-9a,10-dihydro-10,12-epoxy-5- methylbenzo[a]azulen-12-one and 4bZ,6Z,8E)-1-hydroxy-9a,10-dihydro-4,11:10,12- diepoxy-benzo[a]-azulen-11,12-dione, both reported for the first time. The Nbenzoylphenylalaninyl-N-benzoyl-2-amino-3-phenylpropyl was also isolated. The cytotoxic potential of the new compounds were evaluated against three tumor cell lines OVCAR-8 (ovarium), SF-295 (glioblastoma) and HCT-116 (colon). The compounds were weakly active showing IC50 values > 5Âg/mL. The structural elucidation was performed by spectrometric methods: IR, HRMS and 1H and 13C NMR, including bidimensional techniques (COSY, HSQC and HMBC), in addition to comparison with literature data, whenever available.

Abstract:
Cordia boissieri and Cordia parvifolia are plants commonly used in landscapes in the Southwest. Although they are available in the nursery trade, Cordia species are recalcitrant to germinate from seeds. The objective of the study was to determine a reliable propagation protocol for each species. Germination percentages for Cordia boissieri of 70 to 100% were obtained when seeds were stratified under warm conditions before germination. However, with prolonged storage seeds lose viability and age of the seed and seed storage conditions need further investigation. Seeds of Cordia parvifolia collected from local sources had low viability and did not germinate in response to several different seed treatments.

Cordia rufescens A. DC.

The present research aims at analyzing the Korean bioethics through the analysis of the historical, social, cultural and philosophical elements of the country to understand how such elements influenced in the constitution of bioethics in that country. The work is started through the study of scandal perpetrated by the major scientist of the country in the area, Professor Hwang Woo Suk, and by analyzing the social and political impact of such event we learnt about the values that guided the local bioethics, which are pragmatism and its strong social appeal. We will see how this science was skillfully handled for propagandistic purposes by the local government, upon attribution of a patriotic character to its development and the complicity with which an entire nation embraced this "national project" under which they placed expectations much beyond the medical benefits initially targeted. In the analysis of the factors that participated in the formation of this unique bioethics, we will analyze the association of the bioethical researches to the economic plans of the government, the influence of the several social and philosophical elements such as cultural hedonism, the local culture of pragmatic and empiric nature, the Silhak, the economic influence of the research for the community capitalism practiced in the country, and the patriotic appeal attributed thereto by the historical factors and principles such as Social Darwinism. The analysis of the aforementioned elements helps us to understand how a country so advanced in the researches on the biotechnology area, has a bioethics that is so weak in ethical content, that in last analysis it was responsible for the outbreak of the fraud in the stem cells cloning research

Abstract:
Heavy precipitation is one of the primal meteorological reasons for property damage, injuries, and deaths. In the framework of the Hydrological Cycle of the Mediterranean (HyMeX) program, heavy precipitation is analyzed throughout the entire Mediterranean basin with a special focus on the northwestern Mediterranean. This work studies in particular the mechanisms of high precipitation events (HPEs) on Corsica. For this purpose, a 31 year (1985 - 2015) climatology of HPEs on Corsica is presented. In addition, three HPEs during autumn 2012 are analyzed in detail using observations and numerical modeling. A climatology of 173 events shows that the eastern half of Corsica, specifically the orography, is most affected by high precipitation events. The months from September to December, most of all October, are identified as most prone to heavy precipitation events over Corsica. A principal component analysis is used to classify the events into three categories, which correspond to warm autumn and cold winter Mediterranean cyclones as well as a mixed category which contains also larger scale Atlantic cyclones. The heaviest precipitation is observed when warm moist southeasterly flow encounters the Corsican orography. In addition, three case studies are presented, each with different mechanisms involved. A stationary cyclone on 4 September 2012 led to widespread precipitation over Corsica with the most intense rain observed over the east of the island, along the coast and the orography. On 31 October, a fast moving cyclone caused a multi-phase event, which was characterized by low level wind turning from southeast to west while precipitation gradually changed from convective along the orography in the east of the island to stratiform mainly over the west and southwest. The last event, 23 October 2012, was comprised of a line convective cells which formed over stationary lee side convergence southeast of Corsica. The convective cells were advected toward the island by the mid- and upper level southeasterly wind. These conditions allowed the convective line to remain stationary, resulting in a highly localized and relatively short event. The findings confirm that the numerical model Meso-NH is well capable of simulating such events with satisfactory precision at a grid spacing of 2.5 km. However, the studies also underline the importance of well captured initial conditions. Additionally, the spatial distribution of precipitation is highly dependent on the representation of the orography in the model as well as the horizontal grid spacing and is improved when using a horizontal grid spacing of 500 m instead

Abstract: The trematode Schistosoma mansoni is responsible for causing a form of schistosomiasis that kills around 280,000 people each year. Since there are cases of tolerance and resistance to the drugs currently used in the treatment for this disease, namely praziquantel (PZQ) and oxamniquine, there is a need for new schistosomicidal drugs. In that regard, the research with medicinal plants is a viable alternative. The purpose of this work was to evaluate the activity of Cordia verbenacea on S. mansoni by means of both in vitro and in vivo tests. The in vitro tests were performed using 4 concentrations (50, 100, 200, and 400 ?g/mL) of essential oil (OE), aqueous fraction (FAEE) and organic fraction (FOEE), obtained from aerial parts of the plant; fractions of the organic fraction; and artemitin. The FOEE showed stronger schistosomicidal activity with the higher concentrations, and it was fractionated. Among the resulting fractions, fraction 3 (F3) yielded the highest mortality of worms. Therefore, both fractions were chosen for the in vivo tests, in which Balb/c mice, infected 45 or 60 days before, received different concentrations of the fractions (40, 100, 200, or 300 mg/kg), administered orally in a single dose. The activity of the fractions was evaluated based on the following parameters: activity on adult worms, eggs released in the environment, egg count, formation of granulomatous reactions, hepatosplenomegaly, and activity on the tegument of worms retrieved from the in vivo tests by scanning electron microscopy (SEM). Administered 45 days after the infection at 40 mg/kg, the FOEE provided a reduction of up to 31% of the worms (PZQ did not result in any reduction at that concentration); administered 60 days after the infection at 200 mg/kg, the FOEE provided a reduction of 85.1% of eggs per gram of faeces, whereas PZQ reached 20.5%; fraction 3, at 100 mg/kg, resulted in a large quantity of dead eggs in the egg count, the same happening for PZQ at 300 mg/kg; administered 45 days after the infection at 300 mg/kg, the FOEE resulted in less granulomas per liver (average of 3.0 granulomas per organ), whilst PZQ, under the same treatment conditions, resulted in an average of 9.6 granulomas; on the 60th day of infection and at 200 mg/kg, both fractions caused a reduction of hepatomegaly. Images obtained by SEM showed large changes on the tegument of male worms subjected to both fractions, such changes being larger than those caused by PZQ. These results indicate that the plant C. verbenacea presents activity against both S. mansoni and the disease caused by this helminth. In some cases C. verbenacea provided better results than PZQ, which is a pure substance. The data related to the reduction of the pathology can be a consequence of the anti-inflammatory properties of the plant

This article describes the activity of a network of Corsican merchants and sailors active in the Western Mediterranean between the sixteenth and the seventeenth century, in particular in Tunis, Marseille, Leghorn and the areas of Corsica under Genoa’s rule. Based on early-seventeenth-century factums and memorials, and notary deeds and documents from the archives of the Record’s Office of the French Consulate in Tunis, this essay describes how several families of Corsican merchants – some naturalised French in Marseille, some converted to Islam in Tunis – were part of the political and economic elites of the Mediterranean area.

Abstract:
EDF is responsible for the production and distribution of electricity on the French islands in Europe and overseas, such as: - Corsica (in the Mediterranean), - Martinique (in the Caribbean), - Guadeloupe (in the Caribbean), - Reunion (in the Indian Ocean), - and French Guiana in South America. Technical and economic studies revealed the viability in these regions of single cycle gas turbine technology for supplying peak demand requirements, or providing transitory means of production pending the installation of heavier production units (conventional thermal power plants, diesel generators or hydropower). After consultations with the major European manufacturers, a list of machines with the capacity to meet the generation specifications, and their characteristics, was prepared. On mainland France EDF had equipped its production units with 24 MW Alsthom MS 5000 and MS 5001 gas turbines. These were little used and studies showed the economic viability of transferring these units to island regions. The program finally adopted was to install the following power generation facilities: JARRY SUD (GUADELOUPE): 2 ALSTHOM MS 5001 – 20 MW – 40 MW KOUROU (FRENCH GUIANA): 2 COOPER ROLLS – 13 MW – 26 MW; 1 ROLLS ROYCE – 11 MW – 11 MW LUCCIANA (CORSICA): 2 ALSTHOM MS 5000 – 24 MW – 48 MW LE PORT (REUNION): 2 ALSTHOM MS 5001 – 20 MW – 40 MW POINTE DES CARRIERES (MARTINIQUE): 2 ALSTHOM MS 5001 – 20 MW – 40 MW or total rated power of: 205 MW The technical details, costs and scheduling of these works are described in the paper. Finally, the authors describe the future development prospects for gas turbines in these regions, and especially certain combined cycle projects for Corsica coupled with a proposed Italy-Corsica-Sardinia natural gas link.
