Abstract:
Party-councillor ideological congruence reinforces party linkages with local voters and credibility of councillors as future party elites. This contribution examines the role of career motivations and selective incentives, as well as party branch characteristics in forming party-councillor congruence. The empirical analysis draws on the original survey of Croatian local councillors. The results find councillors with progressive ambition and those exposed to intra-branch competition reporting higher levels of ideological congruence with their parties, while no effect was found for holders of upper level party positions. Branch power has the opposite effect from expected. Party grassroots shape ideologically congruent professional politicians, but this function is challenged by shrinking supply of candidates.

Abstract:
The article presents the legal status of councillor clubs in Poland and in France. It discusses establishment and functioning of clubs that are usually created on the basis of political criteria, in the light of a councillor’s free mandate and social control. It presents elements of club’s financing and possibility to express opinions by minority clubs in a council. The analysis of the legal status of councillor clubs leads to conclusions and determination of the direction of changes in the scope of the research concerned.
 The legal status of councillor clubs corresponds to the issue of quality of democratisations of a self-governing authority. Therefore, specification of premises determining organisation and operation of councillor clubs in a municipal council is a significant regime-related issue. The problems related to functioning of the councillor clubs in the Polish and French legal orders is currently a challenge for contemporary local self-government.

Abstract:
This article is concerned with the political careers of local councillors. More specifically, the key question is about a possible professionalization of councillor careers at the local level in Europe. If the careers of local councillors tend to follow a number of standard routes, to what degree can these be perceived of as professionalized? In our effort to identify dominant courses of mobility, we distinguish between three successive stages of councillor careers: Pre-electoral experiences, in-council orientations, and future career aspirations. In the ideal model of professionalization there is a strong link between career stages. Professionalization is seen as a unidirectional process by which an occupational group gradually acquires the traits of a profession. By and large, local political careers in European countries do not adhere to the linear model of professionalization. Instead, a fits-and-start model seems more suitable, indicating that professional careers to a large extent are shaped incrementally, through learning and practical experience.

Abstract By studying three letters of Erasmus to princes (to Charles, Archduke of Austria in 1516, to the same, became Charles the 5th in 1523 and to Francis the 1st in 1524), this present article intends to show that Erasmus constantly tries to resolve a puzzle which is central in Utopia’s first book. Erasmus does not really choose between the answers which the fictitious More and Hythlodaeus give to the readers. He uses rhetorical accommodation as a way to be at the same time councillor and prophet, at the same time deferential and irreverent. In 1535, his last work, the Ecclesiastes, shows that during all his life he recommended the same solution. Accommodation is the way to be heard and to make words effective for princes’ councillors and for preachers too.

Abstract:
The subject of the article is the analysis of the rights of councillors regarding an individual oversight of municipal companies. The article identifies interpretation problems that may arise in the exercise of these powers. Doubts may concern the definition of entities obliged to provide information, linking the scope of information with the mandate exercised by a gmina (commune) councillor. Additionally, the problem of refusal or failure to provide information to councillors arises. If such information is classified as public, councillors may attempt to obtain it only according to the relevant statute. However, if this qualification is taken into account, the introduction of separate provisions, which are not sanctioned, raises doubts.

As reported in the last issue of Pacific Conservation Biology, the National Biodiversity Council has been restructured and new Councillors elected. The new structure of the Council has 18 members (17 elected, 1 vacancy) and plans to establish a web site to facilitate communication among Councillors and between the Council and the Assembly. The web site will also allow any interested parties to express a view to the Council or to an individual Councillor. As soon as the details of the web site are available, it will be made known widely through the Council's affiliated scientific organizations. Meanwhile, views can be sent to Councillors via email or post. Do not write off the Australian postal service, it still functions and can be more reliable than some email servers.

Masters in Public Administration - MPA<br>The empowering of local governments in South Africa as engines of national development has been plagued with problems and imbalance related to the ethic and the functioning of the local government machinery itself. The said imbalances are being reinforced by a lack of understanding and consensus as to what democracy is and how it should work. The consequences are widespread corruption and distortions of government priorities; both of which undermine the ability of governments to improve broad-based economic growth and social well-being. The central problem addressed in this study investigates the extent to what the City of Cape Town’s accountability mechanism support good governance and develop institutional development and service deliver. The researcher is of the opinion that municipalities in their daily endeavours should now be at the sustainable phase which would mean that all policies, systems and procedures are in place for good governance. The researcher further assumes that municipalities should be at this stage capacitated and therefore, are able to fulfil basic institutional mandate of providing basic services and facilitating economic development. This is a wide subject that different researchers will undertake and provide potential solutions. But for the purpose of this research the following are posited to prevent some developmental issues: Firstly, a wall-to-wall local government, i.e., a constitutional guarantee that there shall be local government through the jurisdiction of the country. This suggestion has waken up the importance to emphasize the distinction and independence of each local government. The only challenge within and between local government, is seen by a politico-administration dichotomy which historically has always been an issue in public administration. As a matter of facts, there is interpenetration between the role of political and the one of administrative leadership as one can’t separate them in practice since officials also play important role in policy development. The effectiveness of Ward Committees for institutional development in reflecting on the best practice at the operational level rests on the need to capacitate the said formed ward committees in terms of skills equipping to maintain a world class service standard. The author posits that, this will do away with incompetence at local level and will promote efficiency and effectiveness in the fulfillment of daily tasks. Furthermore the following should be considered: 1.There should be a provision of adequate resources; this will enable officials to perform their tasks. 2. There should be a display of less politics or noninterference from politicians in the administration; this will avoid encroachment and mismanagement while enhancing proper accountability principles. Secondly, local government should maintain democratic elections, i.e., an electoral system that mixes proportional representation with ward representation as the best basis for local government councils. A wide array of information collected on this level from respondents posited that local government should only have ward representation although full time councillors found it difficult to perform both functions because of high demand from the community and from their job. This should maybe be rated at 90% to 10% rather than 50%.Finally, emphasis should be on financial decision-making power i.e., municipalities should be creatures of the Constitution rather than creatures of statue. The formal local government only entrusted service delivery powers to local government. Municipalities were not developmental in nature. However, the current local government is expected to be developmental. This turns its focus on top of its daily routine, to economic development. It is only then that one can maintain that local government powers are relevant to the development mandate.

Thesis (MPA)--Stellenbosch University, 2000.<br>ENGLISH ABSTRACT: Local government is a sphere of government which consists of municipalities and its executive and legislative authority is vested in the respective municipal councils. The council is responsible for exercising its powers and functions on behalf of the community it represents and it makes decisions in that regard. A municipality as an organisation which is comprised of two main components: on the one hand, the council as a body of elected representatives and, on the other, officials who have been employed by the council. Whilst it is generally accepted that it is the function of the council to determine policy and of the officials to execute the determined policy, it is accepted that in .practice there is a degree of interfacing between these two functions. It is further accepted that, although there is a clear distinction between the roles of councillor and official, it is possible that there may be a degree of misconception about their respective roles. The purpose of this study was to determine whether councillors and officials have misconceptions about their roles in the decision-making processes of the municipality and whether such misconceptions have a negative impact on service delivery. The research was initiated by a study of decision making in general, followed by a study of decision making in local government in order to establish a basis for the field of study. Oostenberg Municipality was then analysed, with specific reference to its decision-making systems as well as its macro-organisational structure. A questionnaire was sent to the top structure of the council as well as the top management structure of the municipality; the views of these respondents were used to determine whether there were any misconceptions about their roles. The study found that the councillor study group presented a 30.56% degree of misconception about their role as councillors in the decision-making process of the municipality, and in the case of the top management structure there was a 29.86% degree of misconception. The study further established that this degree of misconception impacted negatively on service delivery. In VIew of the above, it is recommended that councillors be subjected to appropriate training, that the political party caucuses be accommodated in the formal decision-making process of the municipality, and that members of the top management structure be subjected to dedicated training on their role in the decision-making processes of the municipality. It is also recommended that the top management structure of the municipality should be in possession of appropriate academic qualifications.<br>AFRIKAANSE OPSOMMING: Plaaslike Regering is 'n sfeer van regering wat uit munisipaliteite bestaan en ten opsigte waarvan sy uitvoerende en wetgewende gesag in sy munisipale raad gesetel is. Die raad is namens die gemeenskap wat hy verteenwoordig vir die uitoefening van sy magte en funksies verantwoordelik en neem hy besluite in daardie verband. 'n Munisipaliteit as 'n organisasie bestaan uit twee komponente, te wete die raad as 'n liggaam van verkose verteenwoordigers aan die een kant, en aan die ander kant, amptenare wat deur die raad in diens geneem is. Terwyl dit algemeen aanvaar word dat dit die raad se funksie is om beleid te bepaal en dit die amptenare se funksie is om die uitvoering aan die gestelde beleid te gee, word daar ook aanvaar dat daar in die praktyk, 'n mate van interfase tussen hierdie twee funksies bestaan. Dit word voorts aanvaar dat terwyl daar 'n duidelike onderskeid tussen die onderskeie rolle van raadslid en amptenaar is, dit moontlik is dat daar 'n mate van wanbegrip van hul onderskeie rolle bestaan. Die doel van hierdie studie was om te bepaal of raadslede en amptenare wanbegrip van hul onderskeie rolle in die besluitnemingsproses van die munisipaliteit ervaar en of sodanige wanbegrip 'n negatiewe impak op dienslewering het. Om as basis vir die studieveld te dien is algemene besluitneming eerstens bestudeer, gevolg deur 'n studie van besluitneming in plaaslike regering. 'n Ontleding van Oostenberg munisipaliteit met spesifieke verwysing na sy besluitnemingsprosesse en makro-organisatoriese struktuur is daarna uitgevoer. 'n Vraelys met as respondente die topstruktuur van die raad sowel as die top bestuurstruktuur van die munisipaliteit was aangewend om te bepaal of daar 'n mate van wanbegrip van onderskeie rolle bestaan. Die studie het bevind dat die raadslid studiegroep 'n graad van wanbegrip van 30.56% ten opsigte van sy rol as raadslid in die besluitnemingsproses van die munisipaliteit toon, en in die geval van die top bestuurstruktuur, is 'n graad van wanbegrip van 29.86% aangetoon. Die studie het verder bevind dat die bepaalde graad van wanbegrip, negatief op dienslewering impakteer. Abstract:
This thesis presents Albert Schulz, a lawyer and autodidact scholar, who won the first prize at the 1840 Abergavenny Eisteddfod with his Essay on the influence of Welsh Traditions on the Literature of France, Germany, and Scandinavia. It was subsequently published in Britain in 1841 and was widely reviewed in literary journals. Its German edition, entitled Die Arthursage und die Miihrchen des rothen Buchs von Hergest (1842), comprised the first translations into German of Welsh tales, the Mabinogion. At the time, Schulz was well-known among scholars in Wales and Germany, but today, he and his works are mostly forgotten, yet the memory of his essay survives in footnotes. This thesis has three main aims. First, the circumstances which allowed a German lawyer to enter the Welsh literary field were examined, in particular his cultural and educational background and his literary and philosophical influences, placing him in the Late Romantic period. The analysis of the essay confirmed this, as Schulz adapted Herderian and Schlegelian concepts of a common European literary heritage to the appraisal of the peripheral Welsh literary field. Secondly, the external factors for Schulz' rise within the literary fields were taken into account, using Bourdieu's theory of cultural production and the laws governing it. Research has shown that he was a PaIt of a transnational scholarly network connecting Germany and Wales. He entertained correspondence with prominent figures in the literary fields such as the Karl Lachmann, the Brothers Grimm and Thomas Stephens. Thirdly, his membership in these networks enabled Schulz to become a cultural mediator, transmitting literary and cultural knowledge across linguistic and national borders with his essay and translations. While there was considerable interest in Celticism and the Celtic languages in Germany, Wales and its literature had not yet been the subject of scholarly research prior to Schulz' efforts. Therefore, his work placed Wales on the literary map of Europe alongside the established literary traditions of France, Germany and Scandinavia.

Abstract:
Abdullah Abdurahman is best-known in South African historiography for his four-decade career as the first coloured City Councillor of Cape Town and the President of the African Political Organisation. However, most literature on Abdurahman lack study on the personal and intimate life that animated his politics. Often painted as a tragic narrative of a dynamic man who failed in his struggle against racial segregation in the first half of the twentieth-century, Abdurahman is largely neglected in South African historiography. This project is a partial biography of Abdurahman focused on examining his personal and family life. Research for this project began with the exploration of the well-known Abdurahman collections at the University of Cape Town and Northwestern University and then expanded to include British, American, and Turkish records. This thesis follows a thematic structure, focusing on Abdullah as a son, a doctor, a husband and a father, with a final chapter focusing on Abdullah's many identities. Through the biographical method, this thesis explores the changes and continuities in coloured, Cape Malay, Indian and Muslim politics, attitudes, and identities at the Cape from the mid-nineteenth to mid-twentieth centuries. The complications and nuances brought about by the ways identities intersect with race, gender, class, religion and other ethos are revealed by focusing on the personal and the intimate. Situating Abdullah Abdurahman within global flows of people, ideas, faith communities, and political ideologies, this thesis allows insight into how coloured, middle-class, Muslim families lived in the early twentieth century and the limits of nonracialism and political organisations of the time. By reincorporating Abdurahman's personal and family life into historiography, the influence of affect and emotions in politics, the import of childhood and early political socialisation, and the role of education in producing citizenship and subjectivity rise to the fore. This unveils themes of how political philosophies are generated, challenged, and transmitted between and across generations. This thesis argues for a transnational and trans-generational approach to considering the contributions of marginalised groups in the nineteenth and twentieth centuries.

Research interest in gender and politics has been increasing in the UK and intemationally. Much of this research has focussed on the issues surrounding women's underrepresentation to national elected office. However, a vital part of the picture has been largely ignored - women's under-representation in local govemment. This is surprising given that so many MPs still cite experience of serving on local councils before embarking on a career in national politics. This thesis aims to fill some important gaps In our knowledge of the situation affecting the under-representation of women in local govemment In England. It is known that women are under-represented across the whole of local govemment. This research presents evidence from local council elections to show the differences that exist between and among different types of local authority. New information about the type of people who stand for local election is provided from the Local Election Candidate Survey. This is the first time that candidates and councillors have featured simultaneously in a national survey. Their motivations for standing, opinions about the selection process and campaign experience are examined in detail. Semi-structured interviews with some of these candidates provide more in-depth detail about the individual experience of standing for election and being a councillor. The research findings are of interest to local authorities and political parties as they attempt to respond to policies designed to encourage the recruitment of a wider cross-section of society to local councils. The findings should assist national government initiatives by examining the extent to which the level and success of women's' recruitment is a function of endogenous and/or exogenous factors. This research will be relevant to the broader investigation of recruitment to political office, the majority of which is restricted to national elections and thereby fails to take account of the importance of local factors as impediments or catalysts for political careers.

The Brazilian police killed 16 people per day in 2017 and 3/4 of the victims were black people. Recently, a Brazilian called Evaldo Rosa dos Santos, father, worker, musician, and black, was killed in Rio de Janeiro with 80 rifle bullets shot by the police. Everyday, the statistics and the news show that the police uses more force when dealing with black people and it seems obvious that, in Brazil, the state bullet uses to find a black skin to rest. Unfortunately, the brutal force and violence by the state and the police to black people is not a problem only in this country. It is a global reality that led to the creation of an international movement called Black Lives Matter (BLM), a movement against all types of racism towards the black people specially by the police and the state. The BLM movement also aims to connect black people of the entire world against the violence and for justice. In our work, we try to establish a link between the reality of black people in Brazil with the culture of black people around the world, connecting people and artists to perform a tribute to the black lives harved by the state force. For this, the piece uses web content, news, pictures, YouTube’s videos, and more, to create a collage of visual and musical environment merged with expressive movements of a dance, combining technology and gestures. Black culture beyond violence because we believe that black lives matter. such as the Ku Klux Klan, which bring the black population of the world into concern for possible setbacks in their rights. In Brazil, it is not different. Brazil is the non African country with the biggest afro descendant population in the world and one of the last country in the world to abolish slavery. Nowadays, a black person is 3 times more propense to be killed and most part of the murders in the country happened to afro Brazilians. Marielle Franco, a black city councillor from Rio, the only black female representative and one of seven women on the 51-seat council was killed in 2018. The killers were two former policeman. According to Human Rights Watch, the police force in the state of Rio de Janeiro, Brazil, killed more than 8,000 people between 2005 and 2015, 3/4 of them were black men. At the same time, the African culture strongly influenced the Brazilian culture and most part of the traditional Brazilian music and rhythms can be considered black music.

Abstract:
Introduction: This paper addresses the information practices of hyperlocal democratic representatives, and their acquisition and application of information literacy skills. Method: 1034 Scottish community councillors completed an online questionnaire on the information-related activities they undertake as part of their voluntary roles, and the development of supporting competencies. The questions related to: information needs for community council work; preparation and onward dissemination of information gathered; factors that influence community councillors’ abilities to conduct their information-related duties. Analysis: Data were summarised for quantitative analysis using Microsoft Excel. Free text responses were analysed in respect of the themes from the quantitative analysis and literature. Results: Everyday life and workplace roles are perceived as the primary shapers of information literacy as a predominantly joint competence. Conclusion: The focus of information literacy development has traditionally been the contribution of formal education, yet this study reveals that prior employment, community and family roles are perceived as more important to the acquisition of relevant skills amongst this group. This widens the debate as to the extent to which information literacy is specific to particular contexts. This adds to arguments that information literacy may be viewed as a collective accomplishment dependant on a socially constructed set of practices.

Background: Older adults are very unlikely to seek mental health help. There are multiple factors that contribute to a person’s final decision to seek formal help. The aim of this study is to systematically review and summarize quantitative literature on the barriers and facilitators that influence older adult’s mental health help-seeking behaviors. Methods : Four databases including PubMed-Medline, EMBASE, ProQuest central, and Scopus were searched to identify barriers and/or facilitators to mental health help-seeking behaviors. Studies were included if they satisfied the following criteria: Articles that were quantitative studies published during the period between 2015-2021, that address barriers and/or facilitators to mental health help seeking among older adults aged 65 years old or older and examining depression, anxiety, and psychological distress disorders. Help-seeking was defined as receiving a consultation from health professionals such as a general practitioner, clinical psychologist, councilor, or social worker. Study quality and risk of bias was assessed using The Newcastle-Ottawa Scale (NOS). Results: Five cross-sectional studies met the inclusion criteria for this review. These studies were from Australia, United States, and Malaysia, and were carried out during the period 2015-2021. Two studies examined both facilitators and barriers while three studies examined barriers only. Neither of the studies examined facilitators only. The prevalence of seeking mental health help among elderly people ranged between 77% to 82%. Cost, stigma, and beliefs of the effectiveness of mental health counseling, were the most reported key barriers. Main reported facilitators included prior positive experience with mental health services, high level of education, and a high-income level. Conclusion: The findings reported in this systematic review can be used in future research and practical implications to assess the barriers and facilitators among older adults.

In response to COVID-19, the Government of Zimbabwe enforced a nationwide lockdown on 30 March 2020, closing most sectors of the economy, including informal markets. However, with limited cases, lockdown movement restrictions were eased and supermarkets, restaurants and vegetable markets allowed to reopen. Between 3-13 October 2020, a second-round (R2) of surveys was conducted, targeting farming communities in Mvurwi and Concession Areas of Mazowe District, to assess COVID-19 impacts on food production systems, supply chains and general livelihoods. This report summarises insights obtained from the phone-based survey, covering 102 respondents (20 female and 82 male-headed households), and 5 local key informants (councillors and extension officers). Results are compared to the earlier R1 survey carried out in late June/early July.

Abstract:
This rapid review focusses on whether there is international evidence on the role of non-partisan elections as a form of decentralised local government that improves performance of local government. The review provides examples of this from Sub-Saharan Africa and South Asia. There are two reported examples in Sub-Saharan Africa of non-partisan elections that delink candidates from political parties during election campaigns. The use of non-partisan elections to improve performance and democratic accountability at the level of government is not common, for example, in southern Africa all local elections at the sub-national sphere follow the partisan model. Whilst there were no examples found where countries shifted from partisan to non-partisan elections at the local government level, the literature notes that decentralisation policies have the effect of democratising and transferring power and therefore few central governments implement it fully. In Africa decentralisation is favoured because it is often used as a cover for central control. Many post-colonial leaders in Africa continue to favour centralised government under the guise of decentralisation. These preferences emanated from their experiences under colonisation where power was maintained by colonial administrations through institutions such as traditional leadership. A review of the literature on non-partisan elections at the local government level came across three examples where this occurred. These countries were: Ghana, Uganda and Bangladesh. Although South Africa holds partisan elections at the sub-national sphere, the election of ward committee members and ward councillors, is on a non-partisan basis and therefore, the ward committee system in South Africa is included as an example of a non-partisan election process in the review.
