The opinion concerns the issue of submitting asset declarations by commune councillors, in particular: assessment of the admissibility of referring to a copy of PIT in selected sections of the asset declaration, indication of the total income obtained from several sources of employment, as well as too general indication of the place of employment. The scope of the opinion also covers the ssue of the mode of verification of asset declarations and the issue of admissibility of combining the function of a municipal councillor with the employment as a manager or deputy manager in municipal company with a 100% shareholding in the municipality.

Abstract:
This study explores the understanding of the concept of accountability held by Victorian local government managers and elected councillors in a New Public Management (NPM) environment. Accountability involves relationships between superiors and subordinates and in the case of local government between councillors, management and members of the community. Accountability relationships exist between councillors and management and between the different levels of management. The position that a person holds within local government is subject to the organization’s culture, in particular the values held by councillors and staff, the use of power and how the superior / subordinate relationships are understood. A survey instrument was sent to all councillors and managers in Victorian local government. There was a 21% response rate. Anova analysis was applied to determine if there were significant differences between councillors and tier 1 and tier 2 managers. The anova analysis found that there were differences between the groups depending upon where the municipality was located and whether a person was a councillor or a tier 1 or tier 2 managers.

Abstract:
The commentary mainly concerns procedural issues related to the monetary equivalent for members of voluntary firefighters. The commentary is entirely approving. The resolution on the amount of the equivalent is of a general and abstract nature, and therefore is an act of local law. A councillor, who is at the same time a member of the voluntary fire brigade and takes part in rescue operations or fire training organized by the State Fire Service or the municipality, has a legal interest (derived from Article 28(1) and (2) of the Fire Protection Act) in adopting a resolution on the amount of the equivalent. The resolution on the amount of the equivalent, which was adopted by the city council with the participation of councillors (at the same time members of the voluntary fire brigade), who were excluded from voting by virtue of the law itself, is invalid.

Abstract:
This article examines the effect that municipality size and local office have on election candidates’ results. We argue that candidates from the larger municipalities have comparatively larger relevant networks, both in terms of constituents and party grassroots volunteers. In addition, these candidates appeal to a relatively larger share of voters within the constituency. We expect that the relative size of the candidates’ municipality will have a positive effect on the relative number of preferential votes they receive in the constituency and will interact with the effect that holding local office has on the individual election result. While the empirical analysis does not show support for the idea that municipality size will have a significant effect, the expected interaction between local office and municipality size is confirmed. The electoral advantage of being mayor, alderman or local councillor seems to increase with the relative size of the municipality in the district.

Abstract:
This article sets the framework for the subsequent special issue on political recruitment and career development of local councillors in a comparative perspective. After conceiving recruitment and career development as a funnel-like process filtering out the few from the few and leading to patterns of interpositional mobility in the political realm, the article proceeds by proposing the ideal-types of layman and professional to characterize the poles of the continuum upon which current trends in recruitment and career may be situated. Overall, these trends seem to point at a shifting structure of opportunities with predominant professionalization and partial socio-demographic democratization. Still, from a comparative perspective the extent to and the pace by which these general trends emerge are likely to be contingent upon the country, the municipality and the individual councillors studied. The comparative dataset on which the issue draws offers a unique opportunity to discern empirical patterns in the factors discussed above. The article concludes by outlining the issue and summarizing its main findings revealing a complex reality in the different phases of recruitment and career development of the contemporary councillor in Europe.

In this paper I examine local political leadership in Spain. Spanish mayors are examples of ‘strong mayors’—that is, they have considerable executive authority and discretion in municipal affairs. Yet little detailed research exists on the formal and informal institutional bases of their position. I fill this gap by presenting empirical research on two Spanish municipalities. Using a new institutionalist theoretical perspective, I examine the rules around the appointment and removal of the mayor, the composition of the cabinet, the role of the full council, and the conventions around the role of the mayor in the municipality. Legal powers, a culture of individualised leadership, and councillor representation based on support for the party are all important for maintaining the mayor's position. Some formal rules around the mayor in the case-study municipalities are ‘latent’—that is, they exist but are not used.

Abstract:
Purpose The paper aims to examine one local government’s efforts to increase local-level engagement in building community disaster resilience. Presenting the empirical evidence of stakeholder engagement activities that increase risk awareness and encourage collective action, the study addresses a key priority for the Post-2015 Framework for Disaster Risk Reduction (Hyogo Framework for Action 2) to identify methods for increasing local-level implementation of disaster risk reduction and climate change adaptation. Design/methodology/approach A qualitative, case study approach is used to explore the case in depth. A review of literature from the multidisciplinary areas of communication, social and political theory frames data collection and analysis. Data collection includes observation, document analysis and interviews with policymakers, practitioners and local stakeholders to document achievements and lessons learnt from all perspectives. Findings Preliminary results indicate that strong political leadership and inter-departmental coordination have contributed to engaging local-level participation in disaster risk reduction in the Municipality of Amadora, Portugal. Findings indicate that the implementation of a wide spectrum of public engagement initiatives has increased awareness of hazard risks amongst specific demographic groups and improved community and government capacity to identify and implement risk reduction strategies. Research limitations/implications As this study is a work-in-progress and data analysis is in the early stages, interview transcripts included in this paper are limited to members of the team and their Director, Amadora Town Councillor for Civil Protection Services. Practical implications It is commonly acknowledged that to date, achievements of the Hyogo Framework for Action 2010-2015 largely remain at the national level and have not reached local levels in a substantial manner. Addressing the need for more industry-led research to explore examples of successful stakeholder participation, the paper’s findings can be used by emergency management practitioners who recognise the need to merge climate change adaptation, risk reduction and local-level engagement to encourage public participation, inclusiveness and proactive planning. Originality/value Co-authored by an Australian academic and a member of Amadora’s Campaign Team, the paper is a combination of empirical data from one city’s practical experience to develop and implement communication strategies in developing and implementing strategies to build community disaster resilience, analysed within a framework of communication, social and political theory.

On August 2016, Ana Tostões interviewed the architect Manuel Salgado, councilor of the Municipality of Lisbon since 2007, in order to discuss the main policies undertaken and his ideas on urban planning in its connection to mobility infrastructures, public space and the continuous reconstruction of park and green areas, in Lisbon. Manuel Salgado was born in 1944, Lisbon, and studied architecture at the Lisbon School of Fine Art (1968). From 1971 to 1982, he was the technical responsible for the architectural office CIPRO and in 1984 he became manager of the architectural office Risco. From 2002 to 2008, he was architecture professor, at Instituto Superior Técnico. He has participated in conferences worldwide and widely published, on urban planning, and has designed major urban projects and buildings in Portugal: the Belém Cultural Centre (with Vittorio Gregotti), the Lisbon Theatre and Film School, the Polytechnic Institute of Setúbal, the Expo’98 public areas, the FC Porto Dragão Stadium, the Lisbon Luz Hospital, etc. His architectural and public space projects received several awards: the Valmor Award (1980, 1998), the International Award Architecture in Stone (1993), the AICA Award (1998); the Portuguese National Design Award (1999) and the Brick in Architecture Award (2003). Within the Municipality of Lisbon, he took the position of councilor of the Urbanism and Strategic Planning Department in 2007, which accumulates, from 2009 to 2013, with the Municipality Vice-Presidency. Currently, as councilor, heads the Department of Planning, Urbanism, Urban Rehabilitation, Public Space and Construction of the Municipality of Lisbon.

PurposeIn Quebec, where a large majority of public libraries are municipal departments, the mission of the libraries must be defined in collaboration with city councillors and acknowledged by them. The purpose of this paper is to understand the views of city councillors in Quebec on the mission of public libraries, and to compare them to actual library practices.Design/methodology/approachThe research strategy adopted is a multiple case study. Interviews were conducted with 12 city councillors who represent their library on the city council. These interviews and the municipal cultural policies were subjected to a discourse analysis. The interviews with the directors of the public libraries and some documents were subjected to content analysis.FindingsA conceptual framework based on the theory of social construction of reality is proposed to study the discourses of city councillors in their textual dimension, to contextualise them and to analyse them in comparison with library practices.Originality/valueThere is no homogeneous view among city councillors in Quebec on the mission of public libraries. However, a model of the discourse of city councillors does emerge. It is less developed than current literature. It presents a passive image of the library in which the tradition continues, ignoring the Information Society. The analysis also revealed that the views of city councillors are based on their own convictions as individuals, on their role in the management of the municipality as elected officials, and on the image they have of the users of public libraries.

Abstract:
This study reviews the oversight roles played by municipal councillors in Alfred Nzo District Municipality, Eastern Cape Province, South Africa. The objective is to determine the appropriate strategies that can be recommended for improving effectiveness of leadership, i.e., council structures. This is against the backdrop of the Auditor-General’s audit report for three financial years (2008–2011), which revealed the weakness of the systems of the municipal councils, including internal controls and inadequate leadership. These audit findings had been highlighted as the basis for irregular, fruitless and wasteful expenditures that results to a series of adverse and disclaimer audit reports. Using a qualitative methodology approach with a descriptive design, the study attempts to assess the extent to which the political leadership of the municipality performs its roles in response to expectations of good governance and service delivery. The findings show apparent shortcomings in the administrative procedures. To achieve improvement in good governance, financial accountability and service delivery, the study recommends for improvement in educational and leadership capacity of elected councillors.

Thesis (MPA)--Stellenbosch University, 2000.<br>ENGLISH ABSTRACT: Local government is a sphere of government which consists of municipalities and its executive and legislative authority is vested in the respective municipal councils. The council is responsible for exercising its powers and functions on behalf of the community it represents and it makes decisions in that regard. A municipality as an organisation which is comprised of two main components: on the one hand, the council as a body of elected representatives and, on the other, officials who have been employed by the council. Whilst it is generally accepted that it is the function of the council to determine policy and of the officials to execute the determined policy, it is accepted that in .practice there is a degree of interfacing between these two functions. It is further accepted that, although there is a clear distinction between the roles of councillor and official, it is possible that there may be a degree of misconception about their respective roles. The purpose of this study was to determine whether councillors and officials have misconceptions about their roles in the decision-making processes of the municipality and whether such misconceptions have a negative impact on service delivery. The research was initiated by a study of decision making in general, followed by a study of decision making in local government in order to establish a basis for the field of study. Oostenberg Municipality was then analysed, with specific reference to its decision-making systems as well as its macro-organisational structure. A questionnaire was sent to the top structure of the council as well as the top management structure of the municipality; the views of these respondents were used to determine whether there were any misconceptions about their roles. The study found that the councillor study group presented a 30.56% degree of misconception about their role as councillors in the decision-making process of the municipality, and in the case of the top management structure there was a 29.86% degree of misconception. The study further established that this degree of misconception impacted negatively on service delivery. In VIew of the above, it is recommended that councillors be subjected to appropriate training, that the political party caucuses be accommodated in the formal decision-making process of the municipality, and that members of the top management structure be subjected to dedicated training on their role in the decision-making processes of the municipality. It is also recommended that the top management structure of the municipality should be in possession of appropriate academic qualifications.<br>AFRIKAANSE OPSOMMING: Plaaslike Regering is 'n sfeer van regering wat uit munisipaliteite bestaan en ten opsigte waarvan sy uitvoerende en wetgewende gesag in sy munisipale raad gesetel is. Die raad is namens die gemeenskap wat hy verteenwoordig vir die uitoefening van sy magte en funksies verantwoordelik en neem hy besluite in daardie verband. 'n Munisipaliteit as 'n organisasie bestaan uit twee komponente, te wete die raad as 'n liggaam van verkose verteenwoordigers aan die een kant, en aan die ander kant, amptenare wat deur die raad in diens geneem is. Terwyl dit algemeen aanvaar word dat dit die raad se funksie is om beleid te bepaal en dit die amptenare se funksie is om die uitvoering aan die gestelde beleid te gee, word daar ook aanvaar dat daar in die praktyk, 'n mate van interfase tussen hierdie twee funksies bestaan. Dit word voorts aanvaar dat terwyl daar 'n duidelike onderskeid tussen die onderskeie rolle van raadslid en amptenaar is, dit moontlik is dat daar 'n mate van wanbegrip van hul onderskeie rolle bestaan. Die doel van hierdie studie was om te bepaal of raadslede en amptenare wanbegrip van hul onderskeie rolle in die besluitnemingsproses van die munisipaliteit ervaar en of sodanige wanbegrip 'n negatiewe impak op dienslewering het. Om as basis vir die studieveld te dien is algemene besluitneming eerstens bestudeer, gevolg deur 'n studie van besluitneming in plaaslike regering. 'n Ontleding van Oostenberg munisipaliteit met spesifieke verwysing na sy besluitnemingsprosesse en makro-organisatoriese struktuur is daarna uitgevoer. 'n Vraelys met as respondente die topstruktuur van die raad sowel as die top bestuurstruktuur van die munisipaliteit was aangewend om te bepaal of daar 'n mate van wanbegrip van onderskeie rolle bestaan. Die studie het bevind dat die raadslid studiegroep 'n graad van wanbegrip van 30.56% ten opsigte van sy rol as raadslid in die besluitnemingsproses van die munisipaliteit toon, en in die geval van die top bestuurstruktuur, is 'n graad van wanbegrip van 29.86% aangetoon. Die studie het verder bevind dat die bepaalde graad van wanbegrip, negatief op dienslewering impakteer. The main objective of the study is to explore the accountability of the ward councillors through the application of the Batho Pele principles in Lukhanji Municipality. Accountability is regarded as the key aspect for any government in which it should be monitored and maintained. The main problem to be addressed by this study is the ways in which the ward councillors can improve accountability applying the Batho Pele principles. To address the research problem and to achieve the aims of this study, an empirical research was done by distributing self-administered questionnaires to the participants in Lukhanji Municipality. The research findings revealed that in Lukhanji Municipality poor accountability of the ward councillors in which it needs improvement. Another finding is that poor accountability is caused by the lack of understanding of the Batho Pele principles, lack of understanding of the accountability mechanisms and poor relations between the community and ward councillors. The research findings of the study pointed to the necessity to make a set of recommendations on improving accountability through the application of Batho Pele principles in Lukhanji Municipality.

In terms of section 152(1)(a) of the Constitution of the Republic of South Africa, 1996 local government should provide a democratic and accountable service to local communities. Therefore, elected representatives and municipal officials must be accountable for their actions. This study investigates the influence of public participation in enhancing the accountability of ward councillors in the Buffalo City Metropolitan Municipality (BCMM). For the purpose of the study, the hypothesis was formulated that accountability of ward councillors is hampered by improper public participation mechanisms in Buffalo City Metropolitan Municipality (BCMM). In order to achieve the goal of this study and to test the hypothesis, it was essential to review literature on the accountability of ward councillors and public participation in local government. Primary data was obtained by interviewing ward committees and ward councillors from Buffalo City Metropolitan Municipality. Interviews were conducted with ward councillors and ward committees in wards 13 and 14 of BCMM. The major findings of the study, inter alia, are that ward councillors give feedback to their constituencies. Ward committees are instrumental in encouraging members of the public to attending these meetings. The most popular forum for public participation is the Independent Development Planning (IDP). It was established that approachability, accessibility and visibility of both ward councillors and ward committees in the community enhance public participation. The study concludes with recommendations that will assist the BCMM to enhance the accountability of ward councillors through public participation.

This study was conducted at Intsika Yethu Local Municipality of Chris Hani District Municipality in the Eastern Cape Province, in the Republic of South Africa. The study has as its main thrust: The role of councillors in service delivery: The case of the Intsika Yethu Local Municipality of Chris Hani District Municipality. This municipality consists of 21 wards and 21 ward councillors. The Preamble to the Constitution of the Republic of South Africa, 1996, states that the injustices of the past have to be addressed and those who suffered for justice and freedom in the country should be honoured. The results of the 1994 national and 1995 local government elections marked a political breakthrough in South African politics. The new democratic and social reconstruction agenda necessitated the transformation of the legislative framework in various areas. The legislative prescriptions that underpin the operations and activities of municipal councillors in delivering public services to citizens and in ensuring the effective and efficient implementation of government policies are therefore crucial. In this study, the role of ward councillors in service delivery was interrogated and investigated to establish whether the Intsika Yethu Local Municipality community in Tsomo and Cofimvaba has benefited in accessing basic services. Furthermore, the study seeks to find ways through which the relationship between community and ward councillors could be managed to harmonise the relationship between them in order to improve service delivery in Intsika Yethu Local Municipality. In this regard, a legislative framework regulates and guides municipal councillors in performing their developmental duties to achieve local government developmental outcomes.

Abstract:
The aim of the study is to critically examine the leadership and accountability of ward councillors in South African municipalities: A case of Buffalo City Municipality. The theory of communicative action by Jürgen Habermas was used to interpret the manner in which ward councillors are expected to interact with the members of the community when performing their leadership and accountability roles. The study adopted a case study design that assisted in establishing what is required from ward councillors with regard to their leadership and accountability roles in local governance. Qualitative and quantitative data collection instruments were used to collect data. The focus group interviews with ward committee members (n=100) from twenty-five (25) wards identified themes that relate to leadership and accountability constructs. The identified themes were verified in the quantitative phase in which questionnaires were administered to fifty (50) ward councillors. The qualitative data was analysed thematically using NVivo and quantitative data was analysed using MS Excel. Generally, the views of the ward councillors regarding their leadership and accountability were positive. However, their leadership and accountability were largely dependent on their individualised communication skills and emotional intelligence. Hence the study established that unless ward councillors are equipped with skills and knowledge in communication and emotional intelligence respectively, their leadership and accountability roles will not be able to contribute effectively to local governance. Subsequently, the study made a set of recommendations in this regard.

A dissertation submitted to the Faculty of Commerce, Administration and Law in fulfillment of the requirements for the Degree of Master of Public Administration in the Department Public Administration at the University of Zululand, 2018.<br>The South Africa government and various interested parties have extensively debated the relevance and place of traditional leadership in our democracy. The core of the debate is the notion of incompatibility of this institution with democracy and human rights. The 1996 Constitution of the Republic of South Africa set the tone for the recognition of traditional leaders in a democratic dispensation. The study assessed the role of traditional leaders and ward councillors in promoting community development in uMlalazi Municipality. The aim was to identify the limitations in community development programmes and how much does traditional leaders observe government regulations in service delivery and the impact that it has created. Questionnaires were administered to a sample of 82 participants, but only 72 questionnaires were returned. The research participants were businesses, churches, ward committee members, ward councilors, traditional leaders, and community members. Both quantitative and qualitative research methods were used to analyse the data. The study revealed the challenges facing communities regarding development. It also became apparent that the South African Constitution does not clearly define the roles and responsibilities traditional leaders should play in society. Abstract:
The transition of local government from the previous model that existed under apartheid to an inclusive democratic and developmental model, ushered in huge challenges. The transformational agenda for local government that was conceived by the new democratic government, introduced new key performance areas which included infrastructural development of previously neglected residential areas, service delivery to all, accountability and transparency in local government financial management, good governance and capacitation of those assigned to champion these issues. Councillors, being one of the most important stakeholders in local government, had to allow for additional responsibilities in the advancement of the transformational agenda of local government. As provocateurs of good governance which is indispensable for the successful developmental transformation of society, they are required to meet certain standards. This research investigates the factors that may negatively impact on good governance in the NMBM. Firstly, it examines conditions that undermine the development of a culture of good governance within its geographical confines. Secondly, it investigates the suitability and preparedness of councilors on a number of terrains. The research was conducted in the light of the public debate concerning the caliber of councilors in the NMBM while adding value to the academic discourse on this emotive issue. This is achieved by employing a qualitative research approach using a questionnaire and interviews with a specific target population.

Abstract:
According to the Constitution of the Republic of South Africa, Act 108 of 1996, Local Government is the closest sphere of government to the people and thus regarded as the service delivery mechanism of government. In the same context municipal councils are accorded a legal status and authority of a deliberative legislative body. This is considered critical for the municipal council to establish appropriate structures, processes and systems for effective oversight, particularly, oversight of budget execution and administrative processes. However, indications are that, the current legal and institutional measures need to be strengthened to enable municipal council to exercise oversight of the budget execution. In this study, the researcher conducted extensive literature on the roles and responsibilities of Councillors as prescribed in the Local Government: Municipal Systems Act and Municipal Structures Act respectively. An extensive review of the relevant local government legal provisions highlighted the authority of the municipal council, internal rules, reporting processes, council committees and the research capacity, as key aspects of the institutional measures required for oversight of budget execution. Equally, the review accentuated the ability and willingness of non-executive Councillors to exercise oversight in the affairs of the Municipality. A total of 20 research sample was selected for this research. Research participants were given research questionnaires for them to complete. This was completed and returned to the researcher for analysis. Key findings of the research was that, the municipal council must use its legal authority to reinforce mechanisms for effective oversight of budget execution. In addition, the municipal council needs to provide an enabling leadership and governance environment that encourages and support non-executive Councillors to actively engage in oversight processes and activities of the municipality. Further to the findings of this research, it was strongly recommended the further research in order to unearth the mechanisms that can further enable the Councillors to ensure optimum utilisation of resources.

The Constitution of South Africa, 1996, requires local government to be democratic and accountable to local communities. Municipalities are also constitutionally bound to encourage the involvement of the communities in the affairs of local government. Section 152 of the Constitution of South Africa, 1996, sets out the rights of communities to be involved in the affairs of local government.Participation is not only about communicating information and addressing the needs of the community. Participation is also about building partnerships with the community, being accountable to the community, allowing the community to take part in policy decisions, capacitating the community to understand their rights and obligations as citizens, and allowing the community to participate actively in social, political and economic affairs. Local government as a sphere of government closest to the peopleplays a critical role in advancing the participation of the community. Chapter 4 of the Municipal Structures Act of 1998 requires that municipalities should establish ward committees in order to enhance participatory democracy. Ward committees were therefore established, as community structures, to play a role in advocating needs, aspirations, potentials and problems of the community. However, studies appear to be critical on the functionality of ward committees and argue that most ward committees are not functioning as intended. The purpose of the study is to establish whether MatlosanaLocal Municipality has created the environment for active participation through the ward committee system in order to enhance participatory democracy. Thestudy further investigates whether the ward committees are functioning as intended and according to what the law requires. The researcher used a qualitative method to determine how Matlosana Local Municipality uses the ward committee system to enhance participatory democracy. The investigation revealed a number of challenges facing the ward committees which hinder their effectiveness. However, recommendations are recommended to assist the management of the municipality in making the system more effective.<br>Thesis (M. Abstract:
The purpose of this study was to investigate the empowerment needs of councillors in a municipality. The main focus was to assess the successes or inadequacies of the empowerment programmes previously offered to councillors by the King Sabata Dalindyebo Local Municipality. In order to achieve the research objectives an in-depth literature study was undertaken. A survey was also conducted to examine the level of empowerment being offered by the King Sabata Dalindyebo Local Municipality to its councillors and the data was collected by means of self-administered questionnaires. The literature study proved the hypothesis to be correct, which stated that empowered councillors could enhance effective public participation, effective communication which could result in effective service delivery. The empirical study revealed that certain councillors require adequate training in areas such as communication skills, council’s rules of procedures and new developmental mandate assigned to local government. The empirical survey also revealed that there is limited mutual trust between councillors and the senior officials, immediate intervention is required to restore trust between councillors and officials. It has been recommended that King Sabata Dalindyebo Local Municipality should not only provide regular “in house” training, but also training conducted by outside agencies is required. In certain instances, one may find that municipalities may not have fully capacitated persons for “in house” training. Thus, outside agencies which possess the relevant expertise such as universities and SALGA should be encouraged to also facilitate capacity training for councillors.

South Africa is premised on the democratic principles of local governance, decentralized service delivery, and development. Although ward committees do not have any executive power, they are regarded as key linking micro structures between communities and the municipality, respectively. In this chapter, ward committees are perceived as the community elected and legislated structures institutionalized to entrench local governance and accelerate decision making more particularly in services delivery and development at ward community level. The author argues that the effectiveness of ward committee structures depends on the interface of five elements: participation, representation, accountability, deliberation, and collective action. This is a qualitative empirical chapter and the data are solicited through the use of research instruments such journals, government documents, and some selected interviews with ward councilors and ward committees in 110 wards at eThekwini Municipality

The 2002 election was chosen as the starting point of the analysis because of the following facts: 1) those were the first direct local elections for mayors/municipality heads, and 2) the number of council members was reduced by law, all of which heralded an interesting competition. The high turnover rate of candidates for councillors across different regions of Poland in 2002, 2006, and 2010 local government elections has been attributed in part to the volatility caused by greater media and public interest in council issues. Many see the media as the most effective way to get voters' attention. Voters also treat media information about candidates as a very important source of knowledge about the candidate, which helps them to vote. However, it is important to check: 1) which medium is the most popular and effective source of information for local public debate; 2) what is the quality of information being published before and after the local elections; and 3) if the “politician activity” and “society response” is only clearly visible during the elections time or maybe “local debate” develops after the election time. The chapter is based on the qualitative and quantitative research. Surveys were carried out in 2002, 2006, and 2010.
