Masters in Public Administration - MPA<br>The empowering of local governments in South Africa as engines of national development has been plagued with problems and imbalance related to the ethic and the functioning of the local government machinery itself. The said imbalances are being reinforced by a lack of understanding and consensus as to what democracy is and how it should work. The consequences are widespread corruption and distortions of government priorities; both of which undermine the ability of governments to improve broad-based economic growth and social well-being. The central problem addressed in this study investigates the extent to what the City of Cape Town’s accountability mechanism support good governance and develop institutional development and service deliver. The researcher is of the opinion that municipalities in their daily endeavours should now be at the sustainable phase which would mean that all policies, systems and procedures are in place for good governance. The researcher further assumes that municipalities should be at this stage capacitated and therefore, are able to fulfil basic institutional mandate of providing basic services and facilitating economic development. This is a wide subject that different researchers will undertake and provide potential solutions. But for the purpose of this research the following are posited to prevent some developmental issues: Firstly, a wall-to-wall local government, i.e., a constitutional guarantee that there shall be local government through the jurisdiction of the country. This suggestion has waken up the importance to emphasize the distinction and independence of each local government. The only challenge within and between local government, is seen by a politico-administration dichotomy which historically has always been an issue in public administration. As a matter of facts, there is interpenetration between the role of political and the one of administrative leadership as one can’t separate them in practice since officials also play important role in policy development. The effectiveness of Ward Committees for institutional development in reflecting on the best practice at the operational level rests on the need to capacitate the said formed ward committees in terms of skills equipping to maintain a world class service standard. The author posits that, this will do away with incompetence at local level and will promote efficiency and effectiveness in the fulfillment of daily tasks. Furthermore the following should be considered: 1.There should be a provision of adequate resources; this will enable officials to perform their tasks. 2. There should be a display of less politics or noninterference from politicians in the administration; this will avoid encroachment and mismanagement while enhancing proper accountability principles. Secondly, local government should maintain democratic elections, i.e., an electoral system that mixes proportional representation with ward representation as the best basis for local government councils. A wide array of information collected on this level from respondents posited that local government should only have ward representation although full time councillors found it difficult to perform both functions because of high demand from the community and from their job. This should maybe be rated at 90% to 10% rather than 50%.Finally, emphasis should be on financial decision-making power i.e., municipalities should be creatures of the Constitution rather than creatures of statue. The formal local government only entrusted service delivery powers to local government. Municipalities were not developmental in nature. However, the current local government is expected to be developmental. This turns its focus on top of its daily routine, to economic development. It is only then that one can maintain that local government powers are relevant to the development mandate.

Thesis (MPA)--Stellenbosch University, 2000.<br>ENGLISH ABSTRACT: Local government is a sphere of government which consists of municipalities and its executive and legislative authority is vested in the respective municipal councils. The council is responsible for exercising its powers and functions on behalf of the community it represents and it makes decisions in that regard. A municipality as an organisation which is comprised of two main components: on the one hand, the council as a body of elected representatives and, on the other, officials who have been employed by the council. Whilst it is generally accepted that it is the function of the council to determine policy and of the officials to execute the determined policy, it is accepted that in .practice there is a degree of interfacing between these two functions. It is further accepted that, although there is a clear distinction between the roles of councillor and official, it is possible that there may be a degree of misconception about their respective roles. The purpose of this study was to determine whether councillors and officials have misconceptions about their roles in the decision-making processes of the municipality and whether such misconceptions have a negative impact on service delivery. The research was initiated by a study of decision making in general, followed by a study of decision making in local government in order to establish a basis for the field of study. Oostenberg Municipality was then analysed, with specific reference to its decision-making systems as well as its macro-organisational structure. A questionnaire was sent to the top structure of the council as well as the top management structure of the municipality; the views of these respondents were used to determine whether there were any misconceptions about their roles. The study found that the councillor study group presented a 30.56% degree of misconception about their role as councillors in the decision-making process of the municipality, and in the case of the top management structure there was a 29.86% degree of misconception. The study further established that this degree of misconception impacted negatively on service delivery. In VIew of the above, it is recommended that councillors be subjected to appropriate training, that the political party caucuses be accommodated in the formal decision-making process of the municipality, and that members of the top management structure be subjected to dedicated training on their role in the decision-making processes of the municipality. It is also recommended that the top management structure of the municipality should be in possession of appropriate academic qualifications.<br>AFRIKAANSE OPSOMMING: Plaaslike Regering is 'n sfeer van regering wat uit munisipaliteite bestaan en ten opsigte waarvan sy uitvoerende en wetgewende gesag in sy munisipale raad gesetel is. Die raad is namens die gemeenskap wat hy verteenwoordig vir die uitoefening van sy magte en funksies verantwoordelik en neem hy besluite in daardie verband. 'n Munisipaliteit as 'n organisasie bestaan uit twee komponente, te wete die raad as 'n liggaam van verkose verteenwoordigers aan die een kant, en aan die ander kant, amptenare wat deur die raad in diens geneem is. Terwyl dit algemeen aanvaar word dat dit die raad se funksie is om beleid te bepaal en dit die amptenare se funksie is om die uitvoering aan die gestelde beleid te gee, word daar ook aanvaar dat daar in die praktyk, 'n mate van interfase tussen hierdie twee funksies bestaan. Dit word voorts aanvaar dat terwyl daar 'n duidelike onderskeid tussen die onderskeie rolle van raadslid en amptenaar is, dit moontlik is dat daar 'n mate van wanbegrip van hul onderskeie rolle bestaan. Die doel van hierdie studie was om te bepaal of raadslede en amptenare wanbegrip van hul onderskeie rolle in die besluitnemingsproses van die munisipaliteit ervaar en of sodanige wanbegrip 'n negatiewe impak op dienslewering het. Om as basis vir die studieveld te dien is algemene besluitneming eerstens bestudeer, gevolg deur 'n studie van besluitneming in plaaslike regering. 'n Ontleding van Oostenberg munisipaliteit met spesifieke verwysing na sy besluitnemingsprosesse en makro-organisatoriese struktuur is daarna uitgevoer. 'n Vraelys met as respondente die topstruktuur van die raad sowel as die top bestuurstruktuur van die munisipaliteit was aangewend om te bepaal of daar 'n mate van wanbegrip van onderskeie rolle bestaan. Die studie het bevind dat die raadslid studiegroep 'n graad van wanbegrip van 30.56% ten opsigte van sy rol as raadslid in die besluitnemingsproses van die munisipaliteit toon, en in die geval van die top bestuurstruktuur, is 'n graad van wanbegrip van 29.86% aangetoon. Die studie het verder bevind dat die bepaalde graad van wanbegrip, negatief op dienslewering impakteer. Abstract:
This thesis presents Albert Schulz, a lawyer and autodidact scholar, who won the first prize at the 1840 Abergavenny Eisteddfod with his Essay on the influence of Welsh Traditions on the Literature of France, Germany, and Scandinavia. It was subsequently published in Britain in 1841 and was widely reviewed in literary journals. Its German edition, entitled Die Arthursage und die Miihrchen des rothen Buchs von Hergest (1842), comprised the first translations into German of Welsh tales, the Mabinogion. At the time, Schulz was well-known among scholars in Wales and Germany, but today, he and his works are mostly forgotten, yet the memory of his essay survives in footnotes. This thesis has three main aims. First, the circumstances which allowed a German lawyer to enter the Welsh literary field were examined, in particular his cultural and educational background and his literary and philosophical influences, placing him in the Late Romantic period. The analysis of the essay confirmed this, as Schulz adapted Herderian and Schlegelian concepts of a common European literary heritage to the appraisal of the peripheral Welsh literary field. Secondly, the external factors for Schulz' rise within the literary fields were taken into account, using Bourdieu's theory of cultural production and the laws governing it. Research has shown that he was a PaIt of a transnational scholarly network connecting Germany and Wales. He entertained correspondence with prominent figures in the literary fields such as the Karl Lachmann, the Brothers Grimm and Thomas Stephens. Thirdly, his membership in these networks enabled Schulz to become a cultural mediator, transmitting literary and cultural knowledge across linguistic and national borders with his essay and translations. While there was considerable interest in Celticism and the Celtic languages in Germany, Wales and its literature had not yet been the subject of scholarly research prior to Schulz' efforts. Therefore, his work placed Wales on the literary map of Europe alongside the established literary traditions of France, Germany and Scandinavia.

Abstract:
Abdullah Abdurahman is best-known in South African historiography for his four-decade career as the first coloured City Councillor of Cape Town and the President of the African Political Organisation. However, most literature on Abdurahman lack study on the personal and intimate life that animated his politics. Often painted as a tragic narrative of a dynamic man who failed in his struggle against racial segregation in the first half of the twentieth-century, Abdurahman is largely neglected in South African historiography. This project is a partial biography of Abdurahman focused on examining his personal and family life. Research for this project began with the exploration of the well-known Abdurahman collections at the University of Cape Town and Northwestern University and then expanded to include British, American, and Turkish records. This thesis follows a thematic structure, focusing on Abdullah as a son, a doctor, a husband and a father, with a final chapter focusing on Abdullah's many identities. Through the biographical method, this thesis explores the changes and continuities in coloured, Cape Malay, Indian and Muslim politics, attitudes, and identities at the Cape from the mid-nineteenth to mid-twentieth centuries. The complications and nuances brought about by the ways identities intersect with race, gender, class, religion and other ethos are revealed by focusing on the personal and the intimate. Situating Abdullah Abdurahman within global flows of people, ideas, faith communities, and political ideologies, this thesis allows insight into how coloured, middle-class, Muslim families lived in the early twentieth century and the limits of nonracialism and political organisations of the time. By reincorporating Abdurahman's personal and family life into historiography, the influence of affect and emotions in politics, the import of childhood and early political socialisation, and the role of education in producing citizenship and subjectivity rise to the fore. This unveils themes of how political philosophies are generated, challenged, and transmitted between and across generations. This thesis argues for a transnational and trans-generational approach to considering the contributions of marginalised groups in the nineteenth and twentieth centuries.

Research interest in gender and politics has been increasing in the UK and intemationally. Much of this research has focussed on the issues surrounding women's underrepresentation to national elected office. However, a vital part of the picture has been largely ignored - women's under-representation in local govemment. This is surprising given that so many MPs still cite experience of serving on local councils before embarking on a career in national politics. This thesis aims to fill some important gaps In our knowledge of the situation affecting the under-representation of women in local govemment In England. It is known that women are under-represented across the whole of local govemment. This research presents evidence from local council elections to show the differences that exist between and among different types of local authority. New information about the type of people who stand for local election is provided from the Local Election Candidate Survey. This is the first time that candidates and councillors have featured simultaneously in a national survey. Their motivations for standing, opinions about the selection process and campaign experience are examined in detail. Semi-structured interviews with some of these candidates provide more in-depth detail about the individual experience of standing for election and being a councillor. The research findings are of interest to local authorities and political parties as they attempt to respond to policies designed to encourage the recruitment of a wider cross-section of society to local councils. The findings should assist national government initiatives by examining the extent to which the level and success of women's' recruitment is a function of endogenous and/or exogenous factors. This research will be relevant to the broader investigation of recruitment to political office, the majority of which is restricted to national elections and thereby fails to take account of the importance of local factors as impediments or catalysts for political careers.

This research study seeks to explore the personal reflections of mothers who had chosen to support other mothers to breastfeed in a northern town where the local tradition was one of bottle feeding. These mothers had made this commitment because they felt they had not received adequate breastfeeding support with their own babies. The project was based upon the favorable evidence that demonstrated the positive benefits of local mothers providing one to one breastfeeding support for women from disadvantaged groups. A focus group consisting of seven breastfeeding peer counsellor mothers, using a semi structured interview schedule, enabled them to share their personal reflections on their experiences of becoming and being a breastfeeding peer counsellor. The data was analysed using principles of grounded theory and voice centered relational method (VCRM).This study identified how these peer counsellors felt that they had a crucial role in reversing negative attitudes towards breastfeeding and examined the challenges of supporting women to breastfeed, as well as bridging the gap between health professionals and their community and discusses the different approaches of how mothers are supported to breastfeed.

The main objective of the study is to explore the accountability of the ward councillors through the application of the Batho Pele principles in Lukhanji Municipality. Accountability is regarded as the key aspect for any government in which it should be monitored and maintained. The main problem to be addressed by this study is the ways in which the ward councillors can improve accountability applying the Batho Pele principles. To address the research problem and to achieve the aims of this study, an empirical research was done by distributing self-administered questionnaires to the participants in Lukhanji Municipality. The research findings revealed that in Lukhanji Municipality poor accountability of the ward councillors in which it needs improvement. Another finding is that poor accountability is caused by the lack of understanding of the Batho Pele principles, lack of understanding of the accountability mechanisms and poor relations between the community and ward councillors. The research findings of the study pointed to the necessity to make a set of recommendations on improving accountability through the application of Batho Pele principles in Lukhanji Municipality.

This work has three core aims; to quantify the extent to which women stood as council candidates and were elected between 1918 and 1938; to assess the influences on the backgrounds of women seeking election in that period; and to examine a sample of women elected to determine how far they retained separate spheres reflecting gendered interests or were able to join male colleagues in wider council roles. The findings show patchy progress with far slower growth on county councils than in London and only one or two women councillors present at any one time on some important councils. Council culture and political geography were causes of low representation. Women increasingly needed access to political parties to be candidates, but the presence of a political battleground and the nature of local social leadership were equally important. London women needed to be politically driven from the outset whereas some towns elected women recognised as community leaders rather than politicians. Women councillors had experience of suffrage activism, voluntary work, as Poor Law guardians and of committee co-option. They could remain in office for decades. Women were concentrated on committees of domestic interest, but their activities changed as state intervention increasingly influenced family life. By addressing topics such as birth control, the special interest of women councillors became a very public discussion of a previously private domestic matter. Women also took on public roles as committee chairman or mayors. This blurring between public and private spheres is of relevance to wider discussion about women’s activism as they gained in citizenship. Despite slow progress over 1,400 women contributed as councillors in this period with a very practical style and determined tenacity. This overview of their distribution, origins and activities shows an uneven spread of women councillors with divided political views, but unity in seeking improvement in family life.

Abstract:
This thesis studies the influence of the political party group on the processes of local political representation. It sets out to discover how party groups are able to position themselves between councillor and the electorate, to demand the loyalty of councillors, and to ensure that they act publicly in a cohesive fashion in respect of local issues. The study distinguishes between different theatres of representation, the more or less open arenas within which councillors speak and act. This distinction is used to investigate the actual and likely behaviour of councillors in a range of situations from the closed and private to the open and public. The study also introduces the concept of crises of representation, which arise when a councillor experiences the competing pulls of party group loyalty and local feelings on contentious issues affecting his or her ward or division. To explore this tension, the study introduces the concept of event-driven democracy to describe those situations which motivate the community to protest council decisions and compete with the party group for councillors' loyalty. Evidence from a survey of 629 councillors in 20 authorities in the Midlands and surrounding area was gathered in order to compare and contrast reports of past and hypothetical actions in open and closed theatres of representation. Interviews were used to supplement and illuminate these data. Three case studies examine the actual responses of councillors faced with crises of representation. Comparison is made with national data. Differences between the political parties are explored and political affiliation examined as a factor in party group influence on local representation.

Abstract:
This thesis examines the history of local government in Kenya from the late-colonial period up to the passage of Kenya's new constitution in 2010. The development of local government was a hallmark of the Colonial Office's policy for Africa in the post-war period. In spite of this, scholarship on post-colonial Kenya has tended to overlook local authorities. The 2010 constitution devolves power to forty-seven new county governments; in light of this, this thesis considers how the local state has historically functioned in practice. In doing so, it contributes to the literature on decentralisation, neo-patrimonialism and the state in Africa. Historiography of modern Kenya has focused on elite politics and the political dynamics of the highly centralised state. The prevailing narrative of local government in Kenya has been a story of formal decline. By reading the narrative of the Kenyan state from the bottom-up, this thesis explores the development of competing ideas of government in Kenya, and the way this has shaped the practices of state institutions and those who hold local office. It draws on three case study councils - Nakuru Municipal, Kilifi and Kakamega County Councils - to critique the popular depiction of corrupt and self-serving local leaders. Contrary to this, the moral world of councillors is presented as one that was full of challenging and competing demands yet was not devoid of an ethos of civic responsibility. Despite the many financial and institutional weaknesses of local authorities, councillors retained a level of legitimacy within their communities through their roles as patrons and clients in local and national political networks. The thesis thus explores the interplay between 'elite' and 'deep' politics, arguing that the pressure on politicians to distribute patronage and provide welfare support was particularly acute for councillors. By examining these pressures, this thesis studies the tension between official policy and the everyday practices of local government.

In terms of section 152(1)(a) of the Constitution of the Republic of South Africa, 1996 local government should provide a democratic and accountable service to local communities. Therefore, elected representatives and municipal officials must be accountable for their actions. This study investigates the influence of public participation in enhancing the accountability of ward councillors in the Buffalo City Metropolitan Municipality (BCMM). For the purpose of the study, the hypothesis was formulated that accountability of ward councillors is hampered by improper public participation mechanisms in Buffalo City Metropolitan Municipality (BCMM). In order to achieve the goal of this study and to test the hypothesis, it was essential to review literature on the accountability of ward councillors and public participation in local government. Primary data was obtained by interviewing ward committees and ward councillors from Buffalo City Metropolitan Municipality. Interviews were conducted with ward councillors and ward committees in wards 13 and 14 of BCMM. The major findings of the study, inter alia, are that ward councillors give feedback to their constituencies. Ward committees are instrumental in encouraging members of the public to attending these meetings. The most popular forum for public participation is the Independent Development Planning (IDP). It was established that approachability, accessibility and visibility of both ward councillors and ward committees in the community enhance public participation. The study concludes with recommendations that will assist the BCMM to enhance the accountability of ward councillors through public participation.

In the two decades after the partial enfranchisement of women in 1918 and the removal of legal disabilities which excluded them from the magistracy, women in the West Riding of Yorkshire were mobilized to seek a new civic role as councillors and as justices of the peace through membership of women's organisations, of the women's sections of political parties and to a lesser extent as a consequence of their widespread involvement in charity work. By the post-war period, too, traditional arguments against the ordination of women in the Free Churches had lost credibility and a number of women became church ministers in the strongly Nonconformist West Riding. Women magistrates were rapidly accepted on equal terms and from the start shared duties equally with their male colleagues. Ordination of women in the Free Churches was premissed on the principle of complementarity and, although usually obliged to accept the less desirable churches, women ministers experienced little hostility. The majority of women councillors, however, justified the need for their election on the grounds of the distinctive contribution that women could make to local government. By identifying only certain issues on which women's views should be sought and concentrating on areas of local government which only affected the lives of women and children their contribution was seen to be limited. Individual women's influence over their appointment as magistrates was minimal and their numbers remained low primarily because local advisory committees failed to adopt progressive criteria for their recommendations. Traditional attitudes were still too deeply entrenched to allow many women to seek ordination and it was the identification of a limited role for women, together with social, cultural and economic factors, which militated against any significant increase in their representation on local councils in the West Riding throughout the period.

Thesis (PhD)--Stellenbosch University, 2014.<br>ENGLISH ABSTRACT: This study describes and analyses the water governance and developmental water services education and training needs of councillors in water services authorities (WSAs) in the Northern Cape Province in order to enable them to fulfil their responsibilities as required by the legislative framework in the new dispensation in South Africa. The new South African Constitution ushered in a new legislative framework, which recognises that developmental water supply, sanitation facilities as basic services are local government matters, and that they are in the functional area of concurrent national and provincial legislative competence. The Water Services Act No. 108 of 1997 and a number of Acts of Parliament thereafter, which are a spine for a local government developmental agenda (LGDA) in South Africa, give effect to this determination. Collectively, these Acts and policies have set the LGDA or modernisation of local government for change and marked a departure from the selection, recruitment and deployment of councillors without minimum engineering and technical skills in water and infrastructure planning and development portfolios. This invariably imposes new leadership responsibilities upon a range of hydropolitical councillors in WSAs, and creates the need for a redefined model of representation on the part of councillors from ―resemblance to public capability, accountability, responsibility and responsiveness‖ (Sartori 1968: 465). With the current calibre and breed of councillors in water portfolios and infrastructure planning and development, it appears that the country is facing a leadership crisis that can strike at the very roots of the democratic values of the LGDA system. Without effective, innovative, creative and committed leadership, all anti-poverty strategies may just plug in superficial solutions rather than tackle the root of the problem, namely governance crises in WSAs. Accordingly, 'good enough governance' or radical restructuring of the recruitment, selection and deployment policy in the current water crisis in the Northern Cape should act as a "decontaminator or antiseptic in a germ-infested area" (Cloete 2006:6-19). To extend the analogy further in terms of good enough water governance, the selection, recruitment and deployment of appropriately qualified representatives in bulk water infrastructure planning and development may lead to long-term hydropolitical adaptive capacity to respond proactively to water scarcity in the Northern Cape whereby a discernible set of water governance values and principles will benefit all citizens. Using mixed methods, the researcher found that comparative literature evidence clearly underscores the importance of effective leadership by competent and skilled councillors in water portfolios. It is also significant that academic and independent studies have ignored the oversight role of councillors in water governance. The debates only focus on officials who do not have executive powers under the new LGDA and its administration system. Yet, the current water crisis, extreme weather conditions, climate changes, and protests against poor service delivery provide an opportunity to rethink water governance. The dissertation argues that councillors in water portfolios should have minimum engineering and technical qualifications and that they need to be empowered to be adaptive and apply modern technology solutions. Any reform effort is doomed if this aspect is not addressed sufficiently well in the water sector, as it has been established in this dissertation that there is a clear link between effective leadership and excellent water governance and management. The study is not intended to be prescriptive nor can it claim to be exhaustive, as the researcher continually discovered. In many instances, it may introduce water governance complexities under a LGDA administration and political management system that are unwarranted – and misplaced idealism is always a problem. Thus, for water services to remain a viable "instrument of humanity" especially at a municipal level, it is concluded that more effective competency-based water councillor education and training (CBWCE&T) programmes are required to equip current and future councillors with the water governance skills and intellectual competencies to address the complex challenges they face. The essence of the CBWCE&T is that developmental water services need to engage in a broader governance agenda integrated with other basic services and mutually reinforcing areas of social adaptive capacity to water scarcity under the LGDA. Researchers in the water sector have neglected the hydropolitical role of councillors in determining water governance and the use of water for socioeconomic and developmental outcomes now subsumed under various poverty eradication policies. The unique contribution of this dissertation is that it focuses on this critical role of councillors and the skills they need to execute water governance institutional oversight role. The researcher makes recommendations for enriching the hydropolitical sociology of local government studies, to match the skills requirements, given the complexity of the LGDA and the numerous challenges for councillors in WSAs in the Northern Cape.<br>AFRIKAANSE OPSOMMING: Hierdie studie beskryf en ontleed die waterregerings- en ontwikkelingswaterdienste onderwys- en opleidingsbehoeftes van raadslede betrokke by waterdienste owerhede (WSAs) in die Noord-Kaap provinsie wat hulle in staat sal stel om hulle verantwoordelikhede na te kom soos vereis deur die wetlike raamwerk van die nuwe bedeling in Suid-Afrika. Die nuwe Suid-Afrikaanse Grondwet het 'n wetlike raamwerk ingelei wat ontwikkelingswatervoorsiening en sanitasie geriewe, synde basiese dienste, erken as plaaslike owerheidsaangeleenthede; dit funksioneer ook terselfdertyd ingevolge 'n soortgelyke wetlike bevoegdheid op nasionale en provinsiale vlak. The rise of indirectly elected institutions, such as the West Midlands Regional Assembly, has democratic implications for notions of accountability, legitimacy and representation. The representative function of these bodies must be explicitly fulfilled if they are to be considered democratic. The conceptual focus of this thesis is the representative function of members of the West Midlands Regional Assembly. The analysis applies a representative role framework based on Pitkin’s “Four Views of Representation” to explore the formalistic and substantive elements of representation through an appraisal of focus, style, role and scope. The results show that there are weak accountability structures in place, leading representatives to adopt a trustee conception of their roles. A grounded theory analysis is utilised to explore additional factors not covered in Pitkin’s framework. This surfaced the structural factors and role motivations that affect role choice. The thesis utilises Weick’s concept of sensemaking to explore the interpretation and enactment of different representative roles taking into account the importance of institutions in framing micro sensemaking processes. This new methodology permits an appraisal of the relative influence of institutional context, structure and individual agency and delivers a new model for understanding the logics of representative action in appointed bodies.

This study was conducted at Intsika Yethu Local Municipality of Chris Hani District Municipality in the Eastern Cape Province, in the Republic of South Africa. The study has as its main thrust: The role of councillors in service delivery: The case of the Intsika Yethu Local Municipality of Chris Hani District Municipality. This municipality consists of 21 wards and 21 ward councillors. The Preamble to the Constitution of the Republic of South Africa, 1996, states that the injustices of the past have to be addressed and those who suffered for justice and freedom in the country should be honoured. The results of the 1994 national and 1995 local government elections marked a political breakthrough in South African politics. The new democratic and social reconstruction agenda necessitated the transformation of the legislative framework in various areas. The legislative prescriptions that underpin the operations and activities of municipal councillors in delivering public services to citizens and in ensuring the effective and efficient implementation of government policies are therefore crucial. In this study, the role of ward councillors in service delivery was interrogated and investigated to establish whether the Intsika Yethu Local Municipality community in Tsomo and Cofimvaba has benefited in accessing basic services. Furthermore, the study seeks to find ways through which the relationship between community and ward councillors could be managed to harmonise the relationship between them in order to improve service delivery in Intsika Yethu Local Municipality. In this regard, a legislative framework regulates and guides municipal councillors in performing their developmental duties to achieve local government developmental outcomes.

This thesis seeks to study the current historical era, when dominant political discourses are suggesting that ideology and ideological politics belong to the past, via a focus on the talk of local politicians. An ideological analysis of councillors' discussion of the current and past political situation in the council and further afield, and their own relation to it, is conducted. In this way, the discursive means through which the end-of-ideology era is practically realised, are highlighted. Of special relevance to this analysis is the Third Way agenda espoused by New Labour and its allies. This recommends the replacement of the traditional agonistic politics of left and right with a consensual, non-political politics. The thesis considers the wider historical conditions and effectiveness of this theory, including its association with the generalised, power-assisted process of political closure.

The aim of the study is to critically examine the leadership and accountability of ward councillors in South African municipalities: A case of Buffalo City Municipality. The theory of communicative action by Jürgen Habermas was used to interpret the manner in which ward councillors are expected to interact with the members of the community when performing their leadership and accountability roles. The study adopted a case study design that assisted in establishing what is required from ward councillors with regard to their leadership and accountability roles in local governance. Qualitative and quantitative data collection instruments were used to collect data. The focus group interviews with ward committee members (n=100) from twenty-five (25) wards identified themes that relate to leadership and accountability constructs. The identified themes were verified in the quantitative phase in which questionnaires were administered to fifty (50) ward councillors. The qualitative data was analysed thematically using NVivo and quantitative data was analysed using MS Excel. Generally, the views of the ward councillors regarding their leadership and accountability were positive. However, their leadership and accountability were largely dependent on their individualised communication skills and emotional intelligence. Hence the study established that unless ward councillors are equipped with skills and knowledge in communication and emotional intelligence respectively, their leadership and accountability roles will not be able to contribute effectively to local governance. Subsequently, the study made a set of recommendations in this regard.

The transition of local government from the previous model that existed under apartheid to an inclusive democratic and developmental model, ushered in huge challenges. The transformational agenda for local government that was conceived by the new democratic government, introduced new key performance areas which included infrastructural development of previously neglected residential areas, service delivery to all, accountability and transparency in local government financial management, good governance and capacitation of those assigned to champion these issues. Councillors, being one of the most important stakeholders in local government, had to allow for additional responsibilities in the advancement of the transformational agenda of local government. As provocateurs of good governance which is indispensable for the successful developmental transformation of society, they are required to meet certain standards. This research investigates the factors that may negatively impact on good governance in the NMBM. Firstly, it examines conditions that undermine the development of a culture of good governance within its geographical confines. Secondly, it investigates the suitability and preparedness of councilors on a number of terrains. The research was conducted in the light of the public debate concerning the caliber of councilors in the NMBM while adding value to the academic discourse on this emotive issue. This is achieved by employing a qualitative research approach using a questionnaire and interviews with a specific target population.

The core of the debate is the notion of incompatibility of this institution with democracy and human rights. The 1996 Constitution of the Republic of South Africa set the tone for the recognition of traditional leaders in a democratic dispensation. The study assessed the role of traditional leaders and ward councillors in promoting community development in uMlalazi Municipality. The aim was to identify the limitations in community development programmes and how much does traditional leaders observe government regulations in service delivery and the impact that it has created. Questionnaires were administered to a sample of 82 participants, but only 72 questionnaires were returned. The research participants were businesses, churches, ward committee members, ward councilors, traditional leaders, and community members. Both quantitative and qualitative research methods were used to analyse the data. The study revealed the challenges facing communities regarding development. It also became apparent that the South African Constitution does not clearly define the roles and responsibilities traditional leaders should play in society. Possible solutions were identified in a form of recommendations, that in the implementation of the Integrated Development Planning programmes they should consider Batho Pele principles.

According to the Constitution of the Republic of South Africa, Act 108 of 1996, Local Government is the closest sphere of government to the people and thus regarded as the service delivery mechanism of government. In the same context municipal councils are accorded a legal status and authority of a deliberative legislative body. This is considered critical for the municipal council to establish appropriate structures, processes and systems for effective oversight, particularly, oversight of budget execution and administrative processes. However, indications are that, the current legal and institutional measures need to be strengthened to enable municipal council to exercise oversight of the budget execution. In this study, the researcher conducted extensive literature on the roles and responsibilities of Councillors as prescribed in the Local Government: Municipal Systems Act and Municipal Structures Act respectively. An extensive review of the relevant local government legal provisions highlighted the authority of the municipal council, internal rules, reporting processes, council committees and the research capacity, as key aspects of the institutional measures required for oversight of budget execution. Equally, the review accentuated the ability and willingness of non-executive Councillors to exercise oversight in the affairs of the Municipality. A total of 20 research sample was selected for this research. Research participants were given research questionnaires for them to complete. This was completed and returned to the researcher for analysis. Key findings of the research was that, the municipal council must use its legal authority to reinforce mechanisms for effective oversight of budget execution. In addition, the municipal council needs to provide an enabling leadership and governance environment that encourages and support non-executive Councillors to actively engage in oversight processes and activities of the municipality. Further to the findings of this research, it was strongly recommended the further research in order to unearth the mechanisms that can further enable the Councillors to ensure optimum utilisation of resources.

The purpose of this study was to investigate the empowerment needs of councillors in a municipality. The main focus was to assess the successes or inadequacies of the empowerment programmes previously offered to councillors by the King Sabata Dalindyebo Local Municipality. In order to achieve the research objectives an in-depth literature study was undertaken. A survey was also conducted to examine the level of empowerment being offered by the King Sabata Dalindyebo Local Municipality to its councillors and the data was collected by means of self-administered questionnaires. The literature study proved the hypothesis to be correct, which stated that empowered councillors could enhance effective public participation, effective communication which could result in effective service delivery. The empirical study revealed that certain councillors require adequate training in areas such as communication skills, council’s rules of procedures and new developmental mandate assigned to local government. The empirical survey also revealed that there is limited mutual trust between councillors and the senior officials, immediate intervention is required to restore trust between councillors and officials. It has been recommended that King Sabata Dalindyebo Local Municipality should not only provide regular “in house” training, but also training conducted by outside agencies is required. In certain instances, one may find that municipalities may not have fully capacitated persons for “in house” training. Thus, outside agencies which possess the relevant expertise such as universities and SALGA should be encouraged to also facilitate capacity training for councillors.

The study is about: The assessment of relationship between the traditional leaders and ward Councillors and its impact on service delivery: A case of Mnquma Local Municipality. This municipality consists of 61 wards and 41 ward Councillors. The purpose of this study was to investigate what causes tensions in the relationship between traditional leaders and ward Councillors and also how can it be managed and or be improved as it affects production in service delivery and development. Furthermore, the study seeks to find ways through which the relationship between traditional leaders and ward Councillors could be managed to harmonize the relationship between them in order to improve service delivery in Mnquma Local Municipality. Most municipalities which are based in rural areas in South Africa are faced with a lot of challenges which has left development staggering and thus in long run inefficiency in service delivery is caused. As a result of poor service delivery Mnquma Municipality is faced with the challenge of instability towards its management, whereby several Mayors have been chased away through protests, as result service delivery has been hampered and delayed. These challenges are the results of the poor relationship between traditional leaders and ward Councillors over land ownership, control and authority of resources for development. The legislations that govern traditional leaders are ambiguous or rather vague when it comes to their roles and functions in development and service delivery in the new democratic government of South Africa and thus cause the traditional leaders to feel that they are undermined by the ward Councillors whom according to traditional leaders feel they that ward Councillors are more recognized than them. It is in this context that this study seeks to investigate the causes of conflict between the traditional leaders and ward Councillors and how the conflict impacts on service delivery and development and also can it resolved to harmonize the situation. The researcher used a qualitative method to collect data, the questionnaires and interviews were conducted to Municipalities, Traditional Leaders, Municipal Managers, Ward Councillors, Ward Committees and the community. Data was collected and analysed using descriptive method. The researcher came out with the following summary of the findings: The management of relationship between traditional leaders and ward Councillors over ownership of projects, control, land distribution and authority is very poor. Traditional leaders felt that the present democratic government has given too much power to the ward Councillors for most development programs. There is no absolute proper consultation of traditional leaders by neither local government officials, municipalities and ward Councillors before any development is done in their areas. Poor recognition of traditional leaders by ward Councillors and other politicians. There is allegation by the community members and traditional leaders that ward Councillors are bias in delivering services, preference is given to the group that belongs to their party of interest. When there is development projects employment opportunity is not given to the local communities of that area. Traditional leaders are not allowed to actively participate in council meetings.

The aim of the study was to assess the impact of traditional leaders and ward councillors‟ roles on service delivery in Mnquma Local Municipality. Not much research has been conducted in this field. The researcher wanted to ascertain the extent of conflict between traditional leaders and ward councillors in providing services to the communities and provide mechanisms to harness these. In this study relevant literature and legislative frameworks were reviewed. From the literature review, it was evident that service delivery is essential to the communities, and as such, municipalities have a critical role to play. The data collection instruments used, were questionnaires and interviews. In order to achieve the objectives, questionnaires were distributed to the participants and interviews were conducted. After analysing the data, the researcher formulated conclusions and from those conclusions, some recommendations were made.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior<br>Comunidade de prática (CoP) é um termo recente e que se aplica a indivíduos que compartilham um objetivo comum que pode englobar desde uma temática específica, um problema ou uma paixão, sendo o aprendizado em conjunto e o sentimento de pertença os diferenciais dessa teoria que pode refletir, positivamente, na aquisição de conhecimento como um processo participativo. Esta dissertação de mestrado procura averiguar a pertinência da construção de uma comunidade de prática para conselheiros de saúde dentro da política do Sistema Único (SUS) de valorizar a participação popular. Inicialmente, descrevemos de forma resumida o que foi a implantação do SUS e como se inserem os Conselhos de Saúde dentro de suas prerrogativas de participação popular. A partir desse panorama, discorremos sobre o que são, como podem funcionar e qual a importância das CoPs. Por último, investigamos a opinião de uma amostra de conselheiros de saúde da região Sudeste do país e com acesso à Internet. Qual é a visão deles sobre a estruturação e capacitação dentro dos Conselhos de Saúde ? Verificamos que há uma estreita relação de poder e alienação dentro dos Conselhos e, em virtude disso, uma demanda grande por capacitação. Porém, diante das limitações de nosso estudo, que só investigou os conselheiros com acesso à Internet, não podemos extrapolar conclusões de uma CoP poderia ser eficaz para capacitação de conselheiros de todo o país, pois verificamos que a baixa escolaridade nacional também se reflete dentro dos Conselhos assim como a exclusão digital. Estes fatores colocam, portanto, a maior parte dos conselheiros de saúde excluídos da possibilidade de capacitação através de uma CoP<br>Community of Practice (CoP) is a recent term that applies to individuals who share a common goal that can range from a specific theme, a problem or a passion that learning together and the feeling of belonging to the differentials of this theory can reflect positively on the acquisition of knowledge as a participatory process. This master thesis tried to analyzed the construction of one Community of Practice to Health Councilors inside the Brazilian Public Health System (in Portuguese, Sistema Único de Saúde - SUS) to enhance the popular participation. First, we described in a brief the beginning of the SUS and how the Health Councilors acted in the process of popular participation. From this overview, we discuss about what CoP is, how it functions and the importance of a CoP. Finally, we investigated the opinion from a group of Health Councilors who live in the Southeast Brazilian region with internet access. What is their vision about training in Health Council? We verified that there is a close relationship between power and alienation inside Brazilian Health Council and because of that, a great demand of training. However, in front of the limitation of our study that only investigated Councilors with internet access, we could not extrapolate any conclusion about if a CoP could be effective for all Brazilian Councilors, because we also verified the low national level education and the digital exclusion and this situation has reflection inside the National Council of Health. These factors may exclude the majority of Health Councilors from one CoP

Durante muito tempo, os membros das câmaras de vereadores brasileiras tiveram suas atuações políticas limitadas à circunscrição territorial dos seus respectivos municípios. Isso se deve muito à forma de organização e à outorga de competências conferidas aosentes federativos. O modelo de federação criado no Brasil apresenta peculiaridades em relação a outros modelos existentes no mundo. Uma das mais evidentes é o reconhecimento constitucional dos municípios como ente integrante de sua estrutura, dotando-os de autonomia em relação aos Estados-membros e à União, bem como conferidas atribuições políticas e administrativas próprias. Esse status transformou consideravelmente o papel das municipalidades brasileiras após o advento da Constituição de 1988. Mas, infelizmente, a forma de distribuição dos recursos públicos do país concentra grande parte das receitas nos entes federativos de maior dimensão, em especial da União. Essa desproporcionalidade impede que as municipalidades exerçam, de forma plena, todas as missões que lhes foram outorgadas. Em consequência,eles sentem o peso das várias incumbências a serem desenvolvidas, sem que possuam as verbas suficientes para isso. Uma das soluções para minimizar essa situação está na iniciativa dese integrarem a outros entes para que, de forma conjunta, concretizem as políticas públicas necessárias à população. Atualmente, verifica-se que muitos problemas existentes nos municípios são comuns a todos que estejam situados em determinada região. Esse fenômeno ocorre principalmente quando a expansão urbana gerou as conurbações, interligando os municípios de uma forma tal que acabam compartilhando, os anseios e mazelas. Prevendo essa situação, o constituinte brasileiro de 1988 outorgouaos Estados-membros a prerrogativa de instituir as regiões metropolitanas e outras formas de unidade territorial urbana.Possibilitou, comoisso, a criação de uma organização administrativa que pudesse desenvolverações estatais de dimensão regional, conjugando os esforços dos entes federativos envolvidos para a consecução do bem comum. Aproveitando a existência dessas regionalidades administrativas, surgiunas câmaras de vereadores o anseio de ampliar seu campo de atuação para levar à discussão regional os temas inerentes a todos os municípios que as integram.Assim, criaram-se em algumas partes do país, os parlamentos metropolitanos.Consistem em um fórum de discussão e atuação integrada das edilidades municipais inseridas nessas unidades territoriais urbanas. A presente pesquisa tem como objeto central analisar a formação e atuação desses parlamentos, bem como os resultados já alcançados por alguns, além de sugerir propostas que venham fortalecer o seu papel. Essas instituições podem contribuir consideravelmente para o aperfeiçoamento da denominada governança interfederativa das regiões metropolitanas, nos termos que são propostos pelo Estatuto das Metrópoles (Lei Federal n. 13.089/15). Trata-sede um vetor de colaboração e associação entre os entes e órgãos de poder integrantes da região metropolitana, em busca de concretizar as funções públicas de interesse comumem prol da população nela inserida.<br>For a long time, members of the Brazilian assembly of councilors had had their political actions limited to the territorial circumscription of the respective municipalities. this is due much to the bestow of conferred competences to federal entities. The federation model created in Brazil shows peculiarities in relation to other existing models in the world. One of the most evident is the constitutional recognition of municipalities as integrant entity to its structure, providing them with autonomy in relation to the Member States and the Union as well as attributions conferred the own political and administrative duties. This status has transformed considerably the role of the Brazilian municipality after the advent of the Constitution of 1988. But unfortunately, the way of distribution of public resources of the country focus its great part of the revenues in the larger dimension federal entities, particularly of the Union. This disproportionality prevents that the municipality exerts, fully, all the missions that were bestowed to them. As a result, they feel the weight of the various tasks to be developed without having sufficient funds for it. One of the solutions to minimize this situation is the initiative to join the other entities ones so that, jointly, they can concretize the public policies necessary to the population. Currently, check itself that existing problems in the cities are common to all who are located in a given region. This phenomenon occurs, principally when urban sprawl generated the conurbations, linking municipalities in such a way that end up sharing the anxieties and ills. Anticipating this situation, the Brazilian constituent 1988 has bestowed to the Member States the prerogative to institute the metropolitan areas and other urban land unit. Allowed, therewith, the creation of an administrative organization that could develop state actions with a regional dimension, conjugating the efforts of the federal entities involved in an attainment the common good. Taking advantage of the existence of these administrative regionalities arose in the councilors chambers the desire to enlarge their actuation field to take the regional debate the issues inherent to all municipalities that comprise it. Thereby, were created in some parts of the country, metropolitan parliaments. They consist of a discussion forum and integrated performance of the inserted town council these urban units. This research has as its central object to analyze the formation and actuation of these parliaments and the results already achieved by some, besides suggesting proposals that will strengthen its role. These institutions can contribute substantially to the improvement of the so called interfederativa governance of metropolitan areas, in the terms that are proposed by the Statute of the Metropolis (Federal Law n. 13.089/15). Its about a collaborative vector and association among entities and organs of integrated power of the metropolitan area, seeking concretizing the public functions of common interest on behalf of the population.

This study sought to investigate the extent to which Ward Councillors executed their Constitutional and developmental mandate to enhance basic service delivery in relation to the National Urban Renewal Programme (NURP). For practical purposes, a case study approach was chosen, using Motherwell in Nelson Mandela Bay as the specific area of focus. Motherwell was declared by the national government as one of eight nodal zones for urban renewal in South Africa. The Preamble to the Constitution of the Republic of South Africa, 1996, states that the injustices of the past have to be addressed and those who suffered for justice and freedom in the country should be honoured. The results of the 1994 national and 1995 local government elections marked a political breakthrough in South African politics. The new democratic and social reconstruction agenda necessitated the transformation of the legislative framework in various areas. In this study, the role of Ward Councillors was interrogated and investigated to establish whether the Urban Renewal Programme had benefited the Motherwell community in Nelson Mandela Bay in accessing basic services. In this regard, a legislative framework regulates and guides municipal Councillors in performing their developmental duties to achieve local government developmental outcomes. The legislative prescriptions that underpin the operations and activities of municipal Councillors in delivering public services to citizens and in ensuring the effective and efficient implementation of government policies generally, and the Motherwell Urban Renewal Programme in particular, were examined and interrogated. An overview of the National Urban Renewal Programme was presented. The legislative framework underpinning the Urban Renewal Programme was also reviewed. The study concluded with a number of recommendations based on the findings of the literature, legislative reviews and an empirical survey.

Abstract:
The aim of the research is to explore and understand the role of local councillors in local government. There are three dimensions that influence this role. The first is the tension between central and local government and the highly centralised party political system which constrains local autonomy. The second is the role of the political party in local government, and its dominance in policy making. The third is the evolving spatial planning system and the new emphasis on localism and collaborative planning. These themes are explored through an examination of the spatial planning system, and in particular a case study of plan making in the growth area of the Central Oxfordshire Sub- region. My reading and reflection have helped me formulate three research questions : a) Has the lack of local government autonomy inhibited the adoption of innovative forms of collaborative planning; b) Have councillors understood the central tenets of collaborative planning and acted upon them and c) Can local politicians who are not members of the council`s executive play a more effective community leadership role by becoming more involved in the scrutiny of policies for space and place - making. The study has contributed to knowledge in a number of ways. It provides confirmatory evidence for other research exploring the role of the councillor in local government. This study has shown how the politicisation that has affected local government has also had an influence on the role of spatial planning in local government and that the dominant role of the political party in local government also involves spatial planning. Finally it demonstrates the importance of effective scrutiny within local government so as to create political space for other stakeholders who otherwise are inhibited by this politicisation.

La légitimité d’une organisation est fondée sur sa mission, c’est-à-dire sur sa raison d’être. Des responsables des bibliothèques et de nombreux chercheurs craignent que la légitimité des bibliothèques publiques soit contestée dans la société de l’information. De plus, les textes officiels présentant les missions des bibliothèques publiques sont divers et les missions y sont délibérément non définies. Au Québec, où une grande majorité des bibliothèques publiques autonomes sont placées directement sous la tutelle des municipalités, les bibliothèques publiques doivent définir et légitimer leurs missions avec les élus municipaux. L’objectif principal de cette recherche est de comprendre, via les discours, le point de vue des élus municipaux québécois sur les missions des bibliothèques publiques autonomes, en comparaison avec les pratiques et les ressources des bibliothèques au plan local. Basé sur la théorie de la construction sociale de la réalité, un cadre conceptuel est proposé de manière à étudier non seulement les discours dans leur dimension textuelle, mais aussi à contextualiser ces discours et analyser l’écart entre ces discours et les pratiques des bibliothèques.La stratégie de recherche adoptée est une étude de cas multiples. L’objectif est de développer une analyse en profondeur de chaque cas et une analyse inter cas. Les douze cas (municipalités) ont été sélectionnés en fonction de deux critères de variation (la taille de la municipalité et le budget annuel alloué par la municipalité à la bibliothèque) et un critère discriminant (la distance par rapport à l’Université de Montréal). Des entrevues ont été menées auprès des élus municipaux présidant la commission ou le comité dont dépendent les bibliothèques publiques. Ces entrevues et les politiques culturelles ont fait l’objet d’une analyse de discours. Les entrevues auprès des responsables des bibliothèques et la documentation ont fait l’objet d’une analyse de contenu. Ces analyses ont permis la triangulation des méthodes et des sources de données.Les élus municipaux québécois, comme les professionnels, n’offrent pas un discours homogène sur les missions des bibliothèques publiques. Toutefois, un modèle de discours émerge. Il montre un discours « limité » par rapport à la littérature, dans lequel une image passive de la bibliothèque est présentée et dans lequel la tradition perdure malgré le contexte de la société de l’information. Mais l’analyse révèle aussi que les élus municipaux construisent leurs points de vue sur leurs propres convictions en tant qu’individus, sur leur rôle dans la gestion de la municipalité en tant qu’élus et sur l’image qu’ils ont des usagers des bibliothèques publiques. Enfin, l’analyse a révélé un axe de différenciation des points de vue selon que le discours s’appuie sur des valeurs fondamentales ou sur les usages (réels ou supposés) de la bibliothèque.<br>The legitimacy of an organization is based on its mission, i.e. its raison d’être. Some libraries directors and many researchers fear that the legitimacy of public libraries is challenged in the information society. Moreover, official texts presenting the missions of public libraries are varied and the missions are deliberately not defined there. In Quebec, where a large majority of autonomous public libraries are directly under the supervision of municipalities, public libraries have to define and legitimate their missions with city councillors. The main objective of this research is to understand, via the discourses, the point of view of city councillors in Quebec on the missions of autonomous public libraries, compared to the libraries’ practices in their communities. Using the theory of the social construction of reality, a conceptual framework is proposed not only to study the discourses in their textual dimension, but also to contextualize them and analyze the distance between them and the libraries’practices.The research strategy adopted is that of the multiple case study. The aim is to develop an in-depth analysis of each case as well as a cross-case analysis. The twelve cases (municipalities) were selected according to two criteria of variation (size of the municipality and annual budget allocated by the municipality to the library) and a discriminant criterion (the distance from the Université de Montréal). Interviews were conducted with the city councillors who chair the commissions or the committees on which the public libraries depend. These interviews and the municipal cultural policies were subjected to a discourse analysis. The interviews with the directors of the public libraries and documents were subjected to content analysis. This made possible the triangulation of methods and data sources. Neither the city councillors in Quebec, nor the professionals have a homogenous discourse on the missions of public libraries. However, a model of discourse does emerge. It shows a “limited” discourse compared to the literature, in which a passive image of thelibrary is presented and in which the tradition continues in spite of the context of the information society. But the analysis also revealed that the city councillors base their points of view on their own convictions as individuals, on their role in the management of the municipality as elected officials, and on the image they have of the users of public libraries. Finally, the analysis revealed an axis of differentiation of the points of view according to whether the discourse was based on fundamental values or on the (real or supposed) uses of the library.<br>FQRSC. The interviews include the senior managers, the managers and the front line sales persons of three non-discount consolidated travel agencies, and the director and former director of the Certificated Travel Counselors Association R.O.C(CTCA). Conclusions and discoveries are as the follows: 1. The culture of an enterprise must be based on the collaboration within the organization, motivation of the desire of learning, and the growth of the business. 2. The leadership of the Certificated Travel Councilors based on the professional knowledge enhances the knowledge management of the front line sales persons. 3. Information technology is a just media. Since the products of tourism are intangible, it can’t replace traditional sales models. 4. The performance of an organization can be improved by using mentors, reward system, and sales reports by the certificated travel counselors. 5. The pre-job preparations of the front line sales persons can be reinforced by School education, family background and environment, with which the sales persons were raised.

Abstract:
Diepsloot, a township in Johannesburg, South Africa, was used as a case study to explore the perceptions of people in informal settlements towards their role in limiting pollution in their environment. The method followed was qualitative, and primary data were collected through the use of key informants (Ward Councillor and Environmental Health Officer), and three focus groups. Diepsloot is a marginalised residential area located in the Northern perimeter of the City of Johannesburg. The settlement is spatially fragmented, reflects a high residential density and is plagued with high levels of unemployment and poverty. Compounded by poor municipal service delivery, these challenges lead to a range of environmental problems such as overflowing solid waste on the streets, water pollution, and high levels of indoor air pollution. The study found that there were varying levels of commitment to limiting pollution by people in the informal settlement. This (commitment to limiting pollution) was largely dependent on community action through the formation of street committees. In streets where there was community cohesion, street committees were stronger and environmental conditions were better. In contrast, environmental problems were worse where street committees were weak or not operating. Regarding the role of government, the major constraints leading to unresponsive interventions were the limited scale of municipal operation and their poor communication with residents. Suggested corrective measures include recycling, education on pollution and the need for institutional strengthening. Further research aimed at identifying a set of appropriate partnerships and institutions needed for responsive interventions in informal settlements is required.

Dissertação de mestrado em História<br>Na historiografia nacional, o domínio da história colonial, em especial sobre o último império de Portugal, é um período que abarca a consolidação do liberalismo, o fim da monarquia, a 1ª República e o regime do Estado Novo, uma baliza temporal de 150 anos, que termina com a Guerra Colonial. África assume uma centralidade nesta última fase do império Português, depois da perda do Brasil. Com efeito, após a independência do Brasil, os olhos viram-se para África. Contudo, esta mudança de paradigma foi tortuosa, não só pelo fato da sociedade portuguesa possuir uma elite que procurava o que de mais moderno se fazia, escrevia e pensava, como pelas contradições de uma herança do Antigo Regime. Nesta dissertação acompanhamos o percurso de um africanista, o conselheiro Dr. António Duarte Ramada Curto. Uma figura das ciências médicas dos finais do século XIX, o qual passou longos anos como médico-naval em Angola. Um sócio ativo da Sociedade de Geografia de Lisboa e da Sociedade de Ciências Médicas de Lisboa. Mais, alguém que, mesmo após a sua reforma, exerceu cargos públicos de grande responsabilidade, como Diretor Geral de Saúde do Ultramar e Diretor Geral do Ultramar, o último cargo público que exerceu. Em qualquer caso, as funções que constituem o cerne desta dissertação são as de governador-geral de Angola, cargo que exerceu por duas vezes, entre 1897-1900 e entre 1904-1906. O conselheiro António Duarte Ramada Curto, no exercício das suas funções como governador-geral de Angola, revelou-se um progressista, preocupado com o desenvolvimento de infraestruturas e com a eficácia da administração pública, prudente, procurando consensos, estimado pela opinião pública e, nas palavras de Pélissier, um “pacifista”. O exercício dessas funções aconteceu, todavia, num período particularmente difícil para Portugal, marcado pela crise económica e, do ponto de vista político e ideológico, pelo Ultimatum Britânico, quer dizer, nos últimos dias da Monarquia Constitucional, o que determinou não só o alcance das medidas adotadas por ele como, inclusive, o seu próprio afastamento da vida pública.<br>In national historiography, the field of colonial history, especially over the last empire of Portugal, is a period that includes the consolidation of liberalism, the end of the monarchy, the 1st Republic and the Estado Novo regime, a timekeeper 150 years, ending with the Colonial War. Africa takes a central role in this last phase of the Portuguese empire, after the loss of Brazil. Indeed, after the independence of Brazil, eyes turn to Africa. However, this paradigm shift was tortuous, not only because of Portuguese society have an elite that sought what most modern it was, he wrote and thought, as the contradictions of the Old Regime heritage. In this thesis, we follow the journey of an Africanist, Dr. António Duarte Ramada Curto counselor. A figure of medical sciences of the late nineteenth century, who spent many years as a medical ship in Angola. An active member of the Lisbon Geographical Society and the Society of Medical Sciences of Lisbon. More, someone who, even after his retirement, he held public positions of great responsibility as Director General Health Overseas and General Director of Ultramar, the last public position he held. In any case, the functions that make up the core of this dissertation are the Governor General of Angola, a position he held twice between 1897-1900 and between 1904-1906. The counselor Antonio Duarte Ramada Curto, in carrying out his duties as Governor-General of Angola, proved to be a progressive, concerned about the development of infrastructure and the efficiency of public administration, prudent, seeking consensus, estimated by the public and, in Pélissier of words, a "pacifist". The exercise of these functions happen, however, a particularly difficult period for Portugal, marked by economic crisis and the political and ideological point of view, the British Ultimatum, that in the last days of the constitutional monarchy, which determined not only the scope the measures taken by him as even his own retirement from public life.

碩士<br>臺灣大學<br>國家發展研究所<br>97<br>When a new product first enters the market, in the hope of achieving the ultimate goal of making profits for a company, a well-deliberated marketing plan needs to be designed in order to ensure its success. This concept can also be applied to political elections. Whether a new candidate is nominated by the party or not, he/she needs a series of campaign activities to make his/her first debut and a good impression on voters so as to win the election. However, how does the political marketing work? Does every candidate use the same marketing strategy to advertise themselves? These questions will be discussed in the following sections. This research observed the 2006 Taipei City Council Elections. Two of DPP female candidates, Tu, Su-Wa and Wo, Shi-Yo, ran for the councilor election for the first time. According to Philip Kotler‘s STP theory, we analyzed their Political Marketing strategies of decision making process. Moreover, this paper uses the Image theory to illustrate the way to operate images within Political Marketing. Finally, the Political Communication theory is used to display Tu, Su-Wa and Wo, Shi-Yo’s Political Marketing methods. The research result explains how Political Marketing works- to attract voters and raise the reputation of candidates quickly and effectively.
