Abstract:
This conceptual paper is to study the departmental improvement that needs to be implemented at Malaysian Schools Counselling Center by integrating Human Resources Management Practices. The study reviews literature on the Historical Background of Malaysian School Counselling Center and human resource management practices. The paper goes on to analyse factors and perceptions that is needed for revamping a systematic Counselling and Career Development Center in schools. Furthermore, its operational needs relevant human resource management approach which will contribute towards building the future human capital via the school systems. As human capital is the backbone of any country, it has become essential for any nation to produce the right human capital to ensure the workforce of the country is able to develop well balance country from political, economic and socially. However, there is rising challenges for the education sector to produce and feed the talents and various initiatives have been addressed in the Malaysian Education Blueprint 2013- 2025(MEB) by the Ministry of Education Malaysia. Hence, pilot study will be carried out at two governments secondary school in Malaysia located in an urban and a sub urban platform and to contribute at end of the research towards improvement in schools counselling center by using Human Resource Management approach. It is also aim that can support future studies can be carried out based on the practical implementation.

Abstract:
Individuals with choleric temperaments easily get angry and can be problematic if not expressed appropriately. The purpose of this study was to identify gender differences in anger expressions among secondary school students. Respondents were secondary school students in four states in the Northern region of Malaysia. A total of 3348 students were involved, including 1,800 males and 1,548 females. Respondents aged between 13 and 16 were randomly selected from 20 secondary schools. Descriptive analyses and t-test were used to identify anger expressions among secondary school students. Findings showed that 780 respondents agreed that they are hot-tempered, while 2568 others did not. From the 780 hot-tempered respondents, 370 are males and 410 are females. A total of 3160 from the 3348 respondents did not meet their school counsellors for counselling sessions when they had anger problems. The findings also revealed a significant difference in four types of anger expressions between male and female students. They were in aggressive, verbal, intrinsic anger expression, and intrinsic anger control. The findings revealed that school counsellors need to equip students with specific, creative, and innovative interventions to cope with different anger expression.

Abstract:
The problem of drug use and crime worries many people as it threatens the well-being, harmony and security of the country and society. Over the years, this problem has been often associated with Malays compared to other ethnics. This study aims to identify the profiles and experiences of drug use and crime among Malay offenders. The study was conducted using a quantitative cross-sectional survey. A total of 301 Malay offenders who were charged for drug-related offences and serving their sentences in the Malaysian Prison Department were selected to participate in the study. The study has found that the majority of offenders involved in drug use and crime offences are young people aged 21-39 years old, unmarried, attained at least lower and/or upper secondary education SRP/SPM, employed prior to custody, and had income below than RM3,850 per month (B40). Based on their experiences of drug use, most offenders reported that they obtain drugs from the dealers and the average age of first drug use is between 30 to 35 years old. Methamphetamine is a popular drug used by majority of Malay offenders, and it is due to incredible enjoyment and peer pressure. The study also reported offenders spent between RM50 and RM100 to buy drugs in a day. Based on the experiences of crime, most of offenders reported to commit crimes at least twice a week and preferred to commit crime alone than in groups. The type of crime offences reported by most of Malay offenders are drug dealing, theft and burglary instead of drug use. Findings of this study have implications for the implementation of effective intervention and management offenders in terms of providing counseling services, skills, education, prevention, treatment and rehabilitation among offenders.

DOI: 10.35631/IJEPC.747039 This work is licensed under CC BY 4.0 The Ministry of Education (MOE) Malaysia directed that every teacher of secondary schools is responsible to prepare lesson plan for each lesson when teaching in a class. The paper reports the use of a prototype system by school teachers to produce digital lesson plans. The system was developed utilising the ADDIE Model. Five teachers from Kian Kok High School, Kota Kinabalu, Sabah was selected to test-run the system. They were also observed for teaching using the digital lesson plan. The results of the interview were analysed in a qualitative way. The findings showed that all the five respondents agreed the system was able to function smoothly to create digital lesson plan. Many other functions were tested and also reported to be successful. The result of the teaching observation also proved that the digital lesson plan is useful for the teachers and also able to maintain lesson plan standard fixed by the MOE. Many challenges were reported by the respondents but the researcher was only managed to attend to some of them only due to financial constraints of the grant. The research concluded that lesson plans generator that is reliable and effective must be in the online mode in a future so that users can be engaged online for more teaching resources.

<p style="text-align: justify;">The school counselor’s role is increasingly challenging with various demands of students’ problems and the issue of Coronavirus disease (COVID-19) pandemic also affect students’ psychosocial and mental well-being. Therefore, school counselors need to equip themselves with high psychological well-being as a self-care factor to deal with burnout, instability, and work stress. This study aims to develop Psychological Well-Being Model among school counsellors. A total of 330 secondary school counsellors from four districts in Selangor were selected as the respondents using the group random sampling method. Data were collected through translated questionnaire instruments, namely Self Compassion Scale, Counselling Self Estimate Inventory, The Assessing Emotions Scale, Spiritual Involvement and Beliefs Scale Revised, and Psychological Well Being-Ryff. Confirmation Factor Analysis (CFA) and Structural Equation Modeling (SEM) show that there is a significant positive relationship between self-compassion, counselling self-efficacy, emotional intelligence, spiritual intelligence, and the school counsellor’s psychological well-being. The findings also showed that self-compassion, counselling self-efficacy, emotional and spiritual intelligence affected 76.5% (R2 = 0.765) of variance in psychological well-being. This study is one of the earliest in presenting the school counsellor’s psychological well-being model who can contribute to Malaysian education. The implications of this study suggest that the elements of self-compassion, counselling self-efficacy, emotional and spiritual intelligence, and psychological well-being should be applied in the curriculum at the counsellor training level in university so that counsellors have adequate preparation in providing effective services in schools. The Ministry of Education Malaysia, on the other hand, needs to cultivate psychological well-being interventions regularly so that counsellors can always manage various students’ issues in schools as well as maintaining psychological well-being in terms of personnel and professionals.</p>

Abstract:
Academic peer mentoring program between peer mentors and mentees has been widely implemented by school counselors. However, few researches have been examined the outcome of the Peer Mentor Module (PMM) on mathematics grade achievement in school. The PMM aim to improve the peer mentor’s soft skills namely in interpersonal relationship, communication, motivation, empathy and emotional stability. The present study examines the effect of participation of form four students in a secondary school in academic peer mentoring program as well as differences between individual and group approach on mathematic grade achievement. A total of 45 sampel form four students who failed in mathematic monthly tests whereby 30 students as mentee served as treatment group while the remainder 15 students as a control group. All 20 peer mentor students participated in an eight hours workshop using the Peer Mentor Module. The subjects were examined at week one for pre-test and post-test at week eight. Data were analyzed using frequency, percentage and mean, with inferential analysis using Mann-Whitney U tests. Statistical analysis included (group x time) measures t-test to determine between and within group mean differences. The finding supports the hypothesis that PMM intervention shows positive effects on increasing the mathematic grade. It was found that the mathematic grade of Individual Peer Mentor Treatment Group is higher than the Group Peer Mentor Treatment Group. Therefore, a one-on-one session (one peer mentor and one mentee) provide better individualized attention for students as well as establish understanding of the content and advices from a peer mentor. This approach can become an important aspect in implementing the guidance and counselling practice that focus in academic peer mentoring.

Abstract:
This study aimed to assess the influence of the Big Five personality traits, namely openness, conscientiousness, extraversion, agreeableness, and neuroticism on an individual inclination to moral disengagement and drug use. A total of 132 fourteen to seventeen-year-old adolescents with discipline problems from the secondary schools in Selangor, Malaysia was involved in the study. Employing correlational designs, the data were collected by using standardised questionnaires including the Moral Disengagement Scale, the Big Five Inventory, and the Drug Abuse Screening Test. The results showed that personality traits had a strong relationship with moral disengagement and drug use. More precisely, the study discovered a positive correlation between neuroticism and moral disengagement and drug use. Furthermore, the findings revealed that moral disengagement had an indirect effect on drug use through neuroticism, which served as a mediator between the two variables studied. The findings suggested that neuroticism was a personality trait associated with moral disengagement and drug use in adolescents who struggled with discipline problems. These factors have implications for school counselling and drug treatment and prevention programmes. Further recommendations and future research on this topic have been suggested in this article.

Abstract:
Background: Breast cancer is the most common cancer in Malaysia and it is anticipated that incidence will increase by 49% from 2012 to 2025. Unfortunately, survival remains poor because of late presentation and poor adherence to evidence-based medicine. Barriers to early presentation include inadequate knowledge about the disease, financial issues, negative influence of relatives and perceived poor quality of care and services in state-run hospitals. Poor adherence to treatment is also a common struggle, and is further exacerbated by the use of traditional, alternative healing methods. While patient navigation (PN) programs have been shown to improve breast cancer outcomes in the US, its implementation and performance in low and middle income countries is not well studied. Aim: We sought to determine the impact of a PN program in reducing treatment delays and improving adherence to treatment and patient satisfaction, as well as to evaluate the barriers faced by women seeking breast cancer care in Malaysia. Methods: We established a nurse-led patient navigation center at a secondary government hospital in Klang. This clinical team involved the surgery, pathology, radiology and nursing departments and provided patient-centered care, including patient tracking and call reminder systems, family counseling, health education and decision aids. The community team involved a Patient Navigator Program Coordinator and a Community Navigator. We compared treatment delays and adherence to treatment between navigated patients and patients registered in the year prior to the PN program. We used Student t-tests and Pearson χ2 or Fisher's Exact tests to compare timeliness between navigated patients and patients registered in the year prior. Results: Of the 136 Malaysian women enrolled in the PNP in 2015, 48.9% were diagnosed with advanced disease (stage 3 or 4). Women with advance disease had a lower median monthly household income compared with women with early disease (USD $350 vs $540, P = 0.023). Women with advance disease were also less likely to have personal transportation to the hospital (36.4% vs 56.5%, P = 0.048). Compared with the year before PN, more navigated patients underwent mammography within 7 days of their first visit (96.4% vs 74.4%, P < 0.001) and received their diagnosis within 14 days of their first visit (80.0% vs 58.5%, P < 0.001). The proportion of women who met timeliness to treatment initiation was similar for navigated patients and patients in the year prior. The proportion of defaulters were marginally lesser among navigated patients compared with the year prior (4.4% vs 11.5%, P = 0.048). Conclusion: We found that integrating PN within a breast clinic of a middle income country is feasible, and in the long run, could improve outcomes for breast cancer patients. Long-term follow-up is needed to assess the impact of the PN program on improving treatment completion and survival.

Despite the rise in e-counseling services in Malaysia, there is an apparent lack of studies conducted from e-counselors’ perspectives on e-counseling features and provisions. The aim of the study is to determine the relationship between e-counseling skills and counseling self-efficacy. This quantitative study applied the descriptive correlational method in order to identify the relationship between e-counseling skills and counseling self-efficacy among e-counselors. The instrumentation involved the use of the Counseling Self-Estimate Inventory (COSE) and a self-constructed questionnaire, the E-Counseling Skills Scale which has undergone validity tests. 233 e-counselors from various institutions in Malaysia were selected using the simple random sampling technique to participate in completing an online survey form. Findings showed that respondents reported a high level of e-counseling skills (M = 4.07, SD = 0.60) and a moderate level of counseling self-efficacy (M = 4.00, SD = 0.67). E-counseling skills was positively correlated with counseling self-efficacy (r = .421, p < .05). The multiple regression analysis reported that the subconstruct “goal identification and attainment” of e-counseling skills best predicted counseling self-efficacy (β = .27, t(225) = 2.33, p .05). The findings implied that a higher ability to apply e-counseling skills is linked to higher counseling self-efficacy among e-counselors in Malaysia. This study suggests further improvement and standardization in the counselor education and training policy, specifically in terms of e-counseling interventions for both professional counselors and counseling trainees.

<p class="Els-Abstract-text">The purpose of this study was to examine the level of counseling self-efficacy and level of competency for multicultural counseling among counselors in secondary school in Malaysia. It aims to review the level of counseling self-efficacy and level of competency in multicultural counseling based on gender and experience among secondary school counselors. A total number of 140 respondents (secondary school counselors) have been involved in this research. Result shows that the respondents possess high level of counseling self-efficacy and multicultural counseling competency; and both differ based on gender and length of working experience as secondary school counselors. Moreover, the study exhibits a significant correlation between counseling self-efficacy and multicultural counseling competency. Suggestions and implications from this study were also discussed in this article.</p>

Self-efficacy has been considered an essential mediator and predictor of individual counseling performance. As there is no existing scale to measure counseling self-efficacy in the counseling domain, the Sources of Middle School Mathematics Self-Efficacy Scale was modified in this study. The purpose of this study is to examine the psychometric properties of the Sources of Counseling Self-Efficacy Scale, Malaysia (SCSE-M) in a sample of 541 Malaysian secondary school counselors. In addition, it aims to also examine the invariance between registered and non-registered counselors. The results reveal that the SCSE-M four-factor model (social persuasion, mastery experience, vicarious learning, and physiological and affective state) has good fit and is appropriate in the domain-specific counseling profession. In terms of validity and reliability, SCSE-M reported good internal consistency and support for configural, metric, and scalar invariance among registered and non-registered counselors. The generalizability of the results should be considered as tentative and limited to public secondary schools’ counselors who were the sample in this study. More research is needed in the other private, international, primary, and tertiary counseling sectors to determine the appropriateness of the SCSE-M for use in the counseling domain in Malaysia.

Abstract:
Group counseling intervention is able to enhance emotional stability among adults, especially those serving in the challenging circumstances of uniformed organizations. This study intends to explore the application of group counseling intervention among firefighters in the Fire and Rescue Department of Malaysia undergoing training for promotion purposes. The objectives of this study are to: a) examine factors that cause emotional instability among firefighters in the Fire and Rescue Department of Malaysia, and b) examine the application of group counseling intervention to enhance emotional stability among firefighters in the Fire and Rescue Department of Malaysia. This research was conducted using the qualitative descriptive case study design approach. Data collection was done through a focus group comprising 20 firefighters who were undergoing a course for promotion purpose. Five group counseling interventions totaling 16 hours were done a marathon session in three day. Research findings indicate that group counseling intervention is able to help reduce stress and increase emotional stability of firefighers participating in the course. The opportunity to share their feelings, and extend emotional support among group members contributed to the fostering of emotional stability within the group.

This research is based on the assumption that the rise of homeless and beggars in the City of Alor Setar. This condition has caused disrupt the beauty and comfort of the city as a result of cancer suffered by the city and the State. For this reason, the government through the Kedah Community Virtue Position has built a transit house as a temporary stopover place for which they are then given guidance on Islamic counseling. Based on the facts above, this study answers the problem formulation, namely how to guide Islamic counseling in tackling homelessness in the City of Alor Setar by the Office of Benevolent Society of the State of Kedah, Malaysia. To answer these questions, this study uses descriptive qualitative methods.This study aims to describe the techniques of Islamic Counseling Guidance conducted by Counselor officers in counseling activities carried out by counselors from the Department of Public Virtue to the homeless in the City of Alor Setar. This research is a qualitative research, namely a type of field research field research, the nature of descriptive research, this study uses interview, observation, and documentation data collection techniques. Interviews were conducted with counselors and midfielders who had participated in Islamic counseling activities in the City of Alor Setar Negeri Kedah Darul Aman, Malaysia. Observation was carried out Islamic counseling guidance techniques used and the process of Islamic counseling in the Office of Benevolence of the Community of Kedah Darul Aman, Malaysia. Photo documentation of Islamic counseling activities. The data source of this research is primary data and secondary data. Qualitative data analysis with deductive deduction method. From the results of this study the Islamic counseling process in the public virtue position using three homeless people can follow the stages of counseling well so that the homeless can be firm in his faith, especially mental and mental health, can control themselves and understand what is ordered and forbidden by Allah SWT so that when the homeless people have come out to the outside community they no longer feel inferior and can also adjust to society.

Abstract:
Background and Purpose: The purpose of this study is to investigate the level of technical efficiency of Malaysia’s secondary education. Education efficiency has become an important issue since the education sector is the recipient of high priority budget allocation. An evaluation of whether the budget distribution for secondary education is technically efficient is necessary because secondary education represents almost 40% of the national education budget. Methodology: The study applied the Data Envelopment Analysis (DEA) in examining the level of technical efficiency for a sample of 626 secondary schools from four selected states, namely, Selangor, Melaka, Kedah, and Terengganu. The sample was further split into schools from developed and less developed states, and urban and rural areas. Findings: The results revealed that secondary schools in the four sample states were technically inefficient (almost 98%). Most schools were at a moderate level of technical efficiency (score range between 0.5-0.79). Interestingly, schools in rural areas and less-developed states showed better technical efficiency than those in urban areas and developed states. Given the government's total expenditure, academic achievement could be increased by almost 30 percent with an improvement in inefficiency. Contributions: The study's fundamental implications are that inefficient secondary schools need to increase their efficiency by ensuring effective budget spending and adequate expenditure distribution monitoring. More schools need to be constructed or repaired, and old schools/buildings upgraded. The sector also needs to expedite compliance with the 17:1 student-teacher ratio set by the Education Ministry to improve teaching delivery quality. Guidance and Counseling Workshop on Strengthening Character Education in Guidance and Counseling Services for Junior Secondary Guidance and Counseling Teachers in Tabalong Regency was carried out to prepare guidance and counseling teachers who were capable of implementing guidance and counseling services in strengthening character education based on operational guidance and counseling in schools, by the Guidance and Counseling Guidelines for Primary and Secondary Education issued by the Ministry of Education and Culture. The workshop was held one day, namely on August 26, 2019, with 37 participants. Technically, the implementation of the workshop takes place in 5 stages of activities, namely registration; lectures; sharing experiences; and questions and answers practicum. Resource persons for the workshop activities were lecturers in the guidance and counseling study program. Based on the implementation of this service, it can be concluded that guidance and counseling teachers have an essential role in strengthening character education by using guidance and counseling services based on the Operational Guidance and Counseling Implementation Guidelines. Therefore, it is suggested to be followed up into technical guidance activities in implementing guidance and counseling services with a more specific activity agenda; and become a preliminary study in making guidance and counseling service modules for strengthening character education based on Operational Guidance for Guidance and Counseling Implementation.

In this research, qualitative studies dealing with the problems and solution proposals in psychological counseling and guidance services at the secondary education level were examined with the meta-synthesis method. For this review, data were obtained by using the keywords of guidance and psychological counseling services, guidance services problems, guidance and psychological counseling problems in secondary education, and guidance and psychological counseling in high schools by using the databases of Google Academic, Dergi Park, TR Directory and National Thesis Center of the Council of Higher Education. As a result of the meticulous examination of the articles and theses, 36 studies were determined and related to the problems of guidance and psychological counseling services in secondary education, including problems arising from physical facilities, problems arising from the accessibility and functionality of services, problems related to professional development, system-related problems and misconceptions and information about guidance and psychological counseling services. Five themes were identified. Then, the sub-problems of each theme were determined, and the solution proposals for these problems from the articles and theses discussed in the research were emphasized.

Malaysia is one of the multi-ethnic, multi-culture and multi-religious countries in Southeast Asia. Malaysia is a classic case where the state has used wide-ranging preferential policies to manage ethnic problems. As a matter of fact, because of the ethnic politics in Malaysia, the ethnic preferential policies affected most domains of this country, including social, political and economic areas, especially Chinese education in Malaysia. The objective of this paper is to examine Chinese education in Malaysia under Malaysian ethnic politics. Data of this article is based on two sources, primary data were collected through interviews and the informants were selected based on purposive sampling and snowball sampling, meanwhile, secondary data were collected from journal articles, newspapers, website pages and online resources. Hence, the authors focused on these qualitative data especially the informants’ oral interviews to reach the research objective. Content analysis was used to analyze primary and secondary data. Findings of this study indicate that, there is no doubt that the development of Chinese education in Malaysia is closely related to Malaysian ethnic politics, though it has undergone a thorny way, it is not a problem to maintain the status quo of the Chinese education; however, it is impossible to seek a great breakthrough at the present stage. Nowadays, the development of Chinese education in Malaysia depends to a certain extent on the development of China and it has a positive correlation with the Malaysia-China relationships.

The teaching profession has been consistently ranked as the most stressful job in the world today. Teachers who experience prolonged exposure to high levels of work-related stress can find there to be a detrimental effect on their physical health, mental health, social life, and work performance. This study aims to characterise the mental health and wellbeing of secondary school teachers in Malaysia according to gender and age group. We examined burnout levels among 776 secondary school teachers who were measured across three dimensions (i.e., depersonalisation, emotional exhaustion, and personal accomplishment), as well as their sources of stress, manifestations of stress, and psychological symptoms. The quantitative data analysis revealed that most of the teachers had experienced burnout in terms of their personal accomplishments, work-related stressors, and time management, and that it mostly manifested as fatigue. Overall, the sample of secondary school teachers in Malaysia indicates a risk of poor mental health. Further psychological interventions and self-care programs are suggested to help secondary school teachers cope with the early signs of burnout.

This article is a case study on the education of Orang Asli in Malaysia. Indigenous people or “orang asli” are the oldest inhabitants of Peninsular Malaysia but they are the minority among the total population in Malaysia. A study showed that around 50 percent of the students from the Orang Asli community do not further their study in secondary school after finishing their primary school and only 30 percent of students of Orang Asli finish their secondary school, which is less than half of the national average. The statistics of the education progress of Orang Asli are quite worrisome for a lot of parties especially the government and there are a lot of factors that contribute to those, not good-looking results. In order to improve the quality of education, studies on the challenges faced by the Orang Asli are a must. There are a lot of factors causing that specific problem. One of the factors is would be the awareness amongst the Orang Asli community towards education and another factor is would be the Orang Asli accessibility to their nearest education institution. In a nutshell, the Orang Asli are the minority communities that had been marginalized for decades and to achieve the aim to reduce poverty and uplift quality of life them, education is the main key to success.

The process of addressing ethical perplexities is challenging and there is insufficiency of clear solutions and proper resources to resolve the ethical quandaries. Thus, this study aims to identify the greatest predictor of trainee counselors&rsquo; self-efficacy in addressing ethical perplexities. The greatest predictor of self-efficacy is expected to enhance the existing counseling ethics education curriculum and pedagogy. A quantitative methodological approach was administered through questionnaires. There were 148 trainee counselors selected through simple random cluster sampling and they were all students from private universities in Malaysia. The data gathered were analyzed using correlation and multiple regression analyses. Correlation analysis recorded the highest coefficient of r value which was a substantial relationship between self-efficacy and multicultural competence. Next, multiple regression analyses indicated that the three predictors which are multicultural competence, religiosity, and spirituality were predictive of self-efficacy. However, the strength of prediction varied. Multicultural competence had the most powerful prediction on trainee counselors&rsquo; self-efficacy, followed by spirituality, and religiosity. These findings revealed the importance of the three predictors in enhancing trainee counselors&rsquo; self-efficacy, addressing ethical quandaries, and developing pedagogic counseling education. The process of preparing and developing intuitive counseling professionals is worthy of attention in the counseling training and practice, specifically in addressing ethical perplexities. Thus, the three predictors should be integrated into the counselor education curriculum and pedagogy at all levels. Cultivation of these three predictors in all trainee counselors would build their level of self-efficacy and help in their survival during counseling dilemmas, leading to successful counseling sessions.

Currently, there are many natural disasters such as floods, landslides, earthquakes, and climate change. These disasters certainly affect the conditions of human life from economic, social, and environmental perspectives. Therefore, it is necessary to take preventive action and learn so that people understand the potential for disasters and how to deal with them. The geography education curriculum is one of the subjects that contains topics on disaster education, but this has not been carried out thoroughly in Malaysia. This study analysed the types of natural disasters and elements of priorities for action in reducing disaster risks, based on the Sendai framework. The data were collected from the Ministry of Education Malaysia, namely Kurikulum Standard Sekolah Menengah (KSSM) of Geography form 4 and 5 Secondary School, geography textbook form 4, and geography textbook form 5. The data were analysed by a qualitative method with a content analysis approach. All documents were analysed with a focus on disaster risk reduction materials, based on the Sendai framework. As a result, the geography education curriculum for secondary schools in Malaysia has included these types of natural disasters: earthquakes, tsunamis, floods, landslides, droughts, hurricanes, and volcanoes. It also includes four elements of priority action for disaster risk reduction, albeit with an uneven composition. Overall, this study has shown that elements of Disaster Risk Reduction (DRR) were included in the geography education curriculum for secondary schools in Malaysia.

Vocational and Technical Education forms a very key foundation in enabling a nation to achieve aspired MDGs and SDG. Kenya as a country highly depends on technical skills to achieve the Vision 2030 and Sustainable Development Goals. However, this can only be achieved through proper and realistic career counseling information provided by the counseling teachers at the secondary school level. According to KCSE results released every year, the majority of the candidates score below grade C+ especially in 2016 and 2017 though above D- which is the requirement for entrance for proficiency level for TVET courses. However, the majority of students do not join Vocational or Technical Education due to a missing link between the natures of career counseling services offered at the secondary school level. Counselors have expectations and premise that the majority of the candidates join training at university levels thus package their counseling information on the few ignoring other students. The objective behind this study was to examine the final results scored by students and the subject choice at secondary school, various career theories, and models that guide career choices formed the foundation for the study. The study used a descriptive design where data was collected through past existing data review from KNEC and one Technical Training Institute over a period of four years. Data was analyzed and presented in tables and figures. Findings revealed that the majority of the candidates (86.92%) of the KCPE candidates scored less than C+ and had no career information on Vocational and Technical Education. The study recommends reengineering of the career guidance in Kenya education system to involve the Ministry, professionals and Human Resource Management experts.

ISESCO Educational Centre in Malaysia (ISESCO Malaysia), in collaboration with the Islamic Education Department of Ministry of Education, Malaysia, offers various annual language activities to improve the level of Arabic language usage among secondary school students in Malaysia. One of the languages activities organised by ISESCO Malaysia annually, is an Arabic Short Film Competition. It is noticeable that there are variety of Arabic language usage errors appeared in the videos presented, including those resulting from language interference effect. Some of these errors are often repeated by students, believing that it is a sound of Arabic language. This study therefore, conducted to examine the errors of language interference effect and its causes among Arabic learners in Malaysia’s secondary school. The study has followed the descriptive approach to analyse these errors. The study found that linguistic errors among Arabic students in Malaysian secondary schools resulted from language interference effect of their mother tongue; by literally translating it, following the culture and rules, as well as lack of knowledge of the rules of the language and culture of the Arabic language. This study proposed an appropriate action to solve the problems using educational approach.

The paper discusses a study on the concept and effective e-learning approaches in the teaching and learning of Islamic History and Civilization in the Integrated Curriculum for Secondary School (ICSS), Malaysia. The study involved about fourhundred students from the selected secondary schools in Malaysia. The data werecollected through the questionnaires, observation, and interviews. The study discovered that the e-learning method may provide various opportunities to the students in Malaysia to access the enormous Islamic heritage in the Kingdom of Saudi Arabia. This may enhance their knowledge, understanding of the facts, and appreciation of the revealed artifacts and evidences of the truth of Islam.In fact, the e-learning approach is substantially suitable to be used as instructional instrument in distance education at all levels of education, particularly between Malaysia and the Kingdom of Saudi Arabia and other Muslim countries around the world.

Abstract:
The aim of the study is to determine the relationship between economics education exposure, saving, expenditure, investment and economics literacy amongst teachers in secondary schools in Perak. The theoretical framework was designed based on the literature and hence five hypotheses for the study were formulated. The samples were selected by quota sampling methods. The data were collected by distributing structured 35 items questionnaires to 100 teachers in secondary schools in eight districts in Perak. The instrument was adapted form Leader Behaviour Description Questionnaires which were used to measure economic literacy. Only 60 questionnaires were returned and analysed which gave 60% respond rate. Data collected were sorted out and keyed in into SPSS version 17. The data were analysed using descriptive and inferential statistics to answer the research questions. The result of the analyses showed that there was significant relationship between economics education and its predictors. Together the independent variables explained 81.7% of the variance in the dependent variables. The remaining 18.3% was due to unidentified variables. In relation to that, the study had contributed some knowledge about the understanding of economic of literacy. For future research, it is recommended that other than the above variables might influence economic literacy perhaps with a bigger samples and wider scope.

The self-awareness capacity has long been no stranger in the foreign education, but in Vietnam, self-awareness capacity has only been developed in education in recent years. The self-awareness capacity related problems among Vietnamese students have been exacerbated such as gender-based violence, gender bias, wrong career choices, disorientation and school counseling activities currently could not support this difficulty for students. Based on the theoretical framework of self-awareness capacity from previous studies in Vietnam and further developing the aspects of self-awareness by age, the questionnaire had been done to survey of 726 lower-secondary school students and 474 upper-secondary school students to find the situation of their self-awareness capacity problems, as well as the need for self-awareness capacity problems counseling. The results demonstrated a positive correlation between self-awareness capacity problems and students’ need for self-awareness capacity problems counseling. In addition, identifying self-awareness capacity problems encountered by students helps us to develop a new school counseling model, as well as a process to counsel self-awareness capacity problems for students to enhance the self-awareness capacity and support school counseling activities effectively, also meeting the requirements of renewing the general curriculum in the students’ capacity development orientation in Vietnam. <span lang="EN-US">The decision on school reopening has evoked mixed reactions from parents as they become nervous regarding this action and are uncertain to send their children to school. Therefore, this study was conducted to assess the teachers’ perspectives on the readiness and challenges of school reopening in Malaysia. A study was conducted through online interview sessions amongst 20 teachers for primary and secondary schools at Seremban district, Negeri Sembilan, Malaysia from October 2020 until February 2021. Data were coded into themes and sub-themes based on the similarities of the data. The respondents in this study agreed that they are ready for school reopening and fully follow the guidelines prepared by the Ministry of Education Malaysia such as checking body temperature, physical distancing inside and outside the classroom, enforcement of wearing mask and sanitize the area regularly. Undeniably, the teachers faced some challenges regarding new norms during school sessions. Therefore, to ensure that the students receive proper education, at the same time the measures to contain the transmission of COVID-19 are followed properly, a few suggestions have been made. The cooperation from the teachers, parents and students are also needed to ensure and achieve the smoothness of school sessions.</span>

Undergraduate students are always faced with diverse mental health problems. Nowadays, they can easily access online counseling services to reduce their problems. This research determines the most desired component to develop the online counseling program which aims 1) to study the needs to develop an online counseling program, 2) to compare the needs to develop this program by categorizing with gender, year, academic program, and grade point average (GPA), and 3) to rank the priority needs for developing this program. Participants were 416 undergraduate students who studied in Mahasarakham University and were selected by stratified random sampling. The research instrument was the needs assessment questionnaire to develop this program. The data were analyzed using percentage (%), mean (M), standard deviation (S.D.), independent sample t-test, one-way ANOVA, and modified priority needs index (PNIModified). The results revealed that: 1) the mean of actual condition was at a high level (M = 3.76, S.D. = 0.59) and the mean of the desired condition was at the highest level (M =4.50, S.D.= 0.56) with the significant difference at 0.05 level in all four domains. 2) Undergraduate students from different academic programs exhibited the marked different means of needs for the online counseling program. The scores on actual conditions among students of Mahasarakham Business School were higher than students from others. 3) Students showed the highest priority needs on characteristics of counselor and online application for counseling (PNIModified = 0.203). They showed that the secondary needs on characteristics of online counselee (PNIModified = 0.192) and therapeutic relationship after online counseling (PNIModified = 0.177).

The school counseling program is meant to assist students to deal with psycho-social and behavioral challenges, which normally affect their academic performance. In order to achieve this goal, the Kenyan government has previously committed resources towards establishing counseling programs in schools. The aim of this study was to establish how effective these counseling programs are in assisting secondary school learners in Kiambu County to achieve academically. Primary data was derived from 80 high school adolescents, 8 counselors, and 8 academic Dean of Students who were purposively sampled from 8 schools that were randomly selected. The study was qualitatively done, and self-determination theory was used to guide the study. Data were analyzed for the identification of counseling program characteristics and student improvement indices. These were presented in tables, charts, frequencies, and percentages based on the responses from the respondents. Further, a correlation between the two variables of the study was examined. Findings depicted that 65.7% of the students sampled said that counseling services offered at school satisfied their needs, 74.3% reported an improvement in their academic performance as a result of those counseling services and 87% felt more positive about school life after receiving counseling services. The study concluded that comprehensive counseling programs improved academic performance among high school students. The study intended to inform education planners, principals, and administrators on the role counseling would play in enhancing academic achievement among secondary school students.

Abstract:
This article introduces the various types of sukuk that exist in the Malaysian secondary market. The Malaysian sukuk market was initially debt-based which attracted criticism from the Shariah scholars from the Gulf and Middle East. However, the Malaysian sukuk market made a turn towards equity and ijarah sukuk and ventured into “green sukuk” or socially responsible investment (SRI) sukuk. To facilitate the financing of sustainable and responsible investment initiatives, the Securities Commission of Malaysia (SC) has launched the Sustainable and Responsible Investment (SRI) sukuk Framework in 2014. The introduction of the SRI sukuk framework is seen to be in line with the rising trend of “green bonds” and “social impact bonds” that have been introduced globally to facilitate and promote sustainable and responsible investing. The writer has presented different examples from both regions to show that the gap has been bridged. However, despite this convergence the author recommends a revisit of the controversial debt-based instruments by Malaysian Shariah scholars.
